Critican a Trump Sobre 'Emergencia'

A
s President Trump declares a national emergency at the border, calling it an “invasion,” and “a major entry point for criminals, and illicit drugs,” Texas Republican Senator Ted Cruz is pushing the idea of taking money from convicted Mexican drug lord Joaquin “El Chapo” Guzmán Loera for the construction of the controversial border wall. Senator Cruz reintroduced his “El Chapo Act” last month. It was originally introduced in 2017. The bill, formally called The Ensuring Lawful Collection of Hidden Assets to Provide Order (EL CHAPO) Act, would direct the federal government to use El Chapo’s drug fortune and the fortunes of other drug smugglers to secure the U.S./Mexico border and invest in a border wall and other enforcement programs. Guzmán, the leader of the violent Sinaloa drug cartel and considered Mexico’s most notorious drug lord, was convicted earlier this month by a New York jury for multiple crimes related to international cocaine drug distribution and other charges. The proposed bill is the “solution”

Oceanside City Councilmember Esther Sanchez was inspired by her parents to start helping other Latinos in the community. Today, as a candidate for re-election, Sanchez is looking to keep improving Oceanside. Sanchez, who was born and raised in Oceanside, was elected to the Oceanside City Council in 2000. Sanchez won her first run for local office and has held her seat to this day. “My parents had a very strong work ethic. Growing up during the depression, they wanted a better life for their children,” Sanchez said in an interview with La Prensa this week. “My dad worked on base as a warehouseman at Area 2200 for 35 years. He never missed a day of work. My parents were also very much involved in the community and in the church,” she added. Sanchez even recalls her mother being homeless for a short time when she was a child. Esther confessed to La Prensa San Diego that her mother’s perseverance motivated her to strive for more in her career. “I remember my mom working in the tomato and flower fields, the PROFILE ON PAGE 7

l supermercado Zion Market en la zona de Clairemont Mesa trata de recuperarse tras perder una considerable parte de su personal en una redada de migración la semana pasada. “Conservamos a nuestros clientes, pero (con poco personal) tratamos de proporcionar un buen servicio”, declaró el administrador del supermarcado, Yongho Jun, antes de disculparse por no poder hablar más con La Prensa San Diego. El negocio está a la espera de que las autoridades federales informen qué es lo que ahora va a proceder luego de que en la redada se llevaron a 26 trabajadores indocumentados. Oficiales de las oficinas de Control de Inmigración y Aduanas (ICE) y de Investigaciones de Seguridad Nacional (HSI) irrumpieron apertrechados en el negocio que es también restaurante en busca de trabajadores indocumentados.
El operativo inició en horas de la mañana. Un cliente informó que los agentes habían sacado a los empleados de un cuarto en que trataron de esconderse y los tenían hincados con las manos a la nuca. Durante horas que duró la redada, los oficiales impidieron que clientes ingresaran al supermercado especializado en productos y comida coreanos. Usaron vehículos tipo SUV nuevos sin marcas y con matrículas regulares para la operación. Con los autos demarcaron un perímetro que luego acordonaron frente a la entrada principal del
supermercado. El jefe de HSI en San Diego, David Shaw, evitó calificar de redada la operación. Dijo que fue una acción conjunta para aplicar “control para garantizar que los patrones contraten personas que se encuentran legalmente en el país y tienen permiso para trabajar”. Según Shaw, los trabajadores detenidos temporalmente habrían ingresado al país mediante “tráfico de personas”. “Nosotros tenemos que saber quiénes se encuentran en el país y qué hacen”, declaró. El funcionario mencionó que el
establecimiento podría enfrentar multas “como sanción por contratar trabajadores no autorizados”. La portavoz de ICE, Lauren Mack, confirmó que en el operativo hubo 26 detenidos y que la mayoría salió más tarde en libertad condicional con la orden de presentarse posteriormente ante una corte de migración en San Diego. Uno de los empleados detenidos dijo a condición de anonimato a una televisora que tres de los migrantes fueron retenidos por antecedentes, pero no tenía más información. La redada habría sucedido sin que el público supiera, pero miembro de la Red de Respuesta Rápida San Diego y del Comité de Servicios Amigos Americanos se presentaron rápidamente al lugar para documentar la operación en vivo mientras ocurría. Gracias a esos grupos se supo que inicialmente los oficiales interrogaron a unos 50 trabajadores del establecimiento. Stacey Abrams Aides Seek to Diversify Campaign Staffs BY MARK HEDIN
Had it not been for voter suppression, two veterans of her campaign believe, Stacey Abrams would now be the first African American woman elected state governor in the United States. While Abrams’ official Democratic Party rebuttal to the president’s State of the Union address was being broadcast nationwide, the two Abrams campaign directors were visiting California, looking for young people of color to help in future election efforts. Given how diverse the country has become, communities of color need to not only field their own
candidates, but become active in running campaigns, too. With their Blue Institute, Ashley Robinson, 29, and Genny Castillo, 32, are hoping to fast-track peers into political careers. Since 2015, while remaining part of Abrams’ staff, Robinson and Castillo have also paved the way in the South through Blue Institute’s training programs in how to successfully organize and conduct political campaigns. In Robinson’s version of Blue Institute’s origin story, she says, “Our candidates and our communities were getting browner, but their staff was staying very white.” When she brought her concerns about this to Abrams’ attention, her boss’
response was: “Yeah, well, you should do something about it!” “That’s what she always says,” Robinson said. Thus, Blue Institute was born. On Feb. 9, at the invitation of the Bay Area organization Democracy Labs, Castillo and Robinson offered a daylong demonstration of their work and the theories behind it for alumni of Year Up, a national program that provides basic skills training, primarily to people of color age 18-22. Keeping up with a changing electorate BLUE (BLUE is an acronym for Build Lead Uplift Empower) Institute leads weeklong boot camps
and condensed weekend training seminars aimed at getting ethnic communities involved in politics. The training includes introductions to policy areas in education, immigration, labor, incarceration and housing. “The electorate has changed. In the past 50 years, 59 million immigrants have arrived. Nineteen percent of the U.S. population is foreign born, with Asians now outpacing Latinos,” Castillo said. And all across the South and Southwest, states are well on their way to becoming majority-minority, if they haven’t already. In terms of eligible voters, California’s been CAMPAIGN STAFFS ON PAGE 7

There were more than 7,000 emergency room visits and a record number of opioid overdose deaths — nearly 450 — in 2017, according to the County of San Diego. To combat this epidemic, UC San Diego Health is among 31 health facilities selected from across the state to participate in the California Bridge Program, an accelerated, 18-month training program for health care providers to enhance access to around-the-clock treatment for patients with opioid use disorder. The program, facilitated by the Public Health Institute’s ED-Bridge program, provides chosen sites with funding, training and technical assistance to improve and increase access to treatment of acute symptoms, initiation of long-term mediation and referrals to outpatient clinics. There are three types of sites in the California Bridge program: Star Sites, centers of excellence for initiating treatment of substance use disorders from anywhere in the hospital; Rural Bridge Sites, where treatment will begin primarily in the emergency department with the support of substance use navigators; and Bridge Clinics, “low-threshold’ follow-up clinics that patients can visit after starting treatment in a hospital setting. UC San Diego Health was selected as a Star Site, one of 16 in the state. “Historically, we could only treat the symptoms of withdrawal or overdose when patients with opioid use disorder presented. We did not have the resources or medications necessary to prevent patients from going out, using again and coming back to the emergency department with an overdose,” said Daniel Lasoff, MD, emergency physician at UC San Diego Health. “This grant allows for additional staff and education to recognize substance abuse as a treatable disease and give OPIOID ON PAGE 11

