San Ysidro Schools Suddenly Drop Case Against Convicted Superintendent BY ALBERTO GARCIA
T
he San Ysidro School District abruptly dropped its lawsuit against one of its former superintendents after having spent more than $480,000 in legal fees to try to recover $211,000 the District wrongly paid him. The case filed against Manuel Paul in 2015 sought to recovery money paid to him when the District accepted his resignation after he was indicted by a Grand Jury on corruption charges in December 2012. Paul, who was accused of accepting meals from prospective contractors, was indicted along with 14 other school officials and contractors in a wide-ranging corruption scandal that included San Ysidro School District, Sweetwater Union High School District, and Southwestern College. Last week, the San Ysidro School Board voted to accept a settlement agreement with

Valdez received the family Kodak camera from his father during a trip to Yosemite National Park. “I was a precocious kid so he said ‘you take the pictures,’ and from that point on I was hooked,” said Valdez, a Barrio Logan resident who has an extensive reel of work in the local photography and commercial art world, as well as an exciting photography project opening in the near future. “I took pictures of waterfalls, bears, and deer, and when the first roll came back from the photo procesor, I knew this was what I wanted to do.” As a child of immigrants, Valdez was often questioned about his pursuit of photography, as he was expected by relatives to go into a more traditional profession to make a living like his elders. However, Valdez’s mother, Maria Valenzuela, supported him, and his father, John Valdez Sr., was especially fully supportive of his son’s decision, as he also held his own creative ambition. “My father worked at the local defense plants before, during, and after World War II, but his dream was PROFILE ON PAGE 5

Mr. Paul where each party simply walks away. The District dismissed its claims that Paul return the severance package after more than three years of discovery, hearings, and depositions. Under the terms of the settlement, Mr. Paul will not be required to reimburse the District for any of its legal fees. On April 4, 2013, the San Ysidro School Board had voted to accept Paul’s resignation as Superintendent and approved a buyout that included 12 months’ salary, health benefits, and past overtime and vacation pay. In total, the District paid Paul over $211,000. At the time of the buyout, Paul’s employment contract only required a payout of 12 months if the District elected to cancel his contract for no reason, meaning an early termination. The contract did not require a payout if Paul resigned or retired, as he did. When residents and parents complained about the buyout, Paul told a local NBC News SAN YSIDRO ON PAGE 3

a indignación y la tristeza se encontraban entre los sentimientos expresados por mujeres y hombres reunidos frente al edificio de Inmigración y Control de Aduanas (ICE, por sus siglas en inglés) en el centro de San Diego el fin de semana pasado dentro de Un Llanto Colectivo, una protesta pública y colectiva en contra de las políticas de ICE y para exigir el fin de la separación de familias que cruzan la frontera de México a los Estados Unidos, y una protesta interactiva de rendimiento, o "performaprotest", como parte de acciones durante el fin de semana. Estela Jiménez, del Comité de Resistencia a Detención de Otay Mesa de Pueblo Sin Fronteras, habló con convicción cuando se dirigió a la gente reunida para la protesta. “Este es el grito del dolor, de la llorona, de la madre tierra, de lo más profundo de su ser, desde los más profundo de sus entrañas clamando por sus hijos, por sus hijas, que están encarcelados, esos

