11,000 people joined the Hororata community on Saturday, May 13th, for the Hororata Glow Festival. Selling out a week before, those who managed to secure tickets witnessed a spectacular festival, which has not been seen anywhere else in the South Island.
“In Hororata, we pride ourselves on creating amazing experiences for people. The Hororata Glow Festival is no exception. The vibe of the whole week leading up to it was one of excitement, and to see all the hard work pay off, and have 11,000 happy people is just the best feeling for all the team involved,” said Cindy Driscoll from the Hororata Community Trust. Right from when gates opened, there was something for people to experience, live music, UV experience, face painting, stalls,
science demonstrations and more. The Ballooning Canterbury interactive area where people got to talk to pilots, look in balloon baskets and walk through a giant cold inflated hot air balloon was a major hit. Buster the Bulldog Balloon was the star attraction. He is a special shape hot air balloon, designed and built in the United Kingdom in 2018 (making him thirty five in dog years), that has already travelled all over the world for events. The idea for Buster the Bulldog, was born after a few beers at the pub. He comes complete with large tongue and even has a tooth showing.
Buster's creator and pilot, Paul Burrows , said a girlfriend for the lovable dog was in the works. He joked there may even be puppies on the horizon.

other hot air balloons for the spectacular Night Glow, inflating just before dark. In a New Zealand first, the Night Glow was choreographed with lighting, flame cannons, sparklers and a soundtrack that had the whole crowd dancing.
Following the Night Glow, the magic didn’t end as glowing entertainers swept through the crowd dressed in giant fairy
wings as the Capitol City band kept the party going. In another first, the cold inflated balloon walk-through was put up again after the Night Glow, and people could walk through while laser lights danced on the envelope. Ballooning Canterbury was once again responsible for bringing the hot air balloons to the area.

PINK RIBBON MORNING TEA
Breast cancer is one of those terrible diseases that touches far too many New Zealand women and their families - the only way to combat it is through research and treatment.
Selwyn MP, Nicola Grigg is hosting a Pink Ribbon Morning Tea on Thursday, May 25th, at Te Ara Ātea (Rolleston Library), to help raise money for the Breast Cancer Foundation. She would love for as many women across Selwyn as possible to attend and help support this incredible organisation!

Debbie was diagnosed with a rare type of sinus cancer in 2012, and just four days later, she was diagnosed with breast cancer after she'd been for a routine mammogram. Debbie used that life-changing experience as motivation to retrain in cosmetic tattooing for women who've undergone breast reconstruction. She's since founded Lady Ink Cosmetic Tattooing to help others in their recovery process,” explained Nicola.

SELWYN ART SHOW
The much anticipated Selwyn Art Show will be held at the Rolleston Community Centre during the last weekend of May. The Show will feature more than seventy five artists from all over the Canterbury region, with a large number of local Selwyn artists represented. The Exhibits will include sculpture, painting, printmaking, ceramics, photography and fibre crafts. This is the 21st annual Art Show held by the Arts Heart Selwyn Central Arts Council, and each year it grows in size, with more artists exhibiting.
Local Selwyn stone carver Julie Shanks is excited to be displaying her sculptural works at the Show again this year.
“I am excited to be involved with the Selwyn Art Show for 2023, both as an exhibitor and as part of the organising team this year,” commented Julie.
Since moving to Kirwee from Upper Hutt four years ago, Julie has immersed herself in the local art scene, joining Arts Heart Selwyn, the Selwyn Artists Collective and is on the exhibitions team at Te Huanui Gallery. Julie believes this involvement has given her opportunities to develop and extend her work.
Julie’s inspiration for her creative stone sculptures comes from the shapes, light patterns and textures she notices in nature. She carefully observes the landscape, structures and buildings around her and references artworks and photos. “Textures, light and shadows are
important aspects for me to include in my work,” added Julie.
Julie is interested in repurposing discarded materials and items in her sculptures. She finds reusing found objects like this in her art can be challenging but also interesting and exciting.
“I have used pieces of trees, shells, stones, wires, glass blocks and dishes bought from op shops, along with insulators from power poles. Some of the stone I use is weathered and recycled from old buildings,” Julie concluded.

she uses, incorporating forms, textures and colours.
This year Julie will be bringing a selection of her imaginative stone carvings to share with visitors to the Selwyn Art Show. Art lovers of all ages, are invited to come along and be inspired by the creativity on display. Artwork is available for purchase throughout the weekend, and eftpos is available.

