Cielo is a pre-eminent luxury home neighborhood in Nashville, within a private gated enclave on a total of 40 acres.

After passing through the entry gates, a small decorative pond will be located before lot 1. Lots 4, 6,7, 8, and 9 will have views of downtown Nashville.

PROJECT OVERVIEW

The Old Smyrna Road Improvement Project will be conducted in two phases and aims to enhance safety, traffic flow, and accessibility in the area. These improvements will primarily focus on the intersection of Jones Parkway and Old Smyrna Road, as well as additional upgrades along the road. The goal is to create a safer environment for both drivers and pedestrians while improving the overall infrastructure.

Below are the key areas that will be addressed during this project:

Roundabout Installation at Jones Parkway & Old Smyrna Road

• A roundabout will replace the existing stop sign.

• This change aims to improve safety and reduce stop conditions on major arterial roads.

Roadway Enhancements

• Elimination of steep drop-offs on the sides of the road to improve safety.

• Raising the road to be level with the surrounding ground.

• Widening the roadway to support two-way traffic, making it safer for vehicles and providing space for pedestrians and cyclists.

Pedestrian and Cyclist Accommodation

• Possible installation of dedicated pedestrian walkways and bike lanes.

• A potential traffic-calming circle at the Wells Boulevard entrance to the Harlan Subdivision to reduce speeding and improve safety.

Sidewalk Installation

• A new sidewalk will be added to enhance pedestrian accessibility and safety during the second phase of the project.

1. Who is the Developer?

Cielo is being co-developed by CPS Land, LLC and Parks 360, LLC. CPS Land has been developing many of Middle Tennessee’s top-selling communities since 1997 including Annandale, Montclair, and Witherspoon in Brentwood. Parks 360 has extensive experience in the Nashville market including as the developer of Willow Springs in Franklin and Princeton Hills in Brentwood. 2. What amenities are offered at Cielo?

• A beautiful, gated entry with a pond and overlook area.

• Custom streetlights

• Sidewalks

• An enhanced landscape and architectural program that strives to ensure that each home and yard conforms to the highest standards.

3. Is Cielo a gated community?

Will there be a guardhouse and security guard?

Yes, Cielo will be a gated community with private streets. There will be a programmable access controller that will restrict both vehicular and pedestrian access into the community to residents, guests, and approved contractors and delivery trucks. There will not be a guardhouse or security guard, however a high-security camera system will be installed as part of the gate

system to record and monitor activity in and out of Cielo.

4. What is the Cielo Builders Guild?

The Cielo Builders Guild will be comprised of certain home builders selected based on their craftsmanship, exacting standards, attention to detail and extraordinary designs. To control home quality in Cielo, all homes must be built by a member of the Cielo Builders Guild. The Developer will be selecting the initial members of the Guild and may add additional members from time to time.

5. What are the Cielo Homeowners Association (HOA) fees and what do these fees cover?

The Standard HOA fees will initially be $4,000 per quarter. The quarterly assessments are subject to review and/or revision as outlined in the Bylaws. At the homesite closing, there is a payment due of $5,000 toward the working capital fund and an additional payment of $500 for a set-up fee to the HOA management company. In addition to the Standard HOA fees, Lots 6,7, and 8 will have a Supplemental HOA Fee to cover maintenance costs of a shared, common driveway constructed by the developer that serves these homes. The Supplemental HOA Fee will initially be $1000 per quarter.

The Standard HOA fees will cover maintenance of the:

• Entry gates and electronic security

• Lawn, shrub and tree care and seasonal planting within open spaces

• Street light maintenance

• Decorative pond maintenance near the entrance

• Private Streets and Driveways

The Standard HOA fees also cover:

• Insurance for all open spaces

• Water used to irrigate the entrance area and certain common areas

• Snow removal

• Electricity for the streetlights, entry lighting and other landscape lighting in common spaces

• A fee for the HOA management company that is responsible for maintaining Cielo on a day-to-day basis

The Supplemental HOA fees (for Lots 6, 7, and 8) will cover the following maintenance for the shared common driveway:

• Leaf and debris removal

• Snow clearing

• Mowing or weed-eating along the pavement edge

All homeowners will be invited annual HOA meetings. They will have the opportunity to participate in leadership positions to ensure Cielo remains one of Brentwood’s premier communities.

6. What is Cielo’s Design Review Committee (DRC)?

The Design Review Committee (DRC) is a board of design and building professionals established by the developer to review all homes to be constructed in Cielo with respect to the community covenants and restrictions. The DRC will review architectural style, materials and colors, exterior detailing, and site and landscape designs. The activities of the DRC have been established to protect the integrity of the community streetscape and adherence to the Design Standards while allowing for individuals to create and build a custom home.

7. Who are the individuals that comprise the Design Review Committee (DRC)?

Mr. Rob Pease – Rob is a CPS Land Partner and Project Manager responsible for the design and construction of Cielo. Mr. Pease, who has more than 30 years of experience in development, land planning, landscape design, and project management, helped establish the vision for Cielo.

Mr. Dudley Smith- Dudley is one of the founding partners of CPS Land and is instrumental in shaping Cielo and other CPS communities. He is passionate about ensuring Cielo’s position as one of the South’s most distinctive luxury home communities.

