Redesign by the Sea Redesign by the Sea is a collaboration between Laura Wareing, a PhD researcher at Lancaster University and Deco Publique, a creative business based in Morecambe, Lancashire, who curate and produce original cultural festivals and creative projects across the North of England. In Spring 2019, a group of young people aged 16 to 17 living and going to school in Morecambe participated in creative workshops where they had the opportunity to become ‘Festival Co-designers’. They worked alongside Deco Publique and PhD students from Transformation North West to voice their views and redesign elements of the major Vintage by the Sea Festival taking place each year in Morecambe. The project aimed to help Deco Publique reach a wider audience, engage with and reflect on the needs of the community in Morecambe and contribute to the sustainability of the Festival. The project also aimed to deliver benefits to the young people taking part, as well as their teachers. The young people had the opportunity to learn about creative careers, as well as develop creative, business and collaboration skills, voice their opinion, design new ideas and play an active role in innovative place-making practice in Morecambe. This engagement is important because seaside towns such as Morecambe face social and economic challenges and as a result young people often have low aspirations, as well as face barriers to employment and education.

Transformation North West This project was part of Transformation North West (TNW), which is a doctoral training partnership exploring how design and creative techniques can enhance growth and prosperity throughout the North West of England. There are twelve PhD students in total on TNW, all from different creative backgrounds, supported by five universities; Lancaster, Liverpool, Manchester, Manchester Metropolitan and Salford. Each student is co-creating a series of projects with businesses and organisations in the North West, which contribute to both the aims of the businesses and their own research. Introduction from Deco Publique Through the collaboration with Laura, and Transformation North West, we hoped to use co-design practices to engage with a group of young people from Morecambe Bay Academy. Our motivation for the project centred on our ambition to better connect with the needs and creative interests of the age group in relation to the Vintage by the Sea festival, and the cultural offer more broadly in Morecambe.

We noticed that through using the co-design tools designed by Laura, the group became more deeply engaged in the process, with some remarking that whilst they had originally thought they were ‘not creative’ they felt empowered to make creative choices and build their own visions, appearing to respond particularly well to the bespoke design tools and workshop structure.

A second motivation was to learn more about co-design methods and practices, and how we might use them more effectively within our business practice where we often engage with diverse stakeholders, age groups and audience profiles.

In the future, Deco Publique will look to build more in depth co-design activities into creative project development with audiences and stakeholders, having experienced first hand the benefits of this type of high quality and participatory structured engagement.

Through the co-design sessions, we discovered that to make festival programming more relevant to the group they would like to see more digital interventions, food experiences, sporting activities and for the festival to be spread over a larger footprint. The group developed new festival proposals which will enhance our ability to shape the future programme, it also provided them with a unique creative experience.

Vintage by the Sea Festival Vintage by the Sea is an award winning festival, which has taken place in Morecambe every year since 2013. The Festival, which is by co-curated and produced by Deco Publique and delivered in partnership with Lancaster City Council and Hemingway Design, has been described by The Guardian as one of the ‘Top Five Retro Events in the World’, it attracts an estimated 45,000 people to Morecambe each year, a third of which visit from outside the North West and generates approximately £1 million of impact to the local economy. The Festival includes a mixture of theatre, art, design, fashion and music reflecting the 1920s to the 1990s. Popular activities include classic cars, planes, markets, fashion shows, street food and street performance, which integrate with Morecambe and community over the weekend. Although the Festival is popular with many local families and older people, it is less popular with younger people, generating a need to engage with this group locally. The Need Deco Publique delivers arts and culture initiatives throughout the North West and have a close relationship with Morecambe, which is where they are based. Their work in Morecambe includes the co-curation of Vintage by the Sea, as well as commissioning and producing street art, producing temporary landscape sculptures and using place-making techniques to re-imagine public space. This contributes to better places to live and work in the North of England. Although Deco Publique delivers community engagement for one of their other festivals, Vintage by the Sea has not had the same funding and resource for community engagement around Morecambe. They wanted to explore this further, pinpointing young people as a group that are particularly hard to engage with, who they would like work with to create some ownership and inclusion in the festival. They wished to find out the group’s views on arts and culture in and outside Morecambe and the barriers they face when accessing it. They also wanted to hear their views on the Vintage by the Sea Festival. Morecambe, like many other seaside towns in the UK, faces a number of social and economic challenges. Deco Publique have recently provided written evidence to Parliament’s Regenerating Seaside Towns Committee that outlines their commitment to delivering creative interventions to a multi-generational audience that support Morecambe’s visitor economy and tourism, and bring together people and place.

