SD Joins Border Pollution Lawsuit

l procurador general de California Xavier Becerra, hijo de inmigrantes mexicanos, respondió con una serie de cuestionamientos al segundo informe de gobierno del presidente Donald Trump. El discurso presidencial estuvo basado en “una obsesión extravagante del presidente Trump por construir un muro en la frontera que ni los expertos quieren”, respondió Becerra. Destacó que “el presidente ya ni repite su promesa de que México pagaría los miles de millones de dólares que cuesta ese muro”. Identificado como “el líder de la resistencia” ante el gobierno de Trump, el procurador que ha demandado 45 veces al presidente en cortes federales destacó que el discurso del mandatario fue un mensaje gastado sobre su empecinamiento de construir un muro en la frontera con México. “¿Cómo puede ser que el estado (en que se encuentra) nuestra joven, rica y fuerte nación ahora es desorden,

Following calls for legal action from San Diego Mayor Kevin L. Faulconer and City Councilmember Vivian Moreno, the City Council voted unanimously in closed session in favor of joining the State lawsuit against the U.S. International Boundary and Water Commission (USIBWC) over the contamination occurring in the Tijuana River Valley, Tijuana River Estuary, and the Pacific Ocean. For years, the USIBWC has failed to properly manage and operate its wastewater treatment facilities. As a result, sewage, sediment and trash from the Tijuana River Valley have affected local beaches and coastal waters, prompting frustration and public health concerns. “San Diego’s natural environment is what makes our region so special and we’re going to keep fighting to preserve it,” Mayor Faulconer said. “We’ve made this a priority in meetings with federal agencies in both the U.S. and Mexico, and now PROCURADOR GENERAL DE CALIFORNIA XAVIER BECERRA

After living in San Diego county for 27 years, Juan Barraza, now deported, has faced tough times. Just this past Saturday, rain flooded the five-square-foot tent he’s been living in at a Tijuana public park. “Well, at least I wasn’t getting wet the whole time. Back in December, I was still sleeping on the street,” said the former resident of Escondido, Vista, and Oceanside. On Sunday, he took advantage of a moment when the sky cleared to put out cardboard to dry so he could use it as a makeshift mattress on top of a wood plank elevated on bricks so he can keep dry during the next rains. “The irony of it is, in Escondido I used to work in construction, but here I have no material nor permission to build anything,” he said. Juan was brought by his parents to North County when he was just three years old. He was a legal resident and considered himself practically American. He attended public schools until the 11th grade, when he was expelled from Escondido High School for discipline issues. ltos funcionarios de Seguridad Nacional de los Estados Unidos informaron que el plan de regresar a México a migrantes que solicitan asilo pronto incluirá a familias, aumentará el número de personas que sean regresadas a esperar y se ampliará a otras garitas a lo largo de la frontera con México. En conferencia telefónica, las fuentes que pidieron anonimato informaron que el plan inició la semana pasada con escasos migrantes “para asegurarnos de que el proceso es seguro y efectivo, con una clara comunicación con nuestras contrapartes mexicanas”. “Queremos asegurarnos de que hay una comunicación clara con nuestras contrapartes en México y si funciona, vamos a aumentar el volumen de individuos y a extenderlo a otras ubicaciones en la frontera”, indicó un alto funcionario de Seguridad. Tres funcionarios, de Seguridad Nacional (DHS, por sus siglas en
inglés), de Aduanas y Protección Fronteriza (CBP), y de Ciudadanía y Servicios de Inmigración (USCIS), evadieron respuestas sobre las siguientes garitas a las que se ampliará el retorno. Dijo que la disposición, que definió como “acción del gobierno de Estados Unidos”, con el nombre de Protocolos de Seguridad de Migrantes, “por ahora se concentra solamente en migrantes del triángulo del norte de Centroamérica”, lo que significa que puede incluir a migrantes de otras regiones. Según el funcionario, la acción es necesaria debido a que ahora la mayoría de los migrantes son centroamericanos hombres solos, entre quienes hay persona que presentan falsos argumentos de asilo y esto satura la capacidad de las autoridades en la frontera. Dijo que mediante los protocolos, las autoridades se enfocarán en ayudar a las familias y personas que sí huyen de la violencia. Identificó la saturación de casos de falsas peticiones de asilo como el origen de la “crisis de seguridad y humanitaria en la frontera”.
Según los funcionarios que participaron en la conferencia, entre los migrantes que llegan a la frontera en la caravana hay víctimas de tráfico de personas y quienes sufren de violencia durante el tránsito a la frontera estadunidense, y esos son casos que también tienen que identificar. Por su parte un alto funcionario de CBP explicó el procedimiento por el que se elige a los migrantes que envían a esperar a México. Dijo que inicialmente se
identifica a la persona y se revisan sus argumentos para solicitar asilo en Estados Unidos. Si se trata de temores fundados, CBP les entrega un documento que indica la fecha en que debe presentarse a una audiencia ante un tribunal de migración, y cuándo debe presentarse a la garita para asistir a esa cita en la corte. California Governor Offers Asylum and Refugee Support BY ANA GOMEZ SALCIDO
California governor Gavin Newsom met with San Diego officials and nonprofit leaders to coordinate efforts to provide relief and humanitarian aid to asylum seekers. He offered the State of California’s unflinching support for those fleeing violence in their home countries. “California is a state of refuge,” Newsom said. “Instead of resurrecting a wall or grinding the asylum review process to a halt, our country should be allowing asylum seekers the ability to make their case. While the federal government abdicates its moral responsibility and creates a manufactured
humanitarian crisis, California nonprofits and local leaders are stepping up to give assistance to those who have come here.” Newsom met with Senate President pro Tempore Toni Atkins, Assemblymember Lorena Gonzalez, and Supervisors Nathan Fletcher and Greg Cox, as well as members of the San Diego Rapid Response Network (SDRRN). The group is comprised of more than two-dozen nonprofit organizations that provide temporary shelter to asylum seekers, ensure families have access to food, medical care and legal services, and provide travel assistance so asylum seekers can reach their final destination. San Diego elected leaders and the
SDRRN are working in partnership with the state to provide services and shelter to asylum-seeking families. “I’m grateful for the leadership of the City and County of San Diego, the San Diego Rapid Response Network, Governor Newsom and my colleagues in the Legislature, who have all come together to find humane solutions to the public health emergency created by our federal government’s negligence and heartlessness,” Atkins said. “This is no panacea, but it is progress, and I will continue to work closely with all parties to protect the health and safety of our community.” Newsom’s budget proposes $25
million for an Immigration Rapid Response Program to assist qualified community-based organizations and non-profit entities in providing services to asylum seekers, including $5 million for the current year. Of that, $2.2 million will support the proposed migrant shelter being run by Jewish Family Service of San Diego. In addition, the California Department of Social Services has already provided $500,000 to Jewish Family Service to be lead operator of the shelter. “The Trump Administration has neglected its responsibility but I’m thankful we have a Legislature, a SUPPORT ON PAGE 8