The 1st Protects Discussing the 25th
he former acting director of the FBI admitted last week that he and other top government officials openly discussed the possibility of removing Donald Trump from the presidency. The revelations about top federal law enforcement officials discussing the removal of the President shocked many people, and drew harsh reactions from Trump’s supporters, including several Fox News personalities. Donald Trump himself called the news “treasonous”, “illegal”, and he retweeted a Fox & Friends commentator that called it “an illegal coup attempt on the President of the United States.” Andrew McCabe, the former FBI Director that made the disclosure, asserts that he was concerned that Trump was operating under the control and direction of Russia’s Vladimir Putin. Trump’s disregard for US intelligence assessments and his seemingly blind allegiance to Putin concerned the FBI’s counterintelligence officials. McCabe launched an investigation into Trump after meeting with him just days after Trump fired FBI Director James Comey. As unusual as this entire story may seem, it’s actually not as scandalous as Trump and Fox News want to make it seem. First, some definitions. A “coup” is a sudden, violent, and illegal seizure of power from a government, usually accomplished by military force. “Treason” is the crime of betraying one's country, especially by attempting to kill the sovereign or overthrow the government, and in the US, is defined in law as “levying war against [the US]” or in giving aid and comfort to enemies of the US in time of war.
And “illegal” is something clearly in violation of a law. Taking Mr. McCabe at his word, the most senior FBI agent at the time believed that the President of the United States was acting in a way that led McCabe to believe the President was comprised by a foreign country. He immediately suggested initiating an investigation. McCabe then discussed his concerns with other law enforcement officials, including Deputy Attorney General Rob Rosenstein, who would later oversee Special Counsel Robert Mueller’s investigation into Russia’s meddling in the 2016 elections. And before he launched the probe, McCabe ran it by the “Gang of Eight”, a bipartisan group of Congressional leaders that included Republican Speaker of the House Paul Ryan, Republican Senate Majority Leader Mitch McConnell, and Democrats Nancy Pelosi and Chuck Shumer. None of them objected to McCabe’s plan. McCabe also admitted that the investigators and Rosenstein discussed which members of the President’s Cabinet might have agreed with them that Trump was compromised. What McCabe and the others didn’t do, however, was advocate for a violent act against the President. Instead, the openly discussed using the protections of the very Constitution they had all sworn to uphold. The 25th Amendment, passed by Congress in 1965 and finally ratified by the states in 1967, created a mechanism for removing or replacing the President or Vice-President. Before 1967, the Constitution was vague on how to deal with a vacancy of the President and VP, and offered no process for dealing with a President that became unable, or unfit, to serve.
The 25th not only deals with vacancies created if the President is impeached, dies, or resigns, but also created a process where a President can be declared “unable to discharge the powers and duties of his office”. Under the 25th, the Vice-President and a majority of the Cabinet can submit a letter to Congress expressing their belief that the President is unable to exercise his powers, and the VP would immediately become the acting President. If the President disagrees and sends a letter to Congress challenging the action he would be reinstated as President unless two-thirds of the House of Representatives were to vote to remove him. That’s the law of the land, as they say. What McCabe and others did was to openly discuss their concerns and the possibility that a function of the Constitution might have been needed to protect the country from what they viewed as a President unable or unfit to serve. It was McCabe’s freedom of speech protected by the 1st Amendment that allowed him to even contemplate invoking the 25th Amendment. It was the power and protections of the same document that allowed both things to be possible. Donald Trump’s reaction to McCabe’s admission was predictable. Trump uses inflammatory statements to exaggerate his point and discredit critics, be they reporters, politicians, or career law enforcement officials. Sure, Trump must have been upset when he heard that the highest ranking FBI agent suspected he was acting as a Russian agent. He must have wanted to fire anyone even remotely connected with such conversations, and that’s his prerogative. (He did eventually fire McCabe one day before he

President Trump Faces Backlash Over Border Emergency Declaration BY MARIELENA CASTELLANOS
The war between California and President Trump went one step further this week when California and 15 other states filed a lawsuit against President Trump’s national emergency declaration to build a wall along the U.S. border with Mexico. California’s Attorney General Xavier Becerra released a statement calling the emergency, “fabricated, unconstitutional, and otherwise unlawful.” "President Trump treats the rule of law with utter contempt. He knows there is no border crisis, he knows his emergency declaration is unwarranted, and he admits that he will likely lose this case in court," said Attorney General Becerra. Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, and Virginia also joined the lawsuit. President Trump declared the national emergency, saying there was a “crisis on our southern border,” shortly after losing the fight to get funding for his long promised border wall by signing a deal to avoid a second government shutdown. It included just $1.4 billion to construct new bollard fencing on 55 miles of the U.S.-Mexico
border and was a lot less than the $5.7 billion he demanded for the wall. With no authority or funding to construct a wall, declaring a national emergency allows the president to use billions of federal dollars already marked for other programs to be used to build his long-desired border wall, without getting the required approval of Congress. CBS News reports experts worry about whether a president can have such a broad use of power. There’s also fear it could set a dangerous precedent for future presidents. “A big majority of the drugs, the big drug lords don’t go through ports of entry,” Trump said during his remarks declaring the national emergency. However, the National Drug Threat Assessment report from last year put out by the U.S. Department of Justice said the most common method of transporting drugs into the U.S. is through the Ports of Entry along the border, in subterranean tunnels, on commercial cargo trains, and even through ultralight aircrafts and unmanned aerial systems and drones. The report also said with regards to Mexican transnational criminal organizations, related acts of violence do occur in the U.S. and along the border, but they are less
frequent and mostly associated with ‘trafficker on trafficker’ incidents. “If we had a wall, we don’t need the military because we’d have a wall,” the president also said. But in San Diego, military personnel along with military helicopters were present when the recent migrant caravan arrived, even though there are already several layers of a border fence in place in the San Ysidro region. “We’re talking about an invasion of our country with drugs, with human traffickers,” Trump also said, but a recent report exploring the relationship between human trafficking and the border from the San Diego Union Tribune found several studies which show the majority of victims are born in the United States. President Trump was also criticized for saying that he, “didn’t need to do this,” which some viewed as contradicting himself and weakening his argument in support of the national emergency declaration. Disapproval to build a wall along the border is high, according to a poll out this week from the PBS NewsHour, NPR and Marist, with 61 percent of Americans saying they don’t approve of President Trump’s national emergency

