This present collection consists of «Land Developement Plans For Northern Lands of District22 Tehran Artificial Lake» which is done

by Urban-Planning students of Tehran Art University with consultancy & advisory of Dr.Ashrafi & Dr.Haqiqat Na’eeni. This collection gathers only the best selected works.

It’s also needed to be mentioned that this collection is only a summary of the final proposal plans and included a short primary introduction and analysis, just for the incipient knowledge of the reader. It has been aslo insisted not to include the extra texts and explanations, just to focus on the imagery presentation.

I have also tried my best to make this collection a ......... valid and acceptable CV or portfolio of stu.................. .. .. .. .. dents, for international academic society by .. .. .. .. ...... translating the words to English language. Which I think must have been done long time ago by the administrative responsibles!

‫مجموعه پیش رو طرح های آماده سازی زمین برای اراضی شمالی‬ ‫ تهران می باشد که‬22 ‫دریاچه مصنوعی در طرح تفصیلی منطقه‬ ‫ دانشگاه هنر و به راهنمایی‬85 ‫توسط دانشجویان شهرسازی ورودی‬ ‫اساتید محترم سرکار خانم دکتر اشرفی و جناب آقای دکتر حقیقت‬ ‫ این مجموعه تنها برگزیده ای از کارهای‬.‫نائینی به انجام رسیده اند‬ .‫برتر دانشجویان می باشد‬ ‫الزم به ذکر است که این مجموعه به صورت خالصه ای از طرح‬ ‫پیشنهادی نهایی می باشد و چکیده قسمت شناخت و تحلیل‬ ‫سایت نیز به صورت بسیار جزئی برای آشنایی اولیه مخاطب با‬ ‫ همچنین سعی شده تا‬.‫سایت مورد نظر در ابتدا آورده شده است‬ ‫حد امکان از نوشتار و توضیحات اضافی پرهیز شود و بیان تصویری‬ .‫طرح ها مورد توجه باشد‬ ‫در ضمن تالش اینجانب بر این بوده که با ترجمه نوشتار طرح ها به‬ ‫ این مجموعه را به مجموعه ای معتبر و قابل قبول‬، ‫زبان انگلیسی‬ ‫برای رزومه علمی و عملی دانشجویان در سایر محافل علمی جهان‬ ‫ کاری که شاید پیش از این ها باید توسط مسئولین‬. ‫تبدیل کنم‬ ! ‫انجام می گرفت‬ 61

‫آماده سازی زمین را می توان به عنوان مجموعه ای از اقدامات سازمان یافته‬ ‫در تنظیم مدیریت اجرایی توسعۀ شهری دانست که در آن معیارهای مختلفی‬ ‫جهت جلوگیری از گسترش های بی برنامه و بطور کلی هدایت منطقی در‬ ‫جهت استقرار بهینۀ جمعیت مد نظر قرارمی گیرند‪ .‬تفکر تدوین و اجرای برنامۀ‬ ‫آماده سازی زمین در ایران از سال ‪ 1364‬شروع و تاکنون بیش از ‪ 1000‬پروژه‬ ‫از این دست در شهر های مختلف کشور اجرا شده اند‪ .‬با گذشت بیش از دو‬ ‫دهه از تدوین برنامه‪ ،‬اینک شاهد عینیت یافتن این سیاست و ظهور کالبدی‬ ‫طرح های آماده سازی زمین هستیم‪ .‬این طرحها در مدت کوتاهی اثرات‬ ‫عمیقی در الگوهای کالبدی و سنتی شهر ها داشته اند‪ .‬طرحهای آماده سازی‬ ‫در عین موفقیت در توسعۀ سنت شهرسازی کشورمان‪ ،‬دارای محدودیت هایی‬ ‫نیز بوده و در طی دوره های مختلف مورد بازنگری قرار گرفته اند‪.‬‬ ‫طرحهای آماده سازی به دلیل ماهیت آنها در توجه به ابعاد مختلف مسائل‬ ‫اجتماعی‪ ،‬اقتصادی‪ ،‬جغرافیایی ‪ ،‬زیست محیطی و کالبدی در هر دو حوزۀ‬ ‫برنامه ریزی و طراحی شهری مورد عنایت مراکز آموزشی و دانشگاهی قرار‬ ‫داشته و دارند‪ .‬گروه شهرسازی دانشگاه هنر درچارچوب برنامۀ مصوب رشتۀ‬ ‫مهندسی شهرسازی و وجود دروس کارگاه شهرسازی (‪ 5‬کارگاه) و به منظور‬ ‫تقویت بنیۀ علمی و فنی دانشجویان‪ ،‬برنامۀ نسبتا دقیقی را دنبال و برای هر‬ ‫کارگاه سر فصل مشخصی را تدوین نموده است‪ .‬بر این اساس پنجمین کارگاه‬ ‫شهرسازی در دورۀ کارشناسی به آماده سازی زمین شهری اختصاص یافته‬ ‫که برای هر دوره ای محدوده ای از یک شهر برای انجام این پروژه انتخاب و‬ ‫دانشجویان مراحل مطالعات‪ ،‬تجزیه و تحلیل و طرح را عمال تجربه می کنند‪.‬‬ ‫پروژه های حاضر حاصل تالش دانشجویان ورودی سال ‪ 1385‬در نیمسال اول‬ ‫سال تحصیلی ‪ 88-89‬می باشند که تحت راهنمایی سر کار خانم دکتر مهناز‬ ‫اشرفی و اینجانب انجام گرفته اند‪.‬‬ ‫دکتر غالمرضا حقیقت نائینی‬

