According to Bankston, after the county ^HZ UV[PÄLK VM [OL WV[LU[PHS LYYVY PU OPZ fee payments, staff evaluated the fees paid to determine if there had been a duplicate WH`TLU[ HUK ^OLU [OH[ ^HZ JVUÄYTLK for two parcels, issued a refund. Scheuer is still seeking refunds on the other two parcels but a letter from the county states that parks and recreation and Planning and Development Services have no record of duplicate payments and those parcels do not qualify for any other scenario that would allow a refund. The Parks and Recreation Subcommittee of Ramona Community Planning Group has been waiting for an updated amount as it compiles a new PLDO Project Priority List that is requested by county parks and recreation. Since 2013, two projects have been completed: the Boys & Girls Club basketball court in Collier Park and Ramona High School baseball/softball dugouts. Supervisors endorse new rules designed to boost beekeeping County News Center San Diego County supervisors have given initial approval to new rules they say will promote beekeeping and local agriculture while protecting the public. The supervisors recently endorsed a new “tiered” beekeeping ordinance that will allow beekeeping hobbyists and businesses to keep bees and hives closer to roads, property lines and homes in unincorporated areas — but far enough away to keep people safe. In addition to producing honey, bees are considered an essential part of plant reproduction, carrying pollen from plant to plant. Commercial beekeeping businesses pollinate almond, avocado, broccoli, onion, fruit and seed crops across San Diego County. “Having come from agriculture, if you don’t have a pollinator, which bees happen to be, you will have no food,” said Bill Horn, board chairman. The county’s Department of Agriculture, Weights and Measures started working to create the tiered beekeeping ordinance at the board’s direction in 2013 with beekeepers, the public and stakeholders, including the San

Diego Beekeeping Society, community planning groups and the San Diego County Farm Bureau. Biologists and beekeepers have been sounding alarms since 2006 that bees are disappearing, with blame placed on parasitic mites and pesticides. County suWLY]PZVYZ ^HU[LK [V ÄUK ^H`Z [V promote beekeeping, economic development and protect both bees and the public. Supervisor Dianne Jacob, who brought the issue to the board in 2013, said, “I would urge all the beekeepers — the current ones and future ones — to go make that honey!” The new ordinance creates three tiers of distance regulations for beekeepers. Current regulations require all beekeepers, small and large, to keep hives 100 feet from roads and 600 feet · [^V MVV[IHSS ÄLSKZ · H^H` from homes. The new ordinance will allow backyard beekeeping hobbyists to keep two hives within 25 feet of roads and property lines, 35 feet from neighboring homes and 150 feet from sensitive sites such as where there may be small children, the LSKLYS` JVUÄULK HUPTHSZ VY V[Oers that might be physically challenged.

Small commercial beekeeping companies would be allowed to have up to 20 hives within 50 feet of roads and property lines, 100 feet from homes and between 150 feet and 300 feet from sensitive sites depending upon their number of hives. Large commercial beekeeping companies would be allowed to have unlimited number of hives within 100 feet of roads, 300 feet from homes and 450 feet from sensitive sites. The new rules will require all beekeepers to use docile European honeybees, register themselves as beekeepers — a requirement under existing state law — and to follow the most up-to-date beekeeping practices. The ordinance will also institute a beekeeping education and outreach program that will be operated by the department of Agriculture, Weights and Measures, the San Diego Beekeeping Society, the San Diego County Farm and Home Advisor and commercial beekeepers. Agriculture, Weights and Measures plans to include inspections, citations, penalties and abatements as necessary to ensure people comply with the new rules. The board’s second reading of

