Pasco County approves 2018 budget By Kathy Steele

Pasco County commissioners approved a $1.3 billion budget for fiscal year 2018, which began Oct. 1. The budget is slightly less than the 2017 budget, but still has new expenditures for parks, boat ramps and the proposed Ridge Road extension. County commissioners had a final public hearing, and vote, on the new budget on Sept. 26 in New Port Richey. There will be no change in the existing millage rate, which determines property taxes. However, some homeowners could see a slight increase of less than $10 in their annual tax bill, based on a 2.1 percent increase in homesteaded property values. Pasco saw about a 7.7 percent increase in assessed taxable property, with a value of about $24.6 billion. Much of that was fueled by new construction. Expenditures for 2018 include $2.5 million to buy right of way needed for the Ridge Road extension, and $1 million for design and engineering of the interchange at Suncoast Parkway. Pasco County Commissioner Jack Mariano was uncomfortable with the county bearing those costs, when the Florida Turnpike Authority previously agreed to pay for the interchange. “Let’s make sure we’re getting the turnpike authority to pick up all this money, not us,” he said. The Ridge Road extension is awaiting a decision from the U.S. Army Corps of Engineers for a construction permit.The See BUDGET, page 17A

Florida Hospital CEO settling into new role By Kevin Weiss

It’s been a busy time for Amanda Maggard, since being appointed Florida Hospital Zephyrhills CEO more than a month ago. Her first week on the job presented a unique and challenging experience, navigating the 149-bed regional medical center in the wake of Hurricane Irma, to ensure patients could be cared for at any time. But Maggard came prepared, considering she’s dealt with four other hurricanes throughout her career in hospital administration. “Our team here did a great job. Overall it went very, very well,” said Maggard, when she sat down for an interview with The Laker/Lutz News. “The main thing is we were ready to care for all the patients and we got the team members here to do it. “Fortunately or unfortunately, it’s my fifth hurricane that I’ve been through,” she said. Since that whirlwind of a week, Maggard has turned her attention to hospital operations. She’s focused on “listening and learning,” building relationships with hospital staff, patients and members of the east Pasco community. “I’m kind of in that road show of just meeting a lot of people, both inside and outside the hospital,” Maggard said. Aside from attending various events and functions citywide, Maggard has been shadowing key departments within the hospital, working shifts in the operating and emergency rooms, and observing surgeries and other medical procedures. “I just enjoy being on the frontline and learning as much as I can,” the new hospital CEO said.“If you don’t have that connection point, you’re not always able to see and hear what our patients are experiencing or what our team is working through.” Maggard was appointed Florida Hospital Zephyrhills’ new CEO on Sept. 4, replacing Randy Surber, who, after nearly four years, was promoted to CEO for Florida Hospital Heartland Medical Center in Sebring. Homeowners may need to exercise patience, while they wait for debris from Hurricane Irma to be removed by subcontractors working for Pasco County.

Those piles of Hurricane Irma debris could be sitting near homes for as long as a couple of months, Pasco County officials have said. That’s because there’s a shortage of work crews. Officials hope that residents will be patient, as the county struggles to pull together enough work crews. Pasco County Utilities, Solid Waste and Resources Recovery Department set the start of debris collection for Sept. 18. But, finding and keeping subcontractors who can do the work is proving difficult. The problem is, Hurricane Irma took a swing through the entire state, stretching local government resources. Financially, subcontractors are finding more lucrative contracts in South Florida, where Irma did the most damage.That has made it difficult for Pasco to secure and hold onto subcontractors. “I’ve got a lot of complaints that we’re not getting anything picked up,” said Pasco County Commissioner Jack Mariano. Working with the county’s consultant, Ceres Environmental Services, Pasco had hoped for 16 work crews. By Sept. 25, that number fell to eight.Then, one day later, the county could only count on four crews. “There’s just not that many resources,” said John Power, the county’s solid waste facilities director.“At the rate we’re going now, we’re talking about a couple of months.” Even as Pasco works to find its own crews to supplement county efforts, Power said other counties were calling Pasco to ask for manpower. On Sept. 26, county commissioners approved inter-local agreements to allow Ceres Environmental Services to aid in securing cleanup services for Dade City, San Antonio and the Town of St. Leo. Similar agreements are possible with New Port Richey and Port Richey. Zephyrhills is the one city that has been able to do its own debris pickup. Adding to Pasco’ cleanup task are suspicions that some residents are putting out more than storm debris curbside. “A lot of people are using it for spring cleaning,” said Power, who said he was also waiting for debris at his home to be picked up.

