Positive Confirmation for Lyttelton Swimming Pool and Recreation Centre will Reopen After two and a half years of waiting, reporting and consulting, it was just last week that Christchurch City Councillors agreed that the Norman Kirk Memorial Pool and the Lyttelton Recreation Centre should be repaired and improved or replaced, despite neither having insurance claims settled. Both facilities were closed indefinitely because of extensive quake damage. Councillor Yani Johanson, who chairs the council's community, recreation and culture committee, said there was a risk to approving the repairs and replacement but it was important. "These are local facilities that are well used and sorely missed and we need to get on and get work underway to get them back to our communities." Insurance proceeds pending fall short of the total required to replace or repair and improve these two facilities, with an anticipated $2.5m needed from the ratepayer to complete these two projects. It is understood that the council would have to take on some degree of risk as proceeds from the insurance claims were not yet established, meaning the council may end up footing the total bill, recreation and sports unit manager John Filsell said. However, he was confident the insurance claims would ultimately be settled. “Both facilities have been discussed with the community and the result is unanimous support for the repair and replacement of these assets," he said. Repairing the Norman Kirk Memorial Pool to 34 per cent of the New Building Standard is estimated to cost $2.05m, but there is a risk that the existing foundations will not support the repaired structure. It will cost about $2.65m to replace the facility to 100 per cent of the New Building Standard and improve parts of it, including sun shading and increasing the size of the toddlers' pool. Councillors agreed it was better to replace and improve the facility for $2.35m, plus betterment of about $300,000. However the total cost to ratepayers after insurance proceeds are removed, is about $1.7m. The Lyttelton Recreation Centre and Trinity Hall is repairable to 34 per cent of the New Building Standard with the insured sum, but it is not possible to meet 67 per cent without significant ground improvement works at ratepayers expense, and this might be tantamount to full replacement. If the council chooses to replace the facility, it is believed that only the indemnity insurance value of $1.66m would be available. The total cost to the council for repair of the centre, after deducting estimated insurance proceeds, is about $826,500. Councillors agreed that the building should be repaired to 67 per cent of the New Building Standard, foundations to 34 per cent and improvements made. It is hoped that the pool could be open for the 2014-15 summer season and the Lyttelton Recreation Centre be operating by mid-2014. Council Decisions Christchurch City Council met on Thursday 3 October, with the key decisions made for the Harbour region outlined below: Official Name - Lyttelton’s Civic Square Site: The Christchurch City Council approved the Lyttelton/Mt Herbert Community Board recommendation to rename Lyttleton’s civic square site as Albion Square and the waharoa [entranceway] is named Ōhinehouroko. Port Levy Community Hall: The Council agreed to exempt the Port Levy Community Hall from its current building closure policy on the basis that it is not considered dangerous to occupy. This brings the number of buildings exempt from the policy up to seven. Every Vote Counts So, who will be our new Banks Peninsula Councillor? It looks like it is going to come down to every single vote with predictions being this race is too close to call. Despite nearly a third of all voters in the Banks Peninsula ward having had their say in the local body elections, there is still the prospect of a low turnout across the city. At the same time in the 2010 election, that figure was 24.3 per cent. As of Friday night, 32.8 per cent of all Banks Peninsula voting papers had been returned and processed - the highest of all the seven council wards. Media commentary suggests that the Banks Peninsula ward will be to be too close to predict with five strong candidates - Andrew Turner, Paula Smith, Jane Broughton, Mark Belton and Nuk Korako - all vying to replace sitting member Councillor Claudia Reid who has moved from the area. This year's local body elections close at noon next Saturday, October 12, so if you haven't vote yet, make sure you do it now. Get those ballot forms off the table or fridge, out of the car, wherever you left it. Tick your votes, and post the form in the nearest post box. Celebrating 150 Years of Rail Take the Train to Lyttelton How often have we heard the older generations talk about and long for the return of rail to Lyttelton? We have heard of the journeys to work, and to school, and of the fun weekend trips to Lyttelton and then onto Corsair Bay. For one day on Saturday October 26th this trip will become a reality. New Zealand rail ways will be celebrating 150 years on Labour Weekend. Did you know that Ferrymead was actually the first rail link in the country with a line opening in 1863 to shuttle passengers from Ferrymead to Christchurch? Ten years later the rail link to Lyttelton opened. To celebrate KiwiRail, Ferrymead Heritage Park, Canterbury Railway Society and the Rail Heritage Trust of New Zealand have a series of events planned that focus specifically on Lyttelton on Saturday October 26. Leaving from Ferrymead Heritage Park, Silver Fern Railcars brought up especially from Dunedin to mark the occasion will transport people to Lyttelton and back [yes, through the rail tunnel first opened in December 1867], on the hour from 9.30am to 3.30pm. There are no bookings required, just first in first serve. The cost of the journey is included with your entrance ticket to Ferrymead Heritage Park. For adults that is $25 and children $10. Once in Lyttelton you will be treated to the KiwiRail Exhibition Express. Open from 10.00am to 4.00pm this is a KiwiRail locomotive that has converted rail containers that open out to amazing exhibitions. You will be able to learn about the history of the railways and how rail operates today. Brand new KiwiRail Scenic passenger carriages will also be on display, and you will be able to walk through them. Rail teams will be present to chat to. It will be a great opportunity for anyone interested in rail to find out more. On your return journey to Ferrymead you will also be able to find out lots more about our early rail history with a series of displays running all weekend. If you are a rail enthusiast there are multiple rail trips. On Friday October 25 there is a return heritage diesel trip to Kaikoura. On Monday 28 there are rail car trips to Rolleston and Rangiora. On Tuesday the 29 a trip to Springston, and if you are travelling to Dunedin the railcar returns on Wednesday 30. What an exciting event for Lyttelton. Grubb Cottage Update As many readers will have noticed, Grubb Cottage is finally open to the public. Working with the Christchurch City Council to achieve this was a challenging process, but we can be very grateful that the cottage sustained minimal earthquake damage, which is a tribute to both John Grubb and the Heritage team at the City Council who organised the repairs and rejuvenation in 2011. At this stage the cottage is open from 10.00am - 12.00pm on Saturdays, and we have been thrilled with the response so far. Visitors are a mixture of locals, Christchurch people who've come over to the market, and tourists. All have been thrilled with the philosophy of preservation and conservation rather than restoration, and are equally interested in the untouched wash house and toilet buildings. We have offered the use of parts of the cottage as display space to the Lyttelton Museum committee, and we are in the process of finalising details about this very practical community partnership. Many visitors