T

uesday’s mid-term election delivered wins and losses to both parties at the national, state, and local levels. Here are a few of the top headlines from the election results as they stand today. As of Friday morning, the San Diego County Registrar of Voters still estimates that 465,000 absentee and provisional ballots remain to be counted after nearly 700,000 have already

been tabulated. The Registrar will release daily updates until all votes are counted. By law, the Registrar has 30 days to count and certify the results. FEDERAL ELECTIONS Democrats won back control of the House of Representatives by picking up at least 30 congressional seats that are currently held by Republicans, but Democratic also lost two seats. The total will leave Democrats with

seven votes more than a majority. Ten more seats are still too close to call. In the Senate, Republicans maintained majority control by successfully defending all but one incumbent but also picking up three seats by defeating Democratic Senators in Missouri, Indiana, and North Dakota. Republicans now have a three-vote cushion in their majority. With Democrats taking the House, they can now launch investigations into President Trump, the Russian election meddling, and

other issues that Republicans refused to look into. Most importantly, Democrats can now subpoena copies of Trump’s tax returns that he has so far refused to produce. Democrats can also now propose legislation on immigration, health care, education, and other issues they have championed but Republicans had refused to put up for votes. CORTEZ Having been a student who was slipping through the cracks while in high school, Marisol Rerucha has taken her life experience to connect with students and create an environment where they can learn and feel valued. “I want to be the person that identifies the kids that are struggling because they aren't always the loudest,” she said to La Prensa San Diego. Rerucha has worked in a variety of education-related positions during her career, from middle school English teacher and principal at Montgomery High School to her current position managing career technical education programs for juvenile court students through the San Diego County Office of Education. While it might seem unlikely to some that someone who has made a career in education might have been an underachieving student, Rerucha shared she was very close to not graduating from high school due to her environment and her parents being very busy with their jobs. “I went to San Diego High School in the late 80s and early 90’s —I gradu-

A

delegation of 64 normal school students from Baja California visited a Chula Vista school this Monday to observe first-hand how dual immersion programs, in which classes are held in Spanish and English, are taught. The Visiting students, from Tijuana’s National Pedagogic University (UPN Tijuana, in Spanish) and the Escuela Normal Fronteriza, observed how this class format works at Chula Vista Learning Community Charter Elementary School and how it can be adapted to campuses south of the border. With a growing number of students arriving in Baja and the possibility they may return to the United States, educational organizations in Baja California are currently seeking the development of teachers who are bilingual and bicultural who can provide the proper support to

students who restart their education in Mexico, often times not knowing Spanish. Yara Amparo López-López, state coordinator for Baja California’s English Migrant Education Program says there are currently 54,000 United States-born students in Baja California. Of these, many are children of deported parents or find themselves in Mexico temporarily due to many different causes. “We need to prepare all of our students in both languages, Spanish and English,” she stated, adding that while there might not be any dual immersion programs in Mexico there are bilingual and indigenous education programs which can incorporate successful elements from the classes analyzed during this visit. Juan Gabriel Lopez-Ochoa, UPN Tijuana dean, was among the people taking the tour. A point of interest for him and his students was observing how bilingual concepts are applied in the classroom. “Observation provides us with input to absorb some didactic

strategy from this side of the border,” he said. “UPN Tijuana students are seeing and receiving feedback with what they are looking at and can view in a practical and real context where they can see a different teaching process from what they create in the classroom.” This visit is yet another collaboration between several organizations in California and Baja California which looks to establish common educational practices which address the needs of cross-border students, in which San Diego State’s School of Education, UCSD, the California Association for Bilingual Education, and the Baja California Secretary of Education, among others, participate in. As part of this binational effort, a delegation of 36 SDSU students schools in Tijuana, Tecate, and Ensenada in previous weeks to observe and learn from Mexican teachers as well as putting teaching concepts they have learned to practice.

It’s been more than 50 years since the passage of the Equal Pay Act of 1963, but Latinas are far behind when it comes to wages. Latinas in the U.S. are typically paid just 54 cents for every dollar paid to White, non-Hispanic men according to data from the National Partnership for Women and Families (NPWF). Latinos are the largest minority population and on average earn less than any other demographic. All women of color earn less than White men earn. Forbes magazine reported this month when compared to White men, Asian women earn 85 cents, Black women earn 61 cents, American Indian and Alaska Native women earn 59 cents. Latinas are the breadwinners in over 3 million households, and they are the decision makers that account for $1 trillion in buying power in the United States, according to the Labor Council for Latin American Advancement. This also means their households rely heavily on their wages to make ends meet and to get ahead. Unfortunately 40 percent of those households live below the poverty line. In an analysis from NPWF on the wage gap in the 25 states with the largest number of Latinas who work full time, California was at the top of the list. The number of Latinas working full time yearround in the state is 1,598,564, with their median wages at $30,624 per year. The median wages for White, non-Hispanic men in the state are $71,875. Improved Bike Plan Approved BY ANA GOMEZ SALCIDO

The San Diego County Board of Supervisors approved a new plan that could eventually add several hundred miles of safer, more convenient bicycle lanes to roads in and around unincorporated communities. “This is a huge step toward improving the regional connectivity of pedestrian and bike paths,” said Bike Coalition Executive Director Andy Hanshaw. “It will help residents have better and safer access to various modes of travel outside of using their car.” The Board voted 4-0, with Supervisor Ron Roberts absent, to approve a new Active Transportation Plan, the first update of the County’s bike plan since 2003. The new plan will be used to guide the potential addition of bike lanes or bike lane improvements when road projects in unincorporated communities, including resurfacing and repaving, are planned and built in the future. The transportation plan aims to give County residents healthier opportunities to get around, exercise and have fun, by biking rather than driving on unincorporated roads. County officials said the plan fits in with the County’s Live Well San Diego vision and its Climate Action Plan, which is designed to reduce greenhouse gas emissions in unincorporated communities. Improvements in the newly adopted Active Transportation Plan would more than triple the potential miles of future bike lanes, from 280 miles to 934 miles, putting in striped markings dedicating space for bicyclists that would improve safety for both bicyclists and motorists. Democracy Was the Big Winner in the Elections

P

olitical pundits and media experts have been debating this week who won and lost in Tuesday’s elections. Many argue that Democrats regaining control of the House of Representatives was the big win of the night, creating a balance in Congress and an even more important check on the President Democrats will now regain control of all House committees, including the Intelligence and Ways & Means Committees, two that could play important roles in throttling Trump’s power left virtually unchecked by the Republicans for two years. The Intelligence Committee, controlled by Republicans, conducted investigations (if you can call them that) into the Russian election meddling issue. Devin Nunez, the now-outgoing Republican chairman of the committee, however, was more a Trump cheerleader than a check. The ranking Democrat, Adam Schiff, himself a former prosecutor, will now head the Committee with power to subpoena people and documents, and conduct its own investigation into Russian meddling. The other important committee is the one on taxation, called the Ways & Means Committee, which writes tax laws. Under a 1924 federal law, the Committee can request any taxpayer’s return from the IRS, even without a subpoena, and the

