OFFICE OF THE MAYOR EXECUTIVE ORDER NO. 2020-013 AN ORDER CREATING TRICYCLE TASK FORCE AND ITS SECRETARIAT IN THE IMPLEMENTATION OF MC 2020-036 PROHIBITING TRICYCLES, PEDICABS, AND MOTORIZED PEDICABS FROM OPERATING ON NATIONAL ROADS Whereas, the Local Government Code has devolved all city and municipal governments the power to regulate the operations of tricycle/pedicabs and to grant franchise for the operation within their territorial jurisdiction; Whereas, DOTC’s guidelines to implement the resolution of LTFRB’s Franchising-ForHire to Local Government units pursuant to Local Government Code states that “For safety reasons, no tricycles should operate on national highways utilized by 4-wheel vehicles greater than 4 tons and where normal speed exceed 40 kph; Whereas, DILG MC 2020-036 mandates the prohibition of Tricycles. Pedicabs, and Motorized Pedicabs from operating on National Highway; Whereas, all LGU’s shall create Tricycle Task Force and its Secretariat to discharge the duties and functions in the implementation of Prohibiting Tricycles, Pedicabs, and Motorized Pedicabs from Operating on National Highway; NOW, THEREFORE, I, FRITZIE ANN KAYE DELA CRUZ – GAPASIN, Municipal Mayor of Bacarra, Ilocos Norte, Philippines by virtue of the power vested in me by law, do hereby order the Creation of Tricycle Task Force and its Secretariat in the Implementation of MC 2020-036.
Section 1. Composition. The Tricycle Task Force and its Secretariat shall be composed of the following: Chairman:

Section 2. Duties and Functions. The Task Force shall be responsible for the following: 1. Conduct meetings, public consultations, and hearings with stakeholders and survey ocular inspection of the zone/area of tricycle operations; 2. Draft or update the tricycle Route Plan wherein 30 days from the issuance of the Order, the Committee shall come up with a TRP which shall be the basic of a subsequent ordinance among others; 3. Installation of visible and appropriate signages, marks for lanes and other safety features to guide and protect all vehicles utilizing the highways; 4. Information dissemination plan to raise awareness among residents and other motorists about the new tricycle routes and the portion of national highways to be travelled by the tricycles for lack of alternative routes; 5. Color scheme or any visible emblem/sign imposed on tricycles which are allowed to ply a route which traverses a national highway; and 6. Proposed penalties to be imposed on violations. Section 3. Effectivity. All TRP’s shall be valid only for two (2) years from the issuance of this Executive Order. DONE this 27th day of February, 2020 at the Municipality of Bacarra, Ilocos Norte.
