Leader Comment April 2019 Welcome to April: The First of April, some do say - is set apart for All Fools’ Day - but why the people call it so - nor I, not themselves, do know (18th Century rhyme) Nobody actually knows when the Western tradition of playing tricks and pranks on the first day of April began. But one thing’s for sure, it’s been going on for a long time. And there’s bound to be plenty of practical jokers knocking around Leyland and beyond - be warned. Some see it as a ‘fun time’ signalling the end of Winter, longer days, more sunshine, better weather, a time when happiness abounds - the jury’s still out on that one, but certainly signs of Spring are emerging. One sure sign is the annual Leyland in Bloom competition, which was launched for 2019 recently.

There will prizes and trophies for winners in every category - and the winners will go forward to compete in South Ribble In Bloom 2019 later this year. Watch this space for updates! The biggest event of the year, of course, is the annual Leyland Festival which this year is taking the theme of ‘Musicals.’ Our April magazine contains much information about this year’s event - on Saturday June 15 - which promises to be even bigger and spectacular than ever. Live music will literally take centre stage at this years ‘musical’ Leyland Festival. Already there is much excitement at the news that local star Kevin Simm, winner of The Voice, once of Liberty X and now fronting Wet, Wet Wet is topping the bill. (check out page 30 for more details). There are even more reasons to get egg-cited as this is also the month of Easter. Restaurant Review with Bangla Spice, Leyland

Did you know that around 90% of ‘Indian’ restaurants in the UK are owned and staffed by people of Bangladeshi origin? You probably didn’t know that one of my favourite expressions of all time is: ‘Let’s go out for an Indian!’ Perhaps it’s time change our thinking on this. Take Bangla Spice, the ever popular ‘curry house’ on Wigan Road, Leyland for example. Both Mujib, the owner, and Malik who, as front of house, has been greeting and serving eager diners in Leyland for over 20 years are Bangladeshi. Both Mujib and Malik originate from the same village in Bangladesh, 1000s of miles from Leyland, though they didn’t know that until Malik transferred his services to Bangla Spice just last year.

But what about the food, I hear you ask! Well, after a recent visit to Bangla Spice, ‘Let’s go out for a Bangladeshi’ is now my current favourite expression. It was everything you would anticipate - and more! Arriving in the blustery throes of Storm Gareth, we received the warmest of welcomes in the plush, modern reception area. Here over the obligatory Kingfisher lager and chilled white wine, we enjoyed scrolling through the most extensive of menus. There must be something to suit

every discerning curry lover here - and, of course, the hardest task is choosing. Step forward Malik, expert menu guide and gourmet guru. With choices made we took our place in the comfortable dining area. Already in waiting was a dish of the lightest, crispest traditional Pappadums with the much anticipated pickle and chutney tray. Always the most delightful way to start your Asian culinary adventure - and so it proved. Our chosen starters, Mixed Kebab and a King Prawn Puri, both family favourites, were equally delicious, beautifully presented and more than generous. The Kebab was a combination of tasty Chicken Tikka pieces, Onion Bhajis and a tandooried minced meat Shish Kebab, garnished with crisp lettuce, tomato and lemon. And the King Prawn Puri? It’s a delicious slice of deep fried unleavened bread with succulent king prawns in a spicy stuffing, plus the aforementioned garnish. To be honest, the starters could have formed the basis of a wonderful main meal. A tactical break was taken at this point. A perfect time to sit back, savour the proceedings and enjoy the wine from Bangla Spice’s extensive list. Wine with curry, it’s often a difficult choice but we got it ‘white’ on the night. We can thoroughly recommend the

