Asian Americans Advancing Justice calls new immigration action ‘unconscionable’ LOS ANGELES — “Unconscionable.” This was the response of the Asian Americans Advancing Justice (Advancing Justice) to the breaking news that Homeland Security Secretary John Kelly unveiled aimed at detaining and deporting many more immigrants living in the U.S. regardless of their ties to communities.

An overstaying immigrant from the Dominican Republic is escorted by ERO officers via an ICE Air Ops charter flight on his way back to the Dominican Republic. ICE says the deportee entered the United States legally, but failed to depart the U.S. as required.

The Advancing Justice, an affiliation of five civil rights organizations said, “Asian Americans Advancing Justice is outraged that under the guise of national security, the administration is yet again scapegoating immigrants,” that could affect some “900,000 undocumented Asian Americans and Pacific Islanders (AAPI)

Speaker: De Lima arrest a victory on war vs drugs MANILA, Feb. 23 (PNA) – House Speaker Pantaleon Alvarez on Thursday night said the issuance of a warrant of arrest against Senator Leila De Lima over drug charges is a victory in the government’s relentless war against drugs. “The issuance by the Muntinlupa Regional Trial Court of a warrant of arrest for Sen. Leila De Lima for her alleged participation in the illegal drug trade inside the New Bilibid Prison was a victory of the war against drugs,” Alvarez said in a statement. Alvarez claimed that this is also proof that the country’s criminal justice system is working.

The House of Representatives led a congressional inquiry last October into the proliferation of illegal drugs inside the New Bilibid Prison in Muntinlupa City. Lascañas’ new testimony a ‘slap in the face’ to Senate By Azer N. Parrocha MANILA, Feb. 22 (PNA) – Senators who voted against opening a probe into the new testimony of retired SPO3 Arthur Lascañas – alleged head of the so-called vigilante group Davao Death Squad -- on Wednesday said that the move was a “slap in the face” to the Senate. Among them was Sen. Richard Gordon, chair of the Senate Committee on Justice, who previously led the Senate probe into the alleged extrajudicial killings last year. His

committee report later ruled out any proof of a death squad and state-sponsored killings. In the previous hearing on October 2016, Lascañas denied the existence of a death squad. ASEAN agrees to craft instrument for protection, promotion of migrant workers’ rights By Ferdinand G. Patinio

DAVAO CITY, Feb. 20 (PNA) – Overseas Workers Welfare Administration (OWWA) Administrator Hans Cacdac said on Monday that Labor leaders from the Association of Southeast Asian Nations (ASEAN) have agreed on the suggestion of Department of Labor and Employment (DOLE) Secretary Silvestre Bello III regarding the crafting of an instrument for the protection and promotion of rights of migrant workers in the region. “It is positive, we gain some ground in the last two days of the leadership of Secretary Bello, was strong creative suggestion to move forward and the member states agreed,” he said in an interview at the last day of the ASEAN Labor Ministers’ Retreat in Davao City.

However, Cacdac declined to elaborate on what was the consensus reached by the Labor officials in the region. “That much I can tell you, there will be a right time to announce,” he said. With this, the OWWA chief added that they were looking to finalize the instrument in a meeting in March. “Yes, we did gain some ground and confident that there will be another meeting next month to finalize (the instrument),” he said. The OWWA chief was one of the attendees of the Senior Labor Official meeting held last Sunday where they discussed measures to highthen regional cooperation, uniform set of standards to protect migrant workers across ASEAN.

MANILA, Feb 22 (Mabuhay) – Foreign Secretary Perfecto Yasay Jr. on Wednesday insisted that he never acquired a legal status as a US citizen. “I never acquired a legal status as citizen of the US,” Yasay said as he faced the bicameral Commission on Appointments which is hearing his nomination as Foreign Affairs secretary. In his opening statement, Yasay said he eft the Philippines in 1978 to flee the Marcos regime. “I was petitioned by my wife who is an American citizen,” Yasay said, giving him a special non-immigrant status and later becoming a legal permanent resident in the United States. Yasay said he went back to the Philippines in 1987 and reestablished his citizenship to the country. Yasay, however, said he took his

oath of allegiance to the US, but only to meet the requirements for his legal permanence. He said he did not abandon his Filipino citizenship. “I also ran for the Senate twice in 2003 and 2007 without questions in my citizenship,” Yasay said. “Those who may want to question my Filipino citizenship may go to the appropriate court.” Yasay’s confirmation hearing was originally set earlier this month but was reset to Wednesday over the issue of his citizenship. In November last year, Yasay denied reports that he has dual citizenship. “I would like to assure the Filipino people that I am a Filipino citizen, I don’t have any dual citizenship, I am not an American, I am a Filipino in thought, in word, and in deed,” Yasay said. CA suspends Yasay’s confirmation MANILA, Feb 22 (Mabuhay) – The Commission on Appointments (CA) on Wednesday suspended the confirmation of Department of Foreign Affairs (DFA) Secretary Perfecto Yasay Jr. due to pending concerns of some congressmen. “May mga concerns pa ang House eh (the House still has concerns),” Sen. Panfilo Lacson, chair of the CA committee, told reporters in an interview. Lacson said the CA will resume Yasay’s confirmation next week. During Yasay’s confirmation, several CA members questioned him about reports on his US citizenship. Yasay said that although he applied for a US citizenship, his application was denied. He admitted that he became a permanent legal resident in the US but returned to the Philippines after the 1986 EDSA People Power Revolution. He was petitioned by his wife, who is a US citizen.

The Secretary was also questioned on the government stand on the West Philippine Sea (South China Sea), to which he vowed to continue to assure that if there was an encroachment on Philippine territorial sovereignty, the government will “assert” its claim. He, however, said that he was not very optimistic that the sea dispute will be resolved within the term of Pres. Rodrigo Duterte or even within his lifetime. “Personally, I would hope, but on the basis of the stance, on the basis of pronouncement and on the basis of what I seen, the strategic objection of China, we may not be able to achieve it,” Yasay said. “I hope that we would, we can never project the future. But now, on the basis of what I know, I am not as optimistic even as I continue to be hopeful that this will be resolved within the term of Pres. Dutete or even within my lifetime,” he added.

