Governor slashes budget items By Kathy Steele

Pasco County had some hits and misses in the 2017 state budget. Gov. Rick Scott signed a statewide budget bill of about $82 billion on March 17. But not before he slashed about $256 million in vetoed items, including $11 million sought for the proposed performing arts center at the Pasco-Hernando State College. However, he spared some Pasco projects including $450,000 for repairs and upkeep at the Baldomero Lopez Memorial Veterans Nursing Home in Land O’ Lakes and $53,500 for the Pioneer Florida Museum & Village in Dade City. The performing arts center is planned for joint uses between the college and Pasco County Schools. It likely will be built on property near the Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch.
In two prior years, requests of $10 million each made it through safely.This is the first rejection for a project expected to cost as much as $60 million. “It’s disappointing, but we understand Gov. Rick Scott it’s a complex statewide budget,” said Lucy Miller, spokeswoman for the state college.“There’s always another year we can vie for funds. It’s a fact that we have to look at other options and see what’s out there.” Miller noted, however, that it’s unlikely to be a private donor with deep enough pockets to foot such a large bill. Planning for the project will move forward, she said. The college currently operates a per-
forming arts center in a 620-seat theater on its West Campus in New Port Richey. The proposed facility would have up to 3,000 seats, and could serve as training ground for college and high school performing arts’ students. It also has potential for conferences, conventions, trade shows and high school graduation ceremonies. A 2013 study by the Urban Land Institute found that Pasco lacks sufficient cultural and arts venues, and should consider using revenues from the Penny for Pasco program to support such projects. Scott also rejected some other Pasco projects. He cut $250,000 to help reopen the Moore Mickens Education Center in Dade City and $75,000 to restore the historical Capt. Harold B. Jeffries’ house in Zephyrhills. See BUDGET, page 11A

Whether they’re supporting young girls through scholarships to Space Camp, or honoring women pilots who served in World War II, there’s an organization of women that supports the joy of flying in all of its forms. The group, which calls itself The NinetyNines Inc., got its start in 1929. It began when some female aviators wanted to have to a long-distance race, said Marilyn Shafer, of Land O’ Lakes, who is a member of the Florida Suncoast Chapter of the group. “It was supposed to start out in California and go over the mountains,” Shafer said. “The men didn’t want the women doing that because it was too dangerous for women to be able to get over mountains safely,” Shafer said. The women decided:“We’re going to do it anyway.” Through the race, the women discovered how fantastic it was to have the support of each other, and they decided to form an organization of female aviators. “They sent out formal letters to every licensed woman pilot in the United States. I want to say there was about 129, and 99 of them replied,” Shafer said. They tossed around some names. In the end, they chose to honor the women who wanted to be part of the new organization. So, they called themselves The Ninety-Nines. Amelia Earhart was the group’s first president. Over time, the group has spread its wings — substantially. It’s now an international organization with about 4,900 members, Shafer said. “Our mission is advancement in aviation, through scholarship, education and support,

while we keep in mind where we started — our history,” Shafer said. The Suncoast chapter includes a wide swath of territory, including Pasco County

A lawsuit shuttered Hot Rods Country BBQ in 2013. Two weeks ago, the quirky Lutz restaurant, locally famous for ‘swamp bat’ and hot sauces, met the wrecking ball. County records show the property changed hands in December 2015 when Sunset Livingston LLC bought Hot Rods from Champor Corp Inc., for $525,000. Winter Park-based Alton Lightsey is listed as the registered agent for Sunset Livingston; Lutz real estate broker Jerry
Shaw is manager. Plans are to build a new restaurant with an outdoor patio.The as-yet-unnamed restaurant will serve beer and wine, and could have a few barbecue items. Co-owner Jerry Shaw said,“It’s going to be home-cooked, family style food.” The beer and wine license received approval in January. Next comes settling on a restaurant name, drawing up construction plans, and getting the building permits, Shaw said. No ribbon cutting is set, but Shaw hopes to open the restaurant within six months or so.
“It’s a matter of getting the drawings completed and approved,” he said. Hot Rods became legendary in Lutz for its offbeat menu items and rustic décor. It opened in 1998. A lawsuit over debt led to the restaurant’s closure in May 2013. Rod Gaudin started Hot Rods with a barbecue pit, next to a country store he had at Sunset Lane and Livingston Avenue. He later converted a wood-frame house into the restaurant. Customers walked onto the porch and opened the front door with a water-spigot handle. See HOT RODS, page 11A
Local man keeps swimming, despite cancer By Kevin Weiss

