Dear Friend: Living Resources began 2008 with its corporate energies diligently focused on organizational growth and community opportunities. Coupled also with a strong desire to meet the ever-emerging needs of those who come to us for services, we again produced the kinds of service results on which this agency has built its reputation. This past year agency services grew by 9%. This growth was evident in most programs, but most especially in residential services, day services and the College Experience Program. We continued to recruit and retain excellent staff. With our expanded in-house training programs emphasizing the latest information about disabilities and care-giving skills, we have enhanced our standard of care and raised the bar for all who serve individuals with disabilities in our communities. The employees of this organization are on a mission to treat everyone with dignity and respect and to achieve valued outcomes. We measure quality first and foremost by the happiness, skill acquisition and wellness of the individuals we serve, by the annual family satisfaction survey, and by the frequent regulatory approvals from the Office of Mental Retardation and Developmental Disabilities and the Department of Health. The annual family survey again showed high levels of satisfaction for the services received and family members were very complimentary of the responsiveness of communication with staff at all levels. Our relationships with government funding agencies also remained very positive and cooperative during most of the year, but the outlook for funding new initiatives in 2009 does not appear to be as rosy. We are ever mindful that New York State’s budgetary concerns may affect the development of future services and may even affect the delivery of some current services. So far, our strategies to preserve the fiscal health of this organization are paying off. The unmet needs for services, specifically in residential and day habilitation programs, service coordination and supportive services for families, remained strong priorities throughout the year. We have been working closely with our families and funding sources to create new services that address the needs being expressed: The After School Program expanded its services to include full day programs for students during school vacation breaks; the very popular Carriage House Arts Center programs have become more accessible to community families because of Medicaid waiver certification for the Albany and Malta sites; and, the Acquired Brain Injury Program and Employment Services have been able to increase their service capacities. The challenges we faced in 2008 were weathered because of careful decision-making and responsible fiscal supervision. As a result, our financial outcomes for the year mirrored our equally impressive program and operational achievements. In spite of the turbulence of the financial markets and the global recession, we are more confident than ever about the near and long-term health of this organization. No matter how uncertain the economic climate may become, however, Living Resources will still have the benefit of its well-qualified staff and dedicated boards of directors vigorously working to preserve and protect the quality of its programs and its fiscal viability. Perhaps more than any other corporate assets, it is the wise council of board members and the talents and endurance of the staff that deserve the lion’s share of credit for where Living Resources is today. 2008The Year in Review The Employment Services program, with its goal to help individuals with disabilities find and maintain jobs that match their interests and abilities, increased its capacity by 13% over 2007. In addition to serving 126 individuals throughout the year, Employment Services began developing internships and providing job coaching for the students in the College Experience Program. Some of the completed job placements during the year included clerical positions, stock clerks, food service workers, assembly jobs and a floral assistant. The average wage for those placed was $9.84 and the average number of hours worked was 20 hours per week.

The College Experience Program (CEP) in collaboration with The College of Saint Rose continued to respond to the demands to expand college experience opportunities for individuals with disabilities in the Capital District. By August 2008, the program had 13 students in the two-year certificate program and the agency had acquired and renovated another house near the college campus for student housing. On May 10, 2008, the second CEP class of four was awarded certificates of completion at the college graduation ceremonies at the Saratoga Performing Arts Center. This year the staff was also heavily invested in creating new outreach efforts to high schools, guidance counselors, case managers, parents and students. It is their hope that these contacts will provide a steady stream of interested applicants and that CEP enrollment will continue to increase. In addition to providing services such as skilled nursing, physical and occupational therapies, and speech language pathology services, the Living Resources Certified Home Health Agency (CHHA), also performs Peer Review Instrument assessments (PRIs) for most of the Traumatic Brain Injury (TBI) programs in the region. These assessments which are required annually by TBI waivered programs can only be billed to Medicaid by a CHHA or a hospital. In 2008, the Living Resources CHHA provided this service for 147 individuals. Fifty-eight of these individuals were receiving at least one other service from Living Resources, but the other 89 individuals were recommended to our CHHA for their PRIs because of our reputation for timeliness and accuracy.

The Acquired Brain Injury Program (ABI) expanded the Out-N-About activities to include more community-based opportunities for individuals who wish to increase the job and social skills they have lost as a result of an acquired or traumatic brain injury. One of the most popular work sites established in 2008 was the collaboration between Living Resources and Proctors Theater in Schenectady. The work site started out to include predominately janitorial services, but because of the hard work and commitment of the ABI participants and staff, Proctors has expanded the work experiences to include the running of the used book store in the Proctors Arcade. The ABI crew can be found operating all phases of the business on Fridays from 10:00 a.m. until 1:00 p.m. In 2008, the ABI program also expanded its client base to begin serving veterans.
MeetingLife’s Challenges Named for one of the Living Resources founders and first board president, the Bishop Howard J. Hubbard Awards Luncheon took place on April 24 at the Albany Marriott. The 2008 honorees were Dr. R. Mark Sullivan, President of The College of Saint Rose and Assemblyman James Tedisco, Minority Leader of the New York State Assembly. The award recipients were honored for their extraordinary support of individuals with disabilities: Dr. Sullivan was instrumental in establishing the partnership between Living Resources and The College of Saint Rose which became the very successful College Experience Program; and Assemblyman Tedisco was honored for his strong advocacy of the disabled throughout his career in state government.

