Players in Taiwan Already Putting Nation’s Auto Industry on EV Track As is true in other sectors, Taiwan's automotive industry these days tends to follow the global trend to invest in and develop markets in electric vehicles (EVs). Many companies in Taiwan are already playing significant roles in this new industry as subcontract suppliers of lithium-ion battery pack, electric motor, and power control unit parts for international EV companies such as BMW, Tesla, and Fisker, among others. In addition to the vigorous efforts of private companies over the past few years, Taiwan’s government has also been promoting to step up development of EV-related industries on the island through R&D-subsidy programs and commissioning domestic research institutes to help develop newer, better technologies for transfer to the private sector. The aim is to build not only a local EV market with an extensive recharging infrastructure, but also an important global supply base for key EV systems and parts. One of the best examples is the creation of the Taiwan Automotive Research Consortium (TARC), key members of which include leading government-backed research institutes, along with a group of private companies each backed by various areas of expertise, which have been jointly building a comprehensive EV supply chain on the island. Their efforts have paid off, with many local players having become international key-system suppliers, and some of them are even assembling EVs for sale in Taiwan and abroad. There are several advantages behind the development of the EV industry in Taiwan, and these positive factors have helped create a very good start for such development on the island. The first is the globally advantageous information and communication technology (ICT) industry

on the island, as well as a well-established ICT supply chain, together elevating Taiwan's technological competitiveness in the emerging sector. Second, Taiwan's relatively small area and the other offshore islands are generally deemed optimal environments for developing an EV business model. Third, Taiwan has a big group of about 3,000 companies developing, innovating and producing almost all kinds of quality auto parts, with many already boasting global competitiveness. Fourth, the vigorous industry development has resulted in creating about 20 companies developing and making assembled electric scooters, as well as five to six manufacturing assembled electric cars or buses. Furthermore and thanks to Taiwanese governmental policy support, there are already 10 EV pilot projects being executed on the island, enabling about 3,000 electric cars and buses to ply the roads. These pilot projects are expected to help create viable l business models, collect needed data and information for the future EV industry and key-technology development.

TARC The Taiwan Automotive Research Consortium (TARC) has been commissioned by the Department of Industrial Technology (DoIT) of the Ministry of Economic Affairs (MOEA) to promote R&D and overall development of Taiwan’s electric vehicle (EV) industry. The mission calls for the development of five EV-parts industry clusters in Taiwan for drive motor/control modules and powertrains; EV auxiliary systems; energy storage and battery management system (BMS); key technologies and system integration; and niche EVs. The TARC is ambitious to tap the resources of industry, government, academia and research sectors to create EV supply chains and opportunities for business cooperation. The DoIT of the MOEA urged four research institutes to establish the TARC in mid-2005, with the six members of the Consortium being the Automotive Research and Testing Center (ARTC), Mechanical and System Research Laboratories (MSL) of the Industrial

Technology Research Institute (ITRI), Material and Chemical Research Laboratories (MCL) of the ITRI, the Chung-Shan Institute of Science and Technology (CSIST), and Hua-chuang Automobile Information Technical Center Co. Ltd. (HAITEC). The TARC ultimately aims to establish an integrated platform for automotive technological R&D, help the domestic auto industry set up concurrent engineering design platforms through international cooperation and technology transfer, and work with local universities to train personnel to set up a platform for innovative research.
