PREFACE Welcome to Da Nang! Da Nang is a dynamic city blessed with beautiful mountains, beaches and rivers, and its residents are very hospitable and active. We all share one determination - to make Da Nang a “liveable city�. With bold development policies and breakthroughs, the city has become an attractive choice for many international professionals and businessmen. In 2012, it is estimated that about 4,000 foreigners called Da Nang their second home. Despite the support given by the city’s government and locals, expatriates in Da Nang might still encounter some difficulties due to a lack of information about local lifestyles and legal regulations, not to mention the language barriers and cultural differences. This Handy Guide for expatriates in Da Nang is published to provide basic information to help you through the difficulties which expatriates can confront in their daily lives in Da Nang, especially early in their stay, and we hope that it will allow you to integrate with the local society more easily. As this is the very first edition of the guidebook and it is written by nonprofessionals, shortcomings are inevitable. OVERVIEW

Da Nang is a centrally governed city, and it is the economic, cultural, educational, and science and technology centre of the central and highlands regions of Viet Nam.

Area 1,283.42 km2 It comprises 6 urban districts: Hai Chau, Cam Le, Thanh Khe, Lien Chieu, Ngu Hanh Son, and Son Tra, 1 rural district: Hoa Vang, and 1 island district: Hoang Sa.

Population 951,929 (2011) The Da Nang symbol has the theme ‘Three Blues: mountains - river - sea, and Three Whites: wind - sky - sand’. The idea emerged from the city’s location by sea, mountains, river and rice fields in a picturesque and harmonious landscape. Images of the Marble Mountains, rice fields in Hoa Vang, fresh sandy beaches at Thanh Khe and Lien Chieu, and the bridge linking Hai Chau and Son Tra districts are incorporated. The building of the swing-bridge linking the two banks 8


of the Han River resulted from the solidarity of the Da Nang authorities and the people. It symbolises the creative and hard-working people who have developed the city.

Climate Da Nang is in a typical tropical monsoon zone with high temperatures and an equable climate. The city’s weather is a combination of the climatic features of northern and southern Viet Nam, with the northern having the more distinct influence. There are two seasons. The wet season lasts from August to December and the dry from January to July. Cold spells are occasional in winter, but they are not severe and are short. The annual average temperature is 25.9oC. The highest temperature is 28 - 30oC during the months of June, July and August. The lowest is 18 - 23oC in December, January and February. The 1,500 metre high Ba Na Mountain has an average temperature of 20oC.

Da Nang International Paramotor Race Date: May 25 and 27 Location: Da Nang Beach Activity: The competition, with the title “Da Nang - a new high level”, consists of 4 contests: speed flying, points flying, team flying, and flight rescue. The event aims to inspire and guide the development of this aviation sport in Viet Nam, and to create economic growth for the travel, hotel, and food and beverage services businesses in Da Nang.

Date: This festival is held on the 19th day of the 2nd lunar month Location: Avalokitecvara Pagoda, the Marble Mountains Meaning: The Avalokitecvara Festival reflects the forming of the Marble Mountains, Buddha, Avalokitecvara, and the history of the marble stone sculpturing. The religious festival is held to pray for peace and prosperity, and to give people the opportunity to live a better life in the summer atmosphere. Held in a natural setting, the festival attracts many pilgrims and tourists from many different regions. With its many traditional, cultural, and sporting activities, the Avalokitecvara Festival is very important in the local people’s lives. It has restored and developed some of the traditional characteristics of the Vietnamese.

Activity: This event is organised to promote Da Nang’s tourism. During June, there are many art performances, sporting competitions, music festivals, food festivals, etc.


Date: Two days in the middle of the 2nd lunar month.

They are sung to express the solidarity

STAYING IN DA NANG

You apply for Vietnamese visas at the immigration agencies of the Ministry of Public Security, the Consular Office of the Ministry of Foreign Affairs, Vietnamese diplomatic missions, or consulates in foreign countries. On entry, foreigners must register their purpose of residence, duration and addresses in Viet Nam, and operate in strict accordance with the registered purpose. You must not reside in areas where foreigners are banned from residence.

