Epiphanies from the Council Table

I’m “Q” Belk, the newly elected Councillor for the Arrowtown-Kawarau Ward. We moved to Gibbston thirty years ago, we farm sheep and beef, manage a vineyard and “The Church” tasting room.

Why did I run? The late John MacDonald was our QLDC councillor and mentor in Gibbston. We asked why he’d run for Council. “I got tired of complaining about the Council, I figured I’d join to see if I was wrong and if I could ‘fix’ anything”. My own list of complaints include Fast Track, rates, sewerage, rates, roading/bridges/ traffic, rates, consenting, rates, transparency… oh, and rates. I ran for Council and, improbably, was elected, proving my neighbours have a sense of humour. I have “discovered” a few things in my one month as a Councillor; call them “epiphanies”

1. All of the issues are complex and have a “backstory”. A simple and ‘obvious’ solution is often dead wrong.

2. There is a huge amount of thoughtful planning: 1, 3, 10 year plans (Proposed District Plan and Long-Term Plan). “Fast Track” derails them. Imagine the QLDC employee who’d spent a year on the PDP, a few years on the LTP. Central Government says “Ignore that, this developer has just bought some bare land (with no infrastructure, not even roading or water) and has a proposal to build thousands of houses; three commissioners will shortly rule on this, get it sorted, we need it for ‘growth!’”

3. Council staff **DO*** have strong personal opinions, they are not automatons, They care deeply about the region, the environment, well-being, spending, et cetera. Many are quite idealistic and outspoken. But they have to follow priorities and processes set by the legal framework, the Council and Central Government… which change, even flip-flop, every three years.

4. Councillors work hard. Everyone is idealistic (not about the same things) to the point of being obsessive. Most have other professions which they neglect or juggle with Council: an accounting firm, a legal firm, a hospitality venue, event management, a farm, tourism, not to mention family. The Council “salary” is really a subsidy for what is given up in their personal and professional lives. Nevertheless, they worry about Council issues, even in their “off time”.

5. Rates: there’s a push to freeze or reduce rates. Okayyy… and what shall we give up? Clean tap water, useable roads, toilets that flush (try London), trash pickup, libraries, pools, sports fields, reserves, public toilets, the stuff we take for granted? In five years the CPI is up 25%… BUT… asphalt is up 57%, cement up 70%, and steel up 67%. This is “Council inflation”, the stuff Council buys. No wonder rates are up.

I still passionately want to ‘fix’ sewerage, infrastructure, rates… but I appreciate that each issue is complex.

Winston Churchill once said “Democracy is the worst form of government… except for all the others”. We should remember that. Watch this space, more to follow from fellow Councillors.

Don’t be fooled by social media - Get realistic information

Alpine safety rescuers and experts are urging hikers heading into the backcountry, especially overseas visitors unfamiliar with the area, not to rely on social media for “realistic information” about the conditions and skill level required.

The call comes after three helicopter rescues in the Queenstown Lakes area in less than a week.

A visiting Australian father and son, stranded high on the Wye Creek Track overnight wearing just underwear after stripping to cross a badly swollen river, were finally rescued by helicopter about 8am on Thursday, 27 November.

Two young Australians in their early 20s who’d set off to climb Mount Aspiring had to be rescued near Bonar Glacier on their first day walk in after suffering from extreme exhaustion.

Two young German tourists were also rescued from Rock Burn.

Wakatipu Alpine Cliff Rescue Team coordinator Russ Tilsley says they’re urging people to rely on the DOC Visitor Centre and website information before they leave to ensure they’re not heading somewhere out of their depth, or they’re unprepared.

Unfortunately, many young people are being lured up mountains and into more tricky backcountry areas with a false sense of security after seeing posts on Instagram and other social media sites, Tilsley says.

They can get themselves into difficulty after underestimating distances, times, and fitness levels required. “Make sure you rely on DOC’s information, not on an Instagram post from some guy who’s run up Mount Aspiring or Mitre Peak in shorts carrying a drink bottle on his back,” he says. “Those people are experts. Go into the DOC Visitor Centre and get the real information about where you’re going and don’t be lured into so-called easy trips by hyper-fit people where you’ll be out of your depth,” Tilsley says.

Those calls have been reiterated by the Mountain Safety Council which is urging people to use Plan My Walk (planmywalk.nz). MSC senior partnerships and insights advisor Bevan Smith says the site is like “the Trip Advisor for the outdoors” with locals encouraged to share real feedback on local tracks so that visitors have a better expectation of what each trip entails so they can then make smart, informed decisions.

It includes track descriptions, weather forecasts, reviews and photos from those who’ve been.

Tilsely says the Aussies high above Wye Creek made all the right calls, turning back when they realised they were out of their depth. However, they’d decided to throw their packs and gear across the badly swollen Wye Creek on their return. “They’d reached high up on the plateau and realised there was too much snow to go over the pass,” Tilsley says. “They were only wearing sneakers and realised they were unprepared,” he says.

