Duterte hits UN official for asking PHL authorities to investigate him MANILA, Dec. 22 (PNA) – President Rodrigo Duterte on Thursday lashed out at a United Nations official for asking the Philippine judicial authorities to formally investigate the President after he admitted that he killed criminals when he was still Davao City mayor. “I think there is one United Nations official, human rights. He said Duterte is a murderer and should be charged for murder. I said, this guy is either a joker or maybe crazy,” President Duterte said.

President Duterte was referring to UN Commissioner for Human Rights Zeid Ra’ad al-Hussein who said President Duterte’s actions violated the Philippine constitution and international law. If your business is in distress – you owe a lot of money but you can’t pay, your creditors will probably threaten legal action against your business and very likely, you personally as well. How much they can collect, and how they can go about collecting it, will depend on how your business is organized, and whether you personally guaranteed repayment of the obligation. To what extent you are personally liable depends on several factors, the most important being, how your business is structured and whether you personally guaranteed or secured the debt. Sole Proprietors and Partnerships If you are a sole proprietor, you and your business are one and the same in the eyes of the law, which means you are personally responsible for all of the business’s debts. If there isn’t enough money in the business to pay these debts, creditors can take your personal assets to pay them. Partners in a general partnership have similar personal liability for business debts: Each partner is personally liable for the entirety of the business’s debts (and any partner can usually bind the entire partnership to a business deal -- a scary combination). This means that if there isn’t enough money in the business to pay the debts, and your partners are broke, creditors can take your personal assets to pay all of the business’s debts, not just your share. Corporations and Limited Liability Companies If your business is organized as a corporation or a limited liability company (LLC), your personal assets are usually protected from business creditors as a matter of law. Shareholders and LLC members have a form of asset protection called limited personal liability. Creditors cannot take owners’ personal assets to pay business debts, unless a business owner specifically gives up that limited liability protection. Unfortunately, most small business owners are forced to give up their right to limited personal liability, at least for some of their business debt. Many creditors require personal guarantees and/ or personal security from small business owners before they will loan money or extend credit to a business. And many landlords require a personal guarantee before they will lease commercial property to a small business. A personal guarantee is a promise by a business owner to hand over the owner’s personal assets to a creditor if the business can’t pay its debt and its assets are not worth enough to cover the debt. A creditor can also ask a business owner to secure a business debt by pledging specific personal property, such as an owner’s house, boat, or car. When you sign a personal guarantee or pledge personal property, you give up your protection against personal liability, and creditors can come after your personal assets if your business can’t pay. The Bankruptcy Option If your business bank account is empty, a bankruptcy might be a viable option. It would certainly give you some breathing room while working things out, and in the case of personal liability, a bankruptcy will protect your house, your car, and other assets. Business vs. Personal Bankruptcy If you are a sole proprietor, you can file for either Chapter 13 or Chapter 7 bankruptcy. Either type of bankruptcy can be used for personal debts or business debts. If you are a corporate shareholder, LLC owner, or partner in a partnership and you have signed personal guarantees or pledged collateral for business loans, putting your business through bankruptcy will not protect your personal property. If you have placed your personal property at risk, you must file for bankruptcy for yourself and your business separately to protect your personal assets. In this article, we assume you are considering personal bankruptcy -- because only personal bankruptcy will protect your personal assets.

Chapter 7 vs. Chapter 13 Bankruptcy If you file for personal bankruptcy, most likely it will be a Chapter 7 or Chapter 13 bankruptcy. In a Chapter 7 bankruptcy, your assets (except for property that is exempt which for the most part, usually includes your home, car etc.) go into a bankruptcy estate to be sold, and the proceeds are distributed to your creditors. At the end of the process, all of your debts that are eligible for discharge in bankruptcy will be wiped out. In a Chapter 13 bankruptcy, you propose a repayment plan where you repay part or all of the debt over three to five years. How Bankruptcy Helps When you file for bankruptcy, something called an automatic stay immediately stops your creditors from foreclosing on your house or any other personal property that is at risk. In some situations, this can be reason enough to file for bankruptcy, because it will buy you time, if nothing else. Unpaid Rent. If your business owes your landlord back rent, you are probably personally liable for the debt. (Sole proprietors and partners are automatically personally liable for rent payments, and most small business corporations and LLCs also get stuck personally guaranteeing the lease payments -- check your lease. If you didn’t, give yourself a pat on the back for being a savvy negotiator.) Filing for bankruptcy might keep the landlord from taking your personal property to pay the debt, especially if you file under Chapter 13 and come up with a payment plan. Ordinary, Unsecured Debt If your business owes suppliers, you will be personally on the hook if you operated your business as a sole proprietorship or partnership. Under the Uniform Commercial Code, suppliers of goods usually have the right to take the goods back. Barring that, however, they can come after you personally for the unpaid amounts. If you have a lot of this kind of debt, filing Chapter 13 could help you organize a payment plan (and Chapter 7 might wipe the debt out). If your business is a corporation or an LLC, you may be off the hook for these debts. This kind of debt is typically unsecured and is rarely personally guaranteed. If your business has no money and no assets left, the suppliers may be out of luck -- your personal liability protection should protect your personal assets. So if your corporation or LLC has only unsecured, un-guaranteed business debt, there’s no need to file a personal bankruptcy. Does Bankruptcy Make Sense for You? In the real world, just the threat of bankruptcy may be enough to help you work things out. Many creditors will think twice before leaning on you too hard if they think you’ll file for bankruptcy. Some creditors would rather work out a payment plan, or settle for partial repayment, than become a creditor in your bankruptcy case. From a creditor’s perspective, bankruptcy is an expensive and long process that eats into profits. You can use that to your advantage in negotiations and perhaps spread payments out far enough to be manageable. If you think you are in imminent danger of losing your family’s home or livelihood, and you need help quickly, personal bankruptcy might be a good option for you. MANILA, Dec. 23 (PNA) – “Tanim bala” has been a major fear for local and foreign travelers accessing the Ninoy Aquino International Airport (NAIA). President Rodrigo Duterte has ordered to put a stop on this scam that has victimized different people, including the elderlies. As soon as Manila International Airport Authority (MIAA) General Manager Ed Monreal assumed his post last July 1, “tanim bala” has finally ended. MIAA issued a new policy allowing passengers to go on their flights by just surrendering the piece of bullet found in their luggage. ”For me, the major accomplishments here in NAIA during the first six months of Duterte administration are the end of “tanim-bala, improvement in facilities/maintenance, and our people became more disciplined,” Monreal told the Philippine News Agency (PNA). Last September 23, Smart Communications has launched a carrier grade wi-fi with 1 gigabit per second (Gbps) capacity allocated for each of the four terminals in NAIA. The said wi-fi can handle around 3,000 simultaneous users. Smart Communications earlier told PNA that this carrier-grade wi-fi is very competitive to the wi-fi services in other countries’ airports. A new well-wisher’s area at Terminal 1 was opened last September 28. This aimed to provide a convenient and relaxing way to send off travelers, especially for the families of the overseas Filipino workers (OFWs).

