Del Mar awards contract for its first roundabout BY KRISTINA HOUCK Construction on Del Mar’s first roundabout should be completed by next spring. The Del Mar City Council on Nov. 21 unanimously authorized the city manager to execute a contract for the construction of a traffic control improvement project at the San Dieguito intersection. In addition to the construction of a roundabout at Jimmy Durante Boulevard and San Dieguito Drive, the project includes sidewalk widening and street resurfacing across the Jimmy Durante Bridge, new sidewalks, bike lane striping, pedestrian lighting and the completion of the River Path Extension project along San Dieguito Drive. The city received 10 bids on the project. Blue Pacific Engineering and Construction was the lowest responsive bidder with the contractor’s bid at nearly $660,000. The total project construction budget is $810,000, which also includes $65,000 in project contingency funds and a little more than $85,000 for construction management. SEE ROUNDABOUT, A19

BY KRISTINA HOUCK Just two days after voters supported a $105 million bond measure to replace and upgrade Solana Beach School District facilities, the Solana Beach School District board agreed to issue a request for proposals for inspector services for various projects. “Everything we build has to go though an inspection process required by the Division of the State Architect,”

Superintendent Terry Decker said in an interview after the Nov. 10 board meeting. The Division of State Architect provides design and construction oversight for K-12 schools, community colleges, and various other state-owned and leased facilities. The bond will replace or upgrade outdated classrooms, science labs, libraries and school buildings; restore deteriorating roofs, plumbing and electrical systems;

Prior to the vote, Assistant City Manager Dan King explained that taking this step does not mean the city has to now create a CCA program. “If the council authorizes the city manager to initiate contract negotiations, this neither commits the city to launching a SEE CCA, A18

CV planning board approves Village parking garage BY KAREN BILLING A “peace accord” was reached between two neighboring Pacific Highlands Ranch developers and the Carmel Valley Community Planning Board approved a new parking garage at the Village on Nov. 16. Coast Income Properties had disagreed over the placement of a 10-to-15-foot-high wall separating the Village from the Finley family’s Corallina mixed-use housing and retail project next door and the Finleys opposed the parking garage placement. The planning board sent them back to the drawing board at its Oct. 27 meeting and demanded the two developers find a SEE PARKING, A18

Pacific Highlands Ranch office complex approved BY KAREN BILLING While still “bewildered” about how the city process worked to allow doubling the square footage allowed in the Pacific Highlands Ranch community plan, the Carmel Valley Community Planning Board approved Aperture Del Mar on Nov. 16. The five-building, 630,000-square-foot office complex off Carmel Valley Road near SR-56 intends to be the home of a corporate headquarters or campus for a big tech-focused or life-science company. The board’s approval was not unanimous, with board members Ken

Farinsky and Jonathan Tedesco voting against it. The board was to approve a substantial conformance review, which determines if the project is consistent with the previously approved permit, approved back in 2003. The board was “frustrated” as to how it could’ve been approved since the community plan calls for an employment center of just 300,000 square feet. City planner Daniel Monroe said the increased square footage is allowed in the design guidelines that address bulk and SEE COMPLEX, A17

Expert’s book recounts saving multibillion-dollar company BY KRISTINA HOUCK s the unwavering chairman and chief executive officer of a multibillion-dollar company, Scott MacDonald helped saved one of Australia’s iconic companies. His recently released business memoir, “Saving Investa,” recounts how MacDonald helped rescue the company while looking back at significant moments that helped shape him into a corporate management and leadership expert. “We survived,” said MacDonald, a Del Mar resident who previously lived in Carmel Valley. “The banks were all paid back. The employees all wound up with secure jobs. I feel like if I hadn’t shown up when I did, that may not have happened. Everybody would have lost.” Set in Sydney in 2008, “Saving Investa” details MacDonald’s efforts to save Investa Property Group, an Australian commercial real estate property company purchased by Morgan Stanley Real Estate Fund investors in 2007. MacDonald was working as a consultant for Morgan Stanley’s private equity team when, in 2008, he was asked to spend a week in Australia to determine how to turn around Investa, one of the country’s largest commercial real estate companies. “I flew down in mid-2008 thinking I’d go for a week, take a look and give them some advice,” MacDonald recalled. “I didn’t leave for five-and-a-half years.” Although initially resisting his assignment, MacDonald accepted a six-month stint that turned into five years as chairman and chief CEO of Investa. “I had no intention to stay,” MacDonald said. “But the

company was falling apart. People were about to resign in mass. We were losing $10 million a month. The company was going to fail, so I just stayed.” At the time he became head of the company, Investa had $9 billion in assets and about 650 employees. But the company was overridden by massive debt. So MacDonald, the only American, worked to restructure the debt and restructure the organization. The people at Investa and their dedication to see the business succeed, he said, is what kept him going.

