A
hora que ha vencido el plazo impuesto por la corte para que el gobierno de Estados Unidos reunificara a todas las familias que catalogó como elegibles para ello, la siguiente tarea será localizar a los más de 400 padres que fueron deportados sin sus hijos para que también se beneficien de este mandato. Al cierre de edición, la administración del presidente Donald Trump había reunido a unos mil 800 niños ya sea con sus padres u otros familiares, mientras que otros 711 deberán esperar dado que fueron catalogados como “no elegibles” para regresar con sus seres queridos dentro del lapso establecido por un juez. En este grupo, se encuentran unos 431 padres que ya no se encuentran en el país, ya sea porque fueron deportados o porque aceptaron salir de forma voluntaria. Otros 120 progenitores renunciaron a su derecho de reunificación, 79 habrían sido liberados de custodia de autoridades migratorias y en 67 casos se encontraron señales de alerta en el proceso de investigación, según se

When Cristina Alfaro embarked on her first day of kindergarten – knowing only Spanish like many children in border regions do – the teacher made her wear donkey ears as a form of punishment. Years later, Alfaro spoke to that same teacher, who then told her she was wrong in thinking Alfaro’s native language would stand in the way of her success. “I realized that it’s just the way that we ideologically have been preparing teachers to think that English is the only way and not really understanding that students come with a cultural and linguistic database that is really an asset and not a defect,” Alfaro said. Alfaro, professor and chair of the Department of Dual Language and English Learner Education at San Diego State University, works diligently to prepare teachers to instead build on student’s native language ability rather than take it away. At this moment in time, especially in San Diego where there are 700,000 binational students shared among the United States and Mexico, Alfaro said, student’s realities are in English and in Spanish. “Here more than anywhere else in the world because we are at the border it is really important that we learn to PROFILE ON PAGE 14

group of traveling high school students from Israel and Palestine visited Border Field State Park as part of a summer program which seeks to create common ground and peaceful relationships among these youths. As part of the Hands of Peace summer program, students from these two conflicting nations came together in a three-week trip to the San Diego region, where they engaged in numerous talks and activities which pertain to social subjects, the relationship between their home nations, and creating intrapersonal connections. The summer program is often the first time many of the participants, some of which have been personally affected by the armed dispute between these governments, meet someone from the other involved nation. Hands of Peace site director Sarah Heirandt says that the group
A new partnership between the City of San Diego and Sharp HealthCare will provide free wellness workshops for all sandiegans. The health and wellness program calls for 54 informational classes taught by experienced Sharp HealthCare educators to be held each year at libraries and recreation centers across the city. The free classes will cover a variety of health-related topics, including cancer prevention, stress management, depression, diabetes, and addiction and substance, among other issues. “One of the classes that we offer is Nutrition Basics and the key to healthy eating,” said Tracey Grant, a registered dietitian with the Sharp Rees-Stealy Center for Health Management. “Our goal is to get basic health education into the hands of the community.” Grant offers five tips to eat well and be well including finding a WELLNESS ON PAGE 7

City Council Confirms New Fire Chief Colin Stowell BY ANDREA LOPEZ-VILLAFAÑA
Increasing diversity, cooperative partnerships, and having the most advanced equipment and training were just some of the key issues newly appointed San Diego Fire Chief Colin Stowell identified as his goals for the department. Stowell, who began his career with the San Diego Fire-Rescue Department 30 years ago as a “wide-eyed” 20-year-old, spoke before council members on Monday to express his desire for their support. “I stand before you here today, not as wide-eyed and a little less hair but certainly just as excited and passionate about this
department and my career,” Stowell said. The San Diego City Council unanimously confirmed the appointment of Chief Stowell on Monday, among members of the public, first responders, and Stowell’s family. The official confirmation of his appointment follows a three-month national search that drew 33 candidates. Stowell will be assuming office Aug. 11, and succeeds Kevin Easter, who has served as Interim Chief since April. San Diego Mayor Kevin Faulconer appointed Stowell to serve as the city’s next

CVPD to Celebrate ‘Night Out’ BY MARIO A. CORTEZ
The Chula Vista Police Department is inviting the community to a public safety celebration which aims to strengthen the good relationship between locals and law enforcement. On August 7, CVPD will hold its 10th annual National Night Out celebration with the purpose of bringing residents and officers closer together. CVPD Lieutenant Henry Martin is in charge of holding this year’s observance of National Night Out. He spoke with La Prensa San Diego about what attendees can expect at the event. “We are going to have many agents and demos from different department units so that people get to see SWAT agents, field force agents, traffic agents, K9 dogs and other things like the vehicles they use,” said Martin. Among other activities and interactions, the event will also count with tours of the department headquarters, tours of the investigation center, and informational booths about what specific department units do. Kids’ activities will include a workshop station as well as arts and crafts. This community event will also give kids the chance to interact with officers by decorating cookies. “Hometown Buffet will donate cookies so that kids can decorate them and can have an exchange with the (agents) so that they do not fear the police and see that we are regular people through the cookie with a cop activity,” Martin explained. In addition to CVPD booths and activities, the Chula Vista Fire Department will be holding a car rescue demonstration using the Jaws of Life apparatus. Martin, who has worked his entire career in Chula Vista, says that this South Bay city is one where there is a good relationship between the public and the police. “(Chula Vista) is a great city to work as an officer, there’s not a lot of crime and the people are respectful toward the police and I believe that helps with the we do,” Martin stated. This collaboration, he says, is part of the reason why Chula Vista is one of the largest cities with the lowest crime in America. According to a City of Chula Vista press release, National Night Out was first observed in 1984 by the civilian organization National Town Watch to bring the public closer with local police agencies. Over 15,000 communities throughout the United STates and Canada observe this yearly event. Locally, San DIego, National City, and Oceanside also hold similar National Night Out events.

Hey, Hey, Ho, Ho, Bob Filner Must Go… Again
t’s been five years since San Diego endured the pain of a political scandal at City Hall that led to the resignation of one of our best known local politicians. Bob Filner, a former Congressman and City Council member, had only been Mayor for eight months when he was accused of sexual harassment and inappropriate touching of women. Several prominent Democrats held a press conference calling for Filner’s resignation after they spoke directly to some of the victims, hearing for themselves of the abusive behavior of someone long viewed as a community leader. In all, 19 women eventually came forward with stories of unwanted advances, uncomfortable encounters, and inappropriate touching later famously called the “Filner head lock”. When Mayor Filner didn’t resign, a recall campaign was launched to gather enough voter signatures to force a special election. Seeing the writing on the wall, Filner agreed to resign. Three months later, Filner pled guilty to one felony count of false imprisonment and two misdemeanor counts of battery, and signed a plea agreement that spared him from jail time, but he did serve three months of house arrest and three years of probation. In the aftermath, the City ended up settling three lawsuits from Filner’s victims, costing taxpayers more than one million dollars. Although many Democrats
bemoaned the loss of a liberal in the Mayor’s office, very few could support Filner in the face of his actions that were antithetical to the core values of Progressives. Filner reportedly moved to LA to recover from his very public humiliation. That should have been the end of the sordid story of Bob Filner, but sometimes people just don’t know when enough is enough. Three years after his colossal fall from grace, Filner returned to the political scene by releasing a book titled “Trumping Trump”, which ironically barely even mentioned the Donald. Instead, Filner pontificated on how Progressives could recapture political power. To his credit, Filner did also acknowledge his sexual addictions and recognized how he used his power to fulfill his seemingly insatiable quest for women. Although his book received some positive reviews for its insight into politics, some critics still could not see past the damage Filner had done to the progressive movement through his flagrant disregard for women, equality being one of the pillars of liberal theory. Filner and his fans always retold the story of a collegeaged Bob Filner that joined the Freedom Riders in Mississippi during the civil rights struggles of the 1960s. Over the years, his having met Martin Luther King, Jr. served as bonafides that gave him instant and almost mythical credibility with Democrats. Bob Filner was first elected to the San Diego Unified School District board, then the City Council, then to the United States House of

harassment of women. It wasn’t only employees Filner harassed, but just about any woman he came near, even female members of Congress. Filner abused his positions of power to intimidate and coercive countless women, young and old alike, in ways that he could never had done without the color of authority. When he finally resigned, Filner still defended his actions. He claimed he was denied proper legal representation by the City. He claimed he never sexual harassed employees under the definition of the law. And he claimed it was just the old guard of San Diego that wanted him out of office. In an interview with the Voice of San Diego in January 2016, Filner refused to discuss the details of the allegations against him, saying he would talk when the legal cases were over. Now, more than two years later, Filner still has not publicly apologized and made amends for his transgressions. Filner didn’t just harass women and cause great emotional distress, but he also let down his party and his supporters. For four decades, people had believed in Filner to promote the values that mattered to them; civil rights, equality, and compassion. Supporters voted for him, donated money, and volunteered for his campaigns. Through his actions, though, he betrayed everyone he claimed to care about. This week, Filner was back in the public space doing a podcast interview where he talked about his 1960s work in civil rights, his defense of progressive issues, and his
experience in politics. He was referred to as a “hero” to many and asked to come back to the political arena. Understandably, he’s still proud of this track record. But, what he failed to do was even acknowledge the damage that he has done to women and his closest friends that can’t be overlooked simply because of his politics. The cause for social justice and progressive ideals will continue. New leaders have emerged to take up the mantle of change for a new generation. Our perspectives were recalibrated by the #metoo movement to ensure that everyone is treated equally at work, at home, and in politics. Al Franken, a far more influential figure in politics, resigned from the US Senate for far less offensive behavior and has remained off of the public stage, and politics have continued on without him. Although some Democrats lamented his sudden departure, the Party recognized that it could not continue to advocate for equality while condoning inappropriate behavior by one of its leaders. Bob Filner, too, has paid the political price for his actions. He resigned in disgrace. He served his time in home confinement and probation. That’s appropriate. But the political battlefield for Democrats and Progressives is better off without Filner now. His baggage is too great a burden to carry when advocating for the very rights he himself violated. Now, only his ego would benefit from his re-emergence in politics. The time has come for Filner to stay retired.