Pasco County Commission Chairman Mike Moore wasn’t so sure. “We need to be careful about making determinations,” he said. The furniture and other goods being tossed onto residents’ piles could be from actual storm damage, he said.“It’s a delicate situation.” Pasco County Administrator Dan Biles said the county likely will follow with a second county sweep after completing the initial pickups over the next weeks. Pasco County officials have issued guidelines for debris pickup: • All debris materials must be brought to the curb or roadside. • Do not block fire hydrants, mailboxes, electrical boxes or other structures. • Do not bag debris. • Contractor generated debris won’t be picked up. • Refrigerators should be empty, with the doors secured or removed. Debris must be separated into the following categories: Furniture: Mattresses; couches, sofas, chairs; dressers; lumber, if not pressure treated; particle board; laminated flooring; dry insulation (if wet, pile with construction); carpet and padding Construction: Drywall, plasterboard, ceramic tile, concrete, lumber (pressure treated), wet insulation Vegetation: Tree cuttings (must be no more than 5 feet in length, and all branches must be bundled) White Goods: Appliances, metal furniture, metal shelving, bicycles, items that are more than 75 percent metal Hazardous Waste – Delayed Pickup: Any household chemicals; oil, gas, flammables; lawn and garden chemicals; televisions; computer monitors, computer towers (CPUs) Contractor-generated debris won’t be picked up. Requests for debris pickup must be submitted to Pasco County Customer Service Center by emailing customerservice@pascocountyfl.net, providing the address where the debris is located. Residents also can call customer service at (727) 847-2411. Pasco County now has a map, an interactive tool to track hurricane-related storm debris pickup, available at arcg.is/2wSHdN5. Pasco’s early law enforcement days were notorious Knowing Your History

asco County’s early law enforcement days inspired quite a few dramatic stories. An illegal killing captured headlines during Henry C. Griffin’s tenure as sheriff. During his second term, a mob killed two black men who were being held inside the county’s first jail located near downtown Dade City. Will Wright and Sam Williams had been charged in the murders of Dan Childers and J.B. McNeil at Rice & Phelps’ turpentine camp near Dade City, according to newspaper stories published by The Tampa Morning Tribune. The Tribune reported on Feb. 14, 1901, that Griffin refused to give up the keys and the mob —estimated as being between 30 to 50 men — broke down the outer door. When they were unable to break down the steel doors of the cells, they opened fire, shooting both Wright and Williams to death, the report said. The Coroner’s jury determined the prisoners came to their deaths at the hands of “parties unknown.” Griffin lost his bid for re-election in 1904 to Bart Sturkie, who went on to serve four terms. Another account of Pasco’s early law days involves the death of a Dade City farmer named Noah Green, who also is the Cherokee great-grandfather of Debbie DeLuca of Land O’ Lakes. “As it stands right now, the only word I have on his death was the fire in the jailhouse,” DeLuca said. “I have had cousins try to find his grave over in Linden Cemetery (off State Road 50 in Sumter County),” she added. “We were told it was in the center of the graveyard in an unmarked grave.”

Built in 1892, the Old Pasco County Jail is the oldest brick structure in Dade City. It had two inmate cells, an isolation cell and an east wing used for the Sheriff’s living quarters. A later addition to the west end was the county’s gallows where the last legal hanging included “An array of picnickers positioned on the grounds surrounding the gallows area,” according to research conducted by local historian Madonna Jervis Wise in 2014.

