Dear Friends, Reflection on this past year is not an easy task. People in our state continue to feel the impact of a very challenging economy, hoping to hold on to their jobs or to find new ones. For-profit companies are doing what they can to outlast this economic downturn. And nonprofits continue to deal with the growth in human need, while dealing with their own need for additional resources. Add to that the historic floods that came this past spring, and it’s easy to focus only on the negative, on what seems to be a constant drum beat of bad news. But progress is being made—so, what is United Way of Rhode Island doing to make a difference? We are helping to provide our friends, families and neighbors with the building blocks of a good life: Education, Income and Housing as well as Helping People in Crisis. Here are just some of the ways we’re helping people in need now and helping to reduce the number of people in need over the long term.

In Income, United Way of Rhode Island worked with voluntary income tax preparers and a wide range of community partners, especially Citizens Bank, to assist thousands of Rhode Islanders with the Earned Income Tax Credit, leveraging more than $50 million dollars for lower income workers since 2005. Last year alone saw a 32% increase in the program, as more people qualified in this poor economy. In Housing, United Way of Rhode Island helped to pass the historic bond that is providing $50 million dollars for affordable housing in our state. In a tough economy, the bond also helped to create or save 3,000 jobs. With over 900 units built and a 16:1 return on investment, this initiative has been called a huge success by the Providence Journal.

We’re also continuing to help Rhode Islanders in crisis. United Way 2-1-1 in Rhode Island handled 33,000 calls in 30 days as a result of the flood disaster. In addition, we called 15,000 people back to check on their status and to see if more help was needed. Our Olneyville headquarters also served as a community resource. We were the base of operation for local and national volunteers who were mobilized to help with needs assessment and recovery efforts.

In Education, BrightStars Quality Rating and Improvement System, initiated by United Way of Rhode Island and supported by CVS Caremark, is helping to improve the quality of care for pre-school children in our state. Right now, 50 early childhood programs and family childcare homes in Rhode Island participate in BrightStars, which means that more than 1,000 children are in higher quality childcare and early learning programs.

We are grateful to HousingWorks RI and our partners Rhode Island Housing and The Rhode Island Foundation for their collaboration in helping to make all of this happen.
Additionally, we established the Rhode Island Flood Recovery Fund. In response, Rhode Islanders donated more than $860,000! The money is being invested back in the community, helping people affected by the flood, some of whom will need years to fully recover.
So, that’s what the last year looked like to us. We know that we did not do any of this alone. When we invested in a program or agency, we know that you made it possible. When the affordable housing bond passed, it was your advocacy and your vote that made it happen. When volunteers came together to help those affected by the flood or donated school supplies for summer learning programs, it was your time and effort that made all the difference. This is what it means to Give, AdvocAte and volunteer. This is how we can live united to make Rhode Island a better place for all of us. As a result of the March 2010 flood crisis:
The flood of 2010 will be remembered, along with the blizzard of 1978 and the 1938 hurricane, as one of the worst weather disasters in the history of our state. We know that the waters have receded; however, we also know there are literally hundreds of people who will need years to fully recover.

The Rhode Island Flood Recovery Fund (RIFRF) was established to provide financial assistance to those affected by the flood. Resources made available by FEMA, private insurance and other primary disaster resources were accessed first. Afterwards, the RIFRF funds were used to address unmet needs, i.e., those needs that were not addressed by other forms of assistance. The Rhode Island Flood Recovery Fund Committee, a committee of community leaders, is guiding the distribution of money. The Reverend Dr. Donald Anderson, Executive Minister of the Rhode Island State Council of Churches, is the chair of this committee. Rhode Island VOAD (Volunteer Organizations Active in Disasters), the organization coordinating disaster relief efforts in Rhode Island, is working with community agencies and volunteers to help address the unmet needs of people affected by the flood.

United Way of Rhode Island headquarters was a “hub” for local and national partners who responded to the crisis (needs, assessment and clean up).

During the immediate aftermath of the flood, funds were used to support communitybased organizations (such as community action agencies) who were working with people affected by the flood.

Money from the RIFRF was used to replace personal items that were lost as a direct result of the flood such as food, shelter, clothes, and household items, as well as provide utility assistance and rental assistance. More than $300,000 was used for these purposes.
•
United Way of Rhode Island and United Way 2-1-1 in Rhode Island staff are members of the Long-Term Recovery Group, established by the State of Rhode Island.
•
The balance of the RIFRF is being used to support the long-term recovery of the people affected by the flood such as the restoration of their homes, the costs of which were not covered by other forms of assistance.

Most students lose approximately two months of grade-level equivalency in math over the summer months. Low-income students also lose more than two months of reading achievement.

According to a study by the U.S. Department of Education, children who regularly attend high-quality afterschool or summer programs have better peer relations and emotional adjustment, better grades and conduct in school, spend less time watching television, and have lower incidences of drug use, violence and pregnancy. 64% of Rhode Island children do not yet participate in summer learning programs.

50 early childhood programs and family child care homes in Rhode Island participate in BrightStars —more than 1,000 children are in high-quality child care and early learning programs.

Since April 1, 2010, BrightStars has awarded over $50,000 to participating programs. Programs use this money to make improvements in areas such as physical space, facilities and staff professional development.

Since 2009, more than 1,400 students throughout Rhode Island participated in the five summer learning programs supported by United Way of Rhode Island, RIASPA and the Nellie Mae Education Foundation.

United Way of Rhode Island’s Community Impact Fund is invested in programs and initiatives that promote quality early child care and education. Children who are prepared to learn have a greater ability to be successful in school and in life. United Way of Rhode Island, in conjunction with the Rhode Island Department of Human Services and the generous support of CVS Caremark, implemented the BrightStars Quality Rating and Improvement System. BrightStars works with child care and early learning programs to identify strengths and areas of improvement. United Way of Rhode Island is also a primary supporter and partner of the Rhode Island Afterschool Plus Alliance (RIASPA), whose mission is to shape public policy to support high-quality afterschool and summer programming, so that our children are prepared to lead productive lives.