Secretary of the Treasury “shall” release them, the law states. Since the start of the 2016 campaign, Trump refused to release his tax returns, and became the first presidential candidate in 40 years to withhold tax returns during the campaign. To date, Trump still refuses to make them available. Many think he may order Treasury Secretary Steve Mnuchin not to release them, setting up a potential legal battle. Democrats have long argued that Trump’s returns can shed light on his complex business structure and could show ties to foreign banks or investors that may create conflicts of interest. Without seeing the returns, critics argue, Trump’s finances are too obscure to rule out blackmail, coercion, or even bribery. Other political commentators argue that Republicans holding the Senate was the big story of the election. Trump’s campaigning in key states seems to have helped Republicans successfully defend all but one of their seats and also claimed three new seats to pad their majority. Maintaining the Senate helps Trump on two fronts. First, it allows him to continue to appoint conservatives judges to federal and appellate benches, and also preserves his ability to potentially appoint another Supreme Court Justice. Judicial appointments could slant the court system in the US to the right for decades to come, an important

political win for Republicans. Even more importantly, for Trump himself, a Republican Senate can protect him from possible impeachment should the Democrats move down that path. With Democrats in control of the House, they could potentially pass Articles of Impeachment, which only require a simple majority vote. Dems now have five votes more than a majority, giving them some wiggle room to lose a few votes and still impeach. But that’s just the beginning. The House can initiate impeachment proceedings against a president, vice-president, and other “civil officers”, which include cabinet secretaries and judges, by passing Articles of Impeachment, but only the Senate can convict and remove someone from office. Only two presidents have ever been impeached by the House; Andrew Johnson in 1868, and, of course, Bill Clinton in 1998. Both, however, were eventually acquitted by the Senate. Although the House only requires a simple majority to impeach, the Senate requires a two-thirds vote to convict. That’s a high threshold to meet. Republicans comfortably controlling the Senate is a safety backstop for Trump. But, neither of these storylines is the most important outcome of the 2018 elections. The real winner was democracy. After two years of a tumultuous

Chula Vista Police Recognized for Reducing Domestic Violence BY ANA GOMEZ SALCIDO

The Chula Vista Police Department’s new Domestic Violence Program is being recognized as one of five international finalists for the 2018 Hermon Goldstein Award for Excellence in Problem-Oriented Policing. Since 2015, the Chula Vista Police Department has led a research project to reduce domestic violence in the city. Police officials partnered with South Bay Community Services, along with crime analysis and research partners, to conduct a one-year study of new prevention and enforcement strategies. “The results were impressive,” said Chula Vista Police Chief Roxana Kennedy. “After the first-year of the project, our department noticed a marked decrease in domestic violence crimes.” The department found that the domestic violence in the research area dropped by 25 percent. In addition, victims of domestic violence reported far greater satisfaction with the police response. Importantly, 92 percent of victims said they would call police again for help. The innovative project was recently recognized by the Center for Problem-Oriented Policing, which announced

political landscape, voters didn’t give up hope and stay home. Instead, over 47% of eligible voters actually voted in this election, the highest turnout in 52 years. That means over 110 million people voted in the midterm election, eclipsing the traditionally-higher turn out in presidential election years. In Minnesota and Kansas, more than 60% of their voters cast ballots. It’s encouraging to see that our representative democratic form of government worked even when some people believe it is at its weakest moment. Our system is resilient, bouncing back from the contortions it’s being put through by a president that has shattered all political norms. Our system of checks and balances between branches of government also applies to voters checking our elected officials. After two years of pure Republican control in Washington, voters clearly saw the need to balance the system and recalibrate for accountability. That’s the way our democracy was designed in theory, and this week, it worked as designed. At the end of the day, voters expressed their desires, not through violence or unrest, but through the peaceful exercise of democracy. Well done America. Now, let’s see if our elected officials follow our lead. If not, more change will surely come in the next election.

that the Chula Vista Police Department is one of five international finalists for the prestigious Herman Goldstein Award for Excellence in Problem-Oriented Policing. “Domestic violence is one of the most common, dangerous, and frustrating problems facing our officers,” Kennedy said. “There is a sense of futility and helplessness among both victims and police.” According to CVPD, officers often find themselves dispatched to the same addresses again and again. It can be difficult for victims to escape these types of situations. The initiative involved testing a focused deterrence approach to reducing domestic violence. The goal of the project was to change social norms and behavior – without traditional legal interventions – unless repeated, customized, and increasingly intensive police contacts were not effective. Officers tested the new approach in one geographic area of Chula Vista. They provided written warnings to offenders, and handouts to victims. This project enabled officials to send a profound message to victims of domestic violence: prevention

is a priority for the department, and would make every effort to protect victims from violence. Officers even stopped by the homes of reported victims to check on their safety, and left handouts at the door. The Herman Goldstein Award is presented by the Center for Problem-Oriented Policing, and honors Professor Emeritus Herman Goldstein who conceived and developed the theory of problem-oriented policing. The award recognizes innovative and effective problem-oriented policing (POP) projects that have achieved measurable success in resolving crime and disorder problems. Chula Vista Police will be among five international finalists recognized at the 28th Annual Problem-Oriented Policing conference in Rhode Island. Other finalists include representatives from Oregon, New Zealand, the United Kingdom, and the British Transport and Rail Industry. One finalist will be selected for the award. “I am very proud of the innovative work of our officers,” said Kennedy. “This is just another example of the commitment our personnel make to keep our community safe.”

DA Reaches Settlement Over Harassing Calls BY ANA GOMEZ SALCIDO

A $9 million settlement that cracks down on illegal phone-calling practices at one of the world’s biggest third-party debt collection companies was reached by the San Diego County District Attorney’s Office, along with the District Attorneys of Los Angeles, Riverside, and Santa Clara Counties. The civil settlement, which is believed to be one of the largest of its kind, sets strict phone call parameters for Allied Interstate LLC, along with its parent company iQor Holdings Inc. and affiliated firms, over the next five years. The lawsuit alleged that Allied and iQor engaged in illegal debt collection practices that violated California’s Rosenthal Fair Debt Collection Practices Act, the Right to Privacy Act, and the federal Telephone Consumer Protection Act. The alleged violations included calling consumers with excessive frequency, sometimes hundreds of times and sometimes calling the wrong person numerous times; failing to cease calling even when advised that they had reached a wrong number;

and using a robo-dialer, known as a “predictive dialer,” to place calls to the cell phones of consumers without having adequate proof that the consumer had consented to be called on their cell phone. “These types of unscrupulous tactics need to stop. The companies subjected people to repeated phone calls for months on end, even when no money was owed,” said San Diego District Attorney, Summer Stephan. “This settlement is a great example of how our Consumer Protection Unit works with other law enforcement agencies in California to protect the consumer and stop companies who violate the law.” This was the eleventh law enforcement action filed against this debt collector over a period of 10 years. Pursuant to the settlement terms, Allied and its affiliates are required to comply with state and federal laws regarding debt collection phone calls. Additionally, the judgment orders the company to immediately stop making calls at an unreasonable frequency that could constitute harassment; calling DA ON PAGE 7