Sturkie, who was serving his fourth term at the time of the break-in, was defeated in his re-election bid for sheriff in 1916 by Isaac Hudson, Jr., who served two terms as sheriff. During his first six months in office, Hudson raided 164 moonshine stills, according to his son, Leon, who served as Dade City’s Police Chief in 1951. Hudson’s family is prominent as the founders of Hudson, Florida. Sheriff Hudson had a historic role on Dec. 28, 1917, when he released the trap door and executed Edgar London for the murder of his wife in the summer of 1917 at Ehren, near present-day Land O’ Lakes. This is how the newspaper reported the last legal hanging in Pasco County, on Jan. 4, 1918:“The execution took place at ten minutes past one in the presence of a large crowd of whites and blacks who had come in for miles around to witness the affair. “The negro was led to the platform by Sheriff Hudson and Deputy Osburn. He was accompanied by Rev. Father Francis (future Abbot at Saint Leo Abby), who had been with him all during the day, preparing him for his death.While the noose was being adjusted about his neck by Deputy Osburn, the negro displayed the utmost composure, never flinching once during the nerve-racking ordeal. He had the side of his face to the crowd and his lips could be seen moving in prayer.” The account continued: “He never offered to say anything to the crowd, but kept his head well up and an erect position to the last, exhibiting a wonderful nerve.The black cap was placed over his head and the trap was sprung by Sheriff Hudson at 1:10. His neck was broken by the fall, and in six minutes he was pronounced dead by Dr. E. L. Big Brothers Big Sisters looking for more than a few good men By B.C. Manion

Big Brothers Big Sisters of Tampa Bay Is seeking more male mentors. Its goal is to enroll 100 men in 100 days. In announcing its campaign, organization officials said the need has never been greater, as there are hundreds of children on its waiting list. And, the vast majority of those waiting for a positive role model are boys. These are boys who, with the approval of their parent or legal guardian, have raised their hand and asked for help from Big Brothers Big Sisters. The campaign kicked off on Aug. 18 and is scheduled to conclude on Nov. 25. Last year, the organization attracted 150 men — who enrolled and completed training — during its 100 Men in 100 Days campaign. This year, it hopes to attract even more men volunteers according to a news release. Big Brothers Big Sisters is the oldest and largest youth mentoring organization in the nation and has been operating in the Tampa Bay area for more than 50 years. The agency matches caring adult mentors, called Bigs to match with boys and girls, called Littles. The Littles are facing any number of challenges, which can include living in poverty, coming from a single-parent home, living with a relative or having a parent who is incarcerated. Ninety-eight percent of the children matched for more than a year in 2016 advanced to the next school grade, and 98 percent had no involvement with the juvenile justice system. “Of course, we need-and appreciate-all our volunteers,” said Stephen Koch, President and CEO “But we’ve found with so many great young, local boys waiting, we need to put an emphasis on getting the message out to potential male volunteers,” said Koch, in the release. “Many of these young boys need a positive male role model in their lives and having a mentor can make the difference between those kids getting in with the wrong crowd or staying on the right track,” said Koch, a Big Brother himself. “It’s easy to get discouraged for a lot of our kids, who are growing up in some difficult circumstances. Our Bigs help motivate our Littles to keep working hard in school and life, because it is so worth it! It’s time

for us all to step it up and make it happen for these boys who have asked for our help. It’s time for the men of Tampa Bay to go Big,” Koch said. Volunteers are screened and trained before being matched with a child. Bigs must be at least 18 years of age. They are asked to make a minimum 12month commitment in the School-Based mentoring program, where they see their Little one hour each week during the school year. They are asked for a minimum 15-month commitment in the Community-Based mentoring program, where they pick up their Little from home (typically on the weekend or in the evenings) twice a month and engage in activities of mutual interest —going to ball games, hiking/biking, spending time at the beach and so on. Many of the relationships last well beyond the minimum commitment, with the match officially staying together until the child graduates high school, then remaining friends into adulthood. Koch said that their Bigs come in all sizes, shapes, backgrounds, and age. Those men who have a particular love of sports might consider signing up for the Sports Buddies program which is supported by the Tampa Bay Rays, where the Bigs and Littles spend their time together either watching or participating in sports. “The options are limitless,” Koch said, “and the difference you’ll make can be life-changing for this young person and for the volunteer, as well. In fact, most of our volunteers tell us that they think they get more out of the relationship than our Littles.” Anyone interested in becoming a Big can get started by attending a Big Orientation & Training session. A rabies alert has been issued for a portion of Pasco County by Mike Napier, county health officer for the Florida Department of Health in Pasco County. The rabies alert has been issued for an area that’s generally west of Morris Bridge Road, south of State Road 54, east of Ashton Oaks Boulevard and north of Chancey Road. The alert came in response to a raccoon that tested positive for rabies on Oct. 3, according to a health department Mike Napier news release. Residents should be aware that rabies is present in the wild animal population and domestic animals are at risk, if they’re not vaccinated, the release says. The public is being asked to maintain a heightened awareness that rabies is active in Pasco County. While the alert designates a specific area of Pasco for heightened awareness, officials want to be sure that residents don’t have a false sense of security in areas that are not named in the alert. The rabies alert is effective for 60 days. All domestic animals should be vaccinated against rabies and all wildlife contact should be avoided, particularly raccoons, bats, foxes, skunks, otters, bobcats and coyotes. Rabies is a disease of the nervous system and is fatal to warm blooded animals and humans.The only treatment for human ex-

posure to rabies is rabies specific immune globulin and rabies immunization. Appropriate treatment started soon after the exposure, will protect an exposed person from the disease. To reduce potential exposure to rabies: • Keep rabies vaccinations up to date for all pets. • If your pet is bitten by a wild animal, seek veterinary assistance for the animal immediately. • Do not handle, feed, or unintentionally attract wild animals by leaving pet food outside, or garbage cans open. • Do not adopt wild animals or bring them into your home. • Teach children not to handle unfamiliar animals, wild or domestic, even if they appear friendly. • Prevent bats from entering living quarters or occupied spaces in homes, churches, schools, and other similar areas, where they might come in contact with people and pets. • If you are bitten by any animal seek care promptly.Wash the wound thoroughly with soap and water. Go to your family doctor or hospital for medical attention immediately. • Contact Pasco County Animal Services at (727) 834-3216, (813) 929-1212, or (352) 521-5194 to report animal bites or scratches and for information on stray dogs and cats. • Contact the Florida Fish and Wildlife Conservation Commission at (863) 6483203 for concerns about wild animals. Pasco County Tax Collector Mike Fasano’s office is taking part in the second annual new socks and new shoes campaign to help local students in need. The effort is a collaboration between Pasco County government and Pasco County Schools. The “Two Good Soles” campaign seeks to collect as many new pairs and socks and new socks as possible between now and Oct. 27. The tax collector’s five offices in Pasco County will be collection sites for “Two Good Soles.” “It is heartbreaking to know that children come to school without socks or

AP EXAM SCORES IMPROVE More Pasco County students scored the highest level on Advanced Placement (AP) exams in 2017 than in any previous year, and equaled or exceeded peer performances in the state, nation and globally on seven subject area exams. These achievements occurred while Pasco County increased the number of students taking AP exams. Across the district, 4,174 students took 7,281 exams, which was a 2.9 percent increase from the previous year. District-wide, 54 percent of the tests taken resulted in a score of 3.0 or better, matching the district’s previous record high from 2014. Scores of Level 3, Level 4 or Level 5 are considered to reflect proficiency at the college level. For the fourth year in a row, more Pasco students scored a Level 5, the highest possible passing score, than the prior year. The number of Level 4 and Level 5 scores either exceeded or matched the district’s best performances. Compared to state averages, Pasco County matched the number of Level 5 scores, and exceeded the number of Level 3 and 4 scores. Pasco also had fewer Level 1 scores than the state. The memorial fund’s focus is to encourage those with interests in the performing arts, technology, music of entrepreneurship who need funding to help take their passion to the next level. The fund was created in honor of Hunter Brooks Watson, a young man killed in a car crash in the spring of 2016, just before he was about to enter his junior year at Syracuse University. Dear Community, Teerm Care industry in Florida and the With the current focus on the Long-T experience of Hurricane Irma, I would like to take the opportunity to praise the great team who care for the elderly residents who make their home at Rosecastle of Zephyrhills, an assisted living community. It is our practice and policy and, in fact, we encourage, staffff and their families to stay with us in our building during a hurricane. During Hurricane Irma’s visit to the area, we had 67 residents, 49 staffff members and their family members, 11 residents’ family members, five dogs, three cats, one bird, and a rabbit staying at Rosecastle of Zephyrhills. The entire management team including the Administrator were in the building for the three days of bad weather, some sleeping in their offffices when they could get some sleep. We are fortunate. We We We have a large generator that can power a number of functions in our building but we did not lose power. However, we had planned and were prepared for whatever Irma gave us and had the staffff in the building to care for residents, calm their fears, and keep their mind offff of the storm. In fact, many of our residents slept through the height of the hurricane. After the hurricane had passed, we had a few staffff members continue to stay in our building until the power was restored to their home. I personally and publically want to thank Michelle Hurst, Executive Director, and her fantastic team for their commitment and hard work in calming the fears and concerns of their elderly residents. I can truly say that while Irma was roaring through our area, Rosecastle was not only a home for our residents but a SHEL LT TER IN THE STORM for staffff members, family members, and friends.

henever she competes, 12-yearold Danielle Kanas gives it her all. And that mindset has worked for the Martinez Middle School seventh-grader, who ran, swam, threw and jumped her way to 15 gold medals and six national records this summer at the Adaptive Sports USA Junior Nationals in Middleton,Wisconsin. Kanas — a single-arm amputee, missing her left arm below the elbow — recently added another achievement to the evergrowing collection of honors in her trophy case. She received the “Spirit of Excellence” award at the annual Paralympic Sport Tampa Bay Award (PSTB) Luncheon, held Sept. 30 at All People’s Life Center in Tampa. The club’s highest honor, it recognizes courage, strength, determination and demonstration of a positive attitude as a role model. Her life circumstances are distinct. She was found in her infancy at a train station in China. When sent to an orphanage in the Asian country, doctors determined the circulation in her left arm had been compromised, causing irreversible damage to her left hand and the lower part of her arm below the elbow. Both impaired areas were amputated. She came from China to the United States as a toddler, settling in New Jersey with her adoptive mother, JoAnne Kanas. Over the years, she’s received multiple prostheses, as well as occupational therapy beginning at Shriners Hospitals for Children — Philadelphia and now at Shriners Hospitals for Children — Tampa. Yet, those challenges have not stopped her from living a well-rounded life. Beyond athletics, Kanas is a “straight-A” student and member of the National Junior Honor Society, a Girl Scout, and patient ambassador at Shriner’s Hospital for Children—Tampa. She’s also a talented guitar player, who’s served up renditions of the national anthem at various Shriners conventions. Her advice to fellow amputees is to be ambitious, and not hesitate to try new things. “Every time you try something new, it’s exciting to see what happens next, and to see what you can improve on,” Kanas said.

As a signature program of Hillsborough County Parks & Recreation, the mission of Paralympic Sport Tampa Bay is to promote health, independence and personal growth through sports for people with physical disabilities. Paralympic Sport Tampa Bay (PSTB) is one of more than 100 community-based programs established by the Paralympic Division of the United States Olympic Committee. It provides year round sports and recreation programs that promote physical activity, healthy lifestyles, and recreational and competitive sports opportunities for area children and adults with physical disabilities.

The involvement in athletics, meanwhile, elicits a smile on JoAnne Kanas’ face, noting it’s helped her daughter gain confidence over the years. “It’s just fun to see her. She puts on her game face,” JoAnne Kanas said.“When you watch her compete, she’s serious. She goes out there and tries her hardest. I just like to see her enjoy it.” Kanas’ favorite event is javelin. It’s clear why: her 19.66 meter throw is a national record — by 6 meters— for her age group in Adaptive Sports. “I like to watch how it goes far in the distance,” Kanas said. She wants to break 20 meters next season, she said. Besides the countless victories, Kanas recalls the memorable experience of traveling, for the third straight year, to the junior disability championships, the oldest and largest continuously held competitive sports event in the country for athletes with physical disabilities, ages 6 to 22. Throughout the July trip, Kanas enjoyed dining out with teammates and excursions.

“It felt good to meet other people. We got to build friendships,” she said. Kanas, however, isn’t the only local athlete shining in Paralympic sports. Eric Lowry, a 17-year-old Land O’ Lakes resident, is another. Lowry, who has spina bifida and competes from a wheelchair, also earned several medals this summer. That includes a gold medal for his 190pound bench press, an Adaptive Sports Junior national record. Lowry, involved with Paralympic Sports Tampa Bay (PSTB) for nearly 10 years, said he recently picked up weightlifting, originally to complement track & field, swimming and archery events. “I think it all goes together because you need strength to participate against your peers,” he said. He offers advice for fellow amputees similar to Kanas’ suggestions. “Try something before you give up, and if you like it keep doing it,” said Lowry, who attends Focus Academy, a charter school for

Dave Eiland, one of Zephyrhills’ most celebrated sports figures, was let go as pitching coach for the Kansas City Royals after six seasons with the major league ball club. The move to not renew Eiland’s contract — first reported by the Kansas City Star on Oct. 2— was part of a greater staff shakeup as the club enters the offseason following an 80-82 season.The club also opted to part ways with three other coaches. Eiland, who oversaw pitching staffs that

helped the organization reach two World Series, was hired by manager Ned Yost after the 2011 season, making him the longesttenured member of the Royals coaching staff. But, Kansas City pitchers struggled under Eiland this past season, combining to post a 4.61 ERA, the sixth-worst mark in the American League. Moreover, it was the fourth straight season the Royals’ ERA slipped. It was 4.21 in 2016, 3.73 in 2015, 3.51 in 2014 and 3.45 in 2013. Still, some industry pundits believe Eiland, 51, soon will get another big league

coaching opportunity, based on his past experience and reputation, and considering the Royals overall lack of front-line talent in the rotation to begin with. Before the Royals gig, Eiland was the pitching coach for the New York Yankees (2008-2010), and served in an advisory role, as a special assistant for the Tampa Bay Rays in 2011. Earlier in his career, he worked as a pitching coach in the minor leagues for several years in the Yankees organization. Eiland, the son of the revered Zephyrhills police Chief Bill Eiland, graduated from Zephyrhills High School in 1984 as an all-

And, they want to be seen as athletes.” Under Chasanoff’s guidance, Lowry, Kanas and 16-year-old Logan Krepop, of Parrish, led PSTB to its second straight Small Division Title at the national event. “It’s never been about (the medals). It’s been about doing your best,” Chasanoff explained. “I ask one question at the end of the meet:‘Did you do your best?’ If you do your best, it doesn’t matter where you finish. They just happen to be very good, and we’re very humbled by it. But, it’s nice to see, and watch them grow,” he said. everything athlete. Saint Leo’s Colett Rampf sets new cross-country record Saint Leo senior Colett Rampf continued her historic running career, smashing her own women’s 5K school record with her first-place time at the Queens University of Charlotte Royals Challenge 5K, on Sept. 29 at McAlpine Creek Park, in Charlotte, North Carolina. Rampf crossed the finish line with a winning time of 17:05, nearly 27 seconds faster than the Saint Leo 5K record time she set at last season’s University of Florida Mountain Dew Invitational. The mark was 2 seconds faster than the second-place finisher, Emily Kearney from Savannah College of Art and DesignAtlanta. Alonzo Sampson, a senior linebacker/running back at Zephyrhills Christian Academy, recently picked up another football scholarship, this time from Lawrence Tech University, a National Association of Intercollegiate Athletics (NAIA) program in Detroit, Michigan.The 6foot-3, 210-pound athlete also holds offers from Baldwin-Wallace (Ohio) University, Culver Stockton (Missouri) College and Warner (Lake Wales) University. Sampson leads Zephyrhills Christian in rushing (562 yards on 56 carries, four touchdowns), and is the team’s second-leading tackler (43 total tackles, six tackles for loss, three sacks). Logan Coward, junior pitcher/utility player at Wesley Chapel High School, has verbally committed to play softball at Lander University, an NCAA Division II program in Greenwood, South Carolina. In 24 games last season, Coward batted .265, with four extra base hits, 18 runs and 10 RBIs, plus four stolen bases.As a pitcher, she went 3-0, posting a 1.79 ERA and 28 strikeouts in 27.1 innings pitched. Coward transferred to Wesley Chapel from Pasco High School following her freshman year in 2016.