Subic workforce rises to 112,653 due to increased investments SUBIC BAY FREEPORT, Feb. 21 (PNA) – The Subic Bay Metropolitan Authority (SBMA) said the number of workforce in this Freeport has risen to 112,653 as a result of the increase in the number of investments. SBMA Administrator Wilma Amy T. Eisma said that more job opportunities were created due to the 1,536 companies currently investing in this freeport -- a significant 12.76 percent higher compared to 1,340 companies in 2015. Eisma also said there are 1,093 new accounts that are now being processed by the SBMA. She commended the top five employers of the SBMA, namely: Hanjin Heavy Industries and Construction-Philippines with 33,296 employees; Nidec Subic Phils Corp. with 5,240 employees; Sanyo Denki Phils. Inc. with 4,011; Tong Lung Phils Metal Industry Co. Inc. with 2,900; and Nicera Phils Inc. with 2,294. Eisma cited one of the main reasons companies chose to invest in Subic Bay Freeport Zone is that the area is accessible by land, air and sea, which she pointed out is conducive to both tourists and the movement of goods. Eisma added that the Freeport has a high quality of air and ambience since it is gifted with natural resources, mountains, and water and nature parks. “We also pride ourselves with the safety and security provided by our law enforcers here. The Freeport has gated entry and exit points,” she said, adding that there are zoning guidelines and restrictions that are strictly enforced. The Freeport is also an area that has tax incentives and duty-free importation of raw materials and capital equipment. Along with these, Eisma said, is the unrestricted entry of foreign investments. She also cited some factors why investors have focused their businesses here. She said the area is profitable for business, share values were increased, there is low business risk, capital expenditure is in place, the quality of life inside the Freeport is high and there is ease of doing business here.

Matobato on Lascañas’ confession: ‘Tuwang tuwa ako’ MANILA, Feb 22 (Mabuhay) – “Tuwang tuwa ako, hindi ko alam ang gagawin ko. Masaya din ako, umiyak din ako. Basta parang masayang masaya din ako.” This was how Edgar Matobato, self-confessed hitman of the alleged Davao Death Squad (DDS), reacted when he saw the confession of retired SPO3 Arthur Lascañas claiming that DDS exists and President Rodrigo Duterte had ordered the killing of certain personalities. Matobato was happy upon knowing that Lascañas made a reversal on his statement, adding that the latter’s confession gave weight to his earlier claims. Lascañas on Monday had made a complete turnaround from his earlier testimony in a Senate inquiry. He claimed that they were paid by Duterte up to P100,000 for every target they killed when he was still a mayor of Davao City. “Totoo po ang existence ng Davao Death Squad o DDS. Siya ay miyembro namin at isa ako sa pasimuno dito,” Lascañas said, referring to Edgar Matobato, who earlier testified on the DDS before a Senate inquiry. “Ito ay binabayaran kami ni Mayor Duterte, kadalasan P20,000 or P50,000 at depende sa status ng target, minsan P100,000. Ako ay tumanggap ng allowance sa Office of the Mayor, P100,000,” Lascañas said.

MANILA, Feb. 21 (PNA) – Justice Secretary Vitaliano Aguirre II on Tuesday said the agency is eyeing to file to file perjury and murder charges against retired SPO3 Arthur Lascanas after he reversed his earlier statement and accused President Rodrigo Duterte of being the mastermind behind the so-called Davao Death Squad (DDS) who was responsible for extrajudicial killings when he was still mayor of Davao City. Do people who BULLY use this behavior as a façade of ‘power’ to their underlying weakness?

Sometime back, when this author was active in the workforce, our Chief of Legal Government Contracts was what we would call a “Bully.” This behavior, according to Wikipedia is a form of “coercion to abuse, intimidate or aggressiveness to dominate others. It is often habitual and repeated. One essential prerequisite is the perception by the “BULLY” of an imbalance of social or physical power. Behaviours used to assert such domination can include verbal harassment or threat , or physical assault or coercion, and as such maybe directed towards towards particular targets. Rationalization for such a behavior sometimes include differences of social class, race, religion, gender, sexual orientation, appearance, body language, reputation, lineage, strength or ability. Bullying is divided into four different types of abuse: emotional (sometimes called relational), verbal, physical and cyber. It typically involves subtle methods of coercion and intimidation. A bullying culture can develop in any context where humans interact with each other. This includes family, school, workplace, home and neighborhoods.” In this author’s case, those of us who were under the supervision of the department head were mostly intimidated by the way we were treated like children in grade school. We weren’t even allowed to socialize with co-employees inside the department hallways. This author was particularly “singled out,” as I was the “Associate Director” immediately a level under this head honcho. Though I made a complaint to the Human Resources Department,

they never investigated all the incidents I had pointed out, due to their own (Human Resources) problems with the President of the company. That prompted me to seek the same position with the competing company, who obviously welcomed me with open arms. Currently, I find bullying behavior in our political system as well. It is widely known that bullying is a subcategory of aggressive behavior characterized by three other criterias: 1) Hostile intent; 2). Imbalance of power; 3). Repetition over a period of time. I find verbal bullying for example when government officials make fun of the media and calling them “fake news.” On the other hand, individual bullying, happens when people spread rumors, threatening other people or calling them names. The use of verbal bullying becomes a “weapon of social exclusion technique, to dominate and control and show their superiority and power,” though there are times when these people use it as a “ façade” to hide their weakness. In this age of technology, cyber bullying has lately been known as harmful to the extent of deadly consequences, particularly in school-aged youth.. This behavior sometimes includes cyber harassment and cyberstalking, which are now considered a crime that has le-

Further research has also shown that most bullies are narcissistic, or they use their behavior as a “tool to conceal their shame or to boost their self-esteem by demeaning others, so they feel empowered.”

Thus, in our current political system I find the same “bullying” behavior being exhibited by some of our government leaders, maybe to hide their inability to lead or entirely cover up for their ineptness, and we as citizens of this country should be able to speak up and face this so-called bullies to stop their ongoing behaviour to enable us to stress that ALL our LIVES matter.

