Dear Upward Bound Student, Congratulations! You are to be commended for taking the first steps toward reaching your goal of becoming a college graduate. Careful planning and preparation today will ensure your success tomorrow. The Upward Bound manual provides information regarding program rules and student EXPECTATIONS. It is your responsibility to read the handbook and to be familiar with the rules and expectations for Upward Bound participants. Review the manual carefully to gain a full understanding of the program’s philosophy and goals. Questions and concerns not addressed in the manual can be clarified with a staff member.

As a participant, you will quickly learn it takes more than good grades to become a college graduate. Getting to college is easy - staying in college is not! Your Upward Bound experience will teach you the facts about college admissions and the skills required to succeed in college. Through workshops, one-onone advising, campus visits, and other activities, you will gain knowledge regarding financial aid, career exploration, lifeskills, standardized testing, and much more. An Upward Bound student’s experience is one that will remain with the student throughout his/her life. Active participants successfully graduate from the program with greater confidence and maturity. Lone Star College-North Harris Upward Bound The Lone Star College-North Harris Upward Bound Program has served students from the Aldine Independent School District since 1999. The initial grant served a cohort of 50 students from MacArthur High School. During the 2001-2002 funding period, the grant was expanded to serve an additional 20 higher risk students. The newest grant, refunded in the fall of 2013, will serve 65 students for the 2013-2018 grant cycle and has been extended to serve students at Nimitz High School as well. The Lone Star College-North Harris Upward Bound Program was further extended to serve more at-risk students in 2003 when the program received an additional grant. Currently, the added grant currently serves 56 students from Aldine and Eisenhower High Schools in the Aldine Independent School District. A total of 121 students are provided services through the Lone Star CollegeNorth Harris Upward Bound Program. The Lone Star College-North Harris Upward Bound Program is designed to generate in program participants the skills and motivation necessary to successfully enroll and complete a program of postsecondary education at a college or university of the student’s choice. To be eligible, participants must be either economically disadvantaged and/or first-generation (neither parent having earned a college degree). The Upward Bound program helps 9th - 12th grade students prepare for higher education. Participants receive instruction in literature, composition, mathematics, and science after school, on Saturdays, and during the summer. Students have the opportunity to experience college campus tours, student leadership conferences, Saturday College Prep, a six-week summer program, work-study, and a variety of cultural events. In addition to these experiences, students also receive one-on-one academic advising, financial aid and scholarship assistance, standardized test preparation, career exploration, college search, enrichment workshops, and additional college preparation activities.

The LSCS colleges and centers offer a wide variety of technical programs ranging from computer and engineering technology to nursing and veterinary technology. Innovative programs and student-centered learning environments make LSCS the place for students to obtain an associate’s degree or certificate, transfer to a university, gain new workforce skills, change careers, attain personal development goals or prepare for college level work.
Students are expected to arrive on campus dressed in an appropriate manner.

The Upward Bound program is a college preparatory program designed to provide the academic support and study tools necessary for a student’s successful entrance and graduation from college. In the event a UB student falls below the program’s academic standards (“C” average) on either a progress report or report card, the following steps will be implemented: Advisors will notify the student’s parent or guardian of the current unsatisfactory grade. A notification will be sent to the teacher informing him or her the student will be meeting to discuss ways to improve his/her grade in the class. Students will be given an “ACADEMIC PLAN FORM” to be discussed and completed with their teacher and returned to their UB advisor for further discussion. Students may also receive a UB supplemental academic packet for additional practice in the problematic subject area. Loss of Field Trip Privileges Students who earn lower than a “C” in the same course for 2 or more consecutive 6-week grade reporting periods (report card grades only) will not be allowed to attend any Upward Bound sponsored campus visits or other field trips for the following 6-weeks. Students will not be eligible for field trips until he or she has achieved a grade of “C” or higher in ALL courses. Losing Credit for a Course A meeting will be arranged with the student, parent, assigned advisor, and program director for students who fail a class and do not earn credit for any course (academic or elective). An academic review and the student’s past active participation in the program will be assessed to determine the student’s continued placement in the program. If it is determined the student has not successfully taken full advantage of the program services and has not made an honest effort to improve his/her grades, the consequences may include (but are not limited to):