Youth Warned About Drug Smuggling
Chula Vistan Recognized for Water-Efficient Landscape

There was a 153 percent spike in the number of minors caught smuggling drugs from Mexico into the U.S. last fiscal year, and this fiscal year is on the same pace, with a worrisome new twist: for the first time, they are being caught smuggling much deadlier drugs, such as fentanyl. To address this, federal and state law enforcement agencies have launched a billboard campaign warning youth that smuggling drugs could cost them their future. The billboards went up this month in San Diego and Imperial counties to prevent middle and high school students from acting as drug mules for cartels. “Smuggling… you lose your: freedom, future, SENTRI… is it worth it?” reads
When people retire from their careers, they usually spend a lot more time at home. They might rearrange the furniture a few times, paint the house, remodel, or clean out and convert the garage. For Chula Vista’s Rosalba Ponce, it was her yard. She retired from her career as a principal and teacher in the Chula Vista Elementary School District. After 28 years of living in her home in East Chula Vista, she admits that she had not spent much time in her yard. “It was all grass, roses in pots, and non-water wise plants,” she recalls. It was a typical East Chula Vista 1990s landscape. This is where she began, but she went on to win the 2018 WaterSmart Landscape Contest Best in District for the Otay Water District. She transformed both her front and back yards into what are now award-winning, low water Mediterranean floral gardens. But how did Ponce, who didn’t know what type of soil she had or what an irrigation valve or filter looked like, decrease her water use up to 38 percent? It all started with the classes and incentive programs offered by the district and its wholesale supplier. In 2016, Ponce enrolled in a water

Representatives. During his 20 years in Congress, Filner fought for better services for veterans, including Filipinos that had served this country. An old school liberal, Filner wielded great power within the Democrat establishment. His election as Mayor in 2012 was hailed as a victory for Progressives in San Diego after 20 years of Republican mayors leading one of America’s largest cities. Democrats savored the win and planned on implementing new city policies on the environment, labor, community planning, and even city contracting. And all the while, Filner smiled ear-to-ear with a grin that many likened to Batman’s nemesis, the Joker. For years, rumors of Filner’s womanizing and wandering hands circled among the political class of San Diego and Washington. Some people just called it boorish, and others reluctantly went along to get along. No one wanted to confront a powerful congressman with a wellknown penchant for retaliating against political enemies, and a long memory to boot. In politics, it’s never too long before Karma rears its head and bites someone where it hurts. Within eight months of his election as Mayor, Filner hit the wall. Some Democrats that had long been close to him held a press conference and demanded his resignation. Filner and his supporters called it a witch hunt and a coup d’etat, but, it was not enough to save him. Even before the #metoo movement and Harney Weinstein, Bob Filner became the poster boy for

The WaterSmart Landscape Makeover four-class series helped Ponce develop an actionable landscape makeover plan for her garden. It taught her what she needed to know to plan the type of garden she wanted. She started with the backyard, her first do-it-yourself yard project. By the time she turned to the front yard, she was well equipped to hire a professional landscaper to design exactly what she envisioned. “I wanted a Mediterranean flower design with a warm welcoming romantic-feel garden. My desire was to create vibrant color to give positive energy and happiness. No cactus or sharp needle plants in the front yard – not good Feng Shui,” she said. She hired a landscape architect to design it, and she shared the design with her neighbors, who complimented her design by taking action in their own yards. But Ponce wasn’t done yet. In 2016, she participated in a second San Diego County Water Authority program, the Sustainable Landscape Program (SLP). SLP is the go-to resource to assist San Diego County residents in sustainable landscaping best practices through education and training, technical
assistance, landscaping materials, and financial incentives. Within nine months, Ponce completed the transformation of her front and back yards with the help of a $1.75 per square foot incentive to replace approximately 1,200 square feet of lawn with sustainable landscaping. Today, the garden in her front yard is a bounty of camellias, azaleas, agapanthus, Mexican heather, lavender, myrtle, and many other water wise plants that adorn the river rocks, flat stepping stones, a potted palm tree, and gorilla hair mulch paths. The garden is watered by a drip system, two rain barrels, and a rainwater detention area. “The program gave me the tools to learn about turf removal and opened my eyes to the joy of remodeling my yard,” said Ponce. Ponce counts three main reasons for transforming her yard. First, “California is a desert. Plain and simple, water equals life. I have always been a conscientious person, not wasting the gifts that we have here in San Diego. I will be able to save thousands of gallons of water each year for our future generations.” Second, she is saving money. “Using less water keeps money in my pocket.” Third, it’s less work. “Being a retired person, I want to ease up on WATER-EFFICIENT ON PAGE 14

Family Seeks Answers After Police Shooting BY MARIELENA CASTELLANOS
No one will ever know what Raul Rivera was thinking on the night he walked in and out of ongoing traffic on Tocayo Avenue and Hollister Street in the community of Nestor back in May of this year. No one will know what he was feeling before he was surrounded by police officers, or his final thoughts when guns were drawn, pointed at him, or why he allegedly refused to let go of a knife before he was fatally shot down. The shooting has left unanswered questions for the Rivera family about whether excessive force was used by police, along with their belief that more could have been done to help Rivera calm down and prevent his death. A video uploaded to YouTube contains disturbing images of a man believed to be Rivera pacing erratically before he is shot multiple times. Those images add pain to an already devastating memory of the final moments of the life of a family member who struggled with mental illness and lived a traumatic life. “Raul never had a chance to thrive in this world,” said Bri Rivera, niece of 42-year-old Raul. Raul was one of five brothers and sisters who all had rough upbringings. Raul’s father neglected all the children and their mothers. It’s unclear what happened to Raul’s mother, as she was not a part of his life. Aware of past mistakes in raising his children, Raul’s father insisted on raising Raul himself, telling the family he wanted to do right by his son. But Raul’s father was never able to keep the promise of giving Raul a better life. When Raul was between the ages of 5 and 6, her grandmother pleaded with his father to allow Raul to live with her, but his
father didn’t allow it. Under the care of his father Raul spent his childhood living in different places, constantly neglected by his father who would sometimes leave him with family, sometimes with neighbors, and sometimes alone with strangers – making Raul vulnerable to abuse at a very young age. Raul’s father battled with alcoholism and was abused physically by his own father, and he ran away from home at the age of 12 and lived on the streets until he was about 16 when he joined the military. Raul’s mental illness became evident in his teenage years. His family noticed erratic behavior, and he started making decisions which eventually landed him in the juvenile justice system and set him on course for incarceration throughout different points in his life. Bri said she is not aware her uncle ever received treatment for his mental illness, which also led to his struggles with drugs and alcohol. The National Institute of Mental Health reports while mental illness affects tens of millions of Americans each year, only about half receive any treatment. A study from 2017 appearing in JAMA Psychiatry also found poor
communities have few options for mental health care. Bri said a detective told her family hours before the shooting that Raul was suicidal when he was stopped by officers, but he was let go. A different uncle of hers who had made plans to take Raul out to celebrate his recent birthday, said Raul was acting irregular earlier in the day. The San Diego Police Department confirmed an investigation is underway. A statement from the police department indicated that Rivera was ordered by officers several times to drop the knife. When he refused, less lethal weapons of bean bags and a taser were used, but were not effective. When Rivera moved toward the officers with the knife pointed at them, he was shot. A married couple who witnessed the incident and spoke to the San Diego Union-Tribune seemed to agree with police that Rivera ignored orders to put the knife down. But another witness disputed the police account, saying police told Raul to get on the ground. Then the police just started shooting, adding that so many shots SHOOTING ON PAGE 6

SDG&E Offers New Energy Pricing Plans BY ANA GOMEZ SALCIDO
San Diego residents can now save energy and money with the new Time of Use (TOU) pricing plans by San Diego Gas and Electric. This new energy pricing plan would give residents more choices and control over their energy bills. The plans offer savings for customers who can shift some of their energy use outside the higher-cost peak hours of 4 p.m. to 9 p.m. As folks get home from work in the late afternoon hours and power from renewable energy production drops, energy demand across California increases, driving up prices. The new plan offers customers two ways to save – by shifting electricity use to lower cost hours of the day, before 4 p.m. or after 9 p.m., and/or by reducing overall usage. Over a 24-hour period, customers can take advantage of 19 hours of off-peak, lower prices. TOU plans also encourage a cleaner power grid by using energy when renewable resources, like solar power, are readily available. During the summer, energy
use and prices typically increase, and small shifts in electricity use can make a big difference. By running the dishwasher or doing laundry during off-peak hours, customers can benefit from lower prices and help the environment when enrolled in a TOU plan. Customers that use high amounts of energy due to air conditioners, pool pumps and other devices can lower their monthly bills if they are able to shift the usage of those devices outside of 4 p.m. to 9 p.m. SDG&E is offering a 12-month risk-free trial period for eligible customers who choose a TOU plan. The customer can opt out of these two new plans at any time and SDG&E will credit them back the difference if they would have saved more on the standard plan. Currently, approximately 147,000 residential and 80,000 business customers are enrolled in a TOU plan. According to SDG&E, there are five reasons to switch to a TOU plan including having more choice and control – standard plans offer only one way to save – by reducing use. TOU plans offer a second way to save by
shifting electricity usage outside of 4 p.m. to 9 p.m. SDG&E also offers riskfree guaranteed – customers enrolled in a TOU plan will have bill protection for one year. If they would have saved more on their original plan, SDG&E will credit them for the difference. The risk-free guarantee does not apply to solar customers. Also according to SDG&E, small changes have a big impact – simple shifts in usage, such as running the dishwasher or doing laundry during off-peak hours, can result in savings. Also, during summer – as the weather heats up and pool covers are removed, running pool pumps outside of the 4 p.m. to 9 p.m. peak period can result in savings. U
n grupo de estudiantes de Israel y Palestina visitaron el Parque Estatal Border Field como parte de un programa de verano de tres semanas el cual busca crear terreno común y relaciones pacíficas entre estos jóvenes. Como parte del programa de verano de la organización Hands of Peace, estudiantes de estas dos naciones en conflicto se reunieron en un viaje de tres semanas al área de San Diego, en donde participaron en charlas y actividades relacionadas a asuntos sociales, la relación entre sus respectivos países, y crear conecciones intrapersonales. Este viaje también marcó la primera ocasión en que varios estudiantes, algunos quienes han sido afectados por este conflicto armado, conocen a alguien de la otra nación involucrada en esta disputa. Sarah Heirandt, directora local de Hands of Peace, dice que el grupo de estudiantes es único y muy interesado en asuntos internacionales y en el otro constitutivo – ya sea israelí, palestino o inclusive estadounidense”. Como parte de este paseo, el grupo tuvo la oportunidad de ver el muro fronterizo que divide a Playas de
Tijuana del punto sur de Imperial Beach. Aunque esta fue la primera vez en la que estos jóvenes pudieron ver México en persona, no fue la primera vez en la que muchos vieron un muro fronterizo, ya que el gobierno de Israel ha construido muros entre la Franja de Gaza y Cisjordania, al igual que en sus fronteras con Egipto, Líbano y Siria. “Muchos israelíes y palestinos solo han visto su versión de la frontera, así que venir a los Estados Unidos por primera vez y ver el muro fronterizo entre Estados Unidos y México les abre los ojos y les cambia su perspectiva”, afirmó Heirandt. Omar, estudiante cuyo abuelo nació en la ciudad de Yaff previo a la ocupación israelí, es nacido en tierras Palestinas. Cuenta que ver el muro fronterizo le hace sentir una emoción algo conocida y un poco triste. “Es difícil ver la frontera dividir a México de Estados Unidos por que quiero pasar cruzar hacia México y ver cómo vive la gente y escuchar sus historia personales y tengo el mismo sentimiento cuando veo la frontera entre Israel y Palestina”, compartió. Después de su avistamiento inicial de la frontera, el grupo se tomó 30 minutos para bajar a la playa, tomar fotos, convivir y descansar. Luego
siguió un serie de actividades para iniciar la interacción social entre el grupo, interacciones con estudiantes de CETyS Universidad en Tijuana y su sesión de discusión diaria con directores culturales. Como parte de sus discusiones, los estudiantes dan su opinión de una forma respetuosa siguiendo reglas preestablecidas y haciendo y creando espacios para que todos puedan tener una voz. Heirandt dice que las discusiones ofrecen un espacio para estos jóvenes, quienes no tienen muchos lugares para hablar de temas como conflicto, diferencias culturales y roles de género, entre otros, y como estos les afectan de manera personal y colectiva. “Estos adolescentes son muy maduros para su edad y trabajan muy bien entre ellos. Han aprendido habilidades como la comunicación, escuchar de manera activa y reflectiva y también lo que quieren llevar de regreso de este programa como líderes y creadores de paz en sus comunidades”, destacó Heirandt. Como parte de este programa, los participantes se quedan con una familia que los recibe, dándoles un vistazo a la vida en San Diego. También participan en actividades como pintar un mural en Oceanside y dar de comer a personas en estado de indigencia.