Hearts & Hands needs help — ASAP By PENELOPE FOX We may not agree about politics, or pot shops, or exactly what to do with that old Town Hall, but one thing we do know, we are all in agreement about ANIMALS! 0M [OLYL PZ VUL [OPUN [OH[ KLĂ„ULZ 9HTVUH HZ H JVTmunity, it’s our love of horses, raptors, turtles, camels, llamas, pot-bellied pigs, and oh, yes, our turkeys. It’s not by chance that a horse and hawk welcome visitors with our beautiful Highway 67 sign. Not only do we love them, but we rescue, reward, feature, celebrate and build our reputation on their continuing wild and domestic compatibility with our little piece of San Diego County. We sleep to their distant howls and wake to their songs and nickers and nuzzles. A tribute to Don Owen nual pumpkin-growing contest in Ramona, and has given away a great deal of his Don Owen is a longtime resident and garden produce. He has been a member of Ramona Rotary Club since 1956 and has been one of its most faithful attendees and workers, and he was club president in his turn. I worked with him at Rotary yard ZHSLZ HUK PUZ[HSSPUN 9V[HY` ÅHN ZVJRets on Main Street, and he always allowed the Rotary club to use his old dairy building rent-free for equipment storage. He was noted for gathering day-old bread and distributing it personally to charity outlets in Ramona. Residents discuss impact of increased wireless use By KAREN BRAINARD As more people use their smartphones and iPads from home, the need increases for more cell towers, a county employee told the Ramona Community Planning Group and a crowd of residents opposed to a Verizon cell tower in their neighborhood. “Everyone’s going wireless and they’re doing that from their own homes, on the roadways in certain areas,” Jarrett Ramaiya with the county’s Planning and Development Services said at last month’s planning group meeting. “That’s where we’re at in today’s society.” And that’s part of the reason more cell tower applications are popping up for residential areas, he added. “There’s a consumer-driven demand and that’s why they’re showing up more often,” said Ramaiya. The planning group invited Ramaiya to explain the county’s process and regulations on cell towers. In recent months the group has rejected two cell tower proposals for residential areas — 615 state Route 78 and 1808 Cedar St. — based on opposition from neighbors in those areas. Approximately 30 residents from the Cedar Street area attended the Sept. 3 meeting. Planning group chair Jim Piva explained that the planning group is not pro or con on the issue, but wants what’s best for the community. Although many residents have cited

studies of possible health risks from electromagnetic radiation, Piva has said the federal 1996 Telecommunications Act does not allow governments to deny cell tower permit applications based on health concerns. 9HTHP`H YLHMÄYTLK 7P]H»Z Z[H[LTLU[ “The county cannot legally comment on health effects,” he said. According to Ramaiya, the San Diego County Board of Supervisors adopted the county cell tower ordinance in 2003, which says preferred zones for towers are commercial and industrial areas. Non-preferred zones are residential and usually require a major use permit, he said. The applicant has to demonstrate there is a gap in coverage; if there is not, he has to show why the tower isn’t sited in a preferred zone, Ramaiya said. County staff looks for alternative sites, he added. Ramaiya said the tower for the Cedar Street site covers an area to Ramona Airport, so county staff has suggested alternatives or bifurcating the project into two facilities with one at the airport. If the applicant agrees, the county will notify the neighbors, he said. For a major use permit, Ramaiya said they look at bulk and scale, comT\UP[` JOHYHJ[LY UVPZL HUK [YHMÄJ Faux water tanks and faux trees such as eucalyptus or oak for towers usually blend into the Ramona landscape, he said.

“We try to customize the design to match the character of different areas,” said Ramaiya. The towers also have to be in compliance with the county’s general plan and zoning code, Ramona Community Plan and California Environmental Quality Act, he said. Several residents from the Cedar Street area had questions or comments for Ramaiya. Richard Martin, who estimated a nearby cell tower could devalue his property by 50 percent, said he has a petition with 250 signatures against the project that he wants to submit to the county. Planner Donna Myers asked if residents propose their property to a cell carrier or the carrier, such as Verizon, contacts the resident. Ramaiya said the cell company usually approaches an area and may go door-to-door to ÄUK ZVTLVUL [V ZPNU \W ;OL WYVWLY[` owner then leases the site to the cell carrier. Even though the planning group denied the two residential projects, the vote is advisory to the county. The next step is the county planning commission and Ramaiya said the commissioners thoroughly review the cell tower proposals, and in the past 11 years has not been favorable to sites in rural residential areas. If the commission approves the project, Ramaiya said there is an appeal process to the board of supervisors.

Boys water polo team starts HANK AND MY HONKY TONK HEROES league play with 7-9 record By JOE NAIMAN Ramona High School’s boys water polo team took a 7-9 season record into their Valley League and home opener against Oceanside on Sept. 30. “I think they’re ready for league,” said coach Donnie Williams. “I think we’ll be strong.” The Bulldogs were tested with nine games in the past two weeks. Five of those were in the Newport Ribs Classic tournament in Orange County. “By the end of the weekend they were looking really strong,” Williams said. “...We won two good games.” Ramona’s 2-3 record in the tournament included an overtime win in which the Bulldogs came from behind and

tied the game with about 20 seconds remaining in regulation. “When we’re all healthy we’re basically able to put in two complete lines,” Williams said. “It made a big difference at the end of the game.” Three non-league road games in San Diego County illustrated some Ramona weaknesses. “We’ve got to be a little bit better defensively,” Williams said. Ramona began the week with a 14-6 loss Sept. 22 at Del Norte and followed that with a 17-7 loss to Poway. “We had some good opportunities here and there,” Williams said. Soccer league aids grieving family with fundraiser

T

o aid a Ramona Soccer League (RSL) family dealing with an unexpected death, the league organized a fundraiser that netted $2,560 for the Brambila family. Christina Romo Brambila, wife of soccer league coach Francisco “Chico” Brambila and mother of three young girls, died Sept. 19 after complaining she wasn’t feeling well, said Jorge Michel, a director of the soccer league board. Michel serves as assistant coach for the Pink Bullets, the team coached by Chico Brambila. Two of Brambila’s daughters, Isabella, 7, and Samantha, 9, play on the Pink Bullets. Daughter Sophia is 18 months old. The 40-year-old Christina 1st Place Winner!

A snow cone fundraiser held during Saturday’s soccer league games in Ramona Community Park and during adult soccer games on Sunday night produced $2,260 in donations. Rosemary Darrough Scott May 7, 1930 - September 16, 2015

RAMONA — The Scott Family – Nancy Kenny, Cindy, Missy, Mindy and Pablo (in spirit) – along with the extended Scott, Grand, Darrough and Riggs families, deeply mourn the loss of our beloved Rosemary Scott. Born in Ramona, Rosemary’s journey took her to faraway places, living in the Pacific Northwest, the wild frontiers of Alaska, by the sea in Laguna Beach, and finally, in retirement, to her cozy little home in Lakeside. Dubbed the “Belle of the Yukon” by her Alaskan community, Rosemary was never one to turn down a travel occasion or new adventure, and so she ventured onward to exotic destinations throughout Europe, Mexico, Canada, North and South America. There was never a person of any religious, ethnic or political persuasion that Rosemary could not forge a fine friendship with in life. Her colorful career included adventures in education, public

television, wrangling salmon, directing air traffic control, Dancing with the (Dillingham) Stars, and starting a successful restaurant in Alaska. Rosemary had a keen sense of personal style and was a connoisseur of vintage Turquoise artistry. Taught early on by the Native Americans she befriended: “Don’t let the Turquoise wear you; you wear the Turquoise”, and she wore it well. Though our hearts may be broken, our spirits are not. She was so full of life, love, warmth and spontaneity, her enthusiasm was infectious. Just being near her, spirits were lifted and hearts soared. If gratitude is a poem whispered from one heart to another, then hearts across the land are receiving her messages of thanks, hope and love to help us carry on without her. Willard Dale Hogan August 26, 1927 - April 3, 2015

RAMONA — Col. Willard Dale Hogan (Ret. Army Airborne101-82) and Nita return home to Ramona. The Hogan’s first came to Ramona in 1988 and lived on Watt Road in the Estates. They both were Senior Volunteers with the San Diego County Sheriff’s Department, Ramona Substation and Dale also volunteered at the VA Hospital in La Jolla. He also worked at Chuck and Evelyn Halls Aviation at the Ramona Airport for many years. Dale often remarked that he was the oldest gas pumping retired Army Colonel in the country! Dale and Nita joined a big band that was forming in Ramona in 1989. The band broke up after a few rehearsals but the Hogan’s stepped in and the Ramona High Flyers was born. It got the name from the Halls who provided the seed money to get the band started. The band flourished for many years with some of the best musicians in the area. Nita became the vocalist for the band and as the soloist and “front man” for the band, developed a large and loyal following with the areas seniors. The band played some of the best venues in Southern California and it was at a performance at the Hotel Del Coronado during the 2001 holiday season that Nita learned that she was seriously ill. She was hospitalized at Palomar

