hallenges are getting in the way of counting people in the upcoming Census, and with so much at stake, the North County is getting ready to make sure everyone is counted. Among the challenges are President Trump’s anti-immigrant policies and the recent controversy of potentially adding a citizenship question in the upcoming Census, which is currently tied up in the Supreme Court. Arcela Nunez-Alvarez, the research director with the National Latino Research Center (NLRC) on the campus of Cal State San Marcos, which is working alongside the United Way of San Diego, collaborating with a network of community organizations as part of a countywide effort which includes the Imperial Valley for the upcoming Census, explained these challenges are not new. “Our initiative to organize the San Diego community in the north is based on the lack of participation we saw 10 years ago in the 2010 Census,” Nunez-Alvarez said.

Co-founders of a language learning platform, Alvaro Sanchez Diaz and Abraham Archiga Arias, found themselves in careers unrelated to education, but were deeply interested in bridging the language barriers that they witnessed at work. Based off their own experiences, the pair decided to create Spanish 55, an online personalized Spanish course for professionals who are interested in learning Spanish for work or travel. “In a classroom setting it is called a ‘teacher centered approach’ but with us it is a ‘student centered approach’ because classes are one on one,” Sanchez Diaz said. Both born in the United States, Sanchez Diaz and Archiga Arias lived part of their lives in Mexico where they learned the language and culture of the country, which has formed them into completely bilingual and bicultural individuals. Matrimonio de Salvadoreños que Busca Asilo en San Diego Termina Acusado de Tráfico POR MANUEL OCAÑO

na pareja de salvadoreños que aguardaba resolución a sus peticiones de asilo en San Diego terminó acusada de intento de tráfico de personas. El caso, ahora en el tribunal federal en San Diego, el matrimonio de Edy Giovanni Fuentes Alvarado, y su esposa, Kenia Yamileth Gómez Caballero, llegó a bordo de un vehículo poco después de la medianoche del lunes de la semana pasada a un puesto de inspección carretero de la patrulla fronteriza. La pareja fue enviada a inspección secundaria, donde informó a oficiales que se dirigía a las inmediaciones de la frontera a recoger al primo de uno de ellos y a un amigo de este, también salvadoreños. El matrimonio salvadoreño informó que se encontraba en el
país en calidad de solicitante de asilo y estaba en espera de una respuesta de la corte de migración. La información del caso la proporcionó la procuraduría federal con base en lo que le reportó la patrulla fronteriza, pero el informe omite si el matrimonio de salvadoreños explicó a los oficiales que los adolescentes trataban de entregarse para también pedir asilo. Desde noviembre pasado más de 8,500 centroamericanos se han
entregado a oficiales fronterizos para pedir asilo en el sector de San Diego, de acuerdo con cifras extraoficiales de la patrulla fronteriza. El reporte del matrimonio dice que los agentes emplearon un teléfono celular del matrimonio para pedir a los jóvenes que indicaran su ubicación global. Luego con esa información, los agentes fueron a detener a los dos adolescentes. Ahora el matrimonio de
solicitantes de asilo está acusado de intento de tráfico de personas y los dos adolescentes de estar ilegalmente en el país. La patrulla no puede proporcionar mayores detalles sobre ninguna de las detenciones o la versión de los detenidos porque se trata de un proceso en curso. Por parte de los sospechosos es la misma situación. Tampoco se sabe si la corte proporcionó ya un abogado a los detenidos. Esta es la primera vez que migrantes centroamericanos que llegaron a la frontera de San Diego en el marco de las caravanas han sido acusados de tráfico de personas después de que pasaron las entrevistas de miedo creíble, como se conoce a los temores fundados para solicitar asilo en Estados Unidos. Public Transit Ridership Up BY ANA GOMEZ SALCIDO
Ridership on the Metropolitan Transit System (MTS) Bus and Trolley network has climbed by more than 50,000 trips in the first seven months of fiscal year 2019, which began on July 1, 2018. The gains have been led by the Trolley, which has posted six straight months of year-over-year gains. “This is great news for the goals of the region’s various Climate Action Plans and for riders. This shows there is a real mandate to invest in improving transit,” said Georgette Gómez, MTS Chair and Council President of the City of San Diego. Public transit ridership has
