I
mmigration judges are pushing back against the Trump administration to keep independence in the courtroom as the Trump administration continues to crack down on illegal immigration. An unusual step was taken last week when a formal grievance was filed against Attorney General Jeff Sessions and the Justice Department by the union that represents immigration judges. The move came after Sessions removed Philadelphia judge Steven Morley from an immigration case, and the Justice Department later removed more than 80 cases from Morley as well. It started back in May of this year when Morley closed the case of Reynaldo Castro-Tum, an immigrant from Guatemala who came to the United States as an unaccompanied minor back in 2014 when he was 17-years-old, over concerns Castro-Tum had an unreliable mailing address after he didn’t show up for several immigration court appearances. Sessions later reviewed the case and said Morley was wrong, and the judge was instructed to deport Castro-Tum if he didn’t to appear in court again. Afterwards Castro-Tum’s attorney argued there wasn’t enough notice for IMMIGRATION ON PAGE 9

As the ninth president of the university, de la Torre is the first woman and Latina to serve in that role. “My vision is to focus on how to create not only the next level of importance or significance of research and teaching, but I’m particularly committed to creating opportunities for our students so that they can become global citizens, compassionate leaders, and ethical innovators,” de la Torre said. And although creating the next generation of leaders in the region seems like a difficult task to take on, it is a job de la Torre was raised to accomplish. esse Navarro, whose work in law enforcement had an impact across San Diego County, was presented with two special recognitions on Tuesday, Aug. 14. At a small ceremony held at U.S. Representative Juan Vargas’ office in Chula Vista, Navarro received a proclamation from the Congressman which celebrated his 44 years in public service. The proclamation recognizing his work in the 51st Congressional District, dated April 6, 2018, highlights Navarro’s work as a police officer, a binational crime-fighting consultant and investigator, a collaborator with several prosecutors, and his time as the director of Community Relations and spokesman for the San Diego County District Attorney’s Office. “He really has been our voice when it comes to important issues and we give him our thanks,” Vargas said to media and attendees as he presented Navarro with the recognition. Vargas also made congratulatory remarks for Navarro in recognition of his retirement before the United States House of Representatives,

entered into the Congressional Record on May 1, 2018, which he also presented a copy of to Navarro. “When something significant happens, it is put into the Congressional Record so that it is officially recorded by the United States,” explained Vargas. Born Jesus Navarro in Tijuana, he arrived in San Diego in 1961 not knowing how to speak English. In his youth Navarro attended Hoover High School in City Heights, where a teacher advised he go by “Jesse” to stop other students from making fun of his name based on its religious association. Always dreaming of becoming a police officer, he received a call to join from the San Diego Police Department in 1974. Navarro not only made an impact on the community as an officer, but
also within the Department by filing a successful class action lawsuit to stop discriminatory practices which lead to the termination of Latino, African-American, and female officers from the force. At the County DA’s Office, Navarro was best known for appearing in a number of television commercials warning against crimes such as human trafficking and workers compensation fraud on local Spanish-speaking outlets. Navarro was also involved in community outreach and held talks at schools and neighborhood forums to bridge the gap between the DA’s Office and local residents. Navarro, whose official retirement was on April 6 of this year, says that he is very proud of the what he leaves behind. “The most important impact is having the opportunity to serve in an honest, dedicated way,” he said to La Prensa San Diego. “I will always remember how, wherever I would go on both sides of the border, some people would approach me and thank me for having helped them even if it was 20 or 25 years ago; I will always have that with me,” he added. Navarro was joined by his wife Maria in receiving these recognitions.

Un juez federal en San Diego deberá decidir si concede el regreso de algunos de los cientos de inmigrantes que tras ser separados de sus hijos en la frontera fueron deportados sin ellos. Avanza en Corte Demanda por Playas Contaminadas REDACCIÓN LA PRENSA SAN DIEGO
Después de una varios estudios de contaminación, amenazas legales y la implementación de demandas por parte del Estado de California, finalmente la demanda en contra de la Comisión Internacional de Aguas Fronterizas de los Estados Unidos (IBWC, por sus siglas en inglés) llegó a los tribunales federales de San Diego. El pasado lunes 13 de agosto, llegaron a la corte federal de San Diego, junto al alcalde de Imperial Beach, familias que dicen verse afectadas por los problemas de contaminación marina, todos en espera del avance del caso que
corría el riesgo de ser desestimado durante la sesión. Luego de más de una hora de argumentos frente al juez, la defensa del IBWC aseguró a la máxima autoridad federal que la comisión no es responsable por la serie de contaminantes que llegaban a las costas, pues los derrames de agua se encontraban en el sistema natural de los cañones y “no son responsables porque hay un flujo natural” que señalaron venía del país de México. IB Council Candidate Meets with Voters BY MARIO A. CORTEZ
Residents of Imperial Beach had the opportunity to meet and speak with one of the contenders for a seat in the local City Council last weekend. Candidate Paloma Aguirre held a campaign meet and greet at Rose Teeple Park on Saturday, Aug. 11, in which residents of the county’s smallest city were able to get to know her and her stance on issues affecting Imperial Beach. “It was wonderful to have people come and share their morning with me and share their concerns with me,” Aguirre said. Throughout the hour-long morning event, Aguirre was joined by some supporters and approached by others who wanted to know more about what she brings to the table. “Our conversations were pretty great. Some folks have very serious concerns about the water quality and other meat-and-potato type of issues and that is why I am here to, listen to them,” she said. According to Aguirre, she saw in her preliminary community assessments that the top priority issue among the community is water quality and the related cross-border pollution from the Tijuana River. She said that because of her experience working for local environmental nonprofit Wildcoast, collaborating with officials south of the border, and time as a fellow in the NOAA Sea Grant Knauss Fellowship she has the tools to tackle this problem from a seat on the City Council. “I can safely say that out of every single candidate running right now there is nobody more qualified than myself,” Aguirre declared. Originally from the Bay Area, Aguirre has been a resident of Imperial Beach since 2003. She announced her candidacy earlier this year and has held similar events and walked throughout Imperial Beach neighborhoods to meet constituents. Going into this year’s November general elections, Aguirre plans on holding similar events to meet with residents of specific neighborhoods. “The reason I do these events because I want to come into the different communities and hear from (people living there),” Aguirre explained. If Aguirre wins a seat in the upcoming ballot, she will be the first Latina to ever hold a City Council position in Imperial Beach.

The Press Is Not the Enemy of the People
A
free and vibrant press is not only a sign of a democratic society, it is the essential cornerstone of one. For over 240 years, the world’s oldest constitutional democracy has remained free under the watchful eye of a press that has often chronicled, criticized, and sometimes even sued the government to force transparency. Even before the founding of the country, colonialists fought against the tyranny of the government by using printed materials to openly critique their leaders. All Americans and people living in the country know that the First Amendment now protects the freedoms of speech and the press. Those rights form the bedrock of the personal freedoms we all enjoy; to be free to speak out against our leaders and to allow the press to do its job without fear of retaliation. The common law crime of "seditious libel" was the way that England and the early colonies in America fought to control the press, if you can call it that back when hand-printed pamphlets served as the most popular medium of the day. Critics of government often voiced their opposition in political flyers or letters in local newspapers, rallying their fellow citizens to stand up to tyrannical leaders or corrupt officials. Those early decenters feared prosecution and jail time for openly
writing critical pieces calling out political injustices. But, one case may have been the start of what later became the rights enshrined in the First Amendment of the Constitution. In 1733, in the then-colony of New York, a local writer named John Peter Zenger published his first Weekly Journal, which included an article critical of the local sheriff. Zenger wrote that the Sheriff wrongfully refused to allow Quakers to vote because they would not swear during their oath, instead choosing to affirm. New York Governor William Cosby wanted Zenger prosecuted for seditious libel and he forced the attorney general to file charges and issue a warrant for Zenger’s arrest. Zenger was tried for “being a seditious person and a frequent publisher of false news and seditious libel”. What’s worse, the attorney general argued that truth was no defense for seditious libel, meaning that even if the criticism was true, Zenger was still guilty of a crime. In a shocking verdict, the jury found Zenger not guilty. The public’s view of libel trials had began to change. 50 years later, during the drafting of our Constitution, Gouverneur Morris (yes that was his first name not his title) recalled that Zenger’s trial “was the germ of American freedom, the morning star of that liberty which subsequently revolutionized America.”