The balloonists enjoyed flights together in the days leading up to the event. Chief pilot Michael Oakley said, “We want to keep evolving with the Night Glow and the experiences we give people at the Festival. Having Buster here was very cool, the night time walk through is nothing I have seen done at any other event and the light show accompanying the Glow was epic. We are already dreaming up what we can do next time.”
“The best thing about the Hororata Glow Festival is to see the joy it brings to numerous people. The volunteers get a real buzz out of being part of such a magical event. We love welcoming the visiting balloonists to our community, and they pulled out all the stops to put on a spectacular show in quite challenging wind conditions,” Cindy added.
“To everyone who was part of the Hororata Glow Festival, from volunteers, sponsors, funders, entertainers, stall holders, and of course Ballooning Canterbury and all the balloon crews, thank
you for all you do. We have a very special community and can be so proud of everything we do together,” Cindy concluded.
The Glow enables the Hororata Community Trust to support the community to embark on their next project, developing the Hororata Community Hub. The event also saw fifteen community groups involved with their own fundraising or promotion.
Twenty one students from TM Dance World had the privilege of performing a dance routine at the Hororata Night Glow. The performance took place on the field in front of the balloons coming down, after the awesome light show.
The performance was made up of students from the Intermediate and Junior Performance Teams. The item started with ten girls wearing impressive LED wings to keep in tradition with the ‘Night Glow’.
“This year we have ten students from the Intermediate Performance Team travelling to compete at the Australian National Dance Championships,
Showcase Australia,” commented Director of TM Dance World, Tara McKeown
“The girls are working on qualifying their routines throughout the year and will travel to the Gold Coast in January to compete. The dancers will be fundraising to help with travel costs, and they were so excited to have the opportunity of performing at the Glow Festival to kick off their fundraising venture! Not only did the girls dance at night, they were also dressed as beautiful fairies during the day and provided free face painting, which was extremely popular, and the girls saw hundreds of children lining up. “All dancers involved had an absolute blast and loved performing in front of such a large crowd! A massive thank you to the Hororata Glow Festival for having us involved,” concluded Tara.
Hororata Primary School PTA said, “We love catering at the Glow Festival and Highland Games as we know the money is going to the children. Seeing the smiles on the Year 6’s when they
receive their leavers hoodies, the Speech and Poetry competition winners get their trophy's and the juniors when they get their ‘Big Day In’ makes all the hard work worth while”.

PEASANTS PENITENTS & PILGRIMS
Peasants, Penitents and Pilgrims is a programme of early music songs, both playful and prayerful. A performance that combines the beautiful harmonies of early religious music with the sometimes rustic humour of West European part songs (usually for soprano, alto, tenor and bass) will be presented in Darfield on Saturday, May 27th, at St Joseph’s Catholic Church. Under the guidance of Musical Director Courtney Hickmott , Christchurch Choir Schola
Cantorum will sing a varied programme, including songs about peasants looking for love in the fields while pilgrims and penitents praise God and seek to live a truly religious life.
The Christchurch Recorder Ensemble, directed by Caitlin Godfrey , which has performed as guest artists at many festivals, will also contribute to the programme.
Much of the Choir’s programme dates from the sixteenth century, but an older religious song Congaudeant Catholici (Let all
Catholics rejoice together) from the twelfth century is possibly the first composition to be written with three parts.
Schola Cantorum was founded in 1987 to preserve and perform the rich tradition of Mediaeval and Renaissance music, which includes plain chant, polyphony and madrigals. Enjoy the acoustics of St Joseph’s Church as the Choir sings unaccompanied sacred music such as Palestrina’s O Crux Ave and Hassler’s Dixit Maria.

