Duterte: No more military exercises next year By Jelly F. Musico

MANILA, Oct. 12 (PNA) – President Rodrigo Duterte insisted on Wednesday that there will be no more military exercises between the Philippines and the United States next year. President Duterte made this statement during the 115th Anniversary of the Philippine Coast Guard in its headquarters in Port Area in Manila. ”There will be no more exercises next year. Sen. Lacson: PHL won’t survive without US By Azer N. Parrocha

MANILA, Oct. 11 (PNA) – Despite the assurance of the Department of National Defense (DND) that the Philippines would survive external threats without the United States, Senator Panfilo “Ping” Lacson on Tuesday thought otherwise. “I don’t think we will survive. That remains to be seen… We will not survive unless we will find a new ally as cooperative and as committed as the US,” Lacson told reporters in an interview. Lacson made this remark after DND Secretary Delfin Lorenzana assured that the Philippines would survive external threats during the budget hearing for the DND and its attached agencies. President Rodrigo Duterte has previously threatened to break up ties with the US and establish alliances with Russia and China. He also threatened to stop honoring the Philippine-US Enhanced Defense Cooperation Agreement (EDCA). The EDCA is an agreement between the Philippines and the United States signed last April 28, 2014 which aims to advance the implementation of the Philippine-US Mutual Defense Treaty (MDT). Pres. Duterte’s threat to break ties with the long-time ally has emanated from the US’ criticism of the administration’s intensified anti-illegal drugs campaign and alleged extrajudicial killings. MANILA, Oct. 12 (PNA) – Manila Mayor Joseph Estrada on Wednesday gave President Rodrigo Duterte a very satisfactory grade of more than 91 percent for his first 100 days in office. The former president based his rating on President Duterte’s challenge to the United States government and the European Union (EU) to withdraw the foreign assistance they have been giving to the Philippines. “Not lower but higher than

DOTr rolls out new double decker P2P buses for passengers affected by ‘no window hours’ policy By Aerol B. Patena

MANILA, Oct. 12 (PNA) – The Department of Transportation (DOTr) has launched on Wednesday fourteen new double decker premium point to point (P2P) buses traversing the Trinoma-Glorietta route that will operate 24 hours from Monday to Sunday. The buses will carry passengers that will be affected by the implementation of the “no window hours” policy on private vehicles traveling along EDSA, C5, Mandaluyong, Alabang-Zapote, and Roxas Boulevard starting Oct. 17. “The P2P buses offer a convenient transportation option and designed to encourage private car owners to try public transportation,” DOTr said in a statement. Two of the buses are customized VIP units which are equipped with 52

reclining sleeper seats with monitors for latest movies, games and other entertainment apps. Its lower floor features a VIP cabin with CR, cooler, VIP sofas, conference table, and two units of 50” flatscreen TV monitors with KTV functions. The VIP double decker buses are also equipped with CCTV cameras and have passed Euro 5 emission standards. Apart from the VIP bus units, seven semi-VIP and five PWD double decker buses were also launched. The fare for the buses costs PHP55 for single journey and PHP80 for roundtrip. Operator Froehlich Tours offers a 50 percent discount (PHP25) for an unlimited ride during weekend mall hop operations. Passengers can also avail the one-month unlimited ride promo for PHP1,300.

Biliran’s organic farm draws tourists CAIBIRAN, Biliran, Oct. 12 (PNA) – Canaan Hill Farm and Honey Garden in this town has been attracting tourists since it reopened its door to visitors The farm in Uson village temporarily shut down its operation in February this year due to the effects of the extended dry season. The management re-opened the farm to the public three months ago. Since their re-opening, hundreds of tourists have explored Canaan Hills, including farmers from other provinces who wanted to learn organic farming. Canaan Hill Farm and Honey

Garden is the first organic farm in Eastern Visayas that earned accreditation from the Department of Tourism regional office under its fun tourism program. The owner derived its farm’s name from the Bible. The farm is situated in a seven hectare land owned by the Espinazo family of Caibiran town, about two hours drive from Tacloban City and 30 minutes travel from Naval town, the capital of Biliran province. The farm is personally managed by Espinazo couple and their nine children, who all left their jobs to concentrate on farming and develop their land as a tourist destination.