It costs a single-parent family with two young children $47,352 a year to pay for basic living expenses, including housing, food, clothing, health care, child care, and transportation. In Rhode Island between 2006 and 2008, the median income of adults without a high school diploma or GED was $23,357 as compared to $30,697 for adults with a high school degree.
investing in our Community Since 2005, United Way of Rhode Island has invested $1.65 million in Skill Up, a workforce development initiative targeting the needs of economically disadvantaged Rhode Islanders and local businesses. Skill Up was established to aid employers facing a lack of skilled workers in key occupations. At the same time, insufficient training opportunities were available to low-income/low-skilled individuals who could potentially fill these positions, while simultaneously progressing towards economic self-sufficiency. The primary goals for Skill Up are to: •
Place low-income/low-skill Rhode Islanders in good jobs that offer access to benefits and the potential for advancement.
•
Provide employers with qualified entry-level and incumbent candidates for in-demand positions.
•
Encourage collaboration between state and local funders who support businesses, institutions of higher learning and/or lowincome individuals, with the ultimate goal of shared advocacy for workforce development legislation and programs.
impacting our Community Approximately 1,500 people have been placed in jobs to date as a result of the job-skill development programs supported by United Way of Rhode Island. Employers attribute working with Skill Up to diversifying their workforce; improving relations between their industries and the communities in which they work; and improving the quality of their staff. Between 2007 and 2009, major accomplishments of the four Skill Up partnerships included:

investing in our Community The Volunteer Income Tax Assistance/Earned Income Tax Credit (VITA/EITC) Initiative ensures that working Rhode Islanders, earning less than $49,000 annually, can access free tax services in order to receive the money they are due in refunds and tax credits. This initiative includes raising public awareness and financial literacy workshops, covering topics such as general banking, housing issues, debt issues, predatory lending, savings accounts, higher education loans, and life insurance.
•
For the sixth consecutive year now, United Way of Rhode Island conducted the successful VITA/EITC Initiative.
•
According to figures released in June 2010, more than 7,000 working Rhode Islanders received a total financial benefit of nearly $13 million. The figure represents the value of the tax refunds and credits that were claimed as well as the value of the tax preparation services that were provided to participating taxpayers.
•
The statewide initiative grew more than 30% as compared to the previous year; more than 400% growth since United Way of Rhode Island first got involved in 2005.
•
This additional income helps participants pay for living expenses, build up their savings, and take other steps to establish their long-term financial stability.
Annually, United Way of Rhode Island invests $150,000 in the VITA/EITC Initiative and works with a wide range of community partners as part of this initiative, including Citizens Bank, Domestic Bank, The Washington Trust Company, the Rhode Island Department of Human Services, the Internal Revenue Service, organized labor, chambers of commerce, public libraries, faith organizations, and more than 100 volunteer income tax preparers across Rhode Island.

For every homeowner who loses his or her home to foreclosure, an average of four to five families living in multi-family properties lose their homes when the building is foreclosed.

United Way of Rhode Island and other community leaders led the effort to pass a $50 million affordable housing bond in 2006.
•
More than 940 units have been built to date.
At the end of June 2010, the number of families staying in shelters increased 25% over the previous year. The reasons given for shelter use clearly reflect the impact of the economic crisis—higher unemployment and foreclosure rates.
•
$25 million used in 2007 and 2008 produced nearly $400 million in economic activity.
•
31% of the building permits during this time can be traced back to the housing bond.
•
More than 3,000 construction jobs were created or saved during the first two years.
•
Through the work of United Way-funded advocacy groups (Rhode Island Coalition for the Homeless, Housing Advocacy Coalition and Housing Works RI), the Neighborhood Opportunities Program (NOP) was restored to the Rhode Island state budget and created an additional 1,188 units of affordable housing.
•
Combined, there are a total of 2,525 affordable housing units in Rhode Island.
The number of men, women and children who needed shelters last year is larger than the population of Exeter and five other Rhode Island municipalities.
investing in our Community United Way of Rhode Island supports programs and collaborates with partners to advocate for the prevention of homelessness and the production of affordable housing. Some programs support outreach efforts. Others help chronically homeless people move into permanent supportive housing where they can access critical life-changing services to help them get back on their feet for the long term.

53% of chronically homeless people who applied to the United Way-funded SOAR program (SSI/SSDI Outreach, Access and Recovery) now have a reliable source of income. SOAR provides training, technical assistance and support to channel SSI/SSDI benefits to chronically homeless people.

United Way of Rhode Island is a partner with Housing First, an organization determined to eliminate chronic homelessness. With psychiatrists, nurses, case managers, and substance abuse specialists, Housing First provides comprehensive resources and treatment needed to reduce homelessness. There are thousands of social service providers in Rhode Island. Therefore, finding social service help is a daunting task, as the services people need may not be available through any one, single provider. Because social service providers may be listed under several different categories, the service people are looking for may be difficult to locate in the phone book or on the Internet. Applying for help may require a visit to several state departments and filling out multiple forms.
investing in our Community People needing assistance can get help 24 hours a day, seven days a week thanks to United Way 2-1-1 in Rhode Island. One call can connect people to essential community services—everything from finding an afterschool program to locating a food bank or accessing a job-training program. And 2-1-1 help is available in 175 languages and dialects.
United Way 2-1-1 in Rhode Island is funded by United Way of Rhode Island, Hasbro Children’s Fund and the State of Rhode Island. It is administered by Family Service of Rhode Island.