Women’s Policy Research published in October shows a single working adult needs to earn $2,751 per month or earn $33,012 to be economically secure. With so many startling statistics, November 1 marked Latina Equal Pay Day to raise awareness about the pay gap and its negative effects on Latinas and families. Nancy Maldonado, Interim Chief Executive Officer with the Chicano Federation of San Diego County commented on how the wage gap can be addressed, “It’s important to speak up on the issue because the first step to change is awareness.” New research conducted by LeanIn.Org and SurveyMonkey in partnership with UnidosUS found that there is a striking lack of awareness around the pay gap Latinas face. Nearly one in three Americans is not aware of the pay gap between Latinas and White men, but 72 percent of Americans think it's not fair. In addition, 68 percent believe that bias against immigrants is a factor in the pay gap Latinas experience. Political representation can also contribute to ending pay inequity by electing representatives who support efforts to end wage disparities as well as efforts that lead to a better workforce. Numerous legislators also support changes to end the low wages Latinas receive. California U.S. Senator Democrat Kamala Harris spoke out on Latina Equal Pay day and said it’s time to pass legislation to ensure fair pay. U.S. House Minority Leader Nancy Pelosi, and San Diego Congressman Juan Vargas, among many others, also issued statements via Twitter calling for an end to the gender pay gap. San Diego Congressman Scott Peters tweeted on the need to raise the minimum wage, pass the Paycheck Fairness Act, strengthen workplace protections and expand opportunities for high paying occupations for all women. The Paycheck Fairness Act is a bill proposed in Congress to secure equal pay for equal work for all Americans. The American Civil Liberties Union states the law would make critical changes to the Equal Pay Act, including requiring employers to demonstrate that wage differentials are based on factors other than sex, and prohibit retaliation against workers who inquire about their employers’ wage practices or disclose their own wages. Maldonado also explained the severity of the issue, “Closing the wage gap for Latinas will require yearround work and attention and it starts with recognizing that this wage disparity has an immediate and severe impact in our community.” “Latina women must work ten months into the next calendar year just to earn what the average white man earns in a year. This not only hurts families and the economy, it also perpetuates a cycle of poverty. Finding solutions to the wage disparity that Latinas face deserves more attention,” Maldonado also said.

ated in 1992— and that was during the height of the gang problems there,” Rerucha recalled. “I had a 0.5 (grade point average) and had friends in a similar situation at the time and nobody was trying to catch us.” As the daughter of school administrator and activist Irma Castro and Chicano muralist Abran Quevedo, Rerucha recognizes that she always had a good example at home and was aware of the possibilities college can open up for her. “Both my parents had master’s degrees; I had phenomenal role models,” she stated. With a near unsalvageable GPA and an unexpected teen pregnancy, Rerucha realized her family wanted more for her. But it was the prospect becoming a mother what really pushed her to seek change. “I thought about who I wanted my kids to be and I decided I wanted to be that person, so getting my education and making a difference in the world is the path I chose,” she confessed. “Being pregnant got me to step it up and my daughter became my driving factor.” After completing remedial courses and walking away from bad friendships, Rerucha managed to graduate and enrolled at Southwestern College, where she set her goals to become an educator. Rerucha stepped into the world of education after earning her bachelor’s degree in English in 1999. Since then, Rerucha has had the opportunity to impact the lives and education of students with a focus on creating equity and addressing the problems children of color and in marginalized communities are afflicted by. “I believe in the Inclusion of restorative practices at school and understanding that students and staff deal with generational trauma and schools need to be a place where healing can happen,” she explained. During her tenure as director of the MAAC Community Charter Schools, she was involved in creating lesson plans for students which incorporated realworld problems affecting people just like them. “The kids were learning their regular skills in subjects like math and social science and English but they were also learning and identifying about issues in the community like bullying, immigration, and violence against African American men,” she detalled. Today, in her current post with the County Office of Education, Rerucha focuses on evening the playing field for youth in the correctional system by leading career readiness and foundational workforce skills programs. Through an approach that develops business, leadership, and communication skills, Rerucha aims to “legitimize the hustle,” or teaching these minors how to apply their skills in the real world. “These kids have a need for money and unfortunately have broken the law to help ends meet, so through career readiness and technical education they can work to help their family by keeping their hustle but also with new skills like financial literacy.” With the task of finding the way to connect to troubled students, Rerucha says that the sense of honesty that comes from being a mom and forging relationships is the key to making a real difference in the lives of students. “I’m not just there to tell them what to do. We are learning together and that is a big part of life,” she closed.

In the East County, Congressman Duncan Hunter won re-election even after being indicted along with his wife for allegedly misusing $250,000 in campaign funds for personal uses. His challenger, Ammar Campa-Hajjar, a former Obama staffer, worked hard to unseat Hunter. Hunter’s campaign ran television commercials that unfairly portrayed Campa-Najjar as a “security threat” although CampaNajjar previously passed FBI background checks to work in the White House. In the North County, State Board of Equalization Member Diane Harkey, a Republican, lost her bid to replace Congressman Darrell Issa, who decided to retire. Democrat Mike Levin won the district that covers areas of both San Diego and Orange Counties. This seat was one of the 30 that Democrats picked up around the country.

STATE ELECTIONS Democrat Gavin Newson easily won election as the next Governor of California. Currently serving his second term as Lieutenant Governor, Newson previously served as Mayor of San Francisco. Newson supports many of the same progressive principles as current Governor Jerry Brown. All but one of the other statewide offices were also won by Democrats, including State Attorney General Xavier Becerra, a fierce opponent of many of Trump’s policies. The only statewide post won by a non-Democrat was Steve Poizner, an Independent who previously served as Insurance Commissioner as a Republican between 2007 and 2011, was elected again to the same post this week. US Senator Dianne

Feinstein was re-elected to her fourth term, defeating State Senator Kevin De Leon. De Leon previously served as the President of the California State Senate. LOCAL ELECTIONS The loss of two incumbents on the San Diego City Council will likely bring big changes to City Hall. Republican Lori Zapf 's loss in District 2 to Democrat Dr. Jennifer Campbell now means that Democrats will hold a 6 to 3 majority on the City Council, meaning they together could override any veto from Mayor Faulconer. The most contentious area where that could come into play would be during the passage of the annual budget, where Democrats could now unite to change the funding priorities of the City. The big news in District 4 was that incumbent Myrtle Cole lost to challenger Monica Montgomery. Cole has previously served as Council President. Since both are Democrats, the change will not likely affect the majority control. In District 8, representing South San Diego and San Ysidro, Councilman David Alvarez will be replaced by one of his senior advisors.