Duterte: I never ordered cops to execute drug suspects DAVAO CITY, Dec 28 (Mabuhay) -- President Duterte has categorically denied he ordered authorities to just shoot and kill drug suspects even as he dismissed criticisms that those who died outside of police operations were victims of extra-judicial killings. “Did I tell you to kill? I did not. I never said you should kill drug pushers,� Duterte said in a speech before village officials here on Tuesday. He said he told policemen to make sure they were not harmed by drugcrazed pushers. “If they put up a fight, then shoot them. But those being shot at the back, those wrapped in plastic, that’s not ours,� he said, referring

to victims who had been summarily executed and were dumped in public places. He said in police operations, pushers were getting killed because they had put up a fight. “I have been telling you (authorities) don’t let them (drug suspects) outsmart you,� the President said in Visayan. It was not the first time that Duterte denied ordering authorities to just kill drug suspects, although he underscored the need for them to stay alive during anti-drug operations. He also pledged to stand by policemen or soldiers, who would face charges in line with the performance of their duties.

Metro Rail Transit 3 (MRT-3) has installed 27 brand new elevators in most stations to ensure convenient travel for its passengers. Department of Transportation Sec. Arthur Tugade inspected the new elevators and rode the MRT-3 from Magallanes Station to North Avenue station today. The new units are cable elevators with permanent magnet which does not need oil to operate unlike the old hydraulic elevators in MRT stations. Five more elevators are to be installed at North Avenue Station (NB), Ortigas Station (SB), Buendia Station (Concourse) and Ayala Station (SB). MRT-3 General Manager Deo Manalo said the new elevators would ease the commute of passengers during the Holidays. Senior citizens, pregnant women, and persons with disability will be given priority.

However, it is not enough to simply repeal this terrible legislation. We will work with Congress to make sure we have a series of reforms ready for implementation that follow free market principles, which will restore economic freedom to everyone in this country.” His plans for replacing Obamacare are listed as: * Allow plans to be sold across state lines (as long as the plan complies with state requirements); * Allow for full deduction of all health insurance premiums; * Require price transparency for

healthcare procedures; * Block-grant Medicaid to the states and let them implement their own Medicaid rules. Many of you who are now enrolled in the Obamacare health coverage are worried with the impending presidency of Donald Trump. For now, no one really knows what will happen, but according to Louise Norris, a contributing writer with Healthcare.Org, she has “some educated guesses, based on Trump’s position and the actions Congress has taken over the last six years with regards to Obamacare.” Below are some of the questions Norris has listed, so you might be informed on what you can expect in 2017: Do you still need to buy ACA-compliant coverage? Q. If Trump repeals Obamacare, do I need to buy ACA ( Affordable Care Act) -compliant coverage now? A. Yes, you still need coverage in 2017. and now is the time to buy it. On November 9th, the day after elections, 100,000 people enrolled in health care coverage through HealthCare.gov, according to Health Secretary Sylvia Burwell. “That was the largest number of sign-ups in a single day, since open enrollment began on November 1st, so there is considerable momentum in terms of people enrolling in coverage in 2017.

Thus, we can then assume that Congress will pass legislation to repeal parts of the ACA and Trump of course, will sign it into law. This is likely to happen in 2017, but it is unlikely that it will have an effective date prior to 2019, as Congress will need time to implement its replacement plan, and the IRS will also need time to establish the new tax system that will go along with whatever replaces the ACA (such ss tax credits), to offset the purchase of coverage. So, for 2017, you still need coverage.” Is your ACA subsidy in danger? Q. If I buy a plan for 2017 through the exchange, can President-elect Trump take away my premium subsidy? A. The plan designs for 2017 are already locked in and enrollment is underway. The legislation to repeal subsidies is expected to come in 2017. However, it is unlikely that it would take effect before 2019, because Congress and the IRS both need time to implement a replacement plan. As an example, the ACA was signed into law in 2010. but the bulk of its provisions (including subsidies, guaranteed issue coverage and Medicaid expansion) didn’t take effect until more than 3 1/2 ears later, in the beginning of 2014. Similarly, an ACA repeal bill, is most likely to be implemented, at least a year or two after it is enacted, in order to minimize disruption. Will you lose your Medicaid coverage? Q. Will the Trump Administration cancel expanded Medicaid? How soon would I lose coverage/ A. The Trump Administration will probably roll back Medicaid expansion, but that is not likely until 2018 or 2019. And they will most likely replace it with block grants, or per-capita allotments that States would be able to use as they see fit. Change, yes; Ovenight? No! Surely, Trump’s proposed changes won’t happen overnight. The ACA has been in effect for nearly seven years and the majority of its provisions have been in force for at least three years. Currently, ACA’s programs at this point has been successfully entrenched and replacing it will most definitely take a lot of time. Caregivers are often overworked and underpaid. Thankfully, California has enacted strong laws to protect caregivers and make it easier for them to recover unpaid overtime. Still, many caregivers don’t to pursue their claims. Here are some of the most common concerns we hear from caregivers and the reasons why these concerns should not prevent caregivers from seeking the overtime compensation that is legally due. 1. I Feel Obligated to My Patient By nature, caregivers are typically caring people. Many private employers take advantage of a caregiver’s compassionate nature and do not pay a fair wage. Many caregivers feel a sense of loyalty or obligation towards their employers that make them reluctant to pursue valid claims. While these are noble sentiments, it does not change the fact that caregivers who are paid less than the legally required wages are victims of wage theft. In fact, many people who hire in-home caregivers are financially able to pay for caregiving services as required by law, but simply choose not to because they want to save money. We often see the children of elderly patients making efforts to preserve their own inheritance by taking advantage of caregivers. 2. I Fear The Legal Process Many private employers refuse to pay caregivers overtime because they believe caregivers are unsophisticated and will not be able to file a legal claim. The legal process can be intimidating and confusing. But that is why the lawyers at Chaleff Rehwald are here to help. We know the law and stand ready to help. 3. I Signed a Document Stating I am an Independent Contractor. It is unlikely that an in-home caregiver is an independent contractor even if there is a signed a document saying so. Still, it is common for private employers to try to convince caregivers they are independent contractors because it is much less costly and much more advantageous for them. The reality is that many private employers misclassify caregivers as independent contractors to avoid paying overtime. 4. I Did Not Pay Taxes on The Wages I Did Receive. While we recommend that our clients pay all taxes owed for the wages received, if a caregiver has not paid taxes on wages, the caregiver still has the legal right to seek the overtime wages due. It is the employer’s obligation to properly classify the employee and withhold state and federal income taxes. If this has not happened, the employer has also violated the law.

5. I Do Not Have A Social Security Number. You do not need a social security number to recover overtime wages from your employer. If you succeed in your unpaid overtime claim, Chaleff Rehwald can help you get an ITIN that can be used to pay the taxes owed. 6. I Am Concerned About Immigration Status. California law permits undocumented workers to recover unpaid overtime. In our experience, our undocumented clients have not suffered any serious adverse effect from presenting an overtime claim. More than 300k displaced due to Typhoon Nina: NDRRMC

