All prospective contributors must submit their content by 9:00am on the 5th of every month. Please note that your submission will be printed in the subsequent issue (eg. March 5th submissions will print in April’s LakeTalk). Time and space constraints will determine the inclusion of submitted items. In high volume situations, submitted items will be honored on a ‘first come, first serve’ basis. All content received after the 5th of every month cannot be guaranteed space in LakeTalk. Late submissions will be published as time and space permits. The LLA Office is not required to publish all submissions and may use discretion when evaluating items for print. We bid a fond farewell to two of our long-time members, Jim and Cathie Reed. They were two of our regulars for many years. Jim was always willing to pitch in and use his loppers or the committee weed-whacker. Cathie brandished a mean pair of loppers and was our expert pinkribbon locater. Cathie and Jim were active members of several other LLA committees. They could be seen out on the Lake often—Jim in his fishing boat, Cathie in her kayak or canoe, and both of them in their party boat. We will really miss you. We wish you the best at your new home in Woodsboro. October is a beautiful time of the year to enjoy the woods and the lakes in our community. The LLA trail system is made up of many trails of varying levels of difficulty and lengths. The Trail Map Pocket Guide provides a general map of the trail network; and gives a brief description of the characteristics of each trail, rates its difficulty, gives its approximate length, and notes start and end locations. The latest guide revision was in Summer 2012. Copies of the guide can be picked up at the LLA office or downloaded from the LLA website. BoD Motions: September September 9th, 2013 LLA BOD Meeting MOTIONS MOTION: Director DeBord moved to approve the MOU for Woodlands Preserve at Westwinds between Lake Linganore Association and Tyler Wormald Westwinds, LLC. MOU was modified by LLA Attorneys and signed by Edward E. Wormald, General Manager. It is also directed that the MOU should be filed with Frederick County. Treasurer Allemang 2nd. VOTE: 5-0 all in favor. MOTION: Vice President Weigle moved to approve hiring Stephen Hembree as our Project Manager for the Nightingale CDA project and other assigned duties as an exempt employee. Said position reports to the General Manager. President Schlichting 2nd. VOTE: 5-0 all in favor. MOTION: Director Wagner moved to approve a final payment to Kinsley Construction, Inc. for $78,793.28 this represents the final invoice for the Pinehurst CDA. Final invoice will be paid when LLA receives an approved payment request from LLCS. Treasurer Allemang 2nd. VOTE: 5-0 all in favor. MOTION: President Schlichting moved to approve the Eagle Project Proposal of Sam Grenier, Troop 662, LDS Urbana Ward in an amount of $972.00 for the purchase and installation of 2 sport benches at the basketball courts in Pinehurst Village. The benches will be installed permanently into the ground. Vice President Weigle 2nd. VOTE: 5-0 all in favor. MOTION: Vice President Weigle moved to approve the offer of a $500 reward for information leading to the arrest & prosecution of the party responsible for the vandalism of the memorial bench at Nightingale Beach. Treasurer Allemang 2nd. VOTE: 5-0 all in favor. MOTION: President Schlichting moved to approve and amend Section 3 of the Lake Linganore Association Rules and Regulations to the following: SECTION 3 - Dogs, Cats, and Other Animals a. All Provisions and requirements of the Frederick County Code, Chapter 1-5, Articles I & II, entitled Animals and Fowl & Dogs, Cats and Other Animals (as amended from time-to-t ime) are hereby adopted, ratified and incorporated as fully as if set out at length herein. b. An animal shall be deemed as under the “immediate physical control” of its owner or keeper (as used in Chapter 1-5 of the County Code) if it is kept on a physical leash, confined within a fence or barrier, or within a vehicle. c.

Violation of the named Frederick County Code will be the responsibility of the individual member and their guests, and such members may expect a citation of violation by the Association for any such violation, as well as those which may be evidenced from Frederick County.

