Leader Comment January 2018 Which would you prefer first, the good news or the bad news? OK, let’s get the bad news over with…. There’s a terrible, noxious, eye-watering, nauseous smell emanating from the landfill site over in Clayton-le–Woods. And it’s affecting - very badly - local residents in Clayton, Whittle, Buckshaw Village, Bamber Bridge and many parts of Leyland. It’s been going on for months now and locals are literally sick of it. An action group with over 1000 members on Facebook, Leyland & Chorley Stink Bomb, has been formed with the aim of eliminating the misery caused by the foul stench. A resident explained: “People are suffering some very nasty effects, they have reported burning eyes and breathing problems which are triggering asthma attacks. There’s dizziness, watery eyes and migraines, young children particularly are suffering.” The action group are trying to establish exactly what gases are causing the problem and how dangerous they are. Local councillors, MPs and the Environment Agency are all involved and protests have been held at council meetings. Quercia Ltd, who operate the site under licence, recently expanded their work, opening up a vast expanse of rotting waste which has released the noxious fumes. The good news is the site turns our waste into electricity - very green and creditable the bad news is, the site expansion is beset with problems and it’s become unbearable. If you are adversely affected by the smells at any time, you’re advised to report the
problems to the Environment Agency via a hotline 0800 807060. You can join the protest and/or follow the campaign via the Leyland & Chorley Stink Bomb Facebook page. The Action Committee, led by Chair Richard Harwood can also be contacted there. Here’s some good news - South Ribble Borough Council have agreed to continue to collect your garden waste. The not so good news is, they are going to charge you extra for the service. As from April 2018, the Council will be introducing an opt-in Garden Waste Subscription Scheme. The service will cost £30 per year for every bin you want collected. You can subscribe to the service now by visiting www.southribble.gov.uk/gardenwaste but you will not receive your bin sticker until March 2018. If you want more than one subscription, but only have one bin SRBC will provide an additional bin for free. Collections will continue on a fortnightly basis on the same day. There is, however, some good news from the Council. Our civic leaders have, allegedly, bowed to public pressure and voted to drop the controversial plan to introduce parking charges for visitors to Worden Park. That makes us very happy. For many the end of January is good news, Spring, lighter nights and better weather (in theory) are on the horizon. Whatever February throws your way, let’s hope it’s mostly good news! HOW’S this for a reversal of roles? Instead of the court passing judgement, we’re about to pass sentence on the court or, to be exact, La Corte, the Italian Ristorante, Pizzeria and bar nestling in the old Leyland courtrooms. And our verdict is ….it absolutely ticks all the boxes. Great food and drink, iconic surroundings and top service - we found La Corte guilty on all counts and for added value, they even threw in live music on the night we visited. A fantastic addition to Leyland’s dining options, La Corte is situated in the grand Old Police Station and has sympathetically blended into the former court rooms, with judge’s chambers, station reception and even the former police cells at the rear can be booked for private dining - with a difference and bags of ambience! The vision of partners Franco and Angela has been perfectly realised. They have gathered a top team around them, including an innovative kitchen squad creating authentic and imaginative Italian cuisine using the finest local ingredients. The warmest of welcomes from Franco is always assured. An experienced restaurateur, your amicable Italian host make a point of visiting every table, it’s a subtle yet gentle form of quality control as he steers the tightest of ships. It’s ‘molto bene’ as far as we are concerned. An actual restaurant review is for another time, but let me tell you on our recent visit the main dining area (the upstairs courtroom) was ‘buzzing.’ The party atmosphere - and there was an 80th birthday gathering on the next table - is testimony to La Corte’s success. Well established care company Independent Living, based on Eaves Lane in Chorley, are celebrating after a recent inspection by the Care Quality Commission (CQC) gave the service a “GOOD” rating. The regulator visited the premises in July and conducted a two day detailed inspection. This included scrutinising staff and customer files, and speaking to both staff and customers about how they found the service. They asked questions such as whether the service is safe, caring, responsive to customers’ needs and well led. Owner Mark Booker commented: “I am over the moon with the inspection result but we are a people business and the credit must go to our hardworking carers and office team who provide such a highly rated service. Policies, procedures and paperwork are onerous in care and I am grateful to the team for ensuring they remain up to date. Many of our customers suffer from illnesses such as memory loss, Parkinsons and strokes, so the job is never easy. I am proud of the whole team”. Independent Living was praised in relation to end of life care. Registered Manager Amanda Singleton said: “End of life care is difficult for some carers but our staff find this work rewarding and several families have been impressed with our support” The company’s customers also provided feedback, this included: “staff are caring and considerate”, “our life has completely changed since Independent Living have been involved” and “it’s a high class service, when you ring the office staff deal with everything”. Mark concluded: “Most of our customers are unwell and many are over the age of 80 yet they have taken the time to provide positive comments about the service and company – I feel humbled. We will continue to serve the people of Leyland, Chorley, Standish and Wrightington areas in the coming years to our very high standards.”