Vivian Moreno edged out San Ysidro School Board member Antonio Martinez to win that seat. Although Martinez enjoyed the support of Congressman Juan Vargas, State Senator Ben Hueso, Assemblywoman Lorena Gonzalez, local groups, and the Democratic Party, Moreno maintained that she had more experience to better serve the community. At the County level, former State Assemblyman Nathan Fletcher defeated former District Attorney Bonnie Dumanis to become the only Democrat on the County Board of Supervisors. The Board hasn’t had a Democrat since the time Leon Williams served in the same seat between 1983 and 1994. Fletcher, a former Republican, is married to Democratic Assemblywoman Lorena Gonzalez. STATE INITIATIVES A state ballot measure to repeal a state 12-cent gas tax started here in San Diego by former Councilman Carl DeMaio failed to pass by a vote of 45% to 55%. Prop 6 would have eliminated nearly $5 billion in revenues to repair state highways, freeways, and bridges. Another state measure,

Prop 10, would have allowed cities to implement rent controls on private properties built after the law change. Prop 10 failed on a 38% to 62% vote. Proponents argued that California is becoming too expensive for working families, while opponents charged that limiting rents would lower housing values. LOCAL INITIATIVES Two ballot measures fought for control of Mission Valley with different approaches to redeveloping the current stadium site into new projects, both with stadiums. Prop G, also called SDSU West, won more than 54% of the vote in favor of an expansion of San Diego State University and, most likely a new stadium, or even two. Supporters outlined plans for a new football stadium for the Aztecs, along with an area that could provide a smaller soccer stadium for professional level teams, along with retail, housing, classroom, and open spaces. Prop E, also called SoccerCity, would have developed the site into a Major League Soccer (MLS) stadium along with commercial and retail projects. Prop E only garnered 30.4% of the vote and failed to pass.

Futuros Docentes de Baja California Observan Clases Bilingües en Chula Vista

na delegación de 64 estudiantes normalistas de Baja California realizó una visita a una escuela de Chula Vista este lunes 5 de noviembre para observar de primera mano como se implementan los programas de doble inmersión lingüística, en los cuales se instruye tanto en español como en inglés. Los alumnos visitantes, provenientes de la Universidad Pedagógica Nacional Unidad

Tijuana (UPN Tijuana) y la Escuela Normal Fronteriza, observaron a lo largo de su recorrido por la primaria charter Chula Vista Learning Community como funciona este formato de clases y como se puede adaptar en planteles al sur de la frontera. Ante un creciente número de estudiantes que arriban a la entidad fronteriza y la latente posibilidad de que estos regresen a su país de nacimiento, organismos educativos bajacalifornianos buscan la formación de docentes

bilingües y biculturales que puedan dar el respaldo adecuado a los estudiantes que reanudan sus estudios en México, muchas veces sin saber hablar español. Cuenta Yara Amparo López López, coordinadora estatal del Programa de Educación Migrante en inglés en Baja California, que actualmente 54,000 estudiantes nacidos en Estados Unidos asisten a la escuela en Baja California. De estos, muchos son hijos de padres deportados o llegan a México de forma temporal por varias causas. “Necesitamos preparar a todos los estudiantes con los dos idiomas, el español y el inglés”, consideró López López, agregando que aunque no existen en México programas de doble inmersión en español e inglés, existen proyectos de educación bilingüe y en comunidades indígenas a los que se les puede agregar elementos exitosos de los cursos que se analizan en esta visita. Juan Gabriel López Ochoa, director de la UPN Tijuana, estuvo entre los invitados a la gira. Condado Aprueba Plan para Ciclistas Mejorado POR ANA GÓMEZ SALCIDO

La Junta de Supervisores del Condado de San Diego aprobó un nuevo plan que eventualmente añadirá cientos de millas de carriles para ciclistas para que viajen de una manera más segura y conveniente dentro de y en los alrededores de las áreas no incorporadas de la región. “Esto es un gran paso para mejorar la conectividad regional para los caminos de los peatones y los ciclistas”, dijo el director ejecutivo de la Coalición de Ciclistas, Andy Hanshaw. “Esto ayudará a que los residentes tengan acceso a varios modos seguros para transportarse sin utilizar sus vehículos”. El nuevo plan fue aprobado por la Junta de Supervisores con 4 votos a favor y cero en contra, y con la ausencia del supervisor Ron Roberts, la cual es la primera actualización en el plan para ciclistas desde el 2003. El nuevo plan será utilizado para la adición potencial de carriles para

ciclistas y mejoras de carriles para ciclistas cuando se cuente con proyectos para caminos en las comunidades no incorporadas de San Diego, ya sea repavimentación o futura construcción. El nuevo plan de transporte busca proporcionar a los residentes del Condado con oportunidades más saludables para trasladarse, así como para el ejercicio y por diversión, y elegir las bicicletas en lugar de los automóviles en las áreas no incorporadas. De acuerdo a los oficiales del Condado, este plan también forma parte de la iniciativa de Vive Bien y el Plan de Acción Climática del Condado, que fue diseñado para reducir las emisiones de gases de efecto invernadero en las comunidades no incorporadas. Las mejoras en el Plan de Transporte Activo que fueron recién actualizadas van a triplicar el potencial de millas de carriles para ciclistas de 280 millas hasta 934 millas de carriles designados en

especifico para ciclistas y así mejorar la seguridad para los ciclistas y automovilistas. Además, el plan está diseñado para agregar otras 22 millas de carriles en áreas de todo terreno que están completamente separadas del tráfico vehicular. El Departamento de Planeación y Desarrollo de Servicios del Condado ha estado trabajando en este plan desde el 2015, y realizó tres talleres regionales, uno en Vista al Norte del Condado, otro en Bonita en el Sur del Condado, y en el área de Lakeside en el Este del Condado. Este departamento también tuvo reuniones con grupos consejeros en Campo-Lake Morena, Julian, Ramona, Twin Oaks y Valley Center. El Condado de San Diego cuenta con más de 2,000 millas de caminos en áreas no incorporadas. Este plan fue desarrollado con un subsidio de 500,000 dólares de la Asociación de Gobiernos del Condado de San Diego (SANDAG, por sus siglas en inglés).

¿QUIÉN MANDA? POR FRANCISCO BARBOSA La singular sucesión del poder en México atraviesa por fases inéditas. Desde el ascenso al poder de Vicente Fox en el 2000 no se presentaba un escenario en donde el “bono democrático” favoreciera con elevados márgenes a quién asumirá el poder el 1 de diciembre. También, en aquel año, dejaba el poder el PRI que no pudo sortear el rechazo ciudadano que era encabezado por el propio primer Priísta. En efecto, Ernesto Zedillo, en los hechos, fue el causante de la debacle del viejo partido y allanó el camino para que una nueva fuerza política se hiciera del poder. Dieciocho años más tarde, el escenario es similar, pero con algunos asegunes. Ahora no es el último presidente surgido del PRI quien graciosamente cede el poder; los actos de ineficacia, corrupción e impunidad explican su salida. La ciudadanía no resistió más el descarado saqueo de las arcas nacionales y de manera intempestiva hizo presencia en las urnas para cobrar el agravio. El “no gobierno” de Peña Nieto se despide con la peor calificación que un sexenio haya registrado en los tiempos modernos. Nunca ejerció el poder a plenitud, excepto para obtener provechos privados en beneficio de los cercanos y compinches del atraco. Por ninguna obra será recordado para bien, lejos de eso, tendrá que lidiar con señalamientos a sus innumerables excesos y, en una de esas, él o algún cercano confrontará la justicia porque es una demanda inexcusable. Volviendo a Vicente Fox, éste pronto gasto el beneficio de la duda, y en una medio de una cascada de frivolidades incurrió, con su pareja presidencial, en los peores despropósitos. Desprestigió la figura presidencial y con un grupúsculo de gerentes de medio pelo armó un desastroso gabinete que no pudo ir más allá de convertirse en una lápida de fracasos aderezados por aquel famoso “¿yo porqué?” Hoy estamos en espera de la llegada de quién ejercerá el poder por seis años y siguiendo la inteligente perspicacia de Daniel Cosío Villegas, por descubrir un nuevo estilo personal de gobernar. Andrés Manuel López Obrador, no es un desconocido ni un arribista. Busco la máxima magistratura en tres elecciones, finalmente la conquistó. Sus discursos no son nuevos, a manera de cantaleta tenemos memorizados su fraseología alusiva a todo desde “la mafia