MOTION: Treasurer Allemang moved to approve the employee handbook as presented in the draft of August 13th, 2013 and to approve the Graphic Rating Scale Appraisal for Non-Exempt Employees and the Performance Planning and Appraisal for Exempt Employees. New Team Members! Anna Clements

Events & Volunteer Coordinator Anna is a new LLA employee and serves as the Event and Volunteer Coordinator. She is the primary liaison for LLA committees, clubs, and community groups. Anna has a Bachelor of Arts degree in English and Communication Studies from Bridgewater College, a Graduate Certificate in Publishing from NYU, and is currently completing her MBA at Hood College. Prior to working at LLA, Anna worked in Property Management and Event Planning. She is excited to merge both fields as she creates and implements events here in Lake Linganore. Anna will be working closely with volunteers to fulfill the community needs and desires. Have ideas?! Anna wants to hear about them! Stephen Hembree Project Manager

Stephen Hembree comes on board with over 15 years of specialized experience in infrastructure related projects in Lake Linganore Association. Stephen is looking forward to helping Bob Kimble, the General Manager, in bringing roads maintenance projects to fruition. Primarily he will be spearheading the completion of the last CDA Village road and drainage effort. In addition, Stephen will be facilitating the development of a comprehensive maintenance plan that merges new CDA roads with existing roadways. All of these activities will improve the network of infrastructure in LLA and help to support future growth. Bulk Trash Pickup: October 14 Items must be placed at curbside no earlier than 6pm on Sunday October 13th for pick up beginning at 7am on Monday, October 14th.

*Bulk material for this service do not include appliances, construction debris larger than 3’x3’, hazardous materials, medical waste, chemical waste, paint, auto parts or any other item restricted by the Frederick County Landfill.

Culvert Cleaning

Every year when we experience the seasonal changes of Autumn, LLA is overwelmed with a beautiful, but large quantity of foliage. Leaves collect in yards, on streets, and in roadside culverts. To ensure that drainage and stormwater management systems operate properly, it is important for residents to do their best to maintain culverts in front of their home. Working with your neighbors to keep culverts free of large amounts of leaf debris will help avoid any future drainage problems. 10

Fall Festival & Bake-Off

On Saturday, October 19, 2013, Friends of the Lake and the Lake Linganore Association will host a Fall Festival and Bake-Off from 2:00pm until 5:00pm at the Events Tent on Eaglehead Drive. This is our first year and we hope to offer a variety of activities, sweet treats, entertainment, and raffles for the whole family. The Fall Festival will also be the conclusion of LakeQuest, a community-wide scavenger hunt series. Over 300 Linganore residents participated this year and eligible teams will be awarded prizes and recognitions

Compliance Corner A list of common compliance issues that have either been reported to the Lake Linganore Homeowners Association or have been observed by staff while in the community. Please understand compliance is used to help maintain property values. If you have received a letter feel free to reach out to the village manger with any questions or concerns. Remember to check regulations regarding changes to the property with current ECC guidelines before beginning work. *All excerpts came directly from the Rules and Regulations that can be found on our website at: www.lakelinganore.org

Line of Sight

Check your property to ensure the line of sight while driving is not obstructed by a tree, bush, or structure. Please trim any tree, bush or planting to appropriately open a line of sight to ensure safety within our roadways. FORMAL EXCERPT: Usage: No structure, plantings or other material shall be placed in the rights-of-ways, easement areas or on any common area for personal use or enjoyment which might damage or interfere with the permitted uses. Any exceptions must be approved by the ECC. Rights-of-ways and easement areas reserved or dedicated to the LLA or to public utility purposes shall be maintained by each adjacent lot owner. Any violation of these Rules and Regulations are subject to enforcement action and correction by the LLA and may be subject to fines and reimbursement of costs to correct the actions.

Basketball Hoops

Basketball hoops have been a growing concern in the community. The association asks the basketball hoops not be placed in the roadway to help reduce any risk of incident and injury. During snow removal basketball hoops could hinder the efforts of snow plows. If you have not already, please register your basketball hoop with the association. The permit is free and can be done over the phone.

Temporary basketball hoops must be registered with the Lake Linganore Association and may not be left in, or adjacent to, a yard or street when not in use. Approval by the Lake Linganore Association Environmental Control Committee (ECC) may be required for large or unusual items.