More transport woes tackled in 4th hearing on proposed emergency powers By Azer N. Parrocha

MANILA, Oct. 12 (PNA) – The fourth Senate hearing on the proposed emergency powers on Wednesday tackled several transport woes that were not addressed in previous hearings, including the LRT-MRT Common Station, NLEX-SLEX Connector Road and input from the Department of Public Works on Highways (DPWH) in relation to flood control. Senator Grace Poe, chair of the Senate committee on public services, acknowledged the need for the LRTMRT Common Station for the convenience of the riding public. Bayan Secretary Renato Reyes pointed out that public infrastructure should “not be held hostage by private interest”, to which senators agreed.

Department of Transportation (DOTr) Undersecretary for rail Noel Kintanar informed the Senate that the agency last month ended the impasse over the seven-year-old railway project, with the signing of an agreement setting the Common Station between SM North EDSA and Trinoma malls. A vehicular underpass designed to decongest the North Ave.-EDSA intersection will be built to seamlessly integrate with the Common Station. The Common Station project began in 2009 but has since been put on hold. The LRT Authority initially inked a deal with SMPHI to build the station near SM North EDSA. Five years later, the transportation department decided to build the station near Ayala’s Trinoma, citing “to cut costs” as its reason.

There are several issues to consider in answering this question. The most important point is the value of your car. In most cases, you can protect your car using the allowable bankruptcy code exemptions. An exemption allows you to file for bankruptcy relief and protect some of your property. The bankruptcy courts understand you need a car to get to work and to pick your kids up from school. So long as you aren’t driving an antique classic car, or an expensive sports car you will likely be able to keep your car. The next question is whether you have clear title to your car. If you have pledged your vehicle as security for a debt, or if you are financing or leasing a vehicle, you have three options for secured car loans when you file Chapter 7 bankruptcy. Reaffirm: A reaffirmation agreement is a contract between you and the car creditor in which you agree to pay the balance owed on your car note, despite the bankruptcy filing. You continue to make payments, and the creditor promises that, as long as payments are made, the creditor will not repossess or take back the property. Reaffirmed debts are not discharged, the debt survives the bankruptcy. If you do not make your car payments after you reaffirm the car loan the car lender can repossess the car and sue you for the deficiency balance. After the finance company repossesses the car they will sell the car at the auto auction. Usually the finance company does not get enough money from the auction to pay off your loan. This shortfall is called a “deficiency� and you would still be legally obligated to pay the creditor the deficiency balance. As you can see, the decision to reaffirm your car loan is a serious financial matter. Reaffirmation agreements are strictly voluntary. You are not required by the Bankruptcy Code or other state or federal law to reaffirm your car loan. Before entering into such an agreement, you will want to speak to your bankruptcy attorney to make sure that the reaffirmation is in your best interest. Redeem: In Chapter 7, you have the right to purchase or redeem your car from the creditor by making a lump sum payment equal to the car’s fair market value. The 2005 bankruptcy code provides that you must pay the creditor the replacement retail cost of the car. The balance of the debt will be discharged. For example, assume you own a car worth $5000.00, but owe the finance company $10,000.00. In this circumstance, you could redeem the vehicle by paying the creditor $5000.00 and the remaining balance will be discharged in your bankruptcy. Your bankruptcy attorney can advise you on the benefits of redeeming your financed car and identifying lenders that will provide the funds for your vehicle redemption. Surrender: If you cannot afford the monthly payments on your car loan, or if you determine that you owe more than the car is worth, you can unload the car and the debt in your Chapter 7 bankruptcy by surrendering the vehicle to the creditor.

Car Leases in Chapter 7 Bankruptcy If you are leasing your car when you file Chapter 7 bankruptcy you can choose to either continue making the monthly lease payments, or surrender the car back to the creditor. If you surrender the leased car, any obligation under the lease will be eliminated in your Chapter 7 bankruptcy case. Car Loans in Chapter 13 Bankruptcy Chapter 13 bankruptcy is a powerful tool to protect your car from repossession. If you have fallen behind on your car payments, you can file a Chapter 13 bankruptcy to stop the repossession of your vehicle and repay any delinquent monies due. If you are not delinquent, you have the choice of just continuing your regular payments, or surrender the vehicle, and discharge the balance as an unsecured debt, much te same way as in chapter 7. 910 Claims: If you bought your vehicle less than 910 days of filing your bankruptcy case, you must repay the entire car loan. The good news is that the interest rate you pay on your car loan may be significantly reduced. For example, if you owed $10,000 on a car loan whose blue book value was only $5000, you would be required to pay the entire $10,000 balance if the car was purchased less than 30 months, or 910 days, of filing. In short, debtors who want to keep their cars must pay the full loan amount, rather than “cram down� the debt to the value of the car. Cram Down: If you bought your car more than 910 days before you file bankruptcy, you will only have to repay an amount equal to the present value of the car. For example, if you owed $5000 on a car that is worth only $2500, upon filing Chapter 13 you would be required to repay the finance company only $2500 over the three to five year term of your Chapter 13 Plan. Car Leases in Chapter 13 Bankruptcy You car lease cannot be paid through the Chapter 13 Plan you devise with your bankruptcy attorney. You can “assume� the lease and continue making the monthly payments. You can “reject� the lease and return the car to the creditor. The creditor will sell the leased vehicle, apply the sale proceeds to your lease balance and then file a claim in your Chapter 13 bankruptcy case for the lease deficiency. This deficiency is an unsecured, non-priority claim, which means you will likely only pay the finance company pennies on the dollar. VACC files drug trafficking raps vs Sen. De Lima, 7 others

