POS provides care through a specific local network of providers to offer in- and out-ofnetwork coverage. You pay either a fixed copayment or deductible and coinsurance, depending on the medical services. You are required to get a referral from your primary care physician in order to see a specialist.

OAP is a type of PPO plan offering inand out-of-network coverage through a broad national provider network. You pay either a fixed copayment or deductible and coinsurance, depending on the medical services. No referrals are required to see a specialist.

You’re responsible for paying a copay for office visits, emergency room and urgent care. However, your annual deductible must be met before the health plan begins to pay for hospitalization, x-ray and imaging services, out-patient surgeries, etc. Once you’ve met your deductible, the health plan will pay 100% of most eligible in-network services.

Preventive Care: When you use in-network providers, preventive care is covered at 100% with no copayments or deductible for all plans. However, if services are done for diagnostic care to monitor, diagnose, or treat a symptom or health issue, you may have a cost. If your 10% coinsurances and copays accumulate to the out-of-pocket maximum, you no longer pay for services the remainder of the calendar year.

FSA & HSA Facts abou t the

LCPS employees have two options for lowering the taxes they pay on covered expenses.

You may choose to participate in a Health Savings Account (HSA) if you are enrolled in the High Deductible Health Plan (HDHP). You may also choose to participate in a Flexible Spending Account (FSA) to pay for qualified expenses, including health care and dependent care.

Both HSAs and FSAs allow you to set money aside, before taxes, to pay for qualified out-of-pocket expenses. Both allow you to choose how much money to have withheld, based on what you expect your personal or family expenses will be.

There are significant differences between the two types of accounts, as shown in the table on the next page.

The major difference is that with an HSA, there is no “use it or lose it” rule — at the end of the year any account balance “rolls over” for the next year, and for each year thereafter. The funds can be used to pay current-year health care expenses, or you can invest your money to use Insurance later, such as during retirement. Health

Health Savings Accounts: Key Details and Benefits Health Savings Accounts are only available to employees enrolled in the HDHP plan.

Tax Advantages of an HSA HSAs work like personal savings accounts, but the funds are used to pay for qualified health care expenses (medical, Rx, dental and vision). You — not LCPS or Cigna — control the funds. Tax advantages include: • Contributions are with pre-tax dollars via payroll deductions • You never pay taxes on money used to pay for qualified medical expenses • Once the account reaches $2,000 the funds can be invested like an IRA

Your HSA Funds Are Always Yours Your account balance can be used to pay for qualified medical expenses. In addition: • Your account stays with you, even if you change medical plans, jobs, retire or separate from LCPS

Using Your HSA Account After receiving medical services, you can use your HSA debit card and/or checkbook to make a payment directly from your HSA to the provider, or you can choose not to use money from your HSA and let your account funds grow tax-free. (Payments for nonqualified medical expenses are taxable as income and subject to an additional 20% tax penalty.) What happens when you turn age 65 or become disabled? After you turn age 65 or become entitled to Medicare even due to disability, you may withdraw money from your HSA for “nonmedical purposes” without penalty. The withdrawal is treated as retirement income and is subject to normal income tax. However if you use the funds to pay for qualified health care expenses — including Medicare premiums, the withdrawals are tax free.

Health Savings Accounts are similar to an IRA A Health Savings Account (HSA) is a taxexempt account used to pay for health care expenses (medical, Rx, dental and vision). Just like an IRA, you can invest your funds. The account funds grow tax-free. With an HSA, you get the same tax deduction when you contribute money, but when you use the funds for medical expenses or Medicare premiums, you withdraw it tax-free. However, with an IRA, you pay taxes when you withdraw it in retirement.

If you suffer from a critical illness you may not be able to work for a period of time. Critical Illness Insurance can supplement your income by paying a lump sum amount you can spend however you wish — towards medical expenses, mortgage, child care, car payments, or other expenses.

What is a Critical Illness Policy? A Critical Illness Policy provides a cash benefit when you or a covered dependent are diagnosed with a covered critical illness during your policy coverage period. What are the available coverage levels?

Coverage is up to $25,000 in $5,000 increments without a medical examination.