dropped in most systems in the United States over the past several years. MTS was one of the last systems to experience a drop and it may, if trends continue, be one of the first to reverse the trend. For the first seven months of FY19, Trolley ridership is up 1 percent from 21,810,915 trips to 22,037,351 trips. Fixed-route bus ridership has dropped less than 1 percent to 27,792,758 trips for the fiscal year to date. “These numbers are highly encouraging,” said Paul Jablonski, MTS chief executive officer. “In January of last year, MTS began implementing many route changes that increased frequency on our high-demand routes. We
completed making changes in January of this year and we’ve already begun to see the results.” While Trolley ridership has led the resurgence, bus ridership has held steady and two major developments may put its ridership into the plus column soon. In late January, the South Bay Rapid opened and average weekday ridership on that line is about 1,500 and climbing. The addition of this service from Otay Mesa to downtown, as well as the opening of a modern transit center just north of the Otay Mesa Border Crossing, has caused other routes serving the area to increase as well. Additionally, MTS replaced
shuttles operated by UC San Diego by adding service to Rapid Superloop routes at the end of January. These routes, serving the University City area, are showing weekday ridership gains of more than 3,000 trips per day. February will be the first complete month in which these substantial gains will be recorded to bus ridership. “It is clear that mobility is a highly competitive market,” Jablonski said. “And it is becoming evident that the integration of mobility options can be beneficial to everyone. MTS Housing Project Complete BY ANA GOMEZ SALCIDO
Families have moved in to all 67 affordable apartments at the 62nd/Encanto Trolley Station thanks to a transitoriented development (TOD) agreement between the San Diego Metropolitan Transit System and AMCAL MultiFamily Housing. The final phase, a 100-space park and ride for Trolley passengers, opened on Monday, February 25 for commuters. The apartment complex is a 20-minute Trolley ride to downtown via the Orange Line. The Villa Encantada Apartments is an affordable TOD that provides 67 high quality apartments homes and 1,000 square feet of neighborhood-serving retail. The apartments are affordable to lower income households earning between 30 percent and 60 percent of the Area Median Income (AMI). The spacious floor plans include two and three- bedroom units. AMCAL is partnering with LifeSTEPS, to provide complimentary social services for children and adults living in the apartments. The services will be available to residents on March 4. Consistent with MTS and AMCAL’s commitment to sustainability, Villa Encantada is designed as a LEED Silver Building with cost-efficient and energy saving sustainability features. “To address our region’s affordable housing problems and the City’s Climate Action Plan goals, we need to be innovative,” said MTS Board Chair Georgette Gómez. “Villa Encantada is the type of partnership I envisioned when I brought forward the policy which encourages building affordable housing and transit-oriented development at trolley stations. I look forward to seeing more of these in the future.” MTS recently updated its joint development program to more aggressively cultivate other partnerships to redevelop its top-tier park and ride locations into TODs. Program changes include prioritizing density, setting aside 20 percent of units for qualified low-income families, and identifying partners through a competitive bidding process. Other properties MTS is actively looking for redevelopment partners include: 12th & Imperial Transit Center – 1.5 – 2 acres (500 estimated units), Palm Avenue Transit Center – 3.96 acres (250 estimated units), Grantville Trolley Station – 9.37 acres (1,000 estimated units), El Cajon Transit Center – 7.2 acres (400 estimated units), H Street Transit Center – 3.13 acres (125-280 estimated units), and E Street Transit Center – 4.15 acres (170-390 estimated units). MTS has a track record of success working collaboratively with other agencies to build housing along transit lines in San Diego. Other recent projects include: Grossmont Transit Center – 527 units (80 affordable), Creekside Villas Apartments/47th Street Trolley Station – 144 units (43 affordable) and Morena/ Linda Vista Trolley Station – 127 units.