Immunization Event Aims to Curb Flu and Hep A Cases BY MARIO A. CORTEZ
Efforts to curb the number of deaths from disease preventable through immunization began this Tuesday with the first vaccine clinic of the 2018-2019 flu season. Community health nonprofit Champions for Health, in association with the County Health and Human Services Agency, the San Diego Housing Commission, and United Healthcare, held its inaugural vaccination drive at downtown’s Central Library from 2 through 5 p.m., which offered free flu and hepatitis A shots on a walk-in basis to the public.
Vaccines for this event were provided by the County at no cost, and the medical professionals administering the vaccines were all volunteers. In a press release, Champions for Health Executive Director Adama Dyoniziak stated, “Our immunization clinics are one of the best ways we carry out our mission of improving health and changing lives. County medical professionals volunteer their time to give the vaccines, so with the County and the Housing Commission, we are able to reach the greatest numbers of people.” Volunteer coordinator Andrew Gonzalez said to La Prensa San Diego that the event location
was chosen strategically to deliver hepatitis A vaccines to the large homeless population in the area, especially after the outbreak of this disease last year. “There is a large homeless population here, and it is within walking distance of their tents and homes,” he said. San Diego’s hepatitis A crisis, which lead to over 500 confirmed or probable infections and killed 20 homeless individuals in the downtown and East Village area, began with cases being recorded in in March 2017. $1.3 Million Awareded in Scholarships BY ANA GOMEZ SALCIDO
The American Hotel & Lodging Educational Foundation (AHLEF), the philanthropic arm of the American Hotel and Lodging Association (AHLA), announced $1.3 million was awarded via 420 scholarships this year – the highest amount ever awarded to students seeking a career in the hospitality industry. More than 70 percent of scholarship recipients are women, and more than one-third of the total recipients are minority students. “With students taking on crippling loans to deal with the rising cost of college, the hospitality sector is leading the curve in developing talent and providing career pathways for students who would not otherwise be able to access education,” said Rosanna Maietta, AHLEF President. “As an industry supporting more than 8 million employees, we are focused on creating lifelong career opportunities for aspiring hospitality students. We’re especially excited to empower, promote and encourage a diverse workforce for the industry through these scholarship awards, which are emblematic of our mission to ensure a strong future for the entire lodging sector and build the next generation of hoteliers.” AHLEF administers nine scholarship programs for students enrolled in hospitality-related degree programs at colleges and universities across the country. The foundation received and evaluated more than 2,000 applications based on financial need, academics, relevant work experience, extracurricular activities and personal attributes. Scholarships, up to $7,500 are awarded based on the university program and student’s enrollment status. Is There Really a Witch Hunt on for Duncan Hunter?
C
ongressman Duncan Hunter and his wife were indicted last month for allegedly misusing $250,000 in campaign funds for personal use. The federal indictment charged them with using donor money to fund holiday vacations, dental visits, video games for their son, and even an airplane flight for their pet bunny. Hunter’s wife was also paid a salary from the campaign for years. The indictment also alleges that, during the time the Hunters were living off of other people’s money that was meant to fund his election campaigns, they had no money in their personal accounts and racked up over 1,000 over-draft bank fees. The government prosecutors also claim that Duncan Hunter funded trips and hotel rooms for weekends with four different women that had “personal relationships” with the young congressman. Maybe that’s why Hunter and his wife now have separate lawyers and arrived at court separately. And just when it seemed the story couldn’t get any more scandalous, it turns out Hunter now blames it all on his wife, saying she has some splainin' to do. But the biggest excuse Hunter used to defend himself was to claim biased prosecutors are after him simply because he’s a Republican, and he used the fact the some of the agents that are working his case attended a fundraiser for Hillary Clinton in 2016.
Hunter, and his high-priced defense attorney, former US Attorney Greg Vega, both claim the prosecution is politically motivated and a “witch hunt”, echoing Donald Trump claims of the Mueller investigation. The opening for Hunter came when it was discovered that two officials from the US Attorney’s office attended a local fundraiser for Hillary Clinton. The Secret Service maintains that the prosecutors were there to provide real-time advice on dealing with protesters or other potential criminal charges that could have come up during the event. While the prosecutors did take pictures with Hillary Clinton at the event, there is no evidence they donated money or participated in any campaigning while on duty. It may turn out that the two federal government employees may have donated money to Clinton or another Democrat, or Trump, or anyone else they chose to support. There is nothing illegal about employees of a government agency donating money to a candidate as it’s entirely within their individual rights to do so. It may not look good, but it’s not illegal, or even inappropriate, to have a personal preference for their elected leaders as long as their personal politics do not interfere with their ability to carry out their job duties. So far, there is no evidence to suggest that these two prosecutors, or anyone else involved in the investigation, acted inappropriately
in charging Hunter with these serious campaign violations. Hunter is merely parroting Donald Trump’s combative use of partisan tactics to suggest that someone’s campaign donations taint them forever, but before he did so, Hunter should have thought through the credibility of such bombastic claims. Donald Trump claims Mueller’s investigation is a witch hunt simply because a few of their attorneys donated to Democrats in the past. You know who else gave to Democrats for years? Donald Trump. Trump donated heavily to Democrats before he ran as a Republican. He donated to Chuck Schumer, Charlie Rangle, Elizabeth Warren, Kamala Harris, and, yes, even Hillary Clinton. Does that disqualify him to be a Republican President? Many other things should, but not that one. Clearly, donating to someone from the other party shouldn’t be used against you alone without some other evidence of bias. In Hunter’s case, if he really believes having donated to a Democrat is a disqualifier for impartiality or fairness, then he should get a new lawyer. Quickly. It turns out his lawyer, who also claims the investigation is politically motivated because of the Democratic fundraiser, is himself a big Democratic donor. Gregory Vega gave $5,400 to Hillary Clinton in her 2016 campaign against Trump, and also gave $2,000 that year to California US Senator Kamala Harris, herself a