But, Trump has again resorted to words that more resemble a thirdworld dictatorship and not the oldest democratic society on Earth. McCabe didn’t advocate open rebellion against the United States, or called for assassinating Trump. McCabe did what he was trained to do; access a situation and initiate a legal investigation to get to the truth. Merely discussing the use of the 25th Amendment is not treason, a coup, or illegal. It’s a protection passed by Congress, ratified by the states, and now enshrined in the Constitution right along with the freedom to keep and bear arms, freedom of the press, and speech. As much as any President may not like it, the Constitution protects us from an oppressive government, and offers us a way to lawfully and peacefully protect ourselves from a President that may not be able or fit to serve. The 1st Amendment protects the right to consider the 25th Amendment, because without it, it could lead to using the protections of the 2nd Amendment in armed conflict or uprising. McCabe and others should not be condemned for having discussing the 25th Amendment. They did what we all should do: question authority in peaceful and legal ways that best advance the principles of the Declaration of Independence and protections of the Constitution. Anything less would be to abandon the ideals of our free democracy, of a people that choses its government, not merely accepts one forced upon us.

Aunque no causó fatalidades, las lluvias de esta semana dejaron de manifiesto la vulnerabilidad de Tijuana ante potenciales tormentas. Hubo 14 derrumbes, 10 inundaciones, 11 postes del tendido eléctrico caídos, cinco bardas y 16 árboles caídos. Ademan, los bomberos atendieron 54 reportes, entre ellos tres rescates. Hubo quienes tomaron la situación con buen ánimo y salieron a pasear en canoas, literalmente. Otros prefirieron buscar refugio antes que continuar en las calles. Por lo menos una docena de bardas colapsó y aunque se contaron vehículos aplastados con algunos de los muros, la dirección de Protección Civil no reportó personas lastimadas en esos sitios. También cayeron dos anuncios espectaculares a las calles pero sin averiar vehículos. Se coordinaron bomberos, oficiales de protección civil, policías municipales y cuadrillas de trabajadores de obras públicas. Luego se sumaron cuadrillas de empleados electricistas, pues en algunos sectores, como en la Colonia Cacho, la tormenta provocó apagones desde que comenzó a sentirse en los tejados. La Comisión Federal de Electricidad (CFE) informó que atendió 14 reportes sectoriales de apagones durante la tormenta. Se registraron varios encharcamientos hasta de un metro de profundidad en Otay, la zona del Boulevard Insurgentes, y en la confluencia de la Calle Segunda para ingresar a la Vía Rápida, además de zonas que comúnmente se inundan como la avenida Internacional cerca de la Calle Ocampo. Los rescates reportados fueron de dos mujeres a quienes el agua inundó su vivienda y un anciano que camina con andadera y no tuvo tiempo de protegerse de la tormenta, que lo alcanzó al caminar por una calle. Las autoridades reportaron que en la mayoría de los encharcamientos de consideración incluyeron las basuras que la gente arroja en la calle.

Llueven Demandas Contra la Declaración de Emergencia del Presidente

Minutos después de que el presidente Donald Trump declaró una presunta emergencia nacional por crisis “de seguridad y humanitaria en la frontera”, el Estado de California anunció una demanda colectiva de varios estados;
apenas una hora después, la Unión Americana de Libertades Civiles (ACLU, por sus siglas en inglés) también advirtió que demandará. Desde entonces los avisos de demandas no han parado. El gobernador de California, Gavin Newsom, dijo que la declaración es “una
farsa política”, un “circo electoral” al que el presidente recurre para satisfacer su base de votantes, a un costo que tendrán que pagar todos los contribuyentes, especialmente en California. El procurador de California, Xavier Becerra, agregó que se trata “de una crisis fabricada en la frontera”, basada en
estadísticas amañadas, con las que el mandatario miente para conseguir fondos para el muro que prometió en su campaña electoral. “Nos veremos en las cortes”, dijo el procurador. California encabeza una demanda colectiva de estados que salen perjudicados porque el presidente con su declaración de emergencia toma fondos que estaban presupuestados para emergencias y construcciones militares. Por ejemplo, en California las pérdidas que causaron los incendios del año pasado, los mayores en la historia, alcanzan los 18 mil millones de dólares y la administración Trump no ha ayudado y ahora toma los recursos que podrían usarse en superar esos estragos, de acuerdo con el gobernador y el procurador. También dejarán de construirse viviendas accesibles para veteranos indigentes porque el dinero para esas obras ahora se
invertirá en el muro. Por ahora se han sumado a la demanda de California unos seis estados y podrían unirse hasta 15 entidades. Por su parte la ACLU en San Diego informó que “al declarar una falsa emergencia, el presidente Trump demuestra lo dispuesto que está a socavar la Constitución, y lo ansioso que está por escalar su ataque cruel, cínico y políticamente motivado contra las familias inmigrantes”. Aseveró que “Donald Trump y su administración han dejado en claro qué tan lejos están dispuestos a ir, cuántas barreras de la ley, normas democráticas y decencia humana están dispuestos a atravesar, solo para construir el muro en el centro de su ataque a los inmigrantes”. Vicky Gaubeca, la directora de la Coalición de Comunidades Fronterizas, dijo que millones de resi-
dentes en la región están hartos de las tergiversaciones de Trump al hablar de la frontera, una de las zonas más seguras en el país. “La única emergencia en la frontera se llama Donald Trump”, destacó la coordinadora. El presidente declaró la emergencia pese a que todas estadísticas, incluso del Departamento de Seguridad Interior contradicen sus argumentos para la declaración, tanto en drogas como en indocumentados. Hasta ahora se han entregado más de nueve mil migrantes de las caravanas para pedir asilo, y aunque la patrulla fronteriza los considera como arrestos de indocumentados, las detenciones permanecen como las más bajas sin repunte desde el 2013. El Puerto de Entrada de San Ysidro, el mayor cruce fronterizo entre San Diego y Tijuana y el más dinámico del mundo, alberga -como todos los puertos de su tipo- a oficiales de la oficina de Aduanas y Protección Fronteriza (CBP, por sus siglas en inglés). Pero este puerto en particular alberga también una peculiar oficina. Se trata de una representación del gobierno del país vecino: México. Desde 1997, México mantiene ahí una oficina, dependiente del Consulado
General de México en San Diego, que se distingue por su carácter estratégico y por su labor de asistencia y protección consular que vela por el respeto a los derechos de los connacionales en ese país y alcanza, se podría decir, una dimensión humanitaria. La oficina no descansa y abre sus puertas todos los días del año, de 7 a.m. a 3 p.m., y el resto del día se encuentra bajo guardia telefónica y con disponibilidad inmediata para actuar en caso de emergencias. Sus funciones son amplias y variadas, y han impactado la vida de millones de connacionales a lo largo de
sus años de operación. Todos los días se entrevista a un sinfín de menores de edad que por determinada situación se encuentra bajo resguardo de la autoridad estadounidense. La entrevista permite detectar casos en los que los padres no han sido hallados, y establecer contacto con familiares y/o autoridades de protección al menor de ambos lados de la frontera para asegurarse de que que los menores llegarán con bien a su destino. El impacto de esta labor es incuantificable, y permite la adecuada atención del grupo más vulnerable de mexicanos en situación de
riesgo: los menores de edad. La oficina también lleva a cabo decenas de visitas de reunificación familiar cada semana. Se trata de familias binacionales; es decir, niños mexicanos que por diversas razones están en Estados Unidos pasando por un proceso de ser reubicados con sus familias, o niños nacidos en Estados Unidos cuyos padres fueron deportados y/o que han sido separados de sus familiares. En buena parte de los casos, los parientes en México no cuentan con una visa, razón por la cual esta oficina constituye el sitio ideal para llevar a cabo dichas