MANILA, Oct. 11 (PNA) – The Volunteers Against Crime and Corruption (VACC) on Tuesday filed before the Department of Justice (DOJ) a drug trafficking complaint against former DOJ Secretary and now Senator Leila De Lima and seven other persons. The group, through its president Dante Jimenez, specifically charged De Lima, former DOJ Undersecretary Francisco Baraan III, Bureau of Corrections (BuCor) Franklin Bucayu, De Lima’s former bodyguard and alleged boyfriend Ronnie Dayan, her former security aides Joenel Sancez and Jose Adrian Dera, convicted kidnapper Jaybee Sebastian and Wilfredo Ely, alleged bagman of Bucayu for violation of Section 5, in relation to Section 26 (b) of Republic Act 9165, otherwise known as the Dangerous Drugs Act of 2002. Jimenez accused the respondents of being involved in the illegal drugs trade inside and outside the New Bilibid Prison (NBP) from 2012 to 2016. ”We are really surprised and saddened that a former Secretary of Justice (SoJ) in the first time that a SoJ is being charged is being charged regarding the illegal drug

trading in NBP, under her watch. So we cannot do otherwise there is a nakikita po naming a higher probable cause and hopefully the DOJ who would assist them will proceed with the filing of appropriate case in the appropriate cause,” Jimenez told reporters after filing the complaint. The complaint was filed in connection with allegations that De Lima, during her term as DOJ secretary in conspiracy with the other respondents benefitted from the proliferation of illegal drugs inside the NBP in Muntinlupa City. “Respondents Sen. De Lima, Bucayu, Dayan, Sanchez, Jose Adrian Dera and Jaybee, were able to conspire with one another in perpetuating a massive drug trade inside the Bilibid through the influence and power exercised by the Office of the Secretary of Justice, through then Secretary De Lima,” the 65-page complaint read. It added that De Lima used her authority to appoint and designate men inside the Bilibid in order to ensure easy illegal drugs transactions in the said prison facility. The VACC earlier filed a complaint at the Department of Justice (DOJ) against de Lima and five others over their alleged involvement in the proliferation of illegal drugs inside the New Bilibid Prison (NBP). De Lima welcomed the filing of the case, saying that it was about time that a case was filed at the proper venue instead of having it probed at the House of Representatives. She however noted that the VACC should have directly filed the complaint at the Ombudsman, and not the DOJ, to avoid wasting time.

“Such a case against me for acts done while (I was) secretary of justice should be filed with the Ombudsman, not the DOJ,” the neophyte senator said in an email sent to the media. De Lima explained that although the DOJ may initially take cognizance, the case would eventually be filed by the DOJ before the Ombudsman for another round of fact-finding investigation. “In the interest of the speedy administration of justice, they should have directly filed this complaint with the Ombudsman, not the DOJ,” she added. The former justice secretary further said she could not help but speculate that there could be “other reasons” for filing the complaint with the DOJ instead of the Ombudsman.

MANILA, Oct. 12 (PNA) – The Department of Health (DOH) announced on Wednesday that the 10,000-bed mega drug treatment and rehabilitation center for drug dependents being built in Nueva Ecija is almost complete. The DOH said that full operation of the facility will take place by the first week of November to accommodate drug surrenderers who have been assessed needing treatment and rehabilitation as part of mainstreaming them back to society as productive citizens. The construction of the mega treatment and rehabilitation center in Fort Magsaysay, a military camp in Central Luzon, is in line with the mandate of the government to enhance its campaign against illegal drugs and upon recognition of the current demand for more drug rehabilitation centers for surrenderers who will need in-patient treatment. “We are expecting that half of this facility is ready for occupancy by October 17, but the patients for rehabilitation and treatment will not be transferred until November because of the needed furnishings,” Health Secretary Dr. Paulyn Jean B. Rosell-Ubial told a press briefing at the DOH Media Relations Unit in Tayuman, Sta. Cruz, Manila. A partial turnover of 2,500 beds will be made on Oct. 15, while the turnover for the remaining 7,500 beds will be done on Nov. 16, 2016.