Authorities Issue Warning to the Public About New Drug

The San Diego County District Attorney’s Office joined the Drug Enforcement Administration (DEA), San Diego Police Department, San Diego County Health and Human Services (HHSA) and San Diego County Medical Examiner’s Office to warn the public about a spate of deaths in beach communities connected to cocaine laced with the highly potent and often deadly drug fentanyl. Recently, three people died, and two others overdosed but survived, related to the ingestion of what initial toxicology results show was cocaine laced with fentanyl. The deaths occurred in the areas of Pacific Beach and Ocean Beach; the victims ranged in age from 30 to 47-years old. Authorities are not able to say publicly where the drugs may have been distributed or obtained. Various law enforcement agencies are investigating and no arrests have been made. In the meantime, investigators believe dealers may be selling more of the dangerous drug combination. “We’re seeing a dangerous trend of drug dealers and
potential candidate for president in 2020 against Donald Trump. In 2008, Vega gave to Hillary Clinton in the primary and then to Barack Obama in the general election. And he’s given to thenCongressman Bob Filner and Congressman Juan Vargas. This year, Vega has donated our US Senator Dianne Feinstein, and to Senator Doug Jones of Alabama. In fact, it doesn’t appear that Vega has ever given to any Republican. Does that make Vega a biased lawyer that is out to wrongfully convict Hunter? Of course not, but it does make both him and Hunter hypocrites. Hunter’s excuse that the prosecution is politically motivated ignores glaring ethical violations and potential campaign abuses that are difficult to defend. Paying for a family vacations to Hawaii and Italy don’t seem like valid campaign expenses. Paying for dental visits, video games, and sending the family bunny on an airplane also seem questionable. Hunter should spend his time explaining himself and his use of campaign donations instead of just relying on baseless partisan attacks that further degrade our political environment and could bias potential jurors. If he can trust his Democratic lawyer that donated to Hillary Clinton, then he shouldn’t outright dismiss that the US Attorneys can carry out their official duties regardless of their personal politics.
cartels cutting various drugs with fentanyl and increasingly it’s a recipe for death,” said District Attorney Summer Stephan. “The public needs to be aware of the danger of using any controlled substance, but specifically quantities of cocaine that are currently on the street in San Diego that may be laced with fentanyl.” A DEA-led task force is investigating the recent deaths and said the danger of fentanyl-laced drugs goes beyond cocaine. “DEA is seizing cocaine, methamphetamine, heroin and counterfeit pills that look like legitimate pharmaceutical tablets that are laced with deadly fentanyl throughout San Diego and Imperial counties,” said DEA Special Agent in charge Karen Flowers. “The public needs to be aware that it is not possible to tell if a product contains fentanyl. There is no test available at the drugstore or from your dealer. The only test is in a laboratory. Don’t let your loved ones find out the test results at the mortuary.” Deaths specifically from fentanyl or fentanyl in combination with other drugs in San Diego County are
spiking. Last year alone, there were 81 fatal overdoses reported, more than double the number in 2016. “The Medical Examiner has seen a steady increase in fatal overdose cases over the years where fentanyl has been added to opiates”, said San Diego County’s Chief Medical Examiner, Glenn Wagner. “But now we’re seeing an emerging pattern of cases where fentanyl is unexpectedly added to other drug combinations. It’s a new, deeply concerning trend.” Fentanyl, a synthetic opioid, is 50 to 100 times more potent than morphine. As little as two milligrams of fentanyl is a fatal dose for most people. Fentanyl can be up to 50 times more potent than heroin, and overdoses may require additional Naloxone, a medication which reverses opioid overdoses, to counteract due to the potency of fentanyl. “These cases show the deadly and unknown nature of drugs that are being sold on the street,” said Wilma Wooten, San Diego County Public Health Officer. “A variety of drug treatment options and programs are available in San Diego County. If you or someone you know is in need of drug treatment, please get help.” Individuals can call the San Diego County Access and Crisis Line 888-724-7240 or 2-1-1 San Diego. Both of these resources are available 24 hours a day, seven days a week.
Performers Protest Family Separations in Collective Outcry BY MARIELENA CASTELLANOS
Outrage, sadness, and mourning were among the feelings expressed by the women and men gathered together in front of the Immigration and Customs Enforcement (ICE) building in downtown San Diego last weekend for the demonstration known as Un Llanto Colectivo, a public collective outcry against ICE and the separation of families crossing the border from Mexico into the United States, and an interactive performance protest, or “performa-protesta,” as part of actions throughout weekend-long events. With conviction in her voice, Estela Jimenez, with the Otay Mesa Detention Resistance, a committee of humanitarian group Pueblo Sin Fronteras, addressed the crowd. “Brothers and sisters, this is the cry of pain of La Llorona (the Weeping Woman), of mother earth, of the deepest part of her being, from the deepest part of her heart, crying out for her children, for her daughters, for her sons, who are imprisoned, those missing children, daughters tainted, and for the children who are caged. This is a cry for the freedom of our peoples, enslaved, and massacred.” The call to come together was made by Las Maestras —which includes Celia Herrera Rodríguez, an educator, painter, and
performance and installation artist, and Cherríe Moraga, an educator, activist, and internationally recognized poet, and playwright. Both women are also co-founders of Las Maestras Center for Xicana Indigenous Thought and Art Practice at the University of California Santa Barbara, and they directed the protest performance. Herrera Rodríguez began the day’s events with a prayer as the group walked to the front of the ICE building together, which then separated with one group forming a circle. Another smaller group created an altar of sunflowers inside the circle. Afterward she explained the significance of the formation, “It’s a way of asking for permission of the ancestors, of the spirits, of all that’s around us.” “It’s our task, our history, this is what’s been given to us,” Herrera Rodríguez said. “I was praying that we could see each other’s humanity.” “Life loves to live,” Herrera Rodríguez added. “Even if you don’t water a plant it will hold itself, it will do whatever it can to live. We survive by coalescing, by coming together.” Stan Rodriguez, a member of the Santa Ysabel Band of the Lipay Nation and an educator in the San Diego and Native Kumeyaay communities, also helped lead the opening prayer. reporter that he would return the severance money if he was convicted of any crime. Just eight months later in December 2013, Paul plead guilty to a misdemeanor count of failing to disclose gifts from contractors beyond the legal limit, and was sentenced to three years’ probation, 40 hours of community service, and was fined $4,589. Mr. Paul was also under investigation at that time by the FBI for allegedly extorting $3,600 from a prospective contractor. Paul admitted under oath to accepting the cash outside of a Chula Vista restaurant and taking the money to Tijuana to pay for campaign signs for three school board members. In August 2014, Paul plead guilty to another misdemeanor count for accepting the cash and was sentenced to 60 days in federal jail, paid a $5,000 fine, and served one year of supervised release. At his sentencing, Paul admitted to extorting the contractor, and apologized for his actions. "I'm very sorry for what I did," Paul said in court. "I'm
very sorry that I have offended and humiliated, if I did humiliate and offend anybody in the San Ysidro school district and the community of San Ysidro where I have spent my entire professional career.” In February 2015, while Paul was serving his 60 days in prison, the San Ysidro School District filed the lawsuit to recover the severance package claiming his convictions proved he had abused his office. Paul’s lawyers responded that the crimes happened before a 2012 state law that allows public agencies to recover payments to officials convicted of abuse of office. During the past three years, the case moved forward with depositions being conducted of various individuals, including Mr. Paul. Several court hearings were held with the trial judge, and a court date for trial was set for later this year. Then, last week, the school board abruptly decided in a closed-door meeting to accept a settlement agreement with Mr. Paul that will allow him to keep the entire severance

