A New Program for Homeowners

The City of Lorain welcomes a new program to the Building, Housing, and Planning Department that will assist homeowners with making improvements to their homes.

The HOME Rehabilitation Program aims to provide low- to moderate-income homeowners with a home rehabilitation loan of up to $45,000 to make improvements on the interior and exterior of their house.
This new program will be much more robust than the existing Home Repair Program that is currently offered through the City. It will require a full work write-up on the home from the City’s Housing Rehab Administrator and a General Contractor to perform the work. Repairs will include abatement of all code violations and structural hazards.
To qualify, residents must meet the HUD 2021 income limit guidelines, provide proof of home ownership, and ensure the property taxes, home insurance, and mortgage are current. The application and review process will be managed by the Building, Housing, and Planning housing team to determine eligibility.
Funding is provided by the Department of Housing & Urban Development through the HOME Investment Partnerships Program.
