The objective of the Lyttelton Harbour Review is to help keep local residents informed with what is going on in the wider Lyttelton Harbour community. Musical Pharmacies Lyttelton Pharmacy: Past to Present There have been pharmacy shops in Lyttelton since the early days of settlement. There was the United Friendly Society in Canterbury Street, Parson’s on the corner of London and Canterbury Streets. Collett’s on the corner of London and Oxford, Pentecost’s down at the Nortons Building which then became Booth’s. Booth’s and Collett’s was merged to form Bell’s Pharnacy on the corner of London and Oxford, then re-located to a temporary home further up London Street and now that’s been superseded by the Lyttelton Pharmacy a joint business between pharmacist’s Grant Bell and John Thrupp. The new shop is now midway down London Street and forms part of the former supermarket. Lyttelton Pharmacy has been open for two weeks. Feedback from the general public is very positive. More space, light and bright, more stock and more services. John and his team Lisa, Lesley and Nehad all seem very happy.

John spends some time explaining the new services available. One of the most fascinating new features comes from the post office agency. “We are linked to the Ross Dependancy Agency now”. This means Lyttelton has a direct link to Antarctic Mail. You can arrange to buy stamps specific to New Zealand's slice of Antractica, the Ross Dependency. When you put them on mail you can request the pharmacy at no extra charge to send them away to be stamped as Antarctic post. They will receive a Lyttelton stamp and a Ross Dependency Antarctic stamp and can be sent to wherever you want just like ordinary mail. With so many travellers to and from the Antarctic berthing and meeting in Lyttelton this is a very relevant link.

Post office boxes are also being re-located to the new site. “You will be able to start using your new larger boxes from May 29” John said. Parcels and larger mail items are now going to fit much easier. The new post box site will be a secure room within the pharmacy and it will be open 24/7. Like before you will just need the same pin code to gain entrance and a new key which they will give you to enter your box.

And, “if you are looking for the street post box it has also changed location” John said. Formerly located on the corner of London and Oxford Streets the post box is now situated outside the new pharmacy half way down London Street for you to post your mail into.