“I care about people,” MacDonald said. “When I do something, I try to make sure that everybody benefits and that it’s the right thing to do. Otherwise, I don’t do it.” Having worked in the real estate industry for more than 40 years, MacDonald has served as CEO or president of five operating companies. MacDonald served as chairman and CEO of Investa from 2008 until 2013. He continued as chairman until March 2016, when he stepped down and the company was sold. “I didn’t leave until the company was out of trouble,” he said. Over the years MacDonald developed specialized expertise in corporate management and leadership, as well as formulating and executing corporate repositioning. From a young boy growing up in Chicago, to a struggling college student and factory worker, his book flashes back to key moments in his life that helped him develop the skills and strength needed to turn around Investa. “There are really valuable lessons learned,” said MacDonald, who landed his first factory job at 18 years old. He continued to work in factories while earning his bachelor’s degree in political science from Indiana University. He went on to earn a master’s in city and regional planning from the University of North Carolina. In addition to weaving his personal and professional stories together, MacDonald summarizes 25 key lessons learned during his career in corporate turnarounds. “The true and tried solutions sometimes just don’t work,” he said. “You have to move far outside the box and take some chances or you’re going to fail.” MacDonald started the book after stepping down as CEO. He also founded MacDonald Scholars, a program to pay full-time university students to help others through innovative and impactful community service projects. “Saving Investa” is available on Amazon.com. Tyler James is a volunteer mentor in Durban, South Africa with the organization Surfers Not Street Children.

Tyler James is also a competitive surfer.

TPHS grad impacts lives through surfing and mentorship Torrey Pines High School Class of 2015 graduate Tyler James has committed to serve for a second year in Durban, South Africa with Surfers Not Street Children (SNSC). SNSC fuses surfing and mentorship to empower street children to build a solid foundation and sustainable future. Tyler is a volunteer mentor at the Surf House where a group of 12 former street children live and receive economic support, counseling, encouragement and mentorship to lead successful lives. He is also a coach at the Surf Club, an outreach project in the community surrounding Durban’s beachfront. Using a life-skills curriculum, street children are engaged through surfing with a focus on diverting them from the perils of the streets. The program operates

every day with morning and afternoon sessions, serving over 90 girls and boys each month. Tyler has been combining his passions of surfing and serving since he was 14 years old on summer mission trips to Nicaragua and Guatemala. In high school he established himself as a competitive surfer, rising up to the #2 spot in the NSSA Southwest Division. He even went on to take home his first paycheck at a Junior Pro Event. During his senior year at Torrey Pines, Tyler began to weigh his options of giving it a go on the WSL Tour or a more traditional route into college. “Nothing seemed right”, said Tyler, “and my dad introduced me to idea of doing a gap year in South Africa.” Tyler applied and was accepted into the Christian Surfers Africa

Leadership Training (CSALT) program in Jeffery’s Bay, South Africa. One month later he found himself serving at the 2015 J-Bay Open and witnessed first-hand the shark attack on Mick Fanning in the finals. “Watching that happen and then seeing the replay made me rethink how short life is and that any day could be your last, said Tyler. That experience changed Tyler’s perspective and brought a desire to stay in South Africa and serve after graduating from CSALT. A “chance” meeting with Tom Hewitt, founder and director of Surfers Not Street Children, in lost luggage upon his initial arrival in South Africa blossomed into the next phase of Tyler’s journey. He came back home last Christmas with former street child SEE SURFING, A19

FACE Foundation Golf Tournament a hole-in-one for pets and families The Foundation for Animal Care and Education (FACE) hosted its 5th annual Invitational Golf Tournament benefitting San Diego pets in need of life-saving veterinary care. The tournament was held at the Lomas Santa Fe Country Club in Solana Beach. This special event brought out golfers and their furry friends to the course for a day of fun with their best pals – both human and canine. Players were joined by special VIP guest and MLB legend Fred Lynn, a longtime supporter of the organization. The tournament, sponsored by Carlsbad Golf Center, was followed by a dinner reception, live auction, and a special awards ceremony. This year’s tournament honored the memory of the late Dennis Green, former NFL coach and running back who passed away this summer, as well as the Green family’s dearly loved rescue dog, Isabel. Dennis and his

Police Officer Larry Adair with K9 Detective Ari. wife Marie are longtime supporters of FACE, and Dennis was an annual patron of the Golf Tournament. Marie made a heartfelt speech about FACE’s impact on her family. FACE Executive Director Brooke Haggerty says, “We feel privileged to have honored Denny and his beloved Isabel at this year’s event in gratitude for his service to animals, families and the San Diego community.” The tournament generated

approximately $110,000, which will be going directly towards saving pets and families. Funds raised from the dog-friendly golf tournament will help approximately 80 pets in need of emergency veterinary care. FACE Foundation was created in 2006 to combat the problem of “economic euthanasia” – the tragedy that occurs when pet owners are forced to euthanize their beloved companion animals because they cannot afford emergency veterinary care. FACE strives to save lives, reduce economic euthanasia, and increase the wellness of San Diego’s pets. To date, FACE has saved the lives of over 1,500 pets in the San Diego community and 2016 marks the Foundation’s 10 year anniversary. One-hundred percent of the proceeds from the Golf Tournament will help sick or injured pets and their families during their time of need. Visit www.face4pets.org.

