Leader Comment December 2018 Welcome to December, does anyone else feel as if 2018 has flown by in a whirl of Brexit bargaining (or bungling, allegedly)? Suddenly it’s the end of another year (almost) and we’re in Christmas mode. Merry Christmas everyone! Here’s hoping you can enjoy the best of festive breaks, all at Leyland Leader send you greetings and wish you well for the coming New Year. Once again, Christmas in Leyland got
underway with the official switch-on of the town’s lights (and festive trees) at November’s Light Up Leyland celebrations, organised by South Ribble Borough Council and Leyland Town Team (a dedicated bunch of local business people). And haven’t they done a great job! Here at Leyland Leader, we have been thinking Christmas for some weeks as we

restaurants and more all make that extra effort over the festive period - so there are even more reasons to ‘shop local, eat local, live local.’ Let’s support our Leyland businesses as much as we can - ‘use them or lose them’ isn’t that so true? High streets everywhere are under threat, let’s give ours a lift. Speaking of Christmas shopping, do you know which is the biggest Christmas gift ever presented? The Statue of Liberty was gifted by France to the USA as a Christmas gift in 1886. That takes some beating - and some gift -wrapping! Time to bring your investments together?
If you have accumulated a number of Individual Savings Accounts (ISAs) over the years, keeping them all in one place could give you better control and help you save money. There’s a common misconception that you can’t move your existing ISAs from one provider to another. Transferring your ISAs doesn’t affect its tax-efficient status, but you should make sure that you don’t have to pay penalties or give up valuable benefits. If you want to switch from an existing ISA provider to a new one, you’re perfectly within your rights to do so. Much like a mortgage, you shouldn’t feel as though you’re saddled forever with your first ISA provider choice. Transferring your ISAs could allow you to widen your range of investment choices, as the range on offer can differ between providers.

ADDITIONAL PERMITTED ISA ALLOWANCE Instead, if you want to make a transfer, we’ll contact your provider to inform them and manage the entire transfer process for you. Remember that tax rules can change in future, and their effect on you will depend on your individual circumstances. If you are looking to transfer ISA tax benefits following the death of your spouse or registered civil partner, the survivor can now inherit their ISA tax benefits. This will be in the form of an additional permitted allowance equal to the value of the ISA at the holder’s death and will be in addition to your own ISA allowance.
EASIER TO MONITOR AND MANAGE Another reason to switch is that you could find you’re better off because another provider is offering lower fees and charges. You may also want to move because you prefer to keep all your investments conveniently in one place, where they’re easier to monitor and manage. You can transfer your ISA from one provider to another at any time. You can also transfer from one type of ISA to a different type of ISA – for example, you can move money held in a Stocks & Shares ISA into a Cash ISA, or from a Cash ISA to a Stocks & Shares ISA. Serves 8-10 - prep time 20 mins, cooking time 3-3½hrs
Ingredients: 1 onion, quartered; fresh bay leaves, to flavour and serve; 4½-5.6kg/10-12lb turkey, giblets removed; 1 quantity of stuffing of choice; 85g butter, softened; 1 whole nutmeg; 10 rashers streaky bacon; glass of red wine. Method: 1 heat oven to 190C/fan 170C/gas 5. Put the onion and a large sprig of bay in the cavity between the legs. Now pack half the stuffing into the neck end, pushing it towards the breast. Secure the neck skin in position with skewers and tie the turkey legs together at the top of the drumsticks to give a neat shape. 2 weigh the turkey and calculate cooking time at 20 mins per kilo, plus 90 mins (you may need to use your bathroom scales). 3 Put a large sheet of extra-wide foil in a large roasting tin, then put the turkey on top. Smear the breast with butter, grate over half the nutmeg and season well. Cover the breast with bacon, pour over the wine, then loosely bring up the foil and seal well to make a parcel. 4 Roast in the oven, then 90 mins before the ned of cooking, open the foil, discard the bacon and drain off the excess fat from the tin. Leaving the foil open, return the turkey to the oven to brown, basting with the juices several

times. 30 mins before the end of cooking, place pigs-in-blankets and stuffing of choice around the turkey, or cook in a separate lightly oiled tin. 5 to test whether the turkey is cooked, push a skewer into the thickest part of the thigh— juices should run clear, if they are pinkish, cook for 15 mins more, then test again. 6 Transfer the turkey, stuffings and pigs-inblankets to a platter, cover with foil, then a couple of tea towels and allow to rest for 30 mins before carving. This gives the juices time to settle back into the meat, ensuring the turkey will be juicy. Garnish with sprigs of bay.