entrevistas. Cabe destacar que en todos estos procesos se cuenta con la absoluta anuencia y colaboración de la autoridad estadounidense de CBP. Sí, una colaboración binacional ejemplar que antepone en todo momento el bienestar de las personas más vulnerables. Se realizan también repatriaciones de personas, y se supervisa el respeto de los derechos de los connacionales que se encuentran en ese proceso. La adecuada atención médica en caso de requerirse, la recuperación de pertenencias, y la repatriación segura y ordenada en horarios
que no pongan en riesgo la integridad de las personas más vulnerables; incluidos menores, mujeres, personas accidentadas o personas de la tercera edad. Recientemente, el apoyo de esta oficina fue crucial para el ingreso de donativos de Estados Unidos a México cuyo destino final era la caravana migrante. Senador Quiere que ‘El Chapo’ Pague el Muro Fronterizo

ientras el presidente Trump declaró una emergencia nacional en la frontera, calificándola como "invasión" y "un punto de entrada para delincuentes y drogas ilícitas", el senador republicano de Texas Ted Cruz está promoviendo la idea de tomar dinero del narcotraficante convicto Joaquín “El Chapo” Guzmán Loera para la construcción del polémico muro fronterizo. El senador Cruz introdujo de nueva cuenta la “Ley El Chapo" el mes pasado, la cual originalmente se introdujo en 2017. Cruz dijo que dirigiría al gobierno federal a utilizar la fortuna de drogas de El Chapo y las fortunas de otros narcotraficantes para asegurar La frontera entre México y Estados Unidos e invertir en un muro fronterizo y otros programas de cumplimiento. Guzmán, líder del violento Cártel de Sinaloa y considerado el narcotraficante más famoso de México, fue declarado culpable a principios de este mes por un jurado de Nueva York por múltiples delitos relacionados con la distribución de drogas, asesinatos y otros cargos. El proyecto de ley propuesto es la "solución" para la seguridad fronteriza, y también lo es el muro
fronterizo, dijo Cruz en un artículo de opinión reciente en el Washington Post. También continúa tuiteando que quiere $ 14 mil millones del capo de la droga mexicano, que es más alto que los $ 5.7 mil millones que Trump no pudo obtener del Congreso para el muro fronterizo. Técnicamente, la idea del senador es legal, pero también plantea dudas sobre su legitimidad y su eficacia. Actualmente, el dinero incautado en casos de tráfico de drogas se deposita en el llamado Fondo de Decomiso de Activos del Departamento de Justicia, y el dinero se utiliza de diferentes maneras, como el pago de capacitación policial, la actualización de vehículos, uniformes y otros equipos y, en algunos casos, para gastos tales como como horas extras. La Unión Americana de Libertades Civiles (ACLU, por sus siglas en inglés) ha dicho que la confiscación se presentó originalmente como una forma de paralizar empresas criminales a gran escala al desviar sus recursos. Pero hoy, con la ayuda de leyes federales y estatales profundamente defectuosas, muchos departamentos de policía utilizan el decomiso para beneficiar sus resultados, haciendo incautaciones motivadas por ganancias en lugar de luchar
contra el crimen. W.F. Strong, residente de 30 años del Valle del Río Grande en Texas y profesor de comunicación en la Universidad del Valle del Río Grande de Texas en Brownsville, dijo en una reciente entrevista publicada en el New York Times que el dinero de las drogas era el "WD-40” de su comunidad. "Es el aceite el que hace que la maquinaria funcione, en todo tipo de formas que no entendemos completamente", afirmó. Varios estudios e información, varios del propio gobierno federal, también ponen en duda la efectividad del muro fronterizo para proteger la frontera y detener el flujo de drogas. El año pasado, el Departamento de Justicia de los Estados Unidos emitió un informe que decía que el método más común para transportar drogas al país es a través de los puertos de entrada. El juicio de Guzmán mismo reveló que su cartel trajo drogas a través de la frontera ilegalmente con autos, trenes, aviones, túneles, barcos e incluso submarinos. Un testigo describió que latas de jalapeños estaban llenas de cocaína, luego se escondían en remolques de tractores y salían con éxito a través de los puertos. Las sobredosis de drogas mataron a 63,632 estadounidenses en 2016, de acuerdo con los Centros para el Control y la
Prevención de Enfermedades y cerca de 200 personas murieron a causa de las sobredosis todos los días en 2017. El costo del abuso de sustancias en los Estados Unidos es de más de $ 600 mil millones anuales, según el Instituto Nacional sobre el Abuso de Drogas. A la luz de esas cifras, el senador Cruz y el presidente Trump están enfocados en gastar miles de millones en un muro. El año pasado, un informe de la organización sin fines de lucro Center for American Progress, encontró que desde 1971, la guerra contra las drogas le ha costado a los Estados Unidos un estimado de mil millones de dólares. También dijo que la guerra contra las drogas es un fracaso y debe ser reemplazada por un modelo más justo y efectivo que trata el abuso de sustancias como un problema de salud pública y no como un problema de justicia penal. La agencia de noticias internacional Reuters también informó recientemente que Stef Cassella, un ex funcionario del Departamento de Justicia, dijo que el lobby de la ley, que tiene una gran influencia en el Capitolio, probablemente no apoyará el proyecto de ley de Cruz. "Esto nunca va a parar, ni el narcotráfico ni los ilegales", dice. “Habrá más túneles. Más agujeros. Si no se pasa por arriba, se pasará por abajo".
La Relación de la Diabetes con el Alzheimer POR CARLOS CRUZ
El problema de la diabetes en los Estados Unidos es muy importante dado a que las cifras estadísticas son verdaderamente preocupantes. De acuerdo a los reportes del Centro de Control y Prevención de Enfermedades (CDC, por sus siglas en inglés) de los Estados Unidos la situación es la siguiente: 30.3 millones de personas en los Estados Unidos padece de diabetes, lo cual representa el 9.4 por ciento de la población. 1.25 millones de este universo son niños. 12 millones de estos pacientes tienen 65 o más años. El 12.1 por ciento de la población es de origen hispano o latino. Los gastos por casos nuevos anuales se estiman en 1.25 millones. Los gastos anuales por tratar a pacientes diabéticos se estiman en 13,700 dólares.
Pero el problema de la diabetes no es sólo la enfermedad como tal, sino que además de las consecuencias tradicionales que se conocen como son las afecciones a la visión (retinopatía), a los riñones (nefropatía), al corazón (Coronariopatía) y los nervios periféricos (Neuropatía) también hay un factor asociado que la enfermedad del Alzheimer, ya que los estudios han demostrado que existe una relación entre la Diabetes Tipo II y el Alzheimer. Es decir que los pacientes diabéticos tipo II tienen mayor probabilidad de padecer de Alzheimer. En un estudio reciente realizado en Joslin Diabetes Center, afiliado a Harvard Medical School en Boston, MA. Han demostrado que existe un vínculo entre los receptores de la insulina y la alteración de la función cognitiva, estado de ánimo y metabolismo que se presenta en el Alzheimer. Este trabajo reviste de mucha
importancia ya que hay otro trabajo realizado por Vahram Haroutunian, profesor de psiquiatría y neurociencia del Icahn School of Medicine at Mount Sinai en Nueva York, revelan que los pacientes con Alzheimer y que reciben tratamiento para la diabetes ya que tienen un efecto protector en el cerebro con lo cual puede haber un cambio en el futuro del tratamiento de ésta enfermedad con la administración de estos fármacos. Sin duda alguna estas son buenas noticias ya que si tomamos en cuenta que en USA hay 16.1 millones de pacientes con Alzheimer y que los gastos de por ésta enfermedad es de 7.9 mil millones de dólares en gastos médicos y atención; definitivamente todo lo que vaya en pro de tratar de resolver ésta enfermedad son muy importantes. Como herramienta de trabajo y mensaje para todo nuestro público