Temporary Residence When entering Viet Nam, you may temporarily reside in Viet Nam in accordance with the registered purpose, duration and addresses. Temporary residence certificates are granted by the competent immigration agencies of the Ministry of Public Security at Viet Nam’s international border gates. 1 2

Temporary residence declaration - When residing temporarily in Da Nang, you need to declare and report your temporary residence to the local competent immigration agencies:

- Fill in the temporary residence declaration form. - If you stay overnight at a hotel or residential quarter reserved for foreigners, you must make a temporary residence declaration through the hotel owners or residential quarter manager. - If you stay overnight at a citizen’s private house you have to, either personally or through the house owners, make a temporary residence declaration with the police office of the ward or commune where you are staying. Procedures for visa For replacement or modification, and length of stay extension: If you need to extend your length of stay or modify your visa, you can contact the immigration agencies in Da Nang to be considered. Requirements

- An application for visa renewal, replacement or modification, length of stay extension (which is certified by the sponsoring agency or organisation, or Police office of the ward/commune where you are temporarily staying if you are visiting your relatives); - Original passport and visa; - Certified copies, or copies along with the original for comparison, of the papers to prove the purpose of your stay in Viet Nam; - For beyond 3-month visa extension application: a copy of your work permit or the receipt of your application for a work permit (except for those exempted from work permits); - For under 3-month entry application: your detailed activity plan in Viet Nam and a certificate of your work or stay.

Temporary residence card Foreigners who temporarily reside for one year or more can be granted a temporary residence card by the competent immigration agencies of the Ministry of Public Security. If you are granted a temporary residence card, you are exempt from needing a visa for entry and exit during the valid duration of the card. You must, however, comply with the important information (indicated on the temporary residence card) and complete your temporary declarations. If you are a member of a foreign mission, or a relative/assistant of the applicant, please contact Da Nang Department of Foreign Affairs for instructions on the procedures for granting a temporary residence card for you. Procedures for granting temporary residence card Note: During your temporary residence, you should carefully store your passport and temporary residence card, and always carry them with you.

- A registration form for temporary residence and a curriculum vitae with portrait photo attached (and two additional 2cm x 3cm photos); - Copies of valid passport and visa (along with the original for comparison); - 1 certified copy, or 1 copy along with the original for comparison, of the legal entity dossier of the sponsoring agency, organisation or business; - 1 copy of your work permit (along with the original for comparison) if you are required to have a work permit; - If you are accompanied by a relative, you must submit proof of your relationship.

Requirements for changing an existing card

Same papers as for a new card, together with your expired temporary residence card.

Loss of temporary residence card

If your temporary residence card is lost, you must immediately notify the issuing agency; - Same papers as for a new card, together with your theft claim or written notification from your guarantor.

The validity of a temporary residence card

- A temporary residence card is valid for 1 - 3 years; - The duration of the temporary residence card is at least 1 month shorter than the duration of the passport; - The holder of a passport valid for less than 1 year will not be granted a temporary residence card.

- 1 year: 80 USD; - 1 - 2 years: 100 USD; - 2 - 3 years: 120 USD. (payment in VND)

Permanent Residence Foreigners temporarily residing in Viet Nam in one of the following circumstances can be considered for permanent residence: - They are people who have struggled for freedom and national independence, for socialism, for democracy and peace, or for the cause of science, but have been subject to suppression. - They made a meritorious contribution to the cause of building and defending the Vietnamese Fatherland. - They are spouses, offspring, or parents of Vietnamese citizens residing in Viet Nam. Permanent residence card template Permanent residence card holders are exempt from visa upon entry and exit, and must comply with the important information (indicated on the permanent resident card). You must make a temporary residence declaration if you stay overnight outside your registered permanent address. A permanent residence card is valid for 3 years.