Trash & Recycling Receptacles

The rules and regulations ask that trash and recycling receptacles be placed out of the view of the public. FORMAL EXCERPT: Trash, debris, garbage and refuse of any kind will not be put out for pickup before the evening proceeding the established and regular pickup day for the specific home by the collector. Shortcuts Can Be Shortsighted by Liz Burrow, REALTOR®

If you’re thinking of updating your home you may be wondering if you should get a county permit for those changes. I am sure you know D.I.Y. Enthusiasts who finished their basement without going through the permit process. Should you do the same? Even for the most capable craftsmen or women, this is never a good idea. It is not about whether you do the work yourself, or even about the quality of that work, but rather the lack of county inspections and records. Not to mention the fact that proper permitting is a county requirement! When it comes to the resale of your home, not having an official permit can create some very negative results in the long run. Any undocumented addition will result in there being no mention of it in the public records. All that extra square footage you so skillfully added to your home’s living area will not be reflected, and prospective buyers won’t get a true picture of how large your home actually is. Most savvy buyers these days request a home inspection. If an inspector cannot find a permit for renovations, it can begin to raise glaring red flags. This may cause the inspector to be much more critical than they might otherwise be. Even if the plumbing and electrical work was completed by licensed contractors,

having no permit could create concerns about fire hazards and safety issues which may alarm the buyers. I have attended several inspections where the additions to the home were unpermitted and the seller has been required to either have some of the work re-done, or formally certified by a licensed contractor. These kinds of issues and additional requirements can stymie a buyer's interest. Additionally, certain loans have more stringent guidelines than others. Some loans require their own stand-alone inspections, regardless of an inspection carried out by the buyers. Even if the buyer is ultimately willing to accept the lack of permitting, the bank may not be so willing. The loan could be denied due to the bank's concerns, causing the sale to fall through entirely. And then there’s the appraisal. Properly permitted work encourages approval by the appraiser and correspondingly raises the value of the appraisal. If you are using a contractor, have him pull the permits for you. If you are doing it yourself there is a lot of helpful information on the county website; http://www.frederickcountymd.gov/index.aspx?nid=99 In this article I have only addressed county permits but for many home improvement projects you still need to apply for approval from the LLA as well, so be sure to check at: http://www.lakelinganore.org/architectural-review/ While circumventing the system may save a little time and money, doing it right will pay dividends in the long run. laketalk October-2013

Apples in Autumn by C. Roberson

The sky was a beautiful deep blue, without a cloud to sully the serene expanse. Mounted in the western corner, the sun shone pale and bright, its watery rays faintly warming the chill autumn air. Everywhere the trees were ablaze with color—scarlet, fiery orange, deep pink, gold—and flurries of the brilliant leaves fluttered with each gust of the gentle breeze. It was simply the perfect day to be at the orchard. A merry crowd flowed around the little cashier’s stand like some errant river. There were young couples with arms linked against the cold, and families with toddlers perched on their shoulders, pushing strollers across the knobby ground. Even a few grandparents had come for an outing, walking slowly and without haste, smiling at all the life around them. The bigger children rushed to the wheelbarrows, arguing playfully about which one was best or would hold the most, while their parents picked up a handful of plastic bags from the wooden stall. Directly behind the cashier stood the great bounty for which the crowds had come—apple trees. Row upon row of them, big and small, leafy green and full of ripe apples, they stood just waiting to be harvested. 14

I approached from down the little dirt path, breathing in deeply and filling my lungs. The air’s cool touch was like a cleansing rush through my veins, and I smiled at the excited faces of the new arrivals, whose expressions must match my own. The group directly ahead of me, bundled in colorful scarves and chattering with each other, eagerly melded into the people waiting to start out or waiting to pay for their produce. One moment later, I too entered the shifting, bustling throng. From behind the counter, the cashier handed me several plastic bags stamped with the name of the orchard, and I went to pick out a wheelbarrow. I would fill the whole thing, I was sure, for I would need at least four bags for applesauce, and the sweet, crunchy apples were too delicious not to have a bag or so around for munching. And we mustn’t forget apple pies! On a cold autumn night there was nothing better than a thick wedge of steaming apple pie, with syrupy juice seeping out of a golden-brown crispy crust, and cream melting over the top. Yum. Licking my lips at the thought, I walked into the rows of apple trees, searching for the variants that I had found best suited to my desires. Wooden signs at the beginning of each line proclaimed their wares: red delicious, braeburn,