The After School Program (ASP) included new opportunities for its students with the addition of the Adventure Program. The purpose of these new activities is to provide families with a safe and interesting daytime schedule for their youngsters during school vacations when parents still must work. In 2008, school vacation activities were scheduled for Regents exam days in January, February winter break days, and the last two weeks in June. Activities included a variety of indoor and outdoor events such as day trips to museums, parks and attractions such as Howe Caverns. There were also plenty of opportunities to participate in all sorts of sports from swimming to bowling to miniature golf. The success of the Adventure activities has insured that the ASP vacation programs will continue to be offered in the future. Living Resources was named the 2008 Charity of Choice for the GHI Workforce Team Challenge. This annual event, sponsored by the Hudson Mohawk Road Runners Club, takes place in downtown Albany every May and attracts almost 7,000 runners and walkers representing nearly 400 public and private companies/organizations and school districts. Living Resources race participants and volunteers used the race to raise $4,800 for the Employee Appeal which benefits the individuals who receive program services.

After several years of providing services at only one location in Albany, Site Based Day Habilitation completed the establishment of three “close to home” sites across the Capital Region: Albany, East Greenbush and Schenectady. Living Resources site-based day habilitation now can serve a maximum of 70 people which is a 16% increase in program capacity over previous years. A special “Senior Room” was also started in June 2008 at the Schenectady site which focuses on daily activities of interest to individuals who are 55 years old and older.
2008The Year in Review The Human Resources Department had much to be proud of in 2008. Job applications from friends of current employees increased by 10% over the previous year indicating what we all know: Our employees believe that Living Resources is a great place to work and often refer their friends to the agency when there are job openings. The department also reduced the number of First Aid and Workers Compensation claims by 50% (only 54 claims in 2008 as compared to 108 in 2007) with a series of safety and wellness articles in the agency newsletter and individual follow ups with employees who may have been injured on the job.

Thanks to a very generous donation of $25,000 from CDPHP, the Living Resources Employee Health and Fitness Center was opened for use in July. Officially named for Dr. William J. Cromie, the retired President and CEO of CDPHP, the center was dedicated on June 18 at a recognition ceremony and luncheon in his honor at the Albany headquarters on Washington Avenue Extension. At the dedication ceremony, Dr. Cromie praised Living Resources for its commitment to employee health and wellbeing and said the health center at the CDPHP headquarters was one of the most important benefits his company had provided for CDPHP workers during his tenure. The Living Resources Annual Agency Picnic for program participants, families and staff took place on July 18 at the Krause’s Pavilion in Clifton Park. The staff and program participants were presented with bright yellow Living Resources T-shirts as this year’s picnic favor and five of our residents received their “25 Year Club” jackets. Almost 20% of the individuals who come to us for residential services have lived with us for 25 years or more.

With the benefit of Voluntary Residential Maintenance Program grants from the NYS Office of Mental Retardation and Developmental Disabilities totaling $294,000, the Living Resources Maintenance Department was able to complete several residential repairs and renovations throughout the year. New fire alarm systems were installed in seven houses, some roofs, floors and garage doors were replaced, and four bathrooms and one kitchen were renovated. Other major residential projects included the installation of central air conditioning for one residence and the vinyl siding of another. The Carriage House Arts Center shows and events were very much in demand throughout the year. In addition to producing 17 shows around the state, the arts program also monitored six permanent collections of pieces created by our artists at various sites in the Capital Region. 2008 shows featured at the Miller Sanders Gallery at the Living Resources headquarters included “Music and Motion = Art,” “Magazine Pop Culture” and “Wonders of the Circus.” In 2008, our art services program also received state certification making it part of the supplemental day habilitation program services. As a result of this change, after school and weekend art services will now be available to families with Medicaid waivered individuals living at home.
MeetingLife’s Challenges Living Resources was the recipient of four Legislative Initiative Grants in 2008: Senator Hugh Farley sponsored a grant of $25,000 which was used for computer equipment and residential renovations; Senator Joseph Bruno’s $20,000 grant was used for renovations and landscaping at various residences and for educational and therapeutic instruction for the new After School Program music initiative; Assemblyman Ron Canestrari sponsored a $5,000 grant which was used for technology supplies in the College Experience Program and art supplies for the Carriage House Arts Center; and Assemblyman George Amedore sponsored a grant for $3,600 for Automated External Defibrillators (AEDs) for two program locations. The 18th Annual Culinary Cornucopia in November was truly a night to remember. The sold-out event was the culmination of a day-long competition among chefs who were being judged by Master Chefs from the American Culinary Federation; the judges took into account the presentation of the dishes, the choice of recipes and overall cooking techniques. In all, 16 executive chefs from the Capital Region’s most elegant restaurants competed. The Presenting Sponsor for this year’s event was Northeastern Fine Jewelry owned by board member Ray Bleser. The 2008 “Heart of the Cornucopia” Award was given to David Ginsberg for over ten years of behind-the-scenes support of the event. The duties of hosting the event were shared by Channel 13’s Benita Zahn, Master Chef Dale Miller, and owner of the Reel Seafood Company LeGrand Serras. And, the food was priceless!
At the 2008 State of the Agency luncheon, the Employee Appeal Disbursement Committee announced that the following funds would be available to programs in 2009: $3,000 for the use of summer residential activities including vacation and day trip expenses; $2,000 for summer activity expenses in non-residential programs; and $4,000 for the traveling arts program for residents who are unable to get to one of the three art centers located in Albany, Saratoga and Schenectady. The Employee Appeal Fund was created by employees for the benefit of those who come to Living Resources for services.

Thanks to donations from board members and a $7,500 matching grant from SEFCU, Living Resources was able to renovate space at our Schenectady site for two new art classrooms. Classes in painting, drawing, sculpture, collage, mosaics, jewelry making, photography and videography will be offered beginning in the spring of 2009.
