The County Council voted to raise recordation tax rates, which will make housing more expensive. This increase will result in up to 30% more in recordation tax paid by homebuyers. This tax increase aims to address a funding gap for school construction.

The county is considering allowing duplexes, triplexes, and smaller apartment buildings in single-family neighborhoods to address the housing shortage. This proposal has received both support and opposition from residents.
Planning Director Jason Sartori noted that the current housing supply doesn’t meet residents’ needs, leading to high housing prices. The average price of a single-family home exceeds $1 million. Supporters say the changes offer more housing options without mandating conversions.
While some see benefits, others worry that increased density could lead to overcrowded schools, traffic congestion, and insufficient infrastructure. There are also concerns about the character and aesthetic of single-family home areas, potential reductions in property values, and quality of life. Environmental concerns have been raised regarding whether the county’s current infrastructure can support the increased population density.
Parking issues and the adequacy of public transportation are additional points of contention. Skeptics also question whether the proposed housing will be affordable for middle-income families, arguing that market forces might still price out the intended demographic, resulting in minimal improvement in housing affordability while altering neighborhood dynamics.
The next steps include briefings with the County Council and public forums. If approved, new housing types could appear in single-family zones by 2025.

So What Else, Inc. is Feeding the Hungry and Nurturing Creativity in Montgomery County

“Our programming is intended to foster children’s imaginations and encourage community involvement. So What Else has provided approximately 50 million meals since March 2020. We saw kids in our programs suffering from hunger during COVID, and when we stepped in to fill that need, we found we could do so much more for food insecurity in our target local communities.”
One of the most exciting transitions for Montgomery County kids who participate in the So What Else, Inc. after-school and summer programming happens when they age out as participants and become volunteer assistants, passing on their own experiences to the next group of kids. Not only do these young people benefit from the program, but they go on to meet their Student Service Learning hours, get valuable experience as mentors, and set themselves up for future success.
This is just one of the fantastic ways So What Else strategically creates a sustainable, lasting impact on underserved communities in Montgomery County, Washington DC, and Baltimore. “Our programming is intended to foster children’s imaginations and encourage community involvement,” says Nifemi Olugbemiga, Director of Youth Development MOCO. With locations across Montgomery County, So What Else inspires kids to see themselves in a different, more powerful light.
What began as programming offered to underserved kids has blossomed into much more. With an impressive array of offerings ranging from theater to STEM (science, technology, engineering, and math) activities, So What Else offers expansive opportunities for kids to learn life skills and have fun while doing it. Entrepreneurship is one of the program’s critical learning components where young people are taught to identify goals and figure out how to achieve them. Olugbemiga recounts an example of kids learning to make candles and selling them in a fundraiser. “These kids are learning critical
entrepreneurial skills, problem-solving, and having fun at the same time,” she says.
So What Else also operates a Food Rescue Bank with multiple locations and home services. Since its inception in March 2020, the program has expanded to serve individuals through a walk-up food pantry, satellite distribution centers, a home delivery program for homebound clients, and by distributing food in bulk to other organizations. “We noticed kids in our programs suffering from hunger during COVID, so when we stepped in to fill that need, we found we could do so much to reduce food insecurity in our target local communities,” says Megan Joe, the Executive Director of the Hunger Relief Program. She is in constant collaboration with other organizations to make the most of all contributions.
The Food Rescue Bank and the Children’s Program have received incredible support from the community. From volunteers helping to lead the kids’ programming to food drives and volunteer days packing grocery bags for the walk-up pantry, the organization has opportunities for people to get involved in a way that is both meaningful and best suited to their skills. Olugbemiga recalls the impact when a local actress who grew up to star in the latest production of the musical The Color Purple came to teach a class at the summer theater program. A self-described introverted child, young Vivien Agbakoba entertained herself by creating designs with her mother’s hand-held sewing machine. “When all the kids were playing outside, I was just busy crafting one thing or the other,” she says, using reverse engineering to figure out how dresses are made. By the time she was 12 or 13, the Nigerian-born designer was making clothing and found it came easy to her.
“It gave me an inkling that I had a gift for making dresses, and my parents recognized that as well.”
After obtaining degrees in other fields, Agbakoba, now 56, went to design school and started a fashion line in her late twenties. Her husband’s career took the family to live in Venezuela, where she paused paid work to focus on raising their three children. When they settled in the DC area around 2002, Agbakoba, at the urging of her mother, decided to relaunch her fashion business.