Rape still included in death penalty bill – Fariñas MANILA, Feb. 21 (PNA) – Majority Leader Rodolfo Fariñas on Tuesday clarified that rape is still included in the list of crimes punishable by death even in the watered-down version of the bill reinstating capital punishment. In a statement, Fariñas said that members of the supermajority coalition have agreed in a caucus on Monday to whittle down the number of crimes covered by the death penalty bill to just four offenses including plunder, treason, rape, and certain drug-related offenses. “This clarification is being issued due to my earlier statement that the reimposition of the death penalty will be reimposed for three crimes only,” said Fariñas. Fariñas earlier said that the congressmen reached a consensus to water down the bill by reducing the number of offenses punishable by death from the original 21 to just three: treason, plunder and drug-related crimes. Of the eight-drug related offenses included in the bill, drug possession will be struck off the list, he noted. The changes, however, will reflect once the bill undergoes the period of amendments, which is set either on Monday or Tuesday next week. Fariñas is targeting to put the bill to a vote on second reading on February 28, earlier than the expected date of March 8. Before the majority caucus, the current substitute bill covers 21 heinous crimes to be slapped with death including treason, piracy in

general and mutiny on the high seas or in Philippine water, qualified piracy, qualified bribery, parricide, murder, infanticide, rape, kidnapping and serious illegal detention, robbery with violence against or intimidation of persons, destructive, arson and plunder. Also included are the importation of dangerous drugs and/or controlled precursors and essential chemicals; sale, trading, administration, dispensation, delivery, distribution and transportation of dangerous drugs and/or controlled precursor and essential chemicals; maintenance of a den, dive or resort where any dangerous drug is used or sold in any form; manufacture of dangerous drugs and/or controlled precursors and essential chemical; possession of dangerous drugs; cultivation or culture of plants classified as dangerous drugs or are sources thereof; unlawful prescription of dangerous drugs; criminal liability of a public officer or employee for misappropriation, misapplication or failure to account for the confiscated, seized and/or surrendered dangerous drugs, plant sources of dangerous drugs, controlled precursors and essential chemicals, instruments/ paraphernalia and/or laboratory equipment including the proceeds or properties obtained from the unlawful act committed; criminal liability for planting evidence and carnapping. PAO to provide legal assistance to families of Tanay bus crash victims MANILA, Feb. 21 (PNA) – Public Attorney’s Office (PAO) chief Persida Rueda - Acosta on Tuesday said that PAO lawyers will provide legal assistance to the families of the victims on the bus crash that killed 14 students in Tanay, Rizal. Acosta said that the team of PAO lawyers would study possible negligence of the school apart from its civil liabilities. The team is led by public attorney Mariel Baja, sister of one of the 14 passengers of the Florida Trans bus that plunged into a ravine in Mountain Province in 2014. Acosta said that the BestLink College of the Philippines could be held liable for the bus crash in its National Service Training Program (NSTP) trip that the waiver signed by students or their parents stating that school will not be held liable in case of accidents. “There could be civil liability on the part of the school. The waiver, if there’s really any, was unilateral on the part of the school. It was not

a license to allow the deaths and injuries,� Acosta explained. The PAO chief cited media reports quoting parents of the victims that the school required the students to attend the medical and survival training at Sacramento Adventure Camp in Tanay as part of the NSTP program. Acosta called on the Commission on Higher Education and Department of Education to temporarily suspend all field trips in schools and colleges to prevent similar incidents. Acosta said the criminal and civil liability of Julian Lacorda Jr., driver of the Panda Coach bus that smashed into an electric post, have been extinguished due to his death in the incident. Based on initial investigation, Lacorda lost control of the wheel and then lost his brakes. Probers said the Panda Coach bus was only sub-contracted by Harana Tours bus line, which had been provider of the BestLink school for the said event in the past 10 years.

Senator seeks probe into Tanay bus crash MANILA, Feb. 21 (PNA) – Sen. Paolo Benigno Aquino IV on Tuesday filed a resolution seeking for a Senate inquiry into a bus accident in Tanay, Rizal which killed around 13 college students over the weekend. “We will be filing a resolution to look into the matter in the Committee on Education,� Aquino, chair of the committee, told reporters in an interview. Aquino said that he hopes the probe would help the Senate panel determine what reforms to make on guidelines on school field trips. “We want to find out what happened and what reforms to make out-of-school activities safe,� Aquino said noting that field trips should be voluntary and not mandatory. The senator said that he agreed that field trips are important but noted that it must be done in a safe environment. “We are hopeful that we find better guidelines for the future. We also want to make sure for the rest of the public that this won’t happen again,� he added. Aquino meanwhile expressed support for efforts of the Commission on Higher Education (CHED) and the Land Transportation Franchising and Regulatory Board (LTFRB) to conduct their own probe on the incident. He also offered sympathies to the families of the students killed in the accident. Sen. Grace Poe, like Aquino, said

that she also plans to file a resolution on granting permits for drivers of commercial buses. She pointed out that the accident was more than a matter of school guidelines, but allowing buses 15-years-old or older to operate. “There is no room for mistake and negligence in public transportation because one mistake could lead to tragedy among passengers,� Poe said. “Let us ask, what are the safety features of buses now that buses 14 or 10-years-old don’t have? The drivers should also have experience. It’s not enough that they have licenses after driving for three months,� she added. Sen. Cynthia Villar, an advocate of students’ rights and welfare, urged schools to exert efforts to ensure the safety of their students. She pointed out that buses or other transportation vehicles should be properly checked before any field trip or out-of-the campus travel is permitted. tablish the office are “offensive and reminiscent of the rhetoric used to vilify Japanese Americans and justify their internment.” They said “Only days after the 75th anniversary of the signing of Executive Order 9066, which paved the way for the mass incarceration of Japanese Americans, this administration continues to demonstrate hostility toward immigrant communities and an embrace of government-sanctioned prejudice. From the Chinese Exclusion Act of 1882 to the recent profiling of Muslim and South Asian Americans in the travel ban, we are in a resurgence of xenophobia and hate that is being led by the administration.” According to the Advancing Justice, there is a more humane and just way to handle immigration. “Our immigration laws should stand for our core values as a nation that welcomes immigrants, respects due process, and gives everyone fair treatment under the law.” They also warned the Asian and Pacific Islander communities, saying “We encourage all immigrants to know your rights and individuals with complex issues are encouraged to consult with an attorney or Department of Justice (DOJ) accredited representatives.”

PAF’s FA-50PH force now at 6 MANILA, Feb. 22 (PNA) – As of Wednesday morning, the Philippine Air Force (PAF) is the proud owner of six brand-new FA-50PH “Fighting Eagle” jet fighters. This was after FA-50PHs jet aircraft, with tail numbers 005 and 006, landed at Clark Airbase, Pampanga, at 11:15 a.m. and 11:17 a.m., respectively. PAF spokesperson Col. Antonio Francisco said the jets took from Kaoshung International Airport in Taiwan at 10:05 a.m. They landed in the Philippines after more than an hour’s flight. With the delivery of the pair, only six more FA-50PHs remain to be delivered to the PAF. The PAF’s 12-plane order from Korea Aerospace Industries (KAI) is worth PHP18.9 billion. The FA-50PHs has a top speed of Mach 1.5 or one and a half times the speed of sound and is capable of being fitted air-to-air missiles, including the AIM-9 “Sidewinder” air-to-air and heat-seeking mis-

siles aside from light automatic cannons. The FA-50PHs will act as the country’s interim fighter until the Philippines get enough experience of operating fast jet assets and money to fund the acquisition of more capable fighter aircraft. The FA-50PH design is largely derived from the F-16 “Fighting Falcon”, and they have many similarities: use of a single engine, speed, size, cost, and the range of weapons. KAI’s previous engineering experience in license-producing the KF-16 was a starting point for the development of the FA-50PHs. The aircraft can carry two pilots in tandem seating. The high-mounted canopy developed by Hankuk Fiber is applied with stretched acrylic, providing the pilots with good visibility, and has been tested to offer the canopy with ballistic protection against four-pound objects impacting at 400 knots.