EXTRAORDINARY MILESTONE
Lion Fred Bull has become the first member of the Malvern Lions Club to reach the extraordinary milestone of serving the Club for fifty years. He joined the club in 1972, approximately one year after the Club was chartered in September 1971, and has given distinguished service to the Club and community ever since. In addition, many locals will have appreciated his attendance at many events during that time, with his trusty bagpipes. Fred recalls that in the earlier years, the Malvern Club had a strict dress code of suit and tie for all formal meetings, and that the Club’s income was significantly less than it is today, until two extra very valuable projects were introduced, namely pea straw sales and catering at community events. Thereafter, donations and grants provided by the club increased significantly. He also recalls cutting broom and other scrub, with heavy slashers and axes, from a campsite beside the Hawkins River at Annat. During those days a scrap metal drive was also held throughout the area, with the aim of providing the first ambulance for our district. Old tractors, machinery and other metal was gathered from a vast area and carted on Club members’ trucks to the rail siding in Darfield, where gas torches were used to split the metal into smaller pieces to maximise the amount of metal on each wagon.
A very special feature of Fred’s
earlier years in Lions, was the first car rally held by several Lions clubs to raise funds for Camp Quality, the organisation which holds annual camps at Governor’s Bay for children suffering from cancer and related illnesses. The vehicles Malvern Lion members travelled in included the late George Wright’s Rolls Royce, which Fred suggested was uninsured at the time. George apparently even allowed other members to drive it on the rally. Another present Lion Trevor Taege, put significant time into organising the Club’s fundraising strategy, which involved the Malvern vehicles arriving at each town on the route first, and taking the collection buckets through the main streets, which proved a winning strategy. Meanwhile, they would then proceed to the next stop on route and repeat the collecting. The ‘Rolls’ was accompanied by a suitably, cleverly named campervan, ‘Gold Dredge’, in which the funds collected at the previous town were counted and processed
prior to repeating the exercise after the following town was canvassed. The next collection was therefore ready to begin at subsequent towns.
Lion Fred recalls climbing over three hundred steps in Queenstown to visit a sole business on the summit of a hill. His trouble proved very worthwhile when the owner tipped a jug carrying more than 3,000 dollars into his collection bag. The various clubs taking part raised over $41,000 from their efforts, of which Malvern’s share was $21,000. The Club continues to support Camp Quality annually by donation and by helping at annual camps. Catering and pea straw still remain key fundraisers for the Club. Fred recalls the Club’s catering beginning with a small ‘Fleet Wing’ caravan suitably named ‘Peanut’. Fred concluded by stressing that Lions has been ‘a lot of fun’ with a great team of colleagues, ‘the only problem is that the years have gone far too quickly’.

DISTRICT PLAN REVIEW
The District Plan Review project has hit an important milestone, with hearings of all submissions on the Proposed Selwyn District Plan finishing last month.
In total, the Council covered thirty eight hearing topics since August 2021. The Proposed Plan is a ‘rule book’ for what activities property owners can do as of right (permitted activities) and what activities need a resource consent
for from the Council.
“It’s been a long journey to get here; the once-in-a-decade makeover of our district’s rule book has been underway since late 2020 when we first notified the Proposed District Plan for public consultation”, commented Tim Harris, Group Manager Development and Growth.
“We would like to thank everyone who has, at different stages of the review, taken the time to have their say and helped shape the Proposed Plan, which prepares our district for the future,” Tim added. Being a digital plan, it’s now easier for people to find the relevant rules and information about their property. The Proposed Plan has also changed the focus from the effects of landowners’ actions on others, to what type of activities people can undertake.
Initially, the expectation was that the new district plan would be in full effect by the end of last year. However, the Council was required to make changes to the Proposed District Plan last year, following the introduction of the new
national legislation by the Government to enable housing supply across the country.
This resulted in the Council notifying a mandatory variation to the Proposed Plan in August 2022, which introduced new housing intensification rules, enabling more housing and at greater heights in Rolleston, Lincoln and Prebbleton.
“Last week we’ve started hearings to hear submissions lodged on the Variation. This is a separate process from Proposed District Plan hearings. However, given the close timing of both we’ve decided to align the decision making process and release decisions on both Proposed District Plan and Variation to it at the same time”, Tim concluded.
The decisions will be notified prior to August 20th. The Council expects the Proposed Plan to become fully operative soon after that, subject to any appeals.

BANK VS PURCHASE DEPOSIT
The word ‘deposit’ used in the context of purchasing property often has two different meanings.
A bank will require you to fund part of the purchase price (usually 20% or more) from your own savings, First Home Grants, KiwiSaver withdrawals, gifts from family etc. The bank may refer to this as your deposit. But this is not the same meaning as ‘your deposit’ when an agent uses that phrase.
An agent will ask how much deposit you wish to offer the Vendors. The most common deposit is a sum of 10% of the purchase price. This deposit can sometimes be negotiated by the
Purchasers to a lower sum. Any such negotiations should occur prior to the signature of the contract so that the amount of deposit offered to the Vendors is not more than the cash you have available at that time to be able to pay.
The deposit is paid before settlement, and usually, you can’t borrow the money from the bank to pay it (both because the bank expects you to have 20% of the purchase price available from other sources and because the bank won’t have a mortgage over the property until after settlement).
As a purchaser of property, you are often an unsecured creditor, and
the deposit you pay to the vendor could be at risk. We recommend caution to purchasers offering to pay a vendor a deposit of greater than 10% of the purchase price. If there is a reasonable period of time between confirmation of any conditions in the contract and the settlement date, the deposit will often be released to the vendors. There may be a risk that they could spend the deposit monies and be unable to repay their existing bank debt and therefore unable to complete settlement, despite being legally obliged to do so.