granny smith, gold rush, pink lady, stayman, enterprise, fuji and many others. Braeburn were one of the best for applesauce, so I angled my wheelbarrow towards that row. The trees’ leafy branches were filled with apples, peeking out from between the leaves like gems in a crown. The thick, green foliage seemed resilient to the deterioration of autumn. I brushed aside the leaves of the first tree and saw a perfect, smooth globe, suspended amid the sheltering branches. The apple was a rich rusty color, suffused with traces of gold. I reached out and turned the apple slowly on its stem to be sure that the fruit was ripe all the way around before plucking it. The branch gently sprang back with a faint swish as I did. With the first apple at the bottom of my bag, I preceded down the row. Several other families were picking with me, the children comparing apples with their siblings and acting as their own judges of size, color and best fruit. One tiny girl gazed longingly at an apple far above her reach, until her father came and scooped her up onto his shoulders. With a gleeful gurgle, she reached out her hand and grasped the apple of her eye, clutching it to her chest as she was lowered back down to earth.


I reached the end of the row and continued on to the next. Soon I had filled three bags with braeburn apples and two with stayman, both for making applesauce; two bags with fuji apples, for baking pies; and one more bag with pink lady apples, for eating straight. As I had foreseen, my wheelbarrow was full. Pushing it back to the register, I was careful lest a bump should unseat one of my bags and send the apples bouncing across the hard ground. When the bags were purchased, I grabbed my favorite apple and took a big bite, unable to resist any longer. The crisp, light fruit crunched between my teeth, filling my mouth with sweet juice that tasted of honey mixed with fall sunshine and cool, autumn air. The season seemed summed up in that one apple, as if the fruit had soaked up everything good around it in the days it had spent ripening on the tree. I sighed, happy with the culmination of my autumn apple day. As I carted my bags away down the dirt path, more visitors arrived, cheerfully moving towards the orchard to make memories of their own.

Thank you to everyone who showed up for our Fall Forums series! Your voice matters and helps to shape our efforts in the future. The Fall Forums were set up to allow residents of all ages to share ideas, voice concerns, and ask questions. It was also an opportunity to brainstorm future initiatives as we look forward to restoring, protecting and preserving our natural resources here in the Lake Linganore community. We are reviewing the progress we have made thus far and looking forward to striving for sustainable and environmentally sensitive growth in the future within our community. There will be another Fall Forum held on October 2 at 7:30 at the Events Tent. Additional dates may be added depending on interest and schedule availability.

LakeQuest Prize Patch

The LakeQuest 2013 season is coming to a close and we are so excited that it was such a success! Thanks to all the teams who expressed their enthusiasm and gratitude for the fun times they had completing quests! With over 180 households and over 450 LakeQuesters participating this year we are looking forward to celebrating the success of this event at Fall Fest with the debut of our LakeQuest Prize Patch! Oakdale Investments, LLC has generously donated over $1000 in prizes and we have lots of super awesome prize packages for teams to enter to win. All of them will help you continue your adventures throughout the year and enjoy exploring our beautiful waterways, woods and wildlife in our community! Linganore Teen Goes the Distance! Brandt Anzalone of Lake Linganore, (Audubon North) was the youngest cyclist to complete the grueling Tour De Frederick 100 mile Century Ride on Saturday August 17th. Brandt is a 15-year-old sophomore at Oakdale High School and hopes to generate interest in performance road cycling amongst the student body at OHS and amongst youth cyclists in the Lake Linganore community. The Tour de Frederick is a three day series of events for cyclists of all ages 26

and skill levels. It is also a major fundraiser for the Boys & Girls Club of Frederick County. The Tour de Frederick features unique ride routes that showcase the beauty of Frederick County, emphasizing its rich history and fostering camaraderie among the riders. The 100 mile Century Ride is the longest event. The route is extremely difficult due to significant elevation changes. The route starts and ends near the Westview shopping center. Initially the route heads north

of Frederick through the rolling hills of the eastern slopes of the Catoctin Mountains, outside of Thurmont, MD. The ride takes you into southern Adams County in Pennsylvania, just south of Gettysburg Battlefield. The Century Ride encompasses all three covered bridges of Frederick County and goes through some of Frederick’s most pastoral landscapes The Tour de Frederick 100 mile Century Ride is no easy accomplishment! Way-to-go Brandt—you make us very proud!