Stronger law enforcement key to boosting fish production, says fisheries bureau MANILA, Oct. 11 (PNA) – The Bureau of Fisheries and Aquatic Resources (BFAR) is pushing for stronger enforcement measures to achieve sustainable fisheries and seafood self-sufficiency in the country. “We have to maintain and protect our traditional fishing grounds. If we properly enforce our fisheries law, we will have enough fish. We need

action, and we need to do it now,” the bureau’s national director, Eduardo Gongona, told reporters in a recent press conference in Quezon City. Gongona pointed to the lack of enforcement as one of the reasons why illegal, unreported, and unregulated (IUU) fishing prevails, worsening the damage to the Philippines’ rich but vastly threatened marine resources.

Lawyer Gloria Estenzo Ramos, vice president of Oceana Philippines estimated that 56 percent of the Filipinos’ animal protein comes from fish, and 93 percent of fish caught in the country are consumed domestically. Fishing is not only a vital source of food, but also provides livelihood for millions of Filipinos, she said,

adding that for a country that is dependent on the seas for sustenance and livelihood, “we certainly need to be more vigilant in protecting our marine resources”. The Philippines ranks 11th in the world as a source of seafood caught in the wild. However, destructive fishing practices, such as blast fishing, bottom trawl, and modified Danish seine, and the illegal exploitation of commercial fishers in municipal waters, have led to the rapid decline of fish supply. According to BFAR and marine scientists, 10 out of 13 of the country’s major fishing grounds are already overfished. “Strengthened law enforcement, with sustainable fisheries management, also protects the spawning ground of fish. If our fisheries will be given time and protection to recover, it would ensure seafood security and result in increased incomes for marginalized fisherfolk, who are the country’s poorest of the poor, and our coastal residents whose lives, income and culture are tied to our oceans,” Ramos said. Ramos cited that the recent apprehension of two fishing boats at the Tañon Strait off Negros and Cebu islands, containing 19 thresher sharks and 70 buckets of fish believed to have been caught using dynamite, is a strong indication of strengthened enforcement to deter illegal fishing in Tañon Strait, the country’s largest marine protected area.

EU-funded program to boost PHL church’s capacity in disaster response kicks-off MANILA, Oct. 11 (PNA) – The social action arm of the Catholic Bishops’ Conference of the Philippines (CBCP) will be implementing a new approach that would strengthen its capacity in responding to disasters. With this, National Secretariat for Social Action (NASSA)/Caritas Philippines Executive Secretary Fr. Edwin Gariguez reported that the program of the European Union (EU) called Partnership for Building Capacities in Humanitarian Action (PEACH), will be implemented in 11 dioceses from Luzon and Visayas regions. He noted that the program which will be implemented until March 2018, is expected to strengthen the technical skills and competence of its church workers and volunteers in responding to emergencies and implementing disaster preparedness program. “This is a welcome development in the humanitarian work we are doing together with the social action network of the different dioceses all over the Philippines. Through this program, we hope that we can truly improve our church workers and volunteers’ skill in emergency response especially as the Philippines is at the doorstep of disasters,” he said in a statement. Five BeneďŹ ts of establishing a Revocable Living Trust

There is never the perfect time to think about who you would like to inherit from your estate in case you pass away or at least who among your closest friends (BFFs) and family members are even deserving of inheriting from your estate. In doing so, you should also think about which vehicle you plan to use in implementing your estate plan. One of the best vehicle in implementing your estate plan is a revocable living trust. Five major benefits of establishing a revocable living trust are: Your estate can avoid the time, cost, and hassle of going through the probate court process. If you pass away without a will (intestate) in California, one of your close family would have to file a petition in probate court to probate your estate. Your estate will be divided and distributed according to the California probate code rules of intestate succession. Even if you have a will when you pass away, your family would still need to file a petition in probate court if your estate is worth over $150,000 and go through the probate process. This can become a circus if certain beneficiaries contest the validity of the Will or the distribution of the estate. Your estate will pay for attorney’s fees, probate referee fees, appraisers and other experts, CPA fees, etc. If people contest the case, your estate would end up paying legal fees to defend the estate in litigation. The entire process can take anywhere from 9 months to years depending on the contentiousness of the probate case. With a revocable living trust,