College Prep Expectations

Once a month, UB participants meet on the LSC-North Harris campus for supplemental instruction to prepare for the ACT and TAKS testing. College Prep plays an important role in preparing students for high school and college success. Students are expected to adhere to the following guidelines during Saturday College Prep:
Instructors have the right to ask students to leave the classroom for inappropriate behavior. Any student dismissed from a class will not receive college prep credit, and their parents will be called to provide transportation from the campus.
Students are expected to attend Saturday College Prep each month. If a student cannot attend, he/she is responsible for informing a UB staff member before the absence.
Students are expected to be respectful and courteous to teachers, staff and other students.
While on campus, students are expected to emulate their college peers by not running or talking loud in the hallways.
Students are expected to arrive on time for all classes.
Students are to bring their own notebook paper and a pen and pencil to each academic instruction or tutorial.
Students are expected to cooperate fully and take an active, positive interest in class discussions and lectures.
Students are expected to make up any missed work due to an absence. It is the student’s responsibility to contact their advisor to inquire about make-up work.
Students are to be alert and awake during class time.
Food or drink in the classroom requires teacher permission.
Radios, MP3 players, I-pods, electronic games, cameras, video cameras, walkie-talkies, or toys are not permitted in classrooms. All cell phones/pagers must be turned off. If a student uses a cell phone or other electronic device during classes, college tours, or other program activities, an Upward Bound staff member may require the student to turn over the device to a staff member for the duration of the activity. 11
Students who do not adhere to these rules are at risk of stipend reduction, loss of field trip privileges, and program dismissal.
Dress Code Students must remember that they represent Upward Bound while they are at any program related activity. Clothing, jewelry, patches, and tattoos must not reflect or suggest in any manner drugs, alcohol, tobacco, sex, vulgar language, or gang affiliation.
The official Upward Bound t-shirt must be worn to program sponsored fieldtrips unless UB staff approves different clothing for a particular event..
Shorts are permitted, but the length of shorts must be approaching the student’s knee.
All tops must be long enough to cover the midriff completely and must not display cleavage in any form.
No headwear (caps, hats, or du-rags) are allowed in classrooms.
It is at the advisor or chaperone’s discretion to determine whether or not a student’s apparel is appropriate or not — not the student. If an advisor deems a student’s outfit does not follow the UB stated guidelines, students are at risk of being sent home, stipend reduction, loss of field trip privileges, and placement in the program. (See page 29 for examples of what not appropriate.)

Drug and Alcohol Policy
While preparing students to become successful college graduates, the Upward Bound staff has firm expectations of its students. These expectations stress the importance of respectful behaviors that are necessary for a student’s future achievements. In the event that an Upward Bound participant acts in a manner that is disrespectful to others or disruptive of the learning process, a verbal warning will be given to the student. If the student does not modify his/her behavior, the following steps will be taken:
A student’s safety is the priority at all times. No Upward Bound student shall possess, transmit, or be under the influence of any of the following substances at any time: Any controlled substance or illegal drug as defined by law.
STEP 1: WRITTEN WARNING Students will be given a written warning for any violation of the Upward Bound rules as stated in the manual. The student’s parents or guardians will be informed of the violation by phone. A copy of the written warning will be placed in the student’s file. STEP 2: SUSPENSION OF PRIVLEGES AND DISCIPLINARY CONTRACT Upon the second offense or rule violation, the student will have his/her privileges restricted which may include suspension from recreational activities, cultural field trips, and Upward Bound workshops or reduction of stipends. Restrictions on privileges will occur on an individual basis. Additionally, the student will be required to complete a Disciplinary Contract that defines the conditions that he/she must follow to remain in the Upward Bound program. Parents will again be notified by phone of their student’s behavior. STEP 3: PARENT CONFERENCE AND PROBATION FROM PROGRAM On the third offense or rule violation, the student and his or her parent must attend a conference to be held with the Upward Bound Director and student’s advisor. The Student Disciplinary Contract will be reviewed and the student’s past motivation and behavior will be discussed. Based upon the staff review, a student will either be placed on probation for one semester from the Upward Bound program and/or dismissed from the program.
Alcohol.
Abusable glue, aerosol paint, or any other chemical substance for inhalation.
Drug paraphernalia or any kind.
In the event an advisor suspects a student may be under the influence, an advisor may conduct a search of the student’s possessions for the safety of the student and other program participants. Students caught in possession or under the influence of any illegal substances will be permanently dismissed.
Emergency Procedures In the event of an emergency due to illness or an accident that occurs on the LSC-North Harris campus, the student should contact the Campus Police by dialing 5911, or a UB staff member. Section 101.051 of the Texas Civil Practice and Remedies Code expressly exempts junior college districts from liability for any personal or property damage that occurs on campus.

