Revere moves closer to signing off on billboards

fter years of debate, the City of Revere is making progress on a new billboard ordinance. The new billboard subcommittee met on Oct. 23 to discuss crafting an indepth ordinance in a city considered to have the most billboards of any community in the Commonwealth. “We need to be bold,” Ron Champeaux of the Revere Beautician group said, “We need to look at what we really need to change in our city.” According to City Planner Frank Stringi, billboards are currently allowed in the city by special permit in the general business, central business, highway business, limited industrial, industrial park and

the Technology, Education & Design (TED) districts. Stringi’s suggestion is to change the ordinance to only allow billboards in the TED district, saying that all of the other districts abut residential areas. “It would really restrict any future billboards from coming into the city,” he said. Stringi also wants to put restrictions on electronic billboards, suggesting they only be allowed near highways and in the TED district and they cannot be within 300 feet of a residential use. Councillor-at-Large Steve Morabito wondered if they could control the content of the billboards. City Solicitor Paul Capizzi said that probably wouldn’t be allowed, saying it is a free speech issue and

he does not know of any cities or towns that monitor the content of their billboards. Champeaux mentioned that Peabody had recently banned billboards, and he suggested that Revere does something similar. “They examined what they did to their community,” he said. Capizzi said there are other cities and towns in the Commonwealth that do not allow billboards in their community. The committee also discussed increasing the fine for companies that fail to keep up their billboards. Currently the fee is $100 for a violation, but that could change following a decision by the committee. The next meeting will be November 13 at 5 p.m.