Al haber sido una estudiante que casi desperdicia su oportunidad de realizar estudios, Marisol rerucha ha tomado sus experiencias para conectar con estudiantes y crear ambientes en donde pueden aprender y sentirse valorados. “Quiero ser la persona que identifica a los niños que están batallando por que no siempre son los que hacen más ruido”, dijo a La Prensa San Diego. Rerucha ha trabajado en una amplia gama de roles relacionados a la educación, desde ser maestra de inglés y ser la directora de la preparatoria Montgomery hasta su cargo actual como gestora de programas técnicos y de carreras para estudiantes en detención juvenil por medio de la Oficina de Educación del Condado de San Diego. Y aunque parezca poco probable que alguien quien ha hecho de la educación su vocación haya sido alguien con mal desempeño escolar, Rerucha dijo que estuvo cerca de no graduarse de la preparatoria debido a su entorno. “Yo fui a la Preparatoria San Diego al final de los 80s y principio de los 90s, me gradué en 1992, y eso fue durante la época más fuerte de los problemas de pandillas”, recordó. “Tenía un promedio del 0.5 y amigos en una situación igual y nadie trató de sacarnos de eso”. Como hija de la activista y administradora escolar Irma Castro y el muralismo chicano Abran Quevedo, Rerucha reconoce que siempre tenía un buen ejemplo en casa y estaba consciente de las oportunidades que la universidad le podría abrir. “Mis padres tenían sus maestrías; tuve ejemplos a seguir fenomenales”, aseveró. Con un promedio casi insalvable y un embarazo no esperado en su adolescencia, Rerucha se dio cuenta que su familia quería más para ella. Desigualdad Salarial Afecta a Latinas más que a Otros Grupos POR MARIELENA CASTELLANOS

Han pasado más de 50 años desde la aprobación de la Ley de Igualdad Salarial de 1963, pero las latinas están muy atrasadas en el área de salarios salarios. De acuerdo con los datos de la Asociación Nacional para las Mujeres y Familias (NPWF, por sus siglas en

inglés), las latinas en los Estados Unidos reciben un pago de solo 54 centavos por cada dólar pagado a hombres blancos no hispanos. Los latinos son la población minoritaria más grande y en promedio ganan menos que cualquier otra demografía. La revista Forbes reportó este mes que en comparación con los hombres blancos, las mujeres asiáticas

ganan 85 centavos, las afroamericanas ganan 61 centavos, las nativas americanas y nativas de Alaska ganan 59 centavos. Las latinas son las principales proveedoras de ingresos en más de 3 millones de hogares, y las que toman las decisiones que representan un mil millones de dólares en poder adquisitivo en los Estados Unidos, esto según el

Consejo Laboral para el Avance Latinoamericano. Esto también significa que sus hogares dependen en gran medida de sus salarios para poder subsistir y salir adelante. Desafortunadamente, el 40 por ciento de esos hogares vive por debajo del umbral de la pobreza. En un análisis de la NPWF sobre la brecha salarial en los

25 estados con el mayor número de latinas que trabajan a tiempo completo, California estaba en la parte superior de la lista. La cantidad de latinas que trabajan a tiempo completo durante todo el año en el estado es 1.59 millones, con un salario promedio de 30,624 dólares anuales. El salario medio para los hombres blancos no hispanos

en el estado es de 71,875 dólares, dejando una brecha salarial anual de 41,251 dólares. Conmemoran a Policia de Chula Vista por Disminuir Violencia Doméstica POR ANA GÓMEZ SALCIDO

Un nuevo programa del Departamento de Policía de Chula Vista (CVPD, por sus siglas en inglés) fue conmemorado como uno de los cinco finalistas internacionales para el Premio de Excelencia Hermon Goldstein 2018 orientado a políticas para resolución de problemas. Desde el 2015, el CVPD ha liderado un proyecto de investigación para reducir la violencia doméstica en la ciudad. Oficiales de este departamento se han asociado con la organizacion comunitaria South Bay Community Services, al igual que con otras organizaciones de investigación y análisis de crimen, para realizar un estudio de un año en cuanto

a estrategias y operativos de prevención. “Los resultados fueron impresionantes”, dijo Roxana Kennedy, Jefe del CVPD. “Luego del primer año del proyecto, nuestro departamento notó un descenso en los crímenes de violencia doméstica”. El departamento encontró dentro de la investigación que los casos de violencia doméstica disminuyeron en un 25 por ciento. Además, las víctimas de violencia doméstica reportaron una mejor satisfacción en cuanto a la respuesta de las autoridades en estos casos. Lo más importante, fue que el 92 por ciento de las víctimas dijo que le hablarían a las autoridades de nuevo para pedir ayuda.

Este proyecto innovador fue recientemente reconocido por el Centro de Política orientada a Solución de Problemas, en donde se anunció que el CVPD era uno de los cinco finalistas para el prestigioso Premio de Excelencia Hermon Goldstein 2018 orientado a políticas para resolución de problemas. “La violencia doméstica es uno de los problemas más comunes, peligrosos y frustrantes que enfrentan nuestros oficiales”, dijo Kennedy. “Se tiene un sentido de inutilidad y de impotencia en ambos, las víctimas y los policías”. De acuerdo al CVPD, los oficiales son llamados de manera frecuente a las mismas residencias, una y

otra vez. Para las víctimas es difícil escapar de este tipo de situaciones. La iniciativa consistió en probar un enfoque de disuasión centrado para reducir la violencia doméstica. El objetivo del enfoque era cambiar las normas y el comportamiento social, sin contar con las intervenciones legales tradicionales, al menos que los contactos policiales repetidos, personalizados y cada vez más intensos, no fueran efectivos. Los oficiales probaron el nuevo enfoque en un área geográfica de Chula Vista. Los oficiales proporcionaron advertencias por escrito a los agresores, y trípticos informativos a las víctimas. Este proyecto ayudó a los

oficiales a enviar un mensaje profundo a las víctimas de violencia doméstica, que la prevención es una prioridad para el departamento, y que se harían todos los esfuerzos necesarios para proteger a las víctimas de la violencia. Los oficiales incluso visitaron las residencias de las víctimas para revisar su estatus de seguridad, y proporcionales mayor información sobre ayuda disponible. El Premio Herman Goldstein es presentado por el Centro de Política orientada a Solución de Problemas, y honra al profesor jubilado, Herman Goldstein, quien desarrolló la teoría de política orientada a la solución de problemas. Este premio reconoce la innovación y efectividad de

los proyectos orientados para la solución de problemas que cuentan con éxito comprobado en la resolución de crímenes y de problemas. El departamento será uno de los cinco finalistas que será galardonado en una conferencia realizada en Rhode Island. Fiscalía Demanda a Compañía por Llamadas Telefónicas Ilegales POR ANA GÓMEZ SALCIDO