MANILA, Dec 26 (Mabuhay) – More than 300,000 people remained in hundreds of evacuation centers in four regions due to Typhoon Nina (international name Nock-Ten), the government’s disaster response agency said Monday. The National Disaster Risk Reduction and Management Council (NDRRMC) said that as of 8 a.m., a total of 77,560 families or 383,097 people were in at least 300 evacuation centers in Calabarzon, Mimaropa, Bicol and Eastern Visayas. The NDRRMC said that these families were evacuated before Nina became a typhoon and hit the Luzon landmass. It also reported that a total of 17,277 families or 72,869 people evacuated at the height of the typhoon. The agency said these people were either staying in evacuation centers or with their relatives located in safe areas in the same regions. The Philippine Coast Guard (PCG), meanwhile, tweeted that the number of passengers stranded due to Typhoon Nina has gone down to 10,968 as of 8 a.m. from 12,019 at 4 a.m. A total of 1,047 rolling cargoes, 37 vessels and six motor bancas have also been stranded in seaports. The PCG also reported that ports in Allen, Northern Samar and Matnog, Sorsogon have resumed trips as the weather started to improve in

these areas. Since Sunday, the NDRRMC said a total of 83 areas in Mimaropa and Bicol regions have been experiencing power interruption or outage while seven power lines in the two regions and Calabarzon have been cut off for the same period. The Department of Social Welfare and Development and certain local government units have extended a total of P7.1 million in assistance to the provinces of Albay, Camarines Sur and Sorsogon. Weather bureau PAGASA said in its 11 a.m. bulletin that the typhoon has continued to weakened as it again made landfall in Tingloy, Batangas before 10 a.m. The typhoon was packing maximum sustained winds of 130 kilometers per hour and gusts of up to 215 kph. It was moving west northwest at 20 kph. Tropical cyclone warning signal number 3 was hoisted over Batangas, northern portions of Oriental and Occidental Mindoro including Lubang Islands. Signal number 2 was hoisted over Metro Manila, Rizal, southern Quezon, Marinduque, Cavite, Laguna and the rest of Mindoro provinces while signal number 1 was raised over the rest of Quezon including Polillo Islands, Bulacan, Pampanga, southern Zambales, Romblon, Camarines Norte, Bataan and Calamian Group of Islands. MANILA, Dec. 24 (PNA) – The people of Novaliches in Quezon City are asking for a special gift during this Christmas and coming New Year from Mayor Herbert M. Bautista. They want the mayor to play “Santa Claus” for them by restoring the old Novaliches Plaza and Park in Barangay Novaliches Proper or Poblacion and saving it from the “great invasion” by vendors from nearby areas. The residents said that the presence of numerous vendors in the area also “desecrates” the local monument of Katipunan founder, Andres Bonifacio. In addition, the vendors’ occupation of almost every available space in the plaza also disrupts what should have been a smooth operation of the Quezon City Public Library branch in Novaliches. Even the two entrances and the parking area for vehicles of people

wishing to donate books and other reading and educational materials to the local library are now occupied by the vendors who have been granted permits by the Novaliches District Center or Mini-City Hall to put up tents in the place. What is more, even the sidewalks along Quirino Highway, Gen. Luis and Susano streets have been occupied by vendors, making passage by thousands of pedestrians an ordeal, especially during this Christmas season. In some portions of Quirino Highway and Gen. Luis St., the sidewalk railings have been covered with tarpaulin and unsightly old sack-cloth to hide the presence of the vendors from the view of onpassing motorists. In turn, this causes consternation among the owners of legitimate business establishments as their own wares practically become “hidden” also.

After taking a break from work for several months since giving birth, Toni Gonzaga returned to hosting on Wednesday for the launch of a major casino. Gonzaga and Luis Manzano were among the hosts of Okada Manila’s Christmas preview concert, which was held at the Entertainment City Complex in Paranaque. On Instagram, Manzano expressed how much he missed co-hosting an event with Gonzaga. “Always a pleasure working with one of the best hosts ever,” he wrote as he shared their picture taken after the event. Changes for 2017 that should aect our Real Estate Market

I have read multiple articles about the future of our real estate economy coming into the new government. I have to say, it seems positive with a twist. To a quick breakdown, here are what I read and understood. There will be a short term boost to the economy by way of some tax cuts and government spending. Meaning, we are going to pay less taxes and there will be more government jobs open and available. However, inflation will be rising ( everything will go up in price) and interest rates will surely follow. This will be managed by more tax revenue due to more jobs generated. Once the economy starts to grow and consumer regains confidence, import tariffs will be raised which in return might turn out more inflation. This should repeat history showing

signs of recession due to import good being more expensive in turn will create job cuts. Hopefully the new administration will do a much better job managing this foreseen scenario. The Stock market is currently in cloud nine mode with guaranteed less regulations coming on all fronts of the local business but will not like the coming restrictive international trade policies that will surely follow. Dodd-Frank financial regulation will start to lift compliance cost, with less regulatory burden the banks can

make more loans and boost home building and lending activity. Will these lesser restriction lead to another mortgage crisis and will expose taxpayers to another massive bailout. I don’t think so, I think the days of zero down will never be back again but is 3% down payment loan almost the same as zero down? The stringent mortgage underwriting could be diminished or replaced with a make sense type of underwriting like the good old days if the new administration will limit the random lawsuits by the government on lending institution like in the recent years. With lesser regulation and regulatory fees, builders will be able to build more home and cut cost to the consumers to supply the very anemic shortage of affordable housing. We have a shortage of trade skills

blue collar workers, plumbers, carpenters, electricians, welders etc. they are retiring and getting out of the business. Community colleges will likely get more assistance in training these student to even out the job market. Real estate related tax reform is another major problem that is so complicated, the tax codes must be simplified to protect property rights and for economic growth. Well, if that’s the case, I can’t really fault him for losing $150K a year of income. Nobody wants to go insane from work or any source. The oldest woman in the world, the Italian woman who just turned 117 this week, when asked what was the secret to her long life, replied that she ate 3 eggs a day and divorced her husband in 1938. She said that leaving her husband was the best decision she made for her happiness. So, whatever the source of the stress, I guess you should remove that source of stress from your life if you want to keep your sanity and live longer; makes sense. So avoid people who are nasty and mean to you, and you should feel better because the source of harassment disappears, right? So client must be on the right track. What does he do now for work? He drives for Uber. There’s no stress. He makes decent money but nowhere near $150K, but he has peace of mind and he keeps his sanity. Wife makes $3,500 a month. Their household income has been reduced by 50% but they are happy with their decision to give up the higher income. The problem now is that they owe $145K of unsecured debt of which $100K is credit cards and $45K is student loans. The cards need minimum monthly payments of $3K a month. They don’t have the income to make that payment anymore. They actually want a Chapter 7 discharge of all credit card debt of $100K. Is this possible? Let’s see. They have an older house built in 1920 that has equity of $140K. This fact alone knocks them out of Chapter 7. In Chapter 7, they will lose the house and get $100K of cash as their exempt homestead equity. I don’t think they want to lose their house for credit card debt. They confirm to me that they want to keep their house. They also have a car loan in which they pay $250 for a small new car. Chapter 13 will reduce the car payment to $85 a month. They have a car lease for a luxury car, a Lexus, which they lease at $585. The lease ends in 2018. At the end of the lease, they have the option of converting to purchase at the same payment. Chapter 13 will allow them to assume the lease and do the conversion in 2018. Considering all relevant factors, debtors plan payment will be $680 a month for 60 months. It pays 16% or $16,000 of the $100,000 credit cards; pay the new small car in full at $85 a month. Clients will pay the Lexus lease payments directly to Toyota at $585. Student loans of $45K will also get paid 16% during the term