Un Llanto Colectivo comes as the Trump administration continues to enforce its zero tolerance immigration policies. One week ago, the New York Times reported the overall number of detained migrant children has exploded to the highest ever recorded, reaching a total of 12,800 this month. Earlier in the month, the Trump administration moved to keep children and their parents in detention longer. Unlike other protests, no signs were held in the air and no one marched on the streets. Instead, prayers, performances, music, poetry, and oration took centerstage to express the suffering immigrants experience. Also on display by the teatristas, artists, activists, and supporters who attended the protest was the outrage and the call to end the separation of families and the unconscionable treatment of people seeking asylum in the U.S. Everyone wore white, which Herrera Rodríguez
said represents “All that’s possible, new life.” “Yo lloro,” or I cry in English, one of the teatristas said as the performance protest began in front of the ICE building, as true stories of immigrants were retold by the teatristas. Marely Ramirez, with Families Belong Together, said she helped collect the testimonies from detainees, asylum seekers, deported parents, fathers and mothers who were reunited with their children, but are still experiencing trauma and pain after the reunification. Ramirez also said Las Maestras wrote the dialogue and pulled the performances together with the intent to educate the community about the actual challenge’s immigrants are facing. Roberto Corona, founder of Pueblo Sin Fronteras said, “We are organizing to walk without fear in our continent.” Jeff Valenzuela, also from Pueblo Sin Fronteras, said over 25 asylum seekers with Pueblo Sin Fronteras remain detained at the Otay Mesa Detention Center, including fathers who were separated from their children. He added, “Pueblo Sin Fronteras protests Mexico’s militarized and U.S.-backed immigration enforcement.” “We live with a presence of high militarization, where immigration agents act with full impunity. If we stay quiet, they will stomp on us, they will win,” said Pedro Ríos, director of the U.S./ Mexico Border Program with the American Friends Service Committee. Sounds of the conch, flute, maracas and drums, instruments indigenous to the Americas, were also heard throughout the protest. In the evening at the Centro Cultural de la Raza, the rhythm and sounds of son jarocho and bomba filled the room. “This event is historic here in the border. All the time I’ve lived here and in Tijuana, I’ve never seen an event which spoke of the need for a collective outcry as a means to heal,” said Christina Juarez, part of a music group of son jarocho called Quiquiriqui Coyotas. package, and the District will lose all of the legal fees it paid in pursuing the case. In total, the Paul buyout and legal fees cost the District nearly $700,000. Requests for comment on this story sent to each of the five board members this week went unanswered. In addition to the severance package, Mr. Paul was also entitled to keep his state retirement benefits which, according to the State Teachers’ Retirement System, is over $173,000 a year for the rest of his life, with an annual increase of 2% each year. Upon his retirement, Paul began receiving $14,460 per month in retirement pay. The school district is also currently involved in a similar lawsuit to recover a nearly $400,000 severence it paid last year to Superintendent Julio Fonseca. Fonseca resigned last September after a female employee he was dating filed a harassment claim against him. The school board voted unanimously to approve that severance pay. Fonseca was also accused of improperly receiving $106,000 in life insurance

benefits, as well as cashing out unearned vacation days. That case was initially filed by San Diegans for Open Government, a local taxpayer advocacy group. It is unclear how much money the District has incurred in legal fees so far in that case. Since Fonseca’s resignation, a state extraordinary audit concluded that the Board failed in its fiduciary duty to review the Superintendent’s actions and approving the improper payout of the insurance benefits. The board had discussed the insurance payout at a December 2017 meeting, but two board members voiced frustrations at having to discuss the issue. “This was already ratified
and, like, why is it even coming up,” Board President Rosaleah Pallasigue said at the time. “And frankly, to me, it’s a waste of time. If I were in [Fonseca’s] position, I would be offended if anybody looked at my employment agreement after the fact and tried to renege on something that they gave me.” During the same meeting, board member Antonio Martinez also dismissed the value of reviewing the Superintendent’s insurance payout. “I suggest that we don’t waste more time in terms of this discussion,” Martinez said during the discussion. “Frankly I find it, like Ms. Pallasigue said, it’s a waste of
my time, a waste of our time,” Martinez added as the Board moved quickly past the issue. The state audit found evidence that Fonseca and his deputy superintendent may have committed fraud and misappropriation of funds by granting themselves the unearned payments and life insurance benefits without proper board approval. The audit also concluded that Fonseca “used the board’s lack of fiscal knowledge… so they could use the district’s resources for their personal benefit.” The audit was conducted by the California Fiscal Crisis & Management Assistance Team (FCMAT) comprised of public agency financial experts. Together with the payout of insurance benefits and unearned vacation days, along with the Board’s severance package, Fonseca received over $550,000, in addition to his salary of over $200,000. The District’s case against Fonseca is still in discovery phase and no date has been set for a trial. The District has had seven different superintendents since Paul's resignation.