H

urricane Maria left a trail of death and destruction and continues to impose extreme hardships to those living in its path — and it also offered the Zloty family of Land O’ Lakes, dramatic reminders of the power of faith, the fragile nature of life, and the importance of gratitude. Hurricane Maria’s impact on Colleen and Martin Zloty’s family began on Sept. 18 when they heard a hurricane was building strength near the island of Dominica, where 22-year-old Justin Zloty was in his first year at Ross Medical School. Knowing that a hurricane was brewing, Colleen turned on The Weather Channel when she arrived home from her job as an instructional assistant at Sand Pine Elementary School. At that point, Hurricane Maria was a Category 2. By 7 p.m. it had ramped up to a Category 5 and was headed straight toward Dominica. In a national news report, NBC News meteorologist Bill Karins characterized Hurricane Maria as one of the fastest-intensifying hurricanes in recent history. He said it strengthened so rapidly that those in its path didn’t have time to get ready. As Maria churned, Colleen and Martin’s concern grew. “We were texting back and forth with him,” Colleen said. “I said, ‘You know, your roof is not going to hold for a Category 5 Hurricane. It has winds of 160 mph.’” Justin responded that he was in a concrete block building with strong walls, that had weathered storms. Colleen warned: “This is getting really strong now. It’s serious.You need to know of another place you can go.” Justin replied: “If it gets real bad, I’ll go downstairs to a neighbor.” As Maria approached, Justin told his mom:“It does sound like they say. It’s like a roaring train.” Then, they lost contact. “We’re trying to give him advice. Do this. Do this. Do this. “Then all of a sudden, no contact. And then you think, ‘OK, maybe he’ll get back online. Maybe they’ll re-establish power,” Martin said. Their last communication was about 9:30 p.m. on Sept. 18, Colleen said. “It was silent for two days,” Martin said.

While his parents worried in their Land O’ Lakes home, Justin’s apprehension was increasing in his Dominica apartment. “All of a sudden, the power went out and the water stopped working and the Internet went out,” Justin said. When a corner of his ceiling popped down and broke. Justin hid under a table for protection. The third-floor apartment started flooding. Justin worried he could get electrocuted if the power went back on. “I was really scared,” he said. When more ceiling began falling, Justin decided it was time to leave. He ran downstairs — clinging to a railing as winds whipped him about. He stayed overnight with his landlord and his landlord’s wife. “I continued to hear trees snapping and aluminum things just flying around. “Around 6 a.m., the storm had settled down,” Justin said. He decided to check on his apartment. It was flooded, his belongings were strewn about and the roof was gone. He packed some clothes and food and headed to Ross’ student center, where he’d been told a roll call would be taken. Normally, the student center is a 10minute walk from Justin’s apartment. But he couldn’t take the usual route.The area was unrecognizable. Trees were snapped. Bark was blown off. Power lines were down and buildings were damaged or destroyed. When he arrived at the student center, it was chaos. He was stuck there, waiting for the roll call and to find out what would happen next. There was no running water, so he bathed and washed his clothes in the river. He slept on the floor.

Without running water, people were forced to bathe and wash their clothing in the river.