Agbakoba offers custom designs in addition to off-the-rack options at her store at Westfield Montgomery Mall. She carries pantsuits, kimonos, accessories, and more, along with her signature evening gowns. The boutique stands out for the quality of its materials, a welcome contrast to the inventory of department stores nowadays. While Agbakoba loves satin, Chantilly lace, and hand beading, she always designs with her clients in mind. “We want to make sure that we give our clients what they want, but in a way that they will step out and still stand out and make a statement in whatever crowd that they are in,” she says. Many customers recognize a sample of Agbakoba’s “Karen” gown on display, the embellished, head-turning number Bravo star Karen Huger wore on her vow renewal episode of The Real Housewives of Potomac.
Agbakoba, who has appeared on nine seasons of the reality show, has been close friends with Huger for decades. Huger is even the vice president of Felicia’s Fund (feliciasfund.com), Agbakoba’s nonprofit organization that invests in “the education and vocational training of young girls.” As part of these goals, Agbakoba is currently building a fashion academy on the site of her store, building off a concept she launched in Nigeria. She was inspired by her late mother, who empowered girls and women throughout her life.
When she’s not working, Agbakoba and her husband of 30 years, George, can be found at social events, traveling the world, or playing golf at country clubs like Bretton Woods in Germantown. Is she still an introvert? She’s now an ambivert, she says with a laugh. “As soon as those heels come off, I just want to crawl back into my studio and not be bothered.”

She is also the public relations representative for the McArthur Baker International Consulting Group. Her influence extends overseas as well, for she is working on bringing a fully-equipped mobile clinic to remote villages in West Cameroon, where she grew up, to provide free screening for metabolic diseases. When it comes to inspiration for creating experiences around food and your community, as well as creating travel bucket lists to some of the world’s most unique and delicious destinations off the beaten path, Chef ‘Dennis The Prescott’ is a culinary change maker whose feed you’ll want to feast on.
Host for two seasons of the show, Dennis and his two food and design co-hosts travel the world to revive failing restaurants by connecting them to the local culture. Filming included 13 episodes over 9 months that included three in Canada, one in the continental US, one in Hawaii, and others outside of North America, including Hong Kong, Slovenia, Austria, Malta, St. Lucia and Finland.
“Slovenia borders Italy and Croatia, which is to say there are a lot of shared values in and around food; they have really great cheese, dairy, beef, pasta, but very few tourists, hardly any. So if you love Italy, that kind of specific travel and food experience, particularly Northern Italy, because you can see the Alps from where they are. It’s picture perfect, a beautiful place, and also where orange wine is from.”
Dennis also highly recommends Costa Rica, Hawaii and Finland.
“Most people love the idea of travel, but we tend to pick the same places when we travel, and there is nothing wrong with that, they are amazing for a reason, but when you get off the beaten path a little bit, you learn the difference between vacation and travel.”
In addition to travels, Dennis is a huge advocate for supporting local businesses and the connection grilling in your own backyard can make.
“Grilling is inherently communal. You talk to your neighbors, they smell it, they ask you what you’re cooking; the whole act of it is a community.
One of the most common fears Dennis hears from people cooking and/or grilling at home is, ‘where do I start?’ Dennis recommends cooking the things that bring you joy — things that are on a restaurant menu you can’t NOT order because you’re so pumped that those dishes are on there.