Get Your Taxes Done for Free BY ANA GOMEZ SALCIDO
San Diego County lowincome families and individuals will once again be able to have their taxes filed for free, thanks to the County and its many partners. The free tax preparation will take place until April 15 at dozens of locations throughout the county. The only requirement for the free service is that filers meet income requirements. The annual free tax preparation services are part of the annual Earned Income Tax Credit campaign, which began in 2003 and was spearheaded by Supervisor Greg Cox. The campaign is conducted every tax season by local nonprofit organizations throughout the region and supported by the County Health and Human Services Agency’s Community Action Partnership, the IRS, AARP, United Way of San Diego County and 2-1-1 San Diego. The campaign helps residents claim their EITC, the federal government’s largest assistance program to support low- to moderateincome families. The IRS estimates that between 20 and 25 percent of eligible people do not claim their EITC each year. San Diego County residents can have their taxes prepared for them, do them themselves with assistance from a volunteer or do them on their own by visiting myfreetaxes.org. To receive free services, all people have to do is call 2-1-1 to make an appointment at a site near their address. The free tax preparation campaign aims to get people out of poverty and help them thrive, one of the goals of the County’s Live Well San Diego vision. Individuals and families who worked in 2018 and earned less than $54,884 could qualify for as much as $6,431 in federal EITC tax credit. The California credit could be as little as $223 or as much as $2,775. Residents

Virginia Exhausts Last Gasps of Democratic Racism
I
n the past five day, two of the top politicians in Virginia have become entangled in battles for their careers brought on by overt acts of racism. First, Virginia Governor Ralph Northam publicly admitted on Monday that he was one of the two students in a 1984 medical school yearbook picture that shows two students, one dressed in a KKK outfit and the other in blackface and minstrel-style outfit. Although he didn’t admit which outfit he wore, both were clearly racist. The next day, however, he recanted his admission and now says he isn’t in the picture, but he admitted he did dress up in blackface that same year for a dance contest where he imitated Michael Jackson, and even did the moonwalk. Oh, like that’s any better. Within hours, Democrats from within and out of Virginia called for Northam’s resignation, including just about every 2020 Democratic candidate for President. One of the first to call for his resignation was Virginia’s Attorney General, Democrat Mark Herring, a 57 year-old originally from Tennessee. But by Wednesday, Herring too admitted to having dressed in blackface at a party while we was in college in the 1980s when he and his friends impersonated famous black rappers of the day, like Kurtis Blow, he said. Democrats were aghast that some of their very own would have committed such racist acts, even if it happened years ago. Many argued that, by the 1980s, everyone knew wearing blackface was wrong and these smart, college-educated Democrats should have known better. As of today, both politicians are still resisting calls for their resignations and both appear ready to fend off attacks as they try to explain their transgressions. But their pasts shouldn’t be shocking because they merely exposed the troubled history of the Democratic Party when it comes to
racism. Today we all think of Democrats as progressives on issues of race, gender, the environment, and social programs. Republicans, on the other hand, are considered conservatives that have mostly opposed progress in these areas. History, though, should remind us that, not too long ago, the roles were reversed, and Democrats are still living with the ghosts of their past. From the inception of the Democratic-Republicans by Thomas Jefferson in 1792, “Democrats” were opposed to a large central federal government, and over the next 60 years, defended slavery as an attack on the freedom of landowners. The election of Republican Abraham Lincoln in 1860 was seen as an existential threat to the Democrats in the South, and led to the Civil War under the guise of defending their states’ rights to manage their own affairs, namely slavery. After the Civil War, Democrats still controlled most Southern states and voted overwhelmingly for every Democratic presidential candidate up until the election of Harry Truman in 1948. Franklin D. Roosevelt’s New Deal, later supported by Truman, had moved Democrats toward a more liberal agenda, support of large government programs, and opposition to segregation, which finally caused a break among more conservative Democrats. In 1948, southern Democrats created the States Rights Democratic Party and nominated then-South Carolina Governor Strum Thurmond as their presidential candidate. After their defeat that year, most returned to the Democratic Party, but they still resisted the progressive movement. The watershed moment came after the passage of the Civil Rights Act championed by John F. Kennedy and ultimately signed by Texan Lyndon Johnson in July 1964, which guaranteed equal rights to all Americans, regardless of race. In response, Southern Democrats voted in large numbers for Republican Barry Goldwater, a social conservative that had opposed the

Founded in 1970, Chicano Park in Barrio Logan has a long and important history of community empowerment and celebrating the region’s indigenous and MexicanAmerican cultures. Looking ahead to this landmark’s 50th anniversary, a calendar celebrating the national historic site’s legacy has been released in order to raise funds for the silver anniversary celebrations, scheduled for April of 2020. The calendar was produced through a collaboration by the Chicano Park Steering Committee and lowrider group Amigos Car Club, with muralist Salvador Barajas and activist Rigo Reyes directing the project. Throughout it’s 17-month length, ranging from January 2019 to May 2020, the calendar displays lowriders next to the park’s murals, honors the names of park founders who have passed away, and marks important dates related to Chicano and Latin American history. “This calendar is very specific to our people, it has special dates relevant to our culture, such as the births of our heroes and important people from our history,” Barajas pointed out. “It is a very special calendar and you won't find a calendar with these recognitions anywhere else.”
week, has left scars. What both Ralph Northam and Mark Herring did in the 1980s was wrong and are clearly signs of the attitudes of that time, but they should also be judged by their work and deeds during their careers. Whether their political careers survive this crisis should be up to the votes that elected, not political observers indirectly impacted by the outcome. But what we should all acknowledge is that Northam and Herring are clear examples of how far our country has come in just 50 years. They were raised in a country that doesn’t exist anymore. Civil, voter, and equal rights laws have transformed us into a more perfect union during their lifetimes. Clearly work must still be done because some last bastions of institutional racism continue to exist, but the fact that two middleaged white Democratic politicians from a southern state are caught up in this mess should be a learning experience. Northam and Herring should have come clean with their pasts before they were outed as seemingly closeted racists; instead, they had to react to the shocking revelations because they had hidden their clearly embarrassing actions hoping they would never be exposed. So, they missed an opportunity to educate us all on how the South, and the country as a whole, has moved closer to the ideals we aspire to. Republicans have no moral authority to chastise these offenders; they have made excuses for Donald Trump, Steve King, and many others in their own party that have made racist remarks, yet they have repeatedly failed to hold them accountable. It’s up to Democrats to police their own in a productive way. Simply banishing Northam and Herring is too easy. This is a teachable moment. Racism is not yet dead, even within the Democratic Party, and certainly not in all corner of the country. Only by confronting that truth can we all move forward, together, with liberty and justice, finally, for all.

