Theconceptofrepairabilityisgaining momentumacrossindustries,andthe lightingsectorisnoexception.While theEuropean”RighttoRepair”directive(EU)2024/1799 [1] primarilyappliestoconsumerproducts,thelightingindustrymustprepareforpotential regulatorychangesandmarket-driven demandsformoresustainableand repairableproducts.Beyondsimplerepairability,refurbishmentandremanufacturingofferadditionalopportunities toreducewaste,extendproductlife cycles,andimproveeconomicviability.
AnewDutchinitiative,developedby DEKRA,OVLNL,andLichtenDonker Advies,introducesarobustmethodologyforassessingtherepairabilityof luminaires.Thismethod,basedon EN45554 [4],notonlyprovidesastructuredapproachforevaluatinglighting productsandguidingmanufacturers indesigningforlong-termuse,butitis alsotheresultofextensivecollaboration.
Over30organizations—includingmunicipalities,consultants,contractors,manufacturers,andtesthouses—contributed theirexpertiseduringtheworkingsessions. Thisbroad-basedindustryparticipation ensuresthatthestandardiscomprehensive,widelysupported,andofhighvalue fortheentirelightingsector.Thisarticleexploresthelegallandscape,economicand environmentalbenefits,andpracticalapplicationsofthisinitiative.Thisstandardwas publishedinDecember2024.Theworking groupisnowgatheringexperienceswith theintenttofurtherimprovethisstandard andissueanupdateafterapproximately2 yearsofuse.
Repairabilityscoringsystemsalreadyexist,mostnotablytheiFixit [6] repairability indexinFrance,whichhasbeenwidely adoptedforconsumerelectronicssuchas smartphones,laptops,andotherportable devices.iFixit’s [6] approachevaluates factorslikeeaseofdisassembly,availabilityofspareparts,andthequalityofrepair documentation—helpingconsumersmake informeddecisionsaboutthelongevityand sustainabilityoftheirdevices.
However,theseestablishedframeworks havenotbeenspecificallytailoredtothe uniquechallengesofthelightingindustry. Luminairesdiffersignificantlyfromconsumerelectronics,especiallywhenconsideringfactorssuchastheirspecialized lightingcomponents,andthevariedrepair practicesrequiredforapplicationsranging fromdesklightingtostreetlighting.
TheBRLRepairabilitystandardfillsthisgap bydevelopingadedicatedmethodology forassessingtherepairabilityofluminaires. Byincorporatingindustry-specificcriteria— suchasaccessibilityofcomponents, the availabilityofparts,anddetailedsoftware/firmwareconsiderations—theBRL approachprovidesamoreaccurateand actionableevaluationformanufacturers, municipalities, andbuyersinthelighting sector.
Repairabilityhasnotalwaysbeenafocalpointinlightingdesign.Traditionally, lightingproducts,especiallyincandescent andfluorescentlamps,weredesignedfor easyreplacement.However,thetransitiontoLEDtechnologybroughtsignificant changes.WhileLEDsoffersuperiorenergyefficiencyandlongevity,theyareoften integratedintofixturesinwaysthatmake repairdifficultorimpossible.Manyearly LEDluminairesweresealedunits,withno practicalwaytoreplacefaultycomponents withoutreplacingtheentirefixture.
Thisshiftcreatedaparadox:whileLED lightingwasmarketedasasustainablesolutionduetoitsenergysavings,thelack ofrepairabilityledtoincreasedelectronic waste.Asaresponse,theindustrybegan exploringmodulardesignandstandardizedcomponentstoenablerepairs.The growingemphasisoncirculareconomy principlesfurtheracceleratedthistrend, pushingmanufacturerstorethinkproduct lifecyclesbeyondsimpleenergyefficiency.

Toillustratehowtheseinterfacesareaddressedinpractice,considertheluminaire’sdriver.Forthemechanicalinterface, selectingadriversizeandholepattern thatadherestoanopenstandard,suchas ZhagaBook13 [5],ensurescompatibility withvariousluminaires.Theelectricalinterfacenecessitatesclearspecificationsfor drivecurrent,voltage,andotherrelevant
parameters.Similarly,thethermalinterfacerequiresdetailedthermalperformance specifications.Whilethephotometricinterfaceisnotapplicabletodrivers,thecommunicationinterfacecanbestandardized usingD4i,anopenprotocolthatfacilitates interoperabilityandachievesthehighest classificationforrepairability.
ForLEDmodules, achievinginteroperability presentsgreaterchallenges.WhileZhaga [5] standardsoffernumerouspossibilities, thephotometricinterface, inparticular, canbecomplex.Ensuringconsistentlight distributionandqualityacrossdifferent LEDmodulereplacementsrequiresprecise specificationsandadherencetostandards. Thishighlightstheongoingworkneeded byorganizationslikeZhaga [5] andother standardsbodiestofurtherrefineandexpandinteroperabilitystandardsforLED modules.
Interfacesplayacriticalroleinmodern luminaires.Themethodologyevaluates:
• Useofopenvs.proprietarysoftware.
• Programmingaccessibility(usinggeneralpurposetoolsvs.manufacturer-specific solutions).
ZhagaandDALI [5] organizationsactively contributetoopenstandards,ensuring futureinteroperabilityandeaseofmaintenance.
