EXECUTIVE SUMMARY This report summarises the results of the first survey of Maniapoto Tribal Register members who have chosen to join the Maniapoto Research and Communications Platform (MRCP). So far, a nett 275 have joined and the survey was completed by 213 of these members – all validated as Tribal Register members by the Maniapoto Maori Trust Board. The results of the survey are unweighted.

Post Settlement Governance Entity (PSGE) Trustees There was a clear preference for at least half or more PSGE members to be generally elected, while 20% felt that generally elected Trustees should be a minority. 47% preferred 8 or 9 trustees, but only 4% preferred more than 13. Indications are that those living in the rohe are seeking a slightly greater number of Trustees than those living outside the rohe. Platform members affiliated to marae in the Mokau ki Runga Regional Management Committee (RMC) area were seeking the highest number of Trustees, while members affiliated to marae in the Ngā Tai O Kawhia and Te Tokanganui a Noho RMCs were seeking the fewest.

Non-voting Rangatahi and Kaumatua representation Nearly 7 in 10 supported making provision for non-voting trustees for both Rangatahi and Kaumatua representation. There was majority support regardless of the RMC to which Platform members’ main marae was affiliated.

Kingitanga representation Overall, opposition to Kingitanga representation on the Maniapoto PSGE (43%) was greater than support (34%), with 20% unsure and 2% giving no response. A majority of males (59%) who responded to the survey were opposed to Kingitanga representation on the PSGE while 24% supported it. Support among females responding to the survey (39%) was slightly higher than opposition (36%). In the various RMCs, support was equal to opposition in Nehenehenui and there is an indication that support exceeded opposition in Tuhua Hikurangi. In all other RMCs, opposition to Kingitanga representation exceeded support. The preference of the 34% overall who supported Kingitanga representation on the PRGE was for that responsibility to be carried by a Kaumatua Advisory Trustee. Eligibility criteria for PSGE voting trustee candidates “Proven skills”, “Experience” and “Objectivity” were seen as the top three eligibility criteria by both male and female respondents and by all age groups except 25-34 year olds, where “References” was a more important criteria than “Objectivity”. Note that “References” was a more important criteria to females than to males. Platform members affiliated to marae in the Nehenehenui RMC placed below average importance on proven skills and above average importance on objectivity, although they retained the top 3 criteria in the same rank order. Those affiliated to marae in the Mokau ki Runga and Te Tokanganui a Noho RMCs placed greater than average importance on proven skills, while those affiliated to marae in Ngā Tai O Kawhia rated “Independence” ahead of “Objectivity”. 27% said there was “Something else” they would support as eligibility criteria. While the range of comments was broad, there were underlying themes of “honesty and integrity” and “ability to work for the whole of the Iwi”.

Election of Trustees 63% of respondents overall agreed that Trustee positions should become vacant on a staggered basis – half at one election and the other half at the next. There was majority support (53%) for 3 years between elections. Nearly 6 in 10 were supportive of setting a maximum number of successive or continuous terms to be served. Despite the preference for rotational Trustee vacancies, nearly half of respondents felt that it should be left to iwi voters to decide when a trustee should be replaced. In general: 

Those who disagreed that there should be a maximum number of successive or continuous terms felt that it should be left to Iwi voters to decide when a Trustee should be replaced. Conversely, those who disagreed that it should be left to Iwi voters, preferred a maximum number of successive or continuous terms. Nearly half of those who agreed that it should be left to Iwi voters also agreed that a maximum number of successive or continuous terms should be in place.

These results indicate that consideration should therefore be given to an approach which allows for both of these arrangements to co-exist, rather than one precluding the other.

Review of PSGE structure 68% approved of reviewing the PSGE structure 5 years from establishment. Females and those aged 35 to 64 years were the most likely to want to consider a different time period. 22%, however, suggested a different time period. Typically, these were for review in 2 to 3 years, with one respondent explaining: “We need to fail fast so 5 years is too long. Review 2 years in for changes to be implemented in the 3rd year, thereafter review in the 5th year for changes implemented in the 6th year, thereafter review in the 8th year for implementation in the 9th year then every 5 years.”