La Fiscalía del Condado de San Diego junto con las Fiscalías de los Condados de Los Ángeles, Riverside y Santa Clara, llegaron a un acuerdo de 9 millones de dólares con uno de los centros de cobro de deudas más grande a nivel mundial por prácticas telefónicas ilegales. El acuerdo civil, que se cree que es uno de los más grandes de su tipo, establece parámetros de llamadas telefónicas estrictas para Allied Interstate LLC, junto con su empresa matriz iQor Holdings Inc. y sus empresas

afiliadas, durante los próximos cinco años. La demanda argumenta que las empresas de Allied e iQor estaban involucradas en prácticas ilegales de cobro de deudas que violaban la Ley de Prácticas de Cobro de Deuda Justa de Rosenthal en California, el Derecho a la Privacidad y la Ley Federal de Protección al Consumidor de Teléfonos. Las presuntas violaciones incluyen llamar a los consumidores con excesiva frecuencia, a veces cientos de veces y, a veces llamando a la persona equivocada en numerosas ocasiones; no dejar de llamar incluso

cuando se les informó que habían llamado a un número equivocado; y el uso de un “marcador predictivo”, para realizar llamadas a los teléfonos celulares de los consumidores sin tener una prueba adecuada de que el consumidor haya dado permiso a que se le llame en su teléfono celular. “Este tipo de tácticas inescrupulosas deben detenerse. Las compañías sometieron a las personas a repetidas llamadas telefónicas durante meses, incluso cuando no se debía dinero”, dijo Summer Stephan, procuradora del Condado de

San Diego. “Este acuerdo es un gran ejemplo de como nuestra Unidad de Protección al Consumidor trabaja con otras agencias del orden público en California para proteger al consumidor y detener a las empresas que violan la ley”. A Learning Experience BY MIMI POLLACK

As I said in the first part of this three-part series, helping others is not political. It is good for the soul. When you help others, you forget about your own problems for awhile, and nobody should make you feel bad about who you decide to help. In July 2018, my friend Paula Sassi, and I started going to the bus station to help the families Border Patrol was releasing from the detention centers. The adults and children were being sponsored by family members in other parts of the United States. The adults wore ankle bracelets as they had to check in when they reached their destination. Our plan was to help them on their bus journey, and so The Bus Station Project was born. We made up bags of food, water, juice, and toiletries and took them to the bus station. We learned many things in the first month. We discovered that the best way to do this was to make up bags for one-to-four- day trips, depending on what part of the country they were traveling to. We learned that fresh fruit was much appreciated, so we brought apples and especially, bananas. Paula didn’t like the way I made up the bags, so we began to define our roles. We both bought and collected donations —which we stored in my garage— and she put the bags together while I was the driver, translator, and more of the spokesperson for our project. One day we brought some stuffed animals for the children and they were such a big hit that we asked family and friends to donate stuffed animals to our cause. It hit a chord and many people responded. In fact, we have been very lucky in that so many friends and colleagues have donated to our project. We have also cultivated good relationships with many of the employees at the bus station. They were suspicious at first, but once they saw what we were doing, they allowed us to move about freely. The employees are also to be commended for their kind and giving hearts. Since this project started, we have helped families from Mexico, Guatemala, Honduras, El Salvador, Nicaragua, and

Venezuela,with the majority of these families coming from Central America. They arrive at the bus station exhausted, and many times hungry. One night four mothers and their children came and they were starving. We only had snacks in the bags, so we raced across the trolley tracks to the convenience store to buy them sandwiches. The owners were Iraqi immigrants and when they heard what we were doing, they threw in free corn dogs for the kids, which were a big hit! The children are usually quiet and unsure which is why the soft stuffed animals have helped tremendously and bring smiles to their faces. Most of the families arrive with their bus ticket in hand, but sometimes they have needed to borrow our phones to call their family members. One night a woman from Guatemala was there with her daughter. In this case, her husband was in North County, so she was waiting for him to pick her up. She was worried and hungry, so we gave her and her daughter some sandwiches and a stuffed animal. When her husband finally showed up, two hours later, tears of relief poured down her face. The situation is also fluid. We never know how many families are going to show up. At first it was no more than two to five families a day, but lately up to 15 or more families have shown up which is beyond our capacity to help. ICE has been releasing many more families, mostly from Central America. This is why we are so grateful that other, much larger organizations have stepped in to help, providing food and even shelter if their bus leaves the next day. All the families have been so grateful to receive aid and human warmth. They can’t thank us enough. Paula is the daughter of Italian immigrants and was married to a Vietnamese immigrant. In a time when the country is divided, minorities and women who ran in record numbers secured major wins across the nation. For Latinos the Associated Press reports the number of Latinos serving in Congress is increasing to at least 41 in the new year and that 33 out of 44 Latino Democratic candidates won election in Tuesday's elections, while six out of 15 Latino Republican candidates claimed victory. The National Association of Elected and Appointed Officials (NALEO) states Latinos are 18 percent of the national population and make up seven percent of the 425 representatives in the U.S. House of Representatives. The youngest woman ever elected to Congress is Alexandria Ocasio-Cortez, a progressive political newcomer who unseated a 10-term member of Congress and whose early victory in the primary energized progressive voters not just in New York, but all over the U.S. In Texas no Latinas had ever represented the state in Congress until this week’s elections. Veronica Escobar a former El Paso County Judge will be the new voice of the 29th Congressional District on the border with Mexico. Escobar was elected in spite of the anti-immigrant rhetoric during the election. Sylvia Garcia also secured a spot in Congress in a majority Hispanic district which has always been represented by an Anglo.