‘...tremendous taste and superb value…’ San Giorgio Pinot Grigio from Venezia, Italy. ‘A nicely rounded fresh, crisp easy drinking style, softly perfumed with delicate fresh citrus and tropical fruit flavours.’ Perfect for a wet, windy, Wednesday night on Wigan Road. Suitably rested, it was time to sample two of the Chef’s Signature Dishes, as recommended by our helpful local guide. Two mains, one Pilau Rice (very colourful) and one super-hot (temperature) Plain Nan arrived by trolley and was duly served up. My Chicken Tikka Naga Bahar Special is described as ‘a hot and spicy dish cooked with fresh naga chillies, combined with tomatoes, garlic and onions.’ It was indeed hot and spicy but packed with delicious chicken pieces and wholesome tomatoes. Accompanied by the rice and nan (and the wine and iced water) it was sheer delight. Across the table lay another feast, both for the eyes and the palate. Chicken Tikka Vegetable Korai is medium spiced chicken tikka pieces cooked with a combination of vegetables, seasoned with herbs and spices - superbly tasty but not too hot! Both meals were declared delicious and

duly despatched - almost - portions at the Bangla Spice are not for the faint-hearted but offer tremendous taste and great value. Restaurant reviews usually include a dessert course - the Bangla could certainly oblige, but on this occasion we settled for coffee to end a delightful dining Indian (or Bangla) experience. Bangla Spice offers an online takeaway service for its extensive and highly impressive menu. There is also a fabulous Sunday Buffet from 1-7pm with ‘All you can eat - different menus every week.’ And, as if even more value was needed, there’s a special dine-in menu, £10.95 per guest, every Monday to Thursday until 8pm. We can thoroughly recommend the Bangla Spiced experience.

Transferring your ISAs doesn’t affect its tax-efficient status, but you should make sure that you don’t have to pay penalties or give up valuable benefits. If you want to switch from an existing ISA provider to a new one, you’re perfectly within your rights to do so. Much like a mortgage, you shouldn’t feel as though you’re saddled forever with your first ISA provider choice. Transferring your ISAs could allow you to widen your range of investment choices, as the range on offer can differ between providers. EASIER TO MONITOR AND MANAGE Another reason to switch is that you could find you’re better off because another provider is offering lower fees and charges. You may also want to move because you prefer to keep all your investments conveniently in one place, where they’re easier to monitor and manage. You can transfer your ISA from one provider to another at any time. You can also transfer from one type of ISA to a different type of ISA – for example, you can move money held in a Stocks & Shares ISA into a Cash ISA, or from a Cash ISA to a Stocks & Shares ISA. Similarly, money held in an Innovative Finance ISA can be transferred into a Stocks & Shares ISA or into a Cash ISA. NOT ALL ISA PROVIDERS ACCEPT TRANSFERS Remember that not all ISA providers will accept transfers. Also, bear in mind that the ISA provider you are moving from might charge you for the transfer. If you transfer cash from an existing ISA into a Lifetime ISA, it

will count towards your £4,000 Lifetime ISA allowance for the year and qualify for the government bonus, but will not count towards your overall ISA allowance of £20,000 in 2018/19. It is not advisable to transfer from a Lifetime ISA. Transferring your ISAs won’t affect their tax-efficient status, provided you follow the correct process. You might think that to make a transfer from one ISA to another, you’ll need to close down your existing account, make a withdrawal, then open up a new account and pay in. But closing down your current ISA means you’ll immediately lose all the tax benefits, so never withdraw your savings to pay into a new ISA. ADDITIONAL PERMITTED ISA ALLOWANCE Instead, if you want to make a transfer, we’ll contact your provider to inform them and manage the entire transfer process for you. Remember that tax rules can change in future, and their effect on you will depend on your individual circumstances. If you are looking to transfer ISA tax benefits following the death of your spouse or registered civil partner, the survivor can now inherit their ISA tax benefits. This will be in the form of an additional permitted allowance equal to the value of the ISA at the holder’s death and will be in addition to your own ISA allowance. Serves 4; Preparation time 15 minutes; Cook 6-8 minutes Ingredients 4 small mackerel, gutted 4 tbsp dark soy sauce 2 tsp sesame oil 2 tsp honey 1 tbsp sesame seeds Large piece fresh root ginger, peeled and thinly sliced Freshly ground black pepper To serve ½ cucumber, thinly sliced; handful coriander leaves; splash rice wine vinegar Method Heat the grill to its highest setting. Rinse the mackerel, taking care to