Native Diver among special horses with final resting place in Del Mar BY LESLIE CARTER ative Diver, a black gelding known for his brilliant speed, represented the pinnacle of horse racing in the mid-1960s in the west. Between his debut in 1962 and his death from colic days after winning the Del Mar Handicap in 1967, he made 81 starts and won 37 of them. He won the San Francisco Mile at Golden Gate Fields three times and the San Diego Handicap here at Del Mar three times. There were more active racetracks in California in the years that Native Diver raced and he won at six of them. He was trained by Buster Millerick, and ridden most often by Jerry Lambert Native Diver was the first California thoroughbred to win over $1 million ($1,026,500) and the Del Mar Thoroughbred Club has committed to keeping him alive in memory. Codebreaker’s nephew has insights on real Alan Turing BY WALTER MEYER Sir Dermot Turing spoke at a special event Friday, Oct. 28 in the auditorium at The Scripps Research Institute about the life of his famous uncle, Alan Turing, the British codebreaker who was the subject of the 2014 movie “The Imitation Game,” starring Benedict Cumberbatch. Joanna Davies, founder, president and CEO of the San Diego Biomedical Research Institute (SDBRI) introduced the guest speaker by saying she had known Dermot a long time — they had been undergrads together. She continued, “Dermot is the ideal person to be talking about his famous uncle, Alan Turing, not only because he has access to family archives, documents, and letters being a family member of course, but he wrote his book ‘Prof, Alan Turing Decoded.’ He approaches it with a charming sensitivity that this great man’s life deserves, but he is also a scientist—he has a Ph.D. in genetics. He has done a fabulous job of translating the complexities of mathematics and the early computer science to the lay person. He is also inherently a historian what you see is the depth that allows us to better understand the work of Alan Turing in the context of the time then and now.” Sir Dermot also did a question-and-answer session Oct. 27 following a screening of “The Imitation Game” at the Landmark Theaters in Hillcrest in an event that was presented by the SDBRI with promotional assistance from Lambda Archives, San Diego’s LGBT historical research center. Alan Turing is a hero and a martyr to the gay community. After using his math skills to design

Sir Dermot said, “He would never have wanted to be remembered for being prosecuted, I think what he would have wanted to be remembered for what he contributed to the body of knowledge and it’s quite nice to see some of that less well-known work sort of come to the fore.” In his remarks both days, Sir Dermot made it clear “The Imitation Game” should not be seen as history as he pointed out the many inaccuracies of the film. He said he could enjoy

the movie as a good drama as long as he didn’t worry about the facts and he is glad the movie shone light on his uncle’s work. Besides just being, “a gay icon, people are rediscovering his theories,” one of which was confirmed in 2014; Alan Turing’s name is showing up in citations in scientific journals again. Sir Dermot said he finds it criminal the way his uncle was treated by society and the courts once his homosexuality was known, and further finds it unfair that although Alan was granted a posthumous pardon by the Queen in 2013, the effort to pardon the 49,000 other people who were prosecuted under the same indecency law in the U.K. has hit snags in Parliament.

The movie took its title from a paper Alan Turing wrote shortly after finishing his undergraduate work at Cambridge, speculating whether a machine could ever think like a human—or imitate the way a human thinks. The term “Turing Test” is still applied to the standard by which the artificial intelligence of a machine is judged. In the 1930s, Alan Turing created an algorithm that would allow for machines to play chess, long before there was a machine capable of doing so. He kept up a lifelong correspondence with the mother of Christopher Morcom, his best friend from childhood who died young, but was probably the first love of Alan’s life. He wrote her long letters about his research into trying to program a machine to play the Japanese game “Go.” As with chess, getting a machine to play the game and getting one to actually master it to a point that it could beat a human was another thing. It was only in the last year, building on Alan’s work, that scientists created a program that enables a machine to best a human at Go. Of course the computation machines available to the scientists today are a bit more advanced that the ones Alan Turing had at his disposal. The one he was using in 1946 had 1024 bits—not bytes, bits—of memory which in the days of terabytes seems ridiculous, but the British government was so impressed with the size and power of that machine they questioned if the entire country would ever even need a second computer. Sir Dermot said he is proud and pleased that his uncle is one of the giants on whose shoulders modern scientists stand and is finally receiving due credit for his work.