North Korea Playing Trump For a Chump, Again
D
uring his insurgent campaign, Donald Trump promised that America would begin winning so much under his leadership that Americans would get tired of winning. Well, if dealing with North Korea is any gauge, we haven’t won much, and we may even be losing. Donald Trump last week attended his second meeting with North Korean dictator Kim Jong Un, following up on their first date in Singapore back in June of last year. The location for last week’s meeting was Hanoi, Vietnam, an interesting choice for a President that avoided serving during the Vietnam War by claiming bone spurs in his foot, and who also said John McCain was not a war hero because he was shot down over Hanoi during the same war. The summit was a follow up to the previous meeting where the two leaders signed a vague and toothless agreement to begin moving toward normalizing relations but centered on what Trump called “CVID” – complete, verifiable, and irreversible denuclearization by North Korea. Leading up to the first meeting, Trump and then-new Secretary of State Mike Pompeo committed to forcing Kim to give up his entire arsenal of nuclear bombs, and methods of producing plutonium and uranium. Before that summit, Kim had stopped test-firing missiles over the Pacific and issuing threats to use nuclear weapons. In exchange, Trump suspended US military training exercises with South Korea, a vital tool in maintaining a strong deterrent that has kept the peace on the Korean Peninsula for over 60 years. At the Singapore summit, Trump and Kim signed an agreement that only stated the goal of working “towards the complete denuclearization of the Korean Peninsula” but with
no definition of exactly what that meant; Trump insists Kim will give up his bombs, but Kim expects the US to withdrawal the US military from the area. Trump immediately claimed victory, and sent out a tweet saying that there was “no longer a Nuclear Threat from North Korea” and that “North Korea was our biggest and most dangerous problem. No longer — sleep well tonight!” Premature celebration. Nearly nine months later, as the two leaders sat down this week, not much has happened in moving toward CVID; in fact, US intelligence leaders recently testified before Congress that North Korea has continued its pursuit of nuclear weapons and has worked to hide its progress. The CIA has concluded that Kim will never give up his nuclear weapons because he sees them as his only protection from being removed or eliminated like Saddam Hussein and Muammar Gaddafi. Trump Administration officials had spent weeks working on details of the second summit before the two leaders arrived, but signals emerged last week that attempted to lower expectations even before the summit began. Just days before the summit, Trump said “I'm in no rush for speed. We just don't want testing”, significantly lowering the threshold for claiming success. Then last week’s summit finally came together. Kim traveled to Vietnam aboard his 1960s bulletproof train, taking two and a half days to get there by crossing most of China’s western coast. Trump flew in on Air Force One on Tuesday. Before even meeting up with Kim, Trump tweeted that North Korea could have a bright future if it denuclearizes, adding “The potential is AWESOME, a great opportunity, like almost none other in history, for my friend Kim Jong Un.” The two leaders met and shook
hands warmly, with Trump saying he was “honored to meet with Chairman Kim”, an unpredictable leader that has been accused of ordering executions of political prisoners and perceived enemies, including his own uncle. Although planned for two days, the summit ended abruptly on Thursday and was cut short because North Korea didn’t want to agree to verifiable steps toward denuclearization without the US first dropping economic sanctions that have crippled its economy. Many political experts had worried that Trump would give up too much in this summit in order to claim victory in the high-stakes game of international diplomacy. In recent weeks, Trump even suggested he should receive the Noble Peace Prize for his efforts to bring an end to the nearly 70 year long stalemate. But Trump walked away last week when it became clear that Kim was not prepared to give up his nukes. In a moment of unusual candor, Trump even admitted the problem during an interview with his friend and chief cheerleader Sean Hannity on Fox News after the summit. “I mean, they spent a lot of time building it. But that doesn't mean the world has to be happy. But I wanted them to denuke.” Key word; wanted. Trump walked away from a reluctant opponent in a negotiation when he realized there was no good outcome. That’s better than doing a bad deal. But Trump should have allowed professional diplomats to first gain concessions from the North Koreans before even agreeing to attend another summit. For Kim Jong Un, getting the attention of the most powerful leader in the world is a win by itself, and walking away from a summit without giving in to the world’s only superpower makes him look even stronger. Kim has now been called a “friend”