Care in Your OWN Home How much notice do you need to start care? ANSWER. In some cases a relative has telephoned us in the morning and we have started to provide care for a loved one in the afternoon! The answer is we try to start as early as you need care. Starting care within 24 hours is usually required if you have an emergency or if you are discharged from hospital earlier than you expected. PLANNING CARE. Our rotas are complex and it is not easy and trying to fit new care packages at short notice. At times such as the summer holidays or Christmas this is made even more difficult because some of our care staff may be on holiday. Home care is something that you really should planned, ideally we recommend you contact us 2-3 weeks before care is actually needed, this gives us time to meet you, complete paperwork and fit the calls into our rota to ensure that we can provide support at the time you want it. LEGAL REQUIREMENTS. Prior to starting care we have to come and meet you and see the location where we will be providing care. We do what we call an “ASSESSMENT” this means we take details about the times of calls, the duration of calls, the tasks to be carried out and issues such as a your medication, doctor and next of kin. Our regulator the Care Quality Commission (CQC) expects us to develop a ”CARE PLAN” from the assessment. This means that everything we are do is documented and who we contact in an emergency is available. Be wary of companies who are willing to start care without having completed an assessment, care plan or having met you in advance – just turning up and starting care is not good practice!

Serves 10-12 people Ingredients: 2 salmon fillets skinned and boned; olive oil for greasing; 1 lemon, sliced: 1 bunch dill chopped; small fennel bulb thinly sliced; 6 tbsp white wine; For the mayonnaise: 2 egg yolks, 1 tsp Dijon mustard; 450ml sunflower oil; 2 tbsp white wine vinegar; 1 tbsp lemon juice; To serve; 6 tbsp herbs eg chervil, chives, dill, parsley or tarragon; 1 cucumber sliced into long thin strips with a potato peeler; chopped dill. Lemon wedges. Method: Heat oven 180C/160C fan/gas 4. Take a very large sheet of extra-wide foil, lightly brush with olive oil. Place one salmon fillet on the foil, scatter over sliced lemons, dill and half the fennel, season generously. Place the second salmon fillet on top, domed side up. Season and drizzle with wine. Top with second sheet of greased foil, fold up the edges to enclose the salmon in a parcel. Make the parcel loose so there is room for the steam. Lift onto a large baking tray, cook for 1 hr then remove, allow to rest in the foil for 10 mins. While the salmon cooks, make the mayonnaise. Place yolks and mustard in a bowl, add pinch of salt to taste. Pour the oil into a jug as you will need a controlled steady stream. Briefly whisk the eggs and start to drizzle on the oil very s lowly, starting with a few drips at a time

continuously whisking. Continue adding oil. When the mayonnaise starts to come together, add the oil slightly quicker. Continue until all the oil has been added. If the mayonnaise curdles at any point, you can rescue it by cracking another yolk into a clean bowl and whisking the curdled mayonnaise into the egg. Continue doing this then add any remaining oil. When mayonnaise is made, slowly stir in vinegar and enough lemon juice to your taste - add more if you like it quite lemony. Season with salt and pepper, and stir in chopped herbs. Keep chilled until the salmon is ready. Mix the cucumber with some of the dill and the rest of the fennel. When the salmon has rested, cut the foil open and use two fish slices to carefully transfer the fish to a long serving platter. Sprinkle with dill and garnish with lemon wedges. Serve with herby mayonnaise and cucumber salad..