The altitude limit is 14,600 meters (48,000 feet), and airframe is designed to last 8,000 hours of service. There are seven internal fuel tanks with capacity of 2,655 liters (701 US gallons), five in the fuselage and two in the wings. An additional 1,710 liters (452 US gallons) of fuel can be carried in the three external fuel tanks. Trainer variants have a paint scheme of white and red, and aerobatic variants white, black, and yellow. The FA-50PHs uses a single General Electric F404-102 turbofan engine license-produced by Samsung Techwin, upgraded with a full authority digital engine control system jointly developed by General Electric and KAI. The engine consists of threestaged fans, seven axial stage arrangement, and an afterburner. Its engine produces a maximum of 78.7 kN (17,700 lbf) of thrust with afterburner.

AFP to spare no efforts in rescuing German ASG captive MANILA, Feb. 21 (PNA) – No efforts will be spared to rescue alive Abu Sayyaf Group (ASG) captive Juergen Kantner whom the bandits threatened to behead this coming Feb. 26 if their PHP30 million ransom demand is not paid. This was disclosed Armed Forces of the Philippines (AFP) public affairs office chief Col. Edgard Arevalo in Tuesday’s briefing. He also said that troops on Monday have started conducting intensified operations in a bid to locate and rescue the German captive. Senior scammed out of $100k by Internet boyfriend needs Chapter 7 relief Client is 65 and a widow. Wanting some male attention, I guess, she posted her picture on the Internet. She looks much younger in the posted picture. She showed me the picture. She looked like she was 48. But she said that the picture was taken only last year. If her purpose was to get some male attention to her picture, she certainly got it. Ah, the wonders of the Internet where romance can bloom without people actually physically meeting each other. I asked her if she ever met the guy. She said she could not believe how stupid she was. I asked her if the guy was American. She said she doesn’t even know if the picture he sent was really he. It started with him asking her for money for legal expenses, then money for this, and money for that. So, I asked her how long has it been going on? It started about 9 months ago. Then I asked her how much she had given him. She said she had given him $100K in 9 months. I said, “Are you serious, you must be kidding!â€? She said she was not kidding. She admitted that her children told her not to do it, as did her friends and other relatives. So I said, “so, why did you do it? How can you give a guy that you have never met, $100K?â€? And her explanation was “I was crazy, I was insane‌â€? It really looks like she went nuts for a while there. Then I asked her where she got the $100K. She said I borrowed from credit cards, banks and relatives for a grand total of $100K. So now she wants to have the guy arrested. Even if she files a police report, it’s next to impossible to find who the guy really is, much less arrest him. This guy could be anyone in the world who he lives in Timbuktu but pretends that he is a good-looking

American guy. I asked her how come she never met the guy in person. She said that he was working, as a seaman so he would be in port for a short time, then would be out at sea for a long time. I asked her for a picture of the guy. She showed it to me. I said, “I think I’ve seen that guy somewhere before. Wait, that’s the most interesting guy in the world, the guy who is the spokesman for some European whiskey brand. Well, obviously, that’s not his real picture. The real guy could be somewhere in Nigeria laughing his way all the way to bank. I asked her if she’s ever heard of the Nigerian scams where you get a call telling you that he is some kind of royalty from Nigeria whose assets have been frozen by the bank. If you wire him $1K, he will be able to unfreeze his bank accounts and send you $1.0 M immediately. It’s so unfortunate that senior women fall for the oldest trick in the gigolo book. I had another client who was 50 but she actually had a real boyfriend who asked her to bring him around the world. The guy treated her as a ‘sugar mommy’. You know how that works, right? The woman being older, the man is younger. He professes that he loves her but that love has to be “sugared� with cash and exotic trips around the world. Well, the easiest way to sugar this love is to use credit cards. My other client maxed out her credit cards at

SC asked to stop ‘online sabong’ in OTB stations MANILA, Feb. 21 (PNA) – A non-government organization on Tuesday filed before the Supreme Court (SC) a petition for mandamus to order the Philippine Racing Commission (Philracom) to direct all off-track betting (OTB) stations to prohibit the betting of online ‘sabong’ (cockfighting) in its premises. “We are asking the Supreme Court to immediately compel Philracom to perform its mandate, that is, to protect our horseracing industry which has been a lucrative source of amusement tax revenue, by putting a stop to the illegal operation of online sabong in the OTBs,� Dr. Gilda Peralta, Liga ng Eksplosibong Pagbabago, Inc. (LEPI) secetary-general, said in the petition. The LEPI said in their 19-page petition for mandamus that that the government is losing PHP350 million in tax revenues from the illegal scheme every year. Based on the petition, there is nothing in the mandate of Philracom under Presidential Decree No. 420 that allows online gambling – such as online sabong – to be conducted in OTB stations. “The conduct of online sabong in various OTB stations is patently illegal. More so, it had greatly prejudiced

the horse- racing industry. Worst, the same had deprived, and is continuously depriving, the government of some PHP350 million of much needed revenues. According to the group, about 90 percent of horseracing revenues are derived from the OTBs, hence the severe impact of allowing online sabong in these betting outlets which are supposedly exclusive for horseracing. Thus, the group also asked the Court to direct the PRC to collect from those responsible the supposed revenue share of the government that was lost because of online sabong and to immediately remit the same to the National Treasury. Peralta said that as a regulatory body, Philracom has all the powers to stop online sabong in the OTBs, but the agency has not done anything despite its oft-repeated mantra of protecting and regulating all matters pertaining to horse racing. “The government is losing revenues because there is no clear mechanism to tax online sabong, and it has been eating into the revenues of horseracing since racing aficionados end up betting in sabong instead of horseracing when these two games are held simultaneously in the OTBs,� Peralta said.