Satisfaction with the Maniapoto Maori Trust Board 44% of MRCP members said they were satisfied with direction, process and progress. 19% of those living in the rohe were dissatisfied, compared with 11% living outside the rohe. 39% of those living outside the rohe professed to be “unsure”, compared with 16% of those living within the rohe. The greatest level of satisfaction was expressed by respondents whose main marae was affiliated to Ngā Tai O Kawhia or Tuhua Hikurangi. The least satisfaction was expressed by MRCP members whose main marae was affiliated to Mokau ki Runga. 58% were satisfied with the information and communications provided by the MMTB, more particularly where they lived outside the rohe. Note that those living within the rohe were twice as dissatisfied (22%) as those living outside the rohe (10% dissatisfied). Dissatisfaction was largely among the 35 to 54 year olds, and highest among MRCP members whose main marae was affiliated to the Hauauru Ki Uta RMC.

REPORT 1. Trustees Platform members were told: “Previous iwi feedback has confirmed a very strong preference to adopt a Post Settlement Governance Entity (PSGE) that is based on a “Mixed model” comprising: Marae-based “Rohe” trustees similar to the present Maniapoto Maori Trust Board system of regional trustees nominated and appointed by the respective rohe-based, Regional Management Committees” or (RMC’s); and Generally nominated trustees elected by all eligible members on the Maniapoto Maori Trust Board tribal Register through a formal election process. The mixed model approach appears to be regarded as a fair and reasonable approach to balancing the rohe interests of “Ahi kaa” and the 91% of Maniapoto that live outside the Maniapoto rohe.”

1.1 Generally-elected trustees Platform members were asked whether they thought the generally-elected trustees should be a minority of PSGE members, half of them or a majority. There was clearly a preference for at least half or more of the PSGE members to be generallyelected. An indication1 is that for those living in the rohe, nearly half (49%) want to see a majority of the PSGE members generally-elected and 32% seek half generally elected. For those living outside the rohe, 30% want to see a majority of PSGE members generally elected and 41% half of the total number of PSGE members generally elected.

MRCP members affiliated to marae in the Ngai Tai O Kawhia Regional Management Committee (RMC) area2 were more likely than average to support a majority of PSGE trustees being generally elected. This was also true for those from the Nehenehenui area, but they also had 1

MRCP members affiliated to marae in the Mokau ki Runga RMC area had higher than average support for a minority of the total number of PSGE trustees being generally elected

The 4% of respondents who answered “More than 13” were asked how many that should be. Responses ranged from 14 to 18, to a trustee for each marae. Regardless of whether they were living in the rohe or outside it, 5% did not give a response and of the remaining 48%, those living in the rohe appeared to be seeking slightly greater number of Trustees than those living outside the rohe. Platform members affiliated to marae in the Mokau ki Runga RMC were seeking the highest number of Trustees, while members affiliated to marae in the Ngā Tai O Kawhia and Te Tokanganui a Noho RMCs were seeking the fewest.

In the various RMCs, support was equal to opposition in Nehenehenui and there is an indication that support exceeded opposition in Tuhua Hikurangi. In all other RMCs, opposition to Kingitanga representation exceeded support.

Respondents who felt that there should be Kingitanga representation on the Maniapoto PSGE were asked whether that responsibility should be carried by the full PSGE Board, a Kaumatua Advisory trustee, or under some other arrangement. As shown in the following chart, the preference was for the responsibility to lie with a Kaumatua Advisory trustee.

Platform members affiliated to all RMCs also had a preference for a Kaumatua Advisory trustee arrangement3. Respondents who had selected another arrangement were asked to say what that was:   

A kaumatua nominated by Maniapoto Marae and elected using the process for generally elected members. A nominated representative not an appointed one. A representative/s who is not on the PSGE board and who is not in the Kaumatua Advisory trustee. That way there is 1. less influence from others, and 2. to keep all 3 kaupapa - with all their own 'take' - isolated from one another. According to committee. Advisory only position. Advisory role 1 member from Te whakakitenga or Te arataura level. All Maniapoto PSGE. An Advisory Trustee, with capability and knowledge and does not have to be a Kaumatua. An appointment by the head of the Kingitanga, with full voting rights on a par with all other members.