by the US President, and it makes him seem less of a rogue state even if only in the eyes of his citizens. Trump, the self-proclaimed best negotiator in the world, walked away empty handed. He didn’t get a single concession, promise, or agreement. He lost. Huge. This week, satellite surveillance images showed that the North Koreans have resumed construction at a test facility, and Russia’s state news agency reported that Kim Jong Un will visit Moscow in the next few months to meet with Vladimir Putin, presumably to seek support from the only other global super power. In the end, Kim has offered nothing to the US but empty promises, a familiar tactic used by his father and grandfather before him. He promised to stop developing weapons of mass destruction, but all evidence points to his continued progress toward being a nuclear power. The relatively inexperienced leader with a reputation for brutality can keep the most powerful military in the world at bay with the simple threat on nuking his neighbors South Korea and Japan, two US allies. The threat of a nuclear war is too high a price to pay for either side. And as long as Donald Trump is honored to meet his friend Kim for dinner in exotic destinations, the game will continue with no real results, and more strength for Kim. Trump continues to give away leverage in the negotiations because he’s more interested in headlines than success. That’s a win in his mind. And, as of today, the world is still no safer from North Korea than it was last year. So goes the world according to the new rules of reality TV diplomacy. All show. No go. Just ratings. In five minutes, during a congressional hearing in February, Congresswoman Alexandria Ocasio-Cortez, a Latina and the youngest person ever elected to Congress, showed how much members of Congress can get away with when it comes to accepting money for their election campaigns, and also how deceitful current campaign finance laws are. Ocasio-Cortez called her explanation a “corruption game,” where she jokingly said she would pretend to play “the bad guy” who “wants to get away with as much bad things as possible,” and who “puts their interests ahead of the American people.” She took an issue people don’t really talk about and made it a subject of discussion for millions of people. She was using the occasion to demonstrate the need to tighten campaign finance laws. Her explanation and line of questioning were caught on video by the social media-based news outlet Now This News, and went viral with nearly 40 million people watching the video. The video was retweeted over one million times. A number of celebrities and others on Twitter
complimented the freshman lawmaker, and even latenight television talk show host James Corden took the time to retweet OcasioCortez’s video which itself received a little over one million likes. Ocasio-Cortez was speaking during a hearing with the House Committee on Oversight and Reform about H.R. 1, the “For the People Act of 2019,” which proposes improving access to the ballot box, reducing the influence of big money in politics, and strengthening ethics rules for public servants among other changes to the current election system. If approved, it would also include a number of pilot programs, including one with a voucher for people to make campaign contributions to candidates, and another for people with disabilities to vote privately and independently at their residences. “If I want to run a campaign that is entirely funded by political action committees, is there anything that prevents me?” OcasioCortez asked Karen Hobert Flynn, president of the grassroots organization Common Cause, and one of several experts gathered at the hearing who responded by saying “no.” In Ocasio-Cortez’s “light-
ning round game,” the experts at the hearing told her she could legally run for office and be completely funded by any corporate political action committees such as health care, fossil fuels, oil and gas, and big pharma. In this pretend situation, she accepts the money from nothing but corporate political action committees and gets elected. “I’ve got the power to draft, lobby, and shape the laws that govern the United States of America,” Ocasio-Cortez said. She then asked if there was a limit on what laws she could write or influence since she accepted campaign money from special interests, Hobert Flynn again answered, “No, there’s no limits,” meaning under the current laws she could legally accept any amount of money and still write or influence any laws before Congress. “I can be funded by big pharma and write laws about it and there’s no limit on that?” Ocasio-Cortez said. “That’s right,” Holbert Flynn again responded. Ocasio-Cortez also questioned whether she was limited by any laws in holding stocks in oil or gas companies, or writing laws to deregulate those industries to cause the value of those
stocks to increase so she could accrue a lot of money. Rudy Mehrbani, a Spitzer Fellow and senior counsel with the Brennan Center for Justice and member of the panel of experts responded, “No.” One of her big questions came toward the end of her comments when OcasioCortez asked if it was possible, “that any elements of this story apply to our current government and our current public servants right now?” To which the experts answered “Yes, yes.” “So, we have a system that is fundamentally broken. We have these influences existing in this body, which means that these influences are here in these committees shaping the questions that are being asked of you right now?” Ocasio-Cortez asked the panel who answered, “Yes.” Recent reports from the Pew Research Center show most Americans support limiting how much money can be spent on campaigns, and they also believe big donors have greater access to influence American politics. Walter Shaub, a senior adviser with a watchdog organization also confirmed that there are actually some standards for members of Congress, but he also said these same laws do not apply to the president.