LIFESTYLE MARKET PERFORMING WELL
The first four months of 2023 have flown by, but it has been an interesting time for the region's real estate market. Despite some challenges, such as changes to the Credit Contracts and Consumer Finance Act (CCCFA) affecting financing, the lifestyle market is still seeing good numbers at open homes, with some properties receiving fifty-plus groups through over three to four week campaigns. Interest in lifestyle properties from North Islanders remains strong, as well as from surrounding areas. This year, high-spec homes with amenities like pools and good outbuildings have gained
particular interest, with most selling within the twenty to thirty day range, exceeding market conditions and vendors' expectations. Remote working and connectivity have continued to extend buyers' reach, allowing for more lifestyle living options, buyers are becoming less sensitive to driving distances, enabling them to live further out from the main centres, creating further competition for locals in hotdemand areas like West Melton and Darfield. As mentioned despite some headwinds, the lifestyle market is still performing well.

BUYERS BEWARE!
Putting a deposit down on a section in a new subdivision can be a risky venture. The title is not always issued in a timely manner as there are many possible scenarios that can hold up the process. Given there is quite often a 1 to 2 year wait on title, a lot can happen in that time.
• Are your circumstances likely to change in that time?
• Is the property going to hold its value?
• Are you still going to be able to afford the build?
• If you have to on sell, you may have to factor in a ‘Brightline Tax’ on any gain.
Make sure you do your due diligence on the subdivision to see if the timeframe given is realistic. Be very clear on the risks involved before you pay that small deposit, as when it comes time to settle, will you be in a position to follow through?

COUSINS ON A COLLISION COURSE
Following the May AGM of U3A Malvern, guest speaker, Frieda Looser had everyone listening attentively to her very topical lecture about the relationship between Russia and Ukraine.
There are many layers of history covering Ukraine and Russia, both uniting and dividing. Both countries have similar East Slavic languages.
Swedish Vikings, known as Rus (Red Haired) gave the name to both Russia and Belarus. They explored and traded down the great river systems from the Baltic to the Black Sea, founding Novgorod and Kiev.
Orthodox Christian missionaries, Saints Cyril and Methodius were apostles to both Ukraine and Russia. This led to the baptism of Prince Vladimir of Kiev in AD 988, the founding date of Kiev. In 1783, Empress Catherine the
Great annexed Ukraine and Crimea into the Russian Empire. It was the much valued fertile grain producing area and Black Sea port.

In 2014 Ukraine elected a proWestern Government and called for EU membership and democracy. This led to the shock invasion of Ukraine on February 14th, 2022. The outcome of which cannot be assumed. This invasion would be as if New Zealanders woke up at 4am, finding that Australia was bombing New Zealand!

NEW CHIEF EXECUTIVE APPOINTED
Selwyn District Council (SDC) has appointed Sharon Mason as their new CEO. Sharon comes with over twenty years of leadership experience in Local Government, Health and Not for Profit sectors.
The appointment follows a rigorous process over the past three months which attracted numerous high calibre applicants.
Mayor Sam Broughton said, “He is excited to have Sharon join the leadership for the district. We had many very strong candidates apply for the role, and the Councillors and I are looking forward to welcoming Sharon and the continued energy she will bring to our Council. We have a lot of opportunities in the district and believe Sharon will build on the great work already underway.”
Sharon’s past leadership roles have included being the CEO of Buller District Council, CEO of Clutha Health First, and Executive Director Provider Services, Hawkes Bay DHB. Originally from the United Kingdom, Sharon started her career as a Registered Nurse joining the Queen Alexander Royal Army Nursing Corps as a Nursing Officer.
Sharon comes with a diverse range of experiences and
understands the nuances of working successfully in partnership with Central Government, Boards, Elected Members, Mana Whenua and staff to create a shared purpose and strong trusted links.
“I’m really looking forward to starting my role with SDC and bringing my style and brand of leadership to the district. It is a privilege to take over from David Ward whose leadership has ensured the Council is in a strong position. I want to support the Council to continue to be a
great place to work while delivering on the expectations of the community,” commented Sharon.
Sam concluded by saying, “I am looking forward to introducing Sharon to our community and to her meeting the great people that make our district tick and call Selwyn home.”
Sharon will commence her role on Monday, July 31st, and will take over from incumbent CEO David Ward who is retiring after ten years in the role.