ask us what future plans for the cottage are. Larger projects like establishing a garden and working on the outbuildings are matters for the Christchurch City Council, who do of course, own the building. Short term goals are to open the cottage for longer on Saturdays , and also open on Sundays, but to do this we need people! Grubb Cottage Trust membership is very small, and we would love some new members. We have a monthly meeting, and we've just had our AGM so you don't need to worry about being put on a committee. Or if you do not feel like joining but would like to help as a guide on Saturdays or Sundays, come along on a Saturday and make yourself known. We'd love to see you. Fantastic Food Series in Lyttelton New Concepts at the Lyttelton Harbour Kura Congratulations to the organising team behind the Lyttelton Harbour Kura- Festival of Learning. Many new and interesting classes have been run in Lyttelton and the wider environs over the last ten days. Participants are all delighted with the broad range of things they have been able to learn. Comments have ranged from “this is the most interesting collection of classes I have seen in a long time” to “good on Lyttelton, this is really innovative”. Some have been most interested in the food series that has been hosted at Roots Restaurant. An amazing array of very interesting courses, teaching skills that you often never see advertised. Chef Giulio Sturla has generously given his time to impart many useful skills. Participants on the dough course learnt how to make sour dough bread. Quite a simple process when you are actually given the sour dough starter. And many learned how to produce high quality loaves and were amazed at how easy the process was. Corn tortillas were also on the menu. Learning about Massa flour was so interesting. Dry corn is soaked in lime, crushed and then dried and rolled to form flour. The end result is the cooked tortilla’s taste just like real corn. Getting the insiders perspective on interesting cooking techniques makes a real difference and gave the participants the confidence to try these things themselves. The fermentation session was really eye opening. It isn’t hard to make Kimchi, fermented vegetables. Just 2 kilo of product and 50g of salt and lots of soaking and you are there. This process can be applied to any vegetable. Giulio had huge jars of chili’s prepared this way, plus sauerkraut. Participants in Giulio’s courses also got glimpses of yoghurt and tofu preparations and how to make them at home. Then there were different methods for cooking pulses and grains. Giulio’s secret to rice is to begin the process by cooking the rice in a small quantity of oil. You then add the water and steam as normal. The addition of the oil prevents the rice from sticking to the bottom of the pot. Sausage making, salting, curing meats and cheese making, all formed part of the informative programme. “Classes with a difference” sums up the food series nicely. Post Quake Take and Other Follies Exhibition: Juliet Neill Finally the community gallery at the Lyttelton Harbour Information Centre has a name. Rueben Romany the curator made this great sign on the window "Lytel Gallery", making it much easier to find the art space now. Come in and enjoy the latest exhibition by talented local artist Juliet Neill. Juliet’s exhibition runs for the entire month of October and is open for viewing seven days a week 10.00am to 4.00pm Monday to Saturday and 11.00am to 3.00pm on Sunday. Following eighteen months of constant shaking of the ground, the nerves and the psyche, many people’s lives have been left in turmoil, while others are relatively untouched. In amongst the ensuing chaos, apart from the obvious stresses, there is also both absurdity and beauty. It is this that I have tried to give glimpses of, though I must say that my style lends itself more to the former. My artistic life has taken many twists and turns. My involvement with both theatre and writing has provided me with a strong sense of narrative which I love to take into my art. My experience as both a puppeteer and a puppet maker has developed my love of 3D work, and a pleasure in working with recycled materials. A recent visit to South America and Cuba has reinforced my love of colour. No matter how difficult, or even ugly life can be at times, we still have life with all its incongruities, absurdities and moments of pure joy, and this is what I have attempted to convey in my work. The Tin Palace: In Miniature Artists are invited to submit visual works that will be no greater than 10cm square or sound works that will be no longer than 30 seconds. Works will be hung salon style within the gallery, creating an overwhelming array of works. Sound works will be played on a continuous loop in the gallery space. In Miniature will run from Thursday 6 November until Saturday 23rd November. Submissions need to be received by 11 October 2013. The submission guidelines are listed below. Please answer all of the questions and use it as a checklist to ensure that you have included everything that is needed: How does the theme “In Miniature” inspire you? Would you be interested in facilitating some sort of event to support the exhibition, for example a workshop or artist talk (feel free to suggest something if this inspires you)? The Tin Palace charge 20% commission on your sales so please specify your retail price including the 20% commission. Reviewed Tsunami Risk for Lyttelton Recent tsunami research has presented New Zealand with a mixed bag of news. Parts of the coast are exposed to greater tsunami hazard than previously thought, while the hazard in other coastal regions is the same or less. The findings come from a new GNS Science report commissioned by the Ministry for Civil Defence and Emergency Management. It updates a report on New Zealand’s tsunami hazards that was compiled in 2005. The 220-page report summarises the historical and geological record of tsunami in New Zealand. It notes that New Zealand has experienced about 10 tsunami of 5m or more since 1840. Focussing on the historical record of dangerous local and regional tsunami - those that take less than three hours to reach here - suggests that these nearby events may occur in New Zealand about every 40 to 50 years on average. So it is likely that at least one will occur in the lifetime of most New Zealanders. The report is in some respects unique, because of the approach it takes and the level of sophistication in the modelling it uses. It focuses on tsunami hazard – the likely size and frequency of tsunami for given time periods. It does not provide estimates of damage, cost, and casualties. It concludes that over a 2500-year period, earthquake- generated tsunami are the major hazard, ahead of tsunami generated by seafloor landslides or volcanic activity. The report reinforces the need for the public to understand and be prepared to respond to the threat of a tsunami, and shows that the estimated maximum possible size of some local and regional tsunami is bigger than previously understood, though tsunami are no more likely. For Canterbury however, the updated modeling recognises that the maximum tsunami height for our coastline is, on the whole, less than previously thought. “This latest review of tsunami hazard has the majority of Canterbury with the same or a decrease to the estimated wave height,” says Neville Reilly, Regional Civil Defence Group Controller. However “there are a couple of exceptions, where the maximum height may be larger than previous estimates.” One area is the north coast of Banks Peninsula, including the Lyttelton Harbour, and one is the coast immediately south of the peninsula, where modelling suggests a tsunami of between 10m and 12m. Neville Reilly concludes “just because the latest scientific modelling shows a wave’s height may come through lower than previously thought, it does not mean people should get complacent. LYTTELTONS CIVIC SQUARE DESIGN