Changes are also evident with the Pharmacy business. Now thanks to the District Health Board support you will be able to have certain blood tests done on site for free. The first of the tests available will be for patients who use Warfarin, a blood thinning agent. There is a special consultancy room specifically for this purpose. Added to this service the centre can also offer ear piercing. John is still trying to facilitate bill payment services such as car registrations but to date he hasn’t had much luck with that. He hopes that decision will be reviewed in the near future because as he says, “it is a reasonable drive over to Woolston to utilise the service there”. Lyttelton is fortunate that Grant and John have continued to support Lyttelton, and have invested significantly in their new shop. Lyttelton Harbour Festival of Lights Matariki Celebration: 19 June to 22 June With events around Lyttelton Harbour over four days, the Festival of Lights offers many opportunities for local people to come together – and one huge opportunity for people from far and wide to celebrate Matariki and the midwinter solstice in one huge, beautiful Street Party. Lyttelton is known for its concentration of creative and musical people, and this year's Matariki Street Party line-up highlights that with local talent The Eastern, Lindon Puffin, Devilish Mary and the Holy Rollers and Runaround Sue all performing on the main stage, as well as Christchurch world music group Mundi. Earlier in the evening Te Ahikaarora Kapa Haka from Rapaki will perform, as well as Lyttelton Primary School's Kapa Haka group, the local talent of Abbraccia Bellydance and Rapaki band Rhythm and Maori. The Lyttelton Port of Christchurch Fireworks Extravaganza will punctuate the evening at 7:30 with the latest pyrotechnic effects exploding over the harbour. Buskers will perform on the street and hot food, drinks and activities will be available from 5:30 'til late. Matariki refers to the Pleides star cluster that becomes visible in the sky around early June. For maori, this heralds the start of a new year and was a time for remembering those that have died in the past year and celebrating new life. It is also the time for celebrating the harvest which has been completed, with singing, dance and kite-flying. The Festival is brought to you by Project Lyttelton, an incorporated society working for the community of Whakaraupo/Lyttelton Harbour. Bus Service to be Cancelled 535 Lyttelton to Eastgate Have you discovered that Environment Canterbury is proposing to modify bus routes? Of particular interest to Lyttelton is Route 535 Lyttelton to Eastgate. Environment Canterbury propose to discontinue the 535 bus service. This route connects Lyttelton to Ferrymead and Eastgate shops. The argument to discontinue the service is linked to passenger demand. Ecan quote on average only four people use the service per run. But we think the decision is a little hasty, as it's only now that more services are reopening in Ferrymead and there may be more people wanting to use this service. Need Advice About Children Meet Parent Mentor: Neave Ross-Wallace Neave Ross-Wallace resides in Governors Bay. A chance meeting connected us and yet again here was another local resident with interesting skills and stories to share with our wider community. Neave is a parent mentor. "My passion for parenting and early childhood education arises out of my own experiences as a new parent who was often filled with uncertainties and unsure of where to turn to for support. I think raising children is a huge task and that when you have found your clarity about how you want to parent based on what you think is important then you are much more free to be really present to enjoy, connect with and love the children you care for." To become a parent mentor her twenty one year journey started as a family therapist back in the 90’s. This lead to involvement with and leadership at Parentline, psychotherapy training at the Gestalt Institute of New Zealand, followed by an early childhood degree at the University of Canterbury and then finally training as a Waldorf/Steiner early childhood teacher. Neave will be familiar to many in Governors Bay. She runs the pre-school music classes at the Governors Bay School each week. She also runs home based classes for pre-schoolers in the harbour area Her work extends to the wider Christchurch area where she’s involved running parenting courses, mentoring sessions and monthly parent support groups. She explains how her work seeks to get to the heart of your value systems so that becomes your guiding light on how you raise your children. She knows from experience that raising children is one of the hardest tasks so feels that a bit of help and advice from someone in her field can make that journey a little easier. Neave is happy to share her knowledge with the wider community. On May 22nd she’s been invited to the Diamond Harbour Play Centre at 7pm to give a talk to parents This will focus on what is takes to sustain us as parents. “I’m also very happy to speak in Lyttelton if there is sufficient interest” she said. Civil Defence Training Naval Point Club Update Civil Defence ran an emergency exercise over the weekend. All-up they had over 100 volunteer casualties, and 79 responding team members. The teams worked in a variety of scenarios and all had a fantastic time. The over-whelming response from the teams was "more please"! The Wildwood crew volunteered to take some Tri-Club swimmers out on the harbour to jump overboard and be rescued by the Coastguard. They also had a lost and injured family on Quail Island, and a three boat collision with one boat taking on water to deal with at the same time. The Coastguard team had a lot to deal with all at the same time so the pressure was on. But everyone was successfully rescued and everyone learnt lots from the exercise. If you would be interested in being involved next time, they do have a facebook group set up where you can join and then respond to enquiries for 'victims' for various events. Diamond Harbour Writers Group May Author: Jane Seatter WALKING THE DOG Beneficial for both dog and owner. A cure for stress, depression and muscle deterioration. I have owned several dogs in my lifetime; most of them of the larger variety. A piece of cake really. Teach them to sit, heel and come when they are called and life is a breeze. But along came Noodle. A little dog to be shared by all the family. She is so cute she won the school pet day Cutest Dog ribbon. I walk Noodle for the sake of her mental health and well-being and to the detriment of mine. Miniature poodle crossed with miniature schnauzer, she has all the incredible brain power of both breeds. This is not good. Training to walk at heel is not for her; neither is staying is sight. I allow her to run free in park or on river banks and then spend anxious moments wondering if she has been kidnapped or killed by a ferocious mutt who had taken a dislike to her irritating ways. Yelling 'Noodle' over and over does not add to my self-respect so I wait. She does return; full pelt and grinning without a hint of apology. Her coat is a problem. As promised, she does not shed – but nothing was said about serious tangling and matting. Grooming is a must and the decision was made to for a schnauzer-look. However, because of tummy, legs and tail left unruly, I decided, before leaving for a holiday to have her trimmed all over. The next walk was not joyful. I was asked more than once if my dog got enough to eat. She eats like a horse and yes, she is wormed regularly. Another person asked me why the poor little thing was on such a short leash. I played deaf as I didn't want to explain that a longer leash would be around my ankles in a flash and I would be flat on my face causing a public disturbance. Despite all the above I love Noodle and will continue to walk her in the face of adversity. Meetings are held the third Wednesday of the month, in the afternoon, at a private home. Lyttelton Rugby Monster Garage Sale Lyttelton Rugby are busy organising a MONSTER GARAGE SALE on Saturday 31 May, 8.30am at the Lyttelton Recreation Grounds. Lyttelton Youth Centre Sweet Fundraising Plan As funding is becoming increasingly difficult to obtain, the Lyttelton Youth Centre have decided to do what they can to raise funds for youth activities. The next opportunity to fundraise is Matariki the Festival of Lights. Last year they raised just on $1000.00 through an old fashioned sweets stall. This year they hope to raise much more. To do this they are asking for support with DONATIONS OF PRODUCT which the fabulous cooks at Community House will turn into the old fashioned sweets that have proved so popular. What they need is:

Little Ship Club of Canterbury Next Meeting Thursday 22 May 2014 The next meeting of the Little Ship Club of Canterbury will feature a talk by Sue Stubenvoll with the title "When the Going Gets Tough" about a sailing trip to Stuart Island. Lyttelton Voices Project Public Artwork for Holy Trinity and Lyttelton Parishioners, families, friends and members of the wider Lyttelton community are invited to take part in an exciting singing project. Artist and musician Olivia Webb will run singing sessions over four weekends in May and June, inviting the local and parish communities to unite their voices in a piece of beautiful choral music and contribute to a greater sound art project happening across Christchurch. Each singing session will be recorded and presented part of a series of sound installations at three Church sites across the city. The singing sessions will take place in Union Church, 44 Winchester Street, Lyttelton from 4.00pm to 5.00pm on Sundays: May 18, May 25, June 1 and June 8. Whether you have an aptitude for music or for the cups of tea that follow, everyone can take part. There is no audition and if you cannot come to every session, simply come along as often as you can. The singing sessions will be recorded and exhibited as a sound installation at the Holy Trinity Church site on June 29. The Little Ship Club exists for those with a love of the sea and all things nautical to get together to share their experience and knowledge. MODERN SELF STEERING GEAR INTRODUCTION Rapid growth of self steering gear is such that there can be very few sailors unaware of its existence. It seems likely that within a few years such equipment will have become commonplace and be fitted even to the smallest cruisers. Self steering gear is capable of keeping a yacht sailing at a constant angle to the apparent wind whilst under way, and can increase safety while sailing, because the lone sailor or short handed crew is liberated to navigate, attend to a sail trim or make a cup of coffee and thus be able to keep a better lookout than if enslaved at the helm. The wind vane then acts as an untiring obedient member of the crew and this is especially appreciated when watch is kept alone at night with the boat throwing up copious quantities of spray, making the helm a very unattractive place to be. Self steering gear is not only useful for ocean voyages but also when cruising at weekends with a small crew. HISTORY The French engineer, Marcel Gianoll, was attributed as first to produce a wind vane that rotated about a horizontal axis (as opposed to a vertical axis), and this modus operandi was pioneered by Hasler in conjunction with a pendulum servo-blade also operating in a horizontal axis mode in the water, and coupled to the yacht's rudder, and has proved exceptionally satisfactory, the Observer Single-handed Trans-Atlantic Race (OSTAR), being responsible for a major contribution to the development of wind vane pendulum servo-type self steering gear, and this is the best tried system presently available. PERFORMANCE Wind vane self steering gear work best on close-hauled courses simply because most boats tend to sail themselves in any case when on the wind and when this characteristic is combined with a good self steering gear, a boat can sail better to windward than a human helmsman, reacting to the slightest change in the wind, this being particularly true at night or when the helmsman starts to get tired. On the other hand a helmsman can anticipate a boat's reaction to a wind gust and wave action and can correct the boat in anticipation, whereas the self steering gear can only correct the boat when it goes off course. Problems may arise when the boat is running very fast in high seas, the wind vane may lose the wind temporarily due to a lack of wind in the wave troughs or the yacht may surge forward on the crests, sailing so fast that it exceeds the wind speed, producing an apparent wind different from that desired. Multi-hulls suffer greatly from this problem but it should be of little concern to a long keel cruising yacht. Yawing is a universal and tiresome ingredient of down wind sailing , but servo-pendulum self steering gear possess a positive yaw feature such, that as the stern of the yacht slides in one direction, it swings the servo-pendulum in the opposite direction, automatically correcting the yacht's rudder to counteract the yawing. A servo-pendulum self steering gear may be employed to maintain course even during sail changes where the sail plan may be extremely unbalanced, or employed to steer a yacht whilst under auxiliary power, provided that the yacht's velocity is less than that of the wind. VULNERABILITY Heavy, solid looking self steering gear with high inertia components, present larger surface areas to heavy seas and in the long run may be less reliable than strong lighter responsive gear which is less vulnerable to waves, water pressure and forces of inertia. It must be possible to easily replace components whilst the boat is underway at sea. Wind vane self steering gear may be damaged during heavy storms, not necessarily when steering the yacht, but when not in operation, for example, when the yacht is hove to, or when being driven astern in a storm. Water pressure may damage the mechanism, making quick and easy retraction of the servo-pendulum a desirable feature. Fail-safe devices should release, yielding to pressure, this being preferable to damage, but in the extreme, easily replaced, breakable components such as the wind vane and servo-pendulum ought to be designed to break before the main body and its mechanism is damaged. C