South Ribble Remembers 100 years On HUNDREDS turned out to pay their respects on Armistice Day as the people of South Ribble commemorated the Centenary of the ending of the Great War (1914-18).
A civic and military procession marched to the town’s war memorial in Church Road where a short service and wreathlaying ceremony took place. The Last Post was played, a minute’s silence perfectly observed – at the 11th hour on the 11th day of the 11th month and prayers were said by Canon David
Gibb, vicar of St Andrews, Leyland Parish Church. These events were followed by a parade to St Mary’s RC Church in Broadfield Drive. Here the official 2018 South Ribble Service of Remembrance was conducted by St Mary’s parish priest Father Jonathan Cotton. In the evening, a Battles Over memorial service was held at the Lostock Hall war memorial. Here a Beacon of Light, one of 1000 across the nation, was lit as part of a national symbol of solidarity and respect for the millions whose lives were lost in the First World War over 100 years ago. The Mayor of South Ribble, Councillor John Rainsbury, said: “I am so proud to have hosted the lighting of the beacon at the magnificent Lostock Hall war memorial. It was very moving and the memorial looked amazing.”

Lancashire FA honour Brian ‘Pilky’ Pilkington IT WAS a day to remember at Lancashire FA on Thurston Road, as members of the football community came together to recognise and celebrate the achievements of former Burnley legend and England winger, Leyland’s own Brian Pilkington. Brian made over 440 appearances in Claret and Blue during the 1950’s and 60’s, scoring over 70 goals from the left flank, including two in the historical 3-1 win over German side Hamburg in the 1961 European Cup quarter-final. He gained his only international cap for England in a 2-0 victory over Northern Ireland in 1954, with many saying had it not been for the late, great Sir Tom Finney who kept him out of the national side, Brian would have undoubtedly won more international caps. The 85-year-old’s illustrious career was celebrated at Lancashire FA headquarters on Thurston Road, with a newly built stand named in his honour. In front of over 50 guests, including members from the Pilkington family and representatives from all of the clubs Brian played for, a look back at the ex-Burnley man’s career was delivered by the fantastic Speaker and Comedian, Norman Prince. The procession then made their way
out onto the County Ground pitch, where Brian played the latter days of his career for the now defunct Leyland Motors, to officially unveil the ‘Brian Pilkington Stand.’ Reflecting on an important afternoon for football across the region, Lancashire FA’s Head of Commercial & Operations, David Chell said: “It was a pleasure to look back on and celebrate the career of Brian Pilkington, unveiling a newly built stand in his name in the process.” “We had the privilege of welcoming Brian, his family and friends, representatives of football clubs which Brian once played for and the sponsors of the stand, Goldseal Windows, all looking back on Brian’s magnificent footballing career.” “It was a special day for football throughout Lancashire, and as the County FA, we were especially proud to host the event and name the stand in Brian’s honour.” By Harry Lyons, Lancashire FA

Record entries in South Ribble Open Art Competition A Leyland artist has been awarded first prize in the South Ribble Open Art Exhibition held at South Ribble Museum and Exhibition Centre.
Patricia Ashcroft won with an oil painting called Cherries’. Patricia’s son Michael Ashcroft is a previous winner of this competition and currently has his international one man art exhibition opening in Manchester. The annual exhibition attracted a record-breaking number of entries this year with 55 artists submitting almost 100 pieces of art. The competition was judged by Stephen Sartin, former keeper of art at the Harris Museum, Preston, who praised the high standard of work on display. Second prize went to ‘Mistle Thrush’ - a pencil drawing by Mary Hull, and third prize was won by Arnold J. Davies with his watercolour painting called ‘Memories of Times Gone By’. Dr David Hunt, curator of South
Ribble Museum and Exhibition Centre, Leyland, said: “The fact that this exhibition is celebrating its 33rd year shows just how popular it is with the public. It’s a great opportunity for local artists to showcase their work in an historic venue and appreciated just as much by visitors as it is by those taking part.” Prizes were presented to the winners by South Ribble’s Mayor, Councillor John Rainsbury.