Thomas Casey will be making his 16th swim this year to raise money for people battling cancer. Casey, 57, flies to his hometown of Bridgeport, Connecticut each summer to participate in the annual SWIM Across the Sound — a 15.5-mile swim marathon stretching from Port Jefferson, New York to Bridgeport — helping to raise $2.5 million each year. It wasn’t until 2012, though, that he found out that he also is dealing with the disease. When he was diagnosed with Stage IV renal cell carcinoma — the most common form of kidney cancer — it came without warning. The Lutz resident said there was “no history of cancer” in his family. He was diagnosed shortly before he was scheduled to make the trip to Bridgeport. “Six weeks before the event, I went to the doctor’s (office) because I was having pain in my left side, and I found out I had diverticulitis, and he said,‘Oh, and by the way, your left kidney is filled with cancer,’” Casey said.“Being told you have cancer, everybody says the same thing:‘It’s like you got hit by a freight train,’ and it’s true.” Casey acknowledges it’s a strange feeling — to know he is the only member of his family to be stricken with the disease. “I’ve got three brothers and a sister with no cancer,” he said.“I’m the only one...out of my family that does any kind of (cancer) fundraising, and I get it. But, I don’t take it that way, and I never say,‘Why me?’ I don’t have that attitude.” Even after having his kidney removed, the cancer had spread to his arms, where tumors were virtually breaking the bones in half. With the help of Dr. David Cheong, an orthopaedic oncologist, Casey had both tumors removed.To reinforce the upper-arm bone, known as the humerus, in both of Casey’s arms, the doctor inserted two 10 ½inch plates to provide both mechanical and rotational stability. “Humeral shaft tumors can be particularly devastating because they run the length of the bone,” said Cheong, a surgeon with Orthopaedic Associates of West Florida in Clearwater. “Patients generally need extensive therapy to regain normal function,” the surgeon said. However, Casey was a rare case. The Lutz resident’s recovery went so well so quickly that he is able to swim a mile (72 lengths) three to four days a week. “The doctor that has rebuilt me is totally

that I have these rods in my arms, and am still able to swim and raise money for the foundation up there,” he said. While he knows the clear cell carcinoma is still in his body and “isn’t going anywhere,” Casey uses swimming as a coping mechanism. “You think, and you kind of dream when you’re in the water. I think a lot about what’s coming up,” said Casey, who’s been a swimmer for more than half his life.“I can’t work anymore; the one thing I can do is swim. Not to be able to swim anymore would probably upset me.” According to Dr. Cheong, it’s important for cancer patients like Casey to have an activity where they can focus their energy. “I have always known Thomas to be a highly motivated individual with goals and aspirations to beat cancer and maintain an active lifestyle,” the surgeon said.“I believe that this attitude is the single most important aspect to a patient’s recovery and success.” Casey also puts it on himself to speak to others about the deadly disease. He said that having open discussions about cancer has helped him deal with it. “I don’t like sitting at home all day. I try to do things, but I don’t let this (cancer) depress me at all,” Casey said. Casey has had radiation three times, but has never undergone chemotherapy. Casey acknowledges that with Stage IV cancer,“the worst is yet to come.” But, he doesn’t let the thought disturb him. “Technically I should be dead now. But, it’s not killed me yet, and I keep fighting it,” he said, noting the typical life expectancy is two years for someone with his type of cancer. What bothers him most is seeing children who have cancer, Casey said. “I’ve lived 57 years and these children, basically, have not lived,” Casey said.

Pasco health rankings improve from last year By Kevin Weiss

On average, Pasco County residents are slightly healthier than they were last year. Out of Florida’s 67 counties, Pasco ranks 37th in health outcomes, according to the University of Wisconsin’s 2016 County Heath Rankings & Roadmaps tool. That’s four spots better than the county’s ranking last year, when it came in at 41st in the state. The rankings are a broad measure summarizing county residents’ health status and quality of life. Comparatively, Hillsborough County ranked 28th in health outcomes in the last two years. The main reason for the rankings jump can be linked to improvements in the “quality of life” indicator, said Mike Napier, Pasco County’s health officer. The county leaped from 45th to 24th in the “quality of life” category, which consists of four elements — percentage of residents in poor or fair health, number of poor physical health days per resident, number of poor mental health days per resident and low birth weight percentage. Napier noted county residents have reported “feeling better than in the past.” “Part of good health is people feel good,” the health officer said.“That may not mean they’re as healthy when you look at their blood work or all the things they should be, but if you feel healthy, that’s definitely a good sign.” Napier hopes the county can rise into the “20s” or the top third of the health outcomes ranking by 2020. To reach that goal, Napier said the department is focusing on creating better access to care—like a mobile dental bus — and decreasing the prevalence of chronic diseases, such as smoking and obesity. “The big overarching issues are access to care and chronic disease,” he said.“Then you drill down into that a little bit—smoking continues to be a concern that we have people working on, on a daily basis. Obesity continues to be a problem for Pasco, as well

as the nation. Obesity is just a symptom. There are a lot of factors that go into obesity, like getting people to eat healthier, and get physical activity.” According to the rankings, the percentage of adult smokers in Pasco decreased from 26 percent in 2015 to 17 percent this year. However, adult obesity (Body Mass Index of 30 or more) increased slightly, from 29 percent to 30 percent. In an effort to make the county’s roughly 485,000 residents “healthier,” Napier’s department is working to create collaborative efforts with “nontraditional” partners, such as local chambers of commerce, rotary clubs and private businesses. Napier hopes these partnerships will have a greater “collective impact” on the community in raising awareness about the negative effects of smoking, promoting better health through healthier eating and perhaps by instituting more exercise options, such as building more bike paths. “A lot of us are working on the same things, but we don’t always talk to each other about those same things, so we’re trying to bring groups together that are working on common problems,” Napier said.“It’s organized a little better, so we’re all

fund additional activities for the community. “We’ve got a lot of great services in our community.We just don’t have a lot of great organization to have that all in a way, where you...combine resources and you get more done with two people doing the same thing,” Napier said. While the health department is trying to do its part to raise the wellness profile of Pasco residents, Napier pointed out that it will take collaboration and buy-in to achieve the desired results. “If we get into the 20s ranking, it will be because the community came around the idea, and we collectively made that happen,” Napier said.

Kiddy Up Ranch was the charitable organization for the month of February for the offices of Pasco County Tax Collector Mike Fasano. Kiddy Up Ranch is an equine therapy program for children and veterans with disabilities. The therapeutic ranch uses a nationally known program called ‘Horseboy’ to help children with a wide range of disabilities. The ranch also treats veterans with post-traumatic stress disorder and other conditions related to military service. Mike Fasano, center, made a check presentation of more than $9,300 to Kiddy Up Ranch, the funds raised through the hard work of the tax collector’s staff and the donations of the community.

pring brings an increase in egg consumption across the United States. Eggs are an excellent nutrient-rich food that also are a reasonably priced source of protein. Over the years, advice about egg consumption has changed. Newer testing has proven that eggs contain less cholesterol than once believed. Consumers who have been advised by their doctor to limit intake to only three “visible” eggs a week, most likely have heard they can now enjoy four. Of course, recommended intake and actual consumption can vary.The average American consumes approximately five shell eggs a week, and that doesn’t count for “invisible” eggs consumed in other egg products. Changes in lifestyles have led to a doubling of egg consumption over the past 20 years, as more women have entered the work force and people, in general, have had less time to cook. How to boil eggs • Place large, eggs in a saucepan (Be sure they are not cracked; also, to help with peeling later, pierce the large end of the egg with a needle or tack) • Fill the pan with water approximately 1-inch above the top of the eggs. Do not add salt. • Bring to a rolling boil. • Cover pot, turn off heat, and let sit on burner for 15 minutes. Add three minutes, if eggs are extra large; subtract three minutes if the eggs are small or medium. • Drain pot. Add ice and cover with cold water. Let sit/chill before peeling, or remove and place cooked eggs in refrigerator to peel later.

Girl Scouts came in.We had different stations.They got to build an airplane.They got to set off rockets,” Shafer said. The girls also had a chance to learn about experimental airplanes and to see how an airplane is built. Besides all of that, they were able to climb into an airplane, put on the headphones and have their photo taken while they were sitting at the controls, Shafer said. We try to bring each of them that are interested, and a companion, and put them on Sun ‘ N Fun Radio. We have a luncheon for them, where they field questions,” she said. Besides supporting female aviators, members of The Ninety-Nines have been involved in creating air markings — to help pilots in the air to know where they are. “They divided themselves up into different sections of the United States, and they would climb up on barn roofs and paint the
name of the town on the barn roof. “Or, they would put up something on the ground with a mark, to denote their location, if you saw it from the air,” she said. They still do that kind of work at airports, she said. “Our big thing is our compass rose. We will do (paint) a compass rose with the cardinal points, North, East, South and West. It’s painted to magnetic north. It has to be approved. It has to be gridded by the airport authority,” Shafer said. Shafer’s own fascination with aviation began very early. “My dad was a Navy pilot and was killed when I was 5. He was taking up a plane for a test, and it crashed on takeoff. “I’ve always been enthralled with airplanes,” she said. She wanted to learn how to fly, but usually she didn’t have the time or money, or both, to pursue it. “It’s not cheap to get a pilot’s license. It’s $5,000 or $6,000, depending on how dedicated you are and how fast you want to get your hours in,” she said.

But, you don’t have that cellphone ringing, and ‘Oh, I should be doing housework … “All you do is think about flying,” she said. She does regret one thing. She wishes she had joined The NinetyNines sooner. “I thought I had to have my pilot’s license first to be able to join. Darin Kilfoyl has been on a tear this season. The Academy at the Lakes junior righthander is sporting a 1.84 ERA with 45 strikeouts in 19 innings pitched — statistics buoyed by an incredible performance on March 3, when the 6-foot-8 flamethrower fanned 19 batters in a complete game, one hit shutout against Victory Christian (Lakeland). “All my stuff was working,” said Kilfoyl, who once recalled throwing a one-hitter (which turned out to be a home run) in Little League.“I was throwing really, really hard in that game...and the batters couldn’t catch up to it.” Equipped with a four-pitch arsenal — fastball, curveball, changeup and cutter — the rangy righty has the ability to keep even the area’s top hitters off-balance. Despite having a sturdy assortment of pitches, Kilfoyl powers the strike zone mainly with his fastball, which ranges from 86 to 88 mph. His pitch speed has jumped considerably since his sophomore year, when inactivity and recovery from a broken leg led to his primary pitch topping out at “only” 79 mph. “Before last season...I hadn’t done anything for a few months, so all my (pitching) mechanics weren’t how they were supposed to be,” Kilfoyl explained.“I went back to my pitching coach after the school season last year and got everything back set. In

the summer, I was getting back into the low 80s, and at the end of the summer, I was throwing mid-80s; it’s been going up since.” His performances on the mound have started to catch the eye of several Division I college programs from all over the country. Blue bloods like the University of Virginia and the University of Florida have shown interest in the towering righty. Academic powerhouses like Dartmouth University and Stanford University are also intrigued by Kilfoyl’s size, potential and GPA. “They said they know that I can already
get so much better because of how big I am,” Kilfoyl said about college coaches’ interest.“They also like that I have really good grades, so the academics will help their team GPA, or help me get more scholarship money for school.” His high school coach, John DiBenedetto, noted Division I coaches were fascinated by Kilfoyl’s stature and his ability to further develop. “He’s still extremely raw,” DiBenedetto said.“He can grow; he’s going to get better. That’s the scary part about it. He’s finally starting to grasp certain things...on the mound, where he’s starting to thrive.” Kilfoyl’s long stride and release point from his 6-foot-8 frame makes it difficult for opposing batters to catch up to his pitches or make solid contact.As opposed to shorter pitchers, Kilfoyl’s length allows him to release pitches closer to home plate from the mound, causing throws to jump on hitters more quickly. “When I was at the (University of) Virginia camp, coaches were saying how because of my length and how weird the (pitching) angle was, my fastball — even though it was only about 84 or 85 when I was there —played out at 89 to 90,” Kilfoyl said. Currently, Kilfoyl is working to fine-tune his accuracy, and improve his athleticism with the hope of getting stronger to increase his velocity. He said coaches at the Academy have given him tips along the way that have helped him “a lot” in those areas. This summer, Kilfoyl will have the oppor-
tunity to showcase his skills in travel ball. The pitching standout is set to play for the Atlanta Blue Jays, an elite travel club for 15 year olds to 18 year olds. The experience should buoy Kilfoyl’s development and help him become noticed by more college programs, especially since he plays prep baseball at a smaller school. Since it’s inception in 2003, the travel club, led by Anthony Dye and Steve Loureiro, has produced several first round picks in the MLB Draft, including Tim Beckham (2008), Delino Deshields Jr. (2010) and Touki Toussaint (2014).According to its website, 90 percent of Blue Jays’ players have either received collegiate scholarships or signed to play professional baseball. “Their (travel club) is different...because they have only one team per each age group,” Kilfoyl said,“because they want to focus on those players and get those players to be the best they can be, whereas other (travel clubs) will have multiple teams for their different ages.” Kilfoyl is also a standout basketball player for the Academy (9.1 points per game and 7.8 rebounds per game in 2015), but said he prefers America’s pastime, knowing his college future is likely tied to the latter sport. “Baseball has the edge. I feel a lot more confident, and I feel I know the game of baseball much better than basketball, because I started basketball later,” said Kilfoyl, who’s major growth spurt occurred after he started high school.“Baseball is just who I am and what I excel at.”

A summer trip to Hawaii has become an annual tradition for the Sunlake High varsity cheer team. From June 22 to June 29, Sunlake cheer coach Pennye Garcia and five of her cheerleaders will participate in the 15th annual Cheer Hawaii USA Summer Invitational at the University of Hawaii. Coach Garcia will be joined in Oahu by Sunlake cheerleaders Taylor Broderick, Lauren Gobea, Maddie Frazee, Hailey Parks and Mikiah Peeples. About 100 cheerleaders from all 50 states are selected to participate in the prestigious camp each year. Since 2006, Garcia has sent at least five of her cheerleaders — at every school she’s coached — to the weeklong college-prep cheer camp. She is one of just eight coaches that will be attending to provide additional instruction and guidance. Each year, Cheer Hawaii focuses on developing four main competitive cheerleading areas: cheer motion and spirit, dance, stunting and leadership skills. Typically, nominations for the camp are open to current high school sophomores and juniors that exhibit certain qualities such as basic cheer skills, leadership abilities, a positive attitude, and a desire to learn and improve. Sunlake senior Amanda Slozer, who attended the camp last year, said the weeklong affair benefits cheerleaders who aspire to be team captains and role models