Si no fuera por las imágenes del proyecto de desarrollo frente al North Embarcadero, sería difícil imaginar en qué se convertirá este espacio junto a la bahía en el próximo año. Esta ubicación icónica, que anteriormente era propiedad de Anthony's Fish Grotto, se transformará en un complejo restaurantero de dos pisos con un malecón perimetral y un mirador. El Puerto de San Diego y Brigantine, Inc. realizaron una ceremonia el martes por la mañana para marcar el inicio de la construcción del sitio del restaurante frente al mar, Portside Pier. Las opciones de restaurantes en Portside Pier incluirán Brigantine on the Bay, Miguel's Cocina, Ketch Grill & Taps y Portside Gelato y cafe. Además de las experiencias gastronómicas, Portside Pier
también tendrá acceso gratuito para aquellos que quieran disfrutar de las vistas que ofrece la Bahía de San Diego. Se espera que la construcción del proyecto comience la próxima semana y podría tomar 16 meses para completar. De acuerdo con Rafael Castellanos, presidente de la Junta de Comisionados del Puerto, se espera que el proyecto genere más de 1.1 millones de dólares en renta anual para el Puerto de San Diego. “Esto es lo que llamamos el porche de San Diego, así que cuando lleguen los cruceros grandes, esto es lo primero que ven, así que será un proyecto emblemático que realmente será de primera clase”, dijo Castellnaos a La Prensa San Diego. Castellanos dijo que cuando el Puerto comenzó a ver qué podían hacer con el espacio, el Portside Pier es exactamente lo que tenían en mente.
En 2017, el arrendamiento perteneciente a Anthony's Fish Grotto – un lugar popular de mariscos que había estado en la ubicación de North Embarcadero durante 52 años – expiró y no fue renovado por el puerto. Luego de un proceso público competitivo, el puerto seleccionó el desarrollo del restaurante Brigantine's Portside Pier en un esfuerzo por promover un desarrollo de calidad, según un comunicado de prensa del puerto. Brigantine, Inc. es una empresa de restaurantes de San Diego que posee y opera restaurantes como Brigantine Seafood and Oyster Bar, Miguel's Cocina y Ketch Grill and Taps. Mike Morton, presidente y CEO de Brigantine, Inc., dijo que este proyecto es el más grande y el primero proyecto sobre agua para la compañía de restaurantes. "De pie aquí hoy, realmente no creo que hubiéramos podido soñar con una ubicación más agradable", dijo Morton. Morton dijo que los restaurantes agregarán aproximadamente 250 trabajos.
Andrés Manuel López Obrador ha reducido la historia de México a cuatro etapas: La Independencia, la Reforma, la Revolución y la Regeneración – esta última en proceso de instauración. En nuestra colaboración de la semana pasada intentábamos dimensionar el alcance de ésta última; son muy pocos los elementos disponibles para poder entender su alcance, que hoy parece sólo anidar en su cabeza y en la de algunos de sus más cercanos allegados. En el afán de contribuir a su esclarecimiento, recurro a algunas de las herramientas y conceptos que ofrece la teoría general de sistemas. Hoy, es prácticamente un axioma apoyarse en la metodología que ofrece esa rama del conocimiento para poder entender la complejidad del funcionamiento de las sociedades contemporáneas y poder ofrecer rutas de acción que permita la reingeniería de las organizaciones públicas y privadas. Los cambios paradigmáticos implican que el pasado ha dejado de ser funcional y no garantiza la sobrevivencia del organismo público. Necesita ser reemplazado por un nuevo orden que permita el reordenamiento de todos los componentes en un acuerdo en el que la mayoría de los integrantes aceptan las nuevas reglas del juego. México llegó en el 2018 a esa frontera, como quedó demostrado con los resultados del proceso electoral en donde la ciudadanía expresó su voluntad de impulsar el cambio, aun sin reparar suficientemente en la viabilidad de la nueva propuesta. Ese es el gran déficit de López Obrador. Su discurso no ha dejado de ser contestatario, montado en el histórico conflicto con “la mafia de poder”, como de manera sintetizada él califica a sus opositores, a los que acusa de ser causantes de todos los males, y a quien promete

Cuando Cristina Alfaro se embarcó en su primer día de escuela – sabiendo hablar solo español como muchos niños en las regiones fronterizas – la maestra la obligó a ponerse orejas de burro como castigo. Años después, Alfaro habló con la misma maestra, quien luego le dijo que estaba equivocada al pensar que su idioma nativo era un obstáculo para su éxito. "Me di cuenta de que es la manera en que ideológicamente hemos estado preparando a los maestros en pensar que el inglés es la única manera, sin comprender que realmente los estudiantes cuentan con una base de datos cultural y lingüística que es realmente un valor y no un defecto", dijo Alfaro. Alfaro, profesora y presidente del Departamento de Lenguaje Dual y Educación de Aprendices de Inglés de la Universidad Estatal de San Diego (SDSU, por sus siglas en inglés), trabaja diligentemente para preparar a los maestros para que mejoren la capacidad del idioma materno del estudiante en lugar de quitárselo. En este momento, especialmente en San Diego, donde hay 700 mil estudiantes binacionales compartidos entre los Estados Unidos y México, Alfaro dijo que las realidades de los estudiantes son en inglés y en español. "Aquí más que en cualquier otro lugar del mundo, porque estamos en la frontera, es realmente importante que aprendamos a capitalizar los activos del estudiante y realmente trabajemos hacia el bilingüismo como una forma de vida", dijo Alfaro. Durante más de 30 años, Alfaro ha dedicado su trabajo a la educación multilingüe y la promoción de la

Confirman al Nuevo Jefe de Bomberos Colin Stowell POR ANDREA LÓPEZ-VILLAFAÑA
Aumentar la diversidad, la cooperación y tener el equipamiento y la capacitación más avanzadas fueron algunos de los temas clave que Colin Stowell, nuevo jefe de bomberos de San Diego, identificó como sus objetivos para el departamento. Stowell, quien comenzó su carrera en el Departamento de Bomberos de San Diego hace 30 años cuando solo tenia 20 años de edad, habló ante los regidores el lunes para expresar su deseo de su
apoyo. "Me presento ante ustedes aquí hoy, no tan inocente, con un poco menos de cabello, pero ciertamente igual de entusiasmado y apasionado por este departamento y mi carrera", dijo Stowell. El Ayuntamiento de San Diego confirmó por unanimidad el nombramiento del Jefe Stowell el lunes, entre los miembros del público, bomberos y la familia de Stowell. La confirmación oficial de su nombramiento sigue una búsqueda nacional de tres meses que atrajo a 33 candidatos. Stowell asumirá
el cargo el 11 de agosto y sucederá a Kevin Easter, quien se desempeñó como Jefe Interino desde abril. El Alcalde de San Diego, Kevin Faulconer, designó a Stowell para que sirviera como el próximo jefe de bomberos de la ciudad el 2 de julio. Durante la reunión del lunes, Faulconer compartió por qué Stowell era el mejor candidato para el puesto. "Es un hombre íntegro, se preocupa profundamente por nuestra ciudad y entiende los desafíos únicos que tenemos, incluyendo la temporada de incendios forestales y la seguridad de nuestra región",
dijo Faulconer. "Va a ser un gran líder para este departamento". Stowell habló ante el consejo sobre su compromiso con el departamento e identificó las prioridades que espera abordar. El nuevo jefe de bomberos espera asegurarse de que el departamento tenga el equipo más avanzado, el personal mejor capacitado, amplíe los recursos de extinción de incendios aéreos y aumente las asociaciones de cooperación con diferentes agencias. Él compartió que desde su experiencia de estar en la
primera línea durante el Cedar Fire 2003 y Witch Fire 2007, es consciente de la necesidad de promover comunidades adaptadas al fuego – comunidades informadas y preparadas y residentes que viven en un área con peligros de incendios forestales. Stowell también abordó la necesidad de trabajar para un departamento más diverso. "Hace varios años, el Departamento de Bomberos de San Diego tenía la reputación de ser uno de los departamentos de bomberos con mayor diversidad cultural de la nación y empleaba más
mujeres bomberos que cualquier otro departamento metropolitano grande. Desafortunadamente, con el tiempo las cosas han cambiado", dijo Stowell. El jefe planea trabajar en estrecha colaboración con los bomberos de la ciudad de San Diego IAFF Local 145, Teamsters Local 911, Hermanos Unidos de San Diego Bomberos y Bomberos de San Diego. un recuerdo ya devastador de los momentos finales de la vida de un miembro de la familia que luchó con la enfermedad mental y vivió una vida traumática. "Raúl nunca tuvo la oportunidad de prosperar en este mundo", dijo Bri Rivera, sobrina de Raúl Rivera. Raúl fue uno de los cinco hermanos y hermanas que tuvieron una educación áspera. El padre de Raúl descuidó a todos los niños y sus madres. No está claro qué le sucedió a la madre de Raúl, ya que ella no era parte de su vida. Consciente de los errores cometidos en el pasado al criar a sus hijos, el padre de Raúl insistió en criar a Raúl y le dijo a la familia que quería hacerlo bien con su hijo. Pero el padre de Raúl nunca pudo cumplir la promesa de darle una vida mejor a Raúl. Bri dijo que cuando Raúl tenía entre 5 y 6 años, su abuela le suplicó a su padre que le permitiera a Raúl vivir con ella, pero su padre no lo permitió. Bajo el cuidado de su padre, Raúl pasó su infancia viviendo en diferentes lugares, constantemente descuidado por su padre, quien algunas veces lo dejaba con su familia, a veces con vecinos, y algunas veces solo con extraños, haciendo que Raúl fuera vulnerable al abuso a una edad muy temprana. El padre de Raúl luchó contra el alcoholismo y fue abusado físicamente por su propio padre, y escapó de su casa a los 12 años de edad y vivió en las calles hasta que tenía 16 años, cuando se unió al ejército. La enfermedad mental de Raúl se hizo evidente en su adolescencia. Su familia notó un comportamiento errático y comenzó a tomar decisiones que finalmente lo colocaron en el sistema de justicia juvenil y lo pusieron en curso para el encarcelamiento en diferentes momentos de su vida. Bri dijo que no sabía que si su tío había recibido tratamiento por su enfermedad mental, lo que también lo llevó a tener problemas con las drogas y el alcohol. El Instituto Nacional de Salud Mental informa que, si bien la enfermedad mental afecta a decenas de millones de estadounidenses cada año, solo la mitad recibe tratamiento. Un estudio de 2017 que aparece en JAMA Psychiatry también encontró que las comunidades pobres tienen pocas opciones para la atención de salud mental. Bri dijo que un detective le dijo a su familia horas antes del tiroteo que Raúl parecía estar pensando en suicidarse cuando los oficiales lo detuvieron, pero lo dejaron ir. Un tío de ella que había hecho planes para llevar a Raúl a celebrar su reciente cumpleaños, dijo que Raúl estaba actuando irregular más temprano ese día. El Departamento de Policía de San Diego confirmó que una investigación está en curso. Una declaración del departamento de policía indicó que varios oficiales ordenaron a Rivera que tirara el cuchillo. Cuando se negó, se usaron armas menos letales de bolsas de frijoles y un taser, pero no fueron efectivas. Cuando Rivera se movió hacia los oficiales con el cuchillo apuntando hacia ellos, recibió varios disparos. Una pareja casada que fue testigo del incidente y habló con el Union-Tribune pareció estar de acuerdo con la policía en que Rivera ignoró las órdenes de dejar el cuchillo. Pero otro testigo disputó la cuenta de la policía, diciendo que la policía le dijo a Raúl que se pusiera en pie. Luego,