Field hockey frustration ends for Torrey Pines BY ED WEHDE Torrey Pines’ streak of runner-up finishes is over. The top-seeded Falcons downed Vista 3-1 in the San Diego Section Division I field hockey title game at Scripps Ranch High Nov. 19, giving the team its fourth section championship in 12 appearances in the finals. Torrey Pines had lost in the Open Division final last year and in the D-I title match the two previous seasons. “Oh my God, it’s awesome,” said Torrey Pines senior Brynn Froehlich, a four-year varsity player. “I’m a senior this year, so I have three runner-up patches, and I get a winner one today. I’m a winner. I’m excited. “It’s an awesome way to end high school field hockey.” The Falcons (15-10-1) got goals from juniors Skylar Sage, Chloe Downes and Ryan Poe, with Poe’s score coming on a second-half penalty stroke. “We definitely came with a good attitude,” Froehlich said. “We were the higher seed, so we were favored, but we came into it not being cocky. Everybody wanted it.” Vista (13-10), which was seeded second, was appearing in its first final since 1984 in search of its first championship. Freshman Aleah Minnich provided the Panthers’ goal. – Ed Wehde is a freelance writer for The San Diego Union-Tribune.

Running in two tight packs near the top, the Torrey Pines High School girls team raced to second place at the CIF San Diego Section Cross Country Division I championships, and qualified for the Nov. 26 state meet. Competing at Morley Field on Nov. 19, the Falcons scored 90 points (first-place Westfield had 65) thanks to strong performances from junior Vanessa Beeler (17:42), junior Isabella Aguiar (17:47) and senior Ines Ramirez (17:52), who finished 14th through 16th overall. Also running well for Torrey Pines were senior Gabi Dunkin (18:02, 22nd place) and a trio of juniors in Kylie Preske (18:03, 23rd), Habeeba Kamel (18:34, 34th) and Emma Largerie (18:58, 47th). The state meet will be contested on the Woodward Park Course in Fresno. Early on Nov. 19, the Falcons captured third place in the Division I boys race. That squad was paced by junior Robert Bartsch, who took 11th in 17:07. Other top Torrey Pines finishers

“Behind every beautiful thing there’s been some kind of pain.” —Bob Dylan, “Not Dark Yet”

H

ere’s a doctor’s confidentiality: I’m a huge Dylan fan. My admiration for the singer and songwriter is deep and abiding, no matter how much the times they are a-changin’. I’ve read possibly every book ever written about him, including one that consisted entirely of reprinted newspaper interviews. I saw him in concert at the Houston Rodeo in 2002. I stood no more than 10 feet from the stage, tangled up in Bob. He didn’t move; neither did I. Last month, Dylan received the 2016 Nobel Prize in literature, a surprising and controversial choice to some, but one that fellow devotees and I applauded. Dylan possesses an indisputable genius, an original way of seeing and explaining life that seems a necessary prerequisite and trait among Nobel laureates. Certainly that has been my observation and my experience with two laureates I actually do know. When Roger Tsien died earlier

this year at age 64, a light went out in the world. Tsien was professor of pharmacology, chemistry and biochemistry in the UC San Diego School of Medicine and co-winner of the 2008 Nobel Prize in chemistry for his literally illuminating work with fluorescent proteins. With fellow laureates Osamu Shimomura and Martin Chalfie, Roger turned a protein used by glowing jellyfish into a laboratory tool that scientists everywhere now employ to peer within living cells and organisms. Researchers have used green fluorescent proteins, for example, to trace nerve cell damage during Alzheimer’s disease and how insulin-producing beta cells are created in the pancreas of a growing embryo. Among the great beneficiaries of his work has been cancer research, which very much interested Roger. In recent years he devoted considerable time to advancing the utility of fluorescent proteins in cancer science and treatments, including collaborating with Quyen Nguyen, M.D., Ph.D., an associate professor in the Department of Surgery and a staff

FROM ELECTION, A5 every weekday, except for the Thanksgiving, as well as weekends. “We are very hopeful that with the large number of provisional ballots and others left to count that Supervisor Roberts will go back into the lead and win the election,” said Gary Gartner, the supervisor’s campaign strategist. The race for this seat also was tight in 2012 when Democrat Roberts trailed Republican

