Welcome to the new Life in La Habra – the magazine that incorporates La Habra recreation, news and lifestyle into a single publication. Life in La Habra is a collaborative effort by the City of La Habra and the La Habra Area Chamber of Commerce. It is designed to provide a quarterly, comprehensive view of the community to residents and business owners. Recreation classes, news articles, lifestyle features, and even some fun diversions are all part of the new Life in La Habra. Previously, La Habra residents were mailed both a quarterly Life in La Habra four-page newsletter and a quarterly

recreation class brochure from the City. In reviewing those publications, the City and the Chamber decided to take the best content and features of each of the publications and create a new magazine that would provide broad interest to the community. The transformation of Life in La Habra includes business advertising to offset part of the costs to produce this new magazine, and fewer City funds are being used to produce and mail one publication, rather than two. Each quarterly issue of Life in La Habra will feature a listing of available recreation classes, trips and tours; articles on current La Habra topics and issues; La Habra lifestyle and business ideas or tips; and an in depth community focus story. Life in La Habra will also include interesting articles about local non-profit organizations and businesses and their contributions to the community. This first issue highlights summer recreation opportunities and the 60th Anniversary of the Corn Festival. The La Habra Area Chamber of Commerce and the City of La Habra are proud to introduce Life in La Habra to the community, and we hope that you enjoy reading this magazine as much as we enjoyed creating it.

Feature: 60th Annual Corn Festival

The L a Habra Lions Club is Ready to Celebrate a “Blast from the Past” as it Host s the 60th Annual Corn Festival In 1947, the newly formed Lions Club was searching for a signature annual fundraising event. Lion Bill Miller came up with a suggestion of staging a “Corn Festival” where corn on the cob would be sold to the general public.

City Highlights: 60th Annual Corn Festival, continued presumably flock in large numbers to purchase a good ear of corn on the cob. Although corn was never grown as a cash crop in La Habra, members of the Lions Club agreed that corn would be the festival hallmark. The first Corn Festival in 1949 had over 4,000 attendees, and the top prize for the first raffle was a television set — complete with “rabbit ears.” Interestingly, the first raffle ticket tumbler was a cement mixer owned by building contractor Lowell Williams. The first festival grossed $15,000 with about half being profit. The food items offered at the first festival were hamburgers, hot dogs, tacos, and of course, corn. All the food offerings were in temporary booths lined up along the north side of El Centro Park on the west end. There were no permanent structures at that time. The first event featured several attractions including a rolling pin throwing contest for the ladies, a greased pig catching contest, sack races, and a Bingo Tent. Bingo was popular for the first several years of the festival. Also featured was a big square dance held in the evening on the new basketball court, which had just been built by the Lions Club.

The objective of the first Corn Festival was to raise funds to build a swimming pool. The original plan was to build a community pool in the southwest corner of the park. After the funds were raised, the plan changed, and the Lions Club built the Olympic size pool at La Habra High School. The next year, in 1950, the club raffled away the first car, which was a 1950 Ford 2-door sedan from Burch Ford. This was the year of the first Corn Festival Queen Contest, and the winner was Linda Limley, daughter of Lion Glen Limley. La Habra resident and property developer, Tony Villelli, remembers listening to Lawrence Welk in the warm August nights and enjoying many of the early Grand Marshals — Spade Cooley, Spike Jones, and of course Lawrence Welk. “Weenie whistles were handed out by Little Oscar from the Oscar Meyer Wiener Mobile was a popular entry in the Corn Festival Parade for many years,” according to Tony, who was a Lions Club member back then. During this festival, he did a fundraising challenge to the public to match his donation for money to buy the first resuscitator for the Fire Department. The project was very successful, and soon afterward the Lions Club purchased both the original unit and a new Ford van for the Fire Department. In the 1960s, the Lions Club Corn Festival Queen contest was sanctioned by the City of La Habra and the Chamber of Commerce to become the “Miss La Habra Pageant.” Miss La Habra (Corn Festival Queen) and her court are one of the star attractions at the Corn Festival parade. They help sell raffle tickets for a new car and represent the Lions Club throughout the year.