Esther Sánchez TRABAJANDO POR OCEANSIDE

Esther Sánchez, miembro del Concilio de la Ciudad de Oceanside, cuenta que sus padres fueron su inspiración para ayudar a otros latinos en su comunidad. Ahora, como candidata para la reelección, busca construir una mejor ciudad. Sánchez, quien nació y creció en Oceanside, fue elegida para el puesto en el concilio local en el 2000. Ella ganó su primera campaña para un puesto público, y ha mantenido ese lugar hasta el dia de hoy. “Mis padres tuvieron una gran ética laboral. Al crecer durante la depresión, ellos querían una mejor vida para sus hijos. Yo recuerdo a mi madre que trabajaba en los campos de tomates y flores, en la fábrica de enlatados, y en Reeves Rubber en San Clemente. Ella trabajó horarios de 4 de la tarde a media noche para que por lo menos un adulto estuviera con sus hijos en cualquier momento. Ella trabajó en una planta de goma por 27 años hasta que cerró”, dijo Sánchez. “Mi padre trabajó como almacenista en el Área 2200 por 35 años. Él nunca faltó ni un sólo día a trabajar. Mis padres también estuvieron muy involucrados en la comunidad y la iglesia”. Sánchez también guarda en su memoria que su madre estuvo sin hogar por un tiempo cuando era pequeña. Esther confesó a La Prensa San Diego que la perseverancia de su madre la motivó a esforzarse. Su padre también tuvo un rol importante en su motivación para superarse y ayudar a otros, ya que él, con tan sólo estudios de primaria, se involucró arduamente en la comunidad. Esther Sánchez estudió en la Escuela Primaria Laurel, la Secundaria Jefferson, y la Preparatoria de Oceanside, de donde se graduó en 1974. Ella recibió una beca para estudiar en la Universidad Brown, en donde obtuvo su licenciatura en Estudios Urbanos. Sánchez luego estudió en la Escuela de Leyes Hastings de la Universidad de California en San Francisco, en donde obtuvo un doctorado en leyes, luego de aprobar el examen de la Barra de California en su primer intento. Ella ha trabajado como abogada aproximadamente 22 años, en el sector público y privado. Su servicio para la comunidad empezó cuando estaba en la Universidad de Brown, ya que trabajó para un movimiento en la costa este de United Farm Workers. Luego de graduarse de la Escuela de Leyes Hastings, Sánchez decidió regresar a su ciudad natal de Oceanside. Al regresar a Oceanside, ella obtuvo un trabajo movilizando a la comunidad para que pudiera votar y luchar por la protección de sus derechos humanos; esto la motivó a iniciar su carrera como defensora pública.

Abrirán la Quinta Casa de la Cultura en el Cerro Colorado de Tijuana POR PACO ZAVALA
La ciudad Tijuana de crece todos los días y sus necesidades van a la par. La sociedad tijuanense necesita espacios libres para el solaz esparcimiento de la familia, de los niños y de los jóvenes. Por esta razón se abrirá próximamente la quinta Casa de Cultura de Tijuana en el área del Cerro Colorado, al este de la ciudad. El ayuntamiento ya cuenta con el predio en el que se establecerá la institución, localizado en la frontera de las delegaciones del Cerro Colorado y La Presa, al final de la Calle Francisco Javier Mina en la colonia Paseo del Guaycura. La construcción del
inmueble ya comenzó el pasado 12 de febrero con la participación del alcalde de Tijuana, Juan Manuel Gastélum Buenrostro, quien se comprometió con los vecinos a incluir actividades vinculadas con la práctica del danzón en la programación de esta Casa Cultural. Además, un grupo de jóvenes de la Secundaria Técnica 33 tomaron un taller con el artista plástico Garzón Masavó y el resultado de este taller se manifestó en la realización de dos murales, en una de las instalaciones existentes en el predio de referencia. Ahora bien, la apertura de la programación de cursos talleres y actividades culturales de esta Casa
Cultural de Tijuana, misma que se establecerá en el área de Cerro Colorado, como ya se refirió. Para instaurar los programas de trabajo, se escuchará a los residentes de la zona, lo que ellos necesiten y lo que ellos reclamen eso se les dará en el aspecto de requerimiento artístico y cultural, así lo hizo saber la Haydée Zavala Leyva, directora general del Instituto Municipal de Arte y Cultura (IMAC) de Tijuana. El costo económico de este proyecto suma aproximadamente más de 21 millones de pesos. La conclusión de la construcción del edificio o edificios se dará a conocer a su debido tiempo en fecha próxima.