Calendar Commemorates Chicano Park 50th Anniversary BY MARIO A. CORTEZ
Civil Rights Act as an overreach by the federal government. Goldwater only won his own state of Arizona, and the Southern states of Louisiana, Mississippi, Alabama, Georgia, and South Carolina. From the on, the South, in general voted, for Republican candidates for President, including Richard Nixon and later, Ronald Reagan. The South had become Republican. But in some southern states, including Virginia, the transition for some Democrats has not been as painless as in other states. California and other western and northern states don’t have the complex histories of slavery, segregation, and reconstruction. Virginia, after all, was the capital of the Confederate States of America during the Civil War, and, although it has recently turned from red to purple to blue in its voting, it still has a troubled history of race relations. Charlottesville, Virginia, the site of the clash between white supremacists and protesters in 2017, is only a few miles from Appomattox, the site where Confederate General Robert E. Lee surrendered to end the Civil War, and close to the state Capitol in Richmond. Which leads us back to Governor Northam and Attorney General Herring. These white men, born in 1959 and 1961, respectively, grew up during the last decades of the transition of the Democratic Party from conservative to progressive. They surely heard racial jokes, stereotypes, and attitudes that were still commonplace in the South, and frankly, in most of America, at the time. Governor Northam has eluded to his own evolution; he admits he voted for George W. Bush in 2000 and 2004 before he himself ran for office as a Democrat in 2007, though he now says he regrets those votes. Northam argues he has changed. The truth is that the Democratic Party, too, has come a long way from its days of supporting slavery and, later, segregation. Its evolution to the party of inclusion has come with growing pains, and as we’ve seen this
For Reyes, the calendar and its educational focus represents an opportunity to tell people about the park’s story and its foundation in the Chicano movement. “Today, more than ever, it is very important to educate those interested in the park with our voices now that it is a National Historic Landmark, because the status has brought in many outsiders and we don’t know what history or education they are being given. It is important that they are told the real history of what happened in the park,” he explained. This collaboration is not the first time the steering committee has joined forces with Amigos Car Club. The club organizes the car exhibition at the yearly Chicano Park Day celebration, and many of its founders have also served on the steering committee, in addition to other community groups. This is also not the first time a calendar has been produced ahead of a major anniversary celebration. In 1990, Barajas also created a calendar to raise funds for the park’s 30th anniversary celebration. The calendar is currently available through steering committee members, members of Amigos Car Club, and at the offices of Via International (1955 Julian Avenue, San Diego).

Estudios Étnicos Podrían Convertirse en un Requisito en Escuelas POR MARIELENA CASTELLANOS
Se está realizando un esfuerzo para involucrar a los estudiantes de minorías en las escuelas secundarias del estado con un proyecto de ley estatal recientemente propuesto para que los estudios étnicos sean un requisito de graduación en todas las escuelas secundarias del estado. El asambleísta José Medina de Riverside, quien fue profesor de secundaria, junto con otros cinco representantes estatales, incluida la asambleísta de San Diego Shirley Weber, presentó el Proyecto de Ley de la Asamblea (AB) 331 en la Capital del estado a fines del mes pasado. De ser aprobado, el proyecto de ley requeriría que los estudiantes de secundaria tomen un curso de estudios étnicos a partir del año escolar 2023-24. El plan de estudios sería desarrollado por la Comisión de Calidad de Instrucción y sería modificado o revisado por la Junta de Educación del Estado. “El conocimiento de nuestra historia desempeña un papel fundamental en la formación de quienes somos. curso", dijo el asambleísta Medina. Un proyecto de ley similar, también presentado por Medina, casi fue aprobado el año pasado, pero fue vetado por el entonces gobernador Jerry Brown. El gobernador Brown dijo que algunos distritos escolares ya requerían estudios étnicos y que se mostraba reacio a implementar otro requisito por temor a sobrecargar a los estudiantes de secundaria, como sus razones para oponerse al proyecto de ley. Brown aprobó la legislación en 2016 para desarrollar un plan de estudios de estudios étnicos para las escuelas secundarias del estado, pero no es un requisito. El año pasado, los estudiantes pertenecientes a minorías hicieron más de la mitad de los 6.2 millones de habitantes del estado inscritos en escuelas públicas. Más de dos millones de esos estudiantes hablan un idioma diferente al inglés en sus hogares. En un momento en que el clima nacional impulsa la división y el temor a la otredad, los Estudios Étnicos pueden desempeñar un papel crítico en el aumento de la conciencia y la comprensión", dijo el asambleísta Medina. Una revisión reciente de la investigación sobre programas de estudios étnicos y planes de estudio comisionados por la Asociación Nacional de Educación (NEA, por sus siglas en inglés) indicó que los estudios étnicos surgieron de un deseo de contrarrestar tanto las inexactitudes como el predominio de las perspectivas euroamericanas que subyacen en los planes de estudios generales y también como un medio para aumentar participación de
estudiantes minoritarios. Ethnic Studies Could Become a Requirement in CA BY MARIELENA CASTELLANOS
An effort to engage students of color in the state’s high schools is underway with a newly proposed state bill to make ethnic studies a high school graduation requirement across the state. Assemblymember Jose Medina from Riverside, who is a former high school teacher, along with five other state representatives including San Diego Assemblymember Shirley Weber introduced Assembly Bill (AB) 331 at the state Capitol at the end of last month. If approved, the bill would require high school students to take an ethnic studies
course beginning in the 2023-24 school year. The curriculum would be developed by the Instructional Quality Commission and would be modified or revised by the State Board of Education. “Knowledge of our history plays a critical role in shaping who we become. When I was growing up, the history of those who look like me was not represented in the classroom. As a former Ethnic Studies teacher, I saw firsthand how much more engaged my students were when they saw themselves reflected in the coursework,” said Assemblymember Medina. A similar bill, also introduced by Medina, was almost passed last year, but
was vetoed by then Governor Jerry Brown. Governor Brown said some school districts already required ethnic studies and that he was reluctant to implement another requirement in fear of overburdening high school students, as his reasons for opposing the bill. The Mercury News reported last August that a pilot program was passed instead, allowing a small number of school districts to choose to make ethnic studies a graduation requirement. The schools will apply for the program this year and are expected to report their findings in 2024. Governor Brown did approve legislation back in 2016 to develop an ethnic
studies curriculum for high schools in the state, but it is not a requirement. Last year, students of color made over half of the state’s 6.2 million population enrolled in public schools. More than two million of those students speak a language other than English in their homes. “At a time when the national climate drives divisiveness and fear of otherness, Ethnic Studies can play a critical role in increasing awareness and understanding,” Assemblymember Medina also said. He added, “California is one of the most diverse states in the