etos se están interponiendo en el camino del conteo de personas en el próximo Censo, y con tanto en juego, el norte del condado se está preparando para asegurarse de que todos estén contados. Entre los desafíos se encuentran las políticas antiinmigrantes del presidente Trump y la reciente controversia de la posibilidad de agregar una pregunta de ciudadanía en el próximo Censo, del cual la Corte Suprema aún está decidiendo si se incluirá o no. Incrementa el Uso del Transporte Público POR ANA GÓMEZ SALCIDO
El número de usuarios de la red de autobús y Trolley del Sistema Metropolitano de Transporte (MTS, por sus siglas en inglés), aumentó por más de 50,000 viajes durante los primeros siete meses del año fiscal 2019, el cual comenzó el 1 de julio, 2018. Los incrementos han sido mayores en el Trolley, el cual ha visto aumentos en los últimos seis meses en comparación a años anteriores. “Estas son muy buenas noticias para los diversos Planes de Acción Climática de nuestra región y para nuestros pasajeros. Es muestra de que hay un verdadero mandato para incrementar la inversión en mejoras hacia el transporte público”, dijo Georgette Gómez, presidente de la Mesa Directiva de MTS y regidora de San Diego. El uso del transporte público ha disminuido en la mayoría de los sistemas en los Estados Unidos. MTS fue uno de los últimos sistemas en experimentar bajas y podría, si tendencias continúan, ser unos de los primeros en revertir el descenso. Durante los primeros siete meses del Año Fiscal 2019, el número de usuarios en el Trolley aumentó 1 por ciento, de 21,810,915 a 22,037,351 viajes. El número de
usuarios de autobús tuvo una disminución del 1 por ciento con un total de 27,792,758 viajes en el actual año fiscal. “Estas cifras son bastante alentadoras”, dijo el director ejecutivo de MTS, Paul Jablonski. “En enero del año pasado, MTS comenzó a implementar varios cambios a las rutas para incrementar la frecuencia en nuestras rutas con mayor demanda. Esos cambios se terminaron en enero de este año y ya comenzamos a ver los resultados”. Aunque el Trolley va a la cabeza de esta resurgencia, el uso de autobuses se ha mantenido constante y dos acontecimientos importantes podrían llevar a aumentos. A finales de enero, se inauguró el South Bay Rapid con un número promedio de 1,500 pasajeros por día de semana y creciendo. La adición de este servicio de la Mesa de Otay al centro de San Diego, más la apertura de una moderna estación de transporte a pasos de la Garita de Otay, han ocasionado un incremento en el uso de otras rutas del área. Además, MTS ha reemplazado el servicio de transporte universitario operado por UC San Diego agregando servicio a las rutas del Rapid Superloop a finales de enero. Estas rutas, las cuales sirven el área de
University City, muestran aumentos en el número de pasajeros de más de 3,000 viajes por día. Febrero será el primer mes en el cuál quedarán registrados estos cambios al número de pasajeros del servicio de autobús. “Queda claro que el mercado de movilidad es altamente competitivo”, dijo Jablonski. “Asimismo, podemos ver que la integración de opciones de movilidad puede ser beneficial para todos. MTS trabaja de forma ardua no solo para maximizar su servicio, sino para proveer tecnología que permitirá a personas utilizar sus teléfonos móviles para comprar boletos, recibir información de tiempo real y encontrar soluciones de última milla”. “Todos en MTS—desde miem-
bros de mesa directiva hasta personal de la agencia—está comprometido a desarrollar un sistema de transporte público que sirva las necesidades de nuestro futuro y todos los San Dieguinos,” agregó Gómez. “Nos emocionan las posibilidades que depara el futuro, así como el apoyo regional hacia el transporte público para ayudarnos a cumplir nuestras metas del plan de acción climática.” MTS opera 95 rutas de autobús y tres líneas de Trolley en 53 millas de vía doble. Cada día de la semana, más de 300,000 pasajeros viajan en autobuses y Trolleys de MTS en 10 ciudades y el condado. Álvaro Sánchez Díaz y Abraham Archiga Arias, los cofundadores de una plataforma para aprender el español, no tenían carreras no relacionadas con la educación, pero estaban profundamente interesados en derribar las barreras del idioma que veían en sus profesiones. Basándose en sus propias experiencias, los jóvenes decidieron crear Spanish 55, un curso de español en línea personalizado para profesionistas interesados en