The City of Chula Vista has begun to accept applications for the Measure A Citizens Oversight Committee. The Committee, which will have the task of looking over and reporting on financial reports and audits related to Measure A, the half-cent sales tax hike which will fund the hiring of new public safety personnel such as firefighters and police officers approved by voters in the June primary elections. More specifically, this tax increment will allow the Chula Vista Police Department to hire 29 police officers and 14 people in civilian positions such as dispatchers and investigators. The Chula Vista Fire Department will be able to fill 36 positions across the entire department, including a deputy chief, a fire captain, firemen, paramedics, and a public information agent. Americans. A media that kowtows to a tyrannical president would render itself useless. Without a watchful eye on our leaders, freedoms erode, and liberties are lost. The world has seen dictatorial rulers abuse their positions; Stalin, Mussolini, Hitler, Mao, Hussein, Putin, and the Kim family in North Korea, just to name recent ones. In all those cases, a controlled media helped (and certainly never hindered) their rise to power and the abuses inflicted upon their people. Many say it can’t happen in America. But, look around. When the President calls the media the “enemy”, the “opposition”, “dishonest”, and “fake”, it eviscerates the power of the press to inform the public, exactly what autocrats have done in the past. He doesn’t do it by passing a law limiting the freedom of the press; instead he does it by intimidating reporters and trying to convince Americans that the press is the enemy. He does it to confuse the public, and it's working. The American press (in general) is not always right, not always perfect, but it must always remain vigilant. Discrediting the press is the first step down a dangerous path toward obscuring the actions of our leaders and could lead to the erosion of the fundamental rights we so dearly cherish. A free press is not the enemy of a free people. Ignorance is. Blind allegiance is. And apathy is.
City of San Diego Begins Testing of Drones

Although he had been known to stretch the truth about his wealth and business prowess, Trump's supporters maintained that he would become more “presidential” after taking office. More than 18 months into his presidency, Donald Trump has instead launched an aggressive campaign against the media, calling journalists the enemy of the people. Well, not all media, just the ones that deliver information critical of the President, or his family, or his colleagues that are under investigation or charged with crimes. Donald Trump calls any news report that he doesn’t like “fake news” in an effort to discredit the information. He has threatened to revoke media credentials, has banned reporters from media events, and often dismissed questions posed by reporters from CNN, NBC, the Washington Post, and other outlets that are not his favorite, Fox News Network. In fact, Trump’s embrace of Fox News (and vice versa) have led many to compare it to state-run media like many oppressive governments operate, including Russia, North Korea, and Cuba. Trump’s aggressive posture toward the media in general should be alarming to all

Chula Vista Seeks Comittee Members

After the Declaration of Independence, the new country operated under the Articles of Confederation until the Constitution was drafted in 1888. Even then, though, no mention of protections of the press were included in any of those three important documents. It wasn’t until the Bill of Rights were ratified in 1891 that a formal declaration of the freedom of the press was enshrined in print. Much has happened since the ratification of the First Amendment, but much is still the same. Over the years, the media has covered wars, elections, and inaugurations. Many times over, the media has discovered and published critical stories that informed the public about actions, misdeeds, and even crimes committed by government officials. From broken campaign promises to our-right scandals, the media has been the lens through which the public has had opportunities to see and judge their leaders. The Watergate scandal that led to the only resignation of an American president was only discovered through the diligent work of reporters, even in the face of blistering denials by Richard Nixon. In the end, it was just old-fashioned journalism that finally gave the public a true accounting of what had happened. The President had lied to the American people, and he almost got

The City of San Diego, in partnership with Cape, a drone telepresence software developer, conducted a test of an unmanned aircraft system (UAS), at San Diego Fire Station 37, on Friday, August 10. The UAS was equipped with video technology that provided aerial views during a mock emergency before responding crews arrived at the scene. The UAS will be able to provide an initial assessment of the situation and relay information back to officials to determine the need for additional resources or to scale back the response, making resources available for other emergency calls. “This advanced technology will make emergency responses more efficient, reduce costs and potentially help save lives,” said John Valencia, executive director of the City of San Diego’s Office of Homeland Security. “Time is valuable in any situation and drones will allow the City to better allocate resources when responding to emergencies.” San Diego Fire-Rescue tested the drone telepresence software developed by Cape, a partner in the UAS Integration Pilot Program (IPP) under the Federal Aviation Administration (FAA). “We are excited to work with the City of San Diego, building on our long-standing history of helping cities around the globe use drones to improve the safety of both area residents and visitors,” said Chris
Rittler, CEO of Cape. “As one of the first IPP participants to launch a public safety deployment, San Diego is furthering its reputation as one of the most innovative cities in America, and we are extremely proud to be the technology partner to make it possible.” Back in May, the City of San Diego was selected as one of 10 agencies nationwide to participate in the UAS pilot program. “From wireless technology to human genomes, San Diego is renowned for its innovative spirit and talent that can’t be matched anywhere else,” San Diego Mayor Kevin Faulconer said. “This designation brings together some of our brightest minds in local government and private industry to develop cutting-edge technologies
that are going to take robotic and aerial innovations to the next level.” The Unmanned Aircraft Systems Integration Pilot Program is an opportunity for state, local, and tribal governments to partner with private sector innovators, operators and manufacturers to accelerate the development of drone technology. San Diego’s local program will include projects like flying medical specimens from UC San Diego for expedited results and cost savings, testing food delivery from restaurants to consumers using Uber, enhancing public safety by deploying drones to incident scenes in advance of first responders and testing the integration and communication between driverless cars and unmanned aircraft systems.

Hikers Need to Take Precaution Over High Temperatures BY ANA GOMEZ SALCIDO
It has been a recordbreaking hot summer in San Diego County. With temperatures hitting triple digits in the backcountry areas, the San Diego County Sheriff 's Department, the U.S. Forest Service, CAL FIRE San Diego, and other agencies have been busy rescuing hikers who didn’t prepare for the heat and sometimes treacherous terrain. The Sheriff 's Department and the Cleveland National Forest have teamed up to make a new safety video to warn hikers of the dangers of hiking at Three Sisters Falls

Por su parte el alcalde de Imperial Beach, quien escuchó desde primera fila los argumentos de ambas partes, señaló sentir que la justicia llegaba para todos los que han sufrido de enfermedades por ingresar a las playas con altos niveles de contaminación, quienes no han podido disfrutar del océano por el cierre de las playas y quienes han percibido los malos olores que se registran durante las mañanas cerca a la frontera con Tijuana. “El juez habló de ir al campo y ver los colectores en los cañones para evaluarse y creo que podemos ver el día de hoy que hay justicia, pues se están escuchando ambos argumentos y es el propósito de esta demanda legal, tener una oportunidad justa de recibir el caso y por eso que hoy el pueblo de Imperial Beach, el pueblo de Chula Vista y la comunidad de San Diego, recibieron un día de justicia” señaló Serge Dedina, alcalde de Imperial Beach. En el sitio, las familias solicitaron que los gobiernos de los Estados Unidos y México pusieran manos a la obra ante el problema y no se generarán más casos como hace una semana, cuando la IBWC dijo a la ciudad de Imperial Beach que debía pagar más para evitar la contaminación y no el gobierno federal. De aceptar el juez parte de los argumentos de los demandantes, ambas partes reunirán evidencia y se preparan para ir a juicio.