your trustee or successor trustee if you were the initial trustee, would administer the trust and distribute the estate according to the trust document without having to open a probate court case. If the trust is funded with all your assets, it is possible to administer and distribute the trust assets without any Court involvement at all. This process is a lot faster than going through probate. Your estate is not public record When you file a probate case, the public has access to your probate case file. The public will know the assets of the estate including the values of those assets. If the Will is admitted into probate, the terms of the Will is open to public scrutiny. Establishing a revocable living trust makes your estate affairs private. Strangers do not have access to the terms of your living trust. Only certain beneficiaries and possible heirs can request a copy of the revocable living trust after you pass away. You can dictate who will inherit from your estate. If you pass away without a Will, your estate will be divided and distributed in Probate Court following the rules of intestate succession in the California probate code. Certain relatives will be entitled to a share of your estate even if you feel they are not deserving. By es-

tablishing a revocable living trust, you can designate who you want to inherit from your estate. You can designate what and how much each one will received from your estate after you pass away. The assets distributed to each beneficiaries does not have to be equal. The people you designate as beneficiaries of your living trust does not even have to be close family members. You can designate anyone as a beneficiary, with certain exceptions, of your estate. You can structure your estate to minimize estate taxes If your estate is valued above the estate tax exemption, establishing a trust can allow you to divide up your estate into smaller sub trusts to minimize the overall estate tax effect on your estate. It allows you to set up a vehicle for certain charitable giving which carries tax advantage and asset protection. You can choose who will administer your estate after your death When you establish a revocable trust, you can appoint someone else as trustee or you can appoint a successor trustee if you are the initial trustee. The trustee will be administering (managing) the trust after you pass away without a need to open a probate court case. This allows for continuity in operating the trust and the efficient and cost effective distribution of estate assets. If you are concerned about whether you can trust any family members as your trustee, you can appoint an institution as a professional trustee to carry out the terms of the declaration of trust. Seniors seek relief from $80k and $28k credit cards Clients are young seniors at 60. Husband has a stable middle management job that pays $5K a month. Wife is not employed. They don’t own a house. They rent for $1200 a month and pay for a 2016 Lexus SUV 3.0. They enjoy travelling by SUV. This is the little luxury that they indulge in. On weekends, they drive to the border of Las Vegas and try their luck at the slot machines. This is their routine almost every weekend. On some weekends, they may drive to the beach at Santa Monica or Dana point and just relax, soaking in the sun and enjoying the sea breeze. This is their life in Southern California since they moved to Los Angeles thirty years ago. Kids are all adults, on their own and have their own lives and families. They have been empty nesters for the last fifteen years. The problem is that in the last twenty years, they accumulated $80K of credit card debt. Minimum payment to keep them current is $2,400 a month. This is half their gross income and double their rent. Believe it or not, they are still current on the $80K. None of the $80K credit card debt is on past due status. I guess wife takes care of sending out the $2,400 to fifteen credit card companies every month. That alone is a full time job. No wonder she doesn’t work. Clients have been working for the credit card companies, paying them $2,400 a month, $28K a year. And how much have they paid in the last twenty years to keep their cards current? $576K, more than half a million dollars! And how much do they still owe today after paying $576K? They still owe the very same $80K! If they had just set aside the $576K in savings, instead of paying credit cards, think of what clients can do with half a million dollars today, now that they are 60? Well, for one, instead of renting, they can fully pay for a house. Or, they can invest that in a wealth portfolio that will give them at least $2,500 a month in additional income even at a 5% annual return. Or, they