remove the gills and clean out the bloodline of the fish.. In a bowl, make the baste by mixing together the soy sauce, sesame oil, honey, sesame seeds and ginger. Season with pepper. Make 5-6 slashes through the fish on each side of the fillets, then brush thoroughly with the baste. Push a piece of the ginger into each slit of the fish and arrange on a baking sheet. Cook under the grill for 3-4 minutes on each side. The fish is cooked when the flesh is opaque, and the skin will be charred and shiny. Make a salad of cucumber and coriander, place in a bowl, then place the fish alongside, sprinkled with any extra baste and a little rice wine vinegar. This also works well with salmon steaks or whole, gutted herring.

Round the Garden April is the month when thoughts turn towards the garden. It’s easy to be overwhelmed at the size of the task ahead but a simple solution is here... What you need is a project, one which can be achieved in a morning or an afternoon and which improves a few square metres. You’ll feel you’ve achieved something wonderful and if you break the whole

garden into a series of small projects it suddenly appears more manageable. Here are three to get you started...

Strawberry Pots

Don’t forget an all weather seat so you can sit and contemplate all your hard work over a cup of tea or a nip of something stronger. Teak from renewable resources is fantastic but cast iron or aluminium is good though you’ll need a cushion to protect your posterior on cold days! Position it in a sunny area. Buy a few flowering daffodils, tulips and pansies and plant them in a pretty pot next to the bench...lovely.

Seating

You don’t need a huge patch to enjoy growing strawberries. Plant a few in pots as a treat. Buy young, rich green plants certified virus free. Plant 3-4 to a 12 inch (30cm) clay pot. The crowns (where shoots meet roots) should be level with the compost surface. Water them in and stand in the shelter of a house wall. If you have a greenhouse or a cold frame they will establish more quickly and fruit earlier. Pinch off any runners (slender, horizontal stems) which form.

Grass

Lawns always look bedraggled after the winter. Remove dead grass by raking the surface with a wire toothed rake. Improve drainage on heavy soil by spiking it with a garden fork every 6 inches (15cm) or so to a depth of about 4 inches (10cm). Give the fork a good wiggle each time. Sweep sharp sand into the holes with a broom. Then mow the lawn with the blades set on high and remove the clippings. Two weeks later apply a combined weed killer and fertilizer. If you’re lucky it will rain within 24 hours. If not just water it in. Mow weekly to keep the lawn thick and healthy.

New seating area for Paradise Park in Leyland A new, wildlife-friendly seating area has been installed at Paradise Park in Leyland. The Friends of Paradise Park applied to the Lancashire Environmental Fund (LEF) for funding to replace the old log seating – and were successful, receiving £950. Work started in February to prepare the area ahead of the installation of new gabions’ – metal cages filled with stones and bricks – which were put in place last month. The seating area will be a great new habitat for frogs, toads and newts as they spend winter hibernating; whilst in summer providing shelter for mice, voles and insects. The gaps in between the stones provide welcome shelter for small amphibians and small mammals, and it has been designed this way to help local wildlife prosper. In addition, the area can be used for educational pond dips for local schools and groups. The council’s Neighbourhood Services Team has already worked with pupils from St James’ Primary School and Moss Side Primary School – as well as

Leyland St James’ Scout Group – on projects in the park, and hopes to continue with this in 2019 and beyond. David Williams, from the Friends of Paradise Park, said: “We are hearing so much about cut backs at the moment that it’s good to see that there are still grants available for groups to use for the enhancement of their local community. “Something as simple as a seating area will help children to take an active interest in the wildlife in their local park. “I will be looking forward to seeing the seats being used once the weather improves.” Paradise Park is a small park, with two ponds, in the Moss Side area of Leyland (just south of the old Test Track). The Friends of Paradise Park meet at the park for maintenance and conservation work on the first Saturday of the month from 9:30am till 12:30pm.