SeaWeeders tip for December: Home for the Holidays For holiday gift-giving ideas, look no further than your back yard. Dried garden herbs like mint and lemon verbena can make attractive gifts of herbal tea or spice rubs. Planted cuttings and bulbs make lovely potted gifts. And for a present that also benefits your local community, support our annual Poinsettia and Christmas Cactus Sale on Saturday, Dec. 3, 9 a.m. -12 p.m., at the Solana Beach Post Office on Sierra Avenue. Yet despite these and many other accomplishments, Roger was invariably humble and self-effacing. “I’m just the guy who makes the tools,” he once said of his work. He liked to talk about his projects and ideas, not himself. In our meetings and conversations, Roger was invariably thinking ahead, seeing possibilities not yet imagined by others. Earlier this month, there was a special event on campus for colleagues to honor and remember Roger. He will not be forgotten. Neither will the dinner I had with Roger and my other favorite Nobel laureate, Elizabeth Blackburn, Ph.D., who became president of Salk Institute for Biological Studies this year after a long and distinguished tenure at UC San Francisco. Blackburn (See related story, A8) won the Nobel Prize in Physiology or Medicine one year after Roger for discovering the molecular nature of telomeres, the protective caps at the ends of chromosomes, and for co-discovering telomerase, an enzyme that maintains telomere ends. Telomeres and telomerase play key roles in aging and in diseases like cancer. Her work was enlightening and profound. Like Roger, Liz is a towering

Steve Danon immediately after polls closed. Roberts eventually took the lead, and nine days after Election Day Danon conceded. Roberts won by a 4,383-vote margin. Provisional and mail-in ballots returned late in the voting period typically favor Democrats over Republicans, even though supervisors races are non-partisan. The district includes northern parts of San Diego, Escondido, Solana Beach and Del Mar. During the campaign, Roberts — the only Democrat on the five-member Board of

intellect, a scientist of incredible vision and energy. I’ve had the privilege of working with her to advocate for cancer research and prevention. Sitting at that dinner so many months ago, I will admit to a bit of bedazzlement, but also inspiration. The experience reminded me of something Dylan once said: “Some people feel the rain, others just get wet.” People like Roger and Liz also ask why and whether there’s a better way to stay dry. Dylan’s quotes and lyrics are often equally bewildering and insightful. The San Dieguito High School Academy Boys Water Polo Team is hosting a Bike Drive Sunday, Dec. 4 to benefit the Encinitas Community Resource Center’s Holiday Baskets event. The bike drive will take place in the SDA front parking lot, 800 Santa Fe Drive in Encinitas, from 9 a.m. to 1 p.m.The team will be joined by several members of a local cycling club who will help triage and repair bikes. The SDA Boys Water Polo Team is collecting outgrown and unused bikes that are in good condition. Their goal is to collect 50 bikes. They will help clean up and tune-up the bikes. Each year, an average of 600 bikes are requested through the program. The Boys Water Polo Coach, Scott Kling, has instilled in the team the importance of giving back to the community. "He really wants his players to be well rounded,“ said Tammy Dahl, water polo parent volunteer. "A Boys Water Polo Club was formed at SDA four years ago to facilitate philanthropy for volunteerism and fundraising causes. This is their third year working with the Community Resource Center, and second year holding a bike drive. The CRC is a philanthropy pillar in North County. They are so great to us, and we look forward to working with them every year!" This year’s CRC Holiday Basket event will serve 1,000 households including over 2,000 children. Bike recipients are chosen in a lottery. Some of the bikes

FROM COMPLEX, A2 scale, as well as by the PHR Master Plan Environmental Impact Report (EIR). The amount of trips that would be generated by that 300,000 square feet of office space was 6,300 average daily trips (ADT). In the city’s approval of the project in 2003, Monroe said the project was found to be consistent with the community plan as it did not exceed the 6,300 ADT maximum. “The square footage differs but the traffic impact is the same,” Monroe said, noting that the corporate headquarter use has significantly less daily trips than a multi-tenant office building. Farinsky compared the project to One Paseo where the community plan stated a certain amount of square footage and use and, in that case, the community plan overruled the project’s EIR and a plan amendment was required. “Why are you suddenly saying that the EIR overrules the community plan? It doesn’t make sense,” Farinsky said. “You don’t plan by ADTs, you plan by square feet. So why are you dumping the community plan when it should be the controlling document?” Monroe said he wouldn’t say the city is “dumping” the community plan — the project was found to be in conformance with the ADTs. Board member Barry Schultz argued that even though a project is consistent with ADTs, that’s only one impact a project can have on a community. As Carmel Valley Planning Board Chair