SHED Whakaraupo Carving Centre has warmly opened the doors to the Lyttelton Menz Shed. It has been a great success where men can come to socialise, be creative, share ideas, skills and spend time with other men while working for the community. So far they have made planter boxes and a chicken coup for Lyttelton Main School. We would like to thank Stark Bros Ltd for their support with this initiative.

Caine Tauwhare our carver from Whakaraupo Carving Centre has been nominated to produce a design for the waharoa (entrance way) to the civic square. The concept idea is a fish hook and anchor bound together to symbolise the coming together of two cultures and also to reflect the area’s maritime history dating back more then five centuries. We have been giving approval from the Lyttelton Community Board and Rapaki runaka. We are now awaiting the final approval from Christchurch City Council.

SEAT FOR SEATTLE Whakaraupo Carving Centre Trust was approached by Christchurch Sister City Committee, via Pumiria ParataGooddall of Ngai Tahu if we would carve the back rest of a park bench seat to be installed upon the grounds in the Seattle Arboretum. The arboretum is the largest NZ native garden outside of Aotearoa. The carving design itself had many restrictions as the integrity of a comfortable seat had to be maintained and although a sample piece of wood was supplied before hand, when it came to the real thing. This native timber from Brazil (ipe) seemed to have its own mind. Our carver says that his chisels still shudder with fear at the mention of this timber, After completion and the hand over of the seats back rest our carver was invited over to Seattle as a guest at the official opening of the NZ site of the arboretum. Whilst there in Seattle Caine will be giving talks about the symbolism carved on the seat. He will also have the honour of working with first nation carvers and giving carving demonstrations at the Burke Museum. Caine has been working on koha to take with him as gifts to his hosts, including the Sister City Committee and the Tangata Whenua, salish people. We look forward to sharing photos and reporting about Caine’s experience upon his return.

