Road & Bridge Maintenance

Maintains nearly 1,000 miles of roads and bridges. This ranges from potholes to major capital improvement projects.

Right-Of-Way Maintenance

Responsible for the maintenance within the county right-of-way. This includes mowing, street signs, and tree trimming.

Mosquito Control

In addition to seasonal mosquito spraying, other mosquito control methods are used such as trapping and testing for any mosquito-borne diseases.

Drainage

Maintaining and improving the roadside ditches and overall drainage of the Precinct.

Parks & Community Centers

Precinct 4 maintains 5 county parks, and handles facility rentals for 7 community centers.

Road Emergencies

Responds to all road emergencies on county maintained roads during natural disasters to keep the roadways clear.

If I could offer advice to my younger self, it would be this: enjoy the journey—have fun, and don’t be afraid to look ridiculous doing it! Move forward with quiet confidence in your abilities and resist the urge to compare yourself to others. We each have our own path, and that’s what makes it uniquely perfect. Surround yourself with kind, driven people who will help you celebrate your accomplishments and learn to navigate life’s challenges.

Above all, prioritize your well-being—take care of your body and mind, because they are the foundation for everything else. Finally, don’t rush through life’s stages—embrace each phase for the lessons it offers and the character it helps you build. It’s through these experiences—especially the “failures”—that we truly grow. And as long as we’re growing, we’ll always remain young at heart.

The Path to Recovery Through Faith, Trauma, and Transformation

Addiction doesn’t always look like substance abuse. For some, it manifests through emotional pain, an unrelenting need for validation, or an escape from deeper wounds. For LaNora Purvis, overcoming cycles of selfdoubt and the search for worth in unhealthy places revealed a powerful truth: addiction isn’t just a substance problem; it’s a heart problem, often rooted in trauma.

LaNora’s path to recovery wasn’t just about overcoming addiction; it was about healing from the inside out. The turning point came when she realized that, in order to help others, she had to heal herself first. With her faith guiding her, she found strength in mentors and a community that understood her challenges. These supporters showed her the power of resilience and transformation, teaching her that true freedom from addiction is not just a dream—it’s a reality.

Inspired to help others, LaNora founded Heaven’s Army – Home of Amazing Grace, a recovery program focused on deep, lasting transformation addressing the root causes of addiction, such as trauma and emotional pain. With a foundation in biblical principles, trauma-informed care, and life skills, the program encourages heart change rather than behavior modification.

Recognizing that addiction and crime often go hand in hand, she later founded The Winston House, helping men coming out of incarceration, and providing the structure and accountability needed to break past cycles. Both programs focus on personal growth and healing, offering individuals the tools to reclaim their lives and build a better, more intentional future.

The biggest challenge for many in recovery is the shame and fear that accompany addiction, and many feel unworthy of help. Heaven’s Army offers more than a roof; it’s a safe, supportive space to confront pasts without judgment. Here, they rebuild their confidence, heal from trauma, and rediscover their worth. Heaven’s Army has flourished for over 15 years, proving that when we come together as a community to support one another, healing is not just possible— it’s achievable.

For anyone currently struggling with addiction, the message is clear: You are not alone. The road to recovery may feel daunting, but there is hope, and there is a community ready to support you every step of the way. Addiction doesn’t define you; your healing and transformation do. With the right support, a heart open to change, and a commitment to healing, anyone can break free from addiction and step into the life they were always meant to live.

“Art is a reflection of my faith—freedom and healing— captured through vibrant, transformative creativity.”

Imagination is limitless, and art holds the key to unlocking unseen realms, infusing the canvas with experience, and transforming emotion into expression. Local artist Bre Tobias has always been surrounded by creativity. Coming from a family of artists, her passion for art was sparked early on. But beyond family influence, Bre’s deep spiritual connection to her craft set her work apart. Through prayer, study, and reflection, she discovered a profound way to express herself, turning emotions into art that excites, uplifts, and inspires. Bre’s style explores her vulnerabilities, translating them into new techniques and approaches. From figurative to pop surrealist pieces, Bre pushes herself to try to embrace her feelings through her brightly colored paint palette, evoking feelings of joy, innocence, and playfulness. Whether telling a story or simply creating for fun, Bre’s goal is to make her audience feel uplifted and inspired. When asked about the inspiration behind her work, Bre shares that creativity strikes from various sources—whispers of her daydreams and flowers blooming in nature, the rhythm of her favorite songs, and even the elegance of interior design. As her relationship with Jesus grew deeper, her artistic vision evolved, with her prayer journal capturing spontaneous ideas and allowing her to later bring them to life on canvas. “The creative process has become a spiritual journey for me,” she reflects. “My art is a reflection of my faith, even if it’s not overtly religious. It’s about freedom and healing.”