Mr. Nick Dryden - Nick, a native Tennessean, is the founder and leader of Dryden Studios, a Nashville architectural firm known for its creativity and outstanding designs. For over 20 years he and his team have been creating thoughtful and sensitive designs while building lasting relationships in the community.

Mr. Chris Barkley - Chris is a landscape architect and partner with the award- winning Nashville design firm of HDLA. He believes in the power of design to encourages human interaction and create a better quality of life for all. Chris and his team at HDLA will oversee the review of the landscape plans for each home.

Ms. Jill Stamps- Jill is a member of the CPS Land team, will be the Design Review Coordinator for Cielo. She is currently administering the DRC for another CPS Land luxury home community, Rosebrooke in Brentwood, Tennessee.

8. Is there a specific architectural design that the home in Cielo must follow?

Cielo will have a variety of architectural styles, with the overarching design elements of high quality, proper proportions, great detailing, complementary color palettes, appropriate massing and scale for the lots and a high level of landscape design. The expectation is that each home in Cielo will be an architectural gem— distinctive from, yet complementary to, one another. Design Standards will be established to help guide and regulate the design of each home on each lot.

9. Does the City of Brentwood have additional design regulations?

The City of Brentwood will require typical permitting submittals before home construction may begin. Lots 5,6,7, and 8 are within

Brentwood’s Hillside Protection Overlay which will require submittal of more detailed architectural plans and grading plans to ensure compliance with their hillside standards. The homes on these lots will also need to contain fire-suppression sprinkler systems. Please consult with your builder for additional information related to these and other Brentwood standards.

10. How are the Design Standards enforced?

The Design Standards are enforced by the DRC. The DRC regularly visits Cielo and reviews the homes under construction to ensure conformance with the approved plans, Design Standards, and the Covenant, Codes, and Restrictions.

11. What are the home site sizes?

Homes sites in Cielo range in size from 2 acres to 7.7 acres.

12. How many square feet will the homes be in Cielo?

The typical home sizes are projected to be from 7000 square feet to over 12,000 sf on the larger lots. The minimum square footage for all home constructed in Cielo is 5600 square feet excluding garages, porches, and unfinished basement area.

13. Can I build my own home?

Only the members of the Cielo Builders Guild or other builders approved by the Developer are permitted to build homes in Cielo.

14. Can I immediately begin construction once I close on my homesite?

Home construction can begin once the Design Review Committee (DRC) approves the Architectural Plan and Site Plan for your new home. Once the Architectural Plan and Site Plan are approved, no changes may be made without seeking reapproval from the DRC. (additional fees may apply).

15. Is the construction of play equipment, private swimming pools, tennis courts, pickleball court, or sports courts allowed?

Yes, however the location and design of these improvements are considered on a case-by-case basis and may require a combination the installation of fencing and/or landscaping screening. Home buyers that wish to construct any of these improvements must submit a formal request to the DRC along with detailed plans. Pickleball courts may be required to have sound dampening screens to reduce noise impact to neighbors. Please refer to the Design Standards for further information.

16. What are the standards for fences in Cielo?

Rear yard fences shall be black painted aluminum or steel, 5’-0 in height, unless approved otherwise by the DRC. The DRC may approve other fence styles that deviate from the standard fence style chosen by the DRC, depending on the style of the home and location of the fence. Front yard fences, entry gates, walls, and columns may be permitted with approval, and must be submitted as part of an overall landscape design. Approval of fences styles and locations requires DRC approval.

17. What is the requirement for driveways in Cielo? Can I construct a gate at my driveway entrance?

Individual auto gates at driveways are permitted, subject to DRC approval for design and exact locations. The standard driveway is a light gray aggregate concrete with a standard broom finish concrete apron (apron is defined as the concrete paved area from the back of curb to and including the sidewalk). The DRC must approve any alternate materials for the driveway. No variances are granted for the broom finish concrete apron.

18. Will houses have their own mailboxes?

The United Postal Service now requires a common mailbox location within all neighborhoods, therefore homes will not have their own mailbox. The common mailbox location will be centrally located within Cielo.

19. What are the landscaping standards in Cielo?

All homes in Cielo are expected to include a high level of quality landscaping and hardscape. Hardscape refers to items such as walks, drives, and pool and patio layout. Landscape refers to all aspects of new plantings and existing trees on the homesite. Landscape and hardscape plans must be approved by the DRC. Required tree save areas on each homesite are discussed on-site with a representative of the DRC prior to the planning of your home design, if applicable. The removal or limbing of trees must be approved by the DRC.

20. What is the Cielo “Master Streetscape Plan”

Master Streetscape Plan is a landscape plan showing required plantings and hardscape elements along all streets. This plan is intended to provide the framework for common landscape elements and to create a cohesive appearance within Cielo. The Master Streetscape Plan is part of the Design Standards and will also identify whether Developer or homeowner is responsible for the installation and/or maintenance of specific landscape and hardscape improvements. One of the common elements of the Master Streetscape Plan is a standard Address Lantern, built by each builder as part of the home construction, to be located at one of drive entrances on each homesite. Please refer to the Design Standards for additional information.

21. Are there streetlights in Cielo?

Yes, Cielo is a beautifully lighted community.

22. Are there sidewalks in Cielo?

Yes, Cielo is a pedestrian-oriented community that is conducive for people interested in walking. The Developer will install sidewalks in common areas and homebuilders will construct sidewalks along the frontage of each lot along Cielo Drive.