Calendario Conmemora 50 Aniversario del Parque Chicano POR MARIO A. CORTEZ
F
undado en 1970, el Parque Chicano de Barrio Logan tiene una larga e importante historia de empoderamiento comunitario y de celebrar las culturas originarias y mexicoamericanas de la región. Con miras al 50 aniversario de este espacio, se ha lanzado un calendario para celebrar la herencia del sitio nacional histórico y recaudar fondos para la celebración programada para abril del 2020. El calendario fue producido en colaboración entre la comitiva del Parque Chicano y el grupo de lowriders Amigos Car Club, con el muralista Salvador Barajas y el activista Rigo Reyes gestionando el proyecto. A lo largo de sus 17 meses de longitud, de enero del 2019 a mayo del 2020, el calendario muestra imagenes de autos lowrider junto a murales del parque, rinde honores a fundadores ya fallecidos y muestra importantes efemérides
relacionadas la historia chicana y latinoamericana. “Este calendario es muy específico a nuestra gente, tiene fechas especiales relevantes a nuestra cultura, como (los nacimientos de) nuestros héroes y gente importante de nuestra historia,” señaló Barajas. “Es muy especial este calendario y no vas a encontrar un calendario con estos reconocimientos en cualquier otra parte”. Para Reyes, el calendario y su enfoque educativo representa una oportunidad de poder contar la historia del parque y sus cimientos en la lucha del movimiento chicano. “Hoy, más que nunca, es muy importante educar con nuestras voces a la gente interesada en el parque ahora que ya es sitio histórico nacional porque el estatus ha traído mucha gente de fuera y no sabemos qué historia o educación se les esté dando. Es importante que se cuente la historia real de lo que sucedió en el parque”, explicó.
La colaboración entre la comitiva del parque y Amigos Car Club en este proyecto no es la primera vez en la que estos unen fuerzas. El club gestiona el show de autos de la celebración anual por el aniversario del parque, y varios de sus miembros fundadores también han sido parte de la comitiva del parque, al igual que varios otros organismos comunitarios. Tampoco es la primera ocasión
en la que conmemora un importante aniversario del parque. En 1990, Barajas también produjo un calendario para recaudar fondos para la celebración del 30 aniversario del parque. El calendario está a la venta por medio de miembros de la comitiva, del Amigos Car Club y en las Oficinas de la organización Via International (1955 Julian Avenue, San Diego).
Familias Pueden Declarar Impuestos sin Costo Las familias e individuos de bajos recursos en el Condado de San Diego podrán declarar sus impuestos sin ningún costo en su trámite, con ayuda del Condado de San Diego y sus asociados. Los trámites se realizarán hasta el 15 de abril en diferentes locaciones por todo el Condado. El único requisito para el servicio gratuito es que los solicitantes tengan los requisitos necesarios. Los servicios gratuitos del trámite de impuestos son parte de la campaña de Crédito Tributario por Ingreso del Trabajo que inició en el 2003 y fue liderada por el supervisor del Condado, Greg Cox. La campaña se realiza cada temporada de declaración de impuestos por organizaciones sin
fines de lucro de toda la región con el apoyo de la Asociación de Acción Comunitaria de la Agencia de Salud y Recursos Humanos del Condado de San Diego (HHSA, por sus siglas en inglés), el Servicio de Impuestos Internos (IRS, por sus siglas en inglés), la Asociación de Personas Jubiladas de Estados Unidos (AARP, por sus siglas en inglés), United Way del Condado de San Diego, y 2-1-1 San Diego. La campaña ayuda a los residentes a reclamar su Crédito Tributario por Ingreso del Trabajo (EITC, por sus siglas en inglés), el programa del gobierno federal más grande para apoyar a las familias de recursos bajos o moderados. El IRS estima que entre 20 y 25 por ciento de las personas elegibles para este programa, no lo reclaman cada año.
Los residentes del Condado de San Diego que sean elegibles podrán declarar sus impuestos con ayuda de un voluntario, también se les podrá realizar el trámite a su favor, o también lo podrán realizar por su cuenta por medio de myfreetaxes.org. Para recibir los servicios gratuitos, solo se tiene que hacer una cita llamando al 2-1-1 para encontrar un sitio cerca de su domicilio. La campaña gratuita de preparación de impuestos busca ayudar a las personas salir del nivel de pobreza y ayudarlos a ser más prósperos, lo cual es una de las metas de la visión de la iniciativa de Vive Bien San Diego. Los individuos o familias que trabajaron durante el 2018 y ganaron menos de 54,884 dólares podrán calificar por hasta 6,431
dólares en crédito federal del EITC. El crédito de California puede ser desde 223 dólares hasta 2,775 dólares. Los residentes deberán de llenar las solicitudes de la declaración de impuestos para recibir ambos créditos. El año pasado, los voluntarios de la campaña del EITC en San Diego ayudaron a llenar más de 31,000 solicitudes de declaraciones de impuestos estatales y federales, lo que ahorró a los contribuyentes casi 7.7 millones de dólares en los trámites. La campaña ayudó a que aproximadamente 40 millones de dólares fueran regresados a individuos y familias trabajadoras en San Diego. Alrededor de 14 millones de dólares fueron del EITC.
México Impide Ingreso a Defensores de Migrantes, Periodistas POR MANUEL OCAÑO
Periodistas que ilustraron los cruces de migrantes de la caravana a San Diego y dos abogadas estadunidenses pro inmigrantes, aseguran que el gobierno de México les ha negado la entrada al país con la explicación de que sus documentos tienen “alerta” de países, no identificados. Una de las mayores organizaciones legales de apoyo a los migrantes que buscan asilo, Al Otro Lado, con oficinas en Los Ángeles, San Diego y Tijuana, informó que el viernes autoridades de migración mexicanas impidieron entrar al país a dos de sus abogadas, una en el aeropuerto de Guadalajara y la otra en la garita de El Chaparral en Tijuana. En un comunicado, Al Otro Lado informó que la abogada Nora Phillips y su hija pequeña fueron retenidos diez horas en el aeropuerto de Guadalajara y finalmente enviados de regreso a Los Ángeles.
La abogada de migración Erika Pinheiro, directora de acciones legales de la misma organización, fue retenida tres horas en El Chaparral y finalmente devuelta a pie a San Ysidro. Las dos abogadas son parte de un equipo que el año pasado demandó a la administración del presidente Donald Trump por negar asilo a los migrantes que cruzaban por sobre la barda fronteriza para entregarse a oficiales de la patrulla. La demanda fue concedida por un juez federal en California. También dos fotógrafos internacionales informaron por separado que las autoridades de migración mexicanas les impidieron el paso a México, La fotógrafa Kitra Cahana es estadounidense y canadiense y fue impedida de ingresar por el aeropuerto de Guadalajara y días después también a través de la frontera desde Guatemala. El otro fotógrafo es Daniel Ochoa, español que trabaja internacionalmente para AP, la

El caso de los dos fotógrafos ya se investiga por parte del Comité para la Protección a Periodistas en Estados Unidos y por Artículo 19 en México, confirmaron ambas organizaciones por separado. Los dos fotógrafos coinciden en señalar que policías de enlace de Tijuana --que colaboran con autoridades fronterizas estadounidenses--, les ordenaron identificarse, les tomaron fotografías y también a sus pasaportes. La revisión de documentos por parte de las autoridades de Tijuana ocurrió repetidas veces y a partir de entonces tuvieron problemas para entrar a México. Una fuente de migración en Tijuana dijo a condición de anonimato que “respondemos a una alerta que emitió un gobierno o que emitieron gobiernos de otros países, que no fue emitida desde México”.
En San Diego la abogada de migración Nicole Ramos, de Al Otro Lado, dijo que la alerta que impidió que las dos abogadas ingresaran a México “es claramente una represalia y un intento de amedrentar de parte del gobierno del presidente Donald Trump”. La fuente de migración en Tijuana informó que “esto es algo que se tiene que arreglar en el país que emitió la alerta”. Por su parte, el diario Los Ángeles times informó que, al tratar el tema, no le han respondido autoridades que pudieran haber emitido las alertas: los departamentos de Estado o Seguridad, o la oficina de Aduanas y Protección Fronteriza. Un ex procurador expresó a este diario su preocupación, pues nunca antes supo de se tipo de alertas. Lo único parecido sería una alerta de Interpol, pero, dijo, toma mucho tiempo elaborarla y emitirla.