olin Burrows devoted a large part of the last 16 years to the botanical aspects of the ecological restoration of Quail Island. He spent countless hours planning and organising, and countless days working on the island, planting, weeding and supervising volunteers. Without Colin, the Otamahua/Quail Island restoration project would not have happened. Colin’s last visit to the island was in September 2013, planting in one of his favourite spots, an area he christened Site X. He called it Site X because it did not officially exist, as we were not allowed to plant in the area. However, to a botanist, a damp, fertile site was irresistible. We used to finish planting at the end of August and hope for a well-earned rest. Colin always had other ideas, and crate after crate of trees would magically appear from the depths of his garden in Colina St, and we would be kept busy until the end of September. Colin’s stamina was inspiring. He would sometimes work all day on the island without taking a break, finishing his lunch on the ferry home, such was his enthusiasm and devotion to the project. Always last to arrive at the jetty – often with only seconds to spare – Colin had his own special shortcut down the hill, and he would arrive with a smile on his face after another good day’s work. Hundreds of volunteers have benefited by working and learning alongside one of New Zealand’s top ecologists. Colin was familiar with every nook and cranny of Quail Island and his botanical knowledge was astonishing. Colin was born in Methven in 1931, the youngest of Lawrence and Mollie Burrows’ three sons. Lawrence was a builder. He constructed farm buildings and musterers' huts including (with his brother, Bill) the first Park-Morpeth Hut in the Wilberforce River for the Canterbury Mountaineering Club. Growing up in the depression, money was tight. At one time, payment in milk for building a cow byre meant a longer trip in the morning to pick up the day's supplies. Colin and his brothers, Hugh and Jack, hunted and fished to supplement the family table. Colin credited Miss Grubb, an inspirational teacher at Methven School, with sparking his interest in a wide range of

subjects. It is likely that enforced bed rest, a result of three bouts of pneumonia before the age of nine, fostered his life-long interest in reading and learning. An initial attendance at Methven District High School was curtailed when Lawrence and Mollie moved south to work at the Waitaki hydro dam during his 3rd form year, and Colin became a boarder at Timaru Boys High School. Upon leaving school, Colin

COLIN BURROWS 19 April 1931 — 16 January 2014 attended Christchurch Teachers College, and studied part-time for his B.Sc. at Canterbury University, majoring in Botany and Geography. He completed his M.Sc. (on the Evolution of Pimelea) in 1957. Secondary teaching followed at Christchurch Technical College and Timaru Boys High School, until he was invited to join the University of Canterbury teaching staff in 1960, where he remained until his retirement in 1993. He gained his Ph.D. in 1967 (on South Island alpine grassland ecology) and his D.Sc. in 1982 (Palaeoecology), and became an associate professor in 1975. Colin served on the University Council as staff representative. In addition to his lecturing duties, he supervised the Cass Field Station from 1960 to 1976, and organised undergraduate and graduate fieldwork there until 1993. Colin was easily identified on campus, in his trademark boots, khaki shirt and shorts, with back pack slung over one shoulder.

On Quail Island we knew Colin for his botanical expertise, however his over 140 published papers reveal much wider interests. As well as botany, his papers include work on glaciation and moraines, moa diet, climate change, radiocarbon dating, plant macrofossils and microfossils, and nuclear disarmament. Notable among the publications is “Julius Haast in the Southern Alps”, a magnificent book describing Haast's geological survey of the Southern Alps, updated with contemporary research on glacial geology. Colin also co-edited and contributed two chapters to the “The Natural History of Canterbury”, and his book “Processes of Vegetation Change” is an internationally recognised text. Colin's 1981 paper analysing the gizzard contents of moa from Pyramid Valley and Scaifes Lagoon changed the commonly held belief that moa were grazers. Colin's research showed they were browsers with a varied diet of twigs, leaves and seeds. Outside the university, Colin served on the Arthur's Park National Park Board from 1968 to 1979, and was the park's botanist from 1968 to 1993. He served as the University of Canterbury’s representative on the Canterbury Museum Trust Board. Colin also contributed to high profile conservation issues such as the campaigns against the raising of Lake Manapouri and Lake Sumner, and against the destruction of the Mt Cass limestone ridge for a wind farm. Among the awards Colin received were: 1963, Hamilton Prize, Royal Society of New Zealand (for excellence as a young scientist); 1991, New Zealand Ecological Society Award (for outstanding contributions to ecological science); 1993, F.L.S. (Fellow of the Linnean Society of London); 2008, ECAN Resource Management Award (for Quail Island restoration); and 2010, the Loder Cup. Colin's work on Quail Island has left a great gift of 80,000 flourishing trees for the people of Canterbury. There is still more work to do, and we will honour Colin's memory by protecting and enhancing his gift. It has been a great privilege knowing and working with such a remarkable man, and we will miss him. Our thoughts are with Colin's wife, Vivienne, and their children, Adam and Julia.