aprender español para el trabajo o para ir de viaje. “En un salon de clases se les dice un ‘enfoque centrado en el profesor’ y aquí es un ‘enfoque centrado en el alumno’ porque son clases uno a uno”, dijo Sánchez Díaz. Nacidos en los Estados Unidos, Sánchez Díaz y Archiga Arias vivieron parte de sus vidas en México, donde aprendieron el idioma y la cultura del país, lo que los ha convertido en individuos completamente bilingües y biculturales. Los jóvenes no solo compartían una historia similar, sino que también compartían un sentimiento de nostalgia hacia México cuando vivían en los Estados Unidos. “Aunque haya mucha gente como tú, especialmente en California, nunca es lo mismo que estar en México”, dijo Sánchez Díaz. “Siempre tienes esa nostalgia de donde vienes y de nunca querer olvidarlo”. Mientras asistía a la Universidad Estatal de San Diego (SDSU, por sus siglas en ingles), Sánchez Díaz, quien asistió durante un año, y Archiga Arias desarrollaron una amistad a partir de sus experiencias compartidas de crecer en la región binacional de California y Baja California. Archiga Arias se graduó de SDSU con una licenciatura en administración de empresas con énfasis en finanzas. Durante su tiempo en la universidad, Archiga Arias instruyó a estudiantes en español, lo que más tarde influiría en la creación del Spanish 55. Sánchez Díaz recibió una licenciatura de la Universidad Estatal de California en Northridge en ingeniería civil. Cuando comenzó a trabajar en la construcción como ingeniero de proyectos, comenzó a ver cómo las barreras del idioma afectaban la eficiencia. “Me di cuenta de la barrera comunicativa que había entre trabajadores de sitio y con los miembros del equipo de administración”, dijo Sánchez Díaz. “Entonces definitivamente veía que la relación no era la mejor o podría haber más productividad o podía haber más unidad como equipo”. Familias se han mudado a cada uno de los 67 apartamentos de interés social en la Estación de 62nd/Encanto gracias a un desarrollo orientado al transporte público (TOD, por sus siglas en inglés) acordado entre el Sistema Metropolitano de Transporte en San Diego y AMCAL Multi-Family Housing. La última fase, un estacionamiento de 100 espacios para pasajeros del Trolley, inició sus operaciones el pasado lunes, 25 de febrero, para los usuarios. El complejo residencial se encuentra a 20 minutos del centro de San Diego a bordo del Trolley Línea Naranja. Villa Encantada es un complejo TOD al alcance económico que provee 67 apartamentos de alta calidad y 1,000 pies de espacio comercial para el vecindario. Los apartamentos son accesibles para familias de escasos recursos que ganen entre 30 porciento y 60 porciento del Ingreso Medio del Área (AMI, por sus siglas en inglés). Los planes residenciales incluyen unidades de dos y tres recámaras. AMCAL se asocia con
LifeSTEPS, para proveer servicios sociales complementarios para niños y adultos viviendo en el complejo. El canciller de la República Mexicana Marcelo Ebrard anunció que la próxima semana iniciará una consulta entre mexicanos radicados en el extranjero, principalmente en Estados Unidos, para que opinen sobre un plan de diez puntos de empoderamiento del gobierno del presidente Andrés Manuel López Obrador para la comunidad. El secretario de Relaciones Exteriores dijo que el plan de apoyo a la comunidad mexicana en Estados Unidos incluye una profesionalización de atención consular, ampliar la red de abogados, con apoyo de organizaciones especializadas en derechos de los migrantes, y promover a la comunidad mexicana, entre otros aspectos. Ebrard explicó que el decálogo de acciones que propone el gobierno federal es el siguiente: 1. Participación de gobiernos estatales y municipales con todo el gobierno federal 2. Cambio de mentalidad y actitud, mayor capacitación y motivación para profesionalizar la atención consular y ser especialistas en materia legal. 3. Ampliar la red de abogados con organizaciones especializadas en derechos de migrantes mexicanos. 4. Promoción activa de identidad cultural mexicana. 5. Ampliar programas de educación, salud y deporte. 6. Nuevos mecanismos financieros para la participación de la comunidad migrante en los proyectos de México. 7. Los cónsules encabezarán despliegue de consulados móviles integrales para atender a comunidades. 8. Empoderar a la comunidad mexicano-americana, mediante un programa que el gobierno federal dará a conocer en breve.