Field Trips
Internet Usage
Field trips to college campuses and other outside of the classroom educational experiences are an integral part of the Upward Bound program. To be eligible to attend a field trip, students must be in good standing in the program. Good standing is determined by active participation, good academic status, positive attitude and displaying the motivation to succeed. Students must sign up in advance to participate in a scheduled field trip activity. Spaces are limited and signing up does not guarantee a student will be allowed to attend. Therefore, advisors will select students from the sign up sheet that they have determined have taken the fullest advantage of program services and who have taken positive active steps to prepare for college. Advisors will notify eligible students and their parents in advance. In the event a student is unable to attend, the student must notify their advisor at least one week in advance. Should the number of students signed up exceed the allocated participant spaces, a waiting list will be created. Advisors will fill the remaining spaces by choosing the students based upon the above mentioned criteria. In the event of an emergency and parents need to contact their child during an Upward Bound field trip, parents should contact the chaperone on their cell phone or call the student directly.
Gang Related Activity Gang related activity affects the safety of all Upward Bound participants. Therefore, student involvement in gangs or gangrelated activities will be permanently dismissed.
Use of the Upward Bound or LSC-North Harris computers to access the Internet is restricted for the purpose of educational research only. Students are allowed to access only information that is appropriate for use in an educational setting and at the age appropriate level. Prior written parent permission is required to allow students Internet access. The LSC-North Harris computer network does not have a filter system to block access to inappropriate websites. Therefore, each student is responsible for using the Internet appropriately. Students must comply with the following rules when utilizing a computer: Students shall not download any music or access any non-educational websites. Students abusing this rule will lose their computer privileges. Students shall not use computers for private purposes or to gain access to indecent or obscene information or information which promotes illegal, unethical, or immoral activities. Students shall not use computers to transmit vulgar or sexually explicit language or to annoy, harass, stalk, or threaten other users. Students shall not gain access to, use, rename, erase, alter, or manipulate another person’s computer files, programs, or disks. Vandalism will result in cancellation of system use privileges. Vandalism is defined as any malicious attempt to harm or destroy district equipment, materials, and data of another user. This includes, but is not limited to, the uploading, downloading, or creating of computer viruses. Students are to be considerate and limit their computer usage. An excessive amount of computer usage could result in being asked to allow another student use of the computer. Access to LSC-North Harris or program computers is a privilege - not a right. Access entails responsibility. The Upward Bound staff may deny, revoke or suspend a student’s access to the Internet at any time if a student fails to abide by the above rules.

Laptop Computer Policy
Library
A limited number of laptops are available for student use during lunch and after-school tutorials. The laptops must be used in the designated Upward Bound room(s) and usage will be supervised by advisors and/or tutors. All students using computers (including laptops) are subject to the Internet rules and are expected to use them appropriately for school-related reasons only.
The library is located on the second and third floors of the Library Building. The Lone Star College System library card is necessary for borrowing books and other materials. Students and family members may apply for a library card at the 2nd floor circulation desk. Upward Bound students must show their high school ID to receive a card. Students are responsible for all materials borrowed with their library cards.
In order to provide these resources to a greater number of student participants, the laptops may not be checked out to individual students except under special circumstances. A student who feels he or she has a special circumstance must adhere to the following policy to apply to check out a laptop:
The loan period for circulating books is two weeks with a maximum of two renewals. A maximum of two circulating audiocassettes may be borrowed for one week with two renewals. A ten book maximum may be borrowed on a card with no more than five books per subject.
1. A student must inform his or her advisor two days in advance as to why the laptop is needed. The advisor will then approve or deny the request—possibly offering an alternative solution (i.e. using the desktop computers after school). 2. If approved, the advisor will call the student’s parent(s) and make notification of the student’s request to check out a laptop. The parent(s) will be informed of the expected care of the equipment, the timeline for return, and the consequences of violation of any of the expectations. 3. Finally, if parent(s) agree to the terms of the laptop check-out, the student will be given a permission form that must be taken home, signed by a parent and student, and returned to an advisor prior to check-out.
Patrons keeping books past their due date will be assessed fines at the rate of $.25 a day per item. Check out privileges for the patron whose library obligations total exceeds $1.00 will be suspended until the fines are cleared, and the overdue materials are returned. The patron is responsible for any damaged or lost materials. Fines for overdue hourly reserve materials are $.50 an hour, and daily reserve materials are $1.00 an hour. Patrons may clear their holds at any LSCS library. The Upward Bound program will not be responsible for students’ fines.
In the event that a laptop is allowed to be checked out, the expectation is that a student assumes full responsibility of duty of care. A student is strictly prohibited from allowing any other person to borrow, tamper with, alter, or destroy the equipment in any way. If a laptop is lost, stolen, or damaged while in a student’s possession, he or she will be subject to any or all of the following consequences (at the discretion of the program director): 1. A student will no longer be able to check out Upward Bound resources. The student may use resources in the Upward Bound room(s) only.

Lost and Found If a student has lost an item in a campus building, check with personnel in that building first and report the lost or missing item to a UB advisor. The LSC-North Harris Police Department is the central repository for items found on campus. Items unclaimed for more than six months are discarded or sold at auction at the college's discretion. Students are advised not to bring any items of value to the college.

Meals and Snacks Student meals and snacks will be provided during Saturday College Prep, after-school tutorials, and Upward Bound sponsored field trips or activities. All meals and snacks are provided free of charge to students. While students’ meals and snacks will not be limited, students are expected to order only one meal, take one snack, and are expected to be considerate of the number of snacks or meals being served per student participant.
Moving Out of District If a student who has been an active participant in the LSC-North Harris Upward Bound program moves to a nearby school district, he or she may have the option to continue to participate with the LSC-North Harris Upward Bound program. Decisions as to whether or not a student can continue to participate will be made with consideration of the following: The student’s level of participation and involvement in Upward Bound before moving The commitment of the student and parents/guardians to coordinate transportation to and from program events and activities The consistency of communication between UB staff and the student (for example, does the student respond to phone messages, letters, or e-mails from staff?) Students who are approved to continue with UB after moving to a different high school will be required to complete and abide by participation contracts developed by the student and his or her advisor. Decisions on participants continuing with the program after moving from the service area will be made on a case-by-case basis by the student’s Upward Bound advisor in conjunction with the program director.
Medical Authorization All students must have a medical authorization form on file with Upward Bound. In case of an accident, injury or serious illness, every effort will be made to contact the student’s parents or guardian when medical attention is required. However, in case of an extreme emergency, necessary medical treatment will be sought immediately and parents will be notified as soon as possible. Students must notify Upward Bound of any updates or changes regarding their medical information.