Después de vivir 27 años en el condado de San Diego, Juan Barraza, como deportado, ha tenido que enfrentar situaciones como la del pasado sábado, cuando la lluvia inundó la tienda de campaña de cinco pies cuadrados en la que vive en una plaza pública en Tijuana. “Pero por lo menos no estuve todo el tiempo bajo la lluvia. En diciembre yo vivía en la calle”, comentó el ex residente de Escondido, Vista y Oceanside. El domingo aprovechó un rato en que el cielo estuvo despejado para poner a secar unas cajas de cartón que pensaba colocar sobre a manera de colchón encima de una tabla sobre unos ladrillos para evitar mojarse con las siguientes lluvias. “Es así como el colmo, porque en Escondido trabajaba en construcción, pero pues aquí no hay material o permiso para construir algo”, platicó. Juan llegó al norte del condado de San Diego cuando tenía tres años de edad. Era residente legal y pensaba que prácticamente era estadounidense. Estudió en escuelas públicas hasta el 11.o grado, cuando lo echaron de la preparatoria en Escondido por mala conducta. Después de eso se inscribió en varias escuelas pero ya no pudo terminar la preparatoria y se dedicó a trabajar. Hace dos años consumió mariguana y en medio de una discusión por el dinero que había gastado en comprar la mariguana, Juan perdió los estribos, agredió a su pareja, quien llamó a la policía, fue detenido, y luego entregado a la oficina de Inmigración y Control de Aduanas (ICE, por sus siglas en inglés) para su deportación a Tijuana. “La vida me cambió muy rápido, en nada más unos días, y lamentablemente me cambió poquito antes de que hubiera tenido alguna protección”, explicó, pues unos meses después entraba en vigor la ley SB54 con la que le habrían castigado por abuso conyugal, pero sin deportación; y ahora en California los mayores de edad pueden consumir mariguana. Cuando llegó a Tijuana hablaba mucho más inglés que español y pronto se dio cuenta de que haber vivido en San Diego no le representaba ningún privilegio o ayuda. Estuvo una semana en un refugio y tuvo que salir porque fue el tiempo máximo de apoyo. Por lo menos pudo llamar por teléfono a su madre para que le llevara algo de ropa, un poco de dinero, un celular desechable. A partir de entonces se dificultó la ayuda desde el condado de San Diego y Juan Barraza ha deambulado por distintos lugares. Sin ser adicto, consiguió trabajo en un centro de rehabilitación básicamente a cambio de un lugar dónde dormir y por tener algo qué comer, pero dijo que notó que en ese sitio jamás iban a ayudarle a progresar, querían que permaneciera en el mismo lugar, así que en cuanto pudo se marchó, a las calles. Gran 2018 para Turismo en Baja California

En las artes marítimas, la brújula es un instrumento indispensable para definir una trayectoria y alcanzar el destino pretendido. En la política, es una exigencia para quién dirige los destinos de una nación advertir la ruta por la cual quiere transitar para realizar proyectos y programas. Las primeras semanas de la gestión del Presidente López Obrador dejan ver que ese requerimiento no juega en su toma de decisiones. Se advierte una especie de confusión y capricho entre lo que se declara y lo que se obtiene. Es cierto que se insiste en llevar a cabo una gran transformación que permita resolver diferentes encrucijadas en materia de seguridad, crecimiento económico, atención a la marginación y a la pobreza, elevar el nivel educativo y abatir la corrupción y la impunidad. Indiscutibles propósitos a partir de los diagnósticos conocidos. Pero la realización de una conferencia de prensa mañanera, ante un reducido y controlado auditorio, en el que se abordan temáticas solo del interés del convocante sobre complejos retos como de narrativas insulsas, es el formato predominante. El escenario está desgastado pero, sorprendentemente, define la agenda política. Es una especie de contrasentido; se está en la cabina de mando, pero no se sabe a dónde y cómo se llega. El lenguaje es agresivo y el gesto denota molestia y cansancio. Los invitados de piedra (funcionarios desvelados) se observan somnolientos y agotados, sino molestos y fastidiados. Súmese la falta de experiencia en el equipo de acompañamiento, que se ve rebasado por asuntos de rutina sobre los cuales nunca habían reparado. Por si fuera poco, López Obrador arremete contra supuestas mafias que sólo habitan en su mente y sobre las cuales no dispone de pruebas para formalizar acusaciones, y a falta de las cuales recurre al inefectivo juicio de responsabilidades morales que él mismo califica. Cosa de ver la acusación a ex presidentes que realizan labores sobre las cuales no pesa irregularidad legal, mientras que hace caso omiso a las evidentes faltas de otros ex funcionarios que medraron descaradamente el erario nacional. De seguir por ese camino, el fracaso de la actual administración está definido y más pronto de lo que se puede esperar tendrá consecuencias que no solo pondrán en riesgo los puntos rescatables de la pretendida transformación, sino que pueden conducir al país a situaciones críticas de efectos indeseables. Queda como recurso, que se actué con responsabilidad y se avoquen con seriedad a la elaboración del Plan Nacional de Desarrollo 2019-2024, en el que se precise la ruta a seguir y la brújula con que lo va a guiar.
BAJA TOURISM BOOMS IN 2018