Frisco White said, the board is in a difficult position as “the train has already left the depot.” The project has been approved and the community plan will not be changed — he just hoped they could avoid a similar situation with the city in the future. Scott Moffatt, a vice president at Lincoln Property Company, described the designs for Aperture, which the board has never had issues with. The campus on Carmel Valley Road and Edgewood Bend Court will also be “highly amenitized” with a café, fitness center, event lawn, amphitheater, half basketball court, sand volleyball court, dog park, jogging trail, 100-space park and ride, and a bike shop with bikes for rent that employees can take out during lunch or peak times to help minimize traffic in the

neighborhood. While the parking garage is four levels, the site is lower than Edgewood Bend so it will be seen as ground level plus two stories visible from the road with one subterranean level. It will be landscaped to shield the view from residential units across the street. There will be a new signalized entrance on Edgewood Bend and two other separate driveways to create as harmonious a traffic flow as possible, Moffatt said. “Given that we’re doubling the size of the square footage, I want to ensure that the use be strictly maintained, that later on down the line the office buildings don’t get transferred to a more intensive use,” board member Laura Copic said, noting that Carmel Valley Road and Edgewood are

She said many access the Canyon Crest Academy parking lot from Edgewood Bend and it is one way in, one way out with the fire station there as well. “That traffic situation is a safety hazard and a concern to me and I don’t see how it’s resolved in these plans,” Copic said. “I don’t see the solution there.” The fire department has signed off on the plans and Moffatt said the other entrances and exits on Edgewood hope to get people in and out of Aperture as quickly as possible. Board member Allen Kashani noted that Pardee Homes will be adding a fifth and sixth lane between Del Mar Heights and SR-56 to Carmel Valley Road next summer. PHR representative Tedesco pointed out that the Cielo affordable housing units across the street already have a huge problem with extra cars as the project is “significantly” under-parked. Residents are forced to park a few blocks away as no parking is allowed on Edgewood Bend and the road across Carmel Valley Road is private. Moffatt said that they will need to address that issue in the future as the parking garage is for employees and the 100-stall park and ride lot is not meant to be a permanent parking option for residents. Moffatt said that Lincoln Property Company does not intend to begin construction on Aperture Del Mar until they find a tenant.

FROM CCA, A1 CCA nor approves a contract for those services,” King said. “There would be no financial costs to the city at this time other than staff time to carry out the negotiations.” The city received proposals from three companies interested in helping Solana Beach create a CCA program. Authorized by state law, CCAs allow cities, counties and other authorized entities to purchase or generate alternative energy supplies for residents and businesses within their jurisdiction while maintaining the existing power provider for transmission and distribution services. According to the staff city report, the goal of a CCA is to provide a higher percentage of renewable energy at competitive and potentially cheaper rates while giving customers local choices and promoting the development of renewable power sources. There are a number of CCAs operating in California and other states. There are currently four established CCAs in California. Other jurisdictions are currently exploring CCAs and are in various stages of forming programs. It is estimated that more than 70 percent of the current energy load in California is in areas that either have an existing CCA program or are looking into establishing a CCA program, according to a previous city staff report. The council has been supportive of researching and possibly developing a CCA program since 2011. “We have been discussing this for quite some time, and we have a pretty long road ahead of us as well,” Councilman Mike Nichols said. CCAs were first placed on the council’s work plan as an “unprioritized” environmental sustainability issue to study in 2012. The issue was elevated to a “priority”

FROM PARKING, A1 resolution. “We came back together and I think everybody’s happy,” said Dan Curran, vice president of Coast Income Properties. The new single-deck parking garage will be built on the temporary parking lot in front of Crunch Fitness with an entrance on Village Way. Coast Income has agreed to get rid of a 5-foot setback which would have created an alleyway and deed that 5 feet to the Finleys. The Finleys will be able to add landscape to buffer between their townhomes and the parking garage. Curran said they have also agreed to give Corallina residents access to the parking garage with 14 spaces. “It works for us and it works for Coast and I think it’s a benefit for the Village,” said

in the council’s work plan the following year. Earlier this year a company conducted a technical study at no cost that indicated a CCA is a viable option for the city. In June, Solana Beach became the first city in the county to formally seek a service provider to form a CCA when it solicited a request for proposals. The city received three bids from 3 Phases Renewables; prime contractor Pilot Power Group Inc. and sub-contractor EDMS; and prime contractor The Energy Authority and sub-contractor Noble Energy Solutions. City staff and two outside expert consultants — Stephen Hall, attorney with Troutman Sanders LLP, and Barbara Boswell, retired finance director of the city of Lancaster — separately reviewed and ranked the proposals. They determined that TEA/Noble and Pilot Power/ EDMS submitted the top two proposals. TEA is a not-for-profit power marketing corporation owned by eight municipal and state-chartered elected utilities. Created in 1997, the company currently manages more than 30,000 megawatts of electric generation on behalf of 50 community-owned electric utilities. Noble is one of the largest electric services providers in the state by volume. Ranked in the top five in the country, Noble currently provides data management services for all five operational CCAs in California. In a 4-1 vote, the council authorized the city manager to initiate negotiations with TEA/Noble. Councilwoman Ginger Marshall cast the sole dissenting vote. “Staff and CCA experts believe that each team is highly qualified and could provide the requested services,” Assistant City Manager Dan King said. “TEA/Noble has more direct experience with CCA formation and operations, especially in management services.” If an agreement is reached with Mike Finley, who is developing Corallina with his son Mike. The Village has been approved for 195,000 square feet of retail and to date 150,000 square feet of retail has been built. Coast Income plans to build two new retail buildings, an already approved 25,000 square feet, in the temporary parking lot space that will mirror those across Pacific Highlands Ranch Parkway. One will look similar to the current Wells Fargo; the other like the one that houses Dolce. Coast Income will seek a permit amendment from the city to add the single deck parking garage. The structure will bring 140 parking spaces, at grade with Carmel Valley Road and heavily screened with landscaping. Corallina will feature vertical mixed-use with residential flats