Some of the tips to help people prepare for hiking in warm weather include picking hikes that are appropriate for their skills and physical condition of each person. Trails with low elevation gain are the safest option in intense heat. Another recommendation is to check weather forecasts and know the terrain of the place people want to visit.
Temperatures rise and fall with the sun, so an early hike or a hike late in the day is best. Authorities ask hikers to let someone know where they will be and at what time they plan to return. It is also recommended to hike with others, never alone. It is also recommended to bring plenty of water, and take more than people think it will need, and even more water on longer hikes or more strenuous terrain. Another tip is to bring healthy snacks to hikes like non-perishable items like dried fruit, energy bars, trail mix, peanut butter, canned
tuna, whole grain crackers, and jerky that provide fuel to boost the energy levels and to make up for lost calories. It is also important to wear sun protection. Wear a hat and sunglasses, and be liberal with the sunscreen. Dress in layers of breathable, loosefitting clothes that you can take on and off, based on the temperature and to prevent burns. In addition to ample food and water, is important to bring extra sunscreen to reapply and a flashlight, first aid kit, multipurpose tool or knife and whistle. To have a great hike, people need to wear appropriate
footwear. Good boots provide grip in rocky and slippery areas, but they also provide a thick layer of protection from the ground’s heat. A map will help people stay on track, preferably a predownloaded or paper version in case people lose cell phone reception. People need to be aware of heatstroke. If the body temperature gets too high during a hike, people run the risk of suffering heatstroke. Heatstroke is usually caused by dehydration, which leads to the failure of the body’s natural temperature control system. Symptoms include headache, dizziness, muscle

With a brief pause of the celebratory ceremony – because firefighters at station one had to respond to a call – Colin Stowell was sworn in on Monday, Aug. 13, as the 18th Chief of the San Diego Fire-Rescue Department. Stowell, a native San Diegan, was sworn in by Mayor Kevin Faulconer who appointed him as the next chief of the department last month. “Chief Stowell is respected throughout the region as a great leader and collaborator,” Faulconer said in a
cramps, nausea, disorientation, lack of sweat, and loss of consciousness. If people start to experience any of these signs, they need to stop and find a shady area along the trail where they can rest, drink water and refuel with a healthy snack. If symptoms persist, people need to call 911. So far this year, the Sheriff 's ASTREA (helicopter) Unit has rescued 57 people. Of these, 16 were rescued from Three Sisters Falls or Cedar Creek Falls near Ramona. The Sheriff 's Search and Rescue Unit regularly goes out to trails to help any distressed hikers.

said in the release. He will be responsible for more than 1,200 firefighters, lifeguards and staff in the department. Stowell will take over the department where he held various leadership positions like deputy chief and assistant fire chief. He previously served as the chief of Heartland Fire and Rescue, which serves the cities of El Cajon, La Mesa, and Lemon Grove. “He has a keen awareness of the uniqueness of the challenges of our entire region and how to approach them,” the Mayor said, “and he understand the needs of the more than 1,2000 uniformed and civilian personnel in his 52 fire stations and nine permanent lifeguard stations.” Faulconer added that Chief Stowell has a big job ahead of with with wildfire season being year-round and with his crews at the front lines of the homelessness crisis, but the Mayor said that Stowell is ready for the challenges. The San Diego City Council approved the appointment of Stowell on Monday, July 23, and the council members expressed their support and belief in the skills and experience he will bring to the position. “With fire season a yearround reality now, I feel confident that under the leadership of Chief Stowell our fire rescue department will continue to deliver the very best services for San Diegans,” City Councilmember Lorie Zapf said in the release.

New San Ysidro Northbound Pedestrian Border Crossing Inaugurated BY ALEXANDRA MENDOZA
The opening of the new PedEast border crossing, located where the old east San Ysidro Border Crossing used to be, is expected to reduce wait times for those crossing from Tijuana to San Diego. The new facility, which replaces the temporary crossing set up next to the San Ysidro Trolley Station, will boast 22 booths for processing northbound pedestrians, as well as cutting-edge technology to enhance security at the port of entry, and will provide a new alternative to cross into the U.S. from Tijuana. According to Customs and Border Protection, approximately 40,000 people cross the border on foot: 15,000 through the PedWest facility, 10,000 through Otay, 5,000 through the CBX airport bridge, and until now, 10,000 used to cross through the eastside facility. PedEast will have twice as many primary inspection booths as its predecessor, which should alleviate border waits, which can be more than one hour during peak hours. “The experience should be much
more pleasant (for its users),” said Ramon Riesgo, Project Manager at the General Services Administration. What business organizations are asking for now is for the U.S. government to have enough manpower to keep most of the lanes in operation. “We’ve always been in favor of more infrastructure, but at the end of the day, what impacts the delays is the officer in the booth, or having an officer in the booth,” stated San Ysidro Chamber of Commerce Director Jason Wells. Gustavo de la Fuente, Executive Director of the Smart Border Coalition, agreed that this is what will make a difference. “It’s great to have this facility, but it would be even better to complement it with staffing. That will be the ultimate test.” Port Director Sidney Aki added that, given that this is the “most visited border crossing [in the world]” they are allocating staff to meet the demand. While the facility opened with 10 of the 22 lanes in operation, more could be added during peak hours. Public officials from both the U.S. and Mexico were present for the inauguration ceremony held for this
new border crossing, which is part of the larger San Ysidro Port of Entry expansion project that began close to a decade ago. U.S. Consul General in Tijuana Sue Saarnio expressed that the opening of the modernized pedestrian crossing is representative of the bilateral collaboration on economic and security issues. “it is our commitment and tangible proof that our two nations can work together to expand our trade capacity and the legitimate flow of people across our borders,” she said. San Diego Mayor Kevin Faulconer shared that these projects are needed to improve the environment for those who commute in both directions across the border. “Every day, thousands of San Diego residents depend on a modern, efficient border to do business, travel abroad, commute, or visit friends and family.” I-94 permits will start being processed at the PedEast facility starting on September 30th. The new border crossing will be open around the clock, and like the other ports of entry, will have segregated SENTRI and Ready lanes.

A excepción de esta disputa, la ACLU y el gobierno parecen coincidir en el resto de la propuesta para concretar las reunificaciones que fuera desarrollada por un grupo de funcionarios de los departamentos de Salud y Servicios Humanos, Estado, Justicia y Seguridad Nacional. Dicho plan se basa en cinco etapas: identificar a las familias, hacer contacto, determinar si el padre tiene intención de reunificarse con el menor, resolver las cuestiones migratorias del niño y finalmente, hacer el traslado para la reunificación. Entre los cambios que han sido aprobados por ambas partes, se encuentra que el gobierno federal se encargue de la logística y traslado de los menores que vayan a ser llevados con sus padres a su país de origen, así como que se les garantice que no perderán su derecho a volver a solicitar asilo a Estados Unidos en el futuro. La administración de Donald Trump aún no ha reunificado a 565 de los 2,654 niños que fueron separados de sus padres tras la implementación de la política de “cero tolerancia”, según un informe presentado a la corte federal. De este grupo de menores que continúa bajo cuidado de la Oficina de Reubicación de Refugiados, 24 son menores de cinco años. El gobierno argumenta que algunos casos no se ha podido actualizar la información sobre ellos o se han encontrado factores de riesgo en los padres.

JUECES DE INMIGRACIÓN LUCHAN OPTIMISMO CONTRA LA ADMINISTRACIÓN TRUMP

Sobre ello, Sidney Aki, director del puerto de San Ysidro adelantó que dado que se trata de “la frontera más transitada”, se está destinando personal para cubrir con la demanda. Si bien, en un inicio estarán en funcionamiento 10 de las 22 líneas de inspección, precisó que ese número podría crecer en horas pico. Autoridades de México y Estados Unidos acudieron esta semana a la ceremonia de inauguración de este nuevo puerto de entrada que forma parte del proyecto de expansión de la garita de San Ysidro que iniciara hace casi una década.
En un escenario político de calma “chicha”, en el que no se prevén asuntos preocupantes dentro de la política mexicana, las negociaciones sobre el TLC avanzan gradualmente hacia un posible acuerdo y los empresarios procesan favorablemente el triunfo de López Obrador, los próximos meses ofrecen la oportunidad de poder aterrizar las principales políticas públicas del nuevo gobierno. El presidente electo, y sus más cercanos colaboradores, están delineando las medidas que se proponen realizar tan pronto asuman formalmente las responsabilidades de gobierno. En materia política, la persona que será responsable de la gobernabilidad sugiere una primera etapa de fortalecimiento de las instituciones: la derogación de las reformas del “peñanietismo” que no han resultado. Entre estas destacadamente la reforma educativa; el rediseño de las acciones de seguridad pública retomando el modelo de una secretaría responsable para su atención; y una nueva fórmula de gestión federalista vía coordinadores únicos para cada entidad, que a manera de contrapeso de las autoridades locales, promoverán las estrategias de coordinación regional. En materia de obra pública, sigue en el centro de la discusión la suerte del nuevo aeropuerto de la Ciudad de México, para López Obrador, como para muchos entre los que me incluyo, esa inversión es un absurdo, es agudizar el centralismo económico, un error ecológico, un cuestionable diseño técnico y, seguramente, una construcción deficiente como es la marca de las obras públicas ejecutadas por la presente administración en las que la corrupción prevalece en detrimento de la operatividad. Otras acciones como el tren suburbano Toluca-CDMEX sólo encuentra razón de ser en los pírricos beneficios que el agandalle de los derechos de vía representan para insaciables desarrolladores coludidos con autoridades. Para el tema del desarrollo social, la nueva administración se pinta sola. De esa función han construido sus principales

ueces de inmigración están presionando a la administración presidencial de Donald Trump para mantener la independencia en el tribunal mientras la administración de Trump continúa tomando medidas enérgicas contra la inmigración ilegal. La semana pasada se tomó un paso raro cuando se presentó una queja formal contra el Fiscal General Jeff Sessions y el Departamento de Justicia por el sindicato que representa a los jueces de inmigración. La medida se produjo después de que Sessions eliminara al juez de Filadelfia Steve Morley de un caso de inmigración, y el Departamento de Justicia luego también eliminó más de 80 casos de Morley. Esto comenzó en mayo de este año cuando Morley cerró el caso de Reynaldo Castro-Tum, un inmigrante de Guatemala que vino a los Estados Unidos como un menor no acompañado en 2014 cuando tenía solo 17 años de edad, y que por preocupaciones personales tenía una dirección para recibir correo poco confiable, después de que no se presentó a varias apariciones en la corte de inmigración. Más tarde, Sessions revisó el caso y dijo que Morley estaba equivocado, y el juez recibió instrucciones de deportar a Castro-Tum si no aparecía nuevamente en el tribunal. Luego, el abogado de Castro-Tum
argumentó que no había suficiente aviso para que Castro-Tum lo hiciera, y Morley dijo que reprogramaría la audiencia, pero nunca se fijó otra fecha para la audiencia porque Morley fue removido del caso. El Departamento de Justicia dijo en un comunicado que "hay razones para creer" que Morley violó la ley federal. La declaración dijo que una investigación está en curso. USA Today informó que Sessions usó el caso como base para ordenar que los jueces de inmigración ya no tuvieran el poder de cerrar la mayoría de los casos, como lo habían hecho en más de 350,000
casos en la última década. El caso también fue utilizado por la administración Obama al permitir que los jueces de inmigración se concentraran más en los casos de inmigrantes indocumentados con antecedentes penales. La queja contra Sessions fue presentada por la Asociación Nacional de Jueces de Inmigración, que representa a unos 350 jueces de inmigración en todo el país. Abre Cruce Peatonal en San Ysidro POR ALEXANDRA MENDOZA
Con la apertura del cruce peatonal PedEast, ubicado en el viejo cruce peatonal de San Ysidro, se anticipa una reducción en los tiempos de espera para cruzar la frontera entre Tijuana y San Diego. Esta nueva instalación que reemplaza al cruce provisional que se instaló a un costado de la estación del Trolley de San Ysidro, contará con 22 líneas para procesar el flujo de personas que llega desde México, además de estar equipada con la más alta tecnología para reforzar la seguridad en este puerto de entrada. De esta manera, la comunidad fronteriza tendrá una nueva opción para ingresar a Estados Unidos. Según datos de la Oficina de Aduanas y Protección Fronteriza (CBP), diariamente unas 40 mil personas cruzan la frontera a pie entre San Diego y Tijuana; 15 mil a través del cruce PedWest, 10 mil por Otay Mesa, 5 mil por la terminal
aeroportuaria CBX y hasta ahora, unas 10 mil lo hacían por el cruce del lado este. El PedEast contará con el doble de casetas de inspección en comparación con la garita anterior, lo que debe disminuir la demora para cruzar la frontera que en horas pico puede superar la hora de espera. “La experiencia debe de ser mucho más grata (para el usuario)”, indicó Ramón Riesgo, director de proyecto con la Administración General de Servicios (GSA, por sus siglas en inglés). Ahora, la petición de organismos empresariales es que el gobierno estadounidense mantenga el personal para que la mayoría de las líneas de inspección estén en operación. “Nosotros siempre hemos apoyado más infraestructura, pero al final del día lo que impacta la demora es el agente que está dentro de la caseta o que haya un agente en la caseta”, consideró Jason Wells, director de la

La Universidad Estatal de San Diego (SDSU, por sus siglas en inglés) está entrando en un momento transformador en su historia de la institución y la recién nombrada Presidenta Adela de la Torre se ha comprometido a asumir esa labor. Como la novena presidente de la universidad, de la Torre es la primera mujer y la primera latina en ocupar ese puesto. "Mi visión es enfocarme en cómo crear no solo el siguiente nivel de importancia o importancia de la investigación y la enseñanza, sino que estoy particularmente comprometida a crear oportunidades para nuestros estudiantes para que puedan convertirse en ciudadanos globales, líderes compasivos e innovadores éticos", dijo de la Torre. Y a pesar de que la creación de la próxima generación de líderes en la región parece una tarea difícil de asumir, es un trabajo ideal para de la Torre. Originaria del área de San Francisco, la educación era un aspecto importante de la su vida. Su madre, la única proveedora de su hogar, era una maestra de escuela pública que de la Torre recuerda que tuvo que trabajar arduamente todo el año para mantener a su familia. Su abuela de muchas maneras también era como una madre para ella, ya que le inculcó el valor de la educación, la familia, la generosidad y la humildad en de la Torre. "(Mi abuela) sentía que mientras pudiera aprender – y ella quería que aprendiera todo – tendría éxito en la vida", dijo de la Torre. De la Torre recuerda un momento en que ella y su abuela iban caminando por un campus universitario y ella le dijo “aquí vas a estudiar Adelita". Candidata Latina a Cabildo de Imperial Beach Continúa su Campaña POR MARIO A. CORTEZ
Residentes de Imperial Beach tuvieron la oportunidad de conocer y hablar con una de los contendientes buscando un puesto en la Junta de Regidores de Imperial Beach el pasado fin de semana. La candidata Paloma Aguirre realizó un evento de campaña en el Parque Rose Teeple el 11 de agosto, en donde los residentes de la ciudad más pequeña del condado pudieron escuchar
sus posturas sobre los temas que más afectan a Imperial Beach. “Fue maravilloso tener a gente que vino a compartir su mañana con nosotros y también compartió sus preocupaciones conmigo”, dijo. A lo largo del evento matutino de una hora, Aguirre fue acompañada por seguidores y miembros del vecindario donde se ubica este parque quienes se acercaron para aprender acerca de lo que ofrece como
candidata. “Nuestras conversaciones han sido muy buenas. Algunas personas tienen grandes preocupaciones por la calidad del agua y otros temas (esenciales) y por eso estoy aquí, para escucharles”, dijo Aguirre. Según Aguirre, en sus estudios preliminares de la comunidad vio que el tema de mayor prioridad era la calidad del agua y la contaminación binacional desde el Río Tijuana. Ella dijo que debido a su
experiencia trabajando con la organización local Wildcoast, sus colaboraciones con funcionarios en México y su residencia ambientalista con la Administración Nacional del Océano y Atmósfera le han dejado las herramientas necesarias para atender estos problemas como regidora. “Con seguridad puedo decir que de todos los candidatos no hay nadie mejor calificado que yo”, declaró.
Originaria del área de San Francisco, Aguirre ha sido residente de Imperial Beach desde 2003. Ella anunció su candidatura hace unos meses y desde entonces ha llevado a cabo eventos similares y también ha recorrido varios vecindarios de la ciudad para conocer al electorado. Rumbo a las elecciones generales de Noviembre, Aguirre planea realizar eventos similares para conocer a los residentes de vecindarios específicos. “La razón por la que hago
estos eventos es porque quiero venir a las diferentes comunidades y escuchar a quienes viven ahí”, explicó. A diferencia de otras ciudades de mayor tamaño, Imperial Beach no tiene representación por distritos en su Junta de Regidores, por lo que este cargo es de representación general. Si Aguirre gana un lugar en las votaciones de noviembre, ella será la primera latina en tener un cargo como regidora de Imperial Beach.

Ayuntamiento de San Diego Realiza Pruebas de Drones POR ANA GÓMEZ SALCIDO
El Ayuntamiento de San Diego, en asociación la empresa desarrolladora de software de telepresencia de drones Cape, realizaron una prueba de un sistema de aeronave no tripulado (UAS, por sus siglas en inglés) en la estación de bomberos 37, el pasado 10 de agosto. El UAS estaba equipado con tecnología de video que proporcionó vistas aéreas durante una emergencia simulada antes de que personal de bomberos llegara a la escena. El UAS podrá proporcionar una evaluación previa así como información crítica a los oficiales para determinar que recursos son necesario o si se necesitan menos recursos para tenerlos disponibles para otra emergencia. “Esta tecnología avanzada hará que las respuestas a emergencias sean más eficientes, se reduzcan costos y potencialmente se salven vidas”, dijo John Valencia, director ejecutivo de la Oficina de Seguridad Nacional del Ayuntamiento de San Diego. “El tiempo es de gran valor en cualquier situación y los drones permitirán al Ayuntamiento a asignar mejor sus recursos en cuanto a la respuesta de emergencias”. Personal del Departamento de Bomberos de San Diego probaron la tecnología de los drones desarrollada por Cape, afiliada al Programa Piloto de
Integración UAS de la Administración Federal de Aviación (FAA, por sus siglas en inglés). “Estamos emocionados de trabajar con el Ayuntamiento de San Diego, ya que tenemos una gran historia en ayudar a los ayuntamientos de diferentes ciudades alrededor del mundo para que utilicen drones y mejoren la seguridad de los residentes del área y sus visitantes”, dijo Chris Rittler, CEO de Cape. “Como uno de los primeros participantes del Programa Piloto de Integración UAS en lanzar un despliegue de seguridad pública, San Diego está extendiendo su reputación como una de las ciudades más innovadoras de Estados Unidos, y estamos extremadamente orgullosos de ser uno de sus socios en tecnología que hará esto posible”. El Programa Piloto de Integración UAS es una oportunidad para que los gobiernos locales, estatales y hasta tribales se asocien con pioneros, operadores y manufactureros del sector privado para acelerar el desarrollo de la tecnología de drones. El programa local en San Diego incluirá proyectos como especímenes médicos en drones de la Universidad de California en San Diego para tener resultados más rápidos y ahorrar costos, se tendrán entregas de alimentos desde restaurantes hacia consumidores que utilicen Uber, hasta serán utilizados por personal de seguridad pública para ayudar a los primeros en responder en las emergencias así como pruebas de comunicación entre vehículos que estén sin pilotos y en los UAS. “Este anuncio prueba que las empresas, organizaciones, escuelas, gobiernos y fundaciones en San Diego, están bien posicionadas para ser adoptados por la fuerza aérea a nivel nacional”, dijo la directora de operaciones de la Corporación Regional de Desarrollo Económico de San Diego, Lauree Sahba. “Este programa no solo eleva a San Diego como un centro de investigación y desarrollo, sino que también ofrece gran potencial para la diversa economía en la región”.

Senderistas Necesitan Tomar Precauciones por el Calor POR ANA GÓMEZ SALCIDO
Este verano se han roto récords por las altas temperaturas que se han presentado en el Condado de San Diego. Con temperaturas más allá de los triples dígitos en áreas rurales, el Departamento del Alguacil del Condado de San Diego, el Servicio Forestal de Estados Unidos, CAL FIRE San Diego, y otras agencias han estado ocupadas realizando rescates para aquellos que no se prepararon ante el calor y hasta terrenos peligros en senderos populares. El Departamento del Alguacil del Condado de San Diego y el Bosque Nacional Cleveland se unieron para publicar un nuevo video para advertir a los senderistas de los peligros de caminar por los senderos de Three Sisters Falls cerca de Ramona. Las autoridades piden a la comunidad que vean el video para aprender a prepararse antes de salir a caminar por los diferentes senderos en la región, en especial para Three Sisters Falls, cual tiene partes peligrosas. El video está disponible en la página del Departamento del Alguacil del Condado de San Diego en la plataforma Vimeo. Una de las recomendaciones para las personas que saldrán a los senderos en tiempos de calor incluye el elegir un sendero que es apropiado para la habilidad y condición física de cada persona. Los senderos con baja elevación son la opción más segura en tiempos de calor. Otra recomendación es siempre revisar los pronósticos de tiempo y conocer el terreno que se va a visitar. Las temperaturas
suben y bajan con el sol, por lo que se recomienda planear las caminatas temprano por el día o por las tardes. Las autoridades piden a los senderistas que avisen a alguno de sus amigos o familiares que saldrán a caminar, y que incluyan la información de que lugar planean visitar y la hora en la que estiman regresar. También se recomienda ir a caminar con alguien más, nunca solos. Llevar el agua suficiente, y hasta más del que se planea necesitar, es importante para las caminatas largas y en especial para las de terreno difícil. Otro consejo es llevar colaciones saludables y no perecederas como fruta seca, barras energéticas, granola, mantequilla de maní, atún enlatado, galletas, entre otros que ayudarán a proporcionar energía sobre todo después de la perdida de calorías. También es importante contar con protección solar, portando sombreros y lentes, y mucho protector solar. El vestir con varias capas de ropa que no esté apretada y que permita respirar es importante, para prevenir quemaduras. Las autoridades piden a los senderistas que además de agua y comida, lleven una mochila con protector solar extra, una lámpara, un kit de emergencias y hasta una navaja y un silbato para protección. Para tener una gran caminata, las personas requieren portar los zapatos adecuados como unas buenas botas que sean de uso especifico para áreas montañosas que proporcionan protección contra el suelo y hasta el calor de la tierra.
Las caminatas largas bajo el sol pueden causar desorientación o golpe de calor. Se recomienda que los senderistas cuenten con un mapa para no perderse, de preferencia uno de papel o uno que esté descargado en sus dispositivos por si se llega a perder la señal del teléfono celular. A las personas se les recomienda estar atentos ante el golpe de calor. Si el cuerpo se calienta mucho durante una caminata, se tiene el riesgo de sufrir de golpe de calor, esto es provocado por la deshidratación lo que lleva a la pérdida del control de la temperatura del cuerpo. Los síntomas del golpe de calor incluyen el dolor de cabeza, mareos, dolores en los músculos, nauseas, desorientación, falta de sudor, y hasta pérdida de consciencia. Si alguna persona sufre de estos síntomas, necesitan parar con su caminata y encontrar un lugar con sombra para tomar agua, descansar, y recuperar su energía. Si los síntomas persiste, se necesita llamar al número de emergencias del 9-1-1. En lo que va del año, el Departamento del Alguacil del Condado de San Diego ha rescatado a 57 personas con su helicóptero. De esa cifra, 16 personas fueron rescatadas de Three Sisters Falls y Cedar Creek Falls cerca de Ramona. La Unidad de Búsqueda y Rescate (SAR, por sus siglas en inglés) del Departamento del Alguacil del Condado de San Diego sale regularmente a los senderos mencionados para informar al público sobre las precauciones que tienen que tomar antes de caminar por esas áreas.
Celebran Juramentado de Jefe de Bomberos Colin Stowell POR ANDREA LÓPEZ-VILLAFAÑA
Con una breve pausa en la ceremonia, debido a que los bomberos en la Estación 1 tuvieron que responder a una llamada, el lunes 13 de agosto se llevó a cabo el juramentado de Colin Stowell como el 18 Jefe del Departamento de Bomberos de San Diego (SDFD, por sus siglas en inglés). Stowell, un nativo de San Diego, fue juramentado por el Alcalde Kevin Faulconer, quien lo nombró como el próximo jefe del departamento el mes pasado. "El jefe Stowell es respetado en toda la región como un gran líder y colaborador", dijo Faulconer en un comunicado de prensa de la Ciudad. "Los tipos de problemas que enfrentan nuestra ciudad y nuestra región ahora estarán bien atendidos por su firme mano y conexiones. Entiende los desafíos únicos de San Diego y confío en su capacidad para abordarlos de frente ". Stowell fue uno de los 33 candidatos para el puesto y luego de una búsqueda nacional de tres meses, fue seleccionado. El jefe espera asegurarse de que bajo su dirección, el departamento tenga equipos avanzados, el mejor personal capacitado y para aumentar las asociaciones con otras agencias. Stowell también ha expresado interés en trabajar con las comunidades y hacia un departamento más diverso. "Me siento agradecido y honrado de ser nombrado el 18 jefe de bomberos con el Departamento de Bomberos de San Diego, y no tomo a la
ligera la confianza que los líderes de la Ciudad, los funcionarios electos y los miembros de esta organización tienen en mí para liderar el camino. Como jefe de bomberos, reconozco la importancia crítica de continuar brindando servicios de emergencia compasivos y profesionales que distinguen a este departamento, y los que los ciudadanos y visitantes de nuestra ciudad merecen y esperan", dijo Stowell en el comunicado. Él será responsable de más de mil 200 bomberos, socorristas y personal en el departamento. Stowell se hará cargo del departamento donde ocupó varios puestos de liderazgo, como subjefe y asistente de jefe de bomberos. Anteriormente se desempeñó como jefe de Heartland Fire and Rescue, que presta servicios a las ciudades de El Cajón, La Mesa y Lemon Grove. "Tiene un profundo conocimiento de la singularidad de los desafíos de toda nuestra región y cómo abordarlos", dijo el Alcalde,
"y comprende las necesidades de los más de mil 200 uniformados y personal civil en sus 52 estaciones de bomberos y nueve estaciones de salvavidas permanentes". Faulconer agregó que Stowell tiene una gran labor por delante con la temporada de incendios forestales durante todo el año y con sus equipos al frente de la crisis de las personas sin hogar, pero el alcalde dijo que Stowell está listo para los desafíos. La Junta de Regidores de San Diego aprobó el nombramiento de Stowell el lunes 23 de julio y los miembros del ayuntamiento expresaron su apoyo y confianza en las habilidades y la experiencia que aportará al puesto. "Con la temporada de incendios como una realidad durante todo el año, estoy seguro de que bajo el liderazgo del Jefe Stowell nuestro departamento de rescate de incendios continuará brindando los mejores servicios para los residentes de San Diego", dijo la regidora Lorie Zapf en el comunicado.

Chula Vista Busca a Residentes para Revisar Gastos de Seguridad Pública POR MARIO A. CORTEZ
La Ciudad de Chula Vista ha comenzado a aceptar aplicaciones para el Comité de Revisión de la Medida Electoral A. Este comité tendrá la responsabilidad de reportar sobre finanzas y auditorías sobre la Medida Electoral A, un incremento de medio centavo en ventas para asegurar fondos para las connes de nuevo personal de seguridad pública aprobado por los votantes locales en las elecciones primarias de junio. Específicamente, este incremento tributario permitirá al Departamento de Policía de Chula Vista contratar a 29 oficiales más y a 14 empleados civiles en posiciones como despachador
de emergencias e investigadores. Por su parte, el Departamento de Bomberos de Chula Vista podrá llenar 36 vacantes a lo largo del organismo, incluyendo a un vicejefe, a un capitán, más bomberos, paramédicos, y un agente de información pública. La Ciudad espera que el incremento en personal entre ambas agencias permita poder llevar a cabo más rondas de patrulla y poder responder a emergencias e incendios de manera mas rapida. El Comité será compuesto por 11 miembros, siete designados y cuatro generales. Los miembros designados serán nominados por siete diferentes organizaciones locales, incluyendo la Cámara
de Comercio de Chula Vista y la asociación de empleados del Ayuntamiento, entre otras. Los miembros generales serán elegidos de entre los aplicantes y cada uno representará a uno de los cuatro distritos de Chula Vista. El periodo de aplicaciones termina el 4 de septiembre, y los miembros del Comité serán escogidos poco después. Yo he estado ahí. Yo sé lo que es ver como alguien a quien amamos se hunde en el camino de la dependencia, del alcoholismo o la drogadicción. Yo sé lo que es vivir con esa barrera invisible que nos impide ayudar al ser querido. Yo sé que esa barrera solo puede romperla el enfermo. Solo la persona que es víctima de la adicción puede decidir cuando sacarla de su vida. Su deseo de hacerlo es el único motor capaz de impulsar su recuperación. En el camino, después de estar determinado a salir de la adicción y buscar ayuda, son indispensables las manos amigas. Su entorno es determinante. ¿Qué podemos hacer para ayudar al enfermo? Lo primero que entender es que el alcohólico es un enfermo, igual que el drogadicto o el fumador. El alcoholismo está definido como una condición en la que el enfermo padece una fuerte necesidad de ingerir alcohol, de forma que existe una dependencia física del mismo, que se manifiesta a través de
determinados síntomas de abstinencia cuando no es posible su ingesta. El alcohólico no tiene control sobre los límites de su consumo y suele ir elevando a lo largo del tiempo su grado de tolerancia al alcohol. Una vez que el enfermo entienda que lo está, lo más indicado es buscar ayuda profesional. Ese proceso, debe darse de común acuerdo con el enfermo. Es muy posible que en el proceso, incluso después de que el enfermo acepte su situación, haya varias recaídas. El apoyo del entorno familiar y social en esos momentos es fundamental. Por eso la ayuda profesional es prioritaria. Un psicólogo o terapista experto es la persona indicada para ayudarnos en el proceso de recuperación. Estos especialistas pueden ayudar saben qué es lo que está pasando en el cuerpo y en la mente del enfermo y saben qué es lo que necesita. Pero existen diversas alternativas clínicas, psicológicas y terapias en grupo. Aunado a la asesoría de expertos, Alcohólicos Anónimos cuenta con sedes

De la Torre dijo que la universidad se encuentra en un momento único de la historia y que hay una oportunidad en Mission Valley para crear oportunidades relacionadas con el acceso a la educación y la región. Ella dijo que lo que siempre será importante para ella es el éxito de los estudiantes. "Al final del día, quiero decir que pude transformar una institución para que nuestros estudiantes puedan alcanzar sus sueños y convertirse en los líderes del futuro", dijo de la Torre.

Llenará de discursos reeditados las plazas públicas, será vitoreado como lo fueron Juárez y Madero pero también Maximiliano, Santa Ana, Porfirio Díaz y Luis Echeverría en los tiempos modernos. Y seguiremos esperanzados de que su gestión, ahora sí, juegue a favor de las mayorías, estimule círculos virtuosos y México pueda alcanzar su esperada “cuarta ‘Transformación”. Más optimismo imposible.

CELEBRAN 90 AÑOS DE L.A. CETTO POR ANA GÓMEZ SALCIDO
Con una gran fiesta que incluyó degustaciones de vino y hasta un gran concierto, se celebraron los 90 años de L.A. Cetto en su vinícola ubicada en el Valle de Guadalupe en Ensenada, el sábado 11 de agosto. La fiesta que tuvo una asistencia de alrededor de 2 mil personas también incluyó una misa de bendición de la vid, una bendición de la molienda, y hasta una competencia de pisado de uva. “Noventa años es un año más, un año redondo que se escucha muy bonito, así como el diseño que le hicimos para esta celebración que tiene un número 90 en forma de infinito porque de alguna manera ese 90 aniversario significa que apenas es el principio de una industria tan milenaria como la nuestra, realmente 90 años sigue siendo un número pequeño”, comentó Luis Alberto Cetto, director general de L.A. Cetto. “Es un momento muy especial y muy agradable compartirlo con amigos de la casa, y amigos personales, y con todo el público en general de todo lo que estamos haciendo”. Esta empresa familiar ha ganado más de 540 premios y reconocimientos a nivel internacional debido a sus vinos producidos en Baja California, México en sus 90 años de existencia. En lo que va del 2018, L.A. Cetto ya ganó 21 premios a nivel internacional y un reconocimiento en una competencia en Nueva York, donde fue nombrada como la Mejor Vinícola de la Nación. Los vinos ganadores de este año incluyen Chenin Blanc y Cabernet Sauvignon. Durante el festejo del aniversario, los miles de invitados disfrutaron de 22 diferentes vinos de muestra de las diferentes líneas de L.A. Cetto como Don Luis, Clásica L.A, y Reservas. Algunos de los vinos incluidos eran Chenin Blanc, Fume Blanc, Chardonnay, entre otros. “En la degustación están prácticamente todos los vinos que tenemos y que están disponibles como la línea de Sierra Blanca y Nuestra Reserva”, comentó el encargado de esta vinícola familiar. Como ya es toda una tradición en las fiestas de la vendimia que sirven para celebrar cada año las diferentes vinícolas en el Valle de Guadalupe, L.A. Cetto organizó una competencia de pisado de uva. Un total de 40 invitados participaron en esta competencia que tuvo una duración de tres minutos. La actividad estuvo diseñada para parejas, en la que una persona tenía que pisar uvas con sus pies en una media barrica, mientras que su ayudante ayudaba con la salida de jugo. Los invitados fueron transportados en camiones hacia la terraza de la vinícola, en donde se continuó la celebración del aniversario con una comida de cinco tiempos que incluyó la degustación de los distintos vinos. Como parte de la fiesta, se realizó una corrida de toros por la tarde, y en la noche, la famosa cantante, Paulina Rubio deleitó a los presentes con sus canciones como “Yo no soy esa mujer”, “El último adiós”, “Dame otro tequila”, y “Nada fue un error”. La noche culminó con una exhibición de fuegos artificiales que iluminaron el viñedo, y que llevó al fin de un día lleno de actividades para todos los invitados.

L.A. Cetto, Mexico’s most prestigious winery, celebrated their 90-year anniversary at their vineyard in Baja’s Valle de Guadalupe this weekend. The celebration included wine tastings and a concert for over 2,000 guests, a catholic mass to bless the grapevine, a blessing for the start of the milling season, and a grape trodding contest. “Ninety years is one more year, it is an even number that sounds very nice, and like the new design for the 90 years we made as an infinite symbol it means that the 90-year anniversary is in a way just the beginning in this industry that is thousands of years old, 90 years is still a small number,” said Luis Alberto Cetto, general director of L.A. Cetto. “This is a very special moment and it is really nice to be able to share everything we have done with friends of the wine house, close friends and the public.” This family business has won over 540 awards in an international level for its wine produced in Baja California in their 90 years of existence. Just in 2018, L.A. Cetto has won 21 awards at an international level, and also got the recognition from a New York competition, as the “Best of the Nation.” The award winning wines of this year include Chenin Blanc and Cabernet Sauvignon. During the celebration, the over 2,000 guests were able to enjoy wine tastings of 22 different L.A. Cetto wine lines like Don Luis, Clasica L.A., and Reservas. The wine tastings included the award-winning Chenin Blanc, Fume Blanc, Chardonnay, among others. “At the wine tasting we have practically every wine we have available like the line of Sierra
Blanca and Nuestra Reserva,” added the head of the family winery. As is tradition, the wine industry of Valle de Guadalupe organizes different events to commemorate the new milling season, and L.A. Cetto’s competition for grape trodding is part of this tradition. A total of 40 guests participated in the three-minute competition. The activity was designed for partners, one participant tread upon grape inside a half barrel while their partner helped the juice flow. The first place winner was Clarissa Garcia, who along her 12-year old nephew produced the greatest quantity of grape juice. The second place was for Jaime Tagle, and both winners got a box full of wine bottles from L.A. Cetto. “This was the first time I participated in this competition and my nephew was the one that signed us up. It was really easy to participate. All I needed to do was to step on grapes to get some juice. We have had a great time here enjoying of some wine and friend time,” said Garcia. The party guests were transported in buses to a terrace where the celebration continued with a gourmet dinner and more wine tastings. As part of the celebration, there was a bullfight in the afternoon and a concert at night by famous pop singer Paulina Rubio, who performed her most famous songs like “Yo no soy esa mujer”, “El último adiós”, “Dame otro tequila”, and “Nada fue un error”. The night ended with fireworks that illuminated the vineyard, and which also concluded the day that was filled with activities for all the guests.

inmigrantes indocumentados pueden permanecer en los Estados Unidos a través del asilo o alguna otra forma de ayuda, o pueden ser deportados. Pero también son empleados del Departamento de Justicia, y el fiscal general tiene la autoridad para contratar y administrar su desempeño. Los jueces de inmigración han argumentado durante mucho tiempo en contra de esta estructura de empleo que los ubica en el mismo departamento que procesa los casos, y en este caso los jueces creen que la administración Trump está interfiriendo con su capacidad para llevar a cabo procedimientos judiciales justos e imparciales. Laura Lynch, una importante asesora política de la Asociación Estadounidense de Abogados de Inmigración (AILA, por sus siglas en inglés), dijo al Washington Post: "Estamos muy preocupados de que los jueces de inmigración simplemente se conviertan en agentes del orden público". que este mes la AILA lanzó una campaña nacional para presionar a los miembros del Congreso para que apoyen la legislación para revisar el sistema. Ashley Tabaddor, jueza de inmigración con sede en Los Ángeles y presidenta de la Asociación Nacional de Jueces de Inmigración dijo a CNN: "Esto es una interferencia directa con la independencia de decisión de un juez. La base del debido proceso es el aviso y la oportunidad de ser escuchado. no debidamente notificado, entonces el tribunal no puede proceder a ordenar su deportación ". Una carta también fue escrita por un grupo de jueces de inmigración jubilados y ex miembros de la Junta de Apelaciones de Inmigración que llamaron a las tácticas de Sesiones un "ataque a la independencia judicial". La carta termina diciendo: "como democracia, esperamos que nuestros jueces alcancen resultados basados en lo que es justo, incluso cuando tales resultados no estén alineados con los resultados deseados de los políticos".

Xolos se Meten al Infierno Tijuana visita Toluca, una plaza historicamente complicada, en donde ganó su único campeonato

La cancha de Toluca forma parte inseparable de la historia de los Xolos de Tijuana. Fue en el césped del Estadio Nemesio Díez donde la escuadra fronteriza se consagró en la Primera División al ganar el título del Torneo Apertura 2012. Así como trae buenos recuerdos a los seguidores de los Xolos, esa misma cancha se ha convertido en una verdadera pesadilla para el equipo de Tijuana. En su visita del domingo a la caldera de los Diablos Rojos, la escuadra canina se estará metiendo al escenario en el que ha cosechado la mayor cantidad de derrotas como visitante. Desde su ascenso al máximo circuito de la Liga MX, los Xolos han entrado al infierno Toluca en 12 ocasiones. En todas esas visitas,
Tijuana suma ocho derrotas, dos empates y dos victorias. La última ocasión que los Xolos sacaron tres puntos del estadio choricero fue el 30 de octubre de 2016. El único otro triunfo de Tijuana en esa cancha fue el duelo de la final del Torneo Apertura que se disputó el 2 de diciembre de 2012. En sus visitas a Toluca, los Xolos no solo sufren para conseguir triunfos sino que además suelen llevarse marcadores escándalos en contra. Con 23 goles en contra y solo nueve a favor, los partidos en la cancha del Nemesio Díez suelen ser un verdadero infierno para el equipo de Tijuana. Al duelo de la quinta jornada del actual torneo, los Xolos llegan instalados en el décimo lugar de la tabla general con cinco puntos mientras que Toluca ocupa el sexto puesto con siete unidades.