La muerte de Raúl Rivera ha sido noticia en San Diego, pero no es la única. Otros incluyen a Jonathan Coronel, quien recibió un disparo mortal por parte de la policía en julio del año pasado, y también a Sergio Weick, quien también recibió un disparo mortal de la policía en agosto de 2016. La Fiscalía del Condado de San Diego dictaminó que el tiroteo de Weick estaba justificado y recientemente dijo que la fuerza letal era razonable en el caso de Coronel. También está Earl McNeil, cuya muerte también ha provocado indignación y exige transparencia en National City. McNeil murió después de ser arrestado en mayo de este año sufrió un daño cerebral severo mientras estaba bajo custodia de la policía. Esta semana, el médico forense proporcionó los resultados preliminares de la investigación a la familia de McNeil, que no se han divulgado al público, pero se espera que se publique un informe completo a mediados de agosto. La historia de Raúl tampoco es aislada. Un estudio de 2015 del Centro de Defensa del Tratamiento encontró que las personas con enfermedades mentales graves no tratadas están involucradas en al menos uno de cada cuatro, y hasta la mitad de todos los tiroteos fatales de la policía. En una conferencia de prensa de abril anunciando la Ley de Responsabilidad de la Policía y Protección Comunitaria, la asambleísta Weber declaró: "A veces, el uso de la fuerza letal se utiliza a un costo terrible para todo lo que está involucrado". En respuesta a la cuestión del uso excesivo de la fuerza por parte de la policía, Bri señala que cuando la gente dice que la policía solo hace su trabajo, cree que no es su trabajo usar fuerza excesiva. Ella agregó: "Si defienden su lema de proteger y servir, entonces tiene que ser eso, se supone que deben proteger y servir". En este momento, no está estructurado de esa manera". "Nos robaron la voz de mi tío, pero la historia de mi tío no va a ser robada. Ahora soy esa voz y esa historia, y me tomo la responsabilidad de despertarme para contar esa historia porque él no puede", explicó Bri. La familia de Raul Rivera está organizando una manifestación y marcha de Justice 4 Raul Rivera el domingo 29 de julio de 2018 a las 10:00 a.m. en la intersección de Tocayo Avenue y Hollister Street, San Diego 92154. La marcha terminará en la estación del Departamento de Policía de San Diego en la calle 27 donde tendrá lugar la manifestación.

Establecen Martes Policía de Chula Vista como Día del Transporte Realizará Celebración Público San Diego Comunitaria POR MARINEE ZAVALA
Sabre Springs hasta el centro de san Diego y el Rapid 235, catalogado como una de las rutas más concurridas, se traslada desde Escondido al centro de la ciudad. Las autoridades de transporte en el condado recordaron que cada uno de estos autobuses tienen una capacidad promedio de 50 pasajeros, que de no tomar este tipo de autobuses, tendrían que usar un vehículo propio y generar el tránsito de 50 vehículos más en las autopistas, destacaron también la comodidad del autobús, que aunque es más costoso, permite al usuario reclinarse, utilizar luces para leer y cuentan con una comodidad mayor. “Viajar en transporte público siempre es más eficiente, esos autobuses utilizan las líneas especiales de ‘carpool’ o línea express y se saltan el tráfico, así mismo pueden viajar más personas por unidad”, agregó Gutiérrez. Gran parte de la población que utiliza la línea de autobuses destacaron que aunque el servicio es más costoso que el de un camión tradicional, que cuesta 2.25 dólares, la efectividad con que llegan a su destino recompensa la experiencia. Los autobuses Rapid tienen un costo por viaje de cinco dólares y el pase por el día completo es de 12 dólares, estos operan en durante horarios muy transitados en el condado de San Diego como son las 5 a.m. y las 4:30 p.m. de la
Los días martes, fueron seleccionados por las autoridades en San Diego como los principales de una campaña que busca más ciudadanos utilicen el transporte público, contribuyan al uso de energías limpias y eviten tráfico durante las horas pico. Con el hashtag #TransitTuesday, el servicio de transporte metropolitano, junto a la ciudad de San Diego, iniciaron el pasado 24 de julio a entregar café, pasteles y pequeños regalos a todos los pasajeros en el centro de tránsito de Sabre Springs, una de las zonas que utilizan los sistemas de Rapid Express y que cuentan con 200 mil residentes que se trasladan normalmente desde Carmel Mountain Ranch, Rancho Penasquitos y Poway al centro de la ciudad de San Diego. “Lo hicimos en compañía de la ciudad de San Diego, el llamado ‘transita en martes’ en español tiene la idea de exhortar a las persona a que le den una oportunidad al uso del transporte público, por lo menos un día de la semana y si es martes mejor gracias a la iniciativa”, señaló Marcial Gutiérrez, vocero del Sistema de Transporte Metropolitano (MTS, por sus siglas en inglés). Las dos rutas en que se hizo hincapié se encuentran al norte y al este del condado y fungen como un servicio rápido y de lujo dentro del transporte público. El Departamento de Policía de Chula Vista invita a la comunidad a una celebración que busca fortalecer la buena relación entre la ciudadanía y esta agencia del orden. La tarde del próximo 7 de agosto, esta corporación policiaca llevará a cabo su 10.a celebración anual National Night Out, la cual busca crear un acercamiento entre los residentes de esta ciudad y los agentes del departamento. Henry Martin, teniente del Departamento de Policía de Chula Vista, es el encargado de realizar el evento. El habló con La Prensa San Diego acerca de lo que los asistentes pueden esperar de esta celebración anual. “Vamos a tener muchos elementos y demostraciones diferentes de (unidades del) departamento para que la gente los vea a los agentes del SWAT, a (granaderos), agentes de tránsito, perros K9 y más cosas diferentes como los vehículos que usan”, dijo Martin. Entre otras actividades y dinámicas en el evento también se incluyen tours de la comandancia y el centro de investigaciones, al igual que mesas informativas acerca de lo que hacen las varias unidades del departamento. Entre las actividades infantiles habrá mesas de manualidades y artesanías. Los más pequeños también podrán decorar galletas con un oficial. “Hometown Buffet va a donar galletas para que los niños las decoren y que tengan un intercambio con
los (agentes) para que no le tengan miedo a la policía y que vean somos personas regulares con la actividad de galletas con los policías”, explicó Martín. En complemento a los puestos e interacciones con la policía, el Departamento de Bomberos de Chula Vista estará presente con una demostración de rescate de choque vehicular con pinza neumática, coloquialmente llamada la “Mandíbula de la Vida”. Martín, quien ha hecho su carrera policiaca dentro de Chula Vista, cuenta que esta localidad es una en donde hay una buena relación entre el público y la policía. “(Chula Vista) es una gran ciudad para trabajar como policía, no hay mucho crimen y la gente tiene respeto a la policía y creo que eso ayuda con el trabajo que hacemos”, afirmó el teniente. Ella es responsable de contratar y asesorar a la facultad bilingüe para el departamento, que según Alfaro es una facultad cien por ciento latina, así como también mentora estudiantes, algunas de cuyas fotografías de graduación mantiene en su oficina. De acuerdo con Alfaro, por un tiempo el interés en buscar una credencial bilingüe no estaba allí porque la Proposición 227 que limitaba el aprendizaje de los estudiantes de inglés en California. Sin embargo, la aprobación de la Proposición 58, que permite que se enseñen idiomas distintos del inglés en las escuelas públicas, ha despertado un mayor interés en la educación bilingüe y la contratación de maestros bilingües. Alfaro también ofrece su liderazgo y dirige un programa donde en preparan a maestros de ambos lados de la frontera a través de un plan de estudios bilingüe y binacional. "Estamos desarrollando un plan de estudios común para que cuando preparemos a los maestros aquí tengan la base de conocimientos sobre las necesidades sociolingüísticas, socioculturales y socioemocionales de los estudiantes que son estudiantes transfronterizos", dijo Alfaro. El aspecto binacional y bilingüe les permite a los maestros comprender cómo enseñar a los estudiantes que, por ejemplo, se criaron en los Estados Unidos, pero viven en México porque sus padres fueron deportados y
no tienen las capacidades en español. El programa es una colaboración entre la Asociación de California para la Educación Bilingüe (CABE, por sus siglas en inglés), el Departamento de Educación de California, la Secretaría de Educación Pública en Tijuana, el Superintendente Tom Torlakson, el Secretario de Educación Miguel Ángel Mendoza, UCSD y SDSU. Para Alfaro, ser parte de este programa es increíble porque siempre ha sido parte de ella, dijo. "Mi vida comenzó en la frontera", dijo Alfaro. Originaria de Calexico, Alfaro creció en un hogar de clase trabajadora con 11 hermanos, donde su jardín era la cerca y todos los días veía a personas cruzar. Ella recuerda que su estilo de vida era hablar con la gente de la cerca y comprar comida de los vendedores del otro lado. "Tiene que ver con propia educación y, al darme cuenta de lo que los maestros pueden hacer, los maestros tienen la capacidad de formar realmente a un alumno o lo pueden romper", dijo Alfaro. Y a pesar de estar en un programa de solamente inglés y tener una maestra que en ese momento no veía el valor de la educación bilingüe, Alfaro no se dejó que esto le rompiera sus aspiraciones. "Me criaron para creer realmente que era importante y que lo que tenía que decir era importante y tenía mucha confianza en mí misma hasta el primer día de clases, pero mi familia pudo reconstruirme", dijo Alfaro. Con el mismo espíritu con el que su familia reconstruyó su confianza y mentores como Alberto Ochoa que la alentó, Alfaro ayuda de sus alumnos y les ayuda a comprender que la educación es la clave del éxito. "Siento un compromiso real para continuar ayudando a otros a lograr lo que he podido lograr", dijo Alfaro. "Realmente me identifico con ser un mentor para que otros estudiantes y otros colegas puedan continuar el trabajo". Alfaro espera continuar su trabajo con el programa binacional y lograr que el Departamento de Lenguaje Dual y Educación de Aprendices de Inglés sea reconocido a nivel nacional.