of the plan. The $100K credit cards will be discharged after $16K is paid through the plan. However, 84% of the student loans are not dischargeable. They will own the new small car after the end of the plan and they will keep the Lexus lease. Their residence will not be affected. They keep it. They have no arrears on the house. They just continue their mortgage payments. The bankruptcy court protects their house from judgment liens from credit cards as well as wage garnishments on wife’s salary. The pending lawsuits for two credit cards will get dismissed. Order and peace of mind out of chaos will be achieved with Chapter 13. Client gets to keep his sanity. He doesn’t want to enter sanitarium. I am very glad to help him keep his sanity. Next client is 61. She is single. Never got married. Her problem is she just got sued for $2,500 for a credit card debt. Her total debt is only $10K. However, her income is only $600 a month. She has a part time job doing inventory work. She counts inventory for an accounting firm. She rents a room for $250. Well, even though she only owes $10K, she obviously can’t pay $10K of credit card debt because the minimum monthly is $300, which is half her income. I guess she lives a really simple life; nevertheless, she needs debt relief. Chapter 7 will wipe out the lawsuit and the $10K of credit cards giving her a fresh start at 61. She tells me that her creditors call her everyday starting at in the morning up to nighttime and she can’t stand the stress of the phone calls. Here comes the stress factor again. It makes sense to get peace of mind to wipe out all her cards to remove the stress factor in her life doesn’t it? People just want to live their lives in peace and stress free. How bankruptcy can get rid of ďŹ nancial stress Being in debt can be one of the most stressful situations you will ever face in life. Permanent Residency through Marriage to US Citizen Spouse One traditional way of obtaining permanent residency for most immigrants is through a petition by a US citizen spouse. As a spouse of a US Citizen, an alien is considered an immediate relative and entitled to immediately apply for a green card inside the United States. This is usually done by simultaneously filing an I-130 Petition for Alien Relative and an I-485 Application to adjust status. However in order to do this, the alien spouse must have been inspected when the alien entered the United States or if not inspected must be grandfathered by section 245(i) of the immigration and nationality act. Being inspected means that the alien entered using a valid visa, paroled inside the United States, entered using the visa waiver program. The alien is grandfathered by section 245(i) if a family petition or a labor certification has been filed for the benefit of that alien prior to April 30, 2001. If the alien was not inspected nor grandfathered under section 245(i), such as if the alien crossed the border illegally, the alien cannot obtain his or her green card inside the United States. Then it becomes a catch 22 situation because if the alien spouse leave the US, the alien spouse becomes subject to the 3/10 year unlawful presence bar. The alien spouse may apply for a provisional waiver of the 3/10 year bar inside the US which will give the alien spouse some assurance that he or she may be able to come back the US if he or she interviews at the US embassy overseas for the immigrant visa. Along with the application and petition, the alien is also required to take a medical examination by a physician designated by the USCIS. The result of that physical examination is reported in a USCIS form and sealed in an envelope submitted with the Petition and Adjustment Application. The alien spouse may also apply for a work authorization card with the Petition and Adjustment application. The work authorization card will allow the alien spouse to work legally in the United States, obtain a social security card, and a driver’s license while that person is waiting for his or her green card interview. Work Authorization card are usually issued in about1 to 2 months from filing the application. The green card interview is usually set in about 5 to 6 months from the time the Petition and Application is filed. The green card interview is the most important step in the process. It is through this process that the USCIS officer usually determines whether the marriage, which forms the basis of the Petition, was entered in good faith. The adjudicating officer usually asks detailed questions about

Along with this inquiry process, the USCIS would usually request for certain documents that proves a bonafide marriage. Some of these documents may be in the form of pictures, joint utility bills, health insurance documents, and many more. If everything goes well, the USCIS officer will approve the case and a green card will be mailed to the alien’ address within a reasonable time period. If the couple has been married for 2 years or more, the alien spouse will recieve a permanent greencard. If the couple has been married for less than 2 years, the alien will receive a conditional green card. The alien spouse will have to file a petition to remove the condition 3 months prior to the expiration of the conditional greencard which is good for 2 years. Nograles: 2017 budget marks dawning of new day, greater change for PHL By Filane Mikee Cervantes

MANILA, Dec. 22 (PNA) – House of Representatives appropriations committee chairman Karlo Nograles lauded the signing into law of the PHP3.35 trillion General Appropriations Act (GAA) for 2017, thus marking the “dawning of a new day” for the Philippines. “Today, with the approval of the first full budget of the Duterte administration, we could expect to see a full bright new day ahead for all of us Filipinos,” Nograles said in a statement on Thursday. “The 2017 General Appropriations Act concretizes the President’s commitment in bringing meaningful change to the country, as this literally puts money where his mouth is,”

he added. Nograles said the approved budget will boost the Duterte administration’s relentless campaign against illegal drugs, criminality and terrorism by fully supporting the needs of military and police forces, while funding the establishment of drug rehabilitation centers. The Davao City lawmaker also highlighted hefty increases in the Commission on Higher Education’s budget with some PHP8.3 billion allocation to freely subsidize the tuition fees of students in state universities and colleges. The government, through the 2017 budget, will also be able to subsidize the irrigation fees of farmers, increase access to free medicines and hospitalization for the poor, he noted. Nograles said the 2017 budget allows for coverage expansion for PhilHealth over indigent patients, as well as an additional monthly rice allowance for the beneficiaries of the Pantawid Pamilyang Pilipino Program. “Government spending will now focus on the actual realization of our people’s aspiration not only for a progressive and peaceful nation but real inclusive growth that can actually translate to more jobs, more affordable health care, easier access to free education and decent shelter for the poor and homeless,” Nograles said. “This pro-Filipino budget will truly bring us one step closer to achieving the President’s mantra of change. Now we can say that, greater change is coming in 2017,” he added.

DOH: Number of firecracker-related injuries now at 23 MANILA, Dec 26 (Mabuhay) -Five days before the New Year, the Department of Health has already recorded 23 firecracker-related injuries, with one caused by firecracker ingestion. DOH Assistant Secretary and spokesperson Dr. Eric Tayag said the agency began tallying firecracker-related injuries from December 21. Based on the current figure taken on December 25, Tayag said the number of firecracker-related injuries has declined by almost half this year. “Kalahati na ang binaba kasi noong isang taon, 44 na ang ating bilang. Sa nakalipas na limang taon, on the average mga 51 na ang nare-report na sa ganitong panahon,” he said.

Of all the firecracker-related injuries recorded by the DOH, Tayag said 13 occurred in Metro Manila while eight were caused by piccolo. He said the number of firecracker-related injuries for the entire holiday season ranges from around 900 to 1,000 although the DOH hope the figure will decline due to the inclement weather and repeated warnings against firecracker use by government officials. On December 28, Tayag said the DOH will announce the top five local government units with the highest number of firecracker-related injuries to urge its officials to step up the campaign against firecracker use. ‘Reacquire citizenship, vote’ -- LA Con-Gen to Fil-Ams By Abner Galino

Philippine Consul General Adelio Angelito Cruz today (December 29) told Filipino Americans that heroism, aside from the customary sending of remittances and engaging in relief missions during times of calamities, could also be manifested by doing two corresponding acts, namely: “reacquire your Filipino citizenship ” and “register to vote in the coming absentee voting elections.” Cruz made the remark during the 120th celebration of the martyrdom of Dr. Jose P. Rizal in front of the national hero’s statue at the Carson International Sculpture Garden in the City of Carson.

