L BY MARIO A. CORTEZ Change comes in many forms, and often times one must hit rock bottom for redemption. Erwin Trejo is an example of how someone can turn their life around after entering a path of criminal activity and violence. “I had a lot of love and support from my family in my youth,” Trejo shared with La Prensa San Diego. “I had everything.” Despite the positive environment at home, he began to fall with individuals to whom he refers to as “the wrong crowd,” people who got him involved in gang activity and drugs. Then, at just 14 years old, Trejo was sent to juvenile hall for the first time, this after stealing some beers and using a knife.

Lawyer, Prosecutor, Judge, and District Attorney are titles Bonnie Dumanis previously held during her career of public service; now, she’s a candidate for the County Board of Supervisors in hopes of continuing to serve the residents of San Diego County. Many people remember Dumanis as the County District Attorney on the high-profile cases of Amber Dubios and Chelsea King in 2010. When both of those young women went missing, Dumanis and her staff, along with law enforcement officers from the Sheriff Department, San Diego Police, and the FBI worked to find them and their killers. When a suspect in King’s killing was arrested, Dumanis helped broker the deal that led the suspect to admit to also killing Dubios, and he led police to her body that might not have otherwise been found. The suspect pled guilty in both cases and is now serving two life sentences without the possibility of parole. fter years of serving as an aide to the local councilman, Vivian Moreno is now working to help lead San Diego and hopes to be the first woman elected to the City Council’s Eighth District. Moreno came in first place in June’s Primary Election, garnering more votes than her two opponents. Moreno, a native of South San Diego, has been closely involved with some of the area’s major successes during the past eight years. “I’m so excited about the projects we have been able to complete in our communities, like the first new park in the South Bay in decades, building the new library in San Ysidro, repaving thousands of miles of streets, and bringing the long-awaited Chicano Park Museum to Barrio Logan,” Moreno said during a recent interview at La Prensa’s offices. As a top aide to Councilman David Alvarez for the past eight years, Moreno has worked closely with community leaders and residents on issues ranging from street repairs to graffiti removal and dealing with homelessness near downtown. The Eighth Council District includes the communities of Barrio Logan, Logan Heights, Sherman Heights, Nestor, Ocean View Hills, Otay Mesa, San Ysidro, and the Tijuana River Valley.

Homeland Security Secretary Kirstjen Nielsen visited the border region between Calexico, California and Mexicali, Mexico this week to unveil the first, two-mile section of the border wall. One feature of the new wall that is immediately apparent is that is much taller than the fence that went up in the nineties. Another feature, which was a request by border enforcement agencies, is that there is a space between the 30-foot high bollards (twice as high as the wall it replaces) allows visibility of what is happening on the other side of the border. This is the same model currently being installed along 14 miles between San Diego and Tijuana. “Walls work,” said Nielsen during her speech, accompanied by Commissioner of U.S. Customs and Border Protection Kevin McAleenan and Gloria Chavez, Chief of the El Centro Sector Border Patrol. “That’s not an opinion, it’s not a tagline, it’s not a political statement— it’s a fact.” When questioned by the press as to whether this construction in Calexico is an actual wall, as promised by President Trump, or just a fence, the Secretary insisted that “to me, this looks like a wall.” “It is different than a fence in that it is part of a full wall system,” said Nielsen, referring to the fact that the new structure is part of a broader security strategy that will include additional technology and personnel. Two construction workers placed a commemorative plaque on one of the countless beams, with the names of President Donald Trump, as well as that of Secretary Nielsen and other officials involved in the project. A
Citizenship Is Not a Bargaining Chip
nother week, another outlandish boast by Donald Trump aimed at distracting attention and enraging his base voters just days before the election. This time, again, it’s immigration and immigrants being used as piñatas in Trump’s scheme to energize his base in key elections that are, for Republicans, becoming frighteningly competitive. According to most political polls, Democrats are poised to retake control of the House of Representatives, dealing a major blow to Trump and the Republicans. But, the US Senate is leaning toward the Republicans maintaining control, and giving Trump two very important wins: more appointments of conservative judges, and denial of articles of impeachment that a Democratic House may pass if they regain control. When Bill Clinton was impeached by a Republican-led House of Representatives, it was the Senate with 45 Democrats that rejected the impeachment by denying them at least 67 votes. Trump is so scared of losing the Senate that he campaigned in Texas last week for Ted Cruz who Trump famously labeled “Lyin’ Ted” during the presidential campaign. Oh, politics makes for strange bedfellows. This week, increasingly desperate to save some close campaigns, Trump went back to his playbook to hit on an issue that helped propel him to the White House; race baiting. Seizing on a caravan of migrants heading North from Honduras, Trump labeled it an “invasion” and insisted, wholly without proof, that ISIS and “Middle Easterners” were imbedded within the caravan of

Before joining Alvarez’s office staff, Moreno worked for a metal distribution company in South San Diego, giving her hands-on experience in what it takes to maintain and grow a local business in the District. Having first applied to be a receptionist right after graduating from college, Moreno impressed the company owner during her interview and was instead offered a position as a metal buyer, working to source raw materials from various vendors. Moreno currently serves on local non-profit organization boards, including the Borderview YMCA branch in Otay and MANA of San Diego. For the past seven years, Moreno has served as a one-on-one mentor to girls between the ages of 12-18 through the Hermanita program geared to help young women attain higher education and career advancement. A graduate of UC San Diego, Moreno knows first-hand the advantage a college education gives students, especially those from underserved communities. This year, Moreno launched her campaign for the City Council after meeting with community leaders and residents that want to see more improvements around their neighborhoods. Moreno understands the many services the City provides, as well as the complex infrastructure improvements needed to fix streets, roads, sidewalks, and water pipes throughout the City. Moreno has experience with the City’s $3.6 billion annual budget and over 11,500 employees. “I believe my experience will allow me to hit the ground running on Day One, and help bring new leadership to City Hall,” Moreno said. “I’ve worked tirelessly for the past eight years to address the needs of the residents of District Eight, and I hope I will have the opportunity to serve all of San Diego on the City Council” she added.