A pesar de la retórica negativa por parte del presidente de los estados Unidos acerca de los mexicanos y noticias de inseguridad al sur de la frontera, la Secretaria de Turismo de Baja California reporta que el 2018 fue de los mejores años para el la industria turística de la entidad. “Se vio mucho éxito este año con 27 millones de visitantes a nuestro estado, quienes dejaron un insumo económico de 6 mil millones de dólares”, señaló Oscar Escobedo, secretario de turismo del Estado de Baja
California. De acuerdo con estadísticas publicadas por el Estado, el 84 por ciento de los visitantes a Baja California visitan tienen como punto de origen el vecino estado estadounidense de California. Esta relación ha llevado a que una gran parte de los 79 millones de cruces fronterizos internacionales registrados en Baja California sean de carácter lúdico. “Geográficamente, estamos divididos por una frontera, pero funcionamos como una sola región” aseveró Escobedo. “Nuestras culturas están intrínsecamente conectadas no solo a
través de nuestras economías, cultura, educación y, por supuesto, el turismo, sino que también están unidas por la sangre, ya que tenemos familias en ambos lados de la frontera”. El 10 por ciento de las visitas foráneas al estado 29 de la República Mexicana se reporta son para asistir a eventos como conciertos y festivales o presenciar deportes profesionales como partidos de fútbol del Club Tijuana o juegos de béisbol de las Águilas de Mexicali. Despite the negative rhetoric regarding Mexicans coming from the White House and news of violence south of the border, the Secretary of Tourism of Baja California reports 2018 as one of its best years on record for the state’s hospitality industry. “We saw much success this year with 27 million visitors to our state, who brought in an economic input of $6 billion,” highlighted Baja Tourism Secretariat Oscar Escobedo. According to statistics
published by the State, 84 percent of visitors to Baja came from the neighboring U.S. state of California. Books about the Latino, Latinx, and Hispanic experience took several major literary awards recently. Cuban American author Meg Medina took the Newbery Medal this past January, the highest award given for children’s literature for her book “Merci Suárez Changes Gears,” making Medina one of a very few Latinx authors who have won the award in its 97 year history. “Meg Medina’s warm and honest novel masterfully depicts one Cuban-American family’s life with authenticity and empathy,” said Ellen M. Riordan, chair of the Newbery Medal Committee. The book, which is Medina’s seventh, was inspired by her love of bike riding and follows the life of sixth grader Merci Suárez navigating changes in her life during middle school, and also experiences with her extended Cuban-American family. “I worry for children right now, especially in Latino families, around the issue of immigration,” Medina told the weekly trade news magazine Publishers Weekly in a recent interview. Medina added, “We need books that sound and look the way we as Americans look, books that get into the corners of children’s experiences.” Award-winning children’s author and illustrator Juana Martinez-Neal, who was born and raised in Peru, received a Caldecott honor in January for “Alma and How She Got Her Name.” The book tells the story of Alma Sofia Esperanza José Pura Candela, who discovers the greatness behind her name. Elizabeth Acevedo’s “The Poet X” took the Michael L. Printz Award for excellence in literature written for young adults. She also won the Pura Belpré Award for best book by a Latinx author, and last year won the 2018 National Book Award for Young People’s Literature, which was announced this past November. “The Poet X” tells the story of a young DominicanAmerican girl who discovers slam poetry as a way to understand her mother’s religion and her own relationship to the world. “For me, my ideal reader was my student, were these young people who struggled
with reading, who struggled with finding themselves in literature and would time and again tell me, where are we?” said Acevedo who is also a former teacher during an interview two weeks ago with NPR. One other award-winning children’s books author, Yuyi Morales, who was born in Mexico, won the Pura Belpré Illustrator Award for her book, “Dreamers” a New York Times bestseller where Morales shares her own immigrant experience and her journey from Mexico to the United States with her then two-month-old son. Morales, who says she is self-taught, was also given a 2015 Caldecott honor for her book “Viva Frida.” Morales and Acevedo were among six Latino/a authors who received Pura Belpré honors. The Newbery, Caldecott, Pura Belpré, and Michael L. Printz, awards are given out every year by the American Library Association and are among the most highly regarded for young adult and children’s literature. Arte Público Press, the largest U.S. publisher of contemporary and recovered literature by U.S. Hispanic authors, was awarded the Ivan Sandrof Lifetime Achievement Award from the National Book Critics Circle. “This recognition will help us amplify voices in Latino literature throughout the United States,” said Dr. Nicolás Kanellos, founder and director of Arte Público Press. The National Books Critics Circle was founded in 1974 and is made of nearly 600 working critics and bookreview editors throughout the country. Each year it hands out awards in six categories which are given annually to a person or institution with an extensive history of significant contributions to book culture. Two other honorable mentions include National City native Matt de la Peña who won the Newbery Medal in 2016 for his children’s book “Last Stop on Market Street,” and is also considered the first Latino author to win the award. The other is New York Times bestselling author Pam Muñoz Ryan, who holds a bachelor’s and master’s degree from San Diego State University, lives near San Diego with her family and received a Newbery Medal honor in 2016 for her book, “Echo,” among many other distinguished awards.

La autora cubanaestadounidense Meg Medina ganó la Medalla Newbery hace dos semanas, el premio más alto otorgado a la literatura infantil por su libro "Merci Suárez Changes Gears", que convierte a Medina en una de las pocas autoras latinas que han ganado el premio en sus 97 años de historia. "La cálida y honesta novela de Meg Medina describe de manera magistral la vida de una familia cubano-estadounidense con autenticidad y empatía", dijo Ellen M. Riordan, presidenta del Comité de la Medalla Newbery. El libro, el séptimo de Medina, se inspiró en el amor de la autora por andar en bicicleta y sigue la vida de Merci Suárez, de sexto grado, y los cambios en su vida durante la escuela secundaria, y su extensa familia cubana-estadounidense. "Para mí, mi lector ideal era mi alumno, eran estos jóvenes que luchaban con la lectura, que luchaban por encontrarse en la literatura y me decían una y otra vez, ¿dónde estamos?", dijo Acevedo, quien también fue profesora durante una entrevista la semana pasada con NPR. Otra autora galardonada de libros infantiles, Yuyi Morales, quien nació en México, ganó el Premio Pura Belpré Illustrator por su libro, "Dreamers", un libro “best seller” del New York Times en el que Morales comparte su propia experiencia de inmigrante y su viaje desde México hasta Estados Unidos con su hijo de dos meses. Morales, quien dice que ella misma se enseñó dibujar y escribir libros libros para niños, también recibió un honor Caldecott 2015 por su libro "Viva Frida". Los premios Newbery, Caldecott, Pura Belpré y Michael L. Printz son otorgados cada año por la American Library Association y se encuentran entre los más reconocidos para la literatura juvenil y para adultos. country and we should celebrate that diversity by teaching a curriculum that is inclusive of all of our cultures and backgrounds.” A recent review of research on ethnic studies programs and curricula commissioned by the National Education Association (NEA) stated ethnic studies grew from a desire to counterbalance both inaccuracies and the predominance of EuroAmerican perspectives that underlie mainstream curricula and also as a means to engage students of color. The NEA’s research also found two studies that showed that lessons teaching about racism and successful challenges to it, improve racial attitudes among white children, allowing them to see how racism affects everybody and offering them a vision for addressing it. Studies have also shown students enrolled in ethnic studies courses do better at school. One study showed attendance increased and grade point averages improved for students within the San Francisco Unified School District who took ethnic studies courses. The San Diego Unified School District, the second largest in the state, began exploring ways to include ethnic studies courses in its classrooms back in 2015. “I think that once it becomes a required policy, districts will take it more seriously. The reason why implementing ethnic studies in public schools has been a long and difficult battle is because it challenges the status quo. Ethnic Studies in order to be implemented with fidelity and to be successful is to be part of the main curriculum and not just an elective,” said Guillermo Gomez, a teacher with the San Diego Unified School District, who has been involved with efforts to implement ethnic studies courses in San Diego’s classrooms