STEINBRENNER BASEBALL COACH NOTCHES 700TH VICTORY Steinbrenner baseball coach John Crumbley won his 700th career game on March 18 at the 36th annual Saladino Tournament after the Warriors defeated Alonso 6-4 in the championship game. Crumbley, a longtime area coach, has been at Steinbrenner since the school’s opening in 2009. Crumbley, 55, previously led Jesuit to three state titles in 22 years. for younger teammates. “It’s a really good experience,” she said about the camp.“I had a good time.” With a limited number of spots, Garcia opts to nominate cheerleaders that have shown her leadership-like qualities during their career at Sunlake. “I choose the ones...that show me individual characteristics that I would be proud of to send to Hawaii to represent our skills,” said Garcia, the 2016 East Pasco Coach of the Year. “If they have any disciplinary issues, they probably won’t get selected, and they know why.” With camp instructors such as Penn
State’s Curtis White, both high school cheerleaders and their respective coaches learn about advanced-level techniques and cheers they can take back to their prep squads. “Coach White brings his male cheerleaders and teaches everyone how to coed stunt,” Garcia said. “They all are college coaches that come in and teach high schools how to do sideline cheers and chants.” Garcia added that Sunlake has altered its entire cheer format based on what they’ve learned at Cheer Hawaii, aligning their squad to perform cheers similar to some of the premier Division I cheer programs. “It has been really beneficial for us in
competition and for sidelines,” Garcia said. The results at Sunlake speak for themselves. This past season, the Seahawks had the highest scoring average in Pasco County — 74.51— and finished third in the Class 1A Small Division FHSAA (Florida High School Athletic Association) state finals. In 2014, Sunlake won the Class 1A Medium Division state title. According to Garcia, the weeklong camp also benefits high school cheerleaders who have aspirations of cheering in college, by teaching them the steps needed to make that drastic leap. “There’s a lot of Cheer Hawaii kids that go on to cheer in college, and they get a lot of pointers from them,” she said. Additionally, high school cheerleaders and coaches alike learn several positive reinforcement techniques to use during the season. For example, after every practice, the Sunlake cheer team will do an activity called ‘Celebrations and Reminders,’ where teammates will ‘celebrate’ each other’s accomplishments— like a perfect stunt in practice — and provide ‘reminders’ of what they need to do for their next practice. Garcia noted the activity is beneficial for empowering her team. “It’s kind of like a ‘grab you, hug you’ type of thing,” she said, noting that teammates remember each other’s kind words to one another.“It’s just a positive way to say everything.” For Sunlake, the camp kicks off the summer season, and serves as a kick-start in trying to remain as one of the top competitive cheer teams in Pasco.

Gran Fondo offers a challenging, beautiful ride The Laker/Lutz News Staff Report
C
yclists from across the nation made the trek to Pasco County to ride in the Gran Fondo National Championship Series, which began and ended in San Antonio, on March 26. The event is one of eight across the nation as part of the cycling series. The Gran Fondo Florida race had 35mile, 55-mile and 100-mile routes. Unlike a ‘start to finish’ race, each route had timed segments at specific mile markers. The cycling route is 100 miles, but there are also 35-mile and 55-mile routes for less avid riders. While much of Florida is synonymous with flat roads, the bike race travels along Pasco County’s rural rolling hills, with cyclists riding by horse farms and clear springs throughout the scenic route. The 100-mile course had nearly 3,000 feet of cumulative elevation gain, according to Reuben Kline, president and race director of the Gran Fondo National Championship Series. The gran fondo format is “less contentious” than other road races, because it eliminates the “peloton dependency,” where cyclists ride in a tight group, drafting off one another to conserve energy, Kline said, in a previous interview with The Laker/Lutz News. The event helps boost Pasco County tourism. A 2015 post-event report shows an economic impact of $44, 878, based on the total number of room nights booked by partici-