Recent visitors to the island A group of Girl Guide Rangers, led by Beverley Horn, kayaked to the island and camped on the nights of 2 and 3 October for their outdoor leadership assessment. During their stay they did a clean up on Walkers and Swimmers Beach. On 13 October a group of volunteers from Kathmandu’s head office in Heathcote came to the island. We spent the day removing oak seedlings in the Oak Wood and ash seedlings on Skiers Beach. It’s wonderful to continue to see the results of volunteering efforts all over the island. The time and energy committed leave a clear mark that is appreciated by all who come to Quail Island.

OPAWA SCHOOL WHAT AN EFFORT! On 20 September last year, the Opawa School Student Council presented Tina Troup with a cheque for $500 to sponsor penguin box no 21. This was a result of incredible fund-raising efforts by the children of Room 8, including a coin trail, mufti day and colouring competitions. Stephanie Webby-Campbell prompted this magnificent feat after reading about the penguin project in the local paper. Well done, Stephanie—we’re really impressed!

PENGUIN SURVEY DoC and Tina Troup carried out the annual penguin survey during November 2013 and we are pleased to report that they found 23 active nest sites. There may well be more, as some areas below the cliffs are still too dangerous to survey.


Chairman’s Report 2013 At the last AGM, Colin Burrows announced it was his intention to retire in 2013. Colin was very pleased that Jason Butt agreed to take over supervision of the botanical work on the island. We are very fortunate to have someone with Jason's skill and enthusiasm to carry on Colin's work. This year we planted around 3000 trees and shrubs – on the plateau, at the fringes of stock dam valley, below the stock dam and in a new dry shrub land area west of the summit. Infill and enrichment planting will need to wait until the areas planted after 2006 have reached 3m to 4m in height. 250 silver tussock seedlings raised last year were also planted out at the summit, and a further 250 seedlings were raised over the winter ready for planting out in 2014. Our predator control continues, and again this year we are pleased that no rats or mustelids have reached the island. Rabbits were seen on the island in April, and efforts to eradicate them have been unsuccessful. DoC employed Scott Theobold of Conservation Dogs New Zealand to check the island in early November, and his dogs did not find any trace of rabbits. This coupled with the recent absence of rabbit sign may indicate that they have died off. In April we wound up our mouse control experiment. This consisted of a close grid of Ka Mate and snap traps in a 1.5ha area below the lower basalt outcrop. Results indicated that the reduction in mouse numbers was close to being statistically significant, but we were not able to reduce mouse numbers adequately to aid the survival of invertebrates and lizards. Valuable data was obtained about the performance of the Ka Mate trap. Many thanks to our mouse monitors, Denis Blomquist, John Souter, Ron Keeble, Cathy Pollock, Andrew Harris, Shaz Davis and Sam Willyams, and to Mike Bowie who supervised the project. Mice continue to be a headache, particularly as they threaten the introduced invertebrates such as leaf vein slugs and tree weta. We will need to discuss mouse reduction strategies again in 2014. Weed control continues, particularity in the broom and gorse hot spots on the SW slopes, and the annual campaign against thistles is under way now. Volunteer days continue to be well supported, with over 250 people on the database, and groups from Forest and Bird, Kathmandu, Engineers without Borders, Rotary, and the Good Gardeners Club have worked on the island. Students from St Margaret’s College came to the island in April, and other students have joined our volunteer parties as part of the Duke of Edinburgh award programme. Our volunteers have continued to make a large contribution to the Trust's work, and we thank them all. April saw the launch of the new website, creating a fresh look for the Trust. The website includes a centralised database which makes it easier to manage our mail outs to members and volunteers. A big thank you to Shaz Davis who did all the work without any cost to the Trust. Margaret Meehan joined us in June as our newsletter editor and has created a fresh look for the newsletters as well, and we are grateful to Margaret for taking on the task. In June we launched a fund raising appeal which gave individuals, businesses and schools an opportunity to purchase a penguin nesting box for $500. So far this has raised $10,500 for the Trust, and it has been hugely successful both in raising much needed funds as well as raising the profile of the island. Our thanks to Andrew Harris who floated the idea and who built the boxes with help from Horncastle Homes who donated timber and labour and came to the island to install the boxes.