According to Cruz, reacquiring and voting in the Philippine elections would enable a Filipino American to become “a beacon of light, an instrument of hope in choosing the right people to lead our country for our future.” Before the Philippine consul general offered the suggestions, he read a famous quote from Dr. Jose Rizal: “It is a useless life that which is not consecrated to a great ideal. It is like a stone wasted on a field without becoming part of any edifice.” Cruz went on to clarify that there is no “dual taxation” to those who reacquired their citizenships, explaining that taxes were only imposed on incomes that were generated in the

MANILA, Dec. 23 (PNA) – Justice Secretary Vitaliano Aguirre II on Friday said that he has already ordered the National Bureau of Invertigation (NBI) to study possible criminal liability of members of the Anti-Money Laundering Council (AMLC) for taking so long the needed documents for the government’s campaign against illegal drugs. Aguirre echoes President Duterte’s statement for its slow release of needed documents that could be used as evidence in their build up of drug-related cases. Aguirre said AMLC has been sitting for 22 months on the request of the NBI to look into bank accounts and paper trail of transactions from inside the New Bilibid Prison (NBP). “Ang sabi ni President Duterte mga AMLC na yan ang babagal. Parang stall sila sa request ng NBI to provide documents sa mga accounts ni (Senator Leila) De Lima, mga drug lords. Ang tagal tagal na yan. Yun isang rquest dun nung 2015 pa,” he told reporters. He said after the December 2014 raid at NBP by the NBI and then Secretary of Justice, now Senator Leila

De Lima, the NBI already made the request for assistance. Aguirre ordered NBI to look into the AMLC and determine if it committed violations and if charges could be filed against the council’s officials. He noted that possible charges of graft or negligence could be filed against the AMLC officials. “There are many charges against them. I am having it investigated by the NBI and to file appropriate charges,” the DoJ Secretary added. He said that they planned to file appropriate charges against officials of the AMLC by next year. Earlier, President Rodrigo Duterte, during the NBI anniversary, warned AMLC members to cooperate with the DOJ’s investigation on bank transactions involving proceeds from drug trafficking. Aguirre, however said after Duterte’s warning, AMLC has sent them bank documents “that were useless.” “I ordered a study if there could be a complaint to be filed [against AMLC] because I believe that there is already criminal negligence on the part of some people,” Aguirre said. Earlier, he hinted that the AMLC could be protecting somebody.

DA’s programs to boost agriculture, make food affordable By Leslie D. Venzon

MANILA, Dec. 23 (PNA) – The Duterte administration is working aggressively to boost the agriculture and fisheries sector, crucial to make food available and affordable in the country. The agriculture sector posted negative growths in the first and second quarters at 4.53 percent and 2.34 percent, respectively, as the prolonged drought brought about by the El Nino reduced crop output. The sector surged 2.9 percent in July to September quarter due to normalization of weather conditions, breaking five consecutive quarters of decline. It is expected to deliver an unprecedented growth of 7 percent to 8 percent in the fourth quarter on another bumper harvest, bringing the 2016 growth at 1.03 percent. “Among the immediate actions that we did was to respond to calamities, specific problems like lack of machineries, (and) the release of an estimated Php2 billion worth of farm equipment and machineries which were kept in storage centers in the different parts of the region,” said Department of Agriculture (DA) Secretary Manny Piñol. Piñol also cited the activation of inoperational rice processing centers and the utilization of different Agri Pinoy Trading Centers in many parts of the country. The rice processing centers will reduce the losses after every harvest. “At the same time, we also laid the foundation for a strong and sustainable agriculture,” he said. The DA this month launched a color-coded national agricultural map which analyzes agricultural efficiency and land use, an initiative aimed to fulfill President Rodrigo Duterte’s promise of food sufficiency by the end of his term. “We were able to complete in five months the national color coded agriculture map which will serve as the basis for future agricultural programs and planning,” he added. Piñol has been also pushing other major interventions to boost the agriculture sector, including the national food consumption quantification survey, irrigation projects, corporate rice farming, and mechanization and post-harvest facilities. “Mechanization and post-harvest facilities (is) one area where the DA will focus its resources on in the coming years of the Duterte administration,” he said. Corporate rice farming, meanwhile, will directly link farmer producers with corporate buyers, including the Department of Social Welfare and Development’s (DWSD) Pantawid Pamilyang Pilipino Program (4Ps) rice ration program to free it from the manipulation of traders and middlemen.

More than 9,000 mother volunteers from 505 barangays were mobilized since July to help in the anti-illegal drugs campaign of the provincial government as a last ditch effort to put an end to the unlawful trade of prohibited substances, not only in Pampanga but also in other parts of the country. “Mothers will serve as volunteers and form part of the anti-illegal drugs force in communities to support the government campaign and war on drugs,” said Pineda in a statement.The governor said she strongly believes that mothers would be effective “tools” in the anti-illegal drugs drive as they are the ones who can closely monitor members of the family. Prospect of achieving lasting peace brightens under Duterte administration By Cielito M. Reganit

MANILA, Dec. 22 (PNA) – While the six-month administration of President Rodrigo Duterte is well-known for its massive campaign to eliminate the drug menace, corruption and criminality, equally significant is the President’s quest for permanent and lasting peace. Ever since he took over the helms of government, the President has made all effort to reach out to Muslim insurgents and communist guerrillas alike to end decades-long warfare and bloodshed. During his first state of the nation address last July 25, President Duterte declared a unilateral ceasefire in the government’s campaign against the Communist Party of the Philippines (CPP), its armed wing, New People’s Army (NPA) and its political umbrella group, National Democratic Front of the Philippines (NDFP) in a bid to end a decades-long conflict that he said was “getting bloodier by the day.” The CPP/NPA has been waging a Maoist-inspired guerrilla warfare against the government since 1969 making it the longest running communist insurgency in Southeast Asia and one of the longest in the world. “All of us want peace, not the peace of the dead, but the peace of the living,” he said. “To immediately stop violence on the ground, restore peace in the communities and provide an enabling environment conducive to the resumption of the peace negotiations, I am now announcing a unilateral ceasefire with the CPP/NPA/NDFP effective immediately,” Duterte said. He subsequently authorized the release of at least 21 detained consultants of the NDFP who were covered by the Joint Agreement on Safety and Immunity Guarantees (JASIG) paving the way for the resumption of peace talks. The talks were suspended in 2011 by then President Benigno Aquino III over a stalemate on the release of political prisoners. The first round of talks was held last August 22 to 28 in Oslo, Norway with the NDFP declaring its own unilateral ceasefire during its conclusion. For the first time since 1986, the government and the NDF declared a separate unilateral ceasefire as a goodwill measure. The indefinite unilateral ceasefire issued by both parties are still holding up to this day. Meanwhile, the second round of talks was held from October 6 to 10, also in Oslo, which coincided with the President’s 100th day in office. The talks ended with both parties agreeing on the framework and outline of the proposed agreements on socioeconomic reforms, political and constitutional reforms, and the end of hostilities and disposition of forces. But there are also several factors that contributed to the success of President Duterte’s peace initiative with the Left. Among them is the President’s decision to appoint left-leaning leaders to his Cabinet, his pursuit of an independent foreign policy and his nationalistic outbursts -- all of which are publicly supported by the NDFP. Meanwhile, President Duterte has also made big strides in the peace process with the Moro Islamic Liberation Front (MILF) and the Bangsamoro people as a whole. Being the first president from Mindanao and of Maranao-Kamayo ancestry from his mother’s side, Duterte called on Moro