This plan can supplement your Short-Term and Long-Term Disability Insurances. All medical examination requirements and pre-existing conditions have been removed, allowing you to easily enroll to provide additional financial security for you and your family at a reasonable cost. This insurance pays a lump sum cash payment if you or a covered dependent are diagnosed with a qualifying critical illness during the policy coverage period. You can enroll in coverage levels between $5,000 and $25,000, without a medical examination or pre-existing clause. You decide how to use your cash payment — towards medical expenses or everyday household expenses. All employees have the option to voluntarily enroll, add dependents or increase coverage levels for a Critical Illness Policy at a cost to you — even if you don’t enroll in our medical plans. Employees enrolling in the High Deductible Health Plan (HDHP) will receive a $5,000 Critical Illness Policy, for the employee only, paid for by LCPS.

Accidental Injury Insurance can offer additional financial security by paying a cash payment in the event you or a covered dependent suffer from a non-job related accidental injury.

What is an Accidental Injury Policy?

An Accidental Injury Policy provides a cash benefit to you or a covered dependent for a broad range of accident treatments and conditions, based on the approved schedule. This policy is for non-job related injuries.

Creditable Coverage Notice Are you — or a dependent on your insurance — eligible for Medicare? If so, there are couple things you need to know about your prescription coverage. Medicare prescription drug coverage is available to everyone with Medicare and it provides a standard level of coverage set by Medicare. The LCPS prescription drug plan, through Express Scripts, provides

coverage that exceeds the standard set by Medicare. This is called Creditable Coverage and means you will not pay a penalty if you elect a Medicare drug plan later during a special enrollment period. Her asthma, in fact, is one of the reasons I’m moving from last year’s Point of Service Plan to an Open Access Plan. The High Deductible Health Plan is the one, Terry said. So we left the OAP. Icing on the cake, the HDHP qualifies us for a $2,000 contribution from LCPS in January and allows us to increase our own Health Savings Account contributions to $4,900, the highest ever. Plus, we can give our health savings a chance to grow while we’re not using them by investing them. Terry and I are looking forward to getting some ideas on how to do that at the Health Savings Account Investment workshop October 21, or we might go November 11. You could say we’re really doing our homework on health coverage—doing everything we can for our family’s health.

I mean, accidents can happen to anyone, anytime. There’s also a flexible spending account workshop those same days. Can you believe it? I can use my dependent care account to pay for my Dee’s daycare with pre-tax money. Okay, I’m off. It’s time for us to leave for one of Cheryl’s soccer games now. Really, you should see her play!

Huan: I told my wife Kali that the November 11 Realize Retirement Tour event is on a bus. A bus! She didn’t believe me, but then I showed her the tour’s flyer. She laughed, and of course encouraged me to go. You see, I’m retiring next year, so I need to learn as much as I can about retirement benefit options—especially LCPS retiree medical insurance. Here’s what I’ve found out so far: I can use my previous balance plus this year’s contributions to my High Deductible Health Plan’s Health Savings Account during retirement. That’s right.

Natalie: Wow, this has been such a great school year so far. My class is fun and bright, and I’ve been able to keep up with my fantastic after-school workouts, even running. In fact,

I feel SO good, it’s a little hard to focus on health insurance—but I know that now is the time to do it.

I’m sure those savings will come in handy. So, yes, I am going to save up as much as I can in my Health Savings Account this year, and yes, I am going to get on that bus November 11. I don’t want it to take off without me!

Actually, I’ve been thinking about enrolling in the High Deductible Health Plan. It has the lowest monthly premiums, and get this: LCPS will contribute $1,000 to my Health Savings Plan just for signing up. So even though that “high deductible” is $1,500, I’ll get the full $1,000 in January to add to my Health Savings Plan, whether I need it or not. A thousand dollars on day one and great coverage the whole year through—that’s what I call starting 2018 off right.

Your Health and Wellness Did you know that health and wellness could help with disease prevention and health promotion? Overconsumption of food, lack of exercise, smoking and stress account for a large percentage of growing risk factors (like high body mass, high cholesterol, high blood pressure, etc.) that increases your chance of developing heart disease, diabetes, certain cancers and other chronic conditions. Although most employees think of health and wellness as the same, they have two entirely different meanings. Most employees define “Wellness” as health related, but it is more about your attitude towards the way you live. Wellness is defined as a positive approach to living. Becoming the best “You”! You can achieve wellness by avoiding unhealthy practices. For example, do you handle stress by overeating or smoking? Or do you take a walk, yoga or some type of fitness training. Taking a walk, yoga or some type of fitness training is a more positive approach to handle stress. Health is defined as a state of complete physical, mental and social well-being and not merely the absence of disease. Wellness has a direct influence on your overall health. You cannot have one without the other if you want to be healthy and happy. Remember you have control over the choices you make every day. Let us all work on improving health and wellness!