9. Homologar todo el marco actual derechos humanos en consulados, en lo que refiere a lenguas indígenas y matrimonio igualitario, por ejemplo. 10. Desarrollo de una consulta periódica en la comunidad mexicano-americana, para escuchar sus opiniones en temas como el plan de desarrollo de México. Ebrard explicó que la consulta se va a llevar a cabo por dos vías: en todos los consulados se convocarán foros con presencia de la cancillería, y aparte las consultas se realizarán vía internet, a través de la página de la Secretaría de Relaciones Exteriores (SER). Por su parte, el presidente López Obrador aseguró que “hemos recibido trato respetuoso del gobierno de Estados Unidos” y se puede aprovechar la relación para beneficiar a los paisanos. Reiteró que ambos gobiernos atienden el tema migratorio con un enfoque distinto al que se aplicaba en sexenios anteriores. "Hemos avanzado y hemos recibido un trato respetuoso del gobierno de Estados Unidos, por eso no hace falta que yo vaya a estar con nuestros paisanos, me gustaría mucho. Fui y estuve con ellos cuando había un ambiente de mucha hostilidad, fui, hice presencia y fijamos postura, yo espero que no regrese ese ambiente", declaró el presidente. Derrumban Prototipos del Muro Fronterizo Cuadrillas de trabajadores con maquinaria pesada redujeron a escombros en solo un día los costosos prototipos de muro fronterizo. En contraste con el proceso de más de un año entre una extensa selección entre más de 450 empresas, una minuciosa construcción y periodo de pruebas, en solo una jornada de ocho horas, los muros que costaron entre 300,000 y 500,000 dólares cada uno terminaron en montones de concreto, varillas y otros materiales en el suelo. La patrulla fronteriza informó que los modelos o prototipos fueron derribados porque en el lugar el Departamento de Seguridad Interior (DHS) “va a levantar un muro secundario”, paralelo al de los años 90, de 30 pies de altura. En la primavera del 2018 los modelos fueron sometidos a pruebas del Departamento de Seguridad Interior (HSD) para comprobar que todos contaban con los requisitos de ser impenetrables, imposibles de escalar, de bordear, de pasar por debajo o de derribar. Aunque el HSD no informó los resultados de pruebas, la Radio Pública en San Diego consiguió con base en el derecho a la información esos resultados, que indicaban que cada uno de los modelos es vulnerable en al menos una de las pruebas a las que fueron sometidos. Según la patrulla fronteriza, los prototipos ya cumplieron su función y no se necesitan más. Organizaciones fronterizas y de derechos de los migrantes criticaron “el gasto inútil en la construcción y luego demolición de los prototipos”. Calcularon que levantar los modelos constó hasta cuatro millones de dólares, luego se gastaron otros dos millones en seguridad para que el presidente visitara el área y ahora un nuevo gasto para pagar la demolición.

La elección de 2018 acentuó el grave deterioro que el sistema político mexicano venía registrando desde los albores del siglo XXI. En el año 2000, el desgaste del partido en el poder por 70 años permitió que una fuerza conservadora y tradicional acérrimo opositor, alcanzará la presidencia de la República en la figura de un personaje que deslumbró al electorado por su singular y disparatada manera de actuar; Vicente Fox. Al margen de su discurso descompuesto, o la ausencia de un programa de gobierno articulado, con invitar a sacar al PRI de los Pinos fue suficiente para que se materializara la propuesta. El invencible aparato electoral oficial sucumbió y la ciudadanía recibió esperanzada un cambio de régimen. La alternancia se quedó sin guía ante la frivolidad de un mandatario que enloqueció en la silla presidencial, al grado de compartir el poder con su impresentable pareja, dominada por una descarada ambición, fracturando el orden y la racionalidad política. El fracaso fue contundente pero aún pudo, con mil mañas, mantener el poder, así fuera con las peores mañas que ni el propio PRI se hubiera atrevido a pensar: encauzar un juicio político para descarrilar al candidato de la izquierda, grave e imperdonable error. Doce años después, se pagó la factura. El sucesor –Calderón-, calificado en las calles de la gran ciudad como espurio y autoritario, comprometió por meses la estabilidad política. Cosa de recordar la desaseada toma de posesión que no retrataba la imagen de armonía institucional, característica sine qua non del sistema presidencial mexicano. La falta de legitimidad llevó al nuevo ocupante de la silla presidencial a apoyarse en la fuerza militar para validarse, abriendo una caja de pandora que hoy sigue cobrando víctimas y a la cual no se le ve fin. Los años de la reeditada docena trágica de la dupla Echeverría-López Portillo 1970-1982, ahora de Fox-Calderón 2000-2012, permitió que el PRI recuperará el poder a través de un grupo que perseverantemente lo había procurado sin éxito: el grupo Atlacomulco. Finalmente, lograba colocar piezas en el gobierno federal a través de la figura “principesca” de un joven gobernante que hacía valer un supuesto gobierno efectivo. Se operó un fraude electoral, cimentado en escandalosos gastos, para eludir el riesgo de ceder el poder, otra vez, al peligroso líder iluminado. El problema es que hoy el sistema político se encuentra fracturado. Los partidos tradicionales colapsados, sin mapas de referencia, sin ideologías renovadas y con dirigencias desprestigiadas e incompetentes sumado a partiduchos oportunistas en papel de rémoras y, en el otro extremo, un movimiento que no atina a tomar distancia del líder omnipresente que busca, imperturbablemente, disfrutar las mieles del poder muchas veces conculcado.