TEA/Noble, staff will return to council in the future for approval of the agreement. If an agreement is not reached with TEA/ Noble, staff recommended that the council reserve the right to initiate negotiations with Pilot Power Group Inc./EDMS for CCA services. The first phase of the project, which would take place in the first six months, includes conducting community and local government outreach, creating an implementation plan, and developing an operations budget and staffing plan. During or at the completion of the first phase, if either side does not want to move forward, King said that the relationship can be severed with no cost to the city. “Phase one is at no cost, no risk,” Nichols said. “All we’re going to do is get a lot of good information. We’re going to have all that public outreach that everybody wants to have.” If the city decides to move forward, City Manager Greg Wade explained that the next phases would be launching and operating the program. He said it would take another six to 12 months to launch the program. The California Public Utilities Commission would have to approve the implementation plan. The city would also have to notify every customer within the city at least four times about the creation of a CCA program, giving them multiple opportunities to opt out of the program. “I think that all of us have some questions and the only way we’re going to get them answered is by moving forward with this,” Councilwoman Lesa Heebner said. “I think it’s important that we have local control,” she added. “I think it’s really important that we’re going to have lots of public engagement.” “We’re not rushing into this; we’re going to take it in phases,” Deputy Mayor Peter Zahn said.

above retail. Corallina will include 109 residential units and 30,000 square feet of retail — residential units will be a mix of three-story townhomes with two-car garages and 21 affordable housing above the Village Way retail. Where the parking garage will front Village Way, Curran said they will add enhancements, such as decorative lighting, and possible kiosks, such as a flower shop or dry cleaning drop-off to connect the retail element of Corallina with the Village. A parking garage is also under construction behind Crunch Fitness, as well as some of the Village’s 252 market-rate apartments. Construction of the Village’s 79 affordable housing units cannot begin until the parking garage is complete. The affordable units will be split between two parts of the Village

FROM PROJECTS, A1 improve student safety and campus security; and provide students access to educational facilities, science and technology needed to prepare for high school, college and careers. As of 3 p.m. on Nov. 18, voters passed Measure JJ with 65.63 percent of the vote. The measure received 9,345 “Yes” votes and 4,893 “No” votes. There are approximately 314,000 mail and provisional ballots still to be counted throughout the county. “We have been, for a number of months now, gearing up to be able to move quickly into these building projects — were the bond to pass,” Decker said. Solana Beach School District identified capital improvement projects districtwide as part of the long-range facilities master planning process. The district initiated the process in 2011 and the completed plan was presented to the board in 2013. As part of the implementation of the long-range facilities master plan, it is necessary for the district to acquire the services of a licensed Division of State Architect inspector. The inspector will provide professional services required during school construction and modernization projects. The district plans to start with the reconstruction of Skyline, which was built in 1955 and modernized in 2000, and the modernization of Solana Highlands. The school board on Nov. 10 also approved a contract with Capitol Public Finance Group, LLC to conduct financial consulting services for the district. According to the staff report, Capitol PFG will provide the district with strategic financial consulting services, including school construction planning and funding; project budgets and cash flow analysis; analysis of potential funding sources based on project design components; consulting on project delivery methods and timeline; analysis of the tax base; identifying and classifying existing and potential revenue sources such as state funding, developer and mitigation fees, special taxes, bond, and grant funding; participation in public information meetings; and general financial advisory services on an as-needed basis. “These items were on the agenda to help us move forward so we really can hit the ground with Skyline and Solana Highlands right away,” Decker said. District staff plans to submit its plans for these projects to the Division of the State Architect this fall. The district will receive its first bond issuance in spring 2017. If plans are approved by spring 2017, construction could begin in June 2017, with the new Skyline to open in fall 2018. Solana Highlands would be modernized over the summer of 2017, with most updates completed by fall 2018.