Insulating Your Home During Earthquake Repairs Repairs to earthquake damage on your home through the Canterbury Home Repair Programme can expose hard-to-access areas like wall cavities, skillion or flat roofs, and suspended floors, creating the opportunity to install insulation. Although you will need to pay for any insulation being installed that wasn’t there before the earthquake, the repair process is a great opportunity to get insulation fitted into these places that are normally tricky to access. While this is a good time to have insulation installed, you’ll need to follow the steps outlined below to make sure it doesn’t interrupt your repair work.

Important Information Unless your home was already insulated prior to being damaged in the earthquakes, you are not entitled to insulation installation as part of your EQC cover. As the homeowner, this means you will need to: Pay contractors directly for both the insulation materials and installation Take responsibility for any building consents required Take responsibility for health and safety requirements during installation Ensure the work is completed to an acceptable standard You will only have the opportunity to install insulation where wall cavities and inaccessible roof and under floor areas are exposed as part of earthquake repair work. Contractors cannot remove undamaged wall linings, floorboards or ceilings solely to allow insulation to be installed. Neither EQC nor Fletcher EQR is responsible for any aspect of the insulation installation work.

Your home can be healthier and more comfortable year round. Approximately 50% of your home’s heat can escape through the ceiling and floor if they are uninsulated. Walls that are uninsulated account for another 20%, which means that you could be losing up to 70% of the heat in your home because of a lack of insulation! Wall insulation is normally difficult to check and install in existing houses as you need to take off the lining or cladding of the walls to do it properly. If your wall lining or cladding is being removed or replaced as part of earthquake repairs at your place, this is a great opportunity to get this normally difficult space insulated. Similarly, if your house has a ceiling space or suspended floors that are normally inaccessible, repair work that requires removing the roofing, ceiling lining or flooring offers a unique opportunity to put insulation in.

How to go About Getting Your Home Insulated During EQC Repairs Installing insulation if it wasn’t there before is an improvement to your home, so won’t be covered as part of your insurance claim. Therefore it will be your responsibility to pay for installing it and managing the process through a trained insulation installer. If you are interested in having insulation installed, ask Fletcher EQR during the scoping of your repairs about where and when there might be opportunities to insulate during the repair work.


EQC policy does not permit homeowners to install their own insulation during EQC repairs, and you must have the work done by a trained installer. This is because insulation installation by non-trained installers could lead to injuries, damage to the property, or additional costs due to unnecessary additional time in project managing the house’s repair work. Visit the Insulation Association of New Zealand website www.iaonz.co.nz for a list of fully trained installers. All installers working during repairs will need to meet the Health and Safety requirements of the Fletcher EQR repair programme. To ensure the installation quality, and health and safety and other risks are managed properly, it’s strongly recommended you use a formal contract when engaging an installer. This is something you can raise with any installers you contact. Neither EQC nor Fletcher EQR is responsible for any aspect of the insulation installation work. If something goes wrong with insulation installation, it will be up to you as homeowner to resolve issues with the installer.

Working with Your Repair Contractor The insulation work will need to fit around your building repairs. Any insulation work must be discussed and co-ordinated with the contractor who is undertaking your earthquake repairs. They will work with you and your chosen insulation installer to help with this coordination, but repairs take priority. Your installer will be responsible for liaising directly with the contractor and will keep you updated on timings. An electrician will need to confirm that all wiring is in good condition and suitable for being surrounded by insulation, along with any recessed lighting if ceiling insulation is being installed. You will need to organise and pay for an electrician to check this yourself. The timing of the electrician’s onsite activities will also need to be co-ordinated with the repair contractor. Your installer may organise this for you.

Getting a Building Consent Installing ceiling and under floor insulation does not require a building consent; however retrofitting wall insulation normally does. Your local council may grant an exemption for this requirement for retrofitting wall insulation under certain conditions. Contact your local council to find out about the building consent requirements for installing insulation in your walls. Ask your insulation installer for help with this. What to do if you are interested in insulating during your EQC repairs If your repair work is about to begin, is being scoped by Fletcher EQR, or is already underway: 1. Contact an installer to see when they would be available and what your insulation options and costs might be. 2. Contact an electrician to see when they would be available to check your wiring and what the costs might be. 3. Talk to your repair contractor about the most suitable timing during your repair for installation.