Cuando después de ser congresista federal 24 años Becerra aceptó la propuesta del exgobernador Jerry Brown de defender a California en la procuraduría como líder “de la resistencia” californiana a la administración Trump, Becerra aceptó y dijo que podría incluso tomarlo personal, porque Trump con sus declaraciones ofendía a su familia. Al responder al informe de gobierno del presidente, el procurador realmente colocó la visión y los valores de su familia inmigrante de Jalisco sobre la versión de miedo del presidente Trump. Becerra dijo, “hace dos semanas mis padres celebraron 66 años de matrimonio. Empezaron su vida juntos con sólo su fe. Todavía recuerdan los días cuando no podían cruzar las puertas de restaurantes debido a los letreros que les decían: ‘Los perros o mexicanos, no permitidos’”. “Si les preguntamos a mis padres cuál es el estado de nuestra nación, estoy seguro que pintarían una imagen más real que lo que nos presentó el presidente Trump esta noche. Ayuntamiento de SD se Une a Demanda por Limpieza del Río Tijuana POR ANA GÓMEZ SALCIDO
A raíz de los pedidos de acción legal del alcalde de San Diego Kevin L. Faulconer y la regidora Vivian Moreno, el Cabildo de San Diego votó por unanimidad en sesión cerrada, a favor de unirse a la demanda estatal contra la Comisión Internacional de Límites y Agua de Estados Unidos (USIBWC, por sus siglas en inglés) por la contaminación que se está produciendo en el valle del Río Tijuana, el estuario del Río Tijuana y el Océano Pacífico. Durante años, la USIBWC no ha administrado y operado adecuadamente sus instalaciones de tratamiento de aguas residuales. Como resultado, las aguas residuales, los sedimentos y la basura del río Tijuana han afectado las playas locales y las aguas costeras, lo que ha generado frustración y problemas de salud pública. “El medio ambiente natural de San Diego es lo
que hace que nuestra región sea especial y vamos a continuar la lucha para mantenerlo así”, dijo Faulconer. “Hemos hecho esto una prioridad en reuniones que hemos tenido con agencias federales de Estados Unidos y México, y ahora debemos de forzar la mano del gobierno y asegurar que se tome acción. Esto nos da una nueva herramienta en la batalla contra la basura y desechos que fluyen a lo largo de la frontera y que terminan en nuestros canales. Yo quiero agradecer a Cabildo, la regidora Moreno, y a la procuradora Elliot por su trabajo en este tema”. En diciembre, la regidora Moreno emitió un memorándum pidiendo a Cabildo a que escuchara las opciones de unirse a la demanda en el río Tijuana. Su memorándum fue en respuesta al más reciente derrame de aguas negras que inició en diciembre y hasta la fecha continua descargando
juicio. El tribunal fijó la fecha del juicio para el 13 de abril del 2020. La demanda contra USIBWC fue puesta en septiembre del 2018 por parte del gobierno de California, y por la Junta Regional de Control de Calidad del Agua en la región de San Diego, y por el procurador estatal Xavier Becerra. La Comisión de Terrenos del Estado intervino en diciembre del 2018 y también es parte de la demanda. “La contaminación del río Tijuana es una desgracia, y estoy orgullosa de este alcalde y de Cabildo por luchar contra la persistente indiferencia del gobierno federal por la salud de nuestra comunidad”, dijo Elliott. “Unirse a la demanda de la Junta Regional de Control de Calidad del Agua representa la mejor oportunidad de San Diego para encontrar una solución integral a este problema preocupante”.

school, so he just got a job. Two years ago, he got into an argument with his girlfriend over money he spent to buy marijuana, it escalated, and he got physical with her. She called the police, and after his arrest he was turned over to Immigration and Customs Enforcement (ICE) and was deported to Tijuana. “My life changed very suddenly, in a matter of a few days, and unfortunately it changed just before I would have had some protection,” he explained, referring to SB54, which took effect months later and under which he would have faced domestic violence charges, but without deportation, now that marijuana use by adults is legal in California. When he first got to Tijuana, he spoke much better English than Spanish, and he soon realized that having lived in San Diego did not open any doors or help him in any way whatsoever. He spent a week at a shelter, but had to leave because he had reached the maximum number of days allowed. Fortunately, however, he was at least able to call his mom while he was there so she could bring him some clothes, a little bit of money, and a disposable cell phone. Since leaving, it has been difficult to get any help from San Diego, and Juan Barraza has had to move from place to place. Although he is not a drug user, he was able to get a job at a rehab center in exchange for a place to sleep and something to eat, but said he noticed that they were never going to help him move forward at that place. They wanted him to stay in the same place, so as soon as he could, he left for the streets. He finds jobs as a day worker from time to time, doing construction or plumbing, painting, but they are few and far between and, since he still does not have documents as a Mexican, many won’t give him a job, and sometimes when they do, they end up not paying him. All told, he has been at six temporary shelters, mostly for just a few days each.

For now, Juan is getting medical care at Seguro Popular, a public healthcare system for the uninsured whose only requisite is that you reside in Tijuana. His dream now is to have his documents as a Mexican citizen so he can take his commercial driver’s license exam. “I am 32, and I can still make a career out of something like that,” he said. “I would like that.” Juan has barely a few clothes and even fewer other belongings; everything he owns fits into a single backpack. Along the road, he has left some memories and expectations. “I would have liked for some of my friends to come see me once in a while, but I don’t blame them. It’s not easy to get around in Tijuana if you don’t know the city, and even I don’t know where I will be from one day to the next.” What he does yearn for are some of the things he liked, like going to have burritos or flautas at Pancho's Mexican Grill any time he had the chance. “Oh, man, they make them so good, and the salsas are amazing.” He confided that he sees little chance of returning to California, so he would rather make plans to get off the streets and the park someday, get an apartment, buy some furniture. “I also want to improve my Spanish. I still find it hard to tell a woman how I feel about her.”