“They’d stripped down to their socks and boxer shorts to cross the river and threw their packs across ahead, then realised it wasn’t safe to cross,” Tilsley says. “There had been a heap of rainfall and snowmelt and it’s a narrow, rocky, bouldery and boisterous river in those conditions.”

Their phones and communication sources were in their packs, also their only light source, but thankfully they’d texted the wife and mother around 3pm to say they were turning back.

“The dad was 65 and had been going for 12 hours and was knackered so the son, 19, made a good call not to put his dad into the river.” The bad decision was throwing their packs across, Tilsley says. “In those situations, just undo the straps and then you can push the pack off if you need to get rid of it quickly.”

An Otago Southland Rescue Helicopter with night goggles couldn’t locate them after the man’s wife raised the alarm at 10.45pm on Wednesday, 26 November, as there was no light source. A SAR dog team also searched overnight.

A Heliworks helicopter carrying Alpine Cliff rescuers spotted them about 8am. “It had rained overnight so they were cold and shivering when we picked them up, but were fine,” Tilsley says. The son was wearing a short-sleeved thermal and had given his thermal leggings to his dad.

“They made some good decisions until the packs,” he says. People underestimate the time involved getting through that hike. “You’re climbing a long way up, travelling through rocky valley and huge tussocks. It’s not an easy trail.”

Exhausted young Aussies rescued - Underestimated Mount Aspiring climb

Two young Australian men in their early 20s off on a mission to climb Mount Aspiring (3033m) had to be rescued by helicopter just across from the Bonar Glacier on their journey in after suffering from severe exhaustion.

Wakatipu Alpine Cliff Rescue Team coordinator Russ Tilsley says the pair set off their personal locator beacon at 8pm on Tuesday, 2 December, after realising they couldn’t go on. An Otago Southland Rescue Helicopter was dispatched with two Wakatipu Alpine Cliff Rescue volunteers on board, and the pilot was able to land the helicopter 200m away to pick them up.

“They’d got up just across the Bonar Glacier and were completely and utterly exhausted,” Tilsley says. “One of them had collapsed he was so exhausted, so they had to raise the alarm,” he says. “It’s a long hard climb and they’d underestimated what was involved.”

“They were on the walk in on the first day and were going to do the climb the next day, but it takes four times longer than actually climbing the mountain,” Tilsley says.

“It’s a long way in and they’d underestimated the distance and obviously weren’t fit enough and in condition.”

The pilot dropped the pair to their car at Raspberry Flat.

Two Germans rescued from Rock Burn

Two German tourists caught out by concerning river levels on their return from an overnight trip to the Rock Burn at Theatre Flat had to be rescued by Heliworks helicopter after sending a message to alert Queenstown Police at 6.23am on Wednesday, 26 November.

Constable Amanda Shute says they contacted the Amsterdam Apple Assistance Centre when they were unable to return, which in turn alerted Queenstown Police. The rescue helicopter was sent in with two DOC rangers from Glenorchy, Shute says.

Tilsley says the pair weren’t injured. It’s understood they thought a bridge was out, but it wasn’t.

Car wedged on top of construction piles - Passengers rescued

Both the Queenstown and Frankton Volunteer Fire Brigades helped free the driver and passengers of a vehicle that had become wedged on top of construction piles in Marina Drive, Frankton, just after 8pm on 3 December. A Fire and Emergency NZ spokesman says while there were people in the stuck vehicle they were not trapped and firefighters assisted in getting them out of the vehicle.

Police and St John Ambulance also attended the single vehicle crash-rescue, and a Police media spokesperson says it appeared nobody was injured. No further details were available as of 3 December.

Security guard bitten

A 44-year-old local man, who allegedly bit a security guard on the arm, piercing the skin and causing significant bruising, has been remanded on bail after facing a charge of assault with intent to injure in the Queenstown District Court on 1 December, Shute says.

Police were called to a Searle Lane venue at 12.30am on Saturday, 29 November.

The man had allegedly previously been involved in a verbal argument which turned physical, and then allegedly bit the guard on the bicep while being removed from the venue, she says.

The man will reappear in court on 12 January.

Infrastructure Commission agrees: Queenstown congestion a national infrastructure priority

Queenstown’s Frankton Road will exceed 10 million vehicle trips for the first time in 2025, making it one of New Zealand’s busiest single-carriageway roads. Resolving the district’s transport issues has been studied in multiple business cases spanning the past decade, during which time traffic volumes on arterial roads around Queenstown have approximately doubled.

The New Zealand Infrastructure Commission (Infracom) has taken notice, formally endorsing a proposal by Southern Infrastructure Limited (Southern Infrastructure) – a privately-led purpose-driven infrastructure company backed by Rod Drury –to address congestion on Frankton Road as a national infrastructure priority worthy of inclusion in the National Infrastructure Plan.