The final report was published in March 2019, making a number of points that relate directly to this project. It stated that seaside towns need to evolve to meet present day and future challenges through a ‘long-term, place-based vision’, which involves working with a range of different people to address social challenges facing the local area, uses local assets, which is supported by local leaders. The report highlighted the role of the Creative Industries in helping seaside towns to ‘diversify their economies’ and ‘enhance their local cultural assets’. The report also highlighted how young people in seaside towns are being ‘let down and left behind’ due to barriers to education and employment opportunities, which results in low aspirations. It pointed to partnerships between schools, educational institutions, local businesses and industry as a way forward. The UK Government’s Industrial Strategy, a plan for economic growth, discusses people and place as foundations for change, calling for prosperous and productive communities throughout the UK and highlighting how some places are not reaching their full potential, which could be achieved through better use of local assets. Aim The aim of this project was to foster new links between Deco Publique, the Vintage by the Sea Festival and the community. This will help Deco Publique reach a wider audience and contribute to the sustainability of the Festival.

Young people living in coastal areas in the United Kingdom face barriers to education and employment opportunities, posing a threat to the number of young people living in seaside communities in the future. At the beginning of the project, it was explained to us by the teachers that many young people at the school have low aspirations, have few ideas for their future careers and it would be likely that many of them would not know what the Festival was and have unoriginal ideas.

We achieved this through engaging with a group of young people from a local secondary school to understand their views and co-design a more place-appropriate and sustainable Vintage by the Sea Festival. We co-designed a programme of activities for the Festival, which weall felt were both suitable for young people and Morecambe.

Therefore these sessions were designed to provide an opportunity to learn about what it is like to work in an inspirational creative business in Morecambe, as well as develop creative, business and collaboration skills, voice opinions, design new ideas and play an active role in innovative place-making practice.

Although Morecambe is challenged by economic decline and areas of deprivation, the Vintage by the Festival is a major asset to Morecambe, boosting the economy, drawing in thousands of visitors and celebrating arts and culture from the past and present as well as reflecting the character of the town. The project comes at a turning point for Morecambe, as it seeks to redefine itself with plans to become the future home of Eden Project North.

Imagine Working Creatively in Morecambe The workshops were designed to provide the young people with the opportunity to learn about what it is like to work in an inspirational creative business in Morecambe. Deco Publique talked to the group about their business, why they chose to be based in Morecambe, how they worked towards setting it up and the variety of work they do. This was then supported by interactive activities throughout the sessions, which enabled to work creatively, collaboratively, learning what it is like to design festivals and events in Morecambe.

Co-Design Approach In this project, we took a collaborative approach to design the elements of the Festival with the young people. Co-design enables a variety of people with different expertise to work collaboratively throughout a design process together. In this project, young people were the experts in what they do and do not enjoy in their hometown. Deco Publique were the experts in curating arts-based events and festivals, teachers were the experts in learning development and Laura, a design PhD student has expertise in guiding through and structuring collaborative design processes. In order to create high quality and relevant festival ideas that reflect Morecambe and the preferences of young people living there, the workshops were carefully designed to take the group through a series of steps that supported learning and creativity around expressing views on activities for young people, Morecambe and the Vintage by the Sea Festival, building up the creation of new ideas. This was facilitated through the use of ‘design tools’ throughout the sessions.

Session One - Living in Morecambe Location Morecambe Bay Academy, secondary school in Morecambe

Session Aim The aim was to engage with the young people and encourage them to express their views on Morecambe, including what they do and do not like about the town and their views on the Vintage by the Sea Festival. We also familiarised the group with what Deco Publique do as a business, as well as how and why in order to provide background and career guidance and inspiration.

This approach allowed us to answer a number of questions provided by Deco Publique and gain a good grounding for the following design session, where the group would design elements of the Vintage by the Sea festival together.

Activity 1 - My Morecambe We asked the pupils to respond to prompts; three reasons to be proud to live in Morecambe, three things they associate with Morecambe, what would they make better in Morecambe, what their dream job would be and if they would be able to find it in Morecambe. The ‘postcard’ style ‘design tools’ were developed to be visually engaging and quick to fill in.

Activity 2 What does Vintage by the Sea Mean to You? We asked the pupils to provide honest answers to the question ‘What does the Vintage by the Sea Festival mean to you?’. They connected their answers together using the Hexagon Card tool, which Laura developed as part of another design project at Lancaster University.

Session One - Summary The two infographics on the following pages outline what we found out in the first workshop. These infographics were presented to the group in the second workshop to help them to design festival ideas.

The group talked about the existing places in Morecambe that they like to visit, which included the cinema and park, some of which explaining that there are not many options to choose from and they are easy to access. Many of the group were very passionate about food, in particular the quality of fish and chips available in Morecambe. They talked about how they liked to go buy food somewhere with friends where they could be warm and use the wi-fi. We also found that many of the group liked to be active, talking about football, the gym and walking down the promenade.

We found that the group were split over whether or not they were interested in the Vintage by the Sea Festival. Those who weren’t interested found it difficult to articulate why. We found that more of the females in the group had previously attended than the males.

Going in the second workshop, we knew we wanted to help the young people articulate what they thought about the activities in the Festival in more detail and provide them with the information and tools they needed to become festival co-designers.

History, buildings and the seaside were reasons to be proud of living in Morecambe, however the majority of the group said they felt it needed modernising, with more things to do and better transport. Only one of the twelve in the group thought they would be able to get a job in Morecambe in the future, many of which said there were not many opportunities there.