He also continues to tweet he wants $14 billion from the Mexican drug kingpin, which is higher than the $5.7 billion Trump failed to get from Congress for the border wall. Technically the Senator’s idea is legal, but it also raises questions about its legitimacy and its effectiveness. Currently, money seized in drug trafficking cases is deposited into the Justice Department's so-called Assets Forfeiture Fund, and the money is used in different ways including paying for police training, updating vehicles, uniforms, and other equipment, and in some cases for expenses such as overtime. The American Civil Liberties Union (ACLU) has said forfeiture was originally presented as a way to cripple large scale criminal enterprises by diverting their

The costs of substance abuse in the U.S. is over $600 billion annually, according the National Institute on Drug Abuse. In light of those figures, Senator Cruz and President
Trump remain focused on spending billions for a wall as the answer. Last year, a report from the nonprofit the Center for American Progress found since 1971, the war on drugs has cost the United States an estimated $1 trillion. It also said the war on drugs is a failure and should be replaced with a fairer, more effective model that treats substance misuse as a public health issue and not a criminal justice issue. Equipping a diversified team But young adults from communities where families are struggling just to pay their bills can’t afford to do the volunteer or canvassing work in politics that would give them the training and experience to make them more likely to ultimately be hired for campaign leadership roles. “Without those skills, you’re never going to get chosen,” Puri said. So, campaigns are disproportionately staffed by people from more privileged backgrounds, who may come up short in understanding the issues of communities different from their own. Blue Institute is working to change that. So is Christina Pelosi, daughter of Nancy Pelosi, who also made a presentation to the Year Up group, touting her new book “Campaign Boot Camp 2.0: A Seven-Step Guide to Winning” which she describes as “basic training for candidates, staffers, volunteers and nonprofits.”
Among its topics, which Pelosi briefly touched on, were “Define Your Message,” “Know Your Community,” “Build Your Leadership Team,” “Raise the Money,” “Connect with People” and “Mobilize to Win.” Getting involved Blue Institute’s presentation was vocationally oriented. Campaign work moves so fast that people don’t have time to train staff. “You’re flying the plane as you build it,” Robinson said. So resumes should emphasize any experience, however limited, that might apply to an aspect of campaign work — networking, fund-raising, managing people or projects. Castillo and Robinson described various roles that campaign staff play, distributed a brief assessment survey to help determine what tasks the participants might best be suited for, provided some tips on preparing for life on the road during a campaign and more. They also broke down the organization and method-
ology of governance, the role that government and voting plays in everyone’s daily lives and the process and timelines for crafting legislation. Robinson shared a perspective of communities as “a diverse web of gifts and assets” rather than “complex masses of needs and problems” and described the way a strategist might parse any given community – by its individuals, associations, institutions and physical assets. “The fortune is in the follow-up,” something Pelosi had emphasized too. “If they don’t answer your email, call. If they don’t respond to your call, show up. The same principle applies when building support for your candidate or cause.” “The power lies with us,” Robinson said, as the afternoon drew to a conclusion. Sanchez’s service in the community started while at Brown, when she started working for United Farm Workers’ East Coast movilization. After Brown, Sanchez went on to attend the University of California’s Hastings College of Law and received her Juris Doctorate before passing the California Bar exam on her first try. After graduating from Hastings College of Law, Sanchez decided to go back to her hometown of Oceanside. Back home, she landed a job that involved her in mobilizing the community so they would vote for the protection of their human rights; this motivated her to start her career as a public defender. She has now worked as an attorney for approximately 22 years, in both the public and private sector. “There has always been a
stronger voice inside me to be an advocate,” said Sanchez. “A lot of young people and people of color end up in the criminal justice system so I felt like it was an important place to be. I have always felt very inspired to defend the rights of the Latino community.” The struggles faced by the Latino community in Oceanside were also part of her inspiration to run for the city council. “We were having a really bad time in the neighborhood. There were violence, gangs, and the relationship between the police department and the community wasn’t good and I wanted to change that; that was the first thing I wanted to change,” said Sanchez about running for City Council back in 2000. “It has really been a great experience, nothing easy, we had a difficult time but Oceanside is the place
that my parents chose as a home, [it] was the place I decided to make better.” Sanchez has been an Oceanside City Council member for four terms, or 16 years. While holding her first two terms, she continued working as a public defender. In the summer of 2008, she retired from the Public Defender’s Office, after 20 years, to focus on fulfilling her City Council duties. Now, Sanchez is running for re-election to a fifth term. “I’m very concerned about too much density of housing where it is not right,” Sanchez explains. “There is a lot of pressure from developers, which ends up affecting the rest of the residents because the quality of life goes down. When we have more people, we end up having less services from the police, fire department, and things like that. I think we need to find a better balance,” Sanchez said.
Over-development would impact on City services, which are currently in good condition, according to the council member. “My main concern is making sure that we are able to provide enough of the city services like water; we are trying to provide our own water supply,” added Sanchez, who was also the first council member from Oceanside to ever serve on the State’s Coastal Commission. The economy is also one of Sanchez’s concerns. Sanchez plans to focus as a councilmember in helping create green industry jobs. “I want to bring Oceanside to the future, that we get rid off plastic bags, and that we can have economic sustainability while also being a green city,” Sanchez added.

Ahora, Sánchez está de nuevo como candidata para ser Regidora de Oceanside. “Estoy muy preocupada por la importante necesidad de vivienda. Hay mucha presión del sector de desarrollo que
termina afectando al resto de los residentes porque la calidad de vida es deficiente”, dijo Sánchez. “Cuando hay más demanda, los servicios de la ciudad se escasean y terminamos teniendo menos servicios de la policía, del departamento de bomberos. Necesitamos encontrar un balance”. El sobre desarrollo de vivienda puede tener un impacto en los servicios de la ciudad, que están actualmente en buenas condiciones, de acuerdo a la regidora. “Mi preocupación principal es el sobre desarrollo de
vivienda y asegurar que podamos proporcionar los servicios de la ciudad que son necesarios como el agua; estamos tratando de tener nuestro propio suministro de agua”, comentó Sánchez La economía local también es una de las preocupaciones de Sánchez, quien planea enfocarse en ayudar a la creación de empleos en la industria de la energía renovable. “Quiero llevar a Oceanside al futuro, y que tengamos una economía sustentable mientras tenemos una ciudad limpia”, agregó Sánchez.
LA NEGLIGENCIA POR FRANCISCO BARBOSA
Por su definición gramatical, la palabra negligencia significa “falta de cuidado, descuido”. Una conducta negligente implica riesgo para uno mismo, o para terceros, y se produce por omisión de cálculo de las consecuencias previsibles y posibles de la acción. Por su parte, la negligencia administrativa es una omisión que recae sobre un servidor público por no cumplir cabalmente con la Constitución, la Ley y sus funciones y de la cual debe dar cuenta ante la autoridad judicial. La historia del país está llena de capítulos de negligencias administrativas impunes. En todos los sexenios podemos encontrar ejemplos puntuales. Es un ejercicio poco constructivo traer a la memoria esos eventos que dejan mal sabor de boca o sentimientos de enojo y dolor. Sólo para refrescar la memoria reciente, el evento de la Guardería ABC, en donde murieron niños que no pudieron ser rescatados por falta de recursos mínimos como extinguidores suficientes, falta de protocolos de emergencia y la criminal conducta de funcionarios de alto nivel que ordenaron almacenar en un local contiguo toneladas de papel que contenía información incriminatoria, y el mayor enojo es que solo fueron llevados a la justicia funcionarios menores; los grandes responsables siguen en libertad gozando de prebendas y riquezas mal habidas. Otro caso que conlleva una cicatriz social, es el que resultó del temblor de 19 de septiembre de 2017, cuando colapsó una escuela en la que también perdieron la vida muchos menores de edad al verse atrapados entre los escombros de un edificio escolar que no contaba con licencias de construcción y en las que la dueña del predio había construido irregularmente su residencia. La persona responsable se encuentra huida desde entonces y ninguna autoridad ha sido debidamente sancionada, entre las que sobresale la propia nueva jefa de gobierno de la Ciudad de México. Remató con el caso del socavón de la Carretera México-Cuernavaca, en la que derivado de la pésima y costosa construcción de una carretera de cuota, dos personas fallecieron en las peores condiciones tras una agonía interminable. El responsable superior de la obra, el Secretario de Comunicaciones y Transportes, sobre el que pesan innumerables sospechas y acusaciones de actos de corrupción, fue protegido por el mismo ex presidente de México Enrique Peña Nieto, quien ordenó que las actuaciones de las autoridades no recayeran en el inepto y cínico funcionario ni en sus colaboradores cercanos. La lista es interminable Con el cambio de gobierno federal, y tras una contienda electoral en donde la ciudadanía expresó su tajante rechazo a las prácticas de corrupción, impunidad y negligencia administrativa, en pocos días los nuevos funcionarios han desperdiciado el bono democrático traicionando la confianza en ellos