An elected kingitanga rep. An expert in whakapapa, Tikanga and kingitanga who may or may not be Kaumatua. Carried by the Maniapoto members. Have a kaumatua representing us in that forum. Hui around the proposed kaitiakitanga representation and implementation. How, where, when and the benefits of these practices for our rohe. Timeframes and action are required. Publication for all iwi members to be involved as required. It should be a mixture of the board and Kaumatua and rangatahi, I think it a fairer approach to hear all sides and views. It’s the Kingitanga responsibility to appoint them. It does not have to be a voting position, but it has to participate. Its Maniapoto's responsibility to make that provision. Kaumatua. Kaumatua Advisor. Kaumatua or kingitanga appointed representative. Position should be held by one person on PSGE and it should be part of induction for all trustees to understand their Maniapoto whakapapa and historic relationship between Kingitanga and Maniapoto. Should be as recommended / advised by the Kingitanga and in conjunction with Maniapoto's recommendation / tautoko. Someone who represents the movement. Tikanga Tuhonohono Ngati Maniapoto raua ko Waikato Tainui. Tuheitia.

Some form of connection to Maniapoto. Somebody that is fair and level headed. someone who has no experience but has the desire and passion to learn. Someone who represents te Iwi o Maniapoto views and not just a select group of that Iwi. Strategic governance & proactive in whanau wellbeing. Strong voter support. Supporting an individual holistic vision for ALL happiness of Maniapoto. Te Reo me nga tikanga. TEAM PLAYER. The board should have a range of diverse skills e.g. some may be well versed in Te Ao Maori but lack Pakeha qualifications; that's okay and vice versa. There should be an appointed time to represent the trust. Fresh nominees should come in. If a certain member or group of collectives is working well and strong, we keep them until we find the best team. Validation by their Marae/Hapu & previous roles & commitment to hui -attendance if a member or trustee of other Boards & committees. Values and principles based on the Kawenata 1903. Vision, influence. Wairua. Whakaaro Kotahitanga, be able to decisions for the greater good, whakapapa. Whakapapa & proven ability to work for the good of all beneficiaries. Whakapapa involvement within Maniapoto. Youth. A mix but would like to see only those that have the qualification either law background, business or medicine and Arts. Would also have to be fluent in Te reo and tikanga. A fair balanced arrangement so all get a say.

5. Trustee elections and term 5.1 Election of Trustees Respondents were asked if they agreed or disagreed that Trustee positions should become vacant on a staggered basis – half at one election and the other half at the next election. 63% agreed, with agreement generally increasing with increasing age. While a majority of female MRCP members, however, agreed with rotational vacancies, 27% felt that all the positions should become vacant at an election, compared with 18% for males.

5.2 Time between elections Respondents were asked what they considered to be a reasonable period between elections, “taking into account the time for trustees to become familiar with the affairs of the PSGE and the significant costs of conducting iwi elections nation-wide�. A majority supported 3 years between elections although Mokau ki Runga RMC members were more split between 2, 3 and 4 years. Male respondents tended to prefer slightly longer time between elections than female respondents.

5.3 Successive or continuous terms as a Trustee Respondents were asked whether they agreed or disagreed that Trustees should only serve a maximum number of successive or continuous terms, and/or that it should be left to Iwi voters to determine when a trustee should be replaced. Nearly 6 in 10 were supportive of setting a maximum number of successive or continuous terms to be served. Note that nearly half of those who agreed that it should be left to Iwi voters also agreed that a maximum number of successive or continuous terms should be in place.

Consideration should therefore be given to an approach which allows for both of these arrangements to co-exist, rather than one precluding the other. Note that among respondents whose main marae is affiliated to Te Tokanganui a Noho, 45% agreed that it should be left to Iwi voters while 72% agreed with a maximum number of terms. This was the lowest level of agreement with it being left to Iwi voters and the highest agreement with maximum terms. All other RMCs4 were in line with the overall result.

I think it is fitting that on the 4th year the remaining PSGE trustees should dedicate time for reviewing the structure and make appropriate changes in the planning for the next 3 years. 4 years. 4 years. 4 years from establishment. Should be immediately completed in conjunction with the rotation for trustees (the 4th year)????? Two rotations of a term. Two stage revision, stage 1 at 3 years to coincide with elections, stage 2 at 6th year to coincide with second round if trustee elections. We need to fail fast so 5 years is too long. Review 2 years in for changes to be implemented in the 3rd year, thereafter review in the 5th year for changes implemented in the 6th year, thereafter review in the 8th year for implementation in the 9th year then every 5 years.