New Student Probation During the first 90 days of the Upward Bound program enrollment, new students will not earn a stipend. New participants are expected to follow the rules, attend activities, and be very responsive and active in the program. Upon completion of the probationary period, UB advisors will evaluate the new student’s past participation, positive attitude, and motivation to determine continued program placement. Students will be notified in person whether or not they have met the qualifications and of their full acceptance into the program. In the event an advisor has determined a new student did not meet the program participation guidelines, the student may be offered an extended probation period (at the advisor’s discretion) or be referred to the LSC-North Harris Talent Search Program.

Overnight Trips
Parent Visits
The Upward Bound program will sponsor at least one overnight field trip during the fall and spring semester of each academic year. Students are expected to view the Upward Bound field trips as an opportunity to learn and not as a personal vacation. Overnight trips are a privilege for the selected students to attend. Students will be chosen to attend based upon past displayed positive attitude, motivation level, and academic excellence. The following guidelines apply to overnight sponsored events:
Parents and guardians are welcome to visit the program and observe classes on Saturdays or during the six-week summer component. Parents should contact an Upward Bound advisor or the director in advance to make arrangements for a visit.
One suitcase per student is allowed.
The Upward Bound dress code will be strictly enforced (see the Dress Code section for further details). Students wearing inappropriate clothing are at risk of losing their field trip privileges and/or stipend reduction. The official Upward Bound tshirt should be worn for each campus visit.
Parking is free to Upward Bound students at the LSC-North Harris campus. Students should follow the directions given on the traffic signs and park in designated student parking areas only. Parking violators will be ticketed. Parking and other traffic regulations are outlined in the student information brochure available at the LSCNorth Harris registration office. The Upward Bound program will not cover the costs associated with a parking fine. Parking stickers or tags are not necessary for student parking.
Students are encouraged to leave any expensive portable electronics at home.
Students are allowed to call home, but must cover their own long distance expenses by utilizing a calling card, calling collect, or using their cellular phones.
Students will be assigned a chaperone and a room. Students are not allowed to switch rooms without prior approval from an advisor. Males are strictly forbidden to be in a female’s room and vice-versa.
Keep all expensive jewelry or treasured items at home. Students are responsible for any misplaced possessions.
Students are not allowed to order movies or games from the hotel movie channel. Students will be responsible for paying any additional fees they incur at the hotel, such as phone charges.

Parking
Physical Confrontations Intimidation and assault of any participants and/or staff is strictly prohibited on school property or at any Upward Bound related activity. This includes but is not limited to:
Intentionally, knowingly, or recklessly causing or threatening bodily injury to another person.
Intentionally or knowingly causing or threatening to cause physical contact with another when the student knows, or should reasonably believe that the other will regard the contact as offensive or provocative.
Participants who physically intimidate or assault another student or staff member will be permanently dismissed from the program. 22
Program Eligibility To be eligible for the Upward Bound program, students must meet the following criteria:
Is identified as a first-generation, prospective college students (neither parent having earned a four-year college degree) OR meets disadvantaged income guidelines as set by the US Department of Education AND is currently enrolled in the 9th, 10th or 11th grade at Aldine, Eisenhower, Nimitz, or MacArthur High School AND has the desire and potential to attend college AND is committed to completing the necessary steps to graduate from college, participate in activities, and attend Saturday College Prep each month at the LSC-North Harris Campus.
Steps To Success - NON-SENIORS Upward Bound is a college prep program designed to prepare students for a successful enrollment and graduation from college. To become a college graduate, students must take steps prior to college enrollment. Students who complete the Steps To Success, will be considered an active participant in good standing. The success of UB members relies upon regular attendance and completion of the following steps.

Students should conduct themselves in a manner that promotes positive behavior and wholesome relationships. Students should be free from unwelcome, offensive, or otherwise inappropriate sexual advances and activity. Sexual advances, sexual remarks, or sexual conduct are never appropriate. Students are expected to refrain from overly flirtatious behavior, public displays of affection or promiscuous behavior. Students intentionally, knowingly, or recklessly displaying inappropriate sexual advances put their peers and the program at risk. Students will be disciplined and dismissed from the program for inappropriate behavior.

