PJ O'Sullivan was the man behind the genesis of this Kilkenny based company and through hard work and dedication; the business has grown considerably over the years and is still supplying a top quality service to a large customer base to this day. pecialising in VTN testing or Commercial Vehicle Roadworthiness testing as it is now known is one of the many services provided by Freshford Garages Ltd. A lot has changed since testing became mandatory in 1980 and in 2004, this family run business built a new modern test centre to cater for Light and heavy commercial vehicle testing to meet all the necessary legislation with regards to this procedure. Every year there are increasing changes in vehicle testing and the Road Safety Authority is now responsible for the overall supervision of the Commercial vehicle roadworthiness testing system. This is part of the overall implementation of the CVRT reform program. The CVRT is a roadworthiness test for all commercial vehicles, buses with more than eight passenger seats and ambulances, all over one year old. The purpose of the test is to ensure that these vehicles are in good condition throughout its entire life. All commercial vehicles must be tested when they are over one year old and annually after that. There are two types of commercial vehicle tests, one for Light

Commercial Vehicles (LCVs) and one for Heavy Commercial Vehicles (HCVs). All existing CVR Test Operators are automatically granted authorisation for a two year transition period - under the Road Safety (Commercial Vehicle Roadworthiness) Act 2012. The RSA will notify each CVR Test Operator of the start and end date of
their CVR Test Operator authorisation. You will be required to apply to renew your authorisation within 18 months from the start date of the CVR Test Operator authorisation. If you do not apply for renewal of your authorisation within this designated 18 month period then your current authorisation will expire and you will be treated as a "new applicant" and be required to pay a minimum fee of €8,500. It may also be the case that you are not authorised for a period of time while your application is being processed. As part of the CVR reform program there are some other changes that will be implemented which will impact on CVR Test Operators and CVR Testers at a later stage including the introduction of a new CoVIS IT System and some changes and improvements to the CVRT Testing process.