As it turns out, the early Lions Club members had the right idea, and their one day event has grown into an entire weekend festival complete with rides, food booths, marketplace, a Saturdaymorning parade and a raffle drawing for a new car. Sorry, no greased pig at today’s Corn Festival. Bib-overalls, straw hats and red handkerchiefs have given way to t-shirts, shorts and flip flops. Over 14,000 ears of corn are sold each year to the 60,000 visitors that come from La Habra and surrounding areas. The net proceeds are distributed to a wide range of charities. Many youth sports boosters, services clubs and fraternal organizations participate in the Corn Festival and parade. All of this would not be possible without the cooperation of the City of La Habra.

There are 180 lane miles of residential streets in La Habra, and this road system is perhaps the most visible part of the City’s infrastructure. Residents notice the street and sidewalk in front of their homes on a daily basis, from the early morning hours when they leave to go to work or school to the evening hours when they return home. The City of La Habra has spent nearly $10 million on residential street rehabilitation over the past six years. While this has had a noticeable impact in those neighborhoods where the City has been able to make street improvements, much still remains to be done in many other areas of the City.

The PCI rating generally indicates the type of repair work that is needed and the cost per square foot to do the work (see table).

Unfortunately, an additional $15 million or more is needed to provide the needed repairs for all residential streets in La Habra. Last summer, the City Council approved the City’s Pavement Management Program, a comprehensive plan to address the needed street repairs of all residential streets in the City. This plan uses a Pavement Condition Index (PCI) to rate each street segment from 0 (structural failure) to 100 (newly paved or reconstructed). The overall PCI for La Habra’s residential streets is 62.2, which is considered “Good.” However, this overall rating includes streets with ratings of 0 (Very Poor/Failed) to ratings of 95 (Excellent).

The table shows that it is much more cost effective to maintain streets in the Good to Excellent conditions than waiting to repair streets with Fair to Failed conditions. Nonetheless, the City is committed to addressing all street conditions throughout the community. The Pavement Management Program uses a “grid zone” method to prioritize and schedule areas for repair and rehabilitation. Under the grid zone method, the City’s residential streets are divided into 41 zones, and the plan calls for all the streets in a particular zone to be repaired at one time, providing the type of repairs that are needed for each street. City News: Pavement Improvement, continued in an area at one time, the City is able to stretch the limited funds that it has to spend on street repairs. The zones are placed on a multi-year schedule, in this case six years. In Fiscal Year 2007-08, the City spent $2.9 million on residential street rehabilitation under the newly adopted Pavement Management Program. In fact, each year of the six year plan requires approximately $3 million in order to fully make all of the repairs needed to the 180 lane miles of residential streets. In Fiscal Year 2008-09, the City anticipates that it will receive $1.7 million from State Propositions 42 and 1B to put toward the Pavement Management Program. No additional funding is expected in FY 2008-09 or future years, which will require the City to modify, extend or delay the six year plan. State Proposition funding in future years, if available, will be leveraged to the extent possible by the City.

However, without additional funding, it is unlikely that the Pavement Management Program will be complete in the next five years as originally hoped. Residential streets are a priority for the City of La Habra, and every effort will be made to continue pothole repair and slurry seal, as funding is available. The City is committed to identifying available monies to continue with the Pavement Management Program and improve all the streets in our community.