Satisfaction with MMTB 7.1 Satisfaction with the direction, process and progress achieved Respondents were invited to provide their views on the process and progress made by the Maniapoto Maori Trust Board (MMTB), in advancing the Maniapoto Treaty Settlements. 44% said they were satisfied with direction, process and progress. 19% of those living in the rohe were dissatisfied, compared with 11% living outside the rohe. 39% of those living outside the rohe professed to be “unsure”, compared with 16% of those living within the rohe.

A lot of internal changes have occurred like at the negotiator role Sir Wira exit and why? Have we got the replacement people\person right? Who’s running the ship now for negotiations and is there buy in from Rereahu, Taumarunui, Kawhia and Nth Maniapoto going forward? A MMTB representative should be encouraged to run for Mayor. A TAUMATA KAUMATUA should be constituted at the very top of the structure. They would be legally able to injunct any process within the structure (over and above legal trustees). As I live outside of the rohe I don’t get a real sense of the progress to date (despite receiving email updates). I’m never confident that the breadth of discussions and rationale for outcomes are conveyed in an email update/paanui. As the pending urgency has a set date for its hearing, the MMTB would need to see what impact if any of the urgency outcomes. Being chosen we trust that you would be passionate about progression as an iwi with the best interests at heart. A lot of trustee members or meetings become personal and unprofessional. I haven't seen where we are to date but I am certain that the home front is in good hands. Thank you for all that you do. Can’t see evidence of any innovative thinking, latest models proposed seem very much the same as current one that doesn’t work. Seems very adhoc and little to no ability for those with experience who don’t sit on the board to contribute thoughts. Haven’t seen any evidence of what they have learned from other iwi who have already settled. This survey is a good start but no place on each question to suggest options outside of the options given so feels like we are being “funnelled”. Constructive communication with Rereahu. I am very satisfied. I believe there should be rangatahi and kaumaatua representation on the new PSGE and they should have a vote. I believe, the Maniapoto Maori Trust, should be looking at expanding their horizon of asset security, as well as looking to aid members in personal endeavours. I believe more grants would bring real change to the members in a positive, reinforcing and supportive manner, grants for innovation, business start ups, and education, small sums act as an incentive and a show of trust and belief from the iwi. I have stated no to non-voting representative positions for kaumatua and rangatahi as I believe these should be voting positions. I need to read up what has happened. Where can I access that information? I think compromises have been made regards what is in the settlement package that have not involved consultation with local hapuu. I think MMTB need to have more grants available for our upcoming Tamariki like sports grants education grants like Ngati Toa rangatira. I think that the transparency through the online availability of meetings has been working well and how well the board is informing the registered member of the process. Information and knowledge are valuable and reduces confusion and anxiety about the matters. Please continue to try and explain things in lay terms for all to understand. I think the MMTB is focusing on areas of the Negotiation where it obvious we will not get any traction and so it's a waste of time and effort. For other areas e.g. co-design, the MMTB does not have a clear enough idea of why they want to pursue those areas. I think the progressions have been very good. My only worry is what will happen after the settlement. I understand that it is a huge challenge to direct and progress a Treaty settlement through to signing a deed of settlement and enacting legislation. I believe that the MMTB has been doing a good job given the circumstances and so applaud them for their work. I want to see any settlement money be trickled down. In this country what board members get in reimbursement is obscene. I so want to see our poorest people helped out of poverty, not those in suits and flash cars taking the lot. That's the Pakeha way, not Maori, so let’s change it. I wish I was more active in what the MMTB are doing. I would like to have a comment! Unfortunately, I have been living in my own bubble the last few years and am out of touch with the progress and processes. I don’t feel eligible to make comment. In regards to the Treaty Settlement Process - I believe that however well intended some trustees at times brought their own personal agendas into their decision making and not the consensus of the people that put them there and that they represent. All elected trustees must have or undergo RIGOROUS Governance training and/or experience and that at a minimum they are required to prove how many hui/meetings they attend mthly for those that they represent. Initial mandate was rushed and seemed hollow; claims by dissatisfied groups have now effectively stopped progress when perhaps they could have been included earlier on. MMTB appears to waste a lot of money on unnecessary things, and quick to sell out. What happened to the railway station, why didn’t they invest instead of selling out to WDC. Why does Te Kuiti Marae have WIFI and only certain