Majority of Americans oppose sanctuary cities – Poll MOSCOW, Feb 22 (PNA/Sputnik) – While most mainstream media in the West portrays US President Donald Trump in a less-than-respectful manner, some polls show that there are those that support his initiatives. Putin Gains Popularity Among US Republicans, IndependentsUS citizens participating in a questionnaire support Trump’s immigration policy, according to a Harvard-Harris poll provided exclusively to The Hill. While reactions to certain initiatives are mixed, support for Trump’s hardline crackdown on so-called sanctuary cities seems to be overwhelming, according to the survey conducted between February 11-13, which covered 2,148 respondents. Sanctuary cities refers to US cities that provide asylum for undocumented immigrants and refuse to comply with what they consider to be onerous federal rules. There is a de-facto confrontation between city officials and Trump. In response, Trump is seeking a way to strip those cities of federal funding. According to the Harvard-Harris poll, some 80 percent of those participating in the survey oppose the concept of sanctuary cities. “While there is broad support for comprehensive immigration reform, there is overwhelming opposition to sanctuary cities,� Harvard-Harris co-director Mark Penn said. “The

public wants honest immigrants treated fairly and those who commit crimes deported and that’s very clear from the data.� According to a Reuters analysis, the top 10 sanctuary cities in the US receive about .27 billion in federal funding for programs duplicated throughout the country ranging from public health services to early childhood education. A smaller, 52-percent majority, supports Trump’s two executive orders invoking a complex set of measures including increased border patrols, a crackdown on sanctuary cities, and building a wall on the US-Mexico border. When broken down to separate policies, though, the results are more diverse. The idea of increasing border patrol numbers by an additional 10,000 officers enjoys, at 75 percent, vast support. However, the notorious wall is the least-supported initiative, with 53 percent of respondents in opposition. Nevertheless, 53 percent of those polled support Trump’s executive order on changes in immigration policy, a part of which is widely considered to be the application of a ‘Muslim ban.’ The order includes the suspension of the US refugee program for 120 days and, in a separate paragraph, denies entry to people from seven

predominantly-Muslim countries for 90 days. The latter is the move that was blocked by a federal court. An element of the Trump edicts that has largely been overlooked by the media is an order that prioritizes refugee applications from those persecuted for their religion, but only if the person is part of a minority religion in their home country, according to the BBC. The entry ban for those seven countries — Iraq, Syria, Iran, Libya, Somalia, Sudan, and Yemen — received a 56-percent level of support in the poll. The section of the Trump executive order considered by many to be a Muslim ban was suspended by an appeals court decision, but 38 percent of

Austria deports over 10,000 rejected asylum seekers in 2016 VIENNA, Feb 22 (PNA/Xinhua) – Austria deported 10,677 migrants whose asylum applications were denied in 2016 in line with the interior ministry’s plans to enforce the process more strictly, local newspaper the Krone reported on Tuesday. The number is a significant increase over the 8,355 deportations the year before. “Those who do not receive asylum in Austria will have to make the trip back home,� Minister of the Interior Wolfgang Sobotka was quoted as having stated. The report says 5,797 of the denied applicants made the trip home voluntarily, while the remaining 4,880 deportations were carried out forcibly, often via charter flights. Increases in deportations were particularly evident for asylum seekers from countries and regions such as Algeria, Afghanistan, Nigeria, and Russia’ Chechnya. The costs for the forcibly-imposed deportations have also increased significantly, it was noted, up from 1.4 million euros (1.48 million U.S. dollars) in 2015, to 3.8 million euros (4 million dollars).

A: If you cannot pay your bills, creditors will take steps to collect. That’s natural, but continued harassment can be emotionally depressing. If you have lost your job, or simply cannot cope, because debts have grown to the point where you have to choose who gets paid this month, and who doesn’t, then you need to consider the benefits of filing a bankruptcy. Q: Will a bankruptcy stop collection agencies from calling me? A: Yes, filing a bankruptcy protects you from creditor harassment, and provides peace of mind. Creditors will not contact you if you filed bankruptcy and have an attorney representing you. Otherwise they risk being cited for contempt of federal court, something they will not risk. Another reason to consider a bankruptcy now, even if you do not have assets to protect, is that after a bankruptcy, you can immediately begin the process of repairing your credit. This usually takes between 6 to 12 months, so an early start will get you there faster. Q: I have just received a summons from a creditor. Is it too late to file a bankruptcy? A: No. When you file for bankruptcy, an automatic stay goes into effect immediately stopping any lawsuit filed against you and any action against your property by a creditor, collection agency or government entity. This can be very important, Especially if you are at risk of being evicted or foreclosed on, being found in contempt for failure to pay child support or losing such basic resources as utility services, welfare or unemployment Here is how the bankruptcy filing affects some common emergencies: Utility disconnections. If you’re behind on a utility bill and the company is threatening to disconnect your water, electric, gas or telephone service, the automatic stay will prevent the disconnection for at least 20 days. Bankruptcy will also discharge the past due debts for utility service. Although the amount of a utility bill itself rarely justifies a bankruptcy filing, preventing electrical service cutoff might be justification enough. Boracay hosts first ASEAN senior officials’ meeting BORACAY ISLAND, Aklan, Feb. 20 (PNA) – The first senior officials’ meeting (SOM) under the Philippine chairmanship of the Association of Southeast Asian Nations (ASEAN) was successfully held in the resort island Monday. The meeting which started Monday morning at Shangri-la Boracay was attended by senior officials from the 10 ASEAN countries. Foreign Affairs Undersecretary for Policy Enrique Manalo said the meeting highlighted the various issues in preparation for the ASEAN Foreign Ministers Retreat on Tuesday. Manalo said the Philippine delegates briefed the members of the ASEAN of the country’s priority during its chairmanship this year. The meeting likewise tackled ASEAN community building, mat-

ters pertaining to the conduct of the ASEAN summit as well as issues related to the external relations of the ASEAN. Manalo said SOM officials discussed a number of dialogues between ASEAN and other economies which will be commemorated this year. Airlines urged to open more flights to Saipan MANILA, Feb. 21 (PNA) – Local travel agencies on Tuesday urged airline companies to open more flights to Saipan in the Mariana Islands noting that Filipinos are waiting for an easier access to the overlooked tourist destination. One of these agencies, the Marianas Visitors Authority (MVA), which seeks to promote Northern Mariana Islands as a destination of choice, believed Saipan would become a “ripe” tourism destination if more flights are available. Currently, it is only the flag carrier Philippine Airlines (PAL) that serves direct flights from the Philippines to Saipan, according to MVA marketing manager Abraham Ong. He said the two flights carried by PAL weekly to Saipan, with a maximum capacity of 308 individuals is limited. “There is a huge untapped market here in the Philippines that are just waiting for an easier access to Saipan. Sadly, airlines are overlooking it now,” Ong said. Ong said that opening more flights would benefit Filipinos because the Northern Mariana Islands is a territory of the US with 36 percent of its population being Filipinos. Visa challenges The 16 other local travel agencies who are part of a consortium promoting Saipan in the country meanwhile pointed out that aside from flight frequencies, visa requirements is another challenge to Philippine-Saipan tourism. MTTS Travel Services owner Jhaytee Wong said visa requirement also creates a challenge for the consortium of travel agencies