Land Development shall be considered as series of organized actions in order to adjust the urban development executive management in its right way. It includes diversity of criterias to avoid unplanned spread of the cities and to guide dispensing the population rationally. The idea of compiling and executing Land Development plans in Iran begins from 1985 and heretofore more than 1000 projects of this type have been operated in different cities. Now after 2 decades, we can notice and judge the physical affects of these policies, done in the cities. In a very short period of time, they have the deepest affects on physical and cultural patterns in much cities. These plans in spite of their success in urban culture development in our country, had faced some limitations and has been reconsidered several times in different periods.

Due to the nature of Land Development Plans in which consider sociological, economical, geographical, environmental and physical considerations in both Urban-Planning and Urban-Designing courses, have always been worthy of attention by academic centers and universities. In this case, Urban-Planning faculty of the Tehran Art University follows the same policies by collecting a particular syllabus in 5 Studios.In every Studio course, a site is chosen by the group and students must recognize, analyze and give some proposals over the Studio subject. The last Studio course(5th) is allocated to Land Development Plans.

The following projects is an effort done by senior students of this university (2009-2010) under consultancy of Dr.Mahnaz Afshar & me, the writer.

Here is a general information over the site and its surrounding spaces.

District 22 is the biggest district among the 21 other Tehran districts.

Crossing the Hakim & Hemmat highway on one hand, and Tehran-Karaj Freeway & Metro on the other hand,makes the district one of the most strategic districts of Tehran. Tehran-Shomal freeway also passes the district which is still under construction.

The chosen site, as in the map, is placed under the Hemmat highway and a few hundred meters over the proposal artificial lake.

At this time, in the southern parts of the site, some construction is in the proccess. Our assumption for designing is that the whole site is arid, with no construction in proccess.

In the neighborhood of the site is also some high level construction in proccess which all are narrating about the high level-high density construction in district.

Being so close to Hemmat highway makse the site position an importatnt and strategic position which causes some opportunities and some threats that will be further in detail discussed.

Sociologic-Economic-Cultural studies are not included in this collection due to its massive volume. Physical studies are also so shortly included in some maps just for the primary awareness of the reader.

. ‫این قسمت آشنایی کلی با سایت مورد نظر و محدوده و فضاهای اطراف آن می باشد‬ ‫ گانه تهران است و در غربی ترین قسمت‬22 ‫ بزرگترین منطقه از مناطق‬22 ‫منطقه‬ ‫کرج‬-‫ بزرگراه حکیم و همت در میانه منطقه و بزرگراه تهران‬2 .‫تهران واقع شده است‬ ‫در مرز جنوبی منطقه و همچنین وجود ایستگاه های مترو موقعیت مناسب دسترسی را‬ ‫ می‬22 ‫شمال نیز از میان منطقه‬-‫ همچنین بزرگراه تهران‬.‫در منطقه فراهم آورده است‬ .‫گذرد که هنوز به بهره برداری نرسیده است‬ ‫همانطور که در نقشه آمده است سایت مذکور در مجاورت (جنوب) بزرگراه همت قرار‬ 22 ‫دارد و چند صد متر باالتر از دریاچه مصنوعی پیشنهادی در طرح تفصیلی منطقه‬ .‫تهران قرار گرفته است‬ ‫در حال حاضر در قسمت جنوبی سایت ساخت و سازهایی (طبق طرح تفصیلی) در‬ .‫ عدم وجود این ساخت و سازهاست‬، ‫حال انجام می باشد که فرض طراحی و تحقیقات‬ .‫بعبارتی زمین مذکور کامال خالی و بایر در نظر گرفته شده است‬ ‫در نزدیکی سایت نیز ساخت و سازهایی در حال انجام است که همگی حکایت از‬ .‫بلندمرتبه سازی در سطح منطقه دارد‬ ‫سایت به دلیل قرار گیری در نزدیکی بزرگراه همت از موقعیت استراتژیک ویژه ای‬ ‫برخوردار است که باعث فرصت ها و تهدید هایی نیز شده است که در ادامه به آنها می‬ .‫پردازیم‬ ‫ فرهنگی به دلیل حجم زیاد و جزئیات فراوان در این‬-‫ اقتصادی‬-‫مطالعات اجتماعی‬ ‫مجموعه آورده نشده است و قسمت مطالعات کالبدی نیز بصورت خیلی مختصر در قالب‬ .‫چند نقشه تنها برای آشنایی اولیه مخاطب آورده شده است‬

Due to placement of natural parks like Chitgar, Vard-aavard, Khargoosh dare and Latmal forest and plants research garden in district 22, it can be called the “breathing lungs” of Tehran.

Azadi stadium-lake and the proposal artificial lake also help the district to be considered as “Tourism and Cultural Pole” of Tehran.

These specifications must be(are) considerd in designing proccess of the chosen site.

In Northern part of the site there is a geological fault that is not considered in designing criterions of the district. As quake studies also show, there was no earthquake registered in the whole district over the 3 richter degree.

The general slope percentage of the site is also suitable for construction(max 5%). The other geographical informations are included in maps.
