Welcome to Norwalk Norwalk at a Glance Incorporated: August 1957 Incorporated Area: 10.667 sq. ml. Form of Government: Council/Manager Population: 109,681* Location: Norwalk is where California history intersects with new millennium technology in Southern California. Since the days of El Camino Real, the city has been in the center of a regionally vital transportation hub. Just minutes away from everywhere important in Southern California, Norwalk is the ideal place to be.

Norwalk’s Story The Norwalk of Today The city of Norwalk was incorporated on August 26, 1957, becoming Los Angeles County’s 66th city. Comprised of about 9.77 square miles, the city has continued to grow to 10.667 square miles and develop into a prosperous and culturally rich community of over 100,000 residents. Located at the midpoint between Los Angeles and Orange Counties, Norwalk is just minutes away from the finest cultural educational, and entertainment centers both counties have to offer. Mountains

and beaches are also close and readily accessible. In 2007, the city of Norwalk proudly celebrated its 50th anniversary with a community sense of pride and accomplishment anticipating an even brighter future. Norwalk is a general law city and contract for services in law enforcement and fire with the Los Angeles County Sheriffs Department, and also contract out for water, street sweeping, and trash disposal. In business, education, government, and law enforcement, the signs of growth serve as evidence for a bright future. Norwalk’s parks and community recreation programs are administered by the city’s Recreation and Park Services Department, the parks system consists of 12 parks with 87.3 acres of land.

An additional asset to the city is, of course, its location. Norwalk sits in the heart of an expanding regional transportation network, which is an outstanding convenience to residents that work anywhere in Los Angeles or Orange Counties. The Norwalk of Yesterday Once known as New River, Siete Alisos (Seven Sycamores), Sycamore Grove, and Corazon le los Valles (Heart of the Valleys), Norwalk was finally referred to as Corvallis by easterners who had difficulty pronouncing the Spanish names. For many years, Norwalk actually had dual names, depending on where one traveled. First settled in the latter 1850’s, the community did not begin development until 1874 when railroad tracks crossed the North Walk or Trail from Anaheim Landing for the first time. Concurrently, a town site was surveyed on the Covallis acreage. Established as Norwalk Station by railroad, the name Corvallis remained in favor until the town site was recorded three years later. With that recordation, the confusion of receiving mail for Corvallis at Norwalk Station ended and the two became one – Norwalk.


At the Turn of the century, Norwalk had become established as the dairy Heart of the Valleys. Of the 50 local families reporting in the 1900 census, most were concerned with farming and dairying. As the years passed, the community continued to grow. Permanent educational facilities were constructed, electricity and telephone service was installed, and roadways and highways linked Norwalk to statewide markets. Fifty years later, the need for local control over local affairs became so great that a special incorporation election was called. On August 26, 1957, Norwalk was certified by the Secretary of State as California’s 15th largest city and became L.A. County’s 66th city. With cityhood came startling improvements in services to local residents. Progressive health and building standards were adopted, law enforcement increased, storm drainage improved, and citywide street lighting districts formed.

General Information Norwalk was established as a “contract city” and continues to operate in that manner. A contract city is a city in which services such as police and fire are contracted with another agency. The city of Norwalk contracts with the Los Angeles County Fire and Sheriff ’s Department for these services. The community is considered a “no/ low property tax” community, which means that it receives a very small percentage of property tax collected by the state. The city’s major resource contributors are sales taxes; vehicles license fees from the state, utility user tax, and service fees. In addition, the city receives restricted funds to be used only for specific areas, such as street improvement, transportation, park improvement, and others from the state and federal governments.

Cultural Highlights The city of Norwalk is home to the Sproul Museum and historical Hargitt House. The city is also a premier location for the production of featured motion pictures and television commercials, utilizing location such as the historic Paddison Farm, Front Street, and unique residential areas.

In the case of the Norwalk Chamber of Commerce its members, staff and the Board of Directors are that key. As we moved forward this year The Board of Directors and the staff remain totally committed in representing you in federal, state and local issues and establishing policy that will insure its continued success. We pledge that we will be the “Voice of Business” for every company in the city from single proprietors to major corporations. Each year, the Norwalk Chamber refers hundreds of consumers to Norwalk Chamber member companies. Due in part to these referrals, other activities and events, numerous members believe that a large percentage of their business success is directly attributed to the contacts and relationships developed within the Norwalk Chamber. The Norwalk Chamber provides support, resources, services and opportunities for all existing and prospective businesses. As a long time resident of the City of Norwalk, an employee of Norwalk-La Mirada Plumbing & HVAC since 1997 and as a member of the Board of Directors for the Norwalk Chamber in my second term, I have learned so much and have had the opportunity to meet many new people. Before I became involved in the Chamber, I was not aware of the important role a Chamber has as a representative of its city. This committee is responsible for contacting new and existing members, inviting members to take advantage of Chamber benefits, and gather feedback from members on how the Chamber is doing.