Southern Infrastructure chief executive Ross Copland said, “We have worked hard over the last 18 months to articulate the enormity of the challenge Queenstown faces after a decade in which the last few percent of capacity in our roads, pipes and power lines were used up and very little new capacity was added. We’re delighted that Infracom is listening – their acknowledgement that this problem is a National Infrastructure Priority is particularly timely and will give confidence to Central and Local Government that this is a logical and urgent next step for our transport network.”

Infracom Chief Executive Geoff Cooper says, “[…] while endorsement doesn’t guarantee funding, or prioritisation by Government, it sends a strong signal to decision-makers about infrastructure priorities that have passed independent scrutiny.”

Building on the 17 proposals endorsed in round one of the Infrastructure Priorities Programme (IPP) released in June 2025, the second round of assessments by Infracom adds 25 new proposals ranging across transport, waste, defence, and health infrastructure.

Urban, contemporary gallery takes up residency in Country Lane by

The Arts Hole is Queenstown's first and only urban, contemporary art gallery featuring exciting works from emerging and established artists, including the likes of Banksy. They moved into the School House Studios in Country Lane earlier this year and are excited to present something different to Queenstown’s art scene. Started in 2023 by Tom and his partner Chani, they made the big decision during the pandemic to follow their passion and to start their own gallery. Chani, an art teacher and talented ceramicist and Tom, who has always been involved in street culture and long had a passion for street art. They saw a huge gap in the market for urban art and a fresh, modern approach to running a gallery.

"We wanted to create something different, something where everyone is welcome, normalising the gallery space and making art

more accessible," Tom explains. "It’s evolved a lot since we started. We lived in Wellington at the time, we were online and then we relocated back to Queenstown. We had the chance to take the gallery to a physical space, which was always the plan."

“We just like to connect with people personally and make sure the vibe is right.”

It’s been an exciting period of growth for The Arts Hole – not without the challenges that come with being a small business at the moment. Tom says that it's been a rollercoaster journey but they’re confident that Queenstown is the right place for this type of art space.

“We want to make sure that when people walk in, they see something completely different. We are working with some incredibly exciting artists already and have lots of amazing things in the works for next year"

They’re keen to work with local artists too and are always on the lookout for the right fit – for both sides – a much more modern, contemporary vibe with a street/urban focus. The smaller gallery space allows for more intimate exhibitions and a selective curation of works that fit in with what they’re trying to achieve.

“We’re really big on the personal connection around it – we have a distinct vibe and a very staunch vision on what we’re trying to do, and it’s

really important that the artists are also in on that as well. We like to connect with people personally and make sure the vibe is right for them as well" They’re already ramping up for 2026 with some exciting things on the horizon. They're in the middle of their second major exhibition since opening and are about to lock in the third in 2026.

"Regular exhibitions will be a big part of what we do, there's some incredible talent out there at the moment and we cannot wait to bring it to Queenstown. There’s so many sides to Queenstown, it’s got all of these unique facets, which is fantastic and that’s why we love it here. There’s a whole segment of the art market that hasn’t had as much representation here, either from a buying perspective or from an artist perspective.”

That’s what The Arts Hole wants to support for the future – the growth of Queenstown and the region’s arts community, supporting bold, fresh, exciting art for the people here who want that.

“So many people live here for the lifestyle and the landscape, and what we do – our corner of the market, and I appreciate I’m very biased –from that side of the arts and culture, we really want to push that forward and be a part of that growth of Queenstown that is happening every day, and hopefully we’ll see more of it,” Tom says.

OWEN TODD

Rugby legend heading for 100

He’s managed legendary Southland Rugby teams and eyed up many an up-and-coming All Black during his rugby administration and selector days, but it’s bowls where rugby legend Owen Todd, 99, left his mark in Queenstown.

Owen not only managed the Southland Rugby Team to its historical Ranfurly Shield draw with Auckland in 1976, but was President of the Southland Rugby Union, manager, and Southland and New Zealand U18 selector during his 1970s and 80s prime. His mini Ranfurly Shield takes pride of place in his room - walls adorned with Southland Rugby memorabilia, at Queenstown’s Arvida Country Club rest home.

Turning 100 next July, Owen vividly recalls every yarn as if it were yesterday.

All that rugby leadership aside, his most memorable personal sporting victory was in his 80s cleaning up with two mates – Bill Johnston and Dave Weir – average age of 80, at the Queenstown Bowling Club Triples Championship.

“We qualified for the final playing three top club champions,” Owen says. “There wasn’t a dog show in hell that we’d win – three underdogs playing three champions and at our age, but we won it!”

“Geez, it was late home that night,” he grins. Owen got the trophy engraved, their ages too.