The annual penguin count has just been completed with 23 active nests. While down on pre-earthquake totals, some areas under the cliffs were unable to be checked due to rockfall danger. Thanks to Tina Troup and DoC for carrying out the penguin count. Tina also led a field trip to Quail Island in October as part of the annual Lyttelton Festival of Learning. Tina is also planning a series of talks in 2014 around the biodiversity and conservation issues pertinent to Quail Island as well as Lyttelton Harbour and Banks Peninsula. The talks will culminate with a field trip to the island. In early March our Stabicraft Quail 1 was stolen. Although the boat was well insured, to purchase a suitable replacement boat and upgrade it to Maritime NZ safe ship management rules will require a minimum of an additional $12,000, and we are still unsure if replacement is the best option. Our workers are now using the Black Cat ferry to get to the island. We are grateful to Ken Camp and the Naval Point Club for helping to get our workers to the island in the initial few months after the loss of the boat. We would like to thank the staff at DoC for their assistance during the year, particularly Grant Campbell, Bryan Jensen, Dave Milward and Robin Smith. We realise it has been a stressful year at the department and thank them all for their continuing support of the Trust. In time for Christmas 2012, DoC introduced the Kiwi ranger programme to Quail Island. The activities book provided encourages people to explore the island rather than just staying on the beach. DoC also established a working party to look at interpretation and visitor developments on the island. This work will continue in 2014. We have been pleased to welcome Paul Devlin, Port Hills area head ranger from the CCC to our meetings, and his advice and help has been appreciated. We hope to continue to build on our MoU with the city council in the future. We would like to acknowledge the contribution of Ian and Bev MacDonald who resigned during the year. Ian was a long serving past chairman, trustee, and Forest and Bird representative, and Bev was formerly secretary and newsletter editor. Their combined contribution to the trust over the past eight years has been enormous and we thank them both. We are indebted to our workers, Tony Giles and Peter Hayward, who go to the island over the weekends during the planting season, and on every Monday and Tuesday during the rest of the year. Again Bernice Cournane has accompanied them as an unpaid volunteer, and we thank them all for their work. Barbara Price continues as our administrator and applies herself to the job with enthusiasm and absolute integrity. We have had many setbacks with funding applications this year, and I realise this must be dispiriting, so we thank Barbara for her long hours of work and dedication. We are two down on trustee numbers, and we hope to bring our numbers back up to the full complement of nine to share the work load more equally in 2014. We have been supported throughout the year by a number of funding sources and acknowledge that without this help we could not operate. We acknowledge the support of The Canterbury Community Trust, Christchurch City Council, The Lottery Grants Board, Lyttelton Port of Christchurch, Black Cat Cruises, The Honda TreeFund, PGG Wrightson, and Horncastle Homes. Warren Begley and family also made a substantial donation for the tree purchases in 2013. Our own supporters have contributed around $3000 in subscriptions and donations.

The state of our Lepidium

MIDWINTER AT WAIHORA

An article by Colin Burrows in Quail News 36 introduced us to Cook’s scurvy grass, then known as Lepidium oleraceum. In June 2013 Peter Heenan, a Landcare Research botanist, published a paper revising the taxonomy of all the Lepidium across the country, with the result that one species with three taxa at sub-species rank became 16 species (one species is posthumously described as it is believed to be extinct). The Banks Peninsula one has been renamed Lepidium aegrum, which isn’t particularly flattering as it means ‘diseased one’, due to the presence of the turnip virus on many of the plants. The Lepidium planted on Quail Island is from seed collected in the wild from the only existing natural population: the top of a rockstack off the coast of the southern bays on Banks Peninsula. L. aegrum’s state in the wild is so insecure it has been given the top threat ranking of ‘nationally critical’. To date there have been translocations to Stony Bay and Red Bay, as well as Quail and Motunau Islands. It is difficult to find sites that have the disturbance from seabirds so the introduced grass sward is kept down and the high nutrient levels these species rely upon, whilst also being free of stock or rabbit/hare intrusion. The plants on Quail vary in health: one is amongst the largest individuals of the species and flowers prolifically, whereas six of the others are in quite a grassy site and appear stressed and there is no sign of them flowering. Late that day in cold, calm air black, eel-deep water filled our view with low sun gleam and myriad, silent, swirling duck flocks aloft. Just a hint of plains stretched dark and hidden away westward, ending in snowy foothill peaks, silhouette stark as the sun slid down. The last gold/scarlet glow faded and then, most beautiful, on that far ridgeline, shone a green flash, gone in seconds, leaving us in the deep dark. Colin asked that this poem be published in our newsletter. It recalls a mid-winter botanical expedition on Lake Waihora, walking in ankle deep water at the eastern end of the lake near the main road to Akaroa, looking west to the Southern Alps

Works notice update: Sumner Road, Lyttelton, retaining wall repairs Update on stage two: • Stage two of the Sumner Road retaining wall project is complete. The road was sealed on Monday 5 May. This week we have been moving the site and equipment to prepare for stage 3 and 4. Stage three: • Stage three is currently on hold. We are in the process of further geotechnical investigation work and redesign. The weather is also causing further delay as it is currently too risky to remove any of the temporary blocks. Stage four • Stage four is a new retaining wall to be repaired from 24 to 47 Sumner Road. This work is currently on hold due to the weather causing slips we need to gather more geotechnical information on the condition of the road. We need to be sure that the road will be able to support a heavy crane needed to repair this retaining wall. Work is expected to take approximately nine months. Stage five • Stage five is another new retaining wall to be repaired located at the intersection of Sumner Road and Reserve Terrace. This work is currently in the design phase and we will update you prior to work commencing. Traffic management: The road closure from 10 to 31 Sumner Road has moved up to 22 to 57 Sumner Road. From Tuesday 13 May, we will open the road back up to priority give way. This will stay in place while stage three and four are on hold.