Like many artists, Bre faces moments of vulnerability when it comes to sharing her work with the world. “You create something so personal, then wonder if people will accept it,” she says.  Despite these challenges, she stays true to her creative vision, letting each piece reflect her heart and soul. “It’s not about the sales or popularity,” she continues. “I want my art to make a difference in people’s lives.”

In her cozy home studio, with a podcast playing in the background, Bre thrives in the quiet, uninterrupted space where she can fully immerse herself in her work. Balancing her art with being a stay-at-home mom, she makes time for creative projects, commissions, and art lessons. "If you see something, say something" becomes "if you feel something, do something" when it comes to your health. It’s a simple yet powerful reminder to trust your body’s signals and take action. For Brooke Baugh, Director of Development and Programs at the Northeast Hospital Authority & Foundation, this philosophy fuels Project Mammogram, a life-saving initiative dedicated to early detection, education, and preventative care in the fight against breast cancer.

At the heart of Project Mammogram lies a commitment to ensuring that no one in the community is left behind. Established in 2001 with generous support from the Kingwood Women’s Club, the program provides free 3D screening mammograms, diagnostic mammograms, ultrasounds, biopsies, and follow-up treatments to those who qualify. Serving residents across East Montgomery, North Harris, and Liberty counties, it is a lifeline for the uninsured and underinsured, offering them a chance for timely intervention and potentially life-saving care.

For LaTonya, a married mother of four, this lifeline came just in time. Like many busy moms, she was so focused on taking care of her family that she ignored her own health concerns. When she discovered a lump and began experiencing persistent breast pain, she finally sought help at the ER. The physician immediately recommended a biopsy and referred her to Project Mammogram. Uninsured and terrified, she turned to Google, hoping for a solution. She found hope right in her own community. Thanks to Project Mammogram, LaTonya received the care she desperately needed. In mid-2024, she rang the bell—a triumphant moment marking the end of her chemotherapy treatments. Now, after completing radiation and starting maintenance medications, she reflects on the gift of time: more time with her family, more moments to cherish, and more memories to make. “If you see something, say something. If you feel something, do something. And if you need help, Project Mammogram will be there for you,” she shares.

Early detection is crucial in the fight against breast cancer. According to the American Cancer Society, when breast cancer is caught early and remains localized, the 5-year survival rate is an astounding 99%. Through regular mammograms, self-exams, and clinical screenings, Project Mammogram ensures that individuals who might otherwise lack access to these services have the opportunity to catch cancer early, saving lives and offering peace of mind.

New Caney Smiles Dentistry was created by an entity dedicated to providing dental oral health care to all people with an emphasis on the mouth-body connection. This means that the oral health of the mouth has a direct correlation to the entire well-being of the body. I had the privilege of gaining a mentor in the field of dentistry who partnered with Smile Generation and inspired me to continue with a partnership as well. One of the main values that is embodied through the company is the desire to serve the community by providing education about the importance of oral health and providing access to care specific to each person. New Caney Smiles Dentistry uses the latest research and technology to identify markers in the oral cavity that directly influence the overall health of the individual.

As a woman in leadership, I have the opportunity to demonstrate what it means to provide care to those with a severe phobia of dental experiences. Women naturally embody empathy, which allows them to connect with others and provide comfort in unfamiliar situations. The dental office can be scary for many, especially if they’ve had previous bad experiences. It is my goal to help patients feel secure by addressing their fears and creating a safe environment for them.

Each patient's first encounter begins with a meet and greet to help identify concerns regarding oral health. A thorough gum and tooth exam is conducted with visual aids to provide clarity about the treatment needed. We take time to review the steps of treatment and set expectations, giving patients a sense of security. This practice sets New Caney Smiles Dentistry apart from other offices.

The practice participates in community service by donating dentistry throughout the year. Last year, it worked with other providers who donated hygiene services, filled cavities, made crowns, and placed implants for local communities.

As a woman in dentistry, I encourage those who may not see potential in themselves. I stayed consistent through major challenges, and I believe that mindset is key to success. If you can visualize your success, you’re halfway there. Keep taking the next step until you reach the life you dreamed of. It’s possible.