EEUU se Alista para Dar Nueva Oportunidad de Asilo a Familias Migrantes

l gobierno de Estados Unidos se alista para implementar un plan derivado de un acuerdo con abogados que representan tres demandas colectivas a nombre de familias que fueron separadas en la frontera, bajo el cual, cerca de mil inmigrantes tendrán una nueva oportunidad para presentar su solicitud de asilo. En su reporte semanal, los abogados del Departamento de Justicia (DOJ, por sus siglas en inglés) adelantaron que los elegibles a este acuerdo que aún requiere la firma del juez de San Diego Dana Sabraw, quien preside el caso, serían tanto los niños como padres que cuentan con una orden de deportación y se encuentran en el país desde el pasado 26 de junio, fecha en que se emitió una orden judicial para reunificar a las familias que fueron separadas en la frontera. Entre las especificaciones, se encuentra que deben ser padres y niños que fueron liberados de la custodia de la Oficina de Inmigración y Aduanas (ICE, por sus siglas en inglés) o de Reubicación de Refugiados (ORR, por sus siglas en inglés), o quienes continúan recluidos en un centro de detención para familias. El acuerdo incluye tanto a quienes tienen órdenes ya sea de presentación o deportación, precisa el documento. El juez Dana Sabraw ya ha dado luz verde a la implementación de este plan, aunque dejó abierta la
posibilidad de recibir cualquier tipo de objeción antes de emitir la orden final. Benjamín Prado, activista con el Comité de Amigos Americanos en San Diego, consideró que con este acuerdo el gobierno “reconoce que estaban en una postura errada” al momento de separar a cientos de familias. “Es admitir que ellos estaban muy equivocados en sus procedimientos”, reiteró. A su vez, aplaudió que el juez haya adelantado que supervisará el progreso del gobierno federal para volver a recibir las peticiones de asilo político, que fuera la razón por la cual las familias llegaron a la frontera sur. Hasta ahora, la administración de Donald Trump ha reunificado a 2 mil 251 de los 2 mil 654 niños que fueron alejados de sus padres en gran medida por la implementación de la política de “cero tolerancia” contra la

Con la imagen de una presidencia adelantada, el desempeño gubernamental se muestra errático y en la perspectiva de un choque de trenes. Con ese horizonte, el presidente electo ha optado por mostrarse tolerante y consecuente con la administración saliente, que en los hechos ya no da para más. Las espaciadas apariciones públicas del presidente Peña Nieto se limitan al calendario cívico, y con los desplantes a los que nos tiene acostumbrados de un aparato de seguridad extremo, contingentes de acarreados que lo vitorean por consigna y un discurso triunfalista que dista mucho de ser consistente con la realidad que padece la gran mayoría de los mexicanos. Los futuros funcionarios ofrecen realizar acciones que se antojan imposibles dadas las condiciones de las finanzas públicas, las que sin llegar a ser críticas, si evidencian su debilidad endémica. Por su parte, los actuales responsables optan por una conveniente distancia, atemorizados de que los alcance el escándalo en medios o en las implacables redes sociales. Sobre algunos pesan graves sospechas, pero se muestran confiados de que un pacto de armónica transición los libere del peligro de ser enjuiciados y el riesgo de enfrentar años en la cárcel o ser objeto de juicios sociales sumarios. Hasta el día de hoy, esa es su opción, desaparecer del espacio público para poder disfrutar más delante de sus enormes fortunas mal habidas. Hasta en casos emblemáticos de corrupción comprobada, sorprende que los delitos se diluyen por deficiencias en la integración de los expedientes, y no lejos de la esperada exoneración. Los potenciales indiciados esquivan responsabilidades con argumentos baladíes. El tema no sería novedoso si no estuvieran de por medio los compromisos de campaña, que se enfocaron en los temas de la corrupción y la impunidad. Grave carga para el nuevo proyecto tener que lidiar con el reclamo ciudadano, que no será superado si no se aterrizan en acciones efectivas. El

inmigración ilegal. Del resto de niños que continúa bajo cuidado de autoridades estadounidenses, el gobierno aclaró que cerca de 220 menores no serán reunificados con sus padres, ya que fueron éstos quienes renunciaron a dicho derecho. En algunos de estos casos, se trata de padres que fueron deportados y que han preferido que sus hijos sean entregados a algún familiar en Estados Unidos antes que exponerlos a la violencia que aqueja sus países de origen, revelaron abogados de la Unión Americana de Libertades Civiles (ACLU, por sus siglas en inglés), quienes interpusieron la demanda que derivó en la orden para reunificar a todas las familias. Con ello, el gobierno resta de liberar a 182 niños que continúan en albergues en espera de ser reunificados ya sea con sus padres o con algún familiar o tutor.