Meanwhile, his parents still had not heard a word. “That was terrible,” Colleen said.“Who could survive? I knew that the roof was not going to hold.” The Zlotys, who attend First Baptist Church in Land O’ Lakes, relied on their faith. “We were praying and praying. That’s how we got through it,” Colleen said. She called a friend and asked her to pray for Justin. Her friend got a prayer chain going. “These are ladies — they are on their knees when they’re praying,” Colleen said. “It just wrenches you,” Martin said.“The mind would go crazy: Is he hurt? Is he calling out for help? Is he alive? “So, then you say, ‘Lord, I know you are there. This is all in your timing. I know you’ve got this under control.’,” Martin said. Colleen added: “I kept thinking about that verse,‘All of the days ordained for me are written in your book, before one of them came to be.’ It’s in Psalm 139:16.” She continued:“God knows what’s going on. He’s got a plan for Justin. I’ve loved having him for my son, and I wanted to still be able to treasure and find great joy in the years I’ve had with him, not let the thought of all this grief, overwhelm that.”

WHILE WAITING, THEY WORKED

Martin, a nuclear medicine physician at James A. Haley Veterans Hospital, said he knew working would help keep his mind occupied. Colleen went to her job because she wanted to honor Justin, who had encouraged her to do the work she does. The wait, however,“was really agonizing,” Colleen said. Martin replayed his emotions during that time. “You go back and you think of all of the baby pictures. All of the times you were with him. Even the last conversation you had with him, you think, maybe that’s all there is now. “You start to come to grips: Do I have to say bye to him? And, how do I deal with that?” Martin said. Finally, on Sept. 20, they found out Justin was OK. “As soon as I heard, I just started crying,” Colleen said. Martin added: “I was just, ‘Thank you, Lord.’” That gratitude hasn’t flagged. “I’m still thanking the Lord every morning on my way to work. It had been just begging the Lord to spare his life,” Colleen said.

This is the pirate cruise ship that Justin Zloty sailed on from Dominica, past Martinique to St. Lucia. The trip normally would take a few hours, but took 12 hours because of the high seas.

Justin’s return to Land O’ Lakes started with a taxi ride on Dominica to catch a ride on a pirate cruise ship that took 12 hours to make a trip on rough waters to St. Lucia. Then, it was another long taxi ride to catch a chartered flight to Miami. Finally, he flew on a commercial jet to Tampa International Airport. Since returning to Land O’ Lakes, Justin has been enjoying time with his parents, and his three brothers, Joshua, 24; Weston, 18; and, Daniel, 15. Martin and Colleen said they’re grateful Justin is safely home, but they realize how terrible the conditions are for people in Dominica, Puerto Rico and other places ravaged by Hurricane Maria. Justin understands, too. “I was able to fly away from that island and come home here. But the island people, they live on that island.That’s their home,” he said.

Carrington is a sweetie

Carrington is a young pup that came in as a stray about a week and a half ago. He is playful and sweet but seems to be unsure about toys. He seems to never had the time to get to play with them before. He likes to help us with our paperwork by sitting on it. Stunning in black & white Sharon Thompson came upon this striking giant leopard moth, also known as an eyed tiger moth, on a palm tree at the back of her home in Wesley Chapel. This species has a wingspan of 3 inches, and is the largest eastern tiger moth. When in its caterpillar form, it is of the ‘woolly bear’ kind, with a thick coat of black bristles and red or orange bands between its segments. The giant leopard moth can be found from southern Ontario south to Florida, and west to Minnesota and Texas.

NEW JOBS Meopta U.S.A., an optics manufacturer, will provide nearly 50 new jobs as it relocates from Long Island, New York, to the Trinity area of Pasco County, according to a news release from the Pasco Economic Development Council. Meopta will rely on the Pasco County Job Creation Incentive Program in hiring for the new jobs. Salaries are expected to be about $49,000 a year, or about 125 percent of Pasco’s average wage. Renovations will be completed at a building at 7826 Photonics Drive in Trinity. VLOC, Inc., also an optics manufacturer, formerly occupied the site but closed in 2014. Meopta specializes in manufacturing and distributing precision optics, including binoculars as well as spotting and rifle scopes. Prisms, optical mirrors, periscopes for tanks and assemblies for the aerospace and medical industries also are made by the company, which has had its headquarters in Hauppauge, New York, for about 20 years. The Pasco EDC assisted the county in recruiting the company to Pasco.