Los Padres de San Diego hicieron historia y sacudieron al mundo de las Grandes Ligas. Eso es algo que muy pocas veces se pude decir de una franquicia donde las buenas noticias no suelen abundar. El contrato de 300 millones de dólares por 10 temporadas que la organización sandieguina le otorgó a Manny Machado es el contrato más grande que algún agente libre haya recibido en las Mayores. El convenio de Machado es el segundo más grande en la historia del béisbol, solo por
detrás del que Giancarlo Stanton firmó en 2015 con los Marlins de Miami y el cual le reportó al pelotero 325 millones de dólares por 13 temporadas. Entre agentes libres, Machado eclipsó el contrato de Alex Rodríguez de 275 millones por 10 años con los Yanquis de Nueva York en 2008. A sus 26 años de edad, Machado es considerado uno de los mejores y más completos peloteros de las Grandes Ligas. A la defensiva tiene un guante privilegiado cubriendo las paradas cortas y con el bat ha conseguido grandes
marcas en sus seis temporadas dentro de las Grandes Ligas. Machado llega a los Padres con 175 cuadrangulares conectados, 513 carreras producidas y un promedio de bateo de .282. El pelotero nacido en Miami inició su carrera profesional con los Orioles de Baltimore y la temporada pasada la terminó jugando para los Dodgers de Los Ángeles. Machado se une a un equipo de San Diego que tienen grandes prospectos en Fernando Tatis Jr. y el mexicano Luis Urias. Aunado a los jóvenes
peloteros, Machado encontrará en los Padres a jugadores veteranos de calidad como lo es el caso de Eric Hosmer y Wil Myers. “Caramba, están armando un gran equipo”, dijo el mánager de los medias Rojas de Boston, Alex Cora, al enterarse de la llegada de Machado a los Padres. “Tienen un muy núcleo de jugadores que los puede llevar muy lejos”, dijo el piloto del actual campeón de las Grandes Ligas. Los Padres no han tenido un jugador de campo representándolos en el Juego de Estrellas desde que Tony Gwyyn lo hizo en 1998.

Una racha de tres partidos sin perder ya metió a los Xolos de Tijuana a la pelea por obtener un puesto en la Liguilla del Torneo Clausura 2019. La escuadra fronteriza suma dos triunfos y un empate en sus últimos encuentros y el sábado buscará alargar la cadena de resultados positivos en su visita a la cancha del Necaxa. Los Xolos suman 10 puntos en la clasificación y eso los tienen colocados en el octavo puesto de la tabla general. Un triunfo en Aguascalientes le representaría a los perros aztecas permanecer dentro del grupo de ocho equipos que buscan llegar a la fase decisiva del campeonato. “Estamos obteniendo la identidad que buscamos con el equipo”, dijo el técnico de los Xolos, Óscar Pareja. “Los resultados que hemos obtenido en nuestros últimos juegos nos dan la confianza y el optimismo que
necesitamos para seguir adelante”, comentó el estratega colombiano. La aduana del estadio del Necaxa no será sencilla de librar para los Xolos. El equipo de los Rayos es quinto lugar de la clasificación al sumar 11 puntos y permanecer invicto en su casa. Necaxa tienen un juego pendiente en el calendario ya que el encuentro de la primera jornada ante las Águilas del América fue aplazado para el mes de marzo. Los Xolos suelen tener problemas para sacar buenos resultados en tierras hidrocálidas toda vez que en siete visitas ha cosechado tres derrotas, dos triunfos y la misma cantidad de empates. La última vez que el equipo de Tijuana pudo sacar un triunfo de Aguascalientes fue en 2015 al ganar por marcador de 4-3 un duelo correspondiente al torneo de Copa. Los Padres no han tenido un pelotero en nueve años que conecte más de 32 cuadrangulares. Los Padres no han tenido un jugador que haya recibido un voto como Jugador Más Valioso en la Liga Nacional en los últimos seis anos. Los Padres no han llegado a los playoffs en 12 temporadas. Los Padre han sufrido ocho temporadas consecutivas sumando más derrotas que victorias. Many Machado puede ser la figura que acabe con todo esas penurias y cambie de una vez por todas la historia de un club que busca ser relevante en las Grands Ligas.
Mi primer contacto con él fue en 1999 y desde entonces supe que alcanzaría alturas insospechadas. Han pasado 20 años desde que un periódico de Tijuana me encomendó la tarea de cubrir los juegos de los Padres de San Diego. Conforme me fui adentrando en el equipo y fui conociendo de cerca la personalidad de cada uno de los peloteros, me di cuenta de que la figura más importante en el club era su mánager. Bruce Bochy era la persona que con su sapiencia y buen trato hacía que los jugadores de los Padres pelearan cada uno de los partidos como si se tratara de una Serie Mundial. Más allá de sus conocimientos estratégicos, Bochy se distinguió por ser amigo de sus peloteros y un caballero con los periodistas que todos los días lo buscábamos para cumplir nuestro trabajo. No era raro que mientras yo caminaba por la grama del estadio buscando jugadores para hacer entrevistas, Bochy se acercara a preguntarme si me podía ayudar con algún comentario o información para la historia que estaba trabajando. Lejos de rechazar a los medios de comunicación, como gustan hacer muchos atletas profesionales, Bochy entendía perfectamente cuál era la misión de los reporteros que cubrían al equipo. En el vestuario, Bochy se granjeó la simpatía de sus jugadores comportándose como si fuera uno de ellos. Por siete temporadas consecutivas me tocó estar en todos los entrenamientos y juegos de los Padres, fue ahí que me di cuenta cómo es que Bochy logró llevar al equipo de San Diego a una Serie Mundial siendo una de las franquicias que menos dinero gastaba en contratar peloteros de alto calibre. Recuerdo en esa época a Ryan Klesko, primera base de los Padres, y a Phil Nevin, tercera base, llegar a las prácticas en el Estadio Qualcomn en sus respectivas Harley Davidson. Ambos peloteros eran apasionados de las motocicletas y un día Bochy les dio la sorpresa llegando al estadio montado en su propia Harley Davidson. Al ver que su mánager se comportaba como ellos, Klesko y Nevin desarrollaron una amistad cercana con él y se convirtieron en los líderes que cargaron con la ofensiva del equipo por varias temporadas. La lealtad de Klesko y Nevin hacia Bochy se extendió como un virus dentro del vestuario, todos defendían a su mánager a capa y espada. Tantas cosas hacían de Bochy un gran mánager y los que lo frecuentábamos sabíamos que su futuro sería brillante. Una vez que en 2006 terminó su ciclo con los Padres, Bochy fue contratado de inmediato por los Gigantes de San Francisco, equipo con el que conquistó tres Series Mundiales. Esta semana, Bochy anunció que se retirará una vez que concluya la temporada 2019 de Grandes ligas. El mundo del beisbol habra perdido entonces a uno de sus mejores hombres.