insurgents to set aside centuries of “mistrust and warfare” and vowed “to correct the historical injustices committed against the Moro people.” Duterte said he ran for President “on the platform that there will be a structure that must be acceptable to the people of the Republic of the Philippines… one that must be adopted willingly by the Moro people of Mindanao.” “The best structure that would be acceptable to all would be a federal setup,” he said. Thus, he committed to immediately step down from power if the shift to federalism is done before the end of his six-year term, and a new Constitution is ratified. In the meantime and while waiting for Congress to hammer out the needed changes in the Constitution to effect the shift to federalism, Duterte has issued an executive order that increases the membership of the Bangsamoro Transition Commission (BTC) that would draft a revised Bangsamoro Basic Law (BBL). Duterte signed the EO last November 7 in Malacañang in the presence of Presidential Adviser on the Peace Process Jesus Dureza, Moro Islamic Liberation Front (MILF) chair Al Haj Murad Ebrahim, and Irene Santiago and Mohagher Iqbal, chairs of the government (GPH) and MILF peace implementing panels. The BBL failed to pass during the 16th Congress following the Masasapano massacre which left 44 Special Action Force troopers dead in a lopsided fight against members of the Bangsamoro Islamic Freedom Fighters (BIFF) and the MILF. The slain SAF commandos were part of a Philippine National Police operation to get Malaysian terrorist Zulkifli bin Hir, alias Marwan, on January 25, 2015 in Maguindanao. The BBL is supposed to pave the way for the creation of the Bangsamoro, a new autonomous political entity that the government (GPH) and the Moro Islamic Liberation Front (MILF) had agreed upon in the 2014 Comprehensive Agreement on the Bangsamoro (CAB), to replace the Autonomous Region in Muslim Mindanao. (ARMM). The passage of the BBL is crucial in moving forward the decommissioning of combatants and weapons and the other aspects of the CAB. Meanwhile, the government’s quest for peace got a big boost when Misuari emerged from three years of hiding and vowed his full support to help push the peace process. The President also met Misuari in Malacañang. This was made possible after a court in Pasig City suspended the warrant for the arrest of Misuari on the request of the government. The arrest warrant stemmed from Misuari’s alleged involvement in the three-week siege of Zamboanga City in September 2013 that left 220 people dead, 254 others wounded, and more than 100,000 people displaced. More than 10,000 homes were destroyed in the fighting between government forces and Misuari’s followers. When Duterte took over the helms of government in the middle of the year, among his first statements was to say that his “first job as an elected leader and commander-in-chief was not to go to war but to bring peace.” Just six months into the six-year term, the Duterte administration has already outperformed its immediate predecessors in terms of achieving the lasting peace that has eluded the Philippines for generations.

Despite being labeled by the Catholic church and some international media as the prime suspect in the extrajudicial killings all over the country, President Rodrigo Duterte’s trust and approval ratings among Filipinos remain excellent. Although I do not believe that Duterte has ordered personally his men to kill suspected drug pushers and addicts, the President, however, has to order PNP Chief General Ronald “Bato” de la Rosa to conduct a serious investigation on whether there were instances of police abuse during operations . I think the public also has to know whether some summary killings, believed to have been committed by unidentified vigilante groups, have been sanctioned or not by law enforcement agencies. So far, these have remain unanswered. While some people and various civic organizations, including the Catholic Church, do not approve or agree with the methods used by the government in its drug campaign, almost all Filipinos in the entire archipelago agree that the drug problem in the country has to be solved. Right now, the Filipino people still has that level of trust on Duterte that he will be able to solve the drug problem in the country, as well as to uplift the lives of the underprivileged people.

After assuming the presidency, Duterte launched an “all out war” against illegal drugs which has resulted in the death of some 6,000 suspected drug addicts and peddlers of illegal substances. bagman. The embattled senator’s confession will further strengthen the disbarment and narcotics related charges against. As for Vice President Leni Robredo, we will find out if she will assume the role of the leader of the opposition party, which I very much doubt. By the way, the latest survey showed that the trust and approval ratings of VP Robredo is on the decline as compared with Duterte. If this is the case, Robredo should give up her ambition to become the top honcho of the opposition. Besides, she does not have the charisma to elicit or convince other people to join her in her campaign to bring down Duterte. I do not think that any attempts to topple down the presidency of Duterte will succeed at this point in time. His approval ratings among Filipinos is still very high and he has the support of the police and the military. Even the leftist is behind his administration, although they do not agree in most of his economic and foreign policies he is currently implementing. The opposition will have to find a credible and honest man capable of galvanizing the support of the people to be able to unseat Duterte. As of now, I cannot think of someone in the LP who is honest and credible. Maybe Mar Roxas, Senator De Lima or Senator Frank Drilon. LOL.

Dela Rosa: PNP reaches 70% of its target on Project Double Barrel Alpha MANILA, Dec. 27 (PNA) – Philippine National Police (PNP) chief Director General Ronald “Bato” Dela Rosa on Tuesday said the PNP has accounted 70 percent of the 1.8 million personalities in its drug watchlist. In a press conference in Camp Crame, Quezon City, Dela Rosa said that according to the statistics from the PNP Directorate for Operations (DO), the PNP Anti-Illegal Drugs Campaign Plan dubbed “Project: Double Barrel Alpha” has accounted and recorded a total of 1,326,472 individuals who were involved in illegal drugs from July 1, 2016 to Dec. 22, 2016. Included in the 70 percent are the 1,049,302 individuals who have surrendered under “Oplan Tokhang”; 45,041 who were arrested; 2,295 drug suspects who were killed during police operations; 69,647 drug offenders in jail; 54 under counseling with the Department of Social Welfare and Development (DSWD); and 147,756 drug personalities arrested or killed in 2010 to June 30, 2016. Under the Oplan Tokhang (Knock/Request), the houses of suspected drug personalities are visited by the PNP and they are asked to turn back from illegal drugs, surrender or undergo rehabilitation. ”The PNP is on its continuous campaign against criminal gangs and personalities supported by the Project Double Barrel Alpha, with more focus on the arrest and account of High Value Target Personalities involved in illegal drugs and progressing towards the Barangay Drug-Clearing Strategy of the government,” Dela Rosa said.

Duterte inspires DOLE-6 to fight for service tenure of private workers By Perla G. Lena

ILOILO CITY, Dec. 23 (PNA) – The regional office of the Department of Labor and Employment (DOLE) gets renewed vigor to fight for the service tenure of employees working under the labor only contracting (LOC) working arrangement under the term of President Rodrigo Roa Duterte (PRRD). DOLE Western Visayas OIC-director Salome O. Siaton said that President Duterte showed how serious the government is in ensuring that workers get the privilege and benefit they deserve in accordance with the Labor Law. As of their latest count, DOLE has accounted 851 employees regularized by 32 agencies, another 590 are committed and they are following up one company with almost a thousand staff to regularize around 100 before the year ends while the rest will be done on a staggered basis in 2017. DOLE eyes a 50 percent reduction in labor only contracting in December this year and end the contractualization practice in 2017. Record at the regional office showed 118 legitimate or registered sub-contractors in Western Visayas. Their employees totaled 11,914 fielded in 483 principal employees in the region. Siaton said that they do not just rely on information provided to them by employers or contractors. A revalidation is conducted to really determine if they are regularized, she said. Most of those regularized are based in Iloilo and Boracay while Roxas City has eight.

The labor department started its campaign around middle of August this year through a series of consultations with various employers and contractors in the region. “We are serious,” she said, adding that those who have no plans to comply will be endorsed to the National Labor Relations Commission (NLRC). Labor processing of registration of new applicant-contractor or sub-contractor as mandated under Department Order no. 162, series of 2016 has been suspended. Although contracts entered into by duly registered contractors/sub-contractors prior to the issuance of the order are not affected. While the drive is massive, Siaton said that they found it difficult to get hold of the service contract between the principal and the agency. The contract will determine how long the services are being contracted, which supposedly should also serve as basis for the period of hiring of workers by the agency or a particular company. Siaton said that they prayed that they will be able to fully achieve the target, especially with the proposed Department Order 30 that provides a new set of guidelines on contractual labor. Among others the new guidelines proposed to increase the capitalization of contractors from Php3 million to Php5 million.