La Fundación de Educación Hotelera y de Hospedaje (AHLEF, por sus siglas en inglés), que es la parte filantrópica de la Asociación Americana de Hoteles y Hospedaje (AHLA, por sus siglas en inglés), anunció que otorgó 1.3 millones de dólares por medio de 420 becas este año, lo que es la donación más grande otorgada a estudiantes que buscan una carrera en la industria hotelera. Más del 70 por ciento de los becados son mujeres, y más de un tercio de los becados son estudiantes de minoría. “Con estudiantes tomando préstamos devastadores para hacer frente al costo creciente de la universidad, el sector hospitalario está liderando la curva en el desarrollo de talentos y proporcionando vías de carrera para estudiantes que de otro modo no podrían acceder a la educación”, dijo Rosanna Maietta, Presidente

Cuando tenía cuatro años de edad, J.R. Valdez recibió la cámara Kodak de la familia por parte de su padre durante un viaje al Parque Nacional Yosemite. “Yo era un niño muy precoz asi que me dijo ‘tu toma las fotos’, y desde entonces he estado encantado”, dijo Valdez, residente de Barrio Logan quien tiene un extenso expediente en el mundo de la fotografía y el arte comercial, al igual que un emocionante proyecto por estrenar. “Tome fotos de cascadas, osos, venados, y cuando regreso el primer rollo revelado del procesador de fotos, supe que esto es lo que quería hacer”. Como hijo de inmigrantes mexicanos, Valdez fue cuestionado muy a menudo por su deseo de ser fotógrafo, ya que sus familiares esperaban que se ganara la vida de una forma más tradicional como sus mayores. Sin embargo, la madre de Valdez, Maria Valenzuela lo apoyaba, y su padre, John Valdez, se mostró especialmente alentador ya que también tenía sus ambiciones artísticas. “Mi padre trabajó en las plantas de defensa antes, durante y después de la Segunda Guerra Mundial, pero su sueño siempre fue ser músico, y él sabía que mi sueño era ser fotógrafo”, compartió Valdez. “Mientras progresaba y ganaba premios y haciendo todo eso, el vio que esta era mi vocación y me apoyó, junto al resto de mi familia”. Durante sus años formativos, Valdez desarrolló un toque para capturar momentos, y un gusto por dibujar caricaturas. Las primeras asignaturas fotográficas que recibió fueron en la preparatoria, cuando su maestro de artes gráficas le entregó la cámara Rolleiflex de la escuela al ver su trabajo. “Puso la cámara en mis manos y dijo ‘tienes el ojo... adelante’”. Autoridades Advierten a la Comunidad Sobre Nueva Droga POR ANA GÓMEZ SALCIDO
La Fiscalía del Condado de San Diego se unió con la Administración Federal Antidrogas (DEA, por sus siglas en inglés), el Departamento de Policía de San Diego, el Departamento de Salud y Servicios Humanos del Condado de San Diego (HHSA, por sus siglas en inglés) y la Oficina del Médico Forense del Condado de San Diego para advertir al público sobre una serie de muertes en las
comunidades costeras locales relacionadas con la cocaína mezclada con el fármaco fentanilo, que es altamente potente y a menudo mortal. Hace poco, tres personas murieron, y otras dos sufrieron una sobredosis pero sobrevivieron, relacionadas con el consumo de cocaína mezclada con fentanilo, de acuerdo a los resultados iniciales de toxicología. Las muertes ocurrieron en las áreas de Pacific Beach y Ocean Beach; y las víctimas
tenían edades de entre 30 y 47 años. Las autoridades no pueden decir públicamente dónde se distribuyeron u obtuvieron los medicamentos. Varias agencias del orden público están investigando y no se han realizado arrestos. Mientras tanto, los investigadores creen que traficantes pudieran seguir vendiendo más de esta peligrosa combinación de drogas. “Estamos viendo una tendencia peligrosa de narcotraficantes y carteles
que cortan varias drogas con fentanilo y cada vez más es una receta para la muerte”, dijo la procuradora de la Fiscalía del Condado de San Diego, Summer Stephan. “El público necesita estar consciente del peligro de usar cualquier sustancia controlada, pero específicamente de las cantidades de cocaína que actualmente están en la calle en San Diego y que pueden estar mezcladas con fentanilo”. Un equipo de trabajo liderado por la DEA está
investigando las muertes recientes e indica que el peligro de las drogas con fentanilo va más allá de la cocaína. “La DEA está incautando cocaína, metanfetamina, heroína y píldoras falsas que parecen tabletas farmacéuticas legítimas que están mezcladas con fentanilo mortal a lo largo de los condados de San Diego e Imperial”, dijo la agente especial de la DEA, Karen Flowers. “El público debe saber que no es posible saber
si un producto contiene fentanilo. No hay pruebas disponibles en la farmacia o en su distribuidor. La única prueba es en un laboratorio. No permita que sus seres queridos descubran los resultados de la prueba en la morgue”. Marely Ramírez, con el grupo Familias Unidas, No Divididas (Families Belong Together), dijo que ayudó a recopilar los testimonios de detenidos, solicitantes de asilo, padres deportados, padres y madres que se reunieron con sus hijos, pero aún sienten el trauma y el dolor después de la reunificación. La lucha por minimizar el número de casos y muertes de enfermedades que se pueden prevenir por medio de la inmunización comenzó este martes con la primera clínica de vacunación de la temporada de la influenza 2018-2019. La organización no lucrativa de salud comunitaria Champions for Health, en asociación con la Agencia de Salud y Servicios Humanos del Condado, la Comisión de Vivienda de San Diego, y United Healthcare, realizó su campaña de vacunación este martes en la Biblioteca Central de 2 a 5 p.m., la cual ofreció vacunas contra la influenza y Hepatitis A al público de manera gratuita. always to be a musician, and he knew my dream was to be a photographer,” Valdez shared. “As I progressed and started winning awards and doing all of that, he saw that this was my career so he, along with all my family, supported me.” During his formative years, Valdez developed his knack for capturing stills, and a taste for cartoon-style drawings. Valdez’s first assignments as a photographer came in high school, when his graphic arts teacher handed him the school’s high-end Rolleiflex camera upon seeing his work. “He put the camera in my hands and said ‘you have the eye... go for it.’” During his high school days, Valdez was his school’s yearbook and newspaper photographer, capturing every football game, club activity, and big dance. Since then, Valdez was on his way to working his dream job, completing a vocational photography program at City College and serving as a Navy photographer during the Vietnam War, right after receiving his secondary teaching credentials from San Diego State. “The Navy totally changed my outlook on life and I spent some years traveling the country and the world because they would give me assignments to do,” he said. Upon his return to civilian life, Valdez maintained a busy work schedule. For years he would work taking high school portraits, shooting with renowned photography studios throughout San Diego, capturing weddings and quinceañeras, and teaching high school photography courses. “Teaching was a good match because I was dealing with kids who wanted to learn photography and I wanted to teach for many years,” he said. “I would talk about composition, what makes a good picture and a bad picture, how to take pics of cheerleaders and wrestlers. I basically (passed on) the wisdom I had learned on to my students.” Today, Valdez is preparing to exhibit a project which he has had in the works for years. “I got to the point where I said there’s things that I want to do in my life and I have to move on. They say many people retire, but photography is not an occupation that you can retire from, so I started becoming more selective with what I wanted,” Valdez stated. While visiting his daughter, Hallmark Channel audience coordinator Justine Valdez-