Uno de los pilares fundamentales de la medicina es la prevención y cuando en ésta rama de la ciencia se aplica ese método, los beneficios son muy importantes ya que no sólo se evita la aparición de enfermedades, sino que también el ahorro en materia económica es muy alto. Por ejemplo, un paciente hipertenso es mejor que se encuentre en control médico anual y recibiendo su tratamiento regularmente que no hacerlo y al final terminar en una sala de emergencia donde los gastos son enormes y ello afecta la economía del hogar y por supuesto la póliza de seguro. Otro ejemplo práctico es el de la diabetes mellitus donde la cifra de pacientes con ésta enfermedad en los Estados Unidos pasa de los 30.3 millones de personas y de esa población el 12.1 por ciento pertenece al grupo hispano/latino. En San Diego, para luchar en contra de esas y otras enfermedades el Departamento de Salud ha diseñado un plan preventivo que comprende cuatro aspectos fundamentales que son los siguientes: Comer de Forma Saludable: En éste punto recomiendan el consumo de alimentos frescos y mínimamente procesados. También hablan de darle soporte a los productos de la economía local y adicionalmente hablan de establecer un plan de buena alimentación estructurado en un menú semanal. Tener una Vida Activa: La actividad física o deportiva es fundamental para reducir los factores de riesgo y en éste punto el plan en San Diego abarca estimular el ejercicio en los centros educativos, promocionar la actividad física con la educación , impulsar el programa Safe Routes to School que es el programa de rutas seguras para que los estudiantes vayan caminando a sus escuelas lo cual favorece la actividad física y en ésta misma línea el programa Complete Streets, que significa la puesta en
marcha de calles para peatones, ciclistas, etc. donde puedan transitar de manera segura sin el riesgo del tránsito automotor. No Fumar: De acuerdo a la American Cancer Association en los Estados Unidos cada año mueren 480,000 personas como consecuencia del consumo del cigarrillo. Es decir, 1 de cada 5 muertes y es la primera causa de muerte por encima de Accidentes de tránsito, alcoholismo, SIDA y armas de fuego. El Departamento de Salud de San Diego desde 1990 viene haciendo esfuerzos en ésta materia y actualmente con su programa Tobacco Control Resource Program pretende lograr los siguientes cuatro objetivos: Reducir el consumo de tabaco con promoción de educación en salud sobre la materia, Reducir la exposición al humo para fumadores pasivos y Reducir el acceso a los productos del tabaco. Comunidades saludables: Las comunidades saludables serían el objetivo final de todo este programa que abarca de manera integral todo lo que tenga que ver con la promoción e implementación de tareas que lleven a reducir las estadísticas de salud de la ciudad y el estado lo cual reportará hogares felices, reducción de gastos médicos para las personas y disminución de gastos para las ciudades y estados. Los Xolos de Tijuana han encontrado en Ariel Nahuelpán un jugador diferente que los puede ayudar a escalar posiciones en el Torneo Clausura 2019. El delantero argentino tuvo una buena presentación con la escuadra fronteriza que la jornada pasada derrotó 2-0 a los Diablos Rojos deToluca. “El equipo está muy bien y con mucho ánimo de continuar por este camino”, dijo Nahuelpán, quien ya había jugado en la Liga MX
portando la camiseta de los Tuzos del Pachuca. “En cuanto se dio la oportunidad de regresar a México no lo dudé ni un instante. Cuando la pasión desaparece, el amor se acaba. Ninguna relación puede sobrevivir de sentimientos pasados, de promesas guardas en el álbum de los recuerdos, de promesas que se las ha llevado el viento. Cuando se rompe la magia del primer beso, de la primera emoción, del primer éxtasis, hay que trabajar muy fuerte para que los lazos emocionales se mantengan vivos. La monotonía lleva a la aburrieron y de ahí al alejamiento, de eso no hay duda. Hace mucho que no visitaba la ciudad de Tijuana, tres años para ser exacto. El fin de semana pasado me di una vuelta por aquella ciudad fronteriza y en mi recorrido noté que el amor por los Xolos se ha esfumado. Recuerdo que cuando ascendió a la Primera División, el equipo de futbol se tornó en el eje central de la sociedad tijuanense que estaba sedienta de experimentar situaciones positivas. En esa época, los colores rojinegros tapizaban cada una de las esquinas de Tijuana. Toldos con la figura del perro azteca que es la mascota del club adornaban muchos de los negocios de la ciudad. Anuncios espectaculares en las avenidas principales alentaban al equipo a ganar y a los aficionados a asistir al Estadio Caliente. Muestras de amor, pasión y devoción por los Xolos se veían por toda la ciudad, pero de eso ya no queda nada. Los cambios constantes de entrenadores y la salida permanente de jugadores han hecho que el equipo haya perdido identidad y que los residentes de Tijuana ya no lo reconozcan como símbolo de unidad. Los Xolos no solo han perdido calidad dentro de la cancha sino que han dejado que el idilio con sus aficionados haya fenecido. En Tijuana ya no se habla de los Xolos, ya no se siente el orgullo de tener en casa un equipo de Primera División. Tras el campeonato obtenido en 2013, el club cayó en un conformismo que con el tiempo se transformó en apatía. El equipo ya no emociona, ya no ofrece espectáculo, ya no gana, ya no ilusiona. La directiva del cuadro rojinegro ha equivocado el camino al darle más prioridad a las transacciones financieras que al aspecto deportivo. Cuando un jugador comienza a descollar, los dueños de los Xolos ponen a ese elemento en la vitrina para promocionar su venta inmediata. La directiva del club nunca ha pensado en conservar a aquellos futbolistas que le pueden dar brillo, triunfos y campeonatos a Tijuana. La buena época del equipo fue precisamente cuando los propietarios respetaron al núcleo de jugadores que con su gallardía enamoró a propios y extraños. El día de hoy, el equipo de Tijuana se ha convertido en puerto de llegada de mercenarios que no llevan en las venas y el corazón los colores del equipo. El amor entre la ciudad de Tijuana y los Xolos ha muerto, y generalmente, los amores muertos no vuelven a florecer.

Following the Council decision, the City Attorney’s Office will now begin working with the State Attorney General and the Regional Water Quality Control Board to prepare for trial. Le dieron su tienda de campaña y se quedó con otras 200 personas más en iguales circunstancias en el parque, apenas a 150 metros del muro fronterizo que separa a Tijuana de San Diego. Es uno de los domicilios donde ha vivido más tiempo. Por ahora Juan recurre al Seguro Popular, un sistema de salud para todas las personas que lo necesiten, sin distinción, con solo residir en la ciudad. Su sueño ahora es tener todos sus documentos como mexicano, y hacer un examen
de manejo con un camión comercial. “Tengo 32 años y puedo todavía hacer una carrera en algo como eso, que me gustaría”, platicó. Juan tiene muy poca ropa y menos pertenencias; todo lo suyo cabe en una mochila. Lo que ha dejado en el camino son algunos recuerdos y expectativas. “Me habría gustado que algunos de mis amigos vinieran a verme alguna vez, pero no los culpo, no es fácil andar en Tijuana si no la conoces y ni yo sé dónde voy a estar mañana o pasado”. Lo que sí recuerda son las cosas que le gustaban, como ir a comer burritos o flautas en Pancho's Mexican Grill cada vez que tenía oportunidad. “Oh, man; es que cocinan rico y las salsas están bien buenas”. En confianza, dijo que ya que ve difícil que pueda regresar a California y prefiere hacer planes para abandonar un día las calles y el parque, hacerse de un departamento, comprar algunos muebles. “También quiero hablar mejor en español; todavía se me hace difícil explicar mis sentimientos a una muchacha”.