Earlier this year the Brookings Institute reported new statistics from the Census Bureau project that the nation will become “minority white” in 2045. Among the newly elected some will represent districts that are majority white and have been historically conservative, their victories a rejection of conventional wisdom on electability and the effects of gerrymandering that have historically assigned elected officials of color to represent minority communities, according the newspaper, The Daily Telegraph. In both Minnesota IIhan Omar and Michigan Rashida Tlaib the first Muslim women were voted into Congress. Omar is also the first SomaliAmerican to serve on the House of Representatives. Tlaib, a Democrat was unopposed in a majority African American district. She told the Telegraph she credited women and firsttime voters. Kansas and New Mexico elected the country’s first Native American women Sharice Davids and Deb Haaland to the House of Representatives. Davids a Democrat, is also an attorney and former MMA fighter according to the Huffington Post. Davids is also the first openly LGBTQ member of the Kansas congressional delegation. Haaland is also a Democrat and has a long track record of public service and said she is the first Native American woman in the country to chair a state party. Massachusetts elected the first black congresswoman,

Ayanna Pressley. Pressley a Democrat and sexual assault survivor spoke up during the Brett Kavanaugh confirmation hearings. She was also the first woman of color elected to the Boston City Council. Newcomer and progressive Summer Lee won a state house seat in Pennsylvania. The Huffington Post reports she is the first black woman to represent the southwestern region of the state in the legislature. Republican women also made history. Tennessee elected its first female Senator, Marsha Blackburn. South Dakota also elected Kristi Noem the first female governor. Jared Polis from Colorado became the first publicly gay candidate to be elected as governor in the U.S. In Florida Democratic challenger Debbie MucarselPowell a Latina from Ecuador unseated Republican Congressman Carlos Curbelo a Cuban-American by one percentage point according to ABC News in a district that was carried by Hillary Clinton in 2016. Lauren Underwood an African American registered nurse was among those gaining the title “House Flippers,” by the Chicago Sun Times this week for beating a four-term Republican Congressman Randy Hultgren in Illinois. ¿Qué hacen los jugadores del equipo que ganan la Serie Mundial para celebrar su éxito? Van a un centro nocturno y gastan medio millón de dólares en una sola noche. Eso fue lo que hicieron los peloteros de los Medias Rojas de Boston después de que apalearon en cinco juegos a los Dodgers de Los Ángeles por el título de las Grandes Ligas. La celebración que inició en los vestuarios de Dodger Stadium se extendió horas después al exclusivo Nightingale Plaza, un salón de entretenimiento ubicado en el centro de la ciudad angelina. En ese lugar, los integrantes del equipo de Boston ordenaron 60 botellas de Moët & Chandon, 48 de Dom Perignon, 43 de Ace of Spades, 12 de Perrier-Jouet, 11 de Jameson, cinco de Veuve Clicquot y una de Cristal, otra de Tequila Don Julio y una más de vodka Belvedere. La cuenta total por todo ese

cargamento de licor fue de 300 mil dólares, y al dejar el lugar, los peloteros dejaron una jugosa propina de 195 mil dólares. Un día después de la suntuosa celebración, los campeones de la Serie Mundial llegaron a Boston y de inmediato se trasladaron a un lujoso centro de entretenimiento. Ahí, los jugadores de los Medias Rojas gastaron otros 300 mil dólares en una fiesta que duró toda la noche. La inesperada salida de Diego Cocca como director técnico de los Xolos de Tijuana terminó por cincelar un desastroso torneo para el cuadro fronterizo. El estratega argentino fue despedido tres días antes del partido ante los Lobos de la BUAP y al relevo en el banquillo llegó el colombiano Franky Oviedo. Sin experiencia alguna como entrenador de Primera División, Oviedo sufrió una dolorosa y humillante derrota de 3-1 en su debut. “Toca pasar este trago amargo, así es el futbol, unas veces se cae y otras veces se está arriba”, dijo Oviedo tras el amargo sabor que le dejó la derrota de la jornada 15 ante Lobos. El tropiezo en la Angelópolis significó la eliminación del equipo de Tijuana a la siguiente fase del Torneo Apertura 2018. Con la salida de Julen Lopetegui, el cuerpo táctico del club merengue quedó acéfalo y fue entonces que Hugo le mandó un mensaje al presidente del Real Madrid, Florentino Pérez. “Florentino, llámame, ya sabes donde encontrarme, yo estoy listo y preparado para ser el entrenador del Real Madrid”, dijo sin desparpajo alguno el exgoliador mexicano. La abierta petición de Hugo causó asombre en algunos, sorpresa en otros y risas en muchos. En España fue donde se dejaron escuchar las burlas más sonoras hacia un tipo que quiere ser entrenador del Real Madrid, pero que lleva seis años esperando que algún club lo contrate. En el programa El Chiringuito, una especie de Futbol Picante de la televisión española, los comentaristas ibéricos no pudieron contener la risa cuando escucharon las palabras de Hugo. “Hay algo en la cabeza de Hugo que le hace pensar que actualmente es lo que en su momento fue, y las cosas no son así. En el Real Madrid debe estar alguien que haya sido de élite y que los jugadores hayan visto, que haya sido su ídolo. Si traen a Hugo, lo ven y no le van a creer. A Zidane sí lo creyeron porque lo han visto, lo han admirado y adorado”, apuntó el comentarista. En pocas palabras, y siendo muy condescendiente, José Antonio Petón le dijo a Hugo que se baje de su nube, que deje de andar haciendo castillos en el aire y que se de en la cabeza un golpe de humildad. Hugo nunca se preparó como director técnico, nunca se preocupó por estudiar la profesión y todos los que viven en el mundo del futbol lo saben. Por lo que fue en la cancha, Hugo tuvo la suerte de que lo dejaran dirigir a Pumas y a la selección mexicana pero la realidad es que el gran futbolista está muy lejos de ser tan siquiera un mediocre entrenador. A sus 60 años de edad, lo mejor que Hugo puede hacer es seguir cobrando muy bien en ESPN por un trabajo que hace muy mal y dejar de pensar que pude vencer a cuanto molino de viento se le ponga enfrente.

Contraste Electoral en el Norte del Condado POR ALEXANDRA MENDOZA

Durante los comicios del martes, las elecciones por el Congreso en el norte del condado acapararon atención a nivel nacional. Por un lado, el demócrata Mike Levin contribuyó a la causa de su partido al recuperar el escaño que por casi 20 años fue representado por el republicano Darrell Issa, quien este año anunció su jubilación. Levin, un abogado ambientalista, obtuvo cerca del 53 por ciento de las preferencias superando a la exasambleísta republicana Diane Harkey, en un distrito que cubre la zona norte de San Diego y parte del sur del condado de Imperial. Desde que inició la contienda, se anticipaba que la denominada “marea azul” llegaría al menos a este distrito, dado que en 2016, la entonces candidata Hillary Clinton superó en votos al hoy presidente Donald Trump, siendo la primera vez en décadas en verse una preferencia demócrata en una zona mayormente republicana. Aunado a ello, en dicha ocasión, Issa logró la reelección al cargo con una diferencia de apenas 1,600 votos. A partir de que Trump ganó la elección presidencial, cada martes un grupo de manifestantes se reunía a las afueras de las oficinas de Issa en el norte de San Diego para manifestar su rechazo a la agenda republicana y presionar por diferentes temas, entre ellos, el acceso a programas de salud. Este martes, recién abiertas las casillas, el grupo se reunió en el sitio por última vez, en esta ocasión, para expresar su apoyo al hoy congresista electo. Pero mientras los demócratas celebraban el haber “volteado” el distrito 49, en el 50 la historia fue distinta. El congresista republicano Duncan Hunter Jr., ganó la reelección al cargo pese a que enfrenta decenas de cargos