The fact that the caravan is still more than 1,000 miles away in Mexico didn’t stop Trump from declaring that he may send up to 15,000 active military troops to patrol the border, making what he called a “wall of humans” along the frontier, and warning that troops could shoot at migrants who throw rocks at the soldiers. And this week, he dropped two new bombs. In one fell swoop, Trump announced that he will sign an executive order to both deny citizenship to people born in the US of undocumented immigrants, and to also limit the number of asylum cases the US accepts. Well, where to start? First, the right of citizenship based on being born here is protected by the 14 Amendment of the Constitution, passed in 1868, right after the Civil War. Aimed at ensuring that children of freed slaves were protected as US citizens, the 14th provides that “all persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.” Let’s deconstruct that a little more. Anyone born here, regardless of where the parents came from, are citizens by right. It’s called Jus Soli, a Latin term meaning from the soil. In some countries, citizenship is derived from the parents’ status, also called Jus Sangrias, or from the blood. Trump and his friends on Fox News have been arguing all week that the language is not clear, although conservatives have long argued for interpreting the Constitution literally, word for word. If that’s the case, then what’s unclear about “all persons born” here “are citizens”? No reference to
parents. No reference to legal status. No reference to interpretation. What’s worse, Trump is suggesting that he can change this by executive order, without any action by Congress and the states. The right of citizenship is only discussed in the 14th Amendment, and was not even in the Constitution for its first 90 years of existence. But, since its passage, the 14th Amendment is the law of the land, supported by several Supreme Court decisions about citizenship. Any change to the rights outlined in the 14th could only be changed by a bill passed with two-thirds votes in both houses of Congress, then ratified by at least 34 state legislatures. Yes, that’s a high hurtle to overcome, and that’s exactly how hard our founding fathers intended changed to the Constitution to be. So then, why would Trump even suggest such an seemingly impossible change of a fundamental American right? Because it’s shocking, it’s controversial, and because it works to rile up his base voters. This week also saw Trump send out a Twitter link to a video about immigration, featuring the story of an undocumented immigrant that has been convicted of killing two deputies. The video declared that “Democrats let him stay”, but it turns out, Trump was wrong. Again. The truth is that murderer was first deported in 1997 during the Clinton Administration, and he returned in 2001, during George W. Bush’s first year in office. He was deported again then returned illegally again in 2002, still in Bush’s first term. The murderer stayed in the US for six more years under Bush then five years under Obama until the heinous murders of the two officers. So, no, Democrats didn’t let him
stay, Bush did. But that’s just too nuanced for Trump. He never let’s the facts get in the way of a good lie. Immigration is an important issue that deserves serious attention and consideration. Our economy, safety, and future depend on finding real solutions to the continuing and growing pressure of both documented and undocumented immigration. Lies, exaggerations, and fearmongering only serve to distract and divide us. That may serve Trump’s immediate goal of winning an election or preserving a Republican Senate, but it further deteriorates our political discourse and encourages hate and conflict. If no one believes that the tragic killing of 11 people at a Synagogue in Pittsburgh, the bombs sent to leading Democrats, and the killing of two African-Americans at a Kentucky grocery store, which all happened last week, are not at least partly fueled by the hateful tenor of our public discourse is lying to himself. Words matter, and the way our President uses them as weapons of mass destruction is dangerous. Dangerous to the effectiveness of our government and dangerous to the well-being of our democracy. Next week, one of two things will happen in Washington, and the rest of the country. If Democrats retake the House, maybe some balance will come to Congress. If not, Trump will feel more empowered and vindicated in his scorched Earth approach to politics. If that happens, hold on for years of heated, divisive fights not just in politics, but quite possibly, in our churches, stores, and even the streets. Scary to think, but, now, not hard to imagine.

passing the areas of La Jolla, Kearny Mesa, North Park, Downtown, Encanto, and Skyline. “I understand how the County government works and I know I can better represent the residents of my district and the entire county,” Dumanis said. Although she’s most remembered as a lawyer, the study of law was not Dumanis’ first career choice. “I was in college and wanted to be a teacher,” Dumanis told La Prensa San Diego during a recent interview. “But I was living with some law students during college and that experience led me to want to become a lawyer, too,” she added. After graduating from the University of Massachusetts Amherst near her native Brockton (25 miles south of Boston), Dumanis moved to San Diego to attend Western State School of Law, which is now Thomas Jefferson School of Law. But her career at the District Attorney’s office didn’t start off as people might expect. “I was first hired as a typist while I was studying law at night,” Dumanis admitted. “I eventually moved up to an assistant, and then became a prosecutor after I graduated from law school and passed the state bar.” During her tenure in the District Attorney’s office, Dumanis handled all sorts of cases, from drug and gangs to murders. In 1994, Dumanis took another leap forward when she was elected to be a Judge on the San Diego Municipal Court bench, where she started the first drug court. Just four years later, she was elected to the San Diego Superior Court and there she started a program to
reduce repeat domestic violence abuses. “I had handled so many domestic violence cases as a prosecutor so I knew we had to deal with those cases differently,” Dumanis said about her creation of the Domestic Violence court. “Victims of abuse needed to be taken care of better,” she added. Then, in 2002, Judge Dumanis ran for District Attorney against incumbent Paul Pfingst. After a tough campaign, Dumanis won the election by less than 1% of the vote. When she was sworn in as District Attorney, Dumanis became the first woman to serve in that office in San Diego County, and the first openly gay woman to serve as a DA in the country. Dumanis ran for re-election in 2006 and 2010 without drawing any opponents, then faced two opponents in her re-election in 2014, but still won in the primary election by garnering more than 55% of the vote. It was in 2009 and 2010 that the Dubios and King cases became national news. First, Amber Dubios, a 14 year old Escondido student, went missing in February 2009. Her body was not found. Then, one year later, 15 year old Chelsea King disappeared near Poway, triggering a huge search for her body. When her remains were found, DNA led investigators to John Gardner, a 31 year old who had previously served 5 years in prison for molesting a 13 year old neighbor. After Gardner’s arrest, District Attorney Dumanis helped negotiate the deal where Gardner admitted to killing both girls, and would lead them to Dubios’ remains if pros-
ecutors agreed not to seek the death penalty. In the end, the King family supported the plan to help bring closure to the Dubios family. After striking the deal, Gardner led police to a shallow grave near the Pala Indian Reservation. Amber’s remains were recovered. Gardner then plead guilty to kidnapping, raping, and killing both girls. He was sentenced to two life terms plus 24 years without the possibility of parole. “I believe it was the best outcome for both families to have closure,” Dumanis said. “It saved both families the pain of two long, public trials that would have brought up all the hurt again,” she concluded. Dumanis stepped down as District Attorney in July 2017, leading to Deputy District Attorney Summer Stephen being appointed to fill her position. Stephen was then elected to a full four year term in June 2018. Dumanis has been inducted into the Women’s Museum of California’s Hall of Fame for her legal career and achievements, but she still maintains a shy sense of humility. “I grew up in a family where my dad was a truck driver,” Dumanis points out with a hint of a Boston accent still present. “We were blue collar, not rich, and I’m humbled by the trust voters have placed in me over the years.” Bonnie Dumanis is on the November 6 ballot for County Supervisor District Four. Her opponent is former State Assemblyman Nathan Fletcher.

ras años de servir como asistente a un regidor local, Vivian Moreno ahora tiene la eperanza de liderar a San Diego como la primera mujer en ser elegida al cargo del Octavo Distrito de la Junta de regidores de San Diego. Moreno entró en primer lugar en las elecciones primarias de junio, acumulando más votos que los otros dos candidatos. Moreno, oriunda del sur de San Diego, ha estado involucrada de manera cercana en algunos de los mas grandes éxitos de esa zona durante los últimos ocho años. “Estoy tan emocionada de los proyectos que hemos logrado llevar a cabo en nuestras comunidades, como el primer nuevo parque en el sur de San Diego en décadas, construir la nueva biblioteca en San Ysidro, pavimentar cientos de millas de calles, y traer el muy anticipado Museo del Parque Chicano a Barrio Logan”, Moreno dijo durante una entrevista reciente en las oficinas de La Prensa San Diego. Tras haber solicitado empleo en esta compañía como recepcionista al terminar la universidad, Moreno impresionó al dueño durante su entrevista de trabajo y le ofreció una posición como compradora de metales, trabajando en la procuración de materias primas de varios proveedores. Moreno actualmente da su tiempo en las directivas de varias organizaciones no lucrativas, incluyendo el campus Borderview del YMCA en Otay y Mana de San Diego. Durante los últimos siete años, Moreno ha dado su servicio como mentora a niñas de 12 a 18 años de edad por medio del programa Hermanitas, el cual se enfoca en ayudar a jovencitas alcanzar oportunidades de
desarrollo profesional y educativas. Como egresada de la Universidad de California, San Diego, Moreno sabe de primera mano la ventaja que una educación universitaria da a estudiantes, especialmente a los que vienen de comunidades marginadas. Este año, Moreno lanzó su campaña para la Junta de Regidores tras consultar con líderes comunitarios y residentes que quieren ver mas mejoras en sus vecindarios. Moreno Entiende los diversos servicios que la ciudad ofrece, al igual que la complejidad a las mejoras a la infraestructura que se necesitan para arreglar calles, carreteras, banquetas y tuberías de agua en ciudad. Moreno tiene experiencia con el presupuesto anual de la Ciudad de 3.6 mil millones de dólares. Y sus más de 11 mil empleados. “Yo creo que mi experiencia me permitirá salir a todo galope en el primer dia, y ayudará a traer un nuevo liderazgo a la Ciudad”, dijo Moreno. “He trabajado sin cesar por los últimos ocho años para atender las necesidades de los residentes del Distrito 8, y espero tener la oportunidad de servir a todo San Diego en la Junta de Regidores”, concluyó.
La administración virtual de López Obrador navega en aguas turbulentas por motuo propio. Una campaña electoral compleja y desgastante, basada en interminables descalificaciones, finalmente se resolvió a su favor con un inesperado abrumador margen. La ciudadanía se expresó en contra del modelo de corrupción e impunidad que encabezó Peña Nieto y el PRIAN. La oferta política de López Obrador se enfocó, precisamente, en la denuncia de la corrupción y su promesa de combatirla. En los temas económicos se mostró errático y con tintes populistas, acaso su discurso se pronunciaba contra las megaobras de infraestructura y las reformas mal llamadas estructurales que habían dañado el tejido social. Ya hemos explorado con detalle el proyecto del Nuevo Aeropuerto Internacional de México NAIM. Siempre nos pareció un despropósito esa obra por razones técnicas y financieras que no lo sostienen y con remotas posibilidades de operación en el corto plazo. Pero de ahí a que había que abortar el proyecto sin una red de protección adecuada era un salto al vacío para López Obrador. La apuesta era que una vez tomado el poder constitucional. se abocaría a realizar estudios de fondo sobre posibles cursos de acción, dentro de los cuales el más razonable parecía concesionarlo a inversionistas privados. Así no se comprometerían recursos públicos y se dejaba que los promotores pudieran darle viabilidad a partir de los múltiples beneficios colaterales que una obra de esa magnitud puede representar: desarrollos inmobiliarios, comerciales, industriales y de servicios. Paralelamente, se ofrecía, y hoy se mantiene como opción, la oferta de reactivar la red aeroportuaria del centro del país con eje en el aeropuerto Benito Juárez de la Ciudad de México y los aeropuertos de Toluca, Puebla, Morelos, Querétaro y León y, eventualmente, el militar de Santa Lucía. Opción a todas luces conveniente para promover desarrollo regional. Hasta ahí las cosas, el escenario futuro se apreciaba manejable y lógico. Pero intempestivamente algo sacudió la mente de López Obrador que resucitó al personaje complejo, irreverente, conflictivo y necio con el cual sus enemigos políticos siempre lo han tachado. En una reacción que está lejos de ser una medida política inteligente, lanza una

Erwin Trejo UNA NUEVA VIDA

El cambio llega de muchas formas, y muchas veces se tiene que tocar fondo para buscar una redención. Erwin Trejo es ejemplo de cómo alguien puede darle vuelta a su vida tras seguir el camino de actividad delictiva y violencia. “Yo tenia mucho amor y apoyo en mi juventud”, compartió Trejo con La Prensa San Diego. “Lo tenía todo”. A pesar del entorno familiar positivo en su hogar, el comenzó a juntarse con individuos a quienes se refiera como “mala compañia”, gente quien lo involucró en pandillas y en las drogas. Luego, a los 14 años de edad, fue enviado a la correccional juvenil por primera vez, esto tras robar unas cervezas y usar una navaja. Trejo recordó que a pesar de siempre ser buen estudiante, mencionando que las matemáticas y la historia son sus materias favoritas, ya no tenia ganas de estudiar detrás de las barras y abandonó sus estudios cuando cursaba el 10.º grado de escuela. “Me interesaba más estar de payaso y rayar las mesas de la clase”, compartió Trejo. Durante su adolescencia, Trejo entraba y salía de la correccional juvenil hasta que cumplio la mayoria de edad. Un dia, tras una disputa por 10 dolares, Trejo golpeo de gravedad a un amigo utilizando una hacha. “Mi mama llamo a la policia y me pusieron en la cárcel del Condado”, confeso. Dentro de la custodia del Condado, Trejo tuvo una revelación: él necesitaba un cambio en su vida. “En la cárcel vi que tenia que comenzar a seguir la palabra de Dios”, dijo Trejo. “Yo encontre a Dios y comencé a hacer las cosas de la manera correcta, pedi perdon y retorne a mis estudios”. Cuando salió de su última sentencia en prisión, Trejo fue enviado a organizaciones de asistencia en un esfuerzo de guiarlo a una vida normal. El recibió ayuda por parte de un programa con duración de seis meses por parte de un proveedor de servicios al cual la corte lo remitió pero luego fue expulsado por usar drogas dentro del programa. El 21 de julio del 2016, en un último esfuerzo por tener una buena vida, Trejo fue a San Diego Rescue Mission, una organización que proporciona refugio, comidas y servicios de transición a individuos vulnerables.

BBB Advierte Sobre Estafas de Servicios Legales POR ANA GÓMEZ SALCIDO
Ya sea para renovar el permiso de residencia, una naturalización u obtener los documentos necesarios para legalizar el estatus migratorio, aquellos que emigran a los Estados Unidos deben estar al tanto de las estafas legales de personas que afirman ser abogados de inmigración o afiliados al gobierno de Estados Unidos.
Las víctimas de estafas de servicios de inmigración enfrentan una gran pérdida de tiempo, y de dinero, además de que aumentan el riesgo de ser detenidos o deportados por oficiales federales, si reciben consejos legales de una entidad no autorizada. El Buró de Mejores Negocios (BBB, por sus siglas en inglés) emitió una lista de consejos para prevenir los
fraudes legales que afectan a los inmigrantes latinos que incluye el visitar las páginas de Internet oficiales del gobierno de Estados Unidos, cuando se busca ayuda sobre la inmigración. Las personas que buscan éste tipo de información pueden encontrar lo que parecen ser sitios del gobierno, pero en realidad son compañías que pretenden ser parte del gobierno. Los sitios de internet de gobierno
que son reales son los que terminan con la terminación “.gov”. Otra de las recomendaciones del BBB es nunca utilizar Western Union o PayPal como pago por honorarios de inmigración. El Servicio de Naturalización e Inmigración de Estados Unidos (USCIS, por sus siglas en inglés) nunca solicitará transferir dinero a un individuo. Además, nunca le
pedirán a un inmigrante que pague honorarios a una persona por teléfono o por correo electrónico. Los inmigrantes pagan algunas tarifas de inmigración en línea solo si usan el servicio myUSCIS. Los inmigrantes que necesitan ayuda legal deben asegurarse de que la persona que les ayuda esté autorizada para brindar apoyo legal. Solo un abogado o un
representante acreditado, miembro de la asociación de abogados del estado en el que estén y que trabaja para una organización reconocida por el Departamento de Justicia, puede ofrecer consejo legal. USMCA Forces Mexico to Make Labor Modifications BY ANA GOMEZ SALCIDO
There are certain chapters in the United States-MexicoCanada Agreement (USMCA) that force Mexico to improve its labor and union conditions. If the conditions don’t improve in time, the U.S. and Canada can both pressure Mexico with not approving the pending free trade agreement. Mexico is obliged to change its Federal Labor Law to promote freedom and union democracy, which will motivate companies to take care of not having simulated unions, said Alejandro Gomez Tamez, general director of the Group of
Advisers in Economy and Public Administration. The simulation of a union will cause sanctions, and if the partner countries in the USMCA consider it, they would generate panels for breach of freedom of association. “The U.S. will no approve the USMCA until there are changes in the Mexican Federal Labor Law,” Gomez Tamez said. “It can be taken by the U.S. or Canada as a flag to hit Mexico on products of Mexican origin that they don’t want. If they bombard the product, then review it by labor, then can put a panel and remove the possibility to continue exporting that product.”
Mexico stopped generating an internal industrial policy as a result of the North American Free Trade Agreement (NAFTA), assuming that the development would come via international trade, which didn’t happen, reaching growth rates of 2.5 percentage per year, a percentage that doesn’t help reduce poverty levels and increases the informal economy. In the USMCA, besides the labor issue, there are sensitive contents for Mexico such as automotive, agriculture, dispute resolution mechanisms, review clause, and transportation topics. Gomez Tamez mentioned
the USMCA modernizes in issues of trade facilitation, cooperation for the application of the agreement in customs, new rules of origin, inspection, sanitary and pesticide measures, digital commerce, sectorial annexes, among others. With the new treaty, the U.S. will limit the freight transport of cargo in its territory, but it opens the Mexican territory for theirs. “The U.S. left out the transport, it already does with NAFTA, but now it will be included in the USMCA, they legalized it. The Mexican National Chamber of Freight Transport will have competition of American freight transport,

Victims of immigration services scams often face a huge loss of both time and money, while also increasing their risk of being detained or deported by U.S. officials if they are not provided legal counsel by an authorized entity. Better Business Bureau (BBB) shares some important tips to avoid immigration services scams like visiting official U.S. Government websites, when looking for immigration help. Potential victims might run across what looks like government websites – but are actually scammers pretending to be part of the U.S. Federal Government. Real government websites end with the suffix .gov. Another of the BBB tips includes not using Western Union or PayPal as payment for immigration fees. U.S. Citizenship and Immigration Services (USCIS) will never ask to transfer money to an individual. In addition, they will never ask an immigrant to pay fees to a person on the phone or by email. Immigrants pay some immigration fees online only if they use the myUSCIS site. Immigrants need to ensure companies and individuals are authorized to give legal advice. Pointing to a great need to improve education in her district and in the rest of California, Democratic State Senate hopeful Marggie Castellano spoke with La Prensa San Diego about her candidacy and stance on issues going into the Nov. 6 Midterm Election. “There has to be equity for all and the most important thing missing is is a complete access to education and that is where we need to begin,” she stated. “If the opportunities are not present, our communities will not be ready to advance and that is where imbalances and injustice begin. It is a vicious cycle.” Born in Peru, Castellano has been active as a business leader and environmental advocate for over 25 years. During this time, she has collaborated in a number of causes in the political, business, and environmental realms, cause for a Sierra Club endorsement going into the Midterm Election. She stressed that in California, with the fifth largest economy in the world, it is illogical that students are not given a quality education at the K-12 level and that higher education is unaffordable for developing professionals. “In education, (California) is near the bottom among other states, 10 points from the bottom, and in the world we are even further from fifth place,” Castellano said, adding that California students deserve the best campuses, curricula, teachers, and access to bilingual programs. The 36th State District, which she competes for, is composed of the northernmost communities in San Diego County and the Southernmost communities Orange County, has a Republican lean. Despite this, Castellano has made support for immigrant communities loud and clear, something incumbent Patricia Bates hasn’t done. “The current senator does not represent the values of my community and something we have to touch on is how much immigrants give to this country, we pay our taxes and pay so that the economy of the region and the State of California grows,” she pointed out, adding that Bates did not support the “Sanctuary Law” which prohibits use of state funds for federal immigration enforcement. With the election around the corner, Castellano invites all of those looking for positive changes to vote. “It is time to act,” she declared.

Citando a una gran necesidad para mejorar la educación en su distrito y en el resto de California, la aspirante Demócrata al Senado Estatal Marggie Castellano platicó con La Prensa San Diego acerca de las posturas de su candidatura rumbo a las elecciones del 6 de noviembre. “Hay que tener equidad para todos y lo más importante que falta es un acceso total a la educación y por ahí hay que comenzar’, afirmó la candidata. “Si no se dan las oportunidades, no estarán nuestras comunidades listas para salir adelante y ahí es donde comienza la desbalanza y la injusticia, es un círculo
vicioso.” Nacida en Perú, Castellano se ha desempeñado como empresaria y líder ambientalista por más de 25 años. Durante este tiempo ha colaborado en un número de causas tanto en el rubro ambiental como político y empresarial, cual le ha dado el respaldo de la organización política y ambientalista Sierra Club Ella aseveró que en California, entidad con la quinta economía más grande del mundo, es ilógico que no se imparta una educación de calidad a nivel básica, y que a nivel superior los costos dejen fuera a talentos y profesionistas en desarrollo. “En educación estamos cerca del fondo entre los
estados de la Unión Americana, a 10 puntos del fondo, y en el mundo mucho menos estamos en quinto lugar”, dijo Castellano, quien dice que los alumnos de California se merecen los mejores planteles, currículos, profesores y acceso a programas bilingües. El Distrito Estatal 36, por el que compite, compuesto por las poblaciones del norte del Condado de San Diego y la parte sur del Condado de Orange, es uno con tendencia republicana. A pesar de esto, Castellano ha refrendado su apoyo a las comunidades migrantes del estado, algo que la actual senadora e incumbente Patricia Bates no muestra. “La senadora actual no
representa a los valores de mi comunidad y un tema que tenemos que abarcar es como los inmigrantes damos mucho al país, pagamos nuestros impuestos y pagamos para que la economía de la región y la del Estado de California crezcan”, subrayó, agregando que Bates no respaldo la llamada “Ley Santuario”, la cual previene el uso de fondos municipales para el uso de autoridades migratorias. Con pocos días antes de las elecciones, Castellano invita a votar a todo quien quiera ver un cambio positivo en educación, cuidado del medio ambiente, temas migratorios, transparencia y temas laborales. “Es hora de actuar para todos,” concluyó.

México a Realizar Modificaciones por T-MEC POR ANA GÓMEZ SALCIDO
Existen anexos en el Tratado México-Estados Unidos-Canadá (T-MEC) que obligan a México a mejorar sus condiciones laborales y sindicales. De no hacerlo en tiempo, Estados Unidos y Canadá podrían presionar a México con no aprobar el nuevo acuerdo comercial. México está obligado a cambiar su Ley Federal del Trabajo para propiciar libertad y democracia sindical, lo que motivará a las empresas a cuidarse de no tener sindicatos simulados, explicó Alejandro Gómez Tamez, director general del Grupo de Asesores en Economía y Administración Pública. La simulación de un sindicato causará sanciones, y si los países socios del T-MEC lo consideran, generarían paneles por incumplimiento
de libertad sindical. “Estados Unidos no va a aprobar el T-MEC hasta que no se den cambios en la Ley general del trabajo de México”, enfatizó Gómez Tamez. “Lo pueden agarrar Estados Unidos o Canadá como una bandera para golpear a México en productos que no quieran de origen mexicano. Si bombardean de equis producto, luego revisan laboralmente, entonces ponen un panel y quitan esa posibilidad de seguir exportando el producto”. México dejó de generar una política industrial interna a raíz del Tratado de Libre Comercio de América del Norte (TLCAN), asumiendo que el desarrollo llegaría vía comercio internacional, lo cual no sucedió, alcanzando tasas de crecimiento de 2.5 por ciento anual, porcentaje que no ayuda a reducir los
niveles de pobreza y aumenta la economía informal. En el T-MEC, además del tema laboral, hay contenidos sensibles para México como producción automotriz, agricultura, mecanismos de solución de controversias, cláusula de revisión y transporte. Gómez Tamez indicó que el T-MEC se moderniza en cuestiones de facilitación del comercio, cooperación para la aplicación del acuerdo en aduanas, nuevas reglas de origen, fiscalización, medidas sanitarias y fitosanitarias, comercio digital, anexos sectoriales, entre otros. Con el nuevo tratado, Estados Unidos limitará el autotransporte de carga en su territorio, pero abre el territorio mexicano para el de ellos. “Estados Unidos dejó fuera al transporte, ya lo hace con el TLCAN pero ahora vendrá
incluido en el T-MEC, lo legalizaron. La Cámara Nacional del Autotransporte de Carga va a recibir competencia de camiones estadounidenses, mientras que los mexicanos no tendrán trabajo en Estados Unidos”, comentó. Además, con el T-MEC se exige que el 40 por ciento de un vehículo sea manufacturado donde se pague como mínimo 16 dólares por hora, lo que podría ser el caso de Guanajuato, donde convergen varias automotrices; sin embargo, si se consigue una cadena de logística donde una parte del ensamble del auto se haga Estados Unidos y otra en Canadá, obteniendo de esta el 40 por ciento mencionado, entonces podrían estar cumpliendo sin incrementar a este nivel el salario mínimo en el sector automotriz mexicano.

It takes a lot of people working together to deliver water to Californians, and October 6 through 14 was the week when the Otay Water District and water agencies across the state showed their appreciation for these workers. Water Professionals Appreciation Week was established last year by the California State Senate to recognize the 60,000 men and women who work in the statewide water industry, including those who work everyday here in the San Diego region to provide safe and reliable water, wastewater, and recycled water service. These professionals include engineers, systems operators, planners, construction and maintenance crews, information technology specialists, accountants, water quality specialists, administrative and finance professionals, public affairs teams, customer service representatives, managers, and more. For the Otay Water District, Water Professionals Appreciation Week meant recognizing the 137 water professionals who serve 225,000 customers in the communities of Otay Mesa, Chula Vista, Jamul, Spring Valley, Rancho San Diego, and unincorporated areas of El Cajon and La Mesa. “Water Professionals Appreciation Week provides the water industry with a great opportunity to connect the work that we do directly to our customers’ quality of life and to exciting career opportunities in the industry,” said District General Manager Mark Watton. The Otay Water District relies on the Center for Water Studies at Cuyamaca College to help produce the next generation of water professionals. Formerly the
Water and Wastewater Technology Program, the Center for Water Studies is among the premier water and wastewater training facilities in California. Its renovated complex features new classrooms, a water quality analysis laboratory, and a workshop for backflow, cross-connection controls, and related skillsbased courses. The complex sits next to a state-of-the-art field operations skills yard that opened in January 2018 that includes an aboveground water distribution system and an underground wastewater collection system. The Center simulates the challenges that prospective water professionals will face on the job in advanced water and wastewater facilities like those of the Otay Water District. The Center reaches out to high school students in STEM fields, transitioning military members, women, and other traditionally underrepresented populations that are interested in exploring water and wastewater technology careers. The Center collaborates with Grossmont Union High School District science instructors, for example, to develop specialized lesson plans related to water and wastewater management skills. In January 2019, the Center will host the second annual Women in Water: Exploring Career Pathways symposium. Recently, nine Center for Water Studies students were among 17 selected to participate in the 2018-2019 San Diego Region Water and Wastewater Internships program supported by the San Diego County Water Authority and its member agencies. During Water Professionals Appreciation Week, we recognized not only the people who bring us our water. We also welcomed the water workers of tomorrow and thanked institutions like Cuyamaca College and its instructors that are training the water workforce of tomorrow.

En menos de un mes, las autoridades marítimas y de migración han arrestado a un centenar de personas en las costas del condado de San Diego quienes intentaban trasladarse de forma ilegal a los Estados Unidos. Los arrestos desde la última semana de agosto han incrementado y las embarcaciones conocidas como “pangas” llegan a registrar tripulaciones de más de 15 personas, todos individuos que en su mayoría buscan el sueño americano. El primer arresto que puso en alerta a las autoridades, fue el del día domingo 26 de agosto en la zona de Point Loma, ahí la Patrulla
Fronteriza junto al Departamento de Seguridad Nacional (DHS, por sus siglas en inglés) arrestaron a 19 personas, entre ellos dos traficantes de personas. Los siguientes operativos incrementaron en frecuencia y cantidad, donde para la tarde del nueve de septiembre, las autoridades federales junto a las guardia costera localizaron de nueva cuenta una embarcación en la zona de Mission Bay. Ahí, un grupo de 19 personas, entre ellos un traficante de personas y un menor de edad de 15 años, fueron arrestados. Apenas habían pasado 24 horas del operativo en Mission Bay, cuando las autoridades de San Diego registraron un tercer inci-
dente, donde siete personas fueron detenidas, la patrulla fronteriza dijo en solo 17 días habían detenido a 54 extranjeros que habían cruzado la frontera de forma ilegal y se trasladaban por mar. “Los contrabandistas a menudo abarrotan los buques pequeños, y en los casos en que se proporcionan dispositivos de flotación personal, estos son inseguros e insuficientes”, informó Aduanas y Protección Fronteriza en San Diego. “Las impredecibles condiciones del mar, el oleaje, la visibilidad y el clima; no son considerados importantes por los contrabandistas, ellos ponen énfasis en las ganancias sobre la seguridad de sus víctimas al colocarlas en condiciones impredecibles e
inseguras”. Los últimos eventos registrados por las autoridades se llevaron a cabo a mediados del mes de septiembre, cuando una nueva unidad, fue detectada a ocho millas al oeste de la costa de Windansea Beach, en La Jolla; ahí nuevamente un grupo de 19 individuos fueron detenidos después de la media noche. En el arresto se confiscó la panga y se identificaron entre la tripulación a dos contrabandistas, dos jóvenes y dos mujeres. “Yo sabia que Rescue Mission era mi ultima esperanza. Una sociedad entre San DIego Rescue Mission y San Diego Continuing Education permitió a Trejo completar un tronco académico que lo llevó a recibir su diploma de equivalencia, y, de hecho, fue la primera persona en alcanzar esta meta por medio de la alianza entre las dos organizaciones. “La verdad mi en familia se sienten orgullosos y felices, como si hubieran ganado la lotería”, exclamó Trejo, quien actualmente tiene 27 años de edad. “Yo

Trejo vive su vida guiado por la palabras que expresa el verso biblico 2 Corintios 5:7, afirmando que su anterior vida de violencia y drogas ha pasado y que una nueva vida ha venido a el. Es por este mismo verso que él continuara en camino hacia sus metas y ayudando a quienes necesiten ayuda a levantarse.

Nick Singer, Director de Comunicaciones de CampaNajjar, dijo que Campa-Najjar ha estado en Fallbrook varias veces y ha asistido activamente a reuniones con diferentes distritos electorales en el distrito al menos 3 veces al día durante toda la campaña. También dijo que Campa-Najjar está fuertemente comprometido con los problemas que afectan a las comunidades marginadas. Dijo que la mayoría de su personal es de ascendencia latina y que Campa-Najjar ha estado trabajando abiertamente con los líderes tribales para llevar puestos de trabajo a las reservas. Diana Fink, cofundadora de Indivisible Fallbrook, una coalición de grupos progresistas de base que se formó el año pasado, dijo que quiere conectarse con las mujeres y que también estaba decepcionada de que no hubiera una mayor participación de latinos. Fink dijo que CampaNajjar ganó su apoyo en un foro hace algún tiempo. Ella dijo que una mujer latina mayor entró a una reunión con él pidiéndole ayuda con su boleta. Trejo recalls that even though he was a good student, with math and history being his favorite subjects, he didn’t feel like studying anymore once inside juvenile hall and dropped out as a 10th grader. “I was more interested in clowning around and scratching up tables in class,” Trejo shared. In his adolescence, Trejo was repeatedly going in and out of juvenile hall until he was 18 years old. One day, in a dispute over $10, Trejo severely beat a friend using a hatchet. “My mom called the police and they put me in County jail,” he confessed. Within County custody, Trejo had a revelation: he needed a change in his life. “In jail I saw that I had to begin following the word of God,” Trejo said. “I found God and started to do things the right way, I asked for forgiveness and returned to my studies.” When he was released from his final prison sentence, Trejo was sent around to several assistance organizations in an effort to guide him into a normal life. He received aid from a six-month program offered by a local services provider the court referred him to but was kicked out for using drugs while in their program. On July 21, 2016, in a final effort to lead a good life, Trejo went to the San Diego Rescue Mission, an organization which provides shelter, meals, and transitional services to vulnerable individuals. “I knew the Rescue Mission was my last hope. Other programs had openings every four to six weeks but the Rescue Mission has open beds every Monday for those seeking help,” Trejo said. Over the course of the last 16 months, Trejo has made significant progress in reaching some goals many take for granted, such as getting a driver’s license and receiving his GED. A partnership between the Rescue Mission and San Diego Continuing Education allowed Trejo to complete coursework, which lead him to earn his high school equivalency diploma, and was actually the first person to reach this goal through the partnership between the two organizations. “My family is proud and happy, like they won the lottery,” exclaimed Trejo, who is currently 27 years old. With this milestone reached, he is now planning goals for his professional future as a drug and alcohol counselor and is considering taking his first steps next year at San Diego City College. Also, Trejo currently works as an intern within the San Diego Rescue Mission’s intake program, which welcomes in people who have fallen on hard times into the organization. He shares his experiences and testimony which lead him to change his life with people who also seek to improve their lives. Trejo lives by the words expressed in 2 Corinthians 5:7, stating that his old life of gang violence and drugs has passed and a new life has come to him. It is by this verse which he will continue to walk towards his goals and lift up those who need help.

Mi familia ha estado aquí por cinco generaciones, desearía que hubiéramos visto a nuestros ancianos representados en el foro. Tenemos una historia importante que creo que Ammar y sus seguidores necesitan reconocer y estudiar esto ", agregó Noemí. Jara agregó: "Ammar reconoció que la voz de nuestra comunidad se ha dejado fuera de foros como este, pero hay muchas otras voces que se han quedado fuera de estos foros". If approved, National City will be the first city in the county to have a rent control program. Listed below are some of the positions provided by National City candidates on the issue.

SD Housing Federation Recommends Yes on Props 1 and 2 POR MARIO A. CORTEZ
Worsened by a shortfall of approximately 143,000 affordable homes, increasing rent prices, and a lack of resources to handle its causes, San Diego’s homelessness situation is said by some to have gotten out of control. With two items in the midterm ballot, Proposition 1 and Proposition 2, addressing some of the underlying causes of homelessness and issues affecting individuals experiencing a lack of permanent housing, local nonprofits and government
agencies have expressed their support for these items. Laura Nunn of the San Diego Housing Federation spoke with La Prensa San Diego about these two propositions and how they can synergize with local efforts to treat and handle homelessness. “So Proposition 1 is the Veterans and Affordable Housing Act and it would provide $4 billion statewide for veteran home ownership and to existing affordable ownership program that have a record of success,” Nunn explained. “And Proposition 2 would repurpose existing taxes under the mental
health services act to allow for $2 billion dollars to be used for permanent and support housing for folks living with mental illness so they can have a place to live and get the wraparound services they need to address their mental health services.” More specifically, Proposition 1 would allocate $1 billion for the CalVet Home Loan Program so veterans can afford homes, $1.5 billion for the Multifamily Housing Program to provide loans for maintenance of rental homes, $600 million for transit-oriented development, loans for low income
families, and infrastructure infill for housing developments, among other projects. “So should Prop 1 pass, that would provide the revenue necessary to make those developers able to pursue developments which would increase the supply of affordable homes and chip away at the needed 143k needed affordable homes in SD, as well as provide assistance to families,” Nunn detailed. If approved, Proposition 2 would allow for funds taken from Proposition 63 — which taxes incomes above $1 million at a 1
percent rate — on $2 billion in bonds to provide housing for individuals facing a risk of homelessness due to mental health afflictions. “The housing-first model has been generally accepted as the solution for people who are living with mental illnesses on the street you can't really treat your mental illness successfully if you do not have a home and aa stable place to take your meds and rest, to sleep, so prop 2 is really about getting people to address the needs of the homeless population and getting people off the street.

Agraviada por una falta de aproximadamente 143 mil viviendas a precio accesible, incrementos en precios de renta y una falta de recursos para atender las causas de este problema, la situación de personas que viven en la calle dicen muchos estar fuera de control. Con dos artículos en la boleta electoral de este noviembre, la Proposición 1 y la Proposición 2, cuales podrán atender a varias causas que llevan a personas a vivir en la calle, organizaciones sin fines de lucro y agencias gubernamentales
han expresado apoyo para ambas. Laura Nunn de la Federación de Viviendas de San Diego habló con La Prensa San Diego acerca de estas dos propuestas y cómo pueden ayudar con los esfuerzos que se llevan a cabo para tratar el fenómeno de las poblaciones que viven sin hogar estable. “La Proposición 1 es el Acta de Veteranos y Vivienda Accesible y proporcionará 4 mil millones de dólares por todo el estado para viviendas para veteranos y a programas de acceso a viviendas de costo accesible que tengan un expediente exitoso”, Nunn explico.

viviendas en alquiler; 600 millones de dólares para desarrollos inmobiliarios orientados al tránsito público, préstamos a personas de bajos recursos, e infraestructura para proyectos de vivienda; entre otros. “Si pasa la Proposición 1, eso traerá el rédito necesario para crear desarrollos inmobiliarios que incrementarían el suministro de viviendas accesibles y reducir el déficit de 143 mil viviendas en San Diego, al igual que dar asistencias a familias”, Nunn detalló. Si se aprueba, la Proposición 2 tomaria fondos recaudados por la vieja Proposición 63 — la cual pone
un impuesto del 1 por ciento sobre ingresos mayores a un millon de dolares anuales — en bonos mayores a 2 mil millones de dólares para proveer viviendas para personas en riesgo de vivir en la calle por aflicciones mentales. “El modelo prioridad de vivienda se ha aceptado generalmente como la solución para la gente que vive en la calle con una enfermedad mental porque no puedes tratar tus enfermedades, así que la Proposición 2 en realidad se trata de atender las necesidades de la población ‘homeless’ y de sacar a personas de las calles”, subrayó Nunn.

Najjar has been to Fallbrook several times and has actively attended meetings with different constituency’s in the district at least three times a day throughout the entire campaign. He also said Campa-Najjar is strongly committed to issues affecting marginalized communities. He said most of his staff is of Latino descent and that Campa-Najjar has been working openly with Tribal leaders to bring jobs to the reservations. Diana Fink, co-founder of Indivisible Fallbrook, a coalition of grassroots progressive groups which formed last year, said she wants to connect with the women and was also disappointed there wasn’t a larger turnout of Latinos. Fink said Campa-Najjar won her support at a forum some time ago. She said an older Latina woman walked into a meeting with him asking for help with her ballot. She said when the event was over and most of the crowd had moved on she saw Ammar helping the woman sitting by themselves. She appreciated he helped someone when no one was looking. Elena Czarnowski who is of Mexican and German descent, is one of Indivisible Fallbrook’s newest members and joined six months ago and joined hoping to stop the separation of children from their parents at the border. She organized the forum in two weeks and personally spoke with a number of Latinos asking them to come. She recalled when she first met Campa-Najjar, “When I saw him, I saw someone tangible, he blew me away. I saw a person who was humble. I thought he had good ideas. I saw parallels
with my own life.” “I want Fallbrook to be rich and connected. Latinos were officially invited. I canvassed neighborhoods where many Latinos live. But now that this happened, there are so many ways to connect. I hope this is a beginning,” Czarnowski said. Ricardo Favela, with the Fallbrook Human Rights Committee and who was born and raised in Fallbrook said “Right now there is an attack on Latinos.” He said the forum was the first time he heard of CampaNajjar in Fallbrook “It’s difficult to build momentum for someone who shows up two weeks before an election. Favela acknowledged groups like Indivisible Fallbrook have been knocking on people’s doors, but more Latinos need to get involved to turn out Latinos. He also said voters should compare the records of both candidates adding he has some concerns with some of Campa-Najjar’s positions, but that Hunter has an extreme anti-Latino, anti-immigrant record. Stephanie explained what is at stake for her, “It’s not just an event. This is our livelihood. This is our reality. This is not a transient thing. This is not Ammar’s campaign. This is our life. He has this going for him in his career, but these things will continue and the work is not going to stop for us, for our journey. The length of his campaign has a timeline. Ours doesn’t.”

Solo un milagro puede hacer que los Xolos de Tijuana eviten el fracaso de quedar fuera de la Liguilla del Torneo Apertura 2018. Con su derrota de la jornada pasada, 1-0 ante Pumas en el Estadio Caliente, la escuadra fronteriza se quedó estancado en el puesto 13 de la clasificación general. Con 16 puntos en su cuenta, los Xolos requieren ganas los tres partidos que les restan y esperar que los seis equipos que están arriba de ellos sufran un colapso. En la jornada 15 del campeonato, el equipo de Tijuana visitará Puebla para enfrentar a Lobos BUAP y después de ese compromiso recibirá a Monarcas para finalmente cerrar el torneo en la casa del Puebla.