Inthemodelshownin Figure 3,theinterfacesaredefinedastheconnections betweenthedifferentpartsandhowthey communicate.TheBRLRepairabilityframeworkonlyconsidersinterfacesthatare luminaire-specific.Forexample,aluminairewithadriver,sensor,andcontroller involvestwointerfaces.However,ifthe controlleralsocommunicateswithacentral
system,thatadditionalinterfaceisconsidered.
InaZhagaBook18 [5] luminaire,there mightbeacontrollerontopandasensorontheunderside,wherethemodule andcontrollerarenotpartoftheluminaire.Here,onlytheinterfacecommunicatingwiththeseitemsisevaluated.Fora Zhaga-certified [5] luminaire,theD4iopen standardapplies;however,inthatcase, Interface1isomittedbecauseitsevaluationisperformedatthecontrollerlevel, whichisoutsidetheluminaire.Interface4, representingthecommunicationbetween theprogrammingtoolandthedriver,isalso considered.Numerousstandardsareavailableforthesepurposes,andpromoting openstandardsisessentialforenhancing repairability.
4.RepairabilityScoringSystem
Aluminairereceivesascorerangingfrom A(beyondstate-of-the-artrepairability)to E(notrepairable).Thescoringsystemis structuredaroundthreekeycriteria:
• AbilitytoRepair:Thismeasureshow easilytheluminairecanbeaccessedand itscomponentsexchanged.Itconsiders factorssuchaseaseofdisassembly,the needforspecializedtools,andoverall serviceability.Inparticular,thestandard evaluatesaccessibilitybygradinghow theproductisopenedforrepair:
– ToollessAccess:Productsthatcanbe openedwithoutanytoolsreceivethe highestaccessibilityrating.
– General-PurposeTools:Ahighscore isalsopossibleifonlyonecommonly availabletoolisrequired.
– MultipleTools:Productsrequiring severalgeneral-purposetoolsreceive amoderatescore.
– Specialized/ProprietaryTools:Ifaccessisonlypossibleusingspecialized

• Collaboratewithregulatorsand standardizationbodies tohelpshape futurerepairabilitypoliciesinthelighting sector.
• Developclearrepairguidesand trainingprograms toempowermaintenanceteamsandthird-partyrepairspecialists,andensurethatallpersonalperformingevaluationsareproperlytrained.
ToolAccessibility:Verifythattherequired toolsforrepairsarecommonlyavailable andthatanyspecializedtoolsareprovided whenneeded.Thestandardincludesalist ofgenerallyavailabletools,asoutlinedin EN45554 [4],tohelpguaranteethatrepair processesareefficientandaccessible.
Theadvantagesofthisstandardhavebeen extensivelycoveredinthisarticle.The methodologypromotestransparency,ensuresinteroperability,andprovidesastructuredapproachtoassessingrepairability, makingiteasierformunicipalitiesandmanufacturerstoadoptsustainablepractices.
Con’s
• InformationSensitivity: Repairability requiresaccesstocriticalproductinformation.However,manufacturersmay behesitanttosharedetailsthatcould benefitcompetitors.Whilethisstandard addressessomeconcerns,informationsharingremainsapotentialbarrier.
• MaintenanceofReplacementParts Lists: Keepingrepairabilitydataupto dateisanongoingchallenge.Forinstance,ifamanufacturerprovidesalist ofcompatiblereplacementdrivers,this listmustberegularlyupdatedascomponentsbecomeobsolete.Astructured processformaintainingthisinformation isessential.
• TechnologicalEvolution: Aslighting technologyadvances,repairabilitycriteriamustevolvetokeeppacewithnew innovationsandindustrystandards.
Despitethesechallenges,smallandsimple stepscanalreadymakeasignificantdifferenceinmovingtowardsamoresustainable lightingindustry.
Whileregulatoryrequirementsforlighting repairabilityremainlimitedtoday,market forcesandemergingstandardspointtowardamoresustainable,repairable,and modularlightingindustry.TheDutchrepairabilitystandardprovidesastructured approachformanufacturers,municipalities,andbuyerstoassessandimprove repairability—offeringclearinsightsthrough detailedevaluationreportsandscoringsystems.
However,itisimportanttorecognizethat theconceptsunderlyingthisstandardare complex.Evaluatingaproductbasedon thesecriteriademandsasignificantlevel oftechnicalunderstanding,whichcan bechallengingforinexperiencedornontechnicalpersonnel.Withoutadequate trainingandclearguidance,inaccuraterepairabilityevaluationsriskunderminingthe benefitsofadoptingrepairabledesign.
Toaddressthesechallenges,itiscrucial thatmanufacturersandevaluatorsinvestin comprehensivedocumentationandtrainingprograms.Theseresourceswillhelp ensurethatallstakeholders—fromdesign engineerstoprocurementspecialists—fully understandthemethodologybehindthe scoringsystemandcanmakeinformed decisionsthatpromotelong-termsustainabilityandcostefficiency.
Ultimately,investinginrepairabledesign benefitsbothbusinessesandtheenvironment,positioningcompaniesaheadof futureregulatorychangesandaligningwith globalsustainabilitygoals.Astheindustry transitionstowardcirculareconomymodels,embracingrepairabilityisnotmerely anoption—itisastrategicnecessitythat requirestechnicalexpertise,robuststandards,andacommitmenttocontinuous learning. ■