– four stories with an underground garage across from Panera Bread and the second set to the east of Crunch and next to Laterra, a 69-unit townhome product on Village Center Loop Road. Village Center Loop Road currently deadends and is intended to make a connection back to Carmel Valley Road. Carmel Valley Planning Board Chair Frisco White said he has contacted the mayor regarding expediting the completion of a critical part of the traffic circulation in the area, which includes future civic uses such as the neighborhood park and library, as well as schools and residences. The remaining 700-foot segment of road falls within the 21 acres of private property owned by the Lin family. In the spring, the planning board

discussed how the city could possibly enter negotiations with the property owners to determine fair market value, pull funds from the Facilities Benefit Assessments and pay the owners now to move forward with the road. If and when the Lins move forward and develop their property, they would then return the funds to the city. If the city cannot negotiate, they do have the option of entering a condemnation process. White has said he is not interested in condemnation and hopes an agreement can be made. According to Jeff Howard, a representive for Jeff Lin, the Lins have not yet been approached by the city on this item. Howard said Lin is open to discussing it if or when contacted by the city.

In March, the council certified an environmental impact report on the roundabout proposal and directed city staff to finish designing the project for the intersection of Jimmy Durante Boulevard and San Dieguito Drive. The roundabout was originally proposed as part of a citywide sidewalk improvement project, but after some community members voiced concerns about the need of a roundabout and impacts on traffic, the traffic calming device was pulled for a separate study. The report concluded that the roundabout is the “environmentally superior” option for improving the intersection, compared to a traffic signal or no changes at all. Construction is expected to begin in December and be completed in April 2017. The council also discussed potentially installing a city of Del Mar monument sign in the roundabout. It would cost roughly $9,500 to $12,000 to install a monument sign similar to the signs at the north and south entrance points to the city along Camino del Mar. According to the staff report, the monument signs, which are made of stone and feature the Del Mar logo with a Torrey Pine branch, were selected in 2007 following an extensive community process with the Del Mar Village Association and approval by the Design Review Board. The estimated cost for the project includes funds for the materials, fabrication, metal work, placement design, podium construction, and monument construction and installation. The item was initially listed as part of the council’s consent calendar. After pulling and discussing the item, the council ultimately decided to bring the subject back for a public hearing at a later date to give the community an opportunity to weight in on the matter. The council also asked staff to explore other ideas for the space, including landscaping and a public art piece.

Southern California regional tournament at East Lake Middle School in Chula Vista, where their ability to strategize, design and build as a team was put to the test. The FLL competition is made up of three parts: the robot game, the project and the core values. Team SWARM programmed an autonomous robot, with the goal to score points on a themed playing field (robot game). They also developed a solution to an identified problem (the project). And all their efforts were guided by the FLL core values. During the robot game, SWARM placed first in the number of points accumulated. They impressed the judges with their innovative robot design, mission strategy and programming efficiency. The project component of the competition involved finding a way to work together with animal allies. Team SWARM decided to develop an app to help people find their lost dogs. Next up for team SWARM is the FLL regional competition at LEGOLAND on Dec. 4.

ockey Mike Smith celebrated his first stakes victory of the Del Mar fall meet aboard Mastery in the Grade III, $100,000 Bob Hope Stakes on Saturday, Nov. 19. The 2-year-old colt led wire-to-wire, cruising to a 1 1/4-length victory over California Diamond. Ann Arbor Eddie was 1 1/2 lengths farther behind in third. Mastery completed the 7 furlongs on the dirt in 1:23.32. “We knew he was a nice horse when he broke his maiden (on Oct. 22 at Santa Anita), but from what we saw today, he could be something,” said Mastery’s trainer, Bob Baffert. “The second out is so important. They can run well in

the first outing and then take a step back. We didn’t have him super cranked for the first out, and this one was a lot of him (talent). He just shipped down this morning, and he shipped well. Now’s he’s got that experience. He didn’t look exhausted afterward, but he didn’t really have to exert himself.” Mastery is owned by Everett Dobson of Oklahoma City, Okla. The other stakes winner during the past week was Solid Wager ($100,000 Cary Grant Stakes). Next weekend will feature the Craft Beer, Cider & Food Truck Festival, along with several graded stakes races. – Reported by Kelley Carlson

Friends of the Beach and Powerhouse present $30,000 check to City of Del Mar On Nov. 21, Barbara Harper, president of the Del Mar Friends of the Beach and Powerhouse, presented $30,000 to the City of Del Mar. The donation represents the organization’s continuing commitment to the beach community. “Not every project we do is glamorous,” noted Harper. This time the need was for improved bathroom facilities. Approximately two million people visit the beach at Del Mar every year. Public spaces such as restrooms reflect on our community. The Friends are committed to maintaining public space, so that residents and visitors can enjoy the beach. The Friends have been working since the early 1990s to assist the City of Del Mar with ongoing preservation and enhancement of the Powerhouse Community Center, Beach Safety Center/Lifeguard Tower and adjoining public recreational areas. Over