City Invests $14.1M in Homeless Aid
Religious Leaders Arrested During Prayer at Border

The City of San Diego is investing $14.1 million in programs and services intended to help people experiencing homelessness get off the street as the City Council unanimously approved Mayor Kevin Faulconer’s plan to allocate state Homeless Emergency Aid Program (HEAP) funds. The state funding is the result of efforts by Faulconer and the other mayors to urge leaders in Sacramento to provide financial help to local governments as they tackle a statewide homeless crisis. “Homelessness is the issue across our state and cities are bearing much of the burden,” Faulconer said. “Our state legislators have recognized that all levels of government need to work together to help our most vulnerable residents. This funding gives us the ability to expand programs that are already working and create new programs that will help people begin to turn their lives around.” The City’s $14.1 million will be invested in rental assistance or subsidies, such as rapid re-housing

Armed Border Patrol officers in riot gear arrested 32 faith leaders who were demonstrating their support for the caravan of immigrants now stuck in Tijuana. Catholics, Muslims, Buddhists, Jews, Quakers, and Indigenous faith leaders were among the people detained as they advanced towards the border fence – crawling across the sand, now covered with razor wire, on their knees with their hands held high. Border Patrol confirmed having arrested 32 individuals, and the demonstration organizers, the American Friends Service Committee (AFSC), reported no people were hurt during their arrest. The peaceable demonstration, held on International Human Rights Day, marked the launch of the Love Knows No Borders campaign being organized by faith leaders, with activities continuing until Dec. 18, which is International Migrants’ Day. Close to 400 faith leaders initiated the campaign with a 3-mile procession along the now-muddy Tijuana River Valley trail towards the beach, then proceeded in silence across the sand until they were almost to the border fence, where they were met by dozens of Border Patrol officers in riot gear. Through a window at San Ysidro’s newly opened Tuétano Taqueria, one can see chef and proprietor Priscilla Curiel putting her special touch on every taco coming out of the kitchen. “I always say that every taco I make is custom made,” Curiel says smiling. “The tacos have to be perfect because they have to be; doing this is my passion.” As an artistic, high-energy individual, Curiel has always had a penchant for self expression; and as the daughter of a Tijuana restaurateur, was exposed to upscale Mexican dining throughout her upbringing. Today, she has merged these influences into her restaurant along with her take on cooking. “Art is the expression coming from a human being and food can also be that, just like you can make a traditional taco or a modern taco, you can make a typical taco that is also elegant or artsy,” she explained. Curiel’s first incursion in the culinary world was at age 16, when

ras un año lleno de resistencia y acción en pro de jóvenes recipientes del programa DACA y otros grupos afectados por las políticas antimigrantes de la administración presidencial, el grupo pro DACA y pro inmigrante San Diego Border Dreamers (SDBD) celebrará una posada navideña abierta al público el próximo viernes, 21 de diciembre a partir de las 6 p.m., para celebrar su trabajo y recaudar fondos para continuar sus actividades. A lo largo de este año, SDBD ha estado presente en un número de llamados a tomar acción y foros relacionados a temas migratorios. Miembros de este grupo se han presentado en
protestas en centros de detención de ICE, pláticas comunitarias sobre los aspectos legales de la migración, demostraciones de concientización y muchos más en 2018, todo de manera voluntaria. Dulce García, directora de SDBD y beneficiaria de DACA, compartió detalles acerca de la festividad a realizarse en el salón Bread and Salt de Barrio Logan. “Nuestra comunidad ha sido atacada constantemente por esta administración presidencial y hasta el dia de hoy lo sigue haciendo. Así que invitamos a la comunidad a esta fiesta”, dijo García, quien se desempeña profesionalmente como abogada de migración. La celebración contará con la actuación de grupos de danza mexica y de ballet folklórico, piñatas, poesía, una instalación mostrando a los integrantes de este grupo activista y una vendimia con artesanías y regalos. De igual
forma, habrá comidas típicas de las posadas mexicanas, como tamales y ponche y más. Los fondos recaudados en el evento se destinarán a SDBD. Aunado de solventar sus operaciones, el evento también busca traer un respiro de la presión con la que viven las constantemente amenazadas comunidades y familias migrantes. “Queremos tener una avenida para descargar algo del estrés que llevamos como inmigrantes”, García detalló. Afirma la abogada que una posada es idónea para crear un espacio de sanación, ya que en la cultura mexicana se suele encontrar el lado bueno a las cosas, por tan difícil que se los tiempos se vuelvan. “Eso es lo bonito de la cultura, encontramos lo bonito en la crisis y entonces hasta bailamos y cantamos en vez de llorar también y esos cantos que tenemos tambien son otra manera poder sanar un poquito”, consideró. “Queremos desahogarnos un poquito y celebrar nuestros esfuerzos y dar a conocer que hay mucho por delante”. Para García, el evento es una buena forma de ponerle fin al 2018 y ver hacia el 2019, el cual ve como un año aún más difícil para los inmigrantes y donde se necesitará más esperanza para salir adelante. “La esperanza que tengo es que la gente siga resistiendo y que se mantenga positiva y se haga más fuerte y se solidarice. La única fe que tengo es en la comunidad y en nuestros esfuerzos porque esta administración presidencial no creo que va a mejorar las cosas”, aseveró García. Dentro del evento también se aceptarán donaciones para la los miembros de la caravana de refugiados centroamericanos en Tijuana, las cuales serán distribuidas por el grupo Ángeles de la Frontera. It’s a new day for women and people of color in San Diego politics, as newcomers step into elected positions throughout the County. Jill Galvez, who has lived in Northwest Chula Vista for more than 26 years was recently elected to the Chula Vista City Council to represent Council District 2, which has some of the City’s oldest neighborhoods including the historic downtown Chula Vista and the Bayfront. Galvez commented on why she decided to run for office, “Chula Vista is the best place on earth to live, raise a family and retire. I am determined to work hard for our community to make good things happen and make our neighborhoods proud.” Galvez is already among Chula Vista’s most dedicated residents serving and volunteering on a number of boards and organizations. Her past experience includes fighting City Hall to preserve cultural arts, economic development, and code enforcement. She has also been a strong advocate for transparency in local government and school districts. Galvez explained how she is feeling about her election, “I’m both honored and excited to be the first District 2 City Council representative elected under district elections to focus on our neighborhoods and part of town.” She also addressed some of the issues at hand, “Northwest Chula Vista deserves attention and hard work on issues important to us: public safety staffing levels, aging infrastructure (including overhead power lines, sewer, sidewalk and street repair) and a focus on our Bayfront, with jobs and opportunities for Chula Vistans first. Activists to Host Fundraiser Party BY MARIO A. CORTEZ
After a year of resistance and action in favor of DACA recipients and other groups affected by the hostile immigration policies of the Trump administration, immigrant activist group San Diego Border Dreamers (SDBD) will be hosting a holiday party next Friday, Dec. 21 starting at 6 p.m. to celebrate their work and to raise funds for future activities. Throughout the year, SDBD has been present at many calls to action and forums related to immigration issues, all on a volunteer basis. Individually, group members have also gone inside ICE facilities, participated in informational talks regarding immigration topics, awareness campaigns, and much more. Dulce Garcia, SDBD director and DACA recipient, shared some details of the upcoming festivity to be held at Barrio Logan’s Bread and Salt. “Our community has been constantly attacked by this presidential administration and continues to this day. So we are inviting the community to this party”, said Garcia, who works as an immigration lawyer. The posada, as holiday parties are known in Mexico and Latin American countries, will feature Mexica dancers, ballet folklorico performances, a reading by an activist poet, an installation displaying SDBD members, and a holiday market featuring gifts and artwork. Typical posada foods such as tamales, ponche, and other offerings will also be available. All funds will go to SDBD. In addition to fundraising, the event also looks to provide a break from the pressure which constantly threatened immigrant communities have to live with. “We need a celebration

an Ysidro came one step closer to reaching a dream this week breaking ground on a new mixed-use project in the heart of the
community. At the groundbreaking ceremony all eyes were on a “floating church,” the original Our Lady of Mount Carmel Church which was raised up high in the air as part of efforts to restore it. The church, built back in 1927, is also the inspiration behind the project and one of San Ysidro most historic symbols. “Casa Familiar acquired the property to save this building,” said David Flores, the Community Development Director with the non-profit Casa Familiar, who has been driving the project. “This was the first home of Our Lady of Mount Carmel Church. We wanted to rescue it because of its significance as an icon in the community. The way that we are doing that is we raised the building 8 feet off of the original foundation. We are digging out the old foundation, dixqgging out for a new basement and then the building will be brought back down.” The project has been over 15 years in the making. Flores explained the financing for the over $9 million project was always difficult because it’s not a big housing project and because San Ysidro is an older neighborhood.
“I can’t believe today is here,” said Lisa Cuestas, Chief Executive Officer of Casa Familiar, before a large crowd gathered for the groundbreaking. Cuestas thanked a number of the project’s supporters, “We would not be here if it wasn’t for the small army of believers. Whatever you wholeheartedly believe in, that is what brought us here today.” Named Living Rooms at the Border, the 13,469 square-foot mixed-use project includes a number of different components that could help give new flight to San Ysidro’s definition of “living.” Once the church restoration is completed, it will become the new home of one of San Diego’s most beloved theatre company’s, Teatro Máscara Mágica, which will also include training for young people in theatre arts. The County of San Diego provided over $100,000 for equipment for the project. County Supervisor Greg Cox, who was also at the ceremony, said the theatre component was one of several reasons he supported the project. “Too often we hear negative comments about the border region. People forget San Yisdro is a bustling diverse community of working class families who work and deserve the same great quality of life experiences that every other community in this region seeks and desires,” Supervisor Cox said. The project is also one of three locations in the region which will
form a part of a new UC San Diego initiative to connect the university to surrounding communities by creating community stations. The goal will be to engage and connect UC San Diego’s faculty, students and research institutions with the unique culture and people of the San Ysidro/Tijuana border community. The University of California San Diego’s Chancellor Dr. Pradeep Khosia also attended the groundbreaking and congratulated everyone on the new partnership. About its significance, he said, “When I first got here seven years ago, one of the complaints I heard was you guys are up there on the beach, on the mesa, you don’t know what happens down here. When really I started coming to these communities, I realized that we really did not know what happened out here.” Chancellor Khosia also said “Education, we know, is the greatest equalizer, but we know it doesn’t always work.” He added he sees the community stations, “Where the University is an equal partner with the community in causing change, making change, taking responsibility for all the changes we can cause. And that is very different from us being on the mesa. We want to be here where students live.” He also explained why UC San Diego has invested so much money in the trolley expansion, “This is going to allow the outside to come

in, and the inside to go out. And we know even as individuals that we don’t like the outside to come in, we all want to be protected. But the only way to develop, to create positive progress, is to embrace the outside.” Chancellor Khosia also thanked Teddy Cruz, the internationally known architect with Estudio Teddy Cruz + Fonna Forman who designed the project, and for coming up with the idea for the community stations. One other component of the project is to inspire young people into entrepreneurship and into developing new skills. It will include a space for Casa Familiar’s El K-Fe Barista Youth Training Program, which is training the next generation of coffee professionals, and at the same time providing much needed specialty coffee in San Ysidro. The project also addresses San Diego’s affordable housing crisis by proposing the inclusion of 10 units of affordable housing. Located less than one mile from the U.S-Mexico border, it will also have a space for immigration services in the predominantly Latino neighborhood. “We are proud to be able to execute an innovative model that is inclusive of small economies that support community needs and much needed housing through a design that embraces San Ysidro,” Lisa Cuestas, Chief Executive Officer of Casa Familiar also said.
Through an online shopping platform, nonprofits and vulnerable groups in our border region can now reach more people interested in supporting their causes through the purchase of fundraising items. The Shop 2 Help Mexico project offers a space on its website for groups supporting good causes to display their fundraiser items on both sides of the border and beyond, opening up a new avenue to help sustain their goals. Project founder Patricia Pinzon spoke with La Prensa San Diego about this new outlet to help good causes in the region. “The idea comes from wanting to help out these
communities and promote their extraordinary causes and the products they make, which are just as extraordinary, and need a little push to so that it is easier to market these and making their goals better known,” she said. Items on this shop are as varied as the causes they represent. Browsing through the Shop 2 Help Mexico store one can see handcrafted jewelry in benefit of Grupo Guia AC, a group which assists blind individuals in Tijuana, and coloring book kits which benefit a children’s autism center, among others. “Someone who purchases the book might have a child with autism or might just be interested in helping out this cause,” Pinzon explained.
There are also items for the home, like the art of Sonia Franko, who paints as a form of mental therapy and to raise funds for her rehabilitation, and embroidered items by Claudia Lomeli, who has given her crafts and talents to several good causes in the border region. The partnerships with some of the nonprofits on the site go back years, as Pinzon and her two other partners have a background in nonprofit and charity work. “We have knocked on some doors but we also have a strong background in work with vulnerable communities and we already know some of these organizations,” CHARITIES ON PAGE 11
A jury has convicted 62 year old Gonzalo Paredes of 51 felony counts of paying illegal kickbacks to a doctor for patient referrals and fraudulently billing worker compensation insurance companies in the California compensation system. The jury reached their verdict on Thursday, November 29, after a nine-day trial. This prosecution resulted from Operation Backlash, a large-scale, joint federal and state investigation into multi-million dollar fraud and illegal kickbacks in the state workers’ compensation system. Paredes was the office administrator for Advanced Radiology of Beverly Hills, owned by radiologist Ronald Grusd. Earlier this year, the U.S. Attorney’s office convicted Grusd on 39 felony fraud counts for paying kickbacks for patient referrals from multiple clinics in San Diego and Imperial counties, resulting in fraudulent bills to insurance companies of over $22 million for medical services. Grusd was sentenced to 10 years in federal prison. The scheme in San Diego involved Advanced Radiology paying money in exchange for the referral of patients to a local chiropractor. This allowed Advanced Radiology to treat the patients and then bill several million dollars to insurance companies. As the office administrator for Advanced Radiology, Paredes helped negotiate the kickback deals with the
chiropractor and facilitated the kickback payments to the chiropractor and those working with him. “When law enforcement became aware of the scam, we began following the trail of dirty money and it took us in many different directions,” San Diego County District Attorney Summer Stephan said. “This criminal network bought and sold patients like cattle and they cashed in on the backs of people who trusted them with their health. They conspired to illegally game the system on a level that we’ve not seen before, but the game is over.” The District Attorney’s Office partnered with the FBI, California Department of Insurance, and U.S. Attorney’s Office in the investigation and prosecution of Paredes. “Crimes like these contribute to higher insurance premiums for California consumers,” said Insurance Commissioner Dave Jones. “Paredes was part of a conspiracy with providers who built a complex system of paying money to get patients. Thanks to the hard work of investigators at the FBI, Department of Insurance, and the San Diego District Attorney's office, he has been brought to justice.” Paredes faces a maximum of 43 years and four months in state prison. His sentencing is set for February 1 in Department 1803 of the San Diego Superior Court downtown. Insurance fraud in California is a $15 billion-ayear problem. It is the second CONVICTED ON PAGE 7

CTC Awards Protesters March Through San Ysidro with 100-Foot $600M in Funds Banner Demanding Trump, Pence Leave BY MANUEL OCAÑO

A coalition of Los Angeles organizations marched through parts of San Ysidro with a banner measuring at least 100 feet demanding that President Donald Trump and Vice-President Mike Pence leave office. Michelle Chai, from Refuse Fascism, said that the protest was in response to the use of tear gas by Border Patrol officers on women and young children on Nov. 25. Chai said that her group believes that “that action is a sample of the fascism that has come to characterize” President Trump’s Administration. While gathering at the corner of San Ysidro Boulevard and Rail Court, the group indicated that the immigrant caravan “is a mere two miles from here, has had to come all the way to the border seeking political asylum due to U.S. government policies that have supported military coupes” in Central America. The protesters then unfurled the giant bilingual banner at the trolley station. Once unfurled, it caught the attention of passers-by and San Diego Transit Police officers, who focused on keeping protesters and onlookers from crossing the Trolley’s yellow safety line. Refuse Fascism members were joined by other activists who said they were part of a communist organization. Both groups ignored the offer by a police officer to talk about their march through San Ysidro. Some San Diego county activists later joined the group. At least 30 people marched with the banner from the end
The California Transportation Commission (CTC) allocated more than $600 million in funding for hundreds of transportation projects, which includes $80 million from SB 1, the Road Repair and Accountability Act of 2017. “Caltrans will focus on repairing and rehabilitating the state highway system by improving pavement, bridges, culverts, and intelligent transportation systems, which are included in the performance requirements of SB 1, to improve transportation for all of our residents and visitors, no matter their mode of transportation.” said Caltrans Director Laurie Berman. More than 200 transportation projects will improve and maintain California’s current transportation system. Most of the projects receiving funding allocations are part of the State Highway Operations and Protection Program (SHOPP), which is the state highway system’s “fix it first” program that funds safety improvements, emergency repairs, highway preservation and some operational highway improvements. While funding for this program is a mixture of federal and state funds, a significant portion comes from SB 1. Area projects receiving funding include Siempre Viva Interchange at State Route 11 and Commercial Vehicle Enforcement Facility in South County with $60.4 million allocated for this project. The Auxiliary Lane Project on State Route 52 to Gilman Drive in the city of San Diego to improve traffic flow on Interstate 5 at the State Route 52 northbound connector by decreasing delay will receive a $7.3 million allocation. As part of the CTC allocation, there will be upgrades on Interstate 5, Interstate 15, State Route 75 and State Route 163 to comply with the Americans with Disabilities Act (ADA) Standards that includes construction and upgrades of curb ramps, driveways and sidewalks at various locations with $2.6 million.
of East San Ysidro Boulevard, in front of the Trolley terminal and by the entrance to the PedEast crossing, over the bridge towards the outlet mall, then down the road to PedWest, stopping a few feet from the border fence. The English version of the banner said “Trump/Pence must go”, but the Spanish version’s statement “Trump/ Pence tienen que largarse” said so in harsher words. Although protesters invited others to join, who were curiously taking pictures and filming with their cellphones,
no one else joined the march. Graciela García, a woman who happened to be crossing at the time through PedEast said “I hope this protest will not lead to them closing down San Ysidro [Port of Entry] again”. Some business owners also wondered with some concern whether protesters were planning to approach the Port of Entry facility or to cross southbound into Tijuana. According to their press release, the original plan was to hang the banner at the end of San Ysidro Boulevard
across from the Trolley station; however, once they received confirmation that Transit Police could block that action, the group decided to march with it instead. The march concluded without incident, other than sporadic counter-protests by passers-by expressing their displeasure with the action. John Friend, an independent San Diego journalist, said he disagreed with what the protesters were saying, as – in his opinion – it went against American values.

A user-friendly online tool now makes it faster and easier for San Diegans to plan residential improvement projects ranging from building a pool to replacing a roof or windows. San Diego Mayor Kevin L. Faulconer announced the expansion of an online portal that will make the application process for single-family home improvements easier and more efficient, as part of his push to speed up the permitting process and give residents access to more city services with the click of a button. “We’re trying to make it as easy as possible for San Diegans to get the permits they need for the home improvement projects they want,” Faulconer said. “Whether you want to install solar panels or build a new deck, this new online portal puts all the information you need at your fingertips. This is just the latest move we’ve made to improve customer service and become a city government that is as innovative as the people it represents.” San Diego’s new residential feature is an expanded function of the OpenCounter online business portal – an innovative web portal that streamlines the process of locating, expanding and getting
permits for a business in the city. San Diego is the largest U.S. city to implement the OpenCounter platform. With this expansion, OpenCounter will now provide homeowners, contractors, and builders with knowledge about the potential permits required and fee estimates. It guides users through the permitting process for single-family home projects, such as building or repairing a secondary structure like a pool or deck; installing solar panels or graywater systems; and upgrading building exteriors like replacing a roof or windows. “As a smart city in an innovation economy, we are continually looking for ways to give San Diegans stateof-the-art tools to make more informed decisions while saving time and money,” said Erik Caldwell, the City’s Interim Deputy Chief Operating Officer. “Building on the successful technology of our OpenCounter business portal, the new residential portal does just that.” The residential portal is the third expansion of OpenCounter, complementing existing online services for zoning and business permits. Users can access all three innovative tools at www.business. sandiego.gov. By moving these processes
online, the City is providing customized assistance 24 hours a day and giving City officials a new level of insight into economic trends. Since 2017, OpenCounter has logged

The investment will be also in services, such as outreach, housing navigation, storage for personal belongings, diversion and safe parking programs ($5.8 million). Capital needs that will allow the City to continue its services to nearly 700 individuals at the three bridge shelters will also be invested in ($1.6 million), as well as in youth-serving programs ($705,000) and administration ($705,000). “Over the last two years, the Council's Homeless Select Committee has vetted innovative programs that address barriers to housing and can have an immediate impact on our homelessness crisis, and this emergency state funding will allow us to move quickly on priorities I've been advocating for over a year,” said City Councilmember Chris Ward. “Thanks to the advocacy by California's largest cities, we can now implement these critical programs to improve our outreach, expand the range and depth of homeless services including prevention and diversion strategies, and bring creative solutions online to move hundreds of homeless San Diegans off the streets and into housing.” The Regional Task Force on the Homeless, the region’s Continuum of Care, will receive an additional $18.8 million from HEAP to be invested in programs throughout the county. Some of the funding will help expand existing programs, such as the safe parking program. New initiatives include the creation of a flexible subsidy pool. Modeled after successful programs in other cities, the pool may be used to offer relief to individuals that don’t qualify for federal vouchers or other programs but need short-term assistance to prevent or end their homelessness. HEAP is a $500 million state block grant program designed to provide direct assistance to localities to address the homelessness crisis throughout California, $150 million of which was directed to large cities. The funds are intended to provide immediate emergency assistance to people experiencing homelessness or at imminent risk of homelessness.

Construction Starts on New Interstate 5 Carpool Lanes BY ANA GOMEZ SALCIDO
Construction began on eight miles of new Carpool Lanes – one in each direction – on Interstate 5 (I-5) between Manchester Avenue in the City of Encinitas and Palomar Airport Road in the City of Carlsbad. The initial construction will take place nightly between the hours of 9 p.m. and 5 a.m., excluding Friday and Saturday nights, and holidays. Initial work includes removing existing lane markings and restriping the freeway for the placement of concrete barriers (K-rail) on the inner shoulder of I-5. According to Caltrans, no travel lanes will be closed during daytime hours as part of planned construction. Drivers should expect slower travel times because of the removed shoulder and narrowed lanes and plan
their trips accordingly. Crews will start work at Manchester Avenue and move north along northbound I-5 to Palomar Airport Road, before returning to the southbound I-5. Intermittent lane closures will be necessary but no full freeway closures are anticipated. Beginning in midDecember, crews expect to begin placing the concrete barriers along the inner shoulder on I-5. Crews will move north along I-5, before returning south. This work will also take place between 9 p.m. and 5 a.m. The concrete barriers, which are expected to be in place on the inside shoulder for approximately 18 months, will allow construction crews to operate safely within the median and separate drivers from the active construction zone. Nearby residents and
businesses can expect dust, noise and lights from these night time construction activities. Residents and businesses will be notified in advance of upcoming construction occurring near their property or business. Crews will work to minimize noise and other impacts to nearby residents. Construction on I-5 between Manchester Avenue and Palomar Airport Road is expected to be completed by late 2021. This section of highway improvements received $195 million in Senate Bill 1 funds from the California Transportation Commission’s Solutions for Congested Corridors program. Caltrans reminds drivers to ‘Be Work Zone Alert’ by avoiding distracted driving, paying constant attention to traffic, and slowing down when approaching work zones.
This project is also part of Build NCC, a collaborative effort between Caltrans, SANDAG, and the U.S. Department of Transportation. The first phase of construction began in the cities of Solana Beach, Encinitas, and Carlsbad as part of the North Coast Corridor Program. Build NCC includes extending the existing carpool lane on I-5 in each direction from Lomas Santa Fe Drive to State Route 78, doubletracking the rail line at the San Elijo Lagoon, replacing the highway and rail bridges at the San Elijo Lagoon, restoring the San Elijo Lagoon, and constructing nearly seven miles of new bike and pedestrian trails. Construction on Build NCC began in early 2017 and is expected to be completed by 2022.

Detienen a Creyentes de Diversas Religiones en Desobediencia Civil en Apoya a Migrantes

atrulleros fronterizos armados y con equipo antimotines arrestaron en Imperial Beach a 32 creyentes de todas las religiones que se manifestaban en un acto de desobediencia civil en apoyo a los migrantes de la caravana varados en Tijuana. Católicos, musulmanes, budistas, judíos, universalistas y dirigentes espirituales nativos, entre otros, fueron detenidos cuando de rodillas y con las manos en alto intentaron acercarse por la arena de la playa hasta el muro fronterizo, ahora cubierto con alambre de púas. La patrulla fronteriza confirmó que detuvo a 32 personas, y el Comité de Servicios Amigos Americanos (AFSC, por sus siglas en inglés), que convocó al acto nacional, no reportó lastimados durante la redada a los religiosos. Con la protesta pacífica en el Día Internacional de los Derechos Humanos, los religiosos iniciaron la campaña “El amor no conoce fronteras” que continuará en ambos lados de la frontera y diversas ciudades del país hasta el 18 de diciembre, el Día Internacional de los Migrantes. Unos 400 feligreses lanzaron la campaña con una procesión de casi tres millas por el ahora lodoso

sendero del Valle del Río Tijuana a la playa, y luego en silencio por la arena hasta las inmediaciones del muro, donde aguardaban decenas de patrulleros con equipo antimotines. En el único descanso de la procesión, el reverendo Jorge Bautista de San Mateo, California, leyó los nombres de 48 personas que han muerto a manos de oficiales fronterizos, incluidos Anastasio Hernández Rojas, Valeria Munique Tachiquín y José Antonio Elena Rodríguez. Al aproximarse al muro, del
grueso de la procesión se desprendió un primer grupo de dirigentes religiosos que se aproximó en silencio hasta hincarse ante los patrulleros. Mientras un agente advertía a los religiosos hincados que estaban en zona federal de seguridad, a lo alto de una colina se ubicaron dos vehículos blindados y docenas de oficiales uniformados. Los agentes obligaron a retroceder a los religiosos en tres ocasiones, en la segunda arrestaron a cuatro personas que fueron puestas en libertad enseguida,
solamente con amonestación verbal y advertencia de que si les detenían de nuevo serían entregadas a autoridades del condado bajo cargos. Fue en la tercera ocasión que los oficiales hacían retroceder a los feligreses arrodillados, y ya algunos de pie, que los agentes comenzaron a arrestar a los manifestantes en desobediencia civil. Mujeres y Minorías Inician Nueva Era Política

Es un nuevo día para las mujeres y las minorías en la política de San Diego, a medida que nuevos representantes ingresan a sus cargos electos en todo el condado. Jill Gálvez, quien ha vivido en el noroeste de Chula Vista por más de 26 años, fue elegida recientemente al Concejo Municipal de Chula Vista para representar al Distrito 2 del Concejo, que tiene algunos de las vecindades más antiguos de la Ciudad, incluido el centro histórico de Chula Vista y la costa de la bahía.

Gálvez comentó por qué decidió postularse para el cargo: “Chula Vista es el mejor lugar del mundo para vivir, criar una familia y jubilarse. Estoy decidida a trabajar duro para que nuestra comunidad haga que sucedan cosas buenas y que nuestros vecindarios se sientan orgullosos ". Gálvez ya se encuentra entre los residentes más dedicados de Chula Vista que se ofrece como voluntaria en una serie de juntas y organizaciones. Su experiencia pasada incluye luchar contra el Ayuntamiento para preservar las artes culturales y el desarrollo
económico. También ha sido una firme defensora de la transparencia en el gobierno local y los distritos escolares. Gálvez explicó cómo se siente con respecto a su elección: “Me siento honrada y emocionada de ser la primera representante del consejo municipal del Distrito 2 elegida en las elecciones del distrito para concentrarme en nuestros vecindarios y esa parte de la ciudad. También abordó algunos de los problemas en cuestión: "El noroeste de Chula Vista merece atención y trabajo arduo en temas importantes para nosotros: los niveles de personal de seguridad pública, la infraestructura envejecida (incluidas las líneas eléctricas aéreas, alcantarillado, aceras y reparación de calles) y un enfoque en nuestra bahía, con empleos y oportunidades para residentes primero. Al mismo tiempo que vemos que se desarrollan muchos cambios en el Distrito 2, debemos ser conscientes de cómo esos cambios pueden afectar a nuestras comunidades". El nuevo liderazgo también llega al Distrito Escolar de San Ysidro con Rudy López y Humberto Gurmilan siendo elegidos para servir en la junta escolar. López es
un residente de toda la vida de San Ysidro, cuya familia es propietaria de La Bodega Hermanos López. Gurmilan superó un grave accidente de surf es un conocido periodista y profesor de San Diego College City. En Imperial Beach, la surfista Paloma Aguirre fue elegida para unirse al Ayuntamiento de Imperial Beach. Aguirre, quien se dice que es la primera concejala latina de la ciudad, una vez trabajó como organizadora de la comunidad de justicia social en el sur de San Diego y más tarde se unió a Wildcoast, una organización sin fines de lucro, donde supervisa proyectos para conservar los ecosistemas costeros en la región fronteriza. Louis Barrios, Mary Susan Doyle y Marco O.R. Amaral ganaron asientos en la junta escolar del Distrito Escolar South Bay Union. Barrios, un profesor de matemáticas e ingeniero, dijo que quiere que los estudiantes tengan acceso a cursos de informática, codificación y educación financiera. Doyle, educadora con 27 años de experiencia, es voluntaria de Gay Straight

A través de una ventana en la recién inaugurada Tuétano Taquería, se puede ver a su chef y propietaria Priscilla Curiel ponerle su toque especial a cada taco que sale de la cocina. “Siempre digo que todos los tacos que hago están personalizados”, dice Curiel sonriendo. “Los tacos tienen que estar perfectos porque tienen que estar perfectos; hacer esto es mi pasión”. Como una persona energética y artística, Curiel siempre ha tenido el gusto por expresarse; y como hija de un restaurantero tijuanense, estuvo expuesta a elegantes restaurantes durante su infancia. Hoy, ha mezclado estas influencias y su forma de hacer las cosas en su comercio. “El arte es la expresión de una persona y la comida igual puede serlo, asi como puedes hacer un taco muy tradicional o moderno, también puedes hacer uno que sea típico pero elegante o artsy”, explico. Su primera incursión dentro del mundo culinario fue a los 16 años de edad, cuando comenzó a ayudar en un restaurante de la familia. A los 18 años de edad, ella comenzó a ahorrar para poder abrir su propio restaurante algún día. “Siempre he sido muy trabajadora y siempre he querido hacer algo más, algo extra aparte de la escuela”, recordó. Siempre he tenido una meta hacia que trabajar pero ya a los 21 comencé con la onda de los restaurantes”. Su decisión de adentrarse por completo en el mundo de la cocina la tom en 2008, durante una etapa notoriamente violenta en Tijuana, la cual llevo a familias con medio y a trabajadores a establecerse en San Diego. Ya al norte de la frontera Curiel comenzó a trabajar en una pastelería a dos locales de Talavera Azul, restaurante que la familia Curiel abrió en Chula Vista al establecerse en San Diego. “Fue la edad perfecta para comenzar a trabajar en esto de tiempo completo”,

California Demanda a Trump en Defensa del Derecho de Refugiados POR MANUEL OCAÑO
California encabeza una coalición de 12 estados en una demanda colectiva contra el presidente Donald Trump, en defensa del derecho de los migrantes a solicitar asilo y de los abogados de la organización Al Otro Lado, que ayudan en San Diego y Tijuana a personas que huyen de la violencia y la miseria.
En documentos, los estados argumentan que si la oficina de Aduanas y Protección Fronteriza (CBP, por sus siglas en inglés) puede administrar el cruce de decenas de miles de viajeros diario, y la patrulla fronteriza calcula que detiene en promedio a 60,000 migrantes mensuales, atender solicitudes de asilo de una pequeña fracción de esas cifras, de
personas que huyen posiblemente de la muerte, debiera ser prioridad. En el caso de California, explicó el procurador general Xavier Becerra, el interés es mayor porque es el destino al que se dirige cerca de la mitad de quienes solicitan asilo, por lo que California financia organizaciones como Al Otro Lado para ayudar a los migrantes.
Becerra explicó que la docena de estados informó a tribunales que apoya una demanda que había presentado la Unión Americana de Libertades Civiles (ACLU) contra el presidente. La demanda es porque la administración del presidente Trump rechazó unilateralmente otorgar audiencia de asilo a los migrantes que se entreguen a oficiales fronter-
izos fuera de las garitas. Con esa negativa, la administración deja ilegalmente a los migrantes únicamente la opción de esperar turno para atender citas de entrevistas, lo que podría tomar entre seis y 18 meses, en condiciones adversas, dice el documento Informe Amicus de los estados. “Las familias que huyen de
la violencia, la persecución y la posible muerte en sus países de origen enfrentan condiciones muy difíciles y, a menudo, peligrosas para buscar asilo en los Estados Unidos, por lo que merecen un trato justo”, dijo el procurador Becerra. “La decisión de la administración Trump arriesga DEMANDA EN LA PAGINA 7

Plataforma Virtual Apoya Causas Nobles en Tijuana POR MARIO A. CORTEZ
Por medio de una plataforma de ventas en línea, grupos de beneficencia y comunidades vulnerables en la región fronteriza ahora pueden hacer llegar los productos con los que recaudan fondos a más personas interesadas en apoyarles. El proyecto Shop 2 Help México brinda su tienda en internet a comunidades y organizaciones sin fines de lucro para que exhiban sus productos a personas en ambos lados de la frontera y en todo el mundo, abriendo
un nuevo canal para sustentar sus respectivas metas. La fundadora del proyecto, Patricia Pinzón, habló con La Prensa San Diego acerca de esta nueva alternativa para apoyar a las causas altruistas de la región. “La idea surge de ayudar a estas comunidades a promover sus extraordinarias causas y los productos que hacen, que son igualmente extraordinarios, y quizá necesiten un empujoncito para que sea más fácil comercializar sus productos y dar a conocer sus causas,” dijo. Los artículos en el sitio son
tan variados como las causas a las que representan. Un vistazo a la tienda Shop 2 Help México muestra pulseras artesanales que beneficia a la asociación de invidentes Grupo Guia, mientras que coloridos libros de pintura apoyan la misión del Centro Psicopedagógico Pasitos, el cual atiende a niños con autismo. “Alguien que compre el libro puede que tenga a niño con autismo o puede que le interese apoyar esta bonita causa”, explicó Pinzón. En el sitio también hay artículos para el hogar, como el arte de Sonia Franko, quien
pinta bellos cuadros como una forma de terapia, y bordados por Claudia Lomelí, quien ha prestado su tiempo y talento a favor de diversas causas. Las alianzas con los grupos destacados en la plataforma vienen desde tiempo atrás por medio del historial de trabajo que Pinzón y sus dos socias en este proyecto han tenido con estas. “Hemos ido tocando puertas pero también tenemos un background fuerte de trabajo en comunidades y conocemos ya a estas organizaciones”, afirmó Pinzón. “Si hay orga-

Inversión Millonaria para Personas que Viven en la Calle POR ANA GÓMEZ SALCIDO
El Ayuntamiento de San Diego invertirá 14.1 millones de dólares en programas y servicios para ayudar a las personas que viven en las calles a que salgan de esa situación, luego de que el Cabildo aprobó el plan del alcalde Kevin Faulconer de asignación de los fondos estatales del Programa de Ayuda de Emergencia para Personas que viven en la calle (HEAP, por sus siglas en inglés). Los fondos estatales son el resultado de los esfuerzos de Faulconer junto a otros alcaldes de pedir apoyo financiero a los funcionarios en Sacramento para enfrentar la crisis de las personas con situación de calle. “La situación de personas que viven en las calles es un tema que afecta a todas las ciudades en el estado, y los ayuntamientos están soportando gran parte de la carga”, dijo Faulconer. “Nuestros legisladores estatales han reconocido que todos los niveles de gobierno deben de trabajar juntos para ayudar a nuestros residentes más

A pesar de tener apenas dos semanas de operación, el sitio va en crecimiento y ya ha realizado ventas en la región y en Estados Unidos, incluyendo ciudades en el extremo opuesto de este como Miami. La inversión también será para servicios como programas para alcance, navegación de vivienda, almacenamiento para artículos personales, así como estacionamientos seguros (5.8 millones de dólares). Las necesidades de capital que permitirán al ayuntamiento a continuar con sus servicios a los casi 700 individuos que se encuentran en tres refugios también serán parte de la inversión (1.6 millones de dólares), así como programas de servicio para jóvenes (705,000 dólares) y en administración (705,000 dólares). “En los últimos dos años, el Comité de Selección de
Personas que viven en la calle del Cabildo de San Diego ha vetado programas innovadores que abordan las barreras a la vivienda y que pueden tener un impacto inmediato en la crisis de las personas que viven en la calle, y estos fondos estatales de emergencia nos van a permitir movernos rápidamente en prioridades por las que he estado luchando por más de un año”, dijo el regidor Chris Ward. “Gracias a la defensa de los ayuntamientos de las ciudades más grandes de California, ya podemos implementar estos programas críticos para mejorar y expandir nuestro alcance, y la profundidad en los servicios para las personas que viven en las calles incluyendo servicios de prevención y estrategias de desviación, y traer soluciones creativas para los cientos de personas que viven en las calles de San Diego, y sacarlos de esa situación y llevarlos a una vivienda”. El grupo de trabajo regional sobre personas sin hogar, que es el continuo grupo de atención de la región, recibirá 18.8 millones
de dólares adicionales por parte de HEAP para invertir en programas a lo largo del Condado. Parte de los fondos serán utilizados para la expansión de programas existentes, como el programa de estacionamiento seguro. Nuevas iniciativas incluyen la creación de un grupo de subsidios flexible. Creado en base a otros programas similares con éxito en otras ciudades, este grupo podrá ser usado para proporcionar alivio a los individuos que no califican para los vales federales u otros programas pero que necesitan asistencia a corto plazo para prevenir que terminen en las calles. HEAP es un programa estatal de subsidios diseñado para proporcionar asistencia directa a las ciudades para que enfrenten la crisis de las personas con situación de calle a lo largo de California, 150 millones de dólares de esos fondos fueron destinados a ciudades grandes. La dirigente nacional de AFSC, Joyce Ajlouni, declaró que “ante a la retórica y política de violencia del gobierno de Trump, estamos aquí para apoyar a los residentes fronterizos en contra de la militarización y por la protección absoluta para los inmigrantes que buscan refugio y asilo”. En un comunicado conjunto, feligreses que participaron declararon que la marcha sirvió para que todas las religiones que participaron pidieran a los Estados Unidos que respeten el derecho humano a migrar, que pongan fin a la militarización de las comunidades fronterizas y que detenga las deportaciones de inmigrantes.
Juan Alberto Matheu Bajurto decidió un día de septiembre empujar una carriola en que transportaba a su hija Leslie, con parálisis cerebral, desde Ocotepeque en Honduras a Tijuana, para pedir ayuda para la niña de nueve años. Durante 20 días caminó por carreteras, a veces empujaba la carriola y en ocasiones cargaba a su hija para avanzar. Después de cuestas, días de intenso sol, de lluvia, de hambre, apenas habían llegado a Guatemala cuando de pronto comenzó a correr la voz de que en San Pedro Sula se formaba una caravana de migrantes a la frontera. “No, pues, me voy a ir con todos ellos; sirve que nos ayudamos unos a otros”. La caravana lo alcanzó cuando Matheu Bajurto, de 26 años, estaba por alcanzar la frontera con México. Había trabajado en Honduras como empleado de seguridad privada desde los 17 años “pero no siempre había trabajo, y lo que ganaba no alcanzaba para las medicinas de Leslie. Teníamos para comer, pero nada más”. Cuando los médicos comenzaron a pedirle análisis más costosos, de clínicas privadas, “se me encogía el pecho, porque yo decía ¿y de dónde voy a tener yo para esto? ¿cuántas veces me van a
pedir estudios como como estos?”. El viernes 14 de septiembre, Juan Alberto invirtió parte de sus ahorros en comprar una carreola de segunda mano. El sábado 15 de septiembre, bañó y vistió a Leslie, le puso un suéter, la colocó con cuidado en la en la carreola y le dijo a su pareja que si ella no quería caminar hasta Estados Unidos, él lo entendería. Su único equipaje era una cobijita para Leslie. Juan Alberto salió de casa y comenzó a empujar la carreola 4,500 kilómetros a Tijuana casi sin dinero, sin comida, con un poco de agua y una esperanza y decisión enormes de no parar hasta encontrar ayuda para su hija. “Ya verás”, le decía a Leslie, “vas a ve que vamos a encontrar ayuda para comprar tus medicinas”. Nunca habían estado en México y el padre de Leslie dice que le sorprendió encontrar gente que quisiera ayudarlo. Les platicaban que primero pensaba en viajar solo a Estados Unidos, trabajar y mandar dinero para comprar medicamentos a Leslie. Pero en cada ocasión le ganaba la preocupación de padre. Decía, “no, mejor me la llevo conmigo, no la puedo dejar en Honduras, ¿cómo voy a saber si va a estar bien?”. Hacía casi un mes que

había salido de su casa cuando en Oaxaca conoció a una mujer de San Diego, Paula Mendoza, fundadora de la Marcha de las Mujeres, que le animó. “Si llegas a Tijuana, buscaré ayudarte”, le dijo. Era esperanza para el camino difícil. Leslie sin proponérselo metía los piecitos a las ruedas de la carreola y la frenaba; la niña se lastimaba varias veces cada día. En un descanso en Córdova, Veracruz, una mujer observaba cómo batallaba Juan Alberto para continuar con su hija lastimada en los pies. A la mañana siguiente la mujer llegó temprano con una silla de ruedas. “Para tu niña”, le dijo. “Ya tira esa carreola antes que la vayas a dejar sin pies”. Semanas después llagaba a Tijuana, casi a la puerta de Estados Unidos, donde por primera vez lo ofendían, por ser padre, y por llegar de Honduras. Sin embargo, Paula Mendoza, fiel a su oferta de Oaxaca, comenzó a ayudar a Juan Alberto cuando él y Leslie se instalaron en el refugio El Barretal. Fue en una de las ocasiones en que Paula fue a ayudar a Juan Alberto y Leslie, que la mujer de San Diego se encontró en El Barretal con
El concepto demagogia significa, en términos literales y de acuerdo con el Diccionario de la Lengua Española como la “dominación tiránica del pueblo”, y en otra acepción “empleo de halagos, falsas promesas que son populares pero difíciles de cumplir y otros procedimientos similares para convencer al pueblo y convertirlo en instrumento de la propia ambición política”. Si Aristóteles viviera en los tiempos presentes, no sería filósofo sino cronista de la realidad cotidiana. Por donde se voltee, la conducta de los gobernantes está caracterizada por el uso desmedido de la “demagogia” como instrumento del actuar político. En una revisión crítica de los sexenios del actual siglo XXI, la demagogia en la que incurrió el ex presidente de México Vicente Fox (20002006) no tiene parangón. El pueblo, de manera desbordada, le confió la tarea de inaugurar una nueva etapa de la vida comunitaria y el personaje en burda conducta egocéntrica, acompañado de la ambición desmedida de su cónyuge, desperdició la oportunidad y dejó al país convertido en un erial. Felipe Calderón (20062012), emprendió la absurda guerra que prometía acabar con la delincuencia y dejó a la nación sumida en la más grave inseguridad. Despertó y azuzó a los jinetes del apocalipsis. Enrique Peña Nieto (2012-2018), recurrió a la demagogia y a la corrupción para llenar sus bolsillos y los de sus compinches que les permitirá disfrutar lo mal habido por generaciones sumiendo al país en una de las más graves crisis de valores. Andrés Manuel López Obrador, actual presidente de México, se encuentra en el uso pleno del discurso demagógico. Lo realiza a todas horas del día, su verborrea no tiene descanso. La interminable jornada del día de la toma de posesión fue una andanada de despropósitos preocupantes. A la manera del iluminado y predestinado, se dibujó como el gran salvador del país. El listado de acciones por realizar es infinito, y su decir, “por delante van los pobres” si bien no suena mal, el punto es que en los hechos todo se diluye por las inconsistencias que se revelan en el discurso y en la instrumentación. El desmantelamiento del gobierno predecesor es alarmante. No ha dejado

Mark Lane, un investigador de abogados, activista de derechos humanos que pasaba el día ocupado entre recoger donativos en San Diego y llevarlos a Tijuana. Paula había ayudado a padre e hija a inscribirse para esperar turno para pasar a la garita Pedwest a entrevista de asilo, pero el turno llegaría por lo menos en cuatro meses y Leslie cada día estaba peor. No tenía medicinas desde antes de salir de Honduras y ya comenzaba a tener ataques epilépticos. Paula y Mark corrieron la voz y una mujer ofreció pagar estudios de un neurólogo pediatra en Tijuana, otra persona se encargó de surtir la receta tan pronto como pudo. Mark Lane mientras tanto fue a hablar con oficiales del Grupo Beta de protección a migrantes en México a quienes platicó la situación. El miércoles 5 de diciembre Mark recibió una llamada en su casa en San Diego. “véngase ya y traiga al papá con su niña, lo vamos a poner al frente del grupo que va a pasar a solicitar asilo; no sabemos si va a funcionar o si los estadunidenses lo van a aceptar, pero lo vamos a intentar”. Un rato después el investigador de abogados llevó en su carro a padre e hija a Pedwest y sí, finalmente entraban a Estados Unidos a pedir ayuda para Leslie. “Estuvieron cuatro días dentro de la garita sin poderse comunicar y no sabíamos nada, estábamos ya preocupados”, platicó Lane. El domingo anochecía cuando le llamaron de la oficina de Inmigración y Control de Aduanas (ICE). Eran más de las 5 de la tarde y el aviso decía que dejarían en libertad condicional a Juan Alberto y Leslie en San Ysidro.

Inicia Construcción de Carriles de Uso Compartido en I-5 POR ANA GÓMEZ SALCIDO
La construcción de ocho millas de nuevos carriles de uso compartido (HOV/ Carpool) iniciaron en ambas direcciones sobre la carretera interestatal 5 (I-5) entre la Avenida Manchester en la ciudad de Encinitas, y Palomar Airport Road en la ciudad de Carlsbad. La construcción inicial se realizará entre las 9 p.m. y las 5 a.m., a excepción de los viernes y sábado, así como días festivos. Las obras de construcción iniciales incluyen la eliminación de las marcas de los carriles existentes y volver a repintar los nuevos carriles, así como un reemplazamiento de barreras de concreto (K-rail) en el centro de la I-5. De acuerdo a las autoridades del Departamento de Transporte de California (Caltrans, por sus siglas en inglés), no se tendrá ningún cierre en los carriles de los viajeros durante las horas del día como parte de la construcción planeada. Los viajeros deben de tener en cuenta que se tomará tiempo extra para pasar por la zona debido al movimiento de barreras de concreto y a la reducción del espacio de los carriles existentes durante el tiempo de construcción. Las obras iniciarán desde la Avenida Manchester y seguirán con dirección Norte por la I-5 hasta llegar a Palomar Aiport Road, antes de continuar por el lado contrario de la carretera hacia la dirección Sur. Se contará
con algunos cierres de carriles en algún punto de la construcción, pero no se anticipa ningún cierre total de la carretera. A partir de mediados de diciembre, personal de construcción colocará barreras de concreto en el centro de la I-5. El personal continuará todos los trabajos en dirección Norte para luego seguir en el lado contrario de la carretera con dirección Sur. Todas las obras forman parte del periodo de construcción, que es de 9 p.m. a 5 a.m. Las barreras de concreto se esperan que estén instaladas en el centro por un periodo aproximado de 18 meses, lo que permitirá al personal de construcción, trabajar de manera segura en el centro de la carretera y tener una separación de los automovilistas en tiempos activos de la construcción. Los residentes y comercios cercanos pueden esperar ruidos, luches y hasta polvo, durante las noches de construcción. A los residentes y comercios cercanos se les notificará con tiempo de anticipación sobre las obras de construcción que se realicen cerca de su propiedad o negocio. El personal de construcción tratará de minimizar los ruidos y el impacto en general con la comunidad. La construcción de los carriles de uso compartido sobre la I-5 entre la Avenida Manchester y Palomar Airport Road se espera que culmine para finales del 2021. Las mejoras en esta sección
de la carretera son parte de los 195 millones de dólares recibidos por parte del fondo de la ley estatal SB-1, que forma parte del programa de Soluciones para Carreteras Congestionadas de la Comisión de Transporte de California. A los automovilistas se les recuerda tener cuidado y estar alertas en las zonas de construcción incluyendo el poner atención al tráfico, no manejar distraídos y bajar la velocidad cuando pasen por el área. Este proyecto forma parte de Construye NCC, un esfuerzo colaborativo entre Caltrans, la Asociación de Gobiernos del Condado de San Diego (SANDAG, por sus siglas en inglés), y el Departamento de Transporte de Estados Unidos. La primera fase de construcción inició en las ciudades de Solana Beach, Encinitas, y Carlsbad donde se encuentra el programa de carreteras al Norte del Condado. Construye NCC incluye la extensión de carriles existentes de uso compartido sobre ambas direcciones de la I-5 desde Lomas Santa Fe Drive hasta la Ruta Estatal 78, el construir una doble vía en San Elijo Lagoon, reemplazar partes de carretera y puentes en San Elijo Lagoon, restaurar San Elijo Lagoon, y la construcción de casi 7 millas de nuevos carriles para ciclistas y peatones. Las obras de construcción de Construye NCC iniciaron a principios del 2017, y se espera que terminen para el 2022.

La Noche Inolvidable El duelo decisivo entre América y Cruz Azul revive el capítulo más dramático en la historia de la Liga MX

Los protagonistas de la llamada “Final del Siglo” vuelven al escenario donde escribieron uno de los capítulos más dramáticos en la historia de la Liga MX. El 26 de mayo de 2013, América y Cruz Azul estelarizaron una gesta épica. El partido de ida de la final del Clausura 2013 terminó 1-0 en favor de la Máquina, con un gol del “Chaco” Giménez en el Estadio Azul. En el duelo de regreso, la situación se se tornó grave para las Águilas, cuando apenas en el minuto 13, sufrió la expulsión de Jesús Molina. Con el marcador global en su contra, y con un hombre menos en la cancha, parecía imposible que el América pudiera salvarse de lo que parecía una muerte segura. Cuando faltaban dos minutos para que concluyera el encuentro, el defensa de las Águilas Aquivaldo Mosquera anotó un gol de cabeza Fue entonces que se presentó la jugada más dramática en las finales de la
Liga MX. En tiempo de compensación, el América gestó un último ataque que culminó con un centro al área que fue cabeceado por el portero las Águilas, Moisés Muñoz. El remate, que iba con dirección a la portería defendida por Jesús Corona, fue desviado por el defensa cementero Alejando Castro y se incrustó en las redes para de esa manera concretar el milagro en el Estadio Azteca. En los tiempos suplementarios, los equipos no se hicieron daño y en la serie de penaltis el América terminó por llevarse el título número 11 de su historia. En la cancha del Coloso de Santa Úrsula quedaron derrumbados los jugadores del Cruz Azul, que incrédulos vieron como se les escapó de las manos la posibilidad de romper la maldición que hasta la fecha les ha impedido ser campeones. Cinco después, América y Cruz Azul vuelven a encontrarse en el mismo escenario y solo falta ver si el drama vuelve a repetirse.

La selección mexicana nunca ha tenido un técnico con tanta experiencia internacional como el que está por presentar en los próximos días. Gerardo “Tata” Martino llega al Tri con un impresionante expediente profesional que le ha permitido grabar su nombre en la historia de equipos y selecciones de primer nivel. El estraga argentino acumula 20 años de experiencia dirigiendo, algo que ningún otro entrenador en la historia de la selección mexicana había podido ofrecer. Su recorrido en el banquillo lo inició en 1998 y desde entonces no ha parado de trabajar. Fue en el Mundial de Sudáfrica 2010 donde Martino encontró su plataforma de despegue internacional al hacer un gran papel con la selección de Paraguay. En esa Copa del Mundo, el equipo guarani llegó a la fase de cuartos de final y un año
más tarde lo llevó a disputar la final de la Copa América en contra de Uruguay. Su paso con el Barcelona, en la temporada 2013-14, no fue del todo exitoso pero eso no impidió que poco tiempo después fuera nombrado técnico de la selección argentina, con la que disputó dos finales de Copa América, A sus 56 años de edad, el “Tata” llega a México como el reciente campeón de la MLS tras su triunfo de la semana pasada con el Atlanta United sobre el equipo de Portland. Así lo dijo Martino Sobre su capacidad de llevar a las finales los equipos y selecciones que ha dirigido: “Son muchas finales las que he dirigido en los últimos años y soy un agradecido. No llores por lo que perdiste como cobarde cuando como hombre no supiste defenderlo. No te quieras hacer pasar como la víctima cuando en realidad tú fuiste el que causó el mayor de los daños. No culpes a otros por los actos de vergüenza que le enseñaron al mundo que eres un ser intolerante, violento e incapaz. Los argentinos deben de dejar de engañarse a si mismos y tomar responsabilidad de sus actos y su conducta. Los argentinos deben de dejar de decirle al mundo que les robaron la final de la Copa Libertadores que se efectuó en el estadio Santiago Bernabéu de Madrid. Los argentinos no tienen ningún derecho a decir que el partido para dirimir al campeón de de Sudamerica debió jugarse en su país. Es mentira que España les haya robado a los argentinos el duelo histórico entre Boca Juniors y River Plate. Mas bien, España fue la que vino a salvar del caos y la barbarie al campeonato de futbol más antiguo del mundo. La final de la Copa Libertadores no se pudo jugar en Argentina porque en esa sociedad de fanáticos enloquecidos no existe ni la conciencia ni la razón. En lugar de gritar a los cuatro vientos que la Copa Libertadores les fue robada, los argentinos debieron de haber hecho todo lo posible por demostrar que son capaces de cuidar su más preciado tesoro. En Argentina, el futbol representa una pasión que fácilmente se transforma en un fanatismo exacerbado que termina por corromper la razón. A tal grado llega la descomposición mental de muchos argentinos que en su locura han llegado creer que Diego Armando Maradona es hijo de Dios. Por si misma, esa ya es una señal de las alucinaciones que invade a muchos argentinos cuando de distinguir entre la fantasía y la realidad se trata. Desde que se anunció que el partido ente Boca Juniors y River Plate se trasladaba a Madrid, los argentinos tomaron el desafortunado papel de víctimas. Nadie, más que los argentinos, tienen la culpa de que el orgullo de su país haya tenido que ser secuestrado como una medida extrema para tratar de salvarlo. Efectuar la final de la Copa Libertadores en la casa del Real Madrid era la única manera de darle conclusion a una capítulo que debió de haber terminado hace mucho tiempo. Es una blasfemia afirmar que al llevar la Copa Libertadores al Santiago Bernabéu, España actuó como el imperio conquistador que siglos atrás pisoteó, aniquiló y saqueó a los pueblos del continente americano. En este caso, España actuó como la república garante y salvadora de un pueblo que estuvo a punto de matar lo que más quiere, lo que más ama, lo que más adora: el fútbol.

ALIDA GUAJARDO DE CERVANTES:
Bringing Music and Hope to Children

When you first meet Alida Guajardo de Cervantes, you notice something very refined about her. She is obviously a woman of means. However, unlike many Mexican women of a certain class, she also displays a rebellious streak and a steely determination to help others, especially the children of Tijuana. Alida was born in San Diego and raised in Mexicali. She has always been a cross-border person moving with ease between the two worlds. As a young woman, she loved sports and played a lot of tennis. She followed the traditional route for her generation and after school, married a successful lawyer, Fernando Cervantes Conde. They have two children and three grandchildren. They have been married for 48 years and have lived in Tijuana for 46 years as two years were spent in Mexico City. At first, Alida led a typical life of wife and mother, but in the back of her mind, she knew she wanted to do something useful and worthwhile to help others. In 1992, she enlisted the financial help of Salomon and Maria Juana Cohen, founders of the department store Dorian’s in Tijuana. She wanted to find a way to bring some of the Mainly Mozart musicians to Tijuana to give concerts there. Thus, the non-profit organization, Promotora de las Bellas Artes was born. Alida is the head, but receives no salary. Her work has always been on a voluntary basis. This organization has accomplished a lot in the last 26 years. First, they were able to arrange numerous Mainly Mozart classical music concerts in Tijuana, Ensenada and Mexicali. These concerts were for not only for private homes and orchestra halls, but also for the general public as Alida was able to raise
money to bring low-price Mainly Mozart concerts to those who might not be able to afford a ticket. Another goal was to introduce the children of lower income neighborhoods in Tijuana to classical music and the joys of music in general. To that end, she began to organize programs where Promotora Bellas Artes brought pantomimes to schools and they performed skits about the lives of Mozart, Beethoven, and Tchaikovsky, along with the music. They produced comic books. There were also concerts performed at the Palenque at Parque Morelos for children and families. The more the children were exposed to the music and lives of classical composers, the more they loved it. Promotora had found creative ways of using music and movement to entertain the children as well as teach them, especially children of limited means whose families or schools might not have the resources to provide these types of activities. The next idea they came up with was to have a sculpture contest. The contest was open to all and was based on imagination, materials and ingenuity. They started with 11 schools. Today, Promotora works with 24 permanent schools and 60 rotating ones. In the fall, Promotora brings the pantomime programs to the schools, in the winter, they have the sculpture contests, and in the spring, they present didactic concerts. They have implemented, “Mi Festival en tu Comunidad”, “Manos a la Obra” and finally, “Coros Escolares” or school choirs. In fact, one of the most successful endeavors they started year round was those school choirs. The choirs have impacted the children in many positive ways. They have provided a way for children of different backgrounds to come together
and work towards a common goal. They have inspired and motivated many children to explore the arts by giving them more exposure by going into the classrooms. Alida gave me the example of a young teen that slouched and was both shy and defiant as she lacked confidence in herself. After participating for awhile, she was chosen to give a presentation and when she went up to the microphone, she was like a different person, standing up straight and speaking confidently. In addition, their choir programs have grown to three different types. First, there are the “Coros Escolares” or school choirs. Next, there is the “Fundacion Valle Bibb” which is a newer sponsored program that also includes homeless shelters and orphanages. Finally, there is “Coro de Seleccion” or select choir. This is a choir for the more accomplished singers that was started in 2016 by master teacher, Salvador Cortes Juarez. In January 2018, Daria Abreu Feraud took over and now leads this master choir. This is the choir that has performed with several well known musicians and this is also the choir that enters competitions. In July 2018, they performed with singer/ musician Sharon Katz and The Peace Train of South Africa in a show called, “Transcending Barriers”. What started as a desire to help the underprivileged children of Tijuana has grown into a large, thriving, multidimensional organization that has touched the lives of many. Condenan a Gerente de Oficina por Estafa Masiva POR ANA GÓMEZ SALCIDO
Un jurado ha declarado culpable a Gonzalo Paredes, de 62 años de edad, por 51 delitos por pagar sobornos ilegales a un médico por referir a pacientes y facturar fraudulentamente a las compañías de seguros de compensación de trabajadores en el sistema de compensación de trabajadores de California. El jurado llegó a su veredicto el jueves 29 de noviembre, después de un juicio de nueve días. La acusación fue resultado de “Operation Backlash”, una investigación federal y estatal conjunta a gran escala sobre un fraude de varios millones de dólares y sobornos ilegales en el sistema de compensación de trabajadores del estado. Paredes era el administrador de la oficina Advanced Radiology of Beverly Hills, propiedad del radiólogo Ronald Grusd. A principios de este año, la Oficina de la Procuraduría Federal de
Estados Unidos condenó a Grusd por 39 delitos de fraude por el pago de sobornos por derivación de pacientes de múltiples clínicas en los condados de San Diego e Imperial, lo que resultó en facturas fraudulentas para las compañías de seguros de más de 22 millones de dólares para servicios médicos. Grusd fue condenado a 10 años en prisión federal. El esquema en San Diego involucraba Advanced Radiology pagando a un quiropráctico local a cambio de la derivación de pacientes. La Fiscalía del Condado de San Diego se asoció con el FBI, el Departamento de Seguros de California y la Oficina de la Procuraduría Federal de Estados Unidos en la investigación y el procesamiento de Paredes. “Crímenes como estos contribuyen a primas de seguro más altas para los consumidores de California”, dijo Dave Jones, comisionado de seguros. “Paredes fue parte de una conspiración con proveedores que construyeron un complejo sistema de pago de dinero
para obtener pacientes. Gracias a la ardua labor de los investigadores en el FBI, el Departamento de Seguros y la oficina de la Fiscalía de Distrito de San Diego fue llevado ante la justicia”. Paredes enfrenta un máximo de 43 años y cuatro meses en prisión estatal. Su sentencia está programada para el 1 de febrero en el Departamento 1803 del Centro de la Corte Superior de San Diego. El fraude de seguros en California es un problema de 15 mil millones de dólares al
año. Es el segundo crimen económico más grande en Estados Unidos, superado solo por la evasión de impuestos. La División de Fraude de Seguros de la Fiscalía del Condado de San Diego aborda este problema mediante la dedicación de especialistas para manejar casos complejos de fraude de seguros. “Cuando se trata de su salud, el pueblo estadounidense exige nada menos que servicios honestos a sus proveedores médicos”, dijo el agente especial a cargo del
FBI, John Brown. “Operation Backlash ha demostrado que hay personas en nuestras comunidades que intercambiarían pacientes por dinero. Migrantes de la Caravana Consideran Trabajar en Tijuana

Denny Guevara, un migrante hondureño que llegó a Tijuana con la caravana dice que “definitivamente la alternativa para nosotros va a ser quedarnos aquí en México a buscar trabajo para ayudar a nuestras familias”. Su caso ha llamado la atención porque consiguió empleo en Tijuana apenas lo buscó, no lejos de donde el autobús lo trajo a la ciudad por primera vez.
Dice que bajó del autobús y mientras otros se formaban para pasar a alimentarse, él caminó a la esquina a preguntar en un supermercado de mayoreo si tendrían empleo. “Qué sabes hacer”, le preguntaron. Dijo que arreglar, limpiar, no que fuera. Y se quedó. Para Denny, de 26 años, tener ya trabajo en Tijuana es un gran avance. La lempira, la moneda hondureña, se aproxima a la paridad del peso. Sin 22 lempiras por
dólar y el peso mexicano anda en 20 por uno. “Peor sí hay una diferencia. Es que, mire, en Honduras yo llevaba cuatro años sin poder trabajar así de corrido, solo unos trabajos de un día y luego mucho tiempo sin nada, y así. Entonces, es imposible ganar para los gastos de la casa, de la familia; en cambio aquí son más horas y todos los días”. Es el caso por el que miles de centroamericanos que llegaron a Tijuana con la caravana han comenzado a
optar por el plan B, quedarse y trabajar. Desde que llegó la Caminata Migrante por la Vida, más conocida como la caravana, más de 2,000 de sus integrantes se han inscrito en el Sistema Nacional de Empleo, de acuerdo con cifras oficiales. Durante las primeras semanas, varias empresas de Tijuana acordaron con transportistas que llevaran a cientos de interesados a entrevistas de trabajo en una Feria del Empleo Migrante. De hecho, centenares de los migrantes que se quedaron en la calle fuera del refugio que quedó inutilizado por la lluvia, se negaron a mudarse al nuevo albergue porque tenían pendientes entrevistas de empleo y carecen de recursos para regresar en transporte público. El empresario Salvador Díaz González, presidente de la Asociación de Industriales de la Mesa de Otay, donde se concentra la mayoría de las maquiladoras, dice que los centroamericanos son necesitados para miles de puestos disponibles. “En las últimas dos semanas ofertamos entre 7,000 y 10,000 puestos de trabajo a los migrantes centroameri-

En San Diego, Sean Elo, director asociado de campañas y políticas de Mid-City Community Advocacy Network (CAN, por sus siglas en inglés), venció al ex regidor David Álvarez, en la contienda por un puesto en la junta directiva del San Diego Community College
District. Elo, quien recibió el respaldo de la Asociación Democrática Chicana y es un estudiante de primera generación de un colegio comunitario que alguna vez estuvo sin hogar. Él ha declarado que la experiencia motiva parte de su visión de que se satisfacen las necesidades básicas de los estudiantes y profesores. En la ciudad de San Diego, la elección de Jennifer Campbell, Monica Montgomery y Vivian Moreno se hizo oficial esta semana, lo que hace un total de cinco mujeres en la Junta de Regidores. Las tres son demócratas y sus elecciones crean una llamada “súpermayoría” demócrata en la junta no partidista. "Este es un día histórico para nuestra ciudad", dijo la regidora Bárbara Bry. "Tenemos cinco mujeres, cinco mujeres fuertes de diversos orígenes constituirán la mayoría de nuestro Consejo Municipal de San Diego". Campbell se crió en una
familia de clase obrera, su padre era un maquinista sindical y su madre una secretaria y voluntaria comunitaria es un médico. Durante su inauguración, Campbell esbozó su visión y varias de sus prioridades. "Va a ser una nueva era para San Diego porque todos estaremos unidos", dijo Campbell. “Nuestra mayor prioridad debe incluir hacer un progreso significativo en la resolución de las crisis de personas sin hogar. Esto es una cuestión de compasión y deber moral ", agregó. Vivian Moreno fue juramentada por el saliente regidor David Álvarez, por quien trabajó anteriormente. Durante sus comentarios, Moreno, quien habló en inglés y en español, también dijo: “Durante demasiado tiempo, el Ayuntamiento buscó en nuestras comunidades la carga de la responsabilidad cuando se trata de asumir proyectos impopulares o recortes presupuestarios no equitativos. canos de la caravana”, dijo el empresario; “de ellos unos dos mil acudieron a platicar sobre el empleo”. Y con la opción de trabajo, llega la de regularización migratoria. Díaz González dijo que unos 600 migrantes centroamericanos comenzaron trámites ante autoridades de migración y por lo menos 120 ya iniciaron inscripción al Seguro Social. Poco a poco la idea de quedarse en México gana terreno, aunque todavía hay quienes prefieren arriesgarse a cruzar la frontera para entregase a oficiales federales y solicitar asilo o esperar a que las autoridades estadounidenses les otorguen audiencias de asilo. Pero un investigador del Colegio de la Frontera Norte (Colef ), Oscar Contreras, dijo este martes que la opción original de Estados Unidos se ve cada vez más incierta para los centroamericanos. “Las condiciones legales para obtener el asilo en Estados Unidos son muy restrictivas, implican largas temporadas de espera tanto en México como en Estados Unidos y lo más probable es que haya al final un rechazo”, dijo Contreras.
Muchos migrantes se dan cuenta ahora de que salieron de sus países, principalmente de Honduras, sin información sobre lo que se necesitaba para pedir asilo o las posibilidades de que lo consiguieran, solo pensaron en llegar a Estados Unidos con una idea muy genérica. El segundo escenario incluye es la condición de refugiado en México, pero de acuerdo con Contreras, en los últimos años ha habido un incremento de solicitudes y la espera es de unos seis meses. Sin embargo, para el caso específico de la caravana, los migrantes pueden solicitar una “tarjeta de visitante por razones humanitarias” y un número de registro que les permite trabajar y acceder a servicios en la ciudad en unos días. Para muchos migrantes es la mejor opción, sobre todo para quienes llegaron con niños pequeños, pues la lista de espera para pasar a entrevista con oficiales de migración ahora es de más de cinco mil personas, lo que significa que podrían pasar dentro de unos seis meses o más casi con la seguridad de que sus casos serán negados.
Hacia el final de sus comentarios, Moreno también dijo:" Para la gente del Distrito 8, nosotros estaremos comprometidos a luchar por ustedes todos los días. Y una cosa que quiero dejar claro en el Distrito 8, yo trabajo por ustedes." La abogada de derechos civiles Monica Montgomery fue juramentada por su padre y también habló durante la inauguración. Montgomery, una residente de 30 años del Distrito 4, dijo que se postuló porque vio que faltaba mucho en el distrito. Ella ganó a la presidenta titular del Consejo de la Ciudad Demócrata, Myrtle Cole, quien fue considerada una aliada del alcalde republicano Kevin Faulconer. Montgomery describió una serie de sus prioridades, como abordar la equidad social, la justicia económica, la reforma policial, el apoyo a las pequeñas empresas, el cambio climático, la vivienda, la ayuda a las personas sin hogar y la creación de oportuni-
dades económicas para su distrito. “En el área de la reforma policial necesitamos mejores relaciones entre la comunidad y los oficiales de policía. "Toqué miles de puertas y hablé con tantas personas que tienen el mayor respeto por el trabajo de los oficiales de policía y yo también", dijo Montgomery. Pero Montgomery también abordó los cambios que le gustaría ver, “Abogaré por la representación del Distrito 4 en la actual Junta de Revisión de la Comunidad sobre Prácticas de Policía. También abogaré por una Junta de Revisión de la Comunidad revisada con poder de citación y la autoridad para investigar de manera independiente la conducta indebida de la policía. Además, abogaré por políticas sólidas de reducción de la escala dentro de nuestro departamento de policía y otras políticas que ayuden a terminar con el perfil racial ".

El Cuento de Hadas convertido en Ballet ¨El Cascanueces¨ se presentó en su edición 25 por la Compañía de Danza de Baja California en el Anfiteatro del Instituto de Cultura de Baja California el pasado sábado 8 de diciembre, con un lleno total. ¨El Cascanueces¨, es un cuento de hadas en modalidad de ballet estructurado en dos actos. Originalmente comisionado por el director de los teatros imperiales de la antugua Rusia, Iván Vsévolozhsky, en 1891 y se estrenó en 1892 con música compuesta por Piotr Illych Chaikovski. El libreto fue escrito por Iván Vsévolozhsky y el coreografo Marius Petina, basándose en la adaptación de Alexandr Dumas del cuento El Casacanueces y el Rey de los Ratones, este de Ernst Theodor Amadeus Hoffmann. En el advenimiento de la noche de navidad, el padrino de Clara Drosselmayer, le regala tres cajas
conteniendo tres regalos diferentes: un arlequín, una colombina y un cascanueces muy grande, este roto por su celoso hermano. she began to help out at her family’s restaurants. Around the time she was 18, she began to save up to open up her own restaurant, but was also very interested in travel. “I have always been very hard working and have always wanted to do more, something outside of school,” Curiel recalls. “I’ve always had something to work towards but, around the time I was 21, I decided to go into restaurants.” Her decision to devote herself to the world of cooking in 2008 coincided with a notoriously violent time in Tijuana’s history, which lead many families of means and cross-border workers to take up residence in San Diego. Once north of the border, Curiel began to work at a bakery that was two doors down from Talavera Azul, a mexican restaurant opened up by her family once they settled in San Diego. “It was the perfect age for me to start working in the industry full time,” she said. “I was baking, decorating cakes, working the cash register, and being a barista too.” Looking to formalize her skills as a baker, she enrolled in culinary school. However, being influenced by her artistic drive and the menus at her family's restaurants, Curiel found herself gravitating towards Mexican food. “I enrolled at culinary school for baked goods and sweets, but ended up making savory stuff,” she said, smile still on her lips. Not being given the freedom to exercise her creativity and make menu changes at her workplace, Curiel began catering events on her own and networking within the local restaurant industry. Many ups and downs later, mixed in with a large spoonful of perseverance, Curiel opened up Tuétano Taqueria, where she serves up her take on a select handful of Mexican classics. “My idea here at Tuetano was to serve up traditional guisados (stews) and tacos but giving them a modern twist,” Curiel shared. Balance and minimalism done right is the philosophy at her eatery: decor is simple but tasteful; the menu boasts a few items made with great attention; there is no salsa bar, but rather a single roasted chili oil salsa which is a near universal compliment to anything on the menu. “For me, less is more,” Curiel detailed. “You have to get the most out of everything.” Tuetano Taqueria’s namesake dish, the tuetano or roasted bone marrow, is a perfect incarnation of Curiel’s philosophy and desire to express herself through Mexican food. During our conversation, she prepared the roasted bone marrow inside a birria taco. The buttery, rich chunks of marrow and the the spicy, juicy beef birria dont compete or clash, they harmonize. Lopez is a lifelong resident of San Ysidro whose family owns La Bodega Hermanos Lopez. Gurmilan overcame a severe surfing accident is a wellknown journalist and San Diego College City professor. In Imperial Beach, bodyboarder Paloma Aguirre was elected to join the Imperial Beach City Council. Aguirre, who is said to be the City’s first Latina councilmember, once worked as a social justice community organizer in South San Diego before later joining the nonprofit Wildcoast where she oversees projects to conserve coastal ecosystems in the border region. Louis Barrios, Mary Susan Doyle and Marco O.R. Amaral won seats on the school board for the South Bay Union School District. Barrios, a math teacher and engineer, said he wants students to have access to computer science courses, coding and financial literacy. Doyle, is an educator with 27 years of experience, volunteers with the Gay Straight Alliance at Mar Vista High and wants to establish a culture of equity and tolerance at all South Bay schools. Amaral’s proposals include competitive salaries for all unionized workers. In Vista, district elections were held for the first time. Corinna Contreras edged out incumbent John J. Aguilera for a seat on the Vista City Council. Aguilera a Democrat and farming advocate said she supports the development of a community policing program. Incumbent Escondido Republican Mayor Sam Abed lost to challenger Paul “Mac” McNamara, a Democrat and U.S. Marine corps veteran who is serving his second term as an elected trustee of the Palomar College Governing Board. Abed who was born and raised in Lebanon was well-known for his anti-immigration views and his opposition to California’s sanctuary laws. McNamara for his part has stated, “Over the past years the city has lost its way become enmeshed in divisive politics.” McNamara’s election along with the election of Democrat Consuelo Martinez will give Escondido a Democratic majority on the city council. Martinez won incumbent Republican Ed Gallo to whom she lost to four years ago, when the two ran against each other. Chula Vista native Leticia Cazares and current Vice President of the Board for the American Civil Liberties Union was elected to serve on the already diverse Southwestern College Governing Board. In San Diego Sean Elo, the associate director for campaigns and policy with Mid-City Community Advocacy Network (CAN) beat former San Diego City Councilmember David Alvarez in the race for a seat on the board of the San Diego Community College District. Elo, who was endorsed by the Chicano Democratic Association and is a first-generation community college student who was once homeless. He has stated that experience motivates part of his vision that the basic needs of

students and professors are met. In the city of San Diego Jennifer Campbell, Monica Montgomery, and Vivian Moreno were officially sworn in this week, making for a total of five women on the city council. All three are Democrats and their elections create a Democratic supermajority on the nonpartisan city council. "This is an historic day for our city," said Councilwoman Barbara Bry. "We have five women -- five strong women from diverse backgrounds are going to constitute a majority of our San Diego City Council." Campbell was raised in a working-class family, her father a union machinist and mother a secretary and community volunteer is a doctor. During the inauguration Campbell outlined her vision and a number of her priorities. “It is going to be a new era for San Diego because we will all be united,” Councilmember Campbell said. “Our greatest priority must include making meaningful progress in resolving the homeless crisis. This is a matter of compassion and moral duty,” she added. Vivian Moreno was sworn in by outgoing San Diego City Councilmember David Alvarez whom she previously worked for. During her comments, Moreno who spoke in English and Spanish also said “For far too long City Hall looked to our communities to bear the burden of responsibility when it comes to taking on unpopular projects or inequitable budget cuts. No more.” Toward the end of her comments, Moreno also said, “To the people of District 8, you have my commitment that we will fight every day. And one thing I want to make clear District 8, I work for you. You are my boss.” Civil rights attorney Monica Montgomery was sworn by her father and also spoke during the inauguration. Montgomery a 30-year-resident of council District 4 said she ran because she saw the district lacking. She unseated incumbent and fellow Democrat City Council President Myrtle Cole, who was considered an ally of Republican Mayor Kevin Faulconer. Montgomery outlined a number of her priorities as well including addressing social equity, economic justice, police reform, supporting small businesses, climate change, housing, helping the homeless, and creating economic opportunities for her district. “In the area of police reform we need better relations between community and police officers. I knocked on thousands of doors and spoke to so many people who have the utmost respect for the job of police officers and so do I,” Montgomery said. But Montgomery also addressed changes she would like to see, “I will advocate for District 4 representation on the current Community Review Board on Police Practices. I will also advocate for a revised Community Review Board with subpoena power and the authority to independently investigate police misconduct. In addition, I will advocate for robust de-escalation policies within our police department and other policies that help end racial profiling.”

and a way to unload some of that stress we carry as immigrants,” Garcia explained. Garcia says that a posada is an ideal venue for a healing space, as in Mexican culture there is always good to be found no matter how difficult things might get. “That is the beautiful thing about our culture, we find the good in a crisis and we even dance and sign instead of crying and those song we sing are also like a way of healing a bit,” she pointed out. “We want to breathe for a little bit and celebrate our efforts and let people know there is much to do ahead.” And while a lot of good work and advocacy was done in 2018, Garcia sees 2019 as a tougher year and one in which more hope will be needed to keep moving forward. “The hope I have is that people keep resisting and remain positive and becomes even more solidary. The only faith I have is in the community and in our efforts because this administration is not going to improve things,” she stated. Donations in benefit of the Central American refugee exodus in Tijuana will be accepted at the event, which will be distributed by immigrant humanitarian aid group Border Angels.