According to Presidential Spokesman Ernesto Abella, these are in the fields of economy, employment, infrastructure, international partnerships, peace talks and war on illegal drugs. Regarding economy, Abella said the Philippines is one of the fastest-growing economies in Asia in 2016. “With a 7 percent GDP growth in the first three quarters, we are sure to achieve, if not surpass, our target of 6 to 7 percent growth for the whole of 2016,” he said. Abella said household consumption, as well as investments in construction, public infrastructure and durable equipment drove the economic growth. “This was supported by low inflation, low interest rates, better labor market conditions and the steady growth in the remittances of our overseas Filipino workers,” the Palace official said. He said other factors that boost the economy are Pantawid Pamilyang Pilipino Program or 4Ps; agriculture sector which started to recover and finally breaking five consecutive quarters of decline; manufacturing; construction; utilities and, service sector. In 2017, the National Economic Development Authority (NEDA) is expecting the gross domestic product (GDP) to grow between 6.5 and 7.5 percent. “To accelerate poverty reduction, the fight for the full implementation of the Responsible Parenthood and Reproductive Health or the RPRH Law. This is intended to make sure that women become more productive members of the labor force,” he said. Abella said the Philippine labor market is found to be in better shape “as employment rate as of October 2016 is at 95.3 percent.” “This means that there are approximately 41.7 million Filipinos employed, while unemployment rate also declined to a record low of 4.7 percent,” he said. In January next year, the Philippines will host ASEAN Summit, describing it “a perfect opportunity for the Philippine government to forge more partnerships with our neighboring countries.” The intensified campaign against illegal drugs highlighted the achievements of President Duterte, resulting in the surrender of more than 900,000 drug personalities and arrest of over 40,000 and the seize of over PHP7 billion worth of illegal drugs. President Duterte was surprised to know that illegal drugs have contaminated at least 4 million Filipinos. “Exposing the drug menace has now led the government to look at it not only as a national security but also now as a public health issue, hence, the building of rehab programs all over the nation,” Abella said. The Duterte administration also worked hard in reaching peace with the state enemies particularly with the New People’s Army and Moro rebels belonging to the Moro Islamic Liberation Front and Moro National Liberation Front. “President Duterte’s ultimate dream is for all armed conflict to stop and for the Filipino people to live in peace, safety, and security,” Abella said.

Newly trained traffic enforcers to help decongest Manila’s shopping districts

MANILA, Dec. 23 (PNA) – Manila Mayor Joseph Estrada said Friday he will post 80 newly trained traffic enforcers of the Manila Traffic and Parking Bureau (MTPB) to help ensure a smooth traffic flow as an estimated one million people flock to the city every day to do their Christmas shopping. He said that to discourage these Job Order traffic enforcers from extorting money from motorists, he raised their basic pay from PHP6,000 to PHP10,000 a month. “They will help decongest the traffic in the city’s high-density shopping districts,” Estrada said, adding that the 80 MTPB enforcers, fresh from a 15-day extensive training course, will back up members of the Manila Police District-Traffic Enforcement Units (MPD-TEU) in maintaining peace and order in Manila’s major roads during the Christmas and New Year holidays. “It’s a common thought that if it is Christmas, there’s serious traffic to be expected. That is why the police and traffic enforcers will be around to secure the people and

control the traffic,” he said. Estrada said the 80 MTPB enforcers are expected to see action after the completion of their training on Friday. They are expected to be deployed to Divisoria, Binondo and Quiapo. The 15-day training course was ordered by Estrada on Nov. 28 after he terminated the work contracts of 690 traffic personnel of MTPB due to numerous complaints of extortion and other illegal activities. The mayor has been closely following the training of the first batch of 92 trainees who will fill up the vacated slots at the MTPB. Of the 92, eight were new recruits. The retraining is being handled by the MPD and is focused on developing discipline, proper decorum and posture, and physical fitness. The trainees were also given classroom lectures on basic road accident investigation, rescue and first aid, and basic self-defense techniques. Only about 200 will be rehired from the original 690-strong MTPB, according to MTPB chief Dennis Alcoreza.

MMDA cites improved traffic flow in EDSA amid holiday rush By Aerol B. Patena

MANILA, Dec. 23 (PNA) – Despite the increase in the number of vehicles during the holiday season, traffic flow has improved along EDSA as travel time was reduced by 28 minutes, the Metropolitan Manila Development Authority (MMDA) said. Based on data gathered by the MMDA, there was a substantial decrease in travel time from Roxas Boulevard to Monumento and vice versa, recorded at 1 hour and 10 minutes last Dec. 22 compared to last year’s average of 1 hour, 39 minutes for the same date. It has also noted that the total vehicle volume count along EDSA on Dec. 21 was at 357,529 or an increase of 11,499 from last year’s 346,030. With this development, the MMDA expressed its gratitude to motorists for their support and cooperation with the agency on its various policies to ease the traffic congestion in Metro Manila. MMDA General Manager Tim Orbos said that both public and private motorists have been very helpful and cooperative with concerned government agencies in easing the traffic condition in Metro Manila. “With Christmas just around the corner and when traffic is expected to be heaviest during the Holidays in almost major thoroughfares in Metro Manila, the cooperation of

the public and private sectors has been vital in improving the traffic flow,” Orbos said. The MMDA chief cited the motoring public’s cooperation when several barriers and delineators were removed from portions of EDSA. Even without these barriers, motorists still follow the traffic rules, particularly the Yellow Lane, which is exclusively for public passenger buses. Orbos also noted the initiatives of motorcycle riders’ federations and public transport groups in formulating stakeholder-specific solutions to traffic in recent months. “The agency is also grateful to these groups who made it possible for the strict enforcement of our existing traffic rules and regulations. With their ranks’ cooperation, a semblance of discipline can now be seen in our roads,” he said. The agency, along with the I-ACT, has also been strictly enforcing the Nose In, Nose Out Policy for provincial buses. “We have been making headway in decongesting these areas where the provincial bus terminals are located along Edsa with our stringent enforcement of the Nose-In, Nose-Out Policy,” he added. Metro Manila mayors are likewise appreciative of the traffic management by the MMDA field personnel in an effort to speed up traffic flow in the metropolis.

“We won’t take in more enforcers because 300 is enough, so long as they are good and backed up by the policemen,” Estrada pointed out.

Estrada has warned that he will impose a “one-strike” policy on any MTPB personnel who will again be involved in any illegal activity.

DPWH opens NAIA expressway CAVITEX section MANILA, Dec. 28 (PNA) – The Department of Public Works and Highways (DPWH) on Wednesday opened the NAIA Expressway Ramps 11 and 12, connecting NAIA Terminals 1, 2 and 3 to Cavitex and Skyway. With this, DPWH Secretary Mark Villar noted that the ramps are expected to shorten the travel time of motorists going to the airports. “The opening of ramps 11 and 12 will cut travel time by at least 40%. Considering the flight cancellations due to Typhoon Nina and the expected number of passengers using our airports at the height of the holiday season, we want to make sure that all possible opportunities are maximized to ease traffic flow,” he said in a statement. At the same time, Villar added the ramps will complement the NAIA Expressway Christmas Lane and the existing NAIA expressway road network, linking Macapagal Boulevard and Pagcor Entertainment City to NAIA Terminals 1, 2, and 3 and Skyway. Earlier, the DPWH has opened the Christmas Lane of NAIA Expressway, which links Entertainment City and Diosdado Macapagal Boulevard to NAIA 3 and Skyway. Motorists who will be using the lane will not be charged of toll fee until January 21, 2016. The PHP20.45-billion NAIA Expressway Project is a four-lane, 12.65-kilometer elevated expressway (including ramps) and 2.22-kilometer at-grade road traversing Sales Avenue, Andrews Avenue, Parañaque River, MIAA Road and Diosdado Macapagal Boulevard. Once completed, the multi billion project is set to provide easy access to and from NAIA Terminals 1, 2, 3 and 4 and will interface with the South Luzon Expressway through Sales Interchange, Manila Cavite Toll Expressway and Macapagal Boulevard. A total of 16 off and on ramps are being constructed along strategic locations at Villager Airbase, Resorts World, NAIA Terminal 3, MIAA Road, Imelda Avenue, Cavitex, Seaside Drive and Diosdado Macapagal Boulevard.

