PCRI’s Third Annual Dancing with the Stars Portland Gala was successful and glamorous, raising over $73,000 to support Portland Community Reinvestment Initiatives. PCRI has reinvested in Portland’s neighborhoods, preserved their diversity, and provided tools to help low-income Portland families achieve stability and self-sufficiency. pcrihome.org

With over 700 units of affordable housing, PCRI’s unique mix of single-family homes, small multiplexes, and community apartments represents one of the last stable opportunities for lowincome households to remain in their vibrant Portland neighborhoods. These homes and apartments are woven into the fabric of their neighborhoods and are a model for eliminating concentrations of poverty. At the most basic level, PCRI’s affordable rentals help residents achieve family stability. Building on this stability, PCRI’s award winning services give families culturally-specific skills and support necessary to achieve self-sufficiency, begin the process of wealth creation and, in many cases, become and remain successful homeowners.

For PCRI’s Third Annual Gala Benefit, five prominent local community members lit up the dance floor for the Dancing with the Stars competition! In addition, Multnomah County Commissioner Loretta Smith and Metro Councilor Sam Chase started the evening beautifully with a fun and glamorous foxtrot. The Fred Astaire Dance Studio of Portland provided training and entertainment for the evening.

NEAL MORGAN FRAMING Living Room Realty found me the perfect house in 2010. When I moved in, I had a stack of art and works on paper I’d collected over the years and wanted to get them up on my walls. Drawings my little sister made when we were young; concert posters; Osborn/Woods prints from the 60s. But my walls stayed bare for over a year. Traditional custom framing was out of my budget and didn’t feel special. IKEA frames, though inexpensive, were clearly the opposite of special. I needed a third option: inexpensive and special. So I did it myself. My walls are now packed and I’m surrounded with images and memories that make my home feel like my home. After three years of framing for friends and friends of friends, I’m passing that third option on to my friends in the Living Room community. Let’s frame up your important objects and get them on your walls. And let’s re-frame works that are currently in frames that don’t speak at all to the sentimental value of the objects they surround. I use mainly Pacific Northwest native doug fir, salvaged from demos and remodels from the old homes and buildings here, but also hardwoods like mahogany and oak when I find them. The wood will show signs of wear but won’t feel gimmicky like preaged jeans. My first goal is to protect and conserve your valued objects for the long haul, through the use of archival materials and proper mounting techniques. I am a one-trick pony and do only one type of framing that is modeled after the photography framing I admired when I worked at SFMOMA. Place the sliced radishes and fennel in a bowl of ice water and let soak until they become crisp, about 15 minutes. Once they are crisp, drain and pat dry with paper towels, then toss together in a medium bowl and set aside.

Place the onion and lemon juice in a small bowl and let soak 15-20 minutes, until the onion and juice start to turn pink. Strain the onions over a blender so the blender catches the lemon juice. Add the onions to the bowl with the radishes and fennel.

Remove the grapefruit and orange peel, including the bitter white pith, with a sharp knife. Working over a different bowl, cut the citrus segments free from the membranes and release the segments into the bowl. Squeeze the citrus juice from the membranes. Transfer the citrus into the bowl with the radish and fennel.

Add 3-4 tablespoons of the citrus juice, 1 cup radish leaves (thoroughly cleaned), and half of the avocado to the blender, and blend until smooth and creamy. Gently fold enough of the dressing into the salad to coat the vegetables lightly and evenly. (Store the remaining dressing in an airtight container in the fridge and add to beans, grains, other veggies) Add salt and pepper to taste and garnish with walnuts and small pieces of the fennel fronds. ARE YOU PREAPPROVED OR JUST PREQUALIFIED? In this competitive market it’s important to get yourself fully preapproved rather than just prequalified. Many loan officers will simply prequalify you based on the financial information you submitted with your initial application. In my 11 years of experience, I have found that being as thorough as possible upfront is far more valuable than quickly getting someone preapproved. Each loan program has guidelines used to determine a borrower’s ability to repay the loan. For example there is often a difference between what a client considers as income and the income we are able to use to qualify you for a loan. Guidelines can be very strict, for instance a second job needs to be at least 24 months old before we can count that income. We are required to use “net” income for the self-employed, only adding back in things like depreciation, depletion, and one-time losses. When qualifying a W-2 employee, we are able to use their gross income before taxes are deducted. Because the term “income” is rather loosely defined for most people, it’s very common for clients to submit income to us that we can’t use based on the rules & guidelines for each program. In short, it is very important for tax returns, W-2s and pay stubs to be thoroughly reviewed prior to writing an offer.

Assets also need to be carefully evaluated before a preapproval letter is issued. When reviewing assets, I check into whether or not the funds are seasoned, how recently they were deposited and, if so, what is the true source of the funds? Is it a loan or perhaps something they sold and, if so, can we get proof of the value of the object sold and a copy of the bill of sale? All large non-payroll deposits that are more than 25% of the client’s income need to be “sourced”. This means we are required to obtain a copy of the check and an explanation for each deposit. For folks that move money around frequently, this can be one of the most frustrating parts of the process. All of the rules in place for each program are designed to keep borrowers out of trouble and to make sure they aren’t borrowing money to assist with their home purchase that they will eventually have to pay back. If this were the case it could put the borrower in a hardship, therefore, risking not being able to make their mortgage payment.

If you’ve been told by your current lender that you can submit your income and asset documents after you find a house, I suggest that you request that they review your documents prior to shopping for a home or consider looking into a different lender. It is more work upfront for you and your loan officer, but when you can confidently write an offer knowing that your lender was thorough, it is worth the paperwork that you had to track down. We all know Portland’s market is insane right now, and because of the big upswing in house prices, there are loads of folks out there rehabbing houses and trying to make a quick flip.