can pay for the 2016 Lexus in cash. Think about all the productive things they can do with half a million dollars in cash. They can travel and enjoy all the beautiful sights and cultures that the world has to offer. When you’re younger you don’t think about these things until it is too late. You think you will live forever and you will be young forever. But reality sets in when you turn 60. I don’t know why that’s the magic number. People are not faced with the prospect of mortality in their forties or fifties. But the sixties are different. I believe it is because the next decade after the sixties is the seventies. While one can still be “young� at 60 and do practically anything that one can do in their thirties, except at a slower pace, at 70 the whole range of possibilities changes. At 70, the signs of physical aging are obvious, unless one has managed to delay these signs by exceptionally healthy eating, living and exercise. Unfortunately, despite all the advances in stem cell technology and cancer cures, mankind has not yet been able to defeat the number one cause of death of humans, old age. The oldest person today is 116. How many of us can even reach 90? Most of us will kick the bucket and either be with our Lord and Savior Jesus Christ in paradise, or locked in a 10 x 10 feet cell guarded by monsters who will eat our flesh in hell in our eighties. If you are 60 now, that’s just another 20 to 25 years from now. The choice is life eternal with total joy and bliss with our Lord and Savior in his Father’s house in heaven, or an eternity of pain and suffering in hell with Lucifer, the choice, my friend, is yours. when someone makes a false statement about you that causes you some type of harm. The statement must be published (meaning some third party must have heard or read it), it must be false, and it must result in harm, usually to the reputation. There are defamatory statements where harm to reputation is presumed, or are automatic. These are statements that are defamatory on their face. They are also called “defamation per se.� These are statements that do not need any additional explanation on why they are defamatory. The harms from these defamatory statements need not be proven. Some examples of “per se� defamatory statements are statements that label someone a criminal, or of having a sexually transmitted disease, or of being guilty of moral turpitude. The defamatory statements that are not “defamatory per se� are called “defamatory per quod.� Defamation that is published orally, and not written is “slander�. Defamation that is published in print (in a newspaper, in a letter, or a book) is “libel.� There is a difference in what the victim or plaintiff has to prove in order to recover damages in a defamation claim based on whether the plaintiff is a public figure or not. It is harder to prove defamation of character is you are a “public figure�, i.e. a government official, an entertainment star, etc. If someone defames you, you may be entitled to recover damages You might incur financial losses in your business when customers stop patronizing your restaurant because someone publicized that your kitchen is very dirty. Or you

may be bothered so much from the defamatory statement that you may suffer from mental or physical anguish resulting from defamation. Some individuals suffer from health problems, including insomnia, depression, anxiety, and even physical ailments when subjected to defamation. The most obvious harm that you can suffer when somebody defames you, of course, is harm to your reputation. A lawyer can help you make monetary recoveries in a defamation lawsuit. Palace shares vision for new PHL MANILA, Oct. 12 (PNA) – A Palace official on Wednesday said that President Rodrigo Duterte is not merely focused on his campaign against illegal drugs but on the country’s overall development. Assistant Secretary of the Office of the Cabinet Secretary Jonas George Soriano, in a press briefing in Malacañang, said there are other things that the Duterte administration is focused on but which the public does not see. “He (Duterte) is doing a lot people don’t see. Because what he does is, especially during the meetings that most of us don’t see, (he) gives a lot of directives,” Soriano said. Soriano said that while the public is seeing the administration’s actions to rid the country of illegal drugs, President Duterte is also concerned about other national issues such as eliminating red tape in government and agriculture, among others. “We only have six years. If we need to do a change, we do it now,” Soriano said. In terms of poverty alleviation, for example, Soriano said the Duterte administration is closely working with the local government units (LGUs) to reduce poverty incidence. “In the end, it cannot always be national. So even if we’re up here and do this, the impact will not be as great. Not unless, one, we synergize horizontally but we work very closely and synergize also vertically,” he said. Soriano, meanwhile, said the Duterte administration has initiatives to rid the poor from being victimized by illegal drugs. He said the Department of Interior and Local Government (DILG) has the “Mamamayang Ayaw Sa Anomalya, Mamamayang Ayaw sa Ilegal na Droga” or “Masa Masid,” a community-based program for the prevention of corruption, illegal drugs and criminality in barangays. Soriano also stressed that rehabilitation of people victimized by illegal drugs must be tied to livelihood initiatives. “Pag gumaling, meron siyang gagawin productively. Kasi ang lumalabas, pami-pamilya ang tinatamaan so ang need for the integration of livelihood is very important,” he said. Soriano also said the government is working closely with the private sector on how they can contribute in the rehabilitation of illegal drug users. In the same briefing, Presidential Spokesperson Ernesto Abella assured that the Philippines’ relationship with its neighbors in the region remains strong, underscoring President Duterte’s upcoming visits to China, Brunei, and Japan. “Our relationships with the ASEAN countries remain fundamentally solid,” Abella said. Abella also said that while the Philippines is very grateful for the international aid it has received through the years, President Duterte is reminding the Filipinos that it is time to gain some self-respect and build a sense of identity. “It should be aid and should not be used as a tool,” Abella said. “More than that, from where the President is coming from, he is trying to remind the Filipino people to regain some self-respect.” “Yes, we accept aid and we respect (that) and we are very grateful for these things but these are not things that we depend on. These are not things that we seek out or are willing to back off on our principles simply because we are afraid to lose aid,” he added, noting that President Duterte is trying to build Filipino character and Filipino identity.