Over 40 organizations attended the meeting, including representatives from the federal Census bureau, the state Census bureau, the National Association of Latino Elected and Appointed Officials (NALEO), the League of Women Voters, representatives from the City Clerk of the cities of San Marcos and Escondido, and representatives from the City Council from the City of San Marcos and Vista, along with other community organizations. “They’re worried, especially because of what’s been seen on the news over the question about citizenship that might be added, and it motivated a lot of people to come and to see how we could organize as a community to support and help with information to help people participate in the upcoming Census,” NunezAlvarez said, explaining the turnout at the meeting. Nunez-Alvarez also said the studies to identify the barriers, the challenges they will have to overcome are based on what they saw 10 years ago and have been a good start to help prepare them. “Ten years ago, was when a lot of the politics, the wave emerged against emigrants, so we started to see it since then, and especially for a community that we have a large number of families of immigrants or undocumented or mixed status that are living in the same house,” NunezAlvarez said. “The barriers have to do with the political situation, the economic situation.” Nunez-Alvarez also pointed out barriers related to the economic situation include, for the first time, a digital form which could further make it harder for a number of people including the undocumented Latinx community to participate. “We know that within our community, technology is not always present, especially with adults who have difficulty using it. We anticipate that it will be a very important barrier and we are preparing identifying places in the community, such as libraries, schools, community centers, that have those types of resources so that families know that they can go there,” she also said. Others often undercounted in the Census include those who live in unregistered housing such as those who share rooms end up not getting the Census information, and also children from newborns to five year olds if their parents don’t fill out the forms. Data collected from the Census is used to determine where billions of government dollars are spent, including funding for financial aid for students, school lunches, Medicaid and much more. It’s also used to determine political representation in Congress and state and local government, to define school districts and other legislative districts. Census data is also used to decide numerous policy decisions which impact everyday lives.

During his time at the university, Archiga Arias tutored students in Spanish, which would later influence the creation of Spanish 55. Sanchez Diaz received a bachelor’s degree from California State University Northridge in civil engineering. When he began working in construction as a project engineer he began to see how language barriers were affecting the efficiency. “I became aware of the communication barrier that existed between site workers and members of the management team,” Sanchez Diaz said. “I definitely saw that the relationship was not the best or that it there could be more productivity or that there could be more unity as a team.” Archiga Arias noticed those same barriers at his job, and the pair shared their observations with each other when they would Facetime or Skype while Sanchez Diaz was in San Francisco and Archiga Arias worked in San Diego. Through those long distance calls was how Spanish 55 was born, and has now been operating for almost three years. Archiga Arias and Sanchez
Diaz pictured an online Spanish class through which a student and teacher would interact via Skype. “We are very meticulous with the service, with the quality of what we do, and not only in the service that we provide but also with what we do daily,” Sanchez Diaz said. “We selected people who had the same values, in this case the teachers.” They work with teachers from Tijuana because they wanted the language and culture that their students are being exposed to be the most authentic possible, Sanchez Diaz said. “On the border we consider that we have the ideal teachers,” he added. Having a personalized teaching approach allows the teachers to focus on the needs of the student based on their level of understanding of the language, their professional environment, and social environment. “We get a lot of attention from professionals in the area of healthcare, mainly in San Diego and South California, because obviously there is a large influence of Mexicans, particularly who are patients in the State,” Sanchez Diaz said. He said they are touched by the dedication of those individuals to give their patients better care. They also work with people in a variety of professional fields like construction, business, social workers, and many more. Sanchez Diaz said they never imagined that they would fall into something that involved their culture, history, and language, and to combine it with something that benefits others. “At the end of the day, it is a service that is given at a distance, but I believe that because of the dedication that we have to it, and the culture, it is what makes people want to be a part of it,” Sanchez