Conforme se acerca la recta final de la actual campaña de las Grandes Ligas, las frías estadísticas salen a relucir y en este aspecto la escuadra sandieguina no sale bien librada. Nada podrá impedir que los Padres cosechen este año más derrotas que triunfos por octava temporada consecutiva. De 2011 a la fecha, la franquicia suma un total de 721 tropiezos a cambio de 558 victorias, La cadena de ocho temporadas perdedoras, contabilizando la actual, es la segunda más larga en las Grandes Ligas. La única franquicia que ha sufrido más en este rubro es la de los Marlins, que al término de esta campaña sumará su novena temporada
perdedora en fila. Padres y Marlins van quedar solos en ese listado de vergüenza toda vez que sus más cercanos perseguidores, los Filis de Filadelfia, van a romper esta temporada su cadena de cinco años seguidos de frustración. Aunque todavía están lejos de superar la marca de más temporadas perdidas en la historia de las Grandes Ligas, la franquicia de los Padres debe sentirse preocupada por su situación. Pocos aficionados en San Diego soportarían el suplicio de 20 temporadas perdedoras, tal y como le ocurrió al conjunto de Pittsburgh. De1993 a 2012, los Piratas sostuvieron la racha perdedora más larga en la historia del beisbol profesional de los Estados Unidos. No sé si entiendes el significado del término “picones”, pero aquí te lo explico para que más adelante puedas entender el tema de esta columna. El término picones es muy socorrido entre aquellas personas que llevan a cabo un acto revanchista para tratar de hacer sentir mal a quien fue su pareja. Cuando tu ex sube a las redes sociales una foto con su nuevo novio, no faltara quien te diga que la mujer está tratando de darte picones con su nuevo amor. Lo mismo sucede con los hombres que cuelgan fotografías de sus conquistas para que su ex las vea y se sienta súper mal por haberlo dejado. Los picones suelen servir para imbuir celos, alimentar envidias o saldar traiciones. También sirven para llamar la atención, para hacerle saber a los demás que sigues en la película o para que la gente no se olvide de ti. Ahora que ya entiendes lo que son los picones, es necesario girar nuestro relato hacia el aspecto deportivo. En estos días, hay un personaje que se ha convertido en el rey de los picones. Matías Almeyda se muere porque la selección mexicana le haga caso y lo invite a platicar sobre la vacante de director técnico que dejó Juan Carlos Osorio. El entrenador argentino ha estado mandando mensajes a diestra y siniestra en todos los medios de comunicación. En entrevistas de radio o televisión, en notas de periódicos y en mensajes de redes sociales, Almeyda lanza picones muy directos a los directivos mexicanos. En sus picones, Almeyda dice que tiene ofertas del futbol en Emiratos Árabes, que la selección de Costa Rica ya le echó el ojo y que Argentina está por contratarlo. Ninguno de esos picones ha sido confirmado por los supuestos interesados, pero el argentino se regodea con hacerle creer a todo el mundo que tiene pretendientes. Hasta el momento, los directivos encargados de contratar al proximo entrenador del Tri no han caído en el juego seductor de Almeyda. Los ejecutivos que dominan el balón del futbol mexicano están tomando con calma su decisión y los picones de Almeyda, más que acercarlos, los están alejando de él. La presión que está ejerciendo el extécnico de Chivas para que le ofrezcan el puesto del Tri no ha caído nada bien en las altas esferas de la Federación Mexicana de Futbol. Sin duda que Almeyda es una buena opción para hacerse cargo del Tri. El “Pelado” entregó cinco trofeos a las vitrinas del Club Guadalajara, pero sobre todo, demostró una gran capacidad para manejar al jugador mexicano. Almeyda debe de ser paciente y esperar que sea el amor del Tri el que lo encuentre a él y no viceversa. Judge will Review Beach Pollution Lawsuit Before Making a Ruling LA PRENSA SAN DIEGO STAFF
After several pollution studies, legal threats, and several lawsuits by the State of California, the lawsuit against the International Boundary and Water Commission (IBWC) has finally reached San Diego Federal Court. Several families impacted by beach pollution joined the Mayor of Imperial Beach in court this past Monday, August 13th, anxiously awaiting to hear whether the judge would grant a request to dismiss the case. After more than an hour into the hearinga, the IBWC defense team argued before the judge that the Commission is not responsible for the different pollutants reaching the coast, because the spills occurred within the natural canyon system and thus they “cannot be responsible because there is a natural flow” coming from Mexico. The plaintiffs – the City of Imperial Beach, the City of Chula Vista, and the Port of San Diego – argued back that IBWC was required to implement solutions to this public health issues and
ensure that these wastes do not reach San Diego beaches. The issue, said the principal attorney for the plaintiffs, Matt Edling, makes no sense, given the IBWC’s stated mission to provide binational solutions regarding “sanitation, water quality, and flood control in the border region.” “As an attorney, I see that the consequences of this is a violation of the law, so there should be remedy under the law to prevent this contamination so that it does not reach the community and affect us all,” he added. “As a human being, it is simply horrible for this community to have to deal with this,” Outside the Federal Court, the plaintiffs also stated that the defense’s arguments make it seem like Washington was turning a blind eye to the situation that thousands of San Diego’s coastal residents have endured for years. The Mayor of Imperial Beach, who was front and center listening to the arguments by both parties, said that justice was coming for everyone who has suffered illness as a result of going to highly-polluted beaches, who has been unable to enjoy the
ocean due to beach closures, or who have smelled the foul odors you can perceive in the mornings near the Tijuana border. “The judge talked about going out in the field and viewing the canyon collectors to evaluate them, and I think that today we can see today that there is justice, because both sides are being heard,” said Imperial Beach Mayo Serge Dedina, “and that was the purpose of this lawsuit, to have a fair chance to have the case heard. So, today the people of Imperial Beach, the people of Chula Vista, and the San Diego community got a day of justice.” Outside, families asked the U.S. and Mexican governments to roll up their sleeves and address the problem so we do not have any more incidents like the one last week, when IBWC told the City of Imperial Beach that it was them who had to spend more to avoid contamination, and not the federal government. If the judge agrees with at least some of the plaintiffs’ arguments, both parties will begin gathering evidence and preparing to go to trial.

But they are also employees of the Justice Department, and the attorney general has the authority to hire and manage their performance. of de la Torre’s everyday life. Her mother, the sole provider of their household, was a public school teacher who de la Torre recalls had to work hard year round to support their family. Her grandmother in many ways was also like a mother to her, as she instilled the value of education, family, generosity and humility in de la Torre. “(My grandmother) felt that as long as I could learn – and she wanted me to learn everything – I would be successful in life,” de la Torre said. De la Torre recalls a time when her and her grandmother would walk past a university campus and she would say to her in Spanish, “aqui vas a estudiar Adelita” (you’re going to study here Adelita). “I think early on I had wonderful role models that helped me value education,” de la Torre said. Once in college, de la Torre was not sure what she wanted to do but was enamoured by the fact that she wanted to follow in her mother’s footsteps and teach, however, it was a faculty member at the University of California, Berkeley, who encouraged her to pursue a career in higher education. “I began to really understand, once I was in a graduate program, what an impact I could make in higher education,” de la Torre said. “In other words, again I was always motivated by the fact that I really enjoyed teaching, I really enjoyed engaging with students, and I wanted to make a difference.” De la Torre earned her bachelor’s degree in political economy of natural resources and her master’s and doctorate degree in agricultural and resources economics from UC Berkeley. She served in several programs and departments at CSU campuses, as well as the director of the Mexican American Studies and Research Center at the University of Arizona. Before joining SDSU, de la Torre served as the vice chancellor of student affairs and campus diversity at UC Berkeley. Looking back, de la Torre said she would not be where she is without her mother and grandmother. She said she feels blessed in so many ways and she knows that her role as the first Latina president of the university is particularly important for the Latino community and women. On Thursday, Aug. 16, de la Torre was celebrated by the San Diego County Hispanic Chamber of Commerce for her accomplishments and contributions to the community. SDCHCC President Juan Carlos Hernandez said it was an honor to welcome de la Torre as the first Latina president of SDSU. “It is important to celebrate the accomplishments of our community and highlight the path that Dr. de la Torre has established for our Latina Women,” Hernandez said. “The historic event (was) a demonstration that SDSU and SDCHCC are committed to establishing relationships and building pathways to create a successful future for our members and the communities we serve.” De la Torre said the university is in a unique moment of history and there is an opportunity in Mission Valley to create opportunities related to educational access and the region. She said that what will always be important for her is the success of students. “At the end of the day I want to say that I was able to transform an institution so that our students can reach their dreams and become the leaders of the future,” de la Torre said.