MANILA, Oct. 12 (PNA) – Contrary to former President Fidel V. Ramos’ observation, President Rodrigo Duterte has long-term vision for the Philippines based on the “AmBisyon 2040”. ”The President does have a long-term vision. It hasn’t really been expounded on, it’s not public knowledge but he does have a vision for that,” Presidential Spokesman Ernesto Abella said in a press briefing. ”In fact, even in his inaugural speech, the President described his vision for Filipinos as a comfortable life for all. It is basically a short common phase in order to be able to articulate what is already fully articulated in “AmBisyon 2040,” he added. Last Tuesday, President Ramos said Duterte has yet to lay down his long-term strategic vision for the country. Abella said President Duterte’s three-fold mission include: to reduce poverty from 26 to 17 percent; to establish an orderly society by reducing crime, corruption and illegal drugs; and, to seek and final lasting peace with communist and Moro rebels. ”In other words, to seek a peaceful nation, no internal wars, to have orderly communities, to have just and fair dealings, and prosperity which is opportunities for all,” Abella said. In pursuit of his vision, President Duterte has exercised political will and acted on several issues, according to the Palace spokesman. ”One area which has been taking a lot

of attention has been his campaign against illegal drugs where his threats against those engaged in the trade and deaths related to the campaign seemed to have outweighed the actual result,” Abella said. ”So the President is engaged, not just in a matter of state building but also of nation building which is basically addressing the Filipino mind and character and love for country,” he added. In the same media briefing, Performance and Project Management Office of the Office of the Cabinet Secretary deputy executive director Jonas George Soriano said the Duterte administration has consulted nearly 7,000 individuals since President Duterte took his oath last June 30. ”All of them, being part of a process of understanding what this administration wants and more importantly listening to what they want,” Soriano said. Soriano said the consultations with different organizations and stakeholders are part of preparing the “AmBisyon 2040” which soon to be printed out. ”We must communicate to our stakeholders in the Philippines and in the world, this is what the Philippines will be doing in the next six years, and in the next 30 years in bringing about development in the Philippines,” Soriano said. ”And also bringing about the welfare and security of our people. The platform that we’re working on is combining both the development needs and the security needs of our people,” he added.

MANILA, Oct. 11 (PNA) – President Rodrigo Duterte on Tuesday said he felt insulted that corruption still exists in the government three months after he assumed office. ”Until now it (corruption) still exists and I feel it as an insult really because that’s my promise: One is I will stop corruption. That was the only line that was repeated by mouth all the months of the campaign,” President Duterte said in his speech after after the mass oath-taking of 125 newly-appointed government officials and League of Municipalities officers at Rizal Hall of Malacanang Palace. Living up to his promise to stamp out corruption, the President has signed an executive order to implement the Freedom of Information at the executive branch level. To allow ordinary citizens to air their grievances and to report the corruption in the government, Malacanang has launched the President’s

Hotline or 8888 dedicated to complaint against fixers, scalawag officials and ineffective government services. ”If I could just get a fraction of the corruption in our government, (it) seems okay for me. I cannot erase all. I cannot stop it but I can minimize it,” President Duterte said. ”My predilection now is really to go fast simply because six years is a very limited time to do some reform,” he added. President Duterte said he is tinkering an idea to open the government-run PTV Channel 4 for one hour each day for complaints and grievances of the citizens against government agencies and its officials. “The names will be flashed minus, if you want, the senders, the complainants or the aggrieved parties or whatever, you can always skip your number but if you want to do it publicly, fine with me,” the President said.

For love of country Filipinos seem to be rallying behind the administration of President Rodrigo Duterte, based on a nationwide survey conducted by Pulse Asia last month. In that survey conducted by Pulse Asia from September 25 to October 1, Duterte’s approval and trust rating among Filipinos in his 100 days as President registered at 86 per cent. This is a clear indication that Filipinos have full confidence in the ability of the President to turn around the country from its economic doldrums and deteriorating peace and order situation. I think his campaign promise to bring real change that will institute genuine reforms and usher in hope, peace and prosperity to the nation has resonated to the Filipinos, who have gotten tired of promises from traditional politicians who have dominated Philippine politics for so many years. A survey taken from 1,200 adults, only three per cent expressed their disappointment or dissatisfaction on how President Duterte was running the affairs of the government. In the Mindanao region, considered to be the President’s turf, Duterte had a whopping 93 per cent approval rating. In Metro Manila, the President’s public acceptance was 81 per cent while in Luzon, it was 82 per cent. In the Vi-