The Ambassadors aim to support the Chamber’s member retention efforts. Business Education This committee is responsible for planning informational programs that address Chamber members professional development needs such as business seminars and workshops. This committee also focuses on partnership activities with the local school districts. The goal of Business Education is to get kids thinking about their futures early on and there is no better way to learn than hands-on-experience. Business Development Committee This committee focuses on creating a positive economic impact for all business with a focus on Hispanic and minority owned business owners within the City of Norwalk and surrounding areas. The goal is to empower these business professionals for growth through education, networking and mentoring. The committee conducts business visitations to encourage the business owners to take advantage of Chamber Benefits. They also work closely with Norwalk Public Safety to gather feedback from members on how best the Chamber and City can help them succeed.

Education Committee The Education Committee oversees the annual Norwalk Chamber and Education Fund Luncheon. The committee also assists with reviewing the application guidelines for scholarship and assistance awards, as well as help select recipients. Installation The Installation Committee helps coordinate all elements of the Chamber’s annual Installation Event, from marketing and promotion to collecting silent auction or raffle items to setup and decorations. Publications Publications oversees the design and development of all Chamber printed information such as membership and marketing materials, the Norwalk Chamber Monthly Newsletter and also oversees current information posted on the Norwalk Chamber website. Special Events This committee is responsible for planning and implementing member events such as breakfast and luncheon meetings, member recognition events, and annual special events including a Business Expo, Holiday Mixer, Golf Tournament and Installation.

Local

The main purpose of the Special Events committee is to support the Chamber’s effort in providing opportunities for members to further develop business networks. Regional Chamber Alliance The Regional Chamber Alliance studies, analyzes, and makes recommendations on governmental issues and legislation affecting business and residents of Norwalk. This committee is a joint effort between the cities of Norwalk, Pico Rivera, Santa Fe Springs, Whittier and La Mirada.

Life Just Got Better

Business Expo For the past 10 years, this event provides members of the Chamber an opportunity to foster businessto-business relationships. The event allows business to showcase their latest product, highlight their best kept secret, and most of all to help create new business partnerships. Annual Golf or Bowling Tournaments Both tournaments are a “friend” raiser and fundraiser for the Norwalk Chamber. These annual events provide an opportunity or members to get involved though sponsorships, advertising, marketing, acquiring door prizes, selling raffle tickets, and have a pleasurable time with other proactive business owners and professionals. Education Fund Luncheon The Norwalk Chamber supports quality education at all levels and is committed to providing financial assistance awards to those members and their employees seeking to continue their education or to gain the necessary skills needed for employment. The Lucille Colln Education Fund was also established to help those in need. It was named after a long-time member Lucille Colln, who was dedicated not only to the Chamber but even more dedicated to assisting those in need of financial assistance for higher education. Installation & Awards Luncheon The Installation & Awards Luncheon is a great way to meet the outgoing and incoming officers and directors of the Norwalk Chamber Board of Directors. It is an afternoon of celebration as highlights of the past year are shown and plans for the future are presented. The event also recognizes the Business of the Year, Volunteer of the Year, and the recipient of the Chairman’s Award.

Community Resources Recreation & Culture NORWALK ARTS & SPORTS COMPLEX The Norwalk Arts & Sports Complex is located at 13000 Clarkdale Avenue. Everyone is invited to tour the facilities and see why the entire family will enjoy this recreational and cultural venue. The Cultural Arts Center offers a variety of special events and instructional classes, a full musical rehearsal facility and the Mary Paxon Art Gallery. The Sports Complex offers a wide variety of sports and fitness program for all ages. City Council

City Services

Norwalk operates under a Council/Manager form of government in the charter of the city, which was drafted in 1957. The five-member city council acts as the city’s chief policy-making body. Every two years, council members are elected by the citizens of Norwalk to serve four-year, overlapping terms; council members are not limited to the number of terms they may serve. The mayor, selected by the council, is the presiding officer and serves a one-year term. In the mayor’s absence the vice mayor assumes his or her responsibilities. Council meetings are held at 6 PM on the first and third Tuesday’s of the month in the council chambers, located at City Hall. All council meetings are open to the public and members of the community are encouraged to attend and bring their views to the council.

Norwalk Community Coordinating Council The Norwalk Community Coordinating Council (NCCC) is a tax-exempt, nonprofit organization serving the community since 1932. The purpose of the NCCC is to promote social welfare and lessen the burden of government within the city. The goals are accomplished by the distribution of more than 600 annual food baskets, monthly meetings to coordinate the activities of all community organizations, sponsorship of citizen and youth of the year awards, administration of the Project Alert program to reduce truancy, and maintenance of a community calendar and newsletter. Norwalk is consistently ranked among the safest cities in America. In recognition of the community’s public safety efforts, the National League of Cities presented the city of Norwalk with the 1997 Award for Excellence in Community Policing. Since its establishment in March of 1989, the city’s Department of Public Safety has evolved into a model for cities and law enforcement agencies throughout the country. The Department of Public Safety was developed in order to establish the concept of communitybased law enforcement services and to channel the efforts of community, law enforcement, education, probation, prosecution, courts and social services toward a common objective. The goal of the city, in developing the Department of Public Safety, was to find effective solutions to neighborhood concerns of crime, vandalism, gang activity, juvenile delinquency, narcotics activity, and the general quality of life issues in the Norwalk community. Through a unique and progressive mix of services, inter-agency partnerships, and community support and cooperation, the Department of Public Safety regularly resolves many neighborhood issues before they require a law enforcement response. Public Safety Officers (PSO’s) respond to requests for safety services and information, handle municipal code enforcement, and parking enforcement. They also conduct high-visibility patrols of the city’s parks, facilities, neighborhoods, and the commercial and business areas. PSO’s also conduct informational outreach to the Community on public safety matters. T

he Norwalk Redevelopment Agency was established in 1984 to promote the City’s commercial attractiveness and strengthen its fiscal capacity. Norwalk’s redevelopment project area encompasses each of the community’s major commercial corridors, shopping districts and industrial areas. These include Firestone Boulevard, the Norwalk Entertainment Center, Norwalk Towne Square, Paddison Square, Alondra Boulevard, Rosecrans Towne Square, South Norwalk, and the Carmenita Industrial Park. The Agency’s activities will focus on completion of the following projects: Norwalk Entertainment Center Project The Agency entered into a disposition and development agreement to create a six-tenant food court and a sit-down restaurant pad of approximately 6,000 square feet. An additional restaurant use is being considered for this site. Plans include the provision of additional parking to support this use and provide parking for judges in the adjacent superior court facility. Norwalk “Tank Farm” Project The Agency has included this 50-acre property within the boundaries of the merged redevelopment project area. Negotiations are underway to evaluate potential uses for the property, including light industrial, commercial, and recreational. Paddison Square Redevelopment Project Agency assistance has been provided to facilitate the opening of a new Target retail center in July 2002 and through this re-anchoring has encouraged the remodeling of the shopping center. Staff is working with the property owners and businesses to improve the mix of retailers and increase shopping opportunities. Hoxie/Imperial Shopping Center Project Efforts are underway by the Agency to assist in the attraction of a new large retail user for this site, most likely anchored by a regionally recognized retail use. Studebaker/Firestone Project The Studebaker/Firestone area contains a neighborhood commercial shopping center that was originally developed 50 years ago. The buildings on the site have been demolished and the site has been cleared in preparation for development. Additional efforts will continue to evaluate the restaurant property located on the southeast corner of the intersection in order to bring in additional commercial uses. Firestone Boulevard Commercial Corridor Project Agency staff is evaluating developer interest in land assemblage for the creation of retail shopping areas, ownership units (residential condominiums) or mixed-use projects, along the Firestone Boulevard commercial corridor. McKenna Motors Expansion A low interest rate loan from the Agency was used to provide expansion opportunities for an automobile dealership. The dealership is seeking additional land for storage.

Alondra/Pioneer Project Efforts are underway to identify property owners willing to participate with the Agency in a significant commercial rehabilitation project in the Alondra Boulevard/Pioneer Boulevard area. Substantial exterior improvements or reconstruction are contemplated, which would include building construction, landscaping, possible façade improvements, a comprehensive sign program, and increased lighting.

Bloomfield/Imperial Project The Agency is evaluating development of a retail/office type development. The property is currently zoned for a mid-rise office use.

New Businesses in Norwalk New businesses that have recently opened or planned for the City of Norwalk include: Fresh and Easy Neighborhood Market, FedEx Kinko’s, Applebee’s Neighborhood Grill, Dunn-Edwards Paints, Starbuck’s Coffee, Tacos Don Chente Mexican Restaurant, Northgate González Markets and Walgreen’s Pharmacy.

Business Development Incentive Program The Agency has identified various commercial properties in need of improvement. A Pilot Business Development Incentive Program is being considered to assess the costs and benefits associated with commercial revitalization program strategies and determine the need for additional business development incentives. This type of project is aimed at improving the physical condition of commercial properties

within Agency eligible areas and will serve to leverage available funds to increase the economic viability and job creating potential of the designated project areas. Other potential projects that will support and expand the goals and objectives of the Agency’s Implementation Plan will be considered, including projects to improve site suitability and provide for commercial expansion. The development and implementation of any potential project is contingent upon the availability of funding and approval by the Agency.