people are allowed to access it? Why is money going on all these items when we have whanau out there that need help and are receiving it from other areas, if there is help, why are we not informing everyone? MMTB has dropped off my radar. I think Bella should be on this trust board and Haylee needs to pick her game up. What is happening, can you tell us? MMTB has made some positive steps internally in the governance space in terms of working collectively to fulfil their roles effectively. There are areas of improvement needed so that decisions made are clear proactive and timely. More emphasis needs to reflect the Kurarere Kawenata 1903 principles and values of kotahitanga te mana o Maniapoto, te whare o te Nehenehenui and Te Rohe Potae and the wairua of this korero. Ensure our kaumatua are guiding the way forward. More transparency. More transparency to iwi. Get more response with at least 80% of iwi so they have understanding. Have board that are experienced and innovative with technology and communication applications etc. Must be based on skill and experience, first and foremost. Clear concise roles and responsibilities and appointments by skill and experience -must have 50% men and women represented and reappointment should be based on performance after the 4-year term. My direction would be to invest what is made from treaty settlements into selfsustainable villages based around our marae, and to teach our people as much knowledge (pre-European). It will begin with our people, then branch out to any willing to respect and practise our tikanga as well as incorporate Islam as a lot of Islam’s teachings such as treating the whenua with respect and karakia for everything are similar to ours. and the manaaki of whanaunga with overlapping rights through applying Maniapototanga are most honourable. Proud of our Team. Not happy with the way the new negotiator was appointed. Regard the $165m Maniapoto AIP as the Treaty Settlement deposit and Crown commitment to co-investment in Maniapoto achieving "Socio-Economic Parity" with Tauiwi, through the Maniapoto 2050 strategy, as the supplementary component of the Maniapoto Settlement package. Technical terms and language used. This creates a barrier for a majority of our people when wanting to engage in this process. The question of rangatahi and kaumatua representation should be fleshed out more. My perspective has changed. Whereas I thought we should have rangatahi and kaumatua representatives before, I no longer hold that view. I believe every trustee should be there on merit. If they happen to be our elders and young people that are successful, and they are there on merit that’s great but the benchmark should not be around a person's age. We have plenty of rangatahi that can foot it with the best of their elders and they can contribute to planning for the future in a way we cannot - it is their world that we are preparing for. It's a space we should, as an Iwi, be doing more to develop. And they should not only be developed from the small pool of kura kaupapa kids. Most of our kids attend mainstream. We should develop across the board with the intention that all our young people grow and be nurtured into people we would be happy to represent us and lead us. Similarly, kaumatua should be there on merit. They have the historical perspective and experience, that we don't have that is invaluable in going forward. The views of claimants need to be heard; I am not one of those claimants. This is at least the third time we have been asked these questions. To have the iwis best interest at heart. External - I think it's ok Internally - As a staff member, I don't understand what this means for me. Get RNZ air time to inform our people of our journey. Great pānui regularly sent through. Great, inclusive, timely and transparent process. Great job! Hasn't been a lot of communication, most of it is now when the process is stalled due to the urgent claims needing to be heard. I commend the MMTB in being proactive in the online platform, this will only improve. I find MMTB have provided me with the opportunity to be involved with my iwi as I have grown up away from the area. I appreciate this very much as it makes me feel apart of the iwi as I am too whakamā to attend meetings I haven't seen any yet. I receive regular emails and see event notifications on social media about hui etc. I’d like to know how much progress has been made as far as communicating with those who don't have internet or cell phone access. Are they being catered for? I think PSGE representatives should be largely Marae/region based, or at the very least, have a proven history of involvement with and support of their marae/happy/iwi. I think it would be disastrous for our Iwi, Maniapototanga to place the future if our people into the hands of people who have little if any sense if connectedness to their marae and iwi. Ka pai. Any communication re Hui tends to come at late notice - almost as if attendance isn't welcomed. Technology updates are great. That a progress report via video of achievements (not always using trustee faces as communicators) be put up on the Facebook regularly. There needs to be more rangatahi focused comms. There was a long period when Information was forthcoming. They're doing a great mahi. This type of resource is an excellent development and the live streaming of AGMs is superb. The questions in surveys however are consistently leading and biased. Some expert assistance proofing survey questions would provide more valuable feedback. Very good technology to have a say.