Stipends Students have the opportunity to earn a stipend for completing a specified number of college preparatory tasks. UB advisors will provide each student with a list of task options at the beginning of each semester. Stipends will be distributed in the form of a check and will be held or reduced as compensation for damages or losses to equipment, textbooks or other LSC-North Harris program property. Student stipends are calculated based on the number of completed mandatory and optional tasks and will be reduced for any incomplete college preparatory tasks. Stipends are distributed monthly. Students may earn up to $40.00 per month during the academic year and a maximum of $60.00 per month during the summer program. To earn a full stipend September—May, students must attend college prep in addition to completing other approved tasks.
Tardy Policy Class attendance is mandatory at scheduled Saturday College Preps. Students are expected to arrive at all assigned courses on time. Upward Bound instructors and tutors are responsible for monitoring students’ tardies to class. Disciplinary action will be taken on students with three (3) or more tardies. Tardies will result in a stipend reduction and a call to parents. Students intentionally skipping classes will face disciplinary action.
Tobacco Upward Bound students are not to possess or use tobacco products of any kind, including but not limited to cigarettes, cigars, pipes, snuff or chewing tobacco at any Upward Bound sponsored activity or event.

Transportation
Upward Bound Services
Transportation will be provided to carry students to and from the LSC-North Harris campus for college prep classes. Students must arrive at their designated high school pickup location on time. Students are expected to respect the rules designated by the bus driver and chaperone. Any student violations of these rules or displaying disrespectful behavior will result in parents or guardians being called. Students who choose to drive may park in the designated LSC-North Harris student parking lots.
Upward Bound provides the following services to eligible, motivated participants to ensure students increase their chances of becoming college graduates. To be considered an active participant, students are expected to take full advantage of Upward Bound provided services:
One-on-one academic advising
Academic tutorials
Standardized college test preparation
Upward Bound tutorials are scheduled after school from 3:00-5:00 p.m. at designated high school campuses. (Contact an advisor to determine the days UB tutors are available.) Tutorials are designed to enhance a student’s study skills and subject knowledge and to improve students’ ability to discipline themselves with good study habits. TUTORIALS ARE NOT A TIME TO SOCIALIZE!

A minimum of 2 hours per week of tutorials is mandatory for any student earning lower than a “C” average on their progress report or report card. Tutorials are an optional task to complete for students who are maintaining a “C” or higher average in all courses (see Steps To Success). Students have the choice of attending either Upward Bound sponsored tutorials or with their individual teachers to fulfill program requirements.

Tutorials
Upward Bound Tutorials - students are responsible for signing in and out on the UB tutorial sign-in sheet to record time of attendance. Students must come to tutorials prepared with class assignments, homework, a book or periodical to read, or a class project to work on. Students not prepared to study will not receive tutorial credit. UB tutors will be available to assist students in subjects such as English, mathematics, and Science. Tutors will assist students with their homework or project but will not complete the course material or homework for the student.
Vandalism Students should not vandalize or otherwise damage or deface any property, including furniture and/or other equipment belonging to LSC-North Harris or Aldine ISD. Parents or guardians shall be liable for any damages caused by their student’s action. Students who vandalize LSC-North Harris, Aldine ISD, or other individual’s property fact disciplinary action.
Weapons
School-sponsored Tutorials - When attending tutorials with teachers, students are responsible for obtaining a UB Tutorial Form to obtain a teacher signature for each period of tutoring. Students are responsible for submitting the signed tutorial sheet to their advisors to earn credit for tutorial tasks completed.
A student shall not go onto Aldine I.S.D. property or the LSCNorth Harris campus with a firearm, explosive weapon or knife of any type. A student in possession of any type of weapon will be permanently dismissed from the Upward Bound program.