How to build a sustainable retirement plan A Financial Conduct Authority (FCA) retirement income study has pointed to some of the issues faced by individuals with pensions who are approaching retirement. One in four Britons regret not starting to save for retirement earlier in life and therefore need to; 1. Take advice As people approach retirement, it is crucial they take advice. The FCA has reported that non-advised people almost always remain with their existing pension provider instead of shopping around. Obtaining professional advice will help secure the best retirement income product to meet a retiree’s needs, balancing their income needs against life expectancy and the need to invest for income, which is very different to investing for growth. 2. Think twice before disinvesting your pension Half of people are taking their pension savings out but not actually spending them. Instead, they are investing the proceeds into other products. This could be in cash, Individual Savings Accounts or buy-to-let properties. These actions will result in them giving up the advantages that pensions offer, such as future tax-free investment growth. Cash is unlikely to produce good long-term returns, and illiquid assets like property present their own risks. Obtaining financial advice will enable people to identify the right approach to investing for their individual needs that match their financial goals in the longer term. 3. Do you need to touch your pension? Pensions are not included in an individual’s estate on death, which means Inheritance Tax of up to 40% will not apply. They used to be subject to a separate ‘pensions death tax’ but this has been removed as part of the pension freedom reforms. Now any unused drawdown funds can be passed on and will be tax-free or taxed at the beneficiaries’ marginal rate of Income Tax. People need to consider whether it would be more tax-efficient to leave their pension invested and use other assets first. 4. Can you afford to retire early? Many people want to retire early, but it is important to ensure that won’t leave an income shortfall later on. A lot of people underestimate how long they will live for. Income requirements are thought to follow a ‘U shape’ in retirement, with the first phase being the most exciting. This is where people start to enjoy retirement, and the risk is that they get carried away with their spending. Spending then tends to fall as people become a
little less active and slow down, but costs may then go up in later life due to health issues, and care may be required. People should have a plan in place to see them all the way through retirement. 5. Don’t rule out an annuity purchase Drawdown has surged in popularity versus annuities. However, before going into drawdown, people should consider which option best suits their needs. For instance, if they cannot afford for their pension to run out, considering an annuity may be more appropriate.. 6. Consider your housing wealth Many people have a good deal of their wealth tied up in their home. Relying on their home in retirement is difficult, and accessing it isn’t always simple. Take care not to overcook the steaks as the flesh can quickly dry out and make sure your skillet or griddle pan is really sizzling hot before you start cooking.
Ingredients 4 fresh tuna steaks 45ml (3tbsp) virgin olive oil 1 large red onion, peeled and chopped 2 x 300g cans cannellini beans, drained 2 tbsp fresh chopped flat leaf parsley 2 tbsp fresh chopped coriander Juice from ½ a lemon Lemon wedges to garnish
Method 1 Brush the tuna steaks with some of the olive oil and season with plenty of freshly ground black pepper and a little sea salt. Heat a cast iron skillet or griddle pan until very hot and cook the steaks for about 2
mins on each side. 2 Meanwhile, heat the rest of the olive oil in a frying pan and fry the red onion for 3-4 mins. Stir in the beans, parsley, coriander and lemon juice and cook for a further 1-2 mins until heated through. Season to taste with salt and freshly ground black pepper. 3 Divide the bean salad between four serving plates and top with the tuna steaks. Serve immediately garnished with lemon wedges.

When next you hear the stories folks tell of days gone by don’t roll your eyes and mutter or move off with a sigh. Don’t mimic them by saying “I’ve heard it all before.” “You got a year’s supply of fish and chips for only one and four.” If you never sat in Winter by a flickering, cosy fire and held some bread towards it on a toast fork made of wire or raised your eyes in wonder as a child in a big shop as your money, in a little box moved on a wire to an office at the top.
Indulge them with their memories, there may become a day when you wish to tell your grandchild of the places you once played. To describe to them a garden or a meadow by a stream and shake yourself to re-call if it was just a dream. So treasure them and tend them, treat them with greatest care, then they may not be your memories, they may just still be there.