Residente de Chula Vista es Galardonada por su Jardín de Uso Eficiente de Agua POR SUSANA VILLEGAS
Cuando las personas deciden jubilarse usualmente pasan más tiempo en sus hogares. Reorganizan sus muebles unas cuantas veces, pintan su casa, la remodelan o limpian y hasta hacen grandes cambios en su garaje. Rosalba Ponce de Chula Vista escogió arreglar su jardín. Ella es maestra y directora retirada del Distrito Escolar de Chula Vista. Después de haber vivido 28 años en su casa en el este de Chula Vista admite que nunca pasó mucho tiempo en su jardín. “Todo estaba cubierto con pasto, rosas en macetas y plantas que requerían mucha agua”, ella recuerda. Se trataba de un jardín típico del este de Chula Vista de los años noventa. Aquí es donde todo comenzó y ganó el premio por el mejor jardín del distrito del concurso de jardines WaterSmart 2018, organizado por el Distrito de Agua de Otay. Ella transformó su jardín tanto en la parte delantera como trasera en lo que es ahora un galardonado jardín de flores mediterráneo de bajo consumo de agua. Pero, ¿cómo fue que Ponce, quien no sabía el tipo de tierra que tenía, no entendía qué era una válvula de riego o cómo se veía un filtro, pudo disminuir su consumo de agua en un promedio estimado del 38 por ciento? Todo comenzó con las clases y los programas de incentivos que ofrece el distrito y su proveedor mayorista. En 2016, Ponce se

inscribió en la clase de conservación de agua patrocinada por la Autoridad de Agua del Condado de San Diego y sus agencias miembros, incluyendo el Distrito de Agua de Otay. La serie de cuatro clases de remodelación de jardines WaterSmart ayudó a Ponce a desarrollar un plan de acción para remodelar su jardín. Además, le enseñó lo que necesitaba para planear el tipo de jardín que ella deseaba. Ella comenzó con el patio trasero, su primer proyecto de jardín que ella misma podría hacer. Cuando comenzó con el patio delantero estaba capacitada para contratar a un profesional para diseñar exactamente lo que necesitaba. “Yo quería un diseño con flores estilo mediterráneo con un aire romántico y acogedor. Mi deseo era tener colores vibrantes para dar una energía positiva y felicidad. No incluir cactus o plantas puntiagudas, eso no es buen Feng Shui”. Por lo tanto, contrató un arquitecto especialista en jardines para realizar el diseño que ella compartió con sus vecinos. Ellos complementaron su diseño trabajando en sus propios jardines, no obstante, Ponce aún no había terminado. También participó en un segundo programa de incentivos patrocinado por la Autoridad de Agua del Condado de San Diego llamado Programa de Jardinería Sustentable (SLP, por sus siglas en inglés) en el año 2016. El SLP es un recurso que ayuda a los
residentes del condado a desarrollar las mejores prácticas de jardinería sustentable a través de educación, entrenamiento, asistencia técnica, materiales e incentivos financieros (si, dinero). En un plazo de nueve meses, Ponce terminó la transformación de su jardín tanto en la parte delantera como trasera con la ayuda de un incentivo de 1.75 dolares por pie cuadrado para reemplazar aproximadamente mil 200 pies cuadrados de césped por un jardín sustentable. Hoy en día, el jardín delantero tiene una enorme variedad de camelias, azaleas, agapantos, brezos mexicanos, lavanda, mirtos y muchas otras plantas de bajo consumo de agua que adornan las rocas de río, peldaños planos, una palmera en maceta y caminos con mantillo. El jardín tiene un sistema de riego por goteo, dos barriles recolectores de agua de lluvia y un área especial para retener el agua pluvial. “El programa me dio las herramientas para aprender acerca de la remoción del césped y me permitió sentir la alegría de remodelar mi patio”, mencionó Ponce. Ponce tomó en cuenta tres razones principales para transformar su jardín. Primero, “California es un desierto. Simple y llanamente, el agua es la vida. During Monday’s meeting, Faulconer shared why Stowell was the best candidate for the job. “He is a man of integrity, he cares deeply about our city, and understands the unique challenges that we have, including the now year-round wildfire season and the safety of our region,” Faulconer said. “He’s going to be a great leader for this department.” Stowell spoke before the council about his commitment to the department and identified priorities that he hopes to address. The new fire chief hopes to ensure the department has the most advanced equipment, best trained personal, expand aerial firefighting resources, and increase cooperative partnerships with neighboring agencies. He shared that from his experience of being on the front lines during the 2003 Cedar Fire and 2007 Witch Fire, he is aware of the need to promote fire adapted communities – informed and prepared communities and residents who live in an area with wildfire hazards. Stowell also addressed the need to work toward a more diverse department. “Several years ago the San Diego Fire-Rescue Department had a reputation as being one of the most culturally diverse fire departments in the nation and employed more women firefighters than any other large metropolitan department, unfortunately over time things have changed,” Stowell said. The chief plans to work closely with San Diego City Firefighters IAFF Local 145, Teamsters Local 911, Brothers United San Diego Firefighters, and Bomberos de San Diego. “Having a workforce that reflects the communities that we protect and recognition and appreciation for the variety of cultures we serve makes us a more effective and

stronger organization,” Stowell said. Jesse Conner, president of San Diego City Firefighters IAFF Local 145, spoke before the council and thanked the mayor for including the firefighters on the community interview panel. “Although all of them were qualified, the firefighters were very proud that the final selection is one of our own,” Conner said. “We look forward to Fire Chief Stowell’s leadership and we will support him as he assumes his new and challenging role.” Stowell joined the San Diego Fire-Rescue Department in 1988 and rose through the ranks to assistant fire chief. In 2016, he left to lead Heartland Fire and Rescue, which serves the cities of El Cajon, La Mesa, and Lemon Grove. The San Diego native said he grew up in areas of north county moving from rental home to rental home with his single mom and three younger siblings, who he helped raise. “It was obvious to me at the young age of 8 that nothing was going to come easy, and everything I might want out of life was only going to come through hard work, dedication, challenging myself in finding a passion and purpose for what I do,” Stowell shared with the City Council on Monday. He earned a bachelor’s degree in public administration from San Diego State University and holds an associate degree in fire science from San Diego Miramar College. Council members expressed their support for Stowell and each shared remark on what his vision for the department means to community members and where this is room to improve. Stowell will oversee a department of more than 1,200 firefighters, lifeguards, and staff.

A local Castle Park High school student recently pleaded guilty to charges that he recruited classmates to smuggle methamphetamine and fentanyl from Tijuana to San Diego. Eighteen-year-old Phillip Junior Webb admitted before the judge that on four different occasions he made arrangements for the juveniles to smuggle a total of 6.18 kilos of methamphetamine and 1.2 kilos of fentanyl. He now faces the possibility of a maximum sentence of 10 years-to-life, in addition to a $1 million fine. “As law enforcers, and as parents, we are tremendously concerned about our youth being exploited by drug cartels,” San Diego U.S. Attorney Adam Braverman. “Juveniles need to know that consequences are real and dramatic. Ultimately, it is your choice, and the decision you make now will follow you the rest of your life. Don’t sell your future for a few hundred dollars.” During a one-week span in March of this year, five minors were arrested at the San Ysidro Port of Entry attempting to smuggle significant quantities of fentanyl into the country. Other recent incidents involved a female teen who was driving a vehicle with fentanyl and cocaine concealed within the car. “Smuggling narcotics is a dangerous proposition
especially a lethal drug such as fentanyl,” said Pete Flores, director of field operations for Customs and Border Protection (CBP) in San Diego. “Juveniles need to understand there that no matter what they have been told, there are consequences for smuggling narcotics, not to mention the dangers of working with transnational criminal organizations.” The Drug Enforcement Administration (DEA) reports that on four different occasions, teenage boys were caught while attempting to enter through pedestrian lanes at the San Ysidro Port of Entry with drugs strapped to their bodies, under their clothes. “Thousands travel by foot and car (through this border crossing) to conduct business, visit friends and family, shop, eat, and enjoy life each day. Our enemies use this same border crossing to entice our children to bring death and destruction to the United States,” stated DEA Special Agent in Charge Karen Flowers. Law enforcement says that drug traffickers take advantage of the naïve nature of juveniles and lure them with incentives like money and electronics in exchange for illegally crossing drugs into the U.S. In many cases, students are recruited because it is known that they are frequent bordercrossers. Law enforcement officers are calling on parents, teachers, and school staff to be on the lookout for this growing issue.