tiones algo estratégicas para llevar vacunas contra la hepatitis A a la gran población que vive en estado de indigencia en esta área, especialmente tras el brote de esta enfermedad ocurrido el año pasado. “Hay una gran población de personas en estado de indigencia aquí, y está a una distancia accesible a pie de sus casas de campaña y hogares”, dijo. La crisis por la hepatitis A de San Diego, la cual contabilizó más de 500 casos de infecciones o probables infecciones y mató a 20 personas en la zona del centro de la ciudad y East Village, con casos comenzando a surgir en marzo del 2017. Debido a propagación de este virus por la materia fecal y agujas usadas, este brote azotó a personas en indi-
gencia de forma desproporcionada. El brote llevó a que se declare un estado de emergencia por parte del Condado el 1 de septiembre del año pasado. Desde ese dia, esfuerzos para vacunar a personas en indigencia, instalar baños portátiles y e instalar estaciones de lavado de manos se tomaron para reducir la propagación de esta enfermedad. El Condado retiro la declaratoria en enero de este año. La pasada temporada de la influenza fue las más mortíferas en expediente reciente en el condado de San Diego. La temporada 2017-2018 de la influenza, la cual comenzó en julio del 2017 y termino este junio, registró 20 mil 883 casos confirmados por médicos, con 320 de estos requiriendo
atención en cuidados intensivos y 342 muertes. on the weekend of Oct. 19, will feature a set number of portraits featuring live models in full Dia de los Muertos face and body paint. Although he did not want to reveal too much, Valdez did tease that the number of portraits will be a direct reference to an iconic Mexican art staple. With the Mexican Day of the Dead celebration taking prominence in mainstream culture, Valdez says that his exhibit will set a trend in the way in which the Mexican holiday will be depicted.
“My vision is that what you will be seeing what will be the image of Day of the Dead of the future, I have seen plenty of movies and my prediction is that you will soon be seeing live actors painted in movies based on Dia de los Muertos, and I think this is a visionary idea,” he elaborated. La parada en San Diego del Üateke Rock Fest, a celebrarse este 22 de septiembre en el Embarcadero Marina Park del centro de la ciudad, contará con una de las agrupaciones alternativas más prominentes del ámbito latino. Promocionando su más reciente producción, titulada “Suenan las Alarmas”, la banda uruguaya No Te Va Gustar (NTVG) saltara al escenario de este festival itinerante como parte de sus compromisos agendados en Estados Unidos este 2018. Pablo Coniberti, guitarrista de NTVG, habló con La Prensa San Diego acerca de qué pueden esperar sus fans y los nuevos adeptos a sus sonidos el próximo sábado. “Vamos a tocar temas del
nuevo disco pero también planeamos llevar un poco de todo para que cada persona se vaya conforme con el espectáculo”, dijo. Recientemente, la escritora mexicana visitó la región San Diego-Tijuana para presentar su libro que es una
La cónsul general de México en San Diego, Marcela Celorio, reiteró esta idea. “Fey Berman no es mexicana ni es americana, es mexamericana”, señaló al introducir a la escritora frente a quienes acudieron a la presentación del libro en la Universidad de California San Diego (UCSD). Dicho término explora aquel concepto del “ni de aquí, ni de allá”. Ni son 100 por ciento “americanos”, ni son 100 por ciento “mexicanos”, explica Berman. “Creo que la percepción en México de que somos mexicanos del otro lado, en territorio gringo, que somos idénticos a nuestros familiares en Pátzcuaro nada más que hablamos spanglish es una ilusión”, enfatizó. Los mexamericanos llegaron a Estados Unidos para quedarse. Para el 2050, se anticipa que habrá unos 80 millones de ellos y si “Mexamérica” fuera un país, ocuparía lugar 38 entre los más poblados. Su estatus migratorio varía, pues Berman afirma que sólo el 16 por ciento de los mexamericanos están en el país sin documentos. La diáspora está en todos los campos: ciencias, artes, negocios y académico, por mencionar algunos. Por ende, la imagen trasciende de solamente los

La Gran Apuesta de Univision a la Champions League La icónica cadena hispana de televisión ve en el torneo más importante de clubes la salida a su crisis financiera