Protec tin g Yo ur Identi t y When Rec ycling Your Computer Have you ever wanted to recycle your old computer, but hesitated because you are not sure about the important or personal data left on it? If so, you are not alone. Many people are concerned about the possibility of identity theft when disposing of their old computers. Fortunately, there are low cost methods you can use to destroy data on your hard drive. Anyone considering recycling their old electronic equipment needs to be aware of identity theft; simply deleting the files is not enough. There are several methods that you may consider for destroying data on the hard drive. Find one that suits your individual budget and existing equipment from the list below: 1. Perform a “low-level” format, then a regular format of your hard drive, and reinstall your operating system. This method will wipe out everything on your hard drive. It should keep most people out of your old files. If done

correctly, the low-level format will ensure that, even with specialized software, there is not a way to reclaim data. 2. Purchase wiping software. This method is easier to do and will overwrite your hard drive with useless data, assuring that anyone will be unable to find your files. Some software can be found for free, but the better programs need to be purchased, and can cost from $15 to $60. This method is fairly good at preventing access to hard drive data, however, at least a portion of the data still remains and may be accessed by skilled technicians. 3. Physical destruction of the hard drive is the best option to ensure that data is irretrievable. The purpose of this method is to destroy the platters shown on the diagram. There are several proven methods for physically destroying the hard drive: a. Drill a 1/2 inch hole with a power drill through the platters. b. Drive four nails into the platters. c. Use a blowtorch to melt the platters. d

Smash the hard drive with a sledge hammer. Make sure you place the drive or platters in several zip lock bags first, as the parts can scatter.

e. Grind the platters down to a fine dust, although take care not to breathe the dust particles, which can be harmful to your health. f.

Pass the drive several times on all sides past a powerful magnet to zap the data. Such magnets may be found in old stereo speakers.

Remember to recycle all of your electronics (including all destroyed hard drive remnants) at the County Household Hazardous Waste Collection Centers, which are free for all Orange County Residents. The nearest center is located at 1071 N. Blue Gum Street in Anaheim and is open from 9:00 a.m. to 3:00 p.m. Tuesday through Saturday and is closed on rainy days and major holidays. The City of La Habra also holds periodic e-waste collection events. Check the City’s Web site at www.lahabracity.com to find out when the next event will be scheduled.

F a t s — Oils — Grease: Th e FOG is the Clog

Fats, oils and greases, collectively know as FOG, can back up sewer lines and cause sewer spills when put down the kitchen sink. Oftentimes, people put these items in the sink to be washed away down the drain, but FOG tends to stick around a lot longer. In fact, fats, oils and greases solidify and stick together much like cholesterol clogs human arteries. Clogs in the sewer line contribute to sewer spills, where sewage can overflow into the street. From there, it makes its way down the storm drain and eventually into the ocean. Spills such as these may cause beach closures and result in expensive fines and penalties to the City, which ultimately impacts the sewer rates. Residents are encouraged to dispose of FOG properly by following these three easy steps: STEP 1. Pour the fat, oil or grease into a tin can.

STEP 2. Allow the contents to solidify.

STEP 3. Throw them into the regular trash.

FOG can also be mixed with an absorbent material such as paper towels, coffee grounds, or newspaper before discarding into the trash. With proper care and disposal, fats, oils and grease can stay out of our drains and ocean, improve our environment and keep sewer rates as low as possible. Public Information: New Cell Phone Law

While cell phones have become a mainstay for many, using cell phones while driving can distract the driver and pose a hazard. Two new California laws go into effect July 1st that will impact cell phone usage while driving. Effective July 1, 2008, drivers are prohibited from using a wireless telephone while operating a motor vehicle unless the driver uses a hands-free device, such as a headset, ear bud or other technology that frees both hands. Additionally, the law prohibits the use of any mobile device (i.e. cell phones, pagers, laptops) by drivers under the age of 18.

The law, however, does allow drivers to use a wireless telephone for emergency purposes. Drivers of commercial vehicles may continue to use push-to-talk phones until July 1, 2011, and drivers of emergency response vehicles may use a cell phone without a handsfree device. Drivers who violate the law will face a base fine of $20 for a first offense and $50 for each subsequent offense. According to the California Highway Patrol, cell phone use is a leading cause of distracted-driver accidents in California. The intent of the two new laws, which impact teen drivers as well as adults, is to reduce distractions and allow drivers the opportunity to focus their full attention on the road and safe driving. Relay for Life

Relay For Life is a 24-hour event that brings family and friends together to celebrate Life. RFL La Habra/Brea will be the weekend of August 8th and 9th at Sonora High School. The Relay will start with an opening ceremony at 6:00 pm Friday evening. The first lap is to honor Cancer survivors. The teams will be walking day and night over the 24 hours.