A former committee member, he wrote the Queenstown Bowling Club’s 100-year history book celebrating 1904 – 2004.

While sporting accomplishments were proud moments, 23 January 1950 was his most memorable day. “Marrying Ray at St John’s Church in Invercargill was the greatest moment of my life.”

Sadly, wife Ray passed away in 2015 after 65 years of happy marriage.

Childhood sweethearts, they met at Invercargill’s South School: “I sat up the front with the dummies, and she was the dark-haired brainy girl up the back,” Owen grins.

Owen’s dad transferred to Balfour where Owen continued school. “That’s where I got introduced to rugby, watching it over the fence,” he says. After moving to Gore, Owen worked as a butcher’s delivery boy before and after school on his bicycle. But it was the intrigue of the men making things with metal at the blacksmith’s shop next door that inspired his 44-year career as a mechanical fitter-welder.

The family moved back to Invercargill where Owen played for the South School Rugby Team, selected for the Southland Primary Schools Team to play Otago. “We gave them a thrashing. There were three of us from our school and the headmaster made the senior class stand up and clap for us.” Then at playtime “the dark-haired brainy girl” (Ray) gave him a dig in the back and said, ‘Good on ya!’

At 12 during World War II a World Boys’ Brigade Jamboree in Wellington was downsized to the ‘Southern Hemisphere’ due to safety threats. “We went by train and boat. No lights were allowed on the boat at night in case the enemy spotted them. A huge passenger liner was loading soldiers to take them to war. It was scary alright.”

Head prefect at Southland Technical College, Owen took on an apprenticeship at J.K. Stevenson Engineers, working his way up to shareholdings.

His voluntary rugby administration began on the Invercargill’s Blues Rugby Club Committee, now a Life Member for almost 50 years, the club’s oldest. Owen was star of the show at the Blues 150th anniversary last year and organised Southland’s annual Rugby Life Members Club gatherings, attending his most recent one three years ago.

Before long he’d been nominated to the Southland Rugby Union by two NZ Rugby Union members and was off managing the Blues team trip to Australia.

He was also a Southland and NZ U18 selector.

A dad of three, each time he was nominated he’d say, ‘I’ll have a yarn to my wife’. “She always said, ‘Go for it!’. I owe her so much. I couldn’t have done any of it without her fantastic support, and that of my family,” Owen says.

Chairman of Southland Rugby’s Grounds Committee for the 1981 Springbok Tour, Owen’s highlight was meeting Errol Tobius, the first coloured member of the Springbok team. “Errol told me some of his own team seldom spoke to him, which was really sad. He had his own separate manager.”

As Southland manager Owen had to keep the boys out of strife, like the time Southland Juniors got into a brawl with bikies in Blenheim. “I had three cops in my senior team, so I had to let them go help. When the others heard what had happened I couldn’t hold them back despite the hotel manageress’s warning to stay at the hotel.” Two guys – a player and liaison officer, ended up in hospital. “It was all over the 6 o’clock news!”

Many happy years were spent at their family crib in Queenstown Camping Ground – ‘Toddle Inn’, Owen and Ray retiring to Queenstown in 1985. Owen enjoyed bowls and Ray golf. Owen did fluke a Hole in One in Wanaka once though. Both he and Ray volunteered for Meals on Wheels.

Owen’s met some “marvellous people” and always encouraged the younger generation. As for those two newest great grandsons, well, hopefully they’ll grow up to be Stags.

Lead Cook

We’re looking for a passionate Lead Cook to join our team and create nutritious, delicious meals that fuel our tamariki each day.

About the Role:

As our Cook, you will play an essential role in the daily life of the centre, preparing healthy lunches, morning and afternoon tea that cater to a variety of ages and dietary needs. You’ll manage the kitchen with pride— keeping it clean, safe, and well-stocked—while bringing care to every dish.

Hours: (Permanent) 30 Hours a week 9 - 2:30 Mon – Fri

Key Responsibilities:

• Prepare nutritious, age-appropriate meals and snacks for children.

• Plan weekly menus that reflect seasonal produce and support children’s learning.

• Cater for dietary requirements with clearly labelled alternatives.

• Maintain the highest standards of food safety and hygiene, in line with the Food Act and Gems’ policies.

• Manage weekly shopping and work within set budgets.

• Keep accurate records (menu plans, fridge temperatures, cleaning schedules).

• Build positive relationships with sta , families, and children—whanau is at the heart of what we do.

About You:

We’re looking for someone who:

• Has experience cooking for groups, ideally children.

• Holds (or is willing to obtain) a Food Hygiene & Safety Certificate.

• Has a current First Aid Certificate (or is willing to complete one).

• Can manage time e ectively to ensure meals are ready on schedule.

• Is creative, organised, and enjoys working as part of a team.

• Shares our philosophy of care, respect, and fun.
