We Are Open for Business as Usual! GOOD NEWS! Our transition to become an independent organization is now complete! Our child care providers in Harford and Cecil Counties will always remain our focus. Child Care Links will be bringing some new resources to the table for providers—so be on the look out! Developmental Screening Overview Beginning July 2016, a new regulation will take effect requiring all licensed early care and education programs (does not apply to school-age only centers) to conduct developmental screening on children birth through five years old. These screenings are considered an important routine health and wellness initiative that may determine the need for further evaluation. Training is required on the screening process to ensure providers understand the requirements of the new regulation, know how to implement the chosen screening tool and use best practices in communicating the results with families. Child Care Links will be offering this workshop this Fall. This is a four hour workshop. Maryland State Department of Education (MSDE) has approved five screening tools for family providers and child care centers to choose from: 

Ages and Stages Questionnaires Third Edition (ASQ-3)

Brigance Early Childhood Screen III

Developmental Indicators of the Assessment of Learning Fourth Edition (DIAL-4)

Early Screening Inventory-Revised 2008 Edition (ESI-R)

Best Beginnings Developmental Screen.

Child Care Links has all of the screening tools available for review in our training room. Please call our office if you would like to make an appointment to browse the specific tools before you make your decision. The initial cost for the developmental screening tool chosen by the child care provider or center will be covered by MSDE. However, providers must apply for the tool they choose by 12/31/15. Providers will need their certificate from the Developmental Screening Overview training in order to apply for their free tool. Newly Required Trainings In addition to the Developmental Screening Overview highlight on page 1, there are several additional new training regulations scheduled to take effect in 2016. Be sure to keep these in mind as you plan for your professional development. 

Medication Administration Family child care providers will be required to take this course which is a 6 hour workshop and is currently being offered in our training calendar. If you have taken this in the past, you will not need to take it again. Once the regulation goes into effect requiring this class in January 2016, you will not earn COK hours. Including All Children and the Americans with Disabilities Act (ADA) Required for center directors, teachers and assistant teachers (including school-age only centers) and all family child care providers. This 3 hour workshop is also currently being offered on our calendar, and like the Medication Admin class, once the regulation goes into effect in January 2016, you will not earn COK hours. Supporting Breastfeeding in Child Care In response to the proposed regulations for child care providers who care for infants, we will be offering this 30 minute training which will give you a certificate for .5 hours of continued training. This regulation applies to family child care providers (even if no infants are currently registered), center staff working in infant/toddler classrooms, and directors of centers accepting infants. Social-Emotional Development The focus on social-emotional development in young children has been on the rise recently. In the past, this aspect of development has often been overlooked due to an emphasis on academic achievement. However, research suggests that there is a strong link between young children’s socioemotional competence and their chances of early school success. Children who are aware of their emotions have better planning skills and less risk of aggression and anxiety. So, What is Social-Emotional Development? Social-emotional development refers to a child’s capacity for selfconfidence, trust and empathy. Strong social-emotional development is predictor of later academic, social and emotional success. Key social-emotional skills children need as they enter school include: confidence, a capacity to develop good relationships with adults and peers, concentration and persistence on challenging tasks, the ability to effectively communicate

emotions, the ability to listen to instructions and be attentive, and an ability to solve social problems.

Healthy social-emotional development goes hand-in-hand with school readiness. What do children do when they don’t have these skills? They exhibit challenging behaviors! Early caregivers need to focus on teaching these skills as well as academic skills. If a child doesn’t know how to read, we teach. If a child doesn’t know how to ride a bike, we teach. If a child doesn’t know to behave, we ____? Punish? Get frustrated? We must teach these skills also. For some children, these skills are more difficult to master which result in more challenging behaviors (hitting, taking toys from peers, etc.) because that’s the only way the child knows how to handle the situation!

As summer ends and autumn comes, the days get shorter and shorter. This is how the trees "know" to begin getting ready for winter. During winter, there is not enough light or water for photosynthesis. The trees will rest, and live off the food they stored during the summer. They begin to shut down their food-making factories. The green chlorophyll disappears from the leaves.

As the bright green fades away, we begin to see yellow and orange colors. Small amounts of these colors have been in the leaves all along. We just can't see them in the summer, because they are covered up by the green chlorophyll. The bright reds and purples we see in leaves are made mostly in the fall. In some trees, like maples, glucose is trapped in the leaves after photosynthesis stops. Sunlight and the cool nights of autumn cause the leaves turn this glucose into a red color. The brown color of trees like oaks is made from wastes left in the leaves. It is the combination of all these things that make the beautiful fall foliage colors we enjoy each year. Page 3

Did You Know? Child Care Links offers on-site trainings. That means we will come to you with one of our quality trainings as long as you have a minimum of 10 participants. Training is $25 per person. FREE Support Session for Maryland Excels! Dr. Rose Ihedigbo-Franklin, Maryland Excels Quality Assurance Specialist, and CCL staff will be available to assist Maryland Excels participants with the required documentation for Level 1. We will review and help you complete criteria, upload your documents, prepare for the next level or complete your annual update. Please plan to bring your documentation along, on a flash drive, if possible.

Finding Child Care Just Got Easier! The Maryland Child Care Mapping Tool is an online GIS application developed primarily to help parents find child care in relation to their homes or public schools. The user can set a search radius, select the type and schedule of care desired and filter results according to providers’ quality rating levels. Search results display as “pins” on a map and can be printed out as text with or without the map. Go to http://geodata.md.gov/mdcc/ or visit the MSDE website at www.marylandpublicschools.org and type “mapping tool” into the search bar.