At 9:00 p.m. Friday there will be a Luminaria ceremony, an awesome tribute to survivors and those who have passed. Volunteers would be greatly appreciated.

Drivers 18 Years and Older

Q: When do the new cellular phone laws take effect? A: The new laws take effect July 1, 2008.

Q: What if I need to use my phone during an emergency and I do not have a hands-free device?

A: The law allows a driver using a wireless telephone to make

emergency calls, including, but not limited to, calls to a law enforcement agency, health care provider, fire department, or other emergency services agency.

Q: What are the fine(s) if I am convicted?

A: The base fine for a first offense is $20, and $50 for each

subsequent conviction. The courts will impose additional administrative fees.

Q: I drive a commercial vehicle and my phone has a “push-to-talk” feature that does not require me to place the phone to my ear, will I still be required to use a hands-free device?

A: No. Only class “A” or “B” licensees operating a truck tractor as

defined in Vehicle Code (VC) §655 or a motor truck as defined in VC §410 are allowed to use a “push-to-talk” feature. NOTE: This exemption does not apply to drivers of pickup trucks with commercial plates, even if the pickup truck is used for commercial purposes, for example, a contractor, landscaper, or other business.

Q: May I use a dedicated two-way radio while driving?

A: Yes. The use of dedicated two-way radios such as walkie-talkies and Citizen Band (CB) radios, which are not part of a wireless telephone, is not affected by the new law.

Q: May I use a speaker-phone feature and hold the phone in my hand, but not next to my ear?

A: No. The law requires you use a hands-free device with your phone. A “push-to-talk” feature is not allowed.

Q: My car has a built-in hands-free mobile phone feature. Is this adequate or do I have to buy additional equipment?

A: This is adequate and you do not need to purchase additional

equipment. You may use your vehicle’s hands-free mobile phone feature.

Q: Are passengers covered by this law?

A: No, this law applies to the person driving a motor vehicle.

Minors (Under 18 Years of Age)

Q: May I use a cellular phone with a hands-free device if I am under 18?

A: No. You cannot use a wireless telephone to speak or text, even if

it is equipped with a hands-free device or speaker-phone feature if you are under the age of 18. You are also prohibited from using any other type of mobile service devices, for example, specialized mobile radios, broadband personal communication devices, handheld devices or laptop computers, pagers, or twoway messaging, and texting devices. Exception: Permitted in emergency situations.

Q: If I am under 18, can a peace officer stop me if he/she suspects I am using a cellular phone or other mobile service device?

A: A law enforcement officer may pull you over if he/she observes or determines you are using a cellular phone.

Q: Why is the law stricter for provisional drivers?

A: Statistics show that teen drivers are more likely than older

drivers to be involved in accidents because they lack driving experience and tend to take greater risks. Distractions, such as talking with passengers, eating or drinking, and talking on cellular phones or texting increase the chance you will be involved in a serious accident.

Q: Can my parents give me permission to allow me to use my cellular phone when driving?

A: No. The only exception is an emergency situation that requires

you to call a law enforcement agency, health care provider, fire department or other emergency entity.

Q: If I have my parent(s) or someone age 25 years or older in the car with me, may I use my cellular phone while driving?

A: No. You may only use a cellular phone or mobile service device in an emergency situation.

Q: Will the restriction appear on my provisional license? A: No.

Q: If my car has a built in hands-free phone feature, may I use it while driving?

A: No. The law prohibits anyone under 18 years old from using any type of wireless device while driving, except in certain emergency situations.