Session One - Feedback Feedback was positive from the group following the first session, with the group saying that it was ‘fun’, ‘useful’ and that they had ‘learnt something new’. As a result, many left with a new appreciation for the festival and other arts and cultural events, as well as a different view of Morecambe. Some commented that they had a different view on future jobs and creative job roles as a result. We also invited to give suggestions to shape the next session but no one responded. Following the session, the teacher informed us that they had all enjoyed it and the quality of the session and materials within it made them “feel special”. However, he said they were not clear on why we would ask for their views. In response to this, we reiterated to the group why their input was important to the research project, Deco Publique, the Festival and the wider community.

Session Two - Redesigning Vintage by the Sea Location: Design Studio in LICA, Lancaster University

Session Aim The overall aim was to design a conceptual new programme of activities for Vintage by the Sea. It built upon what we discussed as a group in the first workshop, looking at the insights gathered and the existing Vintage by the Sea festival.

Activity Five - New Festival Design Ideas The groups then were given a ‘Festival Designer’s Brief’ and other materials to support their design and asked to come up with festival activity concepts, then pitch their favourite to Elena from Deco Publique for feedback.

Group One’s Ideas Summary In the second workshop we moved from looking at the existing activities at the Vintage by the Sea Festival, through to designing completely new ideas.

Despite disliking the ‘vintage’ aspect of many of the activities, many managed to merge what they liked about the old with the new in their own ideas. The young people were successful at imagining the use of existing features of Morecambe, such as the local park, old theatre, local businesses and football club. A cinema experience that took place in the local park where they liked to hang-out, with vintage features like cars and snacks was a popular aspect of two of the groups ideas.

Through looking at the existing activities together, it became clear that what was making many of the activities less interesting to the group was the ‘vintage’ aspect. As in the first session, we asked the group to fill in a secret sheet to evaluate the workshop. It comprised of a few simple questions and a few prompts to help the group structure their answers.


Session Two - Summary In the second workshop we moved from looking at the existing activities at the Vintage by the Sea Festival, through to designing completely new ideas.

Despite disliking the ‘vintage’ aspect of many of the activities, many managed to merge what they liked about the old with the new in their own ideas. The young people were successful at imagining the use of existing features of Morecambe, such as the local park, old theatre, local businesses and football club. A cinema experience that took place in the local park where they liked to hang-out, with vintage features like cars and snacks was a popular aspect of two of the groups ideas.

Through looking at the existing activities together, it became clear that what was making many of the activities less interesting to the group was the vintage aspect. For example, they liked the idea of a mobile cinema but they did not want to just see very old films. They particularly liked the activities that involved the input of different people gathering to showcase something altogether, such as vintage cars or RAF planes, rather than art commissions or street theatre, which they found difficult to understand the point of. They also favoured fairgrounds, street food and afternoon tea, which they could enjoy with friends.

Session Two - Feedback The feedback from the second session was even more positive than from the first. All of the group said they had enjoyed it and had a desire to work on the project further.

“I’m inspired to be more creative with my ideas. It allowed me ideas to be explored with others.” The teacher involved said that the resources used had inspired him to think about his own teaching resources and he believed the group got a lot out of the sessions to help with their future studies.

Some comments included: “It was interesting, fun and better than school. Got to be involved in a project which influences Morecambe.” “It was fun, interesting, creative and entertaining. I was able to share some of my ideas.” “It was fun, useful and something new - creating new ideas, teamwork to share ideas.” “It made me think about creative work, future jobs differently. It interests me and is something I want to do in the future”

Further Thoughts The groups challenged Deco Publique to think about how to include and work with a wider local audience.

How can this engagement continue to have a legacy? How will the project have a longer term influence on the young people involved? How might other young people living in Morecambe further benefit from this project? For example, can this engagement happen again with other young people?

They also challenged them to think about extending how they use areas throughout Morecambe, not just the promenade and Midland Hotel and use digital technology in ways they had never thought of trying for the Vintage Festival and other events. They also brought to their attention what they think are the existing features of Morecambe that could be used and enhanced through arts and culture, like the local cinema, football club and park.

How can this approach be developed further? How might Deco Publique continue to develop co-design practice in their regeneration and place-making focused work? How might other creative practices be encouraged and supported to take this approach? Can learning from this approach help collaborative design processes bring together young people, businesses and organisations in other communities?

Going forward, the challenges for this project are: How can the ideas produced in the workshop be taken forward to directly influence future festivals and arts and culture in Morecambe? How might young people be further involved in developing these ideas in partnership with art practitioners in an extended co-design process?

Next Steps We would like to make contact with the co-design group over the next academic year to ask how the project has influenced them and explain the progress of the project since we last met. Ideally, we would like to further develop the concepts produced with the group if their study allows time to do so. Deco Publique would like to incorporate some of the views and ideas into their work in Morecambe and the surrounding areas in the future. They would also like to take what they have learnt into further co-design practice.
