Are You CDS Ready?

The Customs Handling of Import and Export Freight (CHIEF), the current system for Import and Export declaration used by HMRC, is closing its doors after 30 years of service. The new Customs Declaration Service (CDS) is replacing it.

The last day import declarations can be made on the CHIEF system is 30 September 2022, meaning there is only one month to go. To continue trading, from 1 October 2022 import declarations will be completed on CDS. The last day for making export declarations on CHIEF will be 31 March 2023, when CHIEF will close completely.

To help all businesses prepare for CDS, declarants are being contacted by phone and email to inform them of steps they need to take. Further information is available on GOV.UK, including a Customs Declaration Service toolkit and checklists, which break down the steps traders need to take.

Traders can also register or check they have access to the Customs Declaration Service on GOV.UK and access live customer support services for additional help.

Once registered, businesses which use a Duty Deferment Account will need to set up a new Direct Debit Instruction for the Customs Declaration Service by 30 September. If this is not set up, the Duty Deferment Account will no longer be usable, and individual immediate payments will need to be made each time an import declaration is made.

For those businesses that currently use the Flexible Accounting System (FAS) for their duty payments, this is being replaced with new cash accounts for CDS. Accounts will automatically be made once registered on CDS.