Are You Ready for the New 657 Area Code?

The 657 Area Code is here. The California Public Utilities Commission authorized an overlay of the 657 area code over the 714 area code. This means that the two area codes will co-exist in the same area. New telephone numbers may be assigned with the 657 area code beginning September 23, 2008, however, new 10-digit dialing must be used beginning August 23, 2008. The local calling area or the cost of long distance calls for those living in the 714 area will not change. 911 is still accessible by dialing three digits.

English walnuts were the first trees planted for commercial use in the La Habra area at the turn of the 20th century. In fact, local growers formed the La Habra Valley Walnut Association in 1907 as a result of the large acreage of walnut cultivation. Following the success of the walnut industry, citrus growers began planting lemons and oranges. Recipe of the Quarter: White Chili

Ji m Sad ro’s Winning White Chi li

This quarter’s recipe is submitted by the City of La Habra’s Director of Finance and Administrative Services, Jim Sadro. He won First Place with this recipe at the 2007 Gourmet Guys event in the “Chilis and Gumbos” category.

White Ch ili This recipe will make enough chili to fill most of a large crock pot. • 1 pound of canned northern white beans, drained • 5 cups cooked chicken: Lightly season 4 to 5 large chicken breasts with salt and pepper and bake them in the oven under a sealed aluminum foil tent for 45 minutes @ 375º • 2 or 3 cloves of garlic • 1 white onion diced • 1 tsp white pepper • 1 tsp salt • 1 tbsp oregano chopped

The 2008 Gourmet Guys will be held on Sunday, October 19th at the Community Center. Contact the Children’s Museum at 562-905-9734 to volunteer as a chef. Over 100 chefs are needed to make this event a success and “raise bread” for kids.

• 1/2 tsp cumin • 1/4 tsp ground cloves • 10 oz can of diced green chilies • 2 to 3 cans of chicken broth (enough to cover the ingredients) Chili Peppers: You can decide how hot or mild you want the chili to be by controlling the amount of peppers you add. For all peppers, charbroil (blacken) them on the barbeque first and then remove their skins and seeds. Dice them and add to the crock pot. • 1 or 2 jalapeno peppers • 1 or 2 serrano peppers • 1 poblano pepper Add all the ingredients to a large crock pot, including the whole cooked chicken breasts. broth to just cover all the ingredients and simmer on low with the lid on for six hours. After six hours, remove the chicken breasts and shred them with a fork. Return the shredded chicken to the crock pot, mix well and continue to cook on low with the lid on for another 2 hours. You can add more chicken broth if the chili is too thick. Mix well. Serve with warm tortillas, sour cream, cheese, avocado and a sprig of cilantro. White Chili keeps very well and gets even better the next day, so you can prepare this recipe the day before and keep it refrigerated overnight in the crock. Reheat the crock on low and turn to high an hour before serving. Mix well and serve.

The Explorer Program is designed for young men and women aged 15-1/2 to 21 years of age to explore the fire service by providing a hands-on approach to learning. Candidates participate in monthly meetings, drills, community events and are allowed to ride along at the fire station after graduating from an Explorer Academy. Selected members are chosen for the Fire Academy based on merit, attendance and good standing with the post.

DOG OBEDIENCE TRAINING

Learn the skills necessary to play music and have fun while learning. Class emphasizes chord strumming, reading notes and tablature and playing different styles of music. Students must provide their own instruments (acoustic or electric). Students must also provide picks, guitar tuner and book, “Mel Bay’s Modern Guitar Method Grade 1,” which may be purchased at La Habra Music Center. A metronome is also suggested.

If you need help in establishing good conduct and curbing bad habits such as destructive chewing, hole digging or over exuberance, enroll Fido now! This eight-week session is open to all breeds of dogs, ages six months or older (larger breeds accepted at four months). All A.K.C. Novice exercises will be covered, including hand signals, off-leash techniques and long-distance work.