Christchurch Flood Taskforce Frequently asked questions Friday 12 May 2014

What is the Mayoral Taskforce on Flooding? The Taskforce was set up by the Council on 29 April 2014 to find immediate shortterm practical solutions to the flooding experienced across the city. On Monday 12 May, the Mayor and Councillors met to discuss the mitigation options presented by the Taskforce. The Council is placing a high priority on this flooding work and plans to release the report to the community for consultation in the coming weeks. The Taskforce is made up of about 38 members and was asked to deliver the technical report on flooding mitigation in less than two weeks. What did the Taskforce do? Taskforce members focused on areas across Christchurch and Little River that have been most affected by flooding and are working on options to protect these homes in the short to medium-term. They are looking at ways to prevent water coming onto people’s properties as well as what can be done to the houses themselves. This might mean dredging, diverting water and pumping, among other things. What solutions does the report recommend? Possible options include:  Temporary pumping solution in Flockton.  The repair of flap gates in the Avon and Heathcote rivers.  The dredging of the Heathcote River and the removal of debris.  Individual property level protections including house-raising and base waterproofing.  Relocation solutions for the most vulnerable households. o Suitable rental accommodation o Financial support / community grant o Temporatry buyout (with the option of selling properties back to residents once a solution is found) o Temporary Village. Following community consultation about mitigation options, work will begin as soon as the most appropriate solutions are decided on. The detail of policy and financial issues will still have to be worked through for these options. How many homes are affected by this report? Based on information from recent flood events and community feedback, there were 994 households assessed as vulnerable to regular flooding in Christchurch, including Little River. Of those, 56 are considered the most vulnerable – or level one – as flood water entered the house at least twice. The next level were the 451 households that were flooded underneath their homes two or more times.


Where were the most vulnerable homes located? Of 56 homes that have flooded twice or more, 28 are in the Flockton area, one in the Heathcote Valley, 13 in the Woolston, Opawa and Lower Heathcote area, five in Little River, and nine in Lyttelton. Why do homes have to have been flooded twice? The March 2014 storm was a very extreme event and if we’d just included that it would have seriously skewed the results. The Taskforce was given the brief to identify the most vulnerable people and these are the people who have been flooded twice. How much will these solutions cost? Protecting the 56 most vulnerable homes is estimated to cost $13.7 million. Adding in the 451 homes experiencing regular flooding below floor level brings the total estimated cost to $20.1 million. Once a decision has been made about mitigation options for my area – when will work start? Following community consultation about mitigation options, work will begin as soon as the most appropriate solutions are decided on. Depending on the particular mitigation option selected for your area, some work may only take a few days or weeks to complete, other more detailed work may happen over a longer time frame. Residents will be informed of work and, where possible, disruption will be kept to a minimum. That’s a question for the Council to decide on after reviewing the report and discussing it with the community. The Taskforce was asked to come up with the options and the potential costs and they’ve done this. What can you say to residents facing a wet winter? Some actions have happened already, some things will be done by the end of this week, others by the end of the month. Taskforce engineers cleared debris from waterways and channels while out in the field. However, we do need to take the time to review the report and talk to the community to make sure we’re doing the right things and we’ve identified the most vulnerable homes. The Flockton pumping station is a potential quick win, but it comes at a pretty hefty price tag. We know people are desperate for solutions, but there needs to be wisdom in the spend. Will you be piloting some new solutions for homes? Some widely used solutions from the United Kingdom need to be tested to see if they are suitable for New Zealand and would be appropriate here. We’ve got a number of pilot studies ready to go over the next three months including tanking the house