promoting Saipan because of their strict issuance. However, he noted that there are plans being worked on by the US to extend the waiving of visa for Filipinos like it has for China passport holders. “One of the solution is if airlines, even just LCCs (low-cost carriers) first, if they introduce flights going to Mariana. I think they are working on something for the visa requirement. It is a long shot but I think Mariana is working on it to get the same flexibility for Filipino tourists,” Wong said. Ideal destination The travel agency heads also agreed that Saipan is an “ideal destination” for families with its resort parks and its wide array of activities including its beaches, scuba diving, snorkeling, and skydiving. “This is something new for the Philippine market. The impression is usually if its Mariana Islands, it is only the beaches but Saipan’s scenery is really different. You get to try a series of activities you do not normally do in other destinations,” Wong said referring to the Banzai Cliff and Bird’s Island attraction of the Saipan. Wong added that if airline companies, especially the LCCS, will start flying to Saipan, more Filipinos would have an idea of what activities and attractions are in store for them. Rajah Travel Corp. head of sales and value chain department Dino Molina, another partner travel agency promoting trips to Saipan, said the island can stand alone as a destination with its unique attractions.

Jesuit dorm eyed as next tourist attraction in Intramuros MANILA, Feb. 22 (PNA) – A Jesuit dormitory in Intramuros which was previously occupied by a Japanese martyr is being eyed as a new tourist attraction in the Walled City, the Department of Tourism (DOT) said Wednesday. DOT said it will launch initiative to spur Japanese tourist arrivals to the Philippines following the recent beatification of a Japanese martyr who died in exile in 1615 in the country. The life story of Blessed Justo Takayama Ukon, particularly in the places he stayed in before his death in a Jesuit dormitory in Intramuros called Casade San Miguel is slowly piquing the interest of Japanese tourists. Tourism Secretary Wanda Teo, whose mother is of Japanese descent, said that she saw this as an opportunity to “deepen and strengthen friendship between Filipinos and the Japanese.” Teo, meanwhile, directed DOT Undersecretary Falconi Millar to oversee the familiarization tour program intended for Japanese tourists, who wish to pay homage to Blessed Justo in the Philippines. According to DOT, Blessed Justo was a feudal lord who chose to give up his wealth, embraced Christianity and suffered persecution. After a year-long sea voyage, he and his family reached Manila in 1615 but he died of illness 40 days later under the care of the Jesuits in Manila. Duterte determined to attain peace –Dureza

MANILA, Feb. 21 (PNA) – President Rodrigo Duterte has reiterated his “desire and passion” of achieving sustainable peace. In a statement released on Tuesday, Presidential Peace Adviser Secretary Jesus Dureza said members of the government peace panel met with the President Duterte Monday night and discussed the directions and possible next steps in the government’s peace talks with the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP/ NPA/NDF), the Bangsamoro, the Cordillerans, and the other stakeholders. Dureza said the President gave specific instructions on how to deal with recent developments in talking peace with the CPP/NDF/ NPA, including possible next steps after the peace talks and the unilateral ceasefire declarations were cancelled. According to Dureza, the President vowed to work for a strategic shift to finally achieve peace with the communist rebels. As to the Bangsamoro peace table, Dureza said the President “viewed with positive note” the launch of the renewed effort to implement the Comprehensive Agreement on the Bangsamoro on Friday in Davao City, where the President will preside over the big event. “He also stressed the need for convergence and the coming together of the Moro Islamic Liberation Front, Moro National Liberation Front, and other different factions of the Bangsamoro in a single road map for peace,” Dureza said. n Dureza also said the President supports the creation of an autonomous region for the Cordillera and “called on the people there to unite as one in making a final try at entrenching it as mandated by the constitution.” Dureza added that the President instructed that inputs from the different stakeholders must be gathered so an inclusive reform agenda will be achieved, “which must eventually lead to the final goal of installing a federal system throughout the country.”

DepEd: Field trips are not mandatory MANILA, Feb. 22 (PNA) – The education department has reminded parents, school officials and personnel that while educational field trips are meant to supplement classroom learning, joining them is not mandatory. The department issued the reminder Wednesday, following the recent bus accident in Tanay, Rizal that claimed the lives of 14 students of Bestlink College, a teacher, and the driver. The students were to undergo medical and survival training at the Sacramento Adventure Camp in Tanay as part of the National Service Training Program. Citing Department of Education (DepEd) Order No. 52 (2003), the department stated that no punitive measure will be imposed

on students unable to join a field trip, who will instead be given activities to be done in school. The order also notes that teachers must refrain from using field trips as basis for exams and that no field trip should be undertaken without the written consent of the parents or guardians. The department meanwhile called on schools to plan educational tours well ahead of time, verify the proper registration and road-worthiness of the buses or vehicles to be used, ensure that drivers have the appropriate know-how and frame of mind when on the road, and discuss safety measures with students before the trip.

Recto withdraws resolution for Charter change MANILA, Feb 22 (Mabuhay) – Senate Minority Leader Ralph Recto on Wednesday withdrew his resolution proposing amendments to economic provisions of the 1987 Constitution, saying revising the basic law might be used for political ends by the President’s allies. During a hearing of the Senate committee on constitutional amendments and revision of codes, Recto made a manifestation withdrawing his resolution. “I withdraw the resolution that I filed,” Recto told the committee chair, Senate President Pro-Tempore Franklin Drilon. In putting the manifestation on record, Drilon said: “He is totally against any amendment to the Constitution at this point.” Speaking to reporters after the hearing, Recto said he decided to take back his resolution as the purpose of changing the Charter, based on what he heard, has become

“political.” He is particularly against opening the Constitution to amendments towards shifting the system of government to federalism, a legislative priority of President Duterte. Duterte and his allies, including Senate President Aquilino Pimentel III, have been pushing for a system that would separate the country’s regions into separate states, saying this would encourage equitable growth across the Philippines. “I’m not in favor of amending the charter at this point in time. I’m in favor of proposing amendments to the economic provisions in the charter. But I know that the purpose today is more political. So I don’t want to be a part of that, and that’s why I withdrew my resolution,” Recto said. He warned that turning the Philippines into a federal republic would be destructive to the existing state of affairs.