Hospital in early 2002 diagnosed with cancer. She went home to the Lord on 18 February 2002. The band never played again. Dale later remarried and in 2005 moved to Grove, OK, where he lived until he died on April 3, 2015. He volunteered at the Jay, OK, VA Medical Clinic from 2009 and recorded nearly 1100 hours taking vital signs of veteran patients. Dale is survived by two sons, one daughter, as well as four granddaughters and one great-granddaughter. A Memorial Service will be held on October 10, 2015, at 11 am at Santa Maria Lodge, 9th and Main Street, Ramona, CA, followed by interment at Nuevo Memory Gardens with military honors, followed by a reception at the VFW in Ramona (Kelly Street), with light refreshments.

Clayton Lee Goforth

November 1, 1931 - September 22, 2015 RAMONA — Clayton Goforth went to be with the Lord at the age of 83 on September 22, 2015. He was surrounded by family and friends at his Ramona home. He was born on November 1, 1931, in Bedford, Iowa, to Renna and Bessie (Douglas) Goforth. Clayton married the love of his life, Marie Louise Cys, on December 13, 1952. He served in the Army during the Korean War. Clayton started Goforth Plumbing along with his wife in the fifties. He moved to Ramona in 1973. He loved his ranch, growing hay and taking care of his cows. He touched the lives of many people with his smile and generosity and he maintained his trademark sense of humor all the way to the end. Clayton is survived by his wife, Marie (Cys) Goforth; children, Ronald Lee (Jill) Goforth and Steven Clayton (Ruby) Goforth; and grandchildren, Aubrey, Amber, Alyssa and Alex Goforth. He was preceded in death by his parents,

Renna and Bessie Goforth; sisters, Dorris Raynor, Sharon Meyers, and one sister who died in infancy; and brothers, Harold, Howard, Russell, Gail and Eugene Goforth. Funeral services will be held at Bonham Bros. & Stewart Mortuary on Saturday, October 3, 2015, at 10am at 321 12th Street, Ramona, CA. Burial will follow at the Ramona Cemetery, 532 Ash St., Ramona, CA. We will always carry you in our hearts and we will miss you forever. SHERIFF'S REPORTS Deputies arrested two suspects in two separate cases last week that involved foot pursuits with the use of canine units. On Saturday, Sept. 26, around 10:15 p.m., a 49-year-old man was stabbed when he got into a verbal argument with a male acquaintance on property in the 300 block of Durgin Street, reported Sgt. John Boyce of the Ramona sheriff’s station. A friend of the victim called 911, but by the time deputies arrived the Z\ZWLJ[ OHK Ă…LK +\YPUN H ZLHYJO VM the area, a canine unit from a nearby sheriff’s station tracked down the 53-year-old assailant. “He was found hiding under a bush and he was taken into custody,â€? said Boyce. The victim had a small incision in the left lower abdomen, and was transported by ambulance to a nearby hospital, reported the sergeant. In the other case, a 29-year-old man with a felony warrant for burglary was apprehended Sept. 25 after leading deputies on a pursuit and running into a house in the 400 block of Third Street, yelling for the residents to hide him, said Boyce. A call came in that morning around 11 of a suspicious person in the 600 block of E Street who was known to be wanted for a warrant, according to YLWVY[Z >OLU [OL Z\ZWLJ[ Ă…LK )V`JL said deputies set up a perimeter and called in the sheriff’s ASTREA helicopter and canine unit. At one point the suspect ran onto the porch of a house. When the residents opened the door, he ran into the house but was followed by deputies and jumped out a back window, said Boyce. The suspect was found about 30 minutes later in the same area, he said.

“We’ve been looking for him for a long time,â€? said the sergeant.