Acquisition of Vietnamese nationality Foreign nationals and stateless persons permanently residing in Viet Nam who file applications for Vietnamese nationality may be permitted for naturalisation in Viet Nam if they satisfy the following conditions: - They have the full civil act capacity as prescribed by Viet Nam’s laws; - They obey the Constitution and laws of Viet Nam, and respect the traditions, customs and practices of Viet Nam; - They understand Vietnamese sufficiently to integrate themselves into the Vietnamese community; - They have resided in Viet Nam for 5 years or more at the time of application for naturalisation; - They are capable of making their livelihood in Viet Nam. Daily life Common ceremonies and how to respond Wedding party At least one week before a wedding party the bride or the groom will try to see you and give you your invitation. The parents of the bride and groom also invite their friends to the party. If you are invited, you can confirm your attendance right after receiving the invitation.

LIFE

It should be noted that you are being invited to the wedding party, not the real ceremony, and therefore rituals will be very brief. The official traditional wedding ceremony will already have been held at their homes before the wedding party. Only parents, relatives and very few close friends attend this official ceremony. As is the Vietnamese habit, money is the best gift to give at a wedding party. If you are a relative of the bride or groom, your gift should be pure gold jewellery. As a rule, the party will normally start at least 30 minutes later than the time on the invitation. You should, however, be at the venue at the stated time to select the most favourable seat. A Vietnamese wedding party is an occasion for connecting with other people. The MC may invite the new couple’s friends and relatives to come onto the stage to sing. If you think you are able and confident enough, prepare a song to share the happiness. Housewarming party Friends and relatives have a small party after buying or

finishing building their new houses. If you are invited, gifts could be items for the new house, such as a picture, clock, lamp, etc. If you cannot find anything suitable, money is also acceptable.

Full-first-month and first birthday parties (Out-of-Cradle Ceremony)

When one of your relatives or friends passes away, you should pay a visit to his/her family during the funeral period. You can also go with other friends to form a group during the visiting. Normally, you or your group should prepare a pair of white candles, some white tuberoses flowers, and some money. It is not polite to wear shorts, short skirts or colourful clothes when visiting a funeral.

It’s certain that the parents will invite most of their good friends and neighbours to come and share their happiness. After receiving an invitation, you should prepare a beautiful wish and a small gift or some lucky money for the child’s bright future. One year later, the Out-of-Cradle Ceremony (first birthday) is another important ceremony. When the child is exactly one year old, he/she will leave the cradle and move to his/her first bed. In this ceremony, the parents will arrange many tool-like toys around their child, such as a hammer, paper and pens, a stethoscope, sewing and housework tools, an aircraft, and an automobile. As a natural reaction, the child will pick up the toy that he/she likes the best. Depending on the child’s selection, the parents believe that their child’s future career will be related to that selected tool. Vietnamese people consider this to be one of the most important ceremonies in a child’s life, and therefore they hold a large party after the ceremony. If invited, you can prepare a gift just

Funeral

Death Anniversary

In order to honour a deceased family member, the family will host a death anniversary annually, and invite their relatives and some close friends. When attending such an anniversary, you should prepare some fruit or cake to put on the altar of the dead person. After worship, a meal begins and you should stay at least for a while. Vietnamese people consider this anniversary an opportunity for family members to get together and share their current lives. Do not be too surprised if everybody seems to be quite excited. Renting a house Types of house rental and payment methods In Da Nang, there are various types of house rental including the entire house or apartment, a room, or a 19

Exactly one month after a baby is born, the parents must have a thanksgiving ceremony. This ceremony is firstly to thank the gods for the good health of both the mother and the child, and then also to inform the people around of their new healthy child.