El arranque de la Champions League marcó también el inicio de una nueva era en la transmisión del torneo de clubes más importante del mundo. Hasta la temporada pasada, la cadena Fox tenía en Estados Unidos los derechos de radio y television, mismos que subarrendaba en un cincuenta por ciento a la empresa ESPN. Fox nunca encontró la
fórmula para hacer que los 50 millones anuales que invirtía para transmitir la Champions en español y en inglés se transformara en un buen negocio para la televisora. Conforme se acercaba la renovación de contrato con la UEFA, Fox decidió dejar la mesa de negociaciones y eso propicio que los derechos de transmisión cambiaran de dueño en territorio estadounidense. La ausencia dede Fox en el panorama provocó que
Univision se interesara en ser la nueva casa de la Champions Legue para el mercado hispano. Para cumplir su objetivo, Univision se comprometió a desembolsar 35 millones de dólares al año por los derechos de transmisión en español en Estados Unidos por las próximos tres temporadas. La señal en Inglés fue adquirida por Turner Sports, una compañía de Time Warner, que llegó a un acuerdo con la UEFA para pagar 60 millones de dólares al año por tres campañas. De esta manera, los 95 millones de dólares pagados en conjunto por Univision y Turner Sports superan ampliamente los 50 millones de dólares que Fox pagaba por tener los derechos en ambos idiomas. La inversión de ambas empresas televisoras para transmitir el torneo donde aparecen los mejores futbolistas del mundo ha sido muy grande y solamente el tiempo dirá si fue una buena decisión de negocios. Lo cierto es que la apuesta de Univision por la Champions Legue es uno de los últimos recursos que le quedan para tratar de solventar la gave crisis financiera que enfrenta.

FUERA LUIS PÉREZ El equipo de la NFL Los Angeles Rams público un comunicado de prensa en su página de internet anunciando que el quarterback mexicano Luis Pérez ha sido cortado del equipo de prácticas. Desde entonces Valdez se encaminó a su profesión de ensueño, tras completar un programa de fotografía vocacional en City College y dar su servicio en la Marina durante la Guerra de Vietnam, justo después de recibir sus credenciales de educación de la Universidad Estatal de San Diego. “La Marina cambió por completo como veo la vida y pase unos años viajando por el país y el mundo porque me daban asignaturas”, dijo. Al regresar a la vida de civil, Valdez mantuvo una llena agenda de trabajo. Por años trabajó tomando retratos de estudiantes de preparatoria, colaborando con los más reconocidos estudios de la región, tomando fotos en bodas y quinceañeras y enseñando cursos de preparatoria. “Ser maestro fue bueno porque estaba tratando con chicos que querían aprender fotografía y yo quería enseñar por muchos años”, afirmó. “Yo les hablaba de composición, lo que hace una foto buena o mala, cómo tomar fotos de porristas y luchadores. Básicamente les pase la sabiduría que yo había adquirido”. Actualmente, Valdez prepara la exhibición de un proyecto cual ha trabajado por años. “Llegue al punto en donde dije que hay cosas que quiero hacer en la vida y tengo que moverme. Dicen que mucha gente se retira, pero de la fotografía no es algo de lo que te puedes retirar, así que comencé a volverme más selectivo con lo que yo quería”, declaró. Mientras visitaba a su hija, Justine Valdez Lebel, en Hollywood, el fotógrafo fue invitado a la celebración del Día de los Muertos llamada Hollywood Forever. “Es un gran festival en el cementerio Hollywood Forever. Vi bellas artes, caras pintadas, muchas gente bailando y mucha comida”, Valdez describió. “Pero yo noté que faltaba una cosa: la fotografía”. Tras dos años de trabajar desde su idea inicial hasta enmarcar el último cuadro, Valdez se prepara para mostrar su exhibición del Día de los Muertos en una galería ubicada la esquina de Logan y Sampson, en el corazón de la histórica Avenida Logan. “Yo quise hacer la inauguración aquí en Barrio Logan, donde estan mis raices y donde fui concebido y he vivido para darle algo a mi comunidad porque aquí comencé”, declaró, agregando que ya hay interés en su exhibición en algún lugar “al norte”. Esta puesta, la cual abrirá el fin de semana del 19 de octubre, contará con un número de retratos de modelos en pinturas faciales y corporales del Día de los Muertos. Con el Día de los Muertos tomando mayor auge en la cultura popular de los Estados Unidos, dice el artista que su exhibición marcará tendencia en la forma en la que se presenta esta festividad mexicana. “Mi visión es que veas lo que será el futuro del Día de los Muertos. He visto varias películas y mi predicción es que pronto verás a los actores pintados en películas basadas en el Día de los Muertos, y creo que es una idea visionaria”, elaboró. año pasado se notificaron 81 sobredosis fatales, que fueron más del doble que en 2016. “El médico forense ha visto un aumento constante en los casos de sobredosis fatales en los últimos años en los que se ha agregado fentanilo a los opiáceos”, dijo el médico forense Glenn Wagner. “Pero ahora estamos viendo un patrón emergente de casos en los que el fentanilo se agrega inesperadamente a otras combinaciones de medicamentos. Es una tendencia nueva y profundamente preocupante”. El fentanilo, un opioide sintético, es de 50 a 100 veces más potente que la morfina, incluso en pequeñas dosis. Tan solo dos miligramos de fentanilo son una dosis fatal para la mayoría de las personas.