Duterte gives Christmas cheer to children with cancer MANILA, Dec. 25 (PNA) – President Rodrigo Roa Duterte visited and cheered up young cancer patients at a government hospital in Mindanao a few hours before Christmas Eve. This was at the Southern Philippines Medical Center’s House of Hope in Davao City which the President visited on Saturday, December 24. Currently, it has 229 patients admitted. There are 72 children with cancer and 157 non-cancer patients. President Duterte gave away 300 pieces of gift packs which contained biscuits, candies, tetra pack juices toys, and canned goods to the cancer-afflicted children and their caretakers. For a brief moment, the children and their parents or watchers were treated to a brief respite from their pains and worries brought about by the affliction of the young patients

with this dreaded disease. President Duterte brought smiles and laughter to the children and the adults present at his gift-giving activity composed mostly of the children’s parents, relatives, watchers, as well as medical personnel of the hospital. The House of Hope was established to provide a place to stay for children undergoing treatment for cancer as well as their parents and watchers. Many of the child patients undergoing treatment at the Southern Philippines Medical Center in Davao come from remote areas in Mindanao that are distant from Davao. Some of the children come as far as the provinces of Surigao and Agusan. Even before Duterte became President, he was already a supporter of the House of Hope and the young cancer patients.

MANILA, Dec. 22 (PNA) – The Philippine General Hospital’s Pediatric Cancer Clinic on Thursday received a check and gift donations from Globe Telecom. The check for PHP863,380.52, which is for the rehabilitation of the pediatric clinic, was turned over by Globe Telecom’s Lolit Crisanto to PGH director, Dr. Gap Legazpi and Dr. Gregorio Alvior Jr., chairman of the PGH Medical Foundation, in a ceremony at the PGH Atrium at the Main Building.

In her message, Crisanto said the partnership is a perfect opportunity to give back this season. “Globe has come to PGH as a Santa Claus for our patients. We’re very grateful that the company has chosen our hospital and patients as beneficiaries,” said Alvior. Alvior added that Globe Telecom, together with its partners from AMDOCS and SINGTEL companies involved in ICT, also distributed 800 gift boxes to patients at the pediatric and other wards. “It is timely that Globe Telecom

is coming here, now that we are in the process of upgrading our IT capabilities,” Legazpi said, adding that the assistance will help a lot in the healing, and even in the survival, of the patients. He added that the telecom company is actually a big help to the hospital in terms of providing wifi services, not only to the doctors but to the patients, their companions and families, as well. He also said the assistance equates to better hospital administration and better patient service.

PGH is a 10-hectare hospital and will be celebrating its 110th founding anniversary next year. It was formerly known as a poor patient’s hospital but is in the process of upgrading itself to shake away that image.

Sneak peek to the 128th Rose Parade By Abner Galino

On Christmas Eve, Weekend Balita/US Asian Post went to the “decorating places” around the Rose Bowl stadium in Pasadena where some of the floats for the 2017 Rose Parade were being built. Well, that was not a very smart idea. We didn’t get the memo that has been posted everywhere all along: Christmas Eve. It turned out that we were two days ahead of the official start of floats decorating activities in that place. So, except for a couple of security people manning the “decorating places and expo village,” there were no volunteers available for the intended interviews. But the jaunt was not entirely useless. We got fortunate to get a sneak peek into probably one of the biggest floats that would join the 92 floats, marching bands, equestrian units that will form part of the 128th Rose Parade. Photography was not allowed inside the working area so we had to take our shots from the roadside. And the shots were taken just in time as a towering replica of a young, eyeglasses-wearing giraffe was being lowered, apparently so it could fit inside the tent where the volunteers would later continue building it on Tuesday (December 27). By the way, the Filipino-American community has something to look forward to in the 2017 Rose Parade, particularly the first-ever inclusion of the U.S Army’s 26th Cavalry Regiment, otherwise known as the Philippine Scouts. The riders are current

or retired military or descendants of the original group of veterans. There will be American quarter horses and Arabians. The scouts will be wearing World War II-style U.S. cavalry uniforms which are khaki-colored riding breeches and green campaign hats. Philippines became an American protectorate after the Spanish-American War. The Philippine Scouts was formed in under the leadership of American military officers. They fought fiercely and bravely during enemy occupation in World War II. In a press statement recently to Weekend Balita/US Asian Post, the Philippine Scouts Heritage Society, through its membership chair Gil Mislang, said: “This will be the first time that a historical Filipino and American U.S. Army Unit, the Philippine Scouts, will be featured and this unique World War II Unit will be represented in the parade by the Los Angeles-based living history group named the 26th Cavalry CMU comprised of equestrians residing in California.” On April 5, 1989, former Philippine Scout officers John Olson, Lloyd Mills and General Royal Reynolds and Rhode Island State Senator John Patterson, nephew of a deceased Scout, founded the Philippine Scouts Heritage Society. As a special feature, several descendants of World War II Filipino 26th Cavalry Troopers will present first hand experiences of their surviving relatives who were on the front lines in battles in Pangasinan, Pampanga and Bataan. The exhibits will also feature books from various writers about the Philippine Scouts, with several of them giving an account of the “last organized charge of a U.S. Cavalry unit against an enemy.” The battle was led by Lt. Edwin Ramsey a decorated war hero who lived in Los Angeles.

CA launches new hate incident reporting website for Asians WASHINGTON, D.C., Dec. 26, 2016 – OCA-Asian Pacific American Advocates launched its new Hate Incident Reporting Website on Tuesday. The AAPI Hate Crimes Reporting Website, which can be found at aapihatecrimes.org, will help maintain a database of incidents of hate against the AAPI community. This new web tool features a form where victims and advocates can report hate incidents that will be tracked by the OCA National Center. Though users should always report any hate crimes to the law enforcement first, the data tracked from this project will help expose hate incidents and inform community responses. The launch for the reporting tool took place during a national call that brought together community leaders from around the country. OCA chapters discussed the importance of tracking hate incidents and strategies they use to fight hate in their local communities. Speakers on the call included: Bill Lann Lee, former Assistant Attorney General for Civil Rights, and OCA chapter leaders David Fung, Greg Jung, Linda Ng, Aryani Ong, and Elizabeth OuYang. Aryani Ong opened the call by discussing the background of policy on hate crimes and how OCA chapters and local organizations could get involved. Bill Lann Lee expanded by sharing his own experiences working on hate crimes as Assistant Attorney General for Civil Rights. He emphasized that tracking and exposing hate incidents were important because ignoring them could lead to

more serious hate crimes. The OCA – Sacramento chapter shared their experiences working with local law enforcement, as well as cross-culturally with other community based organizations, to solve community crime issues. The OCA – New York chapter shared their work with students through the hate crimes art project, which draws attention to hate crimes and encourages law enforcement to elevate these issues.