Fariñas assures: Changes to death penalty bill to include ‘safeguards’ MANILA, Feb 22 (Mabuhay) – Amendments to be introduced for the proposed reimposition of capital punishment will include “safeguards” to ensure due process for those who will be sentenced to death. According to House Majority Leader Rodolfo Fariñas, among these safeguards to be included in House Bill No. 4727 is “requiring” the Public Attorney’s Office (PAO) and the Office of the Solicitor General (OSG) “to assign senior lawyers” for review of death penalty cases in case of appeal. Fariñas said they would also call for “community monitoring” of cases involving the heinous crimes that may be punishable by death—an answer to the oft-repeated argument that the criminal justice system is

flawed for capital punishment. Here, the information of a case involving a heinous crime will be sent to various sectors and agencies, including the Commission on Human Rights, religious and civic organizations, the Integrated Bar of the Philippines (IBP), and the Free Legal Assistance Group (FLAG). “Community effort ito. MANILA, Feb 22 (Mabuhay) – Senator Panfilo Lacson on Wednesday said there is no final decision yet as to which committee will conduct the inquiry into allegations made by retired SPO3 Arthur Lascañas against President Rodrigo Duterte. The matter was referred to Lacson’s public order committee following a manifestation made on Monday by Senator Antonio Trillanes IV, a staunch critic of the President. Lascañas had accused Duterte of creating and aiding the alleged vigilante group, Davao Death Squad, when the chief executive was still mayor of Davao City. However, Lacson said the decision on the committee assignment can still be appealed by any senator within 48 hours. “Di pa pinaguusapan kung saang committee kasi na-discuss din ‘yan na pwede naman mag-motion for reconsideration sa referral sa committee,” Lacson said in a radio interview. MANILA, Feb. 21 (PNA) – Property giant Ayala Land Inc. (ALI) is eyeing to raise as much as Php30 billion to partially finance its spending program and pay down debts. All told the local bourse its board of directors approved the raising of up to Php20 billion through retail bonds, corporate notes and/or bilateral term loans, all with a term of up to 10 years. The amount will be used for general corporate purposes. The company said the retail bonds will be issued under its

Php50-billion debt securities program as approved by the Securities and Exchange Commission in March 2016. ALI said up to Php10 billion will be raised through the issuance of short-dated notes with a tenor of up to 21 months. This will refinance its short-term loans. The property firm targets to launch Php100 billion worth of projects for sale this year, bulk of which are residential projects. Its net income surged 19 percent to Php20.91 billion in 2016 from Php17.63 billion the previous year.

MICC eyes three-month review of PHL mining ops By Joann Santiago

MANILA, Feb. 20 (PNA) – The multi-stakeholder team of the Mining Industry Coordinating Council (MICC) has proposed a three-month review of the operations of 23 mining firms ordered close by the Department of Environment and Natural Resources (DENR). Finance Undersecretary Bayani Agabin said members of the team, which had their first meeting Monday, had agreed on the “composition, scope and process by which we will undertake the review.” ”No programs (yet but) essentially the matter by which we will undertake the review,” he told members of the media after the review team’s meeting that finished Monday night. Agabin, the Department of Finance’s (DOF) Legal Affairs head and in charge of the Domestic Finance Group (DFG), said they planned to start the review by March but the team must first get the approval of the MICC on administrative issues as well as on the budget. “We will certainly try to start as soon as we can,” he said. Agabin said the team planned to get experts from the academe but decided to exclude those from mining companies as part of the review team. He, however, declined to give

names as they have yet to talk to these people. He said the study will be “done in a scientific manner” and will take into account the “technical, economic, and social aspects of the mining operations.” He said any decision on mine site visits would depend on the review team. Results of the fact-finding measure would be submitted to the MICC and recommendatory in line with Executive Order (EO) 79, which established the MICC, he said. Agabin said MICC was mandated to conduct review of the country’s mining operations every two years, thus, the team and the MICC, as a whole, would respect the DENR orders. Asked what the team’s decision would be if its audit had different results than that of the DENR, the DOF official said: “I do not know if there is a mismatch.” “We’ll just have to see what the review team comes up,” he said. The review would not include the cancellations of 75 mineral production sharing agreements (MPSA) of sites that were within watershed areas, he said. Agabin added that they had not decided when the next meeting of the review team would be.

PHL mobile Internet speeds up to 8.24 Mbps in Q4 ‘16 MANILA, Feb. 13 (PNA) – Mobile Internet in the country accelerated as telco operators have undertaken major network investments in the past year to further improve the Internet speed in the country. Latest findings from the Asia Network Quality Report of J.P. Morgan Securities for the fourth quarter of 2016 show that the average LTE download speeds in the country went up to 8.24 megabits per second (Mbps) in the last quarter of 2016, from the 7.27 Mbps national LTE average posted in the previous quarter. This is ahead of fellow archipelagic country Indonesia’s LTE average speed of 6.66 Mbps for the same period. Smart posted the highest overall LTE download speeds at 9.17 Mbps according to the same report which cited crowd-sourced data gathered by wireless coverage research firm OpenSignal. The company has also taken the lead in NCR for 3G, with download speeds of 2.85 Mbps, the report shows. LTE download speeds across areas ranged from 7.39 Mbps in the Visayas to 9.99 Mbps in Metro Manila. These improvements have been driven as operators ramp up their investments to upgrade their data networks. Smart’s network rollout took a big bulk of parent company PLDT’s ramped-up capital expenditure program of USD 1 billion for 2016, with an additional USD 100 million allocated to utilize the new frequencies freed up with the acquisition of San Miguel Corporation’s telco assets. “This rollout is elevating the bar for mobile internet services in the country and serves as a more powerful platform for advanced and relevant digital services that will help transform the country into a more competitive, digitally-empowered nation,” according to Ray C. Contrary to horror stories people would usually hear about girls and their stepmothers, the singer said they actually get along really well and she enjoys Alcasid’s company. Velasquez said that when the 19-year-old decided to move to the Philippines after living most her life in Australia, she’s the most excited. MTRCB chief: There’s proper venue for Mocha Uson’s complaints Movie and Television Review and Classification Board (MTRCB) Chairperson Rachel Arenas wished that Mocha Uson coursed through proper venue her concerns on several shows aired on the television. Uson, a former sexy star and one of the 30 board members of the MTRCB, uploaded a video blog last February 17 questioning the quality of programs shown on ABS-CBN. She complained over the racy episode of “Ipaglaban Mo” last February 11 and the pilot broadcast of “The Better Half” last February 13. Uson also claimed that other members of the board, particularly those appointed by the past administration, are “not open to change.” The sexy star threatened to resign if, she said, this will continue in MTRCB and in the local television programming. Arenas, in a radio interview, said she wished Uson raised her issues on the board so that they could discuss it. “We represent the Office of the President. So, we follow certain decorum also. Vietnam successfully carries out first lung transplant from living donors HANOI, Feb. 22 (PNA/Xinhua) – Vietnam has successfully carried out its first lung transplant surgery from living donors, the Vietnam Military Medical University (VMMU) announced on Wednesday. Doctors from the local 103 Military Hospital and VMMU have coordinated to carry out the lung transplant on Ly Chuong Binh, born in 2010, VMMU said at a press release in Hanoi. The donors are Binh’s father and