federales por uso indebido de contribuciones campaña. Hunter Jr., obtuvo el 54.3 por ciento de las preferencias, por encima del demócrata de ascendencia mexicana-palestina Ammar Campa-Najjar, quién se quedó con el 45.7 por ciento de los votos, de acuerdo con el conteo preliminar. El republicano, quién es allegado al presidente Donald Trump, consideró que su victoria obedece a que su distrito comparte las mismas prioridades y preocupaciones que las suyas. “Por 10 años, me he enfocado consistentemente y sin disculpas a la reconstrucción de la milicia, proteger la frontera, que incluye un muro, bajar los impuestos, apoyar a nuestros veteranos, crear pequeños negocios e impulsar el desarrollo económico, además de proteger la Segunda Enmienda y proteger la santidad de la vida”, señaló a través de un comunicado, en el que agregó que seguirá trabajando de la mano del presidente. Sin embargo, su situación legal no ha cambiado y en diciembre, deberá presentarse de nueva cuenta en la corte de San Diego para responder a las acusaciones en su contra. Hunter Jr., y su esposa Margaret se declararon no culpables en agosto pasado de haber utilizado cerca de 250 mil dólares de fondos de campaña para sus gastos personales. Pese a ello, el hijo del excongresista del mismo nombre se rehusó a abandonar la contienda pese al sostener que dichas acusaciones respondían únicamente a motivaciones políticas. De encontrarse culpable, Hunter podría enfrentar una sentencia de entre dos y cinco años en prisión, y si bien, no hay una ley que obligue a su destitución, se podrían intensificar las voces que pedirían su renuncia, si se toma en cuenta que los demócratas volverán a ser mayoría en el Congreso.

La Bienal de Cerámica Artística Contemporánea, celebrada recientemente en Tijuana, manifiesta a los que trabajan la cerámica artística, contemplar la belleza de todas estas piezas reunidas y encomiar a instituciones como el Centro Cultural Tijuana, que organiza esta clase de eventos para que los artistas en cerámica puedan exhibir y darse a conocer. Ahora bien, el artista Juan Carlos Reyes Hernández ganó el primer lugar en la II Bienal de Cerámica Artística Contemporánea inaugurada

el pasado 1 de noviembre, en la Sala de Exposiciones Temporales en el Centro Cultural Tijuana. La pieza ganadora fue inspirada en un hecho de la vida real, en el duelo por la muerte reciente de la mamá del artista. Comenta el artista: ¨La muerte es tan natural como la vida, hay que aprender a apreciar la belleza de la muerte¨. Así para crear recurrió a la técnica de cerámica de alta temperatura y creo la pieza ¨Osamenta¨, con la cual logró ganar este concurso. Lograr encontrar a quienes crearan verdaderas piezas ganadoras, el jurado tuvo que consultar y dialogar intensamente para lograrlo. “Buscamos la originalidad en cada pieza y en cada autor hasta encontrarla”, expresó Adrián Guerrero, artista y académico de la Universidad Jesuita de Guadalajara, y añadió: “Finalmente nuestra auscultación nos obligó a otorgar tres menciones honoríficas aparte de los tres ganadores principales, porque elegir entre los artistas increíbles que participaron fue una tarea muy difícil, por la forma sorprendente y genuina con que manejaron la cerámica". Con tantas estadísticas sorprendentes, el 1 de noviembre marcó el día de igualdad de pago para las mujeres latinas para crear conciencia sobre la brecha salarial y sus efectos negativos en las latinas y sus familias. Nancy Maldonado, directora ejecutiva interina de la Federación Chicana del Condado de San Diego, explicó cómo se puede abordar la brecha salarial. "Es importante hablar sobre el tema porque el primer paso para cambiar es la concientización", afirmó. Una nueva investigación llevada a cabo por LeanIn.Org y SurveyMonkey, en asociación con UnidosUS, encontró que hay una sorprendente falta de conciencia sobre la brecha salarial que enfrentan las latinas. En una época en que el país está dividido, las minorías y las mujeres que se postularon para cargos electos en gran número obtuvieron importantes victorias en todo el país. Para los latinos, la agencia noticiosa, la Associated Press informa que la cantidad de latinos que sirven en el Congreso está aumentando a al menos 41 en el año nuevo y que 33 de los 44 candidatos demócratas latinos ganaron las elecciones en las elecciones del martes, mientras que seis de los 15 candidatos republicanos latinos obtuvieron la victoria. La Asociación Nacional de Funcionarios Elegidos y Designados (NALEO) afirma que los latinos son el 18 por ciento de la población nacional y representan el siete por ciento de los 425 representantes en la Cámara de Representantes de los Estados Unidos. La mujer más joven elegida para el Congreso es Alexandria Ocasio-Cortez, una recién llegada política progresista que derrocó a un miembro del congreso de 10 mandatos y cuya primera victoria en los votantes progresistas primarios no solo en Nueva York, sino en todo el país. Rerucha luego entró al mundo de la educación tras haber sido una mamá con pañalera en la Universidad Estatal de San Diego, en donde recibió su licenciatura en inglés en 1999. Desde entonces Rerucha ha tenido la oportunidad de tener un impacto sobre la vida y formación de estudiantes con un enfoque en crear equidad y tratar los problemas con los que viven menores de edad de color o en comunidades marginadas. “Yo creo en la inclusión de prácticas restaurativas en la escuela y en entender que los estudiantes y el personal lidian con trauma generacional y las escuelas deben de ser un lugar en donde se pueda sanar”, explico. Como directora de las Escuelas Comunitarias Charter MAAC, ella se involucró en crear planes educativos que incorporen problemas sociales reales que afectan a personas como los propios alumnos. “Los niños aprendian sus habilidades regulares en materias como ciencias sociales e inglés pero también identificaban problemas en la comunidad como el acoso escolar, temas de inmigración y violencia contra hombres afroamericanos”, detalló Rerucha. Hoy, en su puesto actual con la Oficina de Educación del Condado Rerucha se enfoca en emparejar las condiciones al liderar programas de preparación profesional y programas de adiestramiento laboral. Por medio de una metodología que genera habilidades empresariales, de liderazgo y de comunicación, Rerucha busca “legitimar” las ganas que tienen estos jóvenes de ganar dinero. “Estos jóvenes tienen la necesidad de dinero y desafortunadamente han roto la ley para poder hacer que salgan las cuentas, así que por medio de capacitación profesional y educación técnica pueden ayudar a su familia”. Con la tarea de conectar con varios menores de edad en situaciones difíciles, Rerucha dice que el sentido de la honestidad que viene de ser una madre de familia y querer crear una relación son claves para crear una diferencia en los estudiantes. “A mi no me dan miedo sus cosas feas, a mi no me dan miedo sus verdades porque no hay una razón para eso”, explicó. “Yo no estoy ahi solo para decirles qué hacer. Estamos aprendiendo juntos y eso es algo importante en la vida”.