home-stay room. Depending on your requirements and negotiations between you and the landlord, the term of rental also varies. You can hire for a month, a quarter, a year or for many years. Normally, you can negotiate with the landlord to set up the payment date (eg every 3 or 5 months) without any rental contract, however it is always a prepaid verbal-contract. For renting the entire house or apartment, a legal contract is necessary. The payment method could be in cash or bank transfer depending on your contract. If you are hiring a room or a home-stay room, your landlord may prefer a cash payment. In Viet Nam, the most common and reliable source of information about houses for rent is normally from your friends or relatives. Notice of house rental contract Legal requirements for house rental: You are working for a foreign organisation that is authorised to operate in Viet Nam, or you have been granted an entry visa of 3 consecutive months or more. When starting to rent a house from a Vietnamese landlord, please carefully check this compulsory information about the property: The certificate of house ownership is in the same name as your landlord; the property belongs to one individual; it is a self-contained unit; water and power supplies, sanitation and other necessary conditions are guaranteed; there is not currently an ownership or easement dispute concerning the 20

house. All the above information can be found at the People’s Committee office for the area. Important information to be included in a house rental contract: name and address of the landlord; description of the house’s current condition; rental price in VND and method of payment; warranty policy (if available); term of lease; pledge of agreement between the parties and others, and the date of signing. You must also provide your exact personal information in the contract, including your passport number and the number of your provisional stay permit. If you are hiring the house on behalf of your organisation, provide the licence number of the organisation’s representative office. Important: Your contract must be certified by the People’s Committee office for the area. For further information, please refer to Point No 93 of the Vietnamese Law of Housing. Buying land or property Requirements (one of the following must apply) You must have a legal investment in Viet Nam, or work as a manager of an organisation (domestic or foreign invested business) in Viet Nam. Note: If your company is operating a property business, you cannot legally own land or property in Viet Nam. Your contribution to Viet Nam has been rewarded by a Medal from the President of Viet Nam or recognised by the Prime Minister. You have a Bachelor’s degree or higher, or have special knowledge or skills which Viet Nam needs to serve its development progress. You are married to a Vietnamese citizen.

Depending on which bank you approach, the procedure might differ a little, but there are always three basic steps:

Wherever you live in the world, the best way to keep your money safe and interest-bearing is to consign it to a bank. There are two major types of bank in Viet Nam: State-owned banks: Viet Nam Bank for Agriculture and Rural Development (Agribank), Bank for Investment and Development of Viet Nam (BIDV), and other special policy-banks. Commercial banks: Technological and Commercial Bank (Techcom Bank), Viet Nam Bank of Industry

Remittances out of Viet Nam There are two methods available for sending money out of Viet Nam: Remittances via a bank’s giro system. You can open a foreign currency account (eg in USD, EUR, or CAD) at any bank. National health insurance scheme Overview

HEALTH CARE

Viet Nam operates a national voluntary health insurance scheme, where the premiums depend on the employees’ monthly salary. Those insured are Vietnamese workers whose labour contracts are for at least three months, or an indefinite term, with any organisation from every economic sector, state offices and units, political organisations or sociopolitical organisations. Health insurance cards are issued as evidence of entitlement to health insurance, and they can be re-issued or renewed if lost or damaged. The maximum monthly health insurance premium is 6% of an employee’s salary, of which the employer pays two thirds and the employee pays the rest. During a period of maternity leave, a female employee and her employer are exempt from paying health insurance premiums. The female employee is, however, considered as continuously insured and all benefits remain unchanged.

National health insurance for foreigners

A foreign employee who has a contract for at least three months with any agency, organisation, or private enterprise is required to take out national health insurance. The monthly premium for foreign employees is 4.5% of salary, of which 3% is paid by the employer, and the remaining 1.5% by the employee.

If the foreign employee’s salary is paid in a foreign currency, the figure will be changed into VND before health insurance premium rates are calculated. The exchange rate will be the average inter-bank exchange rate, as defined by the State Bank of Viet Nam. It is declared twice a year, on 2 January and 1 July or the next working day. Employers and employees can choose to pay health insurance premiums every six months or annually. Within the same organisation, the plan should be co-joined to other existing employees’ terms of health insurance renewal.

Health insurance benefits apply when having any type of health assessment at any state or private health care facility that is in cooperation with the insurance scheme. The insured will be charged a small part of the total cost of the health care service, which is already lower than normal. The insured person is advised by the insurance provider to select the most favourable health facility for their initial health care needs. This health facility can be changed every quarter. If the insured takes a health assessment at a health facility which is not covered by their insurance plan, he/she must present his/her insurance card before paying the full cost in order to be refunded by the Social Insurance Agency later. The amount of refund depends on the national regulations.

How to register

By providing some personal information, a foreign employee can register at a provincial health care facility for insured services. The registration can either be made at his/ her organisation or the appropriate division of the local People’s Committee. He/she will then be issued with a term insurance card, which is similar to a Vietnamese employee’s. 41

Health Care

The health insurance premium is calculated from the total salary written in the labour contract. If this salary is more than 20 times the national monthly minimum wage, the maximum health insurance premium is calculated from the figure of 20 times the national monthly minimum wage.

Emergency situations You can buy various kinds of general medicines, or painkillers, for common complaints such as flu, coughs, and indigestion at local pharmacies. When an accident occurs, call 115 for the ambulance. A foreigner should ask the nearest Vietnamese person to call 115 to transfer the fully comprehensive information. In a 115 call, the following information should be provided: the nearest address of the place of the accident, personal number of the caller, number of victims, and the current condition of the victims. Based on that information, the centre for emergencies will send one or more groups of health workers for the most effective first-aid. The victims will be transferred to the nearest hospital, a specialised department, or the hospital that the victims are insured for. After receiving basic treatment in the emergency room, if you need to stay in a hospital, you complete the admission procedures under the doctor’s instruction. * Note: When having any type of health assessment, the insured must present his/her valid insurance card and some photo ID. If the insured was transferred to a health facility in an emergency, he/she must present their insurance card before leaving the hospital, in order that all the insurance benefits can be applied. In addition, depending on each individual case, the insured might be asked for some additional documents: evidence of transfer between hospitals if he/she was transferred from one hospital to another; or an appointment reminder if they have been requested by the health facility to have a recheck. Viet Nam perspective in communication Vietnamese people love to communicate, but only when they find themselves within a familiar community. On the other hand, when a Vietnamese person is outside his community and in front of strangers, he appears to be very timid.

VIETNAMESE LANGUAGE

In their communication, Vietnamese people have a habit of learning, observing and evaluating their communication objects. Issues such as age, hometown, education, social status and family status (parents, spouse, and children) are the most common topics in Vietnamese communication. This habit is greatly contradictory to western beliefs, which makes foreigners comment that Vietnamese people are curious. Actually, that’s only how a Vietnamese person expresses his/her concern for others. Regarding communication style, Vietnamese people prefer delicacy, consideration and harmony. The delicate way of communicating shapes the Vietnamese habit of beating about the bush, never talking directly or speaking their mind. According to Vietnamese tradition, a communication should be started with a question asking about the home, work, and so on. This is very different from the western direct communicative style. This characteristic is known as the high context communication that most Asian countries have, in which not everything is said, but rather, much can be implied.

In Viet Nam, there is a rich system of how to address each other in a communication. Because of the intimate nature of Vietnamese people, everyone in the community is considered as a relative or family. Therefore, they always add titles such as anh (brother), chị (sister), cô (auntie), chú (uncle) when addressing a person although they are not actually related. In addition, how to address other people in a communication depends on their age, social status, time, and space. The way of addressing someone shows a hierarchy in communication. The Vietnamese nature of community prevents any general “I” in the addressing protocol. Vietnamese often refer to themselves as humble, but address others with high respect. When two people converse with each other, they sometimes address each other as elder sister, other times as younger sister. The respect shown in communication leads to the habit of avoiding calling each other by their real names. Real names are used only to insult each other. In the family, the child is named so as to avoid identical names of elders or ancestors. Therefore, it is customary to ask the homeowner’s name when visiting someone’s house. Vietnamese people have their own gesture system. Traditionally, Vietnamese greet each other by joining hands and bowing slightly. However, in big cities, some men have adopted the Western practice of shaking hands. In public, men often hold hands as an expression of friendship. Hugging, nevertheless, is reserved for relatives. Vietnamese are taught at an early age to avoid eye contact, especially with older people and those of higher status. The followings are some non-verbal expressions that are popular in Viet Nam.