EMOCIÓN A LA MEXICANA Según diferentes estudios por parte de la Liga MX, el certamen mexicano es una de las ligas más atractivas no solo de América Latina, también de algunas de Europa. En promedio, en la Liga MX se anota un gol cada 34.5 minutos, haciendo de esta la número uno en frecuencia de goles en la región. El circuito mexicano también es donde se dan más disparos hay por partido y más goles por encuentro. Otro dato interesante, es que en los torneos de Brasil y Argentina son donde menos emociones existen para los aficionados. Los números consideran la temporada 2018-19. Si consideramos las cifras de la Liga MX, en el campeonato mexicano, casi cada tres minutos hay un intento de disparo a gol o tiros que van desviados, fuera de portería, en cada partido ocurren al menos 10 oportunidades más de lo que sucede en Argentina y Colombia. En México hay más goles por partido (2.61) que en La Liga española (2.57) y la Ligue 1 de Francia (2.54). Ahora ya saben que el futbol mexicano no es tan aburrido como muchos piensan. FUNES MORI PIDE IR AL TRI El delantero del Monterrey Rogelio Funes Mori enviará una carta a la FIFA solicitando una autorización especial para naturalizarse mexicano y poder jugar con la Selección de fútbol, dirigida por su compatriota Gerardo “Tata” Martino, según medios argentinos. El permiso que solicitará Funes Mori es debido a que el delantero ya jugó nueve partidos con la Selección Argentina, aunque en la categoría Sub 20, en el Campeonato Sudamericano 2011, torneo oficial de la FIFA. Cabe recordar que el también argentino Rubens Sambueza intentó jugar con México. Sin embargo, su petición fue negada por la FIFA por vestir la camiseta albiceleste durante la Copa del Mundo Sub 17 2001, celebrada en Trinidad y Tobago. Funes Mori deberá escribir una carta explicando los motivos por los cuales quiere representar al Tri; dicho trámite será apoyado por la Federación Mexicana de Futbol. El goleador de 27 años, llegó a la Liga MX para el Apertura 2015 con Rayados, y desde ese entonces ha conseguido 64 goles en 120 encuentros. LA DESPEDIDA Malas noticias para los
aficionados de los Steelers de Pittsburgh, a través de las redes sociales Antonio Brown comunicó que se reunió con el dueño del equipo y que ambos acordaron seguir por rumbos distintos. La novela entre el receptor abierto y los Steelers de Pittsburgh tuvo un final feliz. Por una parte, Brown se despidió de su equipo sin resentimientos, pero por otra dejarán de contar con su mejor arma a la ofensiva. Según Brown hablaron de muchas cosas y aclararon muchos temas. Ambos acordaron que era tiempo de seguir adelante, pero que siempre tendrá aprecio y gratitud por la familia Rooney y la organización de los Steelers. De acuerdo a la NFL, Brown y su agente no tienen permitido hablar o pactar con otros equipos hasta que la organización de los Steelers haga oficial su salida por medio de un canjeo. QUISO SER COMO PELÉ Mariano Rivera, estrella de
los Yanquis de Nueva York y próximo integrante del Salón de la Fama del béisbol, pidió esta semana en una comparecencia ante la prensa panameña más apoyo para el deporte de su país y confesó que de niño quiso ser futbolista porque admiraba a Pelé, con quien se tomó famosamente una foto. Rivera habló de lo difícil que es manejar la fama y aprovechó el clima electoral de Panamá para pedir más apoyo para el deporte e instó al gobierno y a la empresa privada a unirse por esa causa. Sobre la foto con el máximo astro del fútbol, la cual se la tomó en el Mundial de Brasil 2014, el ex lanzador panameño manifestó: “quise ser como Pelé pero, gracias a Dios, terminé jugando béisbol”. El panameño señaló que tiene buena amistad con Rod Carew, el primer panameño en entrar al Salón de la Fama, al que Rivera ingresará en julio próximo, siendo el primero que lo hará con el cien por cien de los votos.

The best outcomes occur when patients start and are retained in long-term recovery treatment with medications. When patients in opioid withdrawal come seeking medical care, including for reasons not related to opioid use, they will be offered medication, such as buprenorphine, to ease severe symptoms of withdrawal and begin maintenance treatment. They will then be connected with outpatient treatment at UC San Diego Health or in the community. “The medication we can now give patients treats opioid use disorder. It is a game-changer because it helps prevent the long-term craving patients have that triggers relapse while also treating the symptoms of withdrawal,” said Lasoff. “Once the medication takes effect and the patient’s withdrawal symptoms and cravings are managed, a counselor will work with the patient to facilitate further treatment in an outpatient setting.” A referral to an addiction treatment program has been the primary option that hospitals have generally been able to offer patients identified as needing treatment for opioid use disorder. Studies have shown that initiating treatment and providing medication designed for addiction treatment are more likely to result in patients remaining in care and having better long-term outcomes than those who are given referral information alone. “By suppressing withdrawal long enough to create a bridge for patients to enter and remain in treatment, physicians can save lives,” said Andrew Herring, MD, director of emergency department services for the Bridge program. “We know this model works, and now we are bringing it to hospitals and emergency rooms all across the state that are anxious for real solutions to address the enormous pain and suffering they see every day caused by the opioid epidemic.” The Addiction Recovery and Treatment Program at UC San Diego Health provides patients with outpatient behavioral treatment for substance use, such as cannabis, alcohol and opioids. “There are many barriers preventing patients with substance use disorders from following through on making the connection to substance use treatment programs, but starting them on medication that has such a big impact on their symptoms in such a short time dramatically improves their likelihood of continuing care with this life-saving medication. Buprenorphine not only helps prevent relapse to opioid use, but also protects against opioid overdose,” said Carla Marienfeld, MD, psychiatrist and director of the Addiction Recovery and Treatment Program at UC San Diego Health. “Being part of the Bridge program means there will be a continuum of care, from starting medications to directly linking patients to follow up care so they get the comprehensive treatment they desperately need.”