uncle, born in 1989 and 1987 respectively, reported the VMMU’s website. Binh suffered from congenital bronchiectasis in two lungs with complications of respiratory failure, chronic heart failure, and malnutrition at degree 3. After the surgery, the health conditions of the donors have been stable. The patient, whose survival indexes are stable, is being monitored and receiving intensive treatment, said the university.

Fish snacks effective in treating malnutrition among Cambodian kids: research PHNOM PENH, Feb. 22 (PNA/ Xinhua) – The United Nations Children’s Fund (UNICEF) said Wednesday new research findings show that fish snacks are effective in treating and preventing malnutrition among children in Cambodia. Fish snacks were designed using locally available ingredients through a collaboration between the Cambodian Department of Fisheries Post-harvest Technologies and Quality Control, UNICEF and the French Research Institute for Development, said a UNICEF press release. The snacks have been produced by Vissot, a company certified by the Ministry of Health to produce micronutrient-enriched local food products, the press release said, adding that the snacks have two distinctive food supplement products -- a therapeutic food to treat severe acute malnutri-

tion among children and a snack to prevent malnutrition among children. Malnutrition among children is still prevalent in Cambodia, with 32 percent of under-five children stunted, 10 percent acutely malnourished, and 24 percent underweight, it said. Malnutrition causes approximately 4,500 child deaths annually, which accounts for roughly one-third of all child deaths in Cambodia, it added. “Good nutrition at the start of a child’s life from conception until he or she reaches two years old sets a solid foundation for the child’s healthy growth and their intellectual and physical development,” said Debora Comini, UNICEF representative to Cambodia. “Improving nutrition among children will yield long-lasting benefits, including economic benefits, not only for the children themselves but for the entire society,” she said.

Tan will face trial for five counts of violation of Section 3(e) of Republic Act No. 3019, or the “Anti-Graft and Corrupt Practices Act”, three counts of violation of Section 3(g) of RA No. 3019 and five counts of malversation of public funds. Standing as her co-accused are Bienvenido Sabanecio, Jr. (Provincial Treasurer), Francasio Detosil (Provincial Accountant), Rolando Montejo (Administrative Officer), Ariel Yboa (OIC-General Service Office), George Abrina (Supply Officer), and Roselyn Larce, representative of supplier, Zybermed Medi Pharma (Zybermed), a Pasig City-based company. In its complaint, the Field Investigation Office (FIO) said that “the province of Samar, thru Tan, has been making extravagant purchases of drugs and medicines from Zybermed using its multi-million peso health fund.” In a series of Annual Audit Reports and Audit Observation Memorandum, the Commission on Audit (COA) noted the irregularities such as the steady unexplainable increase in the year-end inventory balance of drugs and medicines from 2005 to 2007, the accuracy of the year-end inventory balance could not be determined due to lack of monitoring and inadequate record-keeping, and the intended beneficiaries/end-users of medicines could not be ascertained due to lack of distribution lists. The COA issued Notices of Disallowance (NDs) in August 2007 for the irregular payments made by Tan, et. al. for the procurement of drugs and medicines totaling PHP64,385,534.30 and dental supplies worth PHP4,654,980.54. It said that the transactions were “disallowed for being unnecessary and non-responsive to the exigencies of the service.” The COA also observed that the disbursement vouchers were not supported with proper documents; the local government had no sufficient storage space for the large quantity of goods; non-submission of proof of consumption by the barangays; absence of proof that the items were received and inspected; and non-validation that the medicines were actually used for alleged medical missions. In addition, the Ombudsman verified that Zybermed had no valid business permit to be eligible to accept multi-million peso payments in 2007.

DC hails multiculturalism on International Mother Language Day WASHINGTON, D.C. – The Philippine Embassy joined 12 other diplomatic missions in celebrating International Mother Language Day at a multicultural event organized and held at the Embassy of the People’s Republic of Bangladesh on 21 February 2017. The United Nations Educational, Scientific and Cultural Organization (UNESCO) first declared 21 February as the International Mother Language Day in 1999. It was formally recognized by the United Nations General Assembly (UNGA) in 2008. The celebration has then become a worldwide annual observance to promote awareness of linguistic and cultural diversity, and multilingualism. “Languages are the mode of expression of human creativity in all its diversity. Once the languages and modes of expressions are lost, they become impossible to recover. Multilingualism is the most accurate reflection of polity, of culturalism. The loss of one will immediately lead to the loss of the other,” said Ban-

gladesh Ambassador to the United States Mohammad Ziauddin in his welcome remarks. “The representatives of so many countries willing to contribute in today’s program is extremely encouraging. Mexico gov’t rejects new U.S. immigration rules MEXICO CITY, Feb. 23 (PNA/Xinhua) – Mexican government on Wednesday rejected tightened immigration regulations by the new U.S. administration that could see waves of undocumented migrants come in across its borders. “We are not going to accept it, because there’s no reason why we should. It is not in Mexico’s interest,” Foreign Affairs Minister Luis Videgaray said of the new rules. The U.S. Department of Homeland Security on Tuesday issued new directives that appear to give authorities sweeping powers to deport immigrants lacking residency or work permits. “Mexico’s government is going to take all possible steps to defend the human rights of Mexicans abroad, especially in the United States,” said Videgaray. Earlier in the day, at a ceremony ratifying his country’s commitment to upholding human rights, which was attended by representatives from the Office of the United Nations High Commissioner for Human Rights, Videgaray said Mexico may seek redress through the UN. “Let it be very clear ... Mexican government will not hesitate to turn to multilateral organizations, starting with the United Nations, to defend the human rights and due process of Mexicans abroad, in keeping with international law,” the foreign minister said.
