There is, however, no spatial or governance dimension to reflect and ascribe this shift in functional organization and problem framework being accounted for by current paradigms. While current strategies of intervention do not meet the exigencies of such a constantly developing and evolving spatial form, urban projects servicing this need could serve as the “service� generated by metropolitan governments to meet an ongoing need.