Others include Jonathan Coronel, who was fatally shot by police in July of last year, and Sergio Weick also fatally shot by police in August, 2016. The San Diego County District Attorney’s Office ruled Weick’s shooting was justified and recently said that deadly force was reasonable in the case of Coronel. There is also Earl McNeil, whose death has also sparked outrage and calls for transparency in National City. McNeil died after being arrested in May of this year suffering severe brain damage while in custody of police. This week the medical examiner provided preliminary findings of the investigation to McNeil’s family, which have not been released to the public, but a full report is expected to be released in mid-August. Raul’s story is also not an isolated one. A study from 2015 from the Treatment Advocacy Center found individuals with untreated severe mental illness are involved in at least one in four, and as many as half of all fatal police shootings. The ACLU said many of these deaths could have been prevented if police were held to a higher standard that valued the preservation of life. Assemblymembers Shirley Weber (D-San Diego) and Kevin McCarty (D-Sacramento) introduced legislation to create stricter limits on when police can use deadly force. If passed, the bill would require officers to use deadly force only when it’s “necessary” to stop an imminent threat and only when attempts to de-escalate the situation with non lethal tactics haven't worked. At a press conference back in April announcing The Police Accountability and Community Protection Act, Assemblymember Weber stated, “At times, the use of deadly force is used at a terrible cost to all that’s involved.” When it comes to excessive force by police, Bri points out when people say police are just doing their jobs, she believes it’s not their job to use excessive force. She added, “If they stand by their slogan protect and serve, then it has to be that, they’re supposed to protect and serve. Right now, it’s not structured that way.” “They viewed my uncle as disposable. My uncle is not disposable. Our underrepresented communities are not disposable. Nobody has the right to treat people that way,” Bri said. “My uncle’s voice was stolen from us, but my uncle’s story is not going to be stolen. I am now that voice and that story, and I take it as a responsibility to wake up to tell that story because he doesn’t get to,” Bri explained. El buque Artic Sunrise de la organización Greenpeace llegó a San Diego para concienciar a la comunidad sobre la urgencia de reducir el uso de plásticos, tales como bolsas y popotes, para cuidar los océanos. Para ello, este fin de semana el barco abrirá sus puertas a visitantes de la región fronteriza que podrán subir a bordo y hablar con quienes han presenciado los devastadores efectos de la contaminación. “Tenemos un problema con el plástico”, enfatizó Linda Rodríguez, organizadora nacional para Greenpeace. “Lo que queremos es educar a la comunidad sobre lo que está pasando”, agregó. Y es que ambientalistas estiman que cada minuto se arroja el equivalente de un camión de basura al mar, lo que atenta contra miles de ejemplares de la fauna marina. Recientemente, trascendió el caso de una ballena en Tailandia que murió luego de tragarse 80 bolsas de plástico. Pero este, es apenas uno de tantos incidentes que resaltan la necesidad de que la población cambie sus hábitos diarios para ayudar al medio ambiente. “Uno puede empezar su propio activismo en casa,

Our weekend adventure to Colorado began at Gate 32 of San Diego International’s second terminal. Takeoff was scheduled for 8 a.m., but our excitement was sky high long before boarding began. Thanks to an invitation extended to La Prensa San Diego’s staff, we flew to Chevrolet’s 2018 Crossover Road Show, an opportunity for media to experience first-hand what new innovations the Detroitbased automaker is bringing to market this year. Upon arriving at Denver International we were greeted with a 2018 Chevy Traverse, the vehicle in which we would set off on our planned adventures during our three-day trip. Our first stop for the weekend was the Crossover Road Show, held at the Stanley Marketplace – a trendy shopping and dining center built into an old airplane hangar – in the suburb of Aurora. Here, we sampled local eats such as tacos by local fave Comida and frozen treats from Mary’s Creamery while learning about the innovative technology and updates made to Chevrolet’s flagship crossover model. Afterward, we set off for Glenwood Springs, a tranquil mountain town known for summertime raft rides and wintertime ski action. The 190-mile trip to our destination was full of amazing sights. We were treated to dramatic views of pine-covered peaks, canyons cut by the Colorado River, and vast valleys as we cradled around the curves of the Colorado countryside in our Traverse. Our first extended drive was a comfortable one, as the Traverse cabin features leather seats, front passenger and back passenger air condition controls, and very ample leg room. Having a silent radio in the middle of the mountains was not an issue on our road trip, as the vehicle is equipped with a high-powered antenna capable of providing a reliable radio and wifi connection
anywhere. We arrived in Glenwood Springs in the twilight hours, with the sunset painting nimbus clouds a pastel pink and Grand Avenue’s neon signs coming to life. As a small town packed with tourists, parking in Glenwood Springs gets a little tight. However, our Traverse was very easy to maneuver into a restricted parking spot. Front and back bumper cameras allowed us to see how much space we had to work with as we parallel parked. While the highlight of any outdoor destination is often enjoyed during the daylight hours, a balmy night in Glenwood Springs is the perfect time for a stroll down its charming streets, which are lined with outstanding eateries. We enjoyed new-American restaurant Slope and Hatch’s take on designer tacos – generously packed with short rib birria and barbecue brisket topped with escabeche coleslaw. With temperatures still in the 80s at night, we felt the need to have some “Rocky Mountain water” (in moderation and with a designated driver, of course) to cool off and kick back. Doc Holliday’s Saloon, a watering hole straight out of the wild west, seemed like the right place for a pour. This bar in the entrance to town features ice-cold beers, tasty bar eats, and memorabilia belonging to wild west gambler Doc Holliday, who resided in Glenwood Springs. The next day we got another taste of history by visiting the Glenwood Caverns Adventure Park. This park is located on a mountaintop which overlooks Glenwood Springs from over 1,000 feet and is accessible only by cable tram. While the park has a couple attractions such as children’s rides, a speedy alpine coaster, and an extreme mountain swing, the main draw are its two caves, the King’s Row Cave and the Fairy Cave. Both feature ancient geological formations such as stalactites, stalagmites, flowstone, and sentinel stones. After our cave adventure, jwe
umped back into the Traverse and headed for a white water rafting tour on the Colorado River. Glenwood Canyon Rafting, located two miles south of town, took us upstream to our departing point in Shoshone. As first timers on the rapids, we were amazed by the power of the river and the striking height of the surrounding canyons. On the smooth parts of our downstream voyage, we saw wildlife such as bighorn sheep, Canadian geese, yellow marmots, turkey vultures, golden eagles, and many more. Soaking wet we called it a day and prepared to hit the road once again come sunrise. After a quick breakfast we set off for Buena Vista, where we would zipline through evergreen pines and round boulders at an elevation of 11,000 feet above sea level. Our zipline circuit consisted of six lines – the longest measuring a quarter of a mile – on which reached top speeds of 50 miles per hour. Although there was a slight delay in our takeoff due to rainy weather, we got to appreciate the ever-changing highlands climate. Having completed our final scheduled activity, we set off for Denver to catch our flight home. Although the road was full of curves and hills, steering through these in our Traverse was very easy and responsive. The vehicle’s V6 engine allowed us to zoom up steep inclines and fared well with gas efficiency. While driving though Denver en route to the Airport, we noted the great safety features the Traverse comes with, such as front bumper alerts – which let you know when the car in front suddenly slows down – and blind spot sensors on side view mirrors. Our adventure through Colorado came to an end after we pulled into the airport to return our Traverse and board our flight. Finding new roads on the Chevrolet Traverse on this Colorado adventure lived up to our expectations and more. With mile-high hopes of returning to the Centennial State, we boarded our flight, knowing there is still more to explore.

SDG&E Ofrece Nuevos Planes de Tarifas POR ANA GÓMEZ SALCIDO
Con el objetivo de promover el ahorro de energía, la Empresa de Gas y Electricidad de San Diego (SDG&E, por sus siglas en inglés) cuenta con nuevos planes de tarifas de tiempode-uso que están dando a los residentes más opciones y control de sus facturas. Estos planes ofrecen ahorros a quienes optan por utilizar energía fuera de las horas pico más costosas que es de 4 p.m. a 9 p.m. Cuando la gente regresa a casa después del trabajo por la tarde y la energía renovable disminuye, sube la demanda de energía a lo largo de California, lo que incrementa las tarifas. El plan de tiempo-de-uso ofrece a los clientes dos maneras de ahorrar – cambiar el consumo de la electricidad a horas del día que cuestan menos, antes de las 4 p.m. o después de las 9 p.m., y/o reducir la utilización en general. En un periodo de 24 horas, los clientes pueden aprovechar 19 horas con tarifas más bajas fuera de las horas pico. Estos nuevos planes también promueven una red más limpia utilizando energía de fuentes renovables, como la energía solar, que están disponibles fácilmente. Durante el verano, cuando el consumo de energía y los precios generalmente suben, unos pequeños cambios en la utilización de electricidad pueden tener un gran impacto. Los clientes pueden beneficiarse de tarifas más bajas y proteger el medio ambiente cuando optan por lavar la ropa o utilizar el lavaplatos fuera del periodo pico, participando en el plan de tiempo-de-uso. Los clientes que consumen cantidades altas de energía por utilizar el aire acondicionado u otros aparatos pueden reducir sus facturas mensuales si optan por utilizar estos aparatos fuera del periodo de 4 p.m. a 9 p.m. SDG&E está ofreciendo un periodo de prueba de 12 meses, gratuito y sin riesgo, para clientes elegibles que escojan el plan tiempo-de-
uso. El cliente puede retirarse de este plan por medio de www.sdge.com en cualquier momento y SDG&E le reembolsará la diferencia, en caso de que hubiera ahorrado más en el plan regular. Actualmente, alrededor de 147 mil clientes residenciales y 80 mil negocios están registrados en el plan tiempo-de-uso. De acuerdo a SDG&E, existen cinco razones para cambiarse a un plan de tiempo-de-uso incluyendo el tener más opciones y control ya que los planes regulares solamente ofrecen una manera de ahorrar que es reduciendo el consumo. El plan tiempo-de-uso ofrece una segunda opción de ahorrar cambiando el consumo de electricidad afuera del periodo de 4 p.m. a 9 p.m. El plan tiempo-de-uso también ofrece garantía sin riesgo ya que los clientes registrados en el plan tiempo-de-uso protegerán su factura por todo un año. Y si hubieran ahorrado más en su plan original, SDG&E les reembolsará la diferencia. Esta garantía no aplica a clientes de energía solar. Según SDG&E, los cambios pequeños tienen un gran impacto en el consumo de electricidad, por ejemplo lavar ropa o utilizar el lavaplatos fuera de las horas pico, pueden resultar en ahorros. Además, durante el verano, a medida que aumenta la temperatura, utilizar el aire acondicionado fuera del periodo de 4 p.m. a 9 p.m. puede resultar en ahorros. Las casas y negocios que añaden un termostato inteligente también pueden beneficiarse del plan tiempode-uso. Por medio de una asociación entre el Ayuntamiento de San Diego y Sharp Healthcare, se ofrecerán talleres de salud gratis a los sandieguinos. Con este programa de salud y bienestar se ofrecerán 54 clases informativas que serán enseñadas por educadores de Sharp HealthCare en bibliotecas y centros de recreación a lo largo de la ciudad, durante el año. Estas clases gratuitas incluirán una gran variedad de temas relacionados con la salud como prevención de cáncer, manejo de estrés, depresión, diabetes, y adicción a sustancias, entre otros. “Una de las clases que ofrecemos es la de Básicos de la Nutrición y la clave para una alimentación saludable”, dijo Tracey Grant, una nutrióloga registrada del Centro de Manejo de Salud de Sharp Rees-Stealy. “Nuestra
meta es que la educación básica sobre salud llegué a las manos de la comunidad”. Grant ofrece cinco consejos para una buena salud que incluye el tener una dieta balanceada, el estar familiarizado con las grasas, el evitar o limitar el consumo del alcohol, el evitar los dulces, y el conocer las necesidades de uno mismo. “Es importante mantener la alimentación simple”, dijo Grant. “Tienes que saber que hay en lo que comes y bebes, no comer cuando no tienes hambre, cuidar las porciones, disfrutar de frutas y verduras, evitar los alimentos procesados y tomar una gran cantidad de agua”. Más información sobre nutrición básica y la clave para una alimentación saludable se podrá obtener en los próximos seminarios de nutrición que serán presentados por la colaboración entre Sharp HealthCare con el
Ayuntamiento de San Diego. Uno de los seminarios se realizará el miércoles, 15 de agosto de 11 a.m. a 12 p.m. en la Biblioteca de Linda Vista. The Port of San Diego and the Brigantine, Inc. held a groundbreaking ceremony Tuesday morning to mark the start of construction of the waterfront restaurant site, Portside Pier. The restaurants options at the Portside Pier will include Brigantine on the Bay, Miguel’s Cocina, Ketch Grill & Taps, and Portside Gelato and Coffee. Aside from the dining experiences, the Portside Pier

According to Board of Port Commissioners Chairman Rafael Castellanos, the project is expected to generate more than $1.1 million in annual rent to the Port of San Diego. “This is what we call San Diego’s front porch so when the big cruise ships come in this is the first thing they see, so it’s going to be a flagship project that will really be world class,” Castellanos said to La Prensa San Diego. Castellanos said that when the Port began to see what restaurant developers could do with the space, the Portside Pier is exactly what they had in mind. In 2017, the lease held by Anthony’s Fish Grotto – a popular seafood spot that had been on the North
Embarcadero location for 52 years – expired and was not renewed by the Port. According to a Port press release, following a competitive public process, the Port selected the Brigantine’s Portside Pier restaurant development in an effort to promote quality development. The Brigantine, Inc. is a San Diego restaurant company that owns and operates restaurants like Brigantine Seafood and Oyster Bar, Miguel’s Cocina, and Ketch Grill and Taps. Mike Morton, president and CEO of the Brigantine, Inc., said this project is the largest and first over the water project for the restaurant company. “Standing here today, I really don’t think we could have dreamed of a nicer location,” Morton said. Morton said the waterfront restaurants will add approximately 250 jobs to the site alone.

Cruz Azul estuvo muy cerca de arrebatarle su centro delantero a Xolos, pero la directiva del cuadro fronterizo reaccionó a tiempo para impedir la salida del sudamericano. En su primer partido del Torneo Apertura 2018, Lucero demostró lo importante que es para el Club Tijuana al anotar el gol que guió el triunfo de 2-1 de su equipo sobre Chivas de Guadalajara.

En medio de escándalos personales y críticas hacia su metodología de trabajo, Juan Carlos Osorio rechazó la oferta de seguir al frente del Tri. La salida del colombiano abre la puerta para que un nuevo estratega se hagas cargo del proceso que debe llevar a México al Mundial de Qatar 2022. Existen candidatos lógicos y naturales para tomar la estafeta Tricolor, pero valdría la pena aventurarse a pensar en entrenadores que por el momento no forman parte de la lista que muchos directivos y aficionados ya tienen en su mente. Raúl ´Potro´ Gutiérrez José Pekerman es el claro ejemplo de que no es necesario tener experiencia como técnico de club para
poder saborear el éxito como estratega de selección. Como encargado de las escuadras juveniles en Argentina, y como entrenador de la selección de Colombia en dos Copas del Mundo, Pekerman ha hecho una gran carrera. A los que dicen que el futbol no es la mejor de las medicinas. A los que dicen que un gol no es capaz de eliminar dolores y tristezas. A los que dicen el rodar de un balón no puede transformarse en el bastón que se necesita par poder levantarse y seguir adelante. A todos esos escépticos, les tengo que contar una historia. Un día antes de que la selección de México hiciera su debut en el Mundial de Rusia ante el equipo de Alemania, sufrí una delicada lesión de espalda. Dos discos de la parte baja de mi columna vertebral se movieron de su lugar y atraparon terminales nerviosas importantes. De la cintura hacia abajo, el lado izquierdo de mi cuerpo se convirtió en una despiadada cámara de tortura. El terrible dolor que irradiaba la parte baja de mi espalda se reflejaba con fuerza inusitada en mi rodilla y mi pierna entera perdió sensibilidad. Imposibilitado para ponerme de pie, mucho menos para caminar, me vi en la necesidad de llamar a una ambulancia para que me transportara al hospital. En el área de urgencias, el doctor que me recibió procedió a ponerme un suero por donde inyectó medicina para atenuar el insoportable dolor. Conforme pasaron las horas, el médico de turno obtuvo resultados de radiografías y resonancias magnéticas. Con esa información en sus manos, el galeno me sugirió pasar un día más en el hospital. “No quiero quedarme”, le respondí al joven médico que me atendía y que insistía en mi hospitalización para de esa manera poder controlar el dolor que inevitablemente me abrazaría con toda su fuerza. El doctor me preguntó las razones por las que no quería internarme y mi respuesta fue contundente. “Mañana tengo un compromiso al que no puedo faltar”, le respondí. Esa excusa fue más que suficiente para que el doctor firmara mi alta y me dejara ir a casa. A la mañana siguiente, traté de levantarme de mi cama, pero el dolor era insoportable. Aún así, hice un esfuerzo sobrehumano y bajé 12 escalones para llegar hasta el nivel del departamento donde se encuentra televisor. Nada en el mundo me iba a impedir ver el partido entre México y Alemania. Con una gran bolsa de hielo en mi cintura, pastillas para el dolor que me dieron en el hospital y un cojín eléctrico en mi rodilla, trate de acomodarme en un sillón para ver el juego. Mientras las incidencias se desarrollaban en la cancha, mi tolerancia al dolor diminuía, y con teléfono en mano, estaba a punto de volver a pedir la presencia de paramédicos

El gol mexicano me hizo levantar de mi asiento de un solo impulso, y apoyando todo el peso de mi cuerpo en mi pierna derecha, comencé a saltar para celebrar lo acontecido. La adrenalina del gol del Chucky me hizo olvidar el dolor y el sufrimiento que estaba padeciendo. El gol del Chucky me reconfortó, me hizo sentir bien, aunque sea por unos minutos. Tras el partido, regresé a mi cama y por tres largas semanas no pude ponerme de pie o dar un paso sin sentir un dolor terrible. San Diego Unified School District REQUEST FOR QUALIFICATIONS (RFQ) NO. PS19-0054-24 FOR FACILITIES ARCHITECTURAL SERVICES Pursuant to California Government Code sections 4525, et seq., the San Diego Unified School District (“District”) is soliciting written statements of qualifications from qualified firms and persons to provide architectural services in connection with construction and major repair and modernization projects at various active K-12 school and child development center sites. Primarily, the services will support the Facilities Planning and Construction Division’s bond programs. District capital improvements are funded by two General Obligation bond measures--Propositions S and Z. The District currently has over 130,000 students attending classes at 226 sites comprised of K-12 District and Charter schools, making it the second largest school district in California and one of the largest urban school districts in the United States. The District is planning to award 15-25 as-needed contracts covering a period of three years with two one-year extension options. These contracts may comprise multiple projects and will be authorized by individual task order. Projects range in scope from minor repair and renovation to building replacement and new construction. Proposals from small businesses, minority-owned businesses, women-owned businesses, and disabled veteran-owned businesses are encouraged. The District also seeks to promote employment and business opportunities for local residents and firms on all contracts as such opportunities may occur and to the extent legally possible. Services may include, but not be limited to, program assessment, design task force, schematic design, design development, construction documents, regulatory review administration, bid administration, construction administration, and project close-out. Design professional services offered pursuant to a design professional contract, or any amendment thereto, entered into on or after January 1, 2007, with a public agency, incorporate by reference the provisions of Civil Code section 2782.8. Submitting firms must have a minimum of three years’ project experience for a California school district and/or public facilities. (Firms submitting as a Joint Venture must meet this three (3) year experience requirement with the Joint Venture’s federal tax identification number as the Joint Venture and must include a true, correct copy of the executed joint venture agreement. If not already in existence, the District requires a statement in the joint venture agreement that each individual joint venturer shall be jointly and severally liable for the obligations and liabilities of the joint venture.) As of January 1, 2012, the San Diego Unified School District no longer administers the in-house Labor Compliance Program for all new construction projects. However, prevailing wage requirements still apply to all public works projects and must be followed pursuant to law. Effective July 1, 2014, contractors and subcontractors performing public works subject to prevailing wage are required to pay a registration fee to the Department of Industrial Relations (“DIR”). On or after April 1, 2015, contractors and subcontractors must be registered with DIR for any new projects awarded on or after this date. The DIR requires registration of contractors and subcontractors for all projects above $15,000. Lo cierto es que hoy prevalece la incertidumbre y una genuina preocupación de si en realidad vamos hacia un nuevo diseño de organización social, política y económica, o sólo está encauzado un regreso a prácticas superadas por su ineficiencia, como lo fue el populismo de las décadas de los setenta y ochentas, o la reedición del modelo de mercado que privilegia a las elites en el poder real. La apresurada presentación de un equipo de trabajo que reedita figuras conocidas, y no precisamente por sus buenos resultados, genera una inquietud respecto a las acciones que serán las prioridad de la próxima administración. El responsable de las futuras relaciones internacionales, tiene cuentas pendientes sobre su desempeño en pasadas responsabilidades que no han sido transparentes, o cuyos resultados fueron poco afortunados; sirve mencionar el desordenado crecimiento inmobiliario de la Ciudad de México en la que resultaron beneficiadas mafias de promotores que han dañado el perfil habitacional y la movilidad de la gran urbe. Quién será el encargado de
instrumentar el combate a la delincuencia no cuenta con antecedentes en la materia, sus primeros planteamientos evidencian improvisación y carencia de sustento. La propuesta de amnistía a los infractores de la ley es un galimatías legal y anticipa un complejo mecanismo administrativo y penal para su operatividad. El resultado podría escalar el conflicto y desbordarse la endeble armonía social. En materia económica, los números de las propuestas no se sostienen, y parecen ser contradictorios con la idea de promover el desarrollo, la redistribución del ingreso y la promoción de inversiones productivas. A esos elementos, se suma una previsible inestabilidad financiera global que podría impactar las finanzas públicas y privadas, los frágiles índices macroeconómicos y la precariedad del mercado laboral podrían desatar una crisis de fin de sexenio o la reedición de los errores de los fatales “diciembres” de cada seis años. Faltan pocos días para que López Obrador asuma formalmente la figura de presidente electo. Ojalá pueda aprovechar los siguientes momentos para repensar su proyecto y lograr que se pueda sostener el propósito de relanzar la transformación del país en la lógica de un círculo virtuoso.

