COUNTY COMMISSION

Changes to Lone Star Lake Park rules approved By Christine Metz cmetz@ljworld.com

Visitors to Lone Star Lake Park can still set off fireworks, but it will cost more to camp there overnight. On Wednesday, the Douglas County Commissioners approved changes to rules and regulation at the park, which is about 12 miles southwest of Lawrence. In August, the County Commission took a closer look at the park’s regulations in the wake of two drownings. A review already under way for regulations for camping, fishing and boating was expanded to include swimming policies. At that time, commissioners balked at staff’s suggestion to ban fireworks, which is allowed in the days surrounding the Fourth of July. County staff said they spend significant time and money monitorA review ing and already un- c l e a n der way for ing up regulations the fireworks. for camping, In the fishing and a m e n d boating was m e n t s a p expanded proved to include Wednesday, fireswimming works policies. w e r e still allowed. But here’s what has changed:

Dogs will be allowed off leash in designated areas. An off-leash dog area is planned for the southern portion of the lake.

All-terrain vehicles will be prohibited on surfaces other than developed roads and developed parking lots.

Swimming at the park will be limited to May 1 through Sept. 15, which coincides with the dates that fishing is prohibited in the designated swimming area.

No swimming will be allowed beneath the docks.

Water skiing is allowed between May 20 and Sept. 15 of each year on Wednesdays through Sundays and from noon to 8 p.m. It will also be allowed on Memorial Day, Fourth of July, Labor Day and other days the county commissioners approve.

Daily camp fees for the park have gone up from $7 to $11 for sites with no electricity and from $12 to $16 for sites with electricity. The rules will go into effect April 1.

KU student leaders seek Grants to renovate Wescoe Beach

A popular central gathering spot on the Kansas University campus could get a facelift if KU’s Student Senate gives its approval. Libby Johnson, KU’s student body president, is helping to gather support for a plan that would add lighting, seating and bigger, shadier trees to Wescoe Beach, the large concrete area between Wescoe Hall and Jayhawk Boulevard. Today, Johnson said, the area is “mostly a sea of concrete with some potted plants in the middle.” Many KU students use the area as a KANSAS UNIVERSITY place to relax between classes, and several student groups often set up tables to interact with the students walking by. “It’s something that a lot of students have talked to us about, and I think that it will create a significant change for students,” Johnson said. Two Student Senate committees were scheduled to consider on Wednesday night a measure that would contribute $100,000 to the project. The measure would still require approval from the full KU Student Senate. Jack Martin, a KU spokesman, said an additional $100,000 for the project would be matched

consequences of not planning. Linda Upstill, chairwoman of the Lawrence-area Coalition to Honor End-ofLife Choices, said everyone who is 18 and older should have a Durable Power of Attorney for Health Care, which is a legal document that allows a person to designate someone to make health care decisions during a period of disability or incapacity. “It can be really difficult for families to make the decisions,” she said. “It’s much easier if that person has made the decision about what kind of medical interventions they might want, and it alleviates any guilt from survivors who might wonder if they made the right decision.” Also, everyone needs to decide what type of care they might want. Among the questions to consider:

Do I want to live as long as possible, regardless of the quality of life that I experience?

Do I want to preserve a good quality of life, even if this means that I may not live long? — Reporter Christine Metz can be Some other things to reached at 832-6352. think about:

to provide training in or to perform induced abortions. Otherwise, access to experience with induced abortion must be part of residency education,” the group stated. Federal and State Affairs Committee Steve Brunk, R-Wichita, said the KU Medical Center issue has been discussed by committee members. He said part of the problem was that KU officials raised the issue after the public hearing on the bill was closed. dures for such purposes in facilities that are not owned and operated by any agency or authority of the state of Kansas.” Brunk said he would not offer the amendment but said any other committee member could. And, he said, if the bill were approved in committee and the House without the amendment, it could be changed while in the Senate. He said the committee will vote on the bill today. KU Medical Center issued a statement, saying that it was trying to work with legislators “in an effort to avoid any unintended consequences that could threaten the University of Kansas School of Medicine’s accreditation.” The statement added: “Abortions are not performed at the University of Kansas Hospital, which is the primary site of resi-

He said the idea was brought up by student leaders in their meetings with the provost and chancellor. Johnson said another $50,000 for the project would come from KU’s Campus Safety Advisory Board. If approved, the plan would remove the potted plants and replace them with bigger trees planted in the ground, along with light poles with LED lights. New stone benches would provide a new seating configuration, said Peg Livingood, a landscape architect with KU’s Design and Construction Management who has worked on the project. The seating today isn’t as conducive for groups, she said. “You really can’t be in a group and sit and discuss

Do I want to be with my loved ones at death?

Do I want to be treated according to my religious beliefs and traditions?

Do I want to make a contribution to medical education and research? Upstill said families should discuss what type of care they want with their families and loved one at least once a year. She said it can bring a lot of peace of mind. According to the Coalition to Honor End-of Life Choices, or CHEC, about 75 percent of the population does not have an end-of-life care plan. Among those attending the program, about 50 percent did not. Eva Edmands, 83, of Lawrence, found that concerning. While she doesn’t have any family members, she has a 40-something friend in Arizona who will make her health care decisions if she is unable to, and she has a trustee at a bank to carry out her financial wishes. She also has made her funeral arrangements. “I can die in peace,” she said. — Health reporter Karrey Britt can be reached at 832-7190. dency training for residents at the University of Kansas Medical Center in Kansas City. Accreditation requirements for Obstetrics/Gynecology residencies, however, require that residents gain experience with induced abortion and complications due to abortion, unless they have a religious or moral objection. Consequently, residents in Ob/ Gyn acquire necessary experience in abortion procedures elsewhere in facilities that are not owned or operated by the state of Kansas.” KU Chancellor Bernadette Gray-Little, who was at the Capitol to talk with legislators about KU funding on Wednesday, declined to comment on the controversy. — Statehouse reporter Scott Rothschild can be reached at 785-423-0668.

because it’s very linear,” she said. The project is still preliminary, she said, and could change based on the amount of funding allocated. If funding is approved, the project could be done quickly, Livingood said. “If all the stars align, it could be this summer,” she said. It could take longer, too, she said, depending on how the project is funded.

to meet basic needs of low-income and disabled residents. “The extent of need has grown as a result of the economy. There are more safety net organizations that provide basic needs for things like food, shelter and medical care. And all of those agencies are seeing a rapid increase in demand. We tried as best as we could to fund as many of those as possible because people are hurting in our community,” Hull said. This year’s largest award went to Health Care Access Clinic, which was given $15,000 to expand health services for uninsured residents. The foundation also gave $10,000 to renovate the day center for Family Promise of Lawrence, an organization that provides shelter to homeless families by partnering with religious organizations.

One new project funded this year was a $13,200 donation that went toward replacing cribs in child care centers throughout the community. Many child care centers were faced with the expensive task of buying cribs because of new safety regulations. The organization is also giving $7,000 to the Kansas Humanities Council and the Lumberyard Arts Center to host a Smithsonian traveling exhibit, “The Way We Worked.” The Baldwin City venue was one of six sites in Kansas picked to display the exhibit, which will arrive in spring 2013. The Douglas County Community Foundation was established in 2000 through a $4 million donation from Tensie Oldfather. “Since then, lots of local citizens have added to it, which is really nice. It has given us the flexibility over the years to react to community needs that have changed over time,” Hull said. — Reporter Christine Metz can be reached at 832-6352.