NZCCA COWBOY CHALLENGE
Cowboy Challenge is a competition that is designed to test the partnership of horse and rider through negotiating a series of obstacles on horseback. The sport came to us from the USA, and Cowboy Challenge has been embraced by New Zealand riders as it fits right in with this country's love of fun and adventurous sports.
Riders complete a timed course with thirteen obstacles (out of a possible seventy-plus) and are judged on performance and horsemanship. The obstacles vary from opening a gate to riding through creeks, backing up hills, and crossing bridges, representing things that take place when out riding in the backcountry.
Competitors start in the Rookie Division (or Youth for eighteen years and under), then progress to Intermediate and Open, and are judged as a horse and rider combination for placings. Once a combination reaches a certain number of points they progress to the next division, this can occur over several seasons as progress in horsemanship is made. Western saddles are not a requirement until you reach the Intermediate Class. For the 2022/2023 season, Francine Murray and her horse Mozzie received the Strolla Trophy. This is based on receiving the highest horsemanship scores received at Challenges nationally over the season. The trophy is dedicated to Jim Risk's horse Strolla who sadly died in the 2018 flooding on the West Coast. Jim is eighty-plus and is a loyal and dedicated Cowboy Challenge competitor. The Trophy is made of Strolla's shoes. Francine has won this trophy three times showing what a talented rider she is. She was also Runner-up for Hi Points in both Rookie on Little Red River and Open Division on Mozzie, a fantastic accomplishment. This season there was a new award in memory of Cara Scott. This is a very special trophy, as it is awarded to encourage and promote Rookie competitors. The recipient this year was, another local, Jan Curle on Remembrance. Two local companies, Curle Contracting and Property Management, Darfield Property Brokers, are major sponsors of the buckles and horse covers. To encourage youths into the sport

Darfield High School (DHS) students, along with whānau and friends, made the most of their opportunity to engage with more than twenty five tertiary education and vocational providers from around New Zealand at the annual DHS Careers Expo on Tuesday, May 9th.
“It was great to have some exciting new providers on board this year, including Fonterra and Road Metals, all helping to offer a range of learning opportunities that have encouraged our students to broaden their minds and think beyond the obvious about their futures and how they can acquire, experience, qualifications and scholarships,” commented DHS Careers Administrator, Tracy Mangels
Representatives of the providers were very complimentary about the quality of DHS student's participation, interest and questions. It was obvious that students were getting the information and answers they needed to provide clarity on their chosen or intended path, what to expect, and how to go
about obtaining their career and vocational goals. For others, it was the chance to see what options there are given the greater variety of providers present, leading to students coming away with invaluable information for their next steps at school and beyond.

DARFIELD GUN CLUB UPDATE
The May 7th shoot at Darfield Gun Club saw a change in weather this month, with dull, grey conditions, but thankfully no wind. There was a good turnout for what is usually a quiet month with the start of Duck Shooting, with thirty three shooters, including ten Juniors, arriving to contest the Hastie Trophy. The short 4 x 15 target match format, comprised of 15 single rise, 15 single barrell, 15 point score and 15 continental. A good start was required, and there were some very good scores right from the beginning. Bragging rights for the day fell to Hamish Wilson, although just a single target separated him from Paul Templeton. There was only one shoot-off required for B Grade, with the second and third tied placings deciding the result with a
gentlemanly coin toss.

END OF SEASON
It was a glorious Autumn day on May 13th, for the closing day of the 2022/23 Malvern Rifle Club season.
The weather was cool and fine, with a fishtailing headwind from targets to the mounds. A small group of shooters arrived for some long range practice and testing at 900 yards.
A rifle was zeroed at 300 yards before shooters shot from the 900 yard mound. Martin Fleming travelled up from the Ashburton district to get some long range practice, which paid off, as his scores got better each time he shot. Our club season has finished, with prizegiving and the AGM still to follow.
Thanks to everyone who took part, especially those who helped set up and pack up the range and equipment. The Club would also like to thank Chris Kershaw and Allan White, for all the work done behind the scenes, and Charlie Ledbrook for all the maintenance work on the range. It is greatly
appreciated.
The 2023/24 Malvern Rifle Club season will open in October, with an extra focus on providing training opportunities for our club members who will be representing New Zealand at the 2024 World Championships. Half (4 of 8) of the New Zealand Under 25 Target Rifle Team are members of the Malvern Rifle Club, with most of them and others being members of the New Zealand Palma Rifle Team. On behalf of the Malvern Rifle Club, I wish everyone a warm, dry and safe winter.