sayan region, Diuterte had an 86 per cent approval rating. When it comes to socio-economic classes, Duterte got the highest approval rating of 88 per cent from people in the class E bracket, followed by 86 per cent from class D and 82 per cent from class ABC. By this time, Filipinos must have noticed that despite being in office for only three months, Duterte has a clear vision to make his administration more productive in helping the poor, as well as to help inspire the people to work harder to improve their economic status. I think the reason why majority of Filipinos have openly expressed their overwhelming support for Duterte is their appreciation for his policy of change in government to end corruption and his all out war against illegal drugs and for his unconditional love for his country. Most of the Filipinos that I had a chance to interview here in Orange

County after they came back from their recent vacation from the Philippines all agreed that President Duterte has indeed made a significant impact on the peace and order situation in the country, particularly in Metro Manila. The family of Quentin Clavecilla, who just arrived here in California and Caloy Olais, a recently retired Social Security System (SSS) executive based in Baguio city, said that change is very evident in the country, from peace and order to transacting business in any government offices. They said that waiting time to get NBI or police clearances have been cut down tremendously. They also said that people now feel safe on the streets, even at night time, because of increased police visibility as a result of an aggressive campaign launched by the government against legal drugs. In spite on the positive results achieved by the government against drug lords, terrorists and other criminals, President Duterte and the police should remain vigilant to continue its fight against all forms of lawlessness. *** Senator Leila De Lima continue to hog the headlines of most newspapers in the Philippines. However, all the stories coming out about her has been negative and is really ruining her reputation not only as a lawyer

and a senator but as a mother to her children. Despite damming evidence and statements made by inmates and drug lords implicating and naming Senator De Lima as their protector in their illegal drugs trade business, the former Justice Secretary continued to profess her innocence. High profile drug lords Jaybee Sebastian – supposedly a government asset – and Herbert Colangco told members of the committee on Justice in the Lower House that Senator De Lima is the recipient of at least P65 million from the sale of illegal drugs to help finance her recent senatorial campaign. Except in the Senate, De Lima seemed to have gotten support from three Liberal Party lawmakers in the persons of Edcel Lagman, Edgardo Erice and Teddy Baguilat. They claimed the on-going Congressional hearing on the possible involvement of De Lima in the proliferation of banned drugs inside the NBP were a foregone conclusion and politically motivated to harass the lady senator for being a Duterte critic. These three lawmakers should try to get their brains out from their behinds. They should cross party lines and work with other congressmen to ferret out the truth about the possible involvement of De Lima.

Game show appearance turns Pinoy into instant celebrity By Abner Galino

A 39-year-old Filipino from Mississippi turned into an instant celebrity after appearing in a popular TV game show “The Price is Right� and winning about $8,600 worth of giveaways from the show. Ernesto Paras Jr., a physical therapist, has been in the local newspapers, local TV and radio stations in Greenville, Mississippi. “I am enjoying all the attention, I know this is going to fade away soon,� Paras jested during the phone interview. But his delight, Paras said, isn’t all about the unexpected popularity but as well as to the chance to promote the Philippines. “Doon mismo sa show, dalawang beses kong binanggit ang Philippines. I am really proud talaga to let everyone know that a Filipino made it to the show,� Paras recalled. It was Paras fifth try to get into the game show. The episode that included Paras was taped on July 20, 2016 and was aired on October 4, 2016. Fortunately, Paras was chosen to be part of the nine persons who would compete on that day. “It wasn’t easy. Kasi even if you’re holding a priority ticket, it doesn’t mean na maglalaro ka na. You have to fight for a slot to play. You have impress the interviewer while lined up,� Paras recalled. According to him, after getting a slot to play, he had to keep his energy up to make sure that he would be called up the stage to play. Paras was the last of the nine contestants to be called up the stage. “But I was really confident when I

walked up the stage. Kasi nag-review talaga ako,� Paras said. Interestingly, Paras did not actually hear “Come on down,� the show’s popular catchphrase, when his name was called. Only the studio audience heard show host Drew Carey yelled that catchphrase. “Actually, hindi mo rin maririnig ‘yung pangalan mo. You’ll see your name from an idiot board,� Paras disclosed. Paras had one chance to bid and got it right.