Es un tema de sentido común”, añadió. La tripulación del buque está conformada por activistas y científicos de distintas partes del mundo, cuyo común denominador es el deseo de aportar su granito de arena para
ayudar al planeta. “La mente es la misma y eso hace que las cosas sean más simples, hasta el último de los maquinistas también tiene la consciencia y el sentido común de cuidar lo que tenemos”. Para Soaje, el tema ambiental no se trata de “creer o no creer”. “Los hechos están, los números están, que uno no los quiera aceptar es otra cosa”, enfatizó. of students is very unique and interested in international affairs not only at home but at an international level. “They want to have challenging conversations and they are really open minded,” she said. “They really come with a interest in international affairs and the other – whether that's Israeli, Palestinian, or even American.” As part of this daytrip, the visiting group got to see the border wall which divides the Playas neighborhood of Tijuana, Mexico from the southwest corner of Imperial Beach, California. Although the students saw Mexico for the first time, this was not the first time many see a wall or barrier separate two countries, as the Israeli government has also constructed barriers along its borders with the West Bank and the Gaza Strip, as well as Egypt, Lebanon, and Syria. “Many Israelis and Palestinians have only seen their version of the border, so for them to come to the U.S. for the first time and to see the border wall between the U.S. and Mexico is an eye opening experience and it is perspective shifting as well,” Heirandt said. Omar, whose grandfather was born in the city of Yaffa prior to Israeli occupation, is a Palestinian student participating in the summer program. He shared that looking at the dividing wall game him a familiar, poignant feeling. “It is hard to look at the border dividing Mexico and the United States because I really want to go across into Mexico and see how they live there and hear their personal stories and I have the same feeling when I look at the border between Israel and Palestine,” he shared. After their initial sighting of the border, the group took 30 minutes to go down to the beach, take pictures, mingle, and have some downtime. This was followed by scheduled icebreaker activities among group members, interactions with students from Tijuana’s CETyS University, and their facilitator-lead daily discussion. As part of these discussions, students engage in an organized, respectful manner through some basic ground rules and making space for all to have a voice. Heirandt says that the discussions are a unique venue for these students as they do not have many places to talk about subjects such as conflict, cultural differences, gender roles, and how all of these impact them personally and as a group. “These teens are so mature for their age and work very well with one another. They have learned skills such as communication, active listening reflective listening, and what they want to take home from this program as leaders and peacebuilders in their community,” Heirandt stated. As part of the Hands of Peace summer program, participants stay with host families, giving them a taste of daily life in the San Diego area. Other activities scheduled for the 2018 trip include painting a mural in the Oceanside area and serving food to homeless individuals.

Alertan a Jóvenes Sobre las Consecuencias de Cruzar Droga en la Frontera El número de adolescentes que son sorprendidos intentando cruzar droga de México a Estados Unidos incrementó en un 153 por ciento en el pasado año fiscal y se espera un panorama similar para el próximo solo que por primera vez, se ha detectado que están transportando drogas más letales como el fentanilo. Por ello, autoridades estatales y federales iniciaron una campaña para hacer saber a jóvenes sobre las consecuencias de incurrir en este delito que podría truncarles su futuro. Desde este mes, se colocaron espectaculares en los condados de San Diego e Imperial, así como uno más en Tijuana con el fin de prevenir que jóvenes de secundaria y preparatoria caigan en esta trampa de los traficantes de droga. “Contrabando… pierdes: libertad, futuro, Sentri… ¿vale la pena?”, se lee en uno de ellos colocado a unos pasos de la garita internacional. “¿400 dólares contra TU futuro? ¡MAL TRATO!”, dice un segundo espectacular. Recientemente, un estudiante de la preparatoria Castle Park se declaró culpable ante la corte federal por haber reclutado a compañeros de clase para que cruzaran metanfetaminas y fentanilo de Tijuana hacia San Diego. Phillip Junior Webb de 18 años, aceptó ante un juez que en cuatro ocasiones hizo los arreglos para el tráfico de
6.18 kilogramos de metanfetamina y 1.2 de fentanilo. Por dicha ofensa, podría recibir una sentencia máxima de 10 años en prisión además de una fuerte multa. “Como agentes de ley y como padres, estamos tremendamente preocupados por el cómo nuestra juventud está siendo explotada por los carteles de droga”, señaló el fiscal federal de San Diego, Adam Braverman. “Los jóvenes necesitan saber que las consecuencias son reales y dramáticas. Ultimadamente es tu decisión, y esa decisión que hagas hoy te seguirá el resto de tu vida. No vendas tu futuro por unos pocos cientos de dólares”, resaltó. En un lapso de una semana el pasado marzo, cinco menores de edad fueron arrestados en la garita de San Ysidro en posesión de cantidades significativas de fentanilo. En otro caso reciente, una adolescente fue detenida luego de que se encontrara un cargamento de cocaína y fentanilo oculto en su vehículo. “El contrabando de narcóticos es una propuesta peligrosa, especialmente con una droga tan letal como el fentanilo”, advirtió Pete Flores, director de operaciones terrestres para la Oficina de Aduanas y Protección Fronteriza (CBP). “Los jóvenes tienen que entender que no importa lo que les hayan dicho, hay consecuencias por cruzar droga y sin mencionar los

Y es que de acuerdo con autoridades, los traficantes de droga se aprovechan de la “naturaleza ingenua” de los jóvenes para convencerlos de cometer este ilícito a cambio de dinero en efectivo o hasta dispositivos electrónicos. En muchos de los casos, como ocurrió en la preparatoria de Chula Vista, se recluta a estudiantes que transitan frecuentemente de un lado a otro de la frontera. También, se ha detectado que reclutadores buscan a jóvenes en bibliotecas, estaciones de transporte público, redes sociales o hasta por las salas de chats en videojuegos. Por ello, es que autoridades hacen el exhorto a padres de familia, maestros y personal educativo para mantenerse vigilantes ante esta problemática en ascenso.

San Diego authorities have selected Tuesdays as the centerpiece for a campaign aimed at getting more people to use transit, thus contributing to the use of clean energy and avoiding traffic during rush hour. Using the hashtag ‘#TransitTuesday’, on July 24 the Metropolitan Transit System together with the City of San Diego started giving out coffee, pastries, and small giveaways to all riders at the Sabre Springs Transit Center, an area with 200,000 residents, many of whom commute from Carmel Mountain Ranch, Rancho Penasquitos, and Poway to downtown San Diego using Rapid Transit buses. “We did it together with the City of San Diego. The idea behind Transit Tuesday (Transita en martes, in Spanish) is to encourage people to give public transit a chance at least once a week, and if that’s on Tuesday thanks to this initiative, so much the better,” said Marcial Gutierrez, a spokesperson for the Metropolitan Transit System (MTS). The two routes targeted serve north and east county, providing rapid and express service with fancier highway coaches. The Rapid 290 Express starts running at 5:15 a.m. from Sabre Springs to Downtown, while the Rapid 235 travels from Escondido to Downtown. County transit authorities shared that each of these buses has an average capacity of 50 riders who would
otherwise ride in their own cars, adding 50 vehicles per busload to freeway traffic. They also highlighted that, although the service costs a bit more, it is much more comfortable, including reclinable seats and individual reading lights. “Using transit is always more efficient. These buses use special lanes such as the carpool or express lanes and avoid traffic, and more people can travel in a single unit,” added Gutierrez. Most of the people who use these buses agreed that although the service costs more versus a conventional bus, which costs $2.50, getting to their destinations more effectively makes up the difference. Single fare for Rapid buses is $5, and a Day Pass costs $12. They run during peak hours in San Diego county, such as 5 a.m. and 4:30 p.m., when a majority of residents have left work for the day and are headed home. Earlier this month, MTS also announced changes to heavily used routes, such as in National City. San Diego transit services generate 88 million trips per year. That is, 300,000 trips per day with a fleet of 128 trolleys and 800 buses to meet the demand, according to budget data for fiscal year 2018. The Transit System’s jurisdiction encompasses 570 square miles in urban San Diego County, in addition to rural areas in East County, for a total of 3,240 square miles serving approximately 3 million residents.

Hasta principios de semana, la Oficina de Inmigración y Aduanas (ICE) había compilado 417 de estas formas, en las cuales, 85 individuos habían optado por ser deportados sin sus hijos, 316 solicitaron ser reunificados antes de su expulsión y otros 16 necesitaban tiempo para consultarlo. La ACLU ha insistido en que se debe conceder por lo menos siete días para que las familias estudien sus opciones, luego de que
recibieran reportes de que inmigrantes en centros de detención se veían forzados a firmar el formulario sin comprender su contenido. Pero la administración federal ha rechazado la petición ya que dicen no contar con el espacio suficiente para albergar a familias en proceso de ser deportadas. “El gobierno tomó a niños, incluyendo bebés de sus padres y no hizo nada para regresarlos durante semanas y en ocasiones, hasta meses”, insinuó Lee Gelernt, quien consideró que por ello, “no deberían alegar ahora que no pueden esperar siete días para expulsar a estas familias”. Mientras tanto, activistas defensores de derechos humanos coincidieron en que el gobierno justifique los casos que consideró no elegibles. “Es el criterio y la opinión del gobierno, por eso se debe de revisar”, resaltó Benjamín Prado, activista con el Comité de Amigos Americanos. “Se tiene que investigar a profundidad caso por caso”.

For more than 30 years, Alfaro has dedicated her work to multilingual education and promoting diversity. She is responsible for hiring and mentoring bilingual faculty for the department, which according to Alfaro is 100 percent latino faculty, as well as mentoring students – some of whose graduation pictures she keeps on her table. Alfaro is also currently leading and directing a program where they prepare teachers on both sides of the border through a binational bilingual educational curriculum. “We are developing a common curriculum so that when we prepare teachers here they will have the knowledge base regarding the student’s sociolinguistic, sociocultural, socioemotional needs of students who are having to be trans-border students,” Alfaro said. The program is a collaboration among California Association for Bilingual Education, California Department of Education, Secretary of Public Education in Tijuana, Superintendent Tom Torlakson, Secretary of Education Miguel Angel Mendoza, UCSD, and SDSU. For Alfaro, being part of this program is amazing because it has always been a part of who she is, she said. “My life started at the border,” Alfaro said. Originally from Calexico, Alfaro was raised in a working class home with 11 siblings where her front yard was the fence and every day she saw people cross over. She recalls her lifestyle was talking to people over the fence and purchasing food from the food vendors on the other side. “To me it was very normal, it was this fronterizo life that to me it was like, doesn't everybody else live like this?” she said. “Not until now that I’m working with this binational project I think wow that was my life.” Alfaro was the first woman in her family to attend college and the first in her family to receive a doctorate degree. She is also the small percentage of Latinas who is a full professor at a university. Alfaro attended San Diego State University as an undergraduate and later earned her doctorate degree from a joint graduate program with SDSU and Claremont Graduate University. Alfaro said she decided to pursue a career in education because of her own experiences. “It goes to back to my own education and just realizing what teachers can do, teachers have the ability to really build up a student or to break them down,” Alfaro said. And despite being in a all English program and having a teacher who at the time did not see the value of bilingual education, Alfaro did not breakdown. “I was brought up to really believe that I was important and what I had to say was important and I was very self-confident until that first day of school, but my family was able to rebuild me,” Alfaro said. In that same spirit that her family rebuilt her confidence and mentors like Alberto Ochoa who encouraged her, Alfaro mentors her students and helps them understand that education is a key to success. “I feel a real commitment to continue to help others accomplish what I have been able to accomplish,” Alfaro said. “I really identify with being a mentor for other students and other colleagues to be able to continue the work.” Alfaro hopes to continue her work with the binational program and to have the Department of Dual Language and English Learner Education recognized nationally.