(waterproofing it just above the level of frequent flooding). Non-return pipes on sewer connections and flood gates for garage doors are other options for homes. Are you also looking at long-term solutions? We are looking at options for large-scale projects to alleviate flooding in the longterm, but they are likely to take several years to develop and put in place. How do I find out what you’re going to be doing to my property/home? The Flood Taskforce report was discussed by the Mayor and Councillors at an Extraordinary Council meeting on May 12. It will be released to the community for further consultation. The report is available at www.ccc.govt.nz/floodmitigation Why has it taken you so long to do anything? The Council has been working on flooding for some time. The earthquakes made some land in the city slump by up to half a metre and this has made a large area around Flockton Street much more likely to flood. The rainfall this year has been unusually heavy and frequent. We last saw clusters of major storms in the 1970s, then in 1986, and this year’s events were the worst since 1986. The Mayoral Taskforce on Flooding, set up on 28 April, has fast-tracked work on finding short-term solutions for flood prone areas of Christchurch and Little River. The report was presented to an Extraordinary Council meeting on 12 May 2014. Are the solutions the Taskforce comes up with going to cost me anything? Possible options to mitigate flooding from the Taskforce will not directly cost you anything as an individual. However, any costs the Council has to pay for engineering or other solutions may end up being paid for over many years through rates. What is the Council doing about my rates? The Council is looking at rates reductions for some flood affected residents. If you are one of those residents, the Council will be in touch with you in coming weeks to let you know what they have decided to do. What’s going to happen to my place in the next flood? We are working to make sure your place won’t be flooded next time. The Taskforce is looking at many different ways to protect your property from floods. If we cannot stop the water flooding your property there may be other ways we can stop the water coming over your floor boards, for example, we might be able to wrap (tank) the house so water can’t get in, or raise it higher off the ground.


When is the Council going to do something at my place? The Flood Taskforce report went to the Council on May 12, it will be up to the Council to decide what to do next to stop your place flooding, after consultation with the community. Central Government may also get involved in these decisions. How long will it take to fix the flooding at my place? We won’t know until we have looked at all the factors that caused the flooding. After the Council has consulted with the community and decided which options it wants to use to stop the flooding, we will be able to tell you with more certainty how long it will take. Have flooding problems in residential areas been taken into account in the revaluation? The 2013 Rating Values take into account known flood-prone areas. These issues are also reflected in recent market sales, so do have an impact on values. The District Plan Review currently underway will contain more extensive and updated information on flood management areas, but as it was not completed at the time of the revaluation, it was not part of this assessment. Note: flood management areas incorporate areas that might be affected by a one-in-200 year flood event.

Plase make sure you let them know the nature of your request so they can put you through to the approproate Council staff member. Is the land that has been flooded contaminated and what does this mean for my family? We assume the flood waters contain sewage and other unhealthy material that may still be present in soil once flood wates retreat. Please keep your children and animals away from the water. It is not safe to play in or wade in so the Council advises residents to avoid the water where possible or make sure you wash your hands and remove and wash any clothing that gets wet. The Council has done some work on testing soil for contaminants and will be further looking into this. What should I do about mould/ponding? We’ve only had a couple of weeks to pull together the report so we acknowledge there’s a real need to get out into the community to check and test the information we’ve gathered and some of the assumptions we’ve made.


What were the main concerns of the residents the Taskforce spoke with? Residents are concerned about health and wellbeing issues. They reported increased respiratory issues, behaviour issues shown by children in schools, concern about mould under the house, financial impact, worry and stress around the equity in their home and the risk of future floods. What temporary relocation options are you looking at for some of the most vulnerable residents? We are looking at four options:  Suitable rental accommodation,  Financial support/community grants,  A temporary buy-out for a couple of years until long term flood protection measures are in place,  Temporary village options.

Three Th ree Passes (Styx & Arahura valleys): Reports of very unstable and dangerous large rocks throughout the Taipoiti gorge. Extreme caution required. The Styx Valley Track is now very rough with numerous slips to be negotiated. Approx 20 min from the Styx car park the river has cut into a vertical cliff. To continue up the valley be prepared to cross the river below and above this cutting. If the river is high, or if parties are not confident with river crossings, use the Arahura Valley track instead.

Lake Ida Tramping Track: from Lake Selfe (on the Harper Road, near Lake Coleridge) to Lake Ida is not officially open and is not signposted. However, the track can be used and takes about 1 hour from Lake to Lake. As the track is an easement across farm land, strictly no dogs on the track.

Three Miles Steam Route is overgrown and has a lot of windfall on it. Trampers are recommended not to use this route until cleared after winter.

Foothill Forests Mt Grey / Maukatere Conservation Area access now open as far as Lake Janet. The ford over the road further on leading to the Mt Grey picnic and camping area is still impassable.

Sylvia Flats

Three Mile Stream Track has been cleared from Hope Kiwi Lodge to Three Mile Stream Hut. The track after the hut along McMillian Stream still has a lot of damage and windfall on it.

St James Walkway The bridge 1km below Cannibal Gorge Hut is being replaced. Trampers should be prepared to ford the creek in the meantime. Do not attempt to cross the creek in heavy rain, but to wait for the water level to drop.

Hot-springs are closed. There is major risk of a gravel cliff immediately above the springs collapsing at any time.
