OIL & GAS SECTOR IN MALAYSIA • Malaysia’s crude oil production, including condensates, averaged 683,000 barrels per day in 2008; and the production of natural gas was 935,000 barrels of oil equivalent (BOE) per day. Malaysia’s total reserves: Oil at 5.46 billion barrels, Gas at14.67 billion BOE. The national oil and gas company in Malaysia is PETRONAS. • Prospects for Malaysia's oil and gas industry remain optimistic, especially in deepwater and ultra-deepwater areas. Deepwater activities are continuing to play a prominent role in the development of the country’s oil and gas sector to raise reserves and production despite the current fluctuations in the price of crude oil price. • In 2008 Malaysia spent US$6.5 billion on the exploration and production sector. Of this, about US$4.0 billion was spent on development and production projects and exploration activities, and the balance on operations. • Recently some of the major projects awarded indicated that oil majors in Malaysia are still committed to executing the capital expenditure. In March 2009 Sabah Shell awarded a US$830 million contract to SapuraCrest for offshore installation works at Gemusut deepwater field. In October 2008, Petronas Carigali (E&P arm of Petronas) awarded 15 contracts valued at US$770 million, for four of its upstream projects to five local fabricators to construct offshore structures/facilities. • Petronas awarded six Production Sharing Contracts (PSCs) to oil companies in 2008. Two PSCs are for deepwater and four PSCs for shallow water. Exploration activities to acquire 3D seismic data and to drill wildcat/exploration wells should start soon. • In addition, in March of 2008 Petronas signed the main principles of a new PSC with ExxonMobil-Petronas Carigali JV that would allow them to continue their upstream activities in seven oil fields offshore Peninsular Malaysia. The JV will spend a minimum US$2.1 billion for major investments in enhanced oil recovery development activities, rejuvenation of facilities and development of new reservoirs in the field. • Petronas awarded PSC for an onshore block in Sarawak in December 2007 – the award could signal the possible revival of active onshore exploration activities in Malaysia (Malaysia has not seen onshore E&P since 1980). • Petronas is embarking on the Sabah Oil and Gas Terminal (SOGT) integrated project, involving construction of a pipeline from offshore Sabah to a US$310 million onshore oil and gas processing terminal in Kimanis, Sabah. SOGT will receive 180,000 bpd of crude oil, 1,200 million standard cubic feet of gas, from offshore fields. The processed gas from the terminal will be transported via 480km gas pipeline to be constructed from Kimanis to the existing Petronas LNG Complex in Bintulu, Sarawak. • ExxonMobil, Shell and Murphy are major producers of oil and gas in Malaysia. Other petroleum companies presently working as production sharing contractors in Malaysia are: Hess, Newfield, Nippon Oil, Talisman, Total, Ludin, BHP Billiton, and ConocoPhillips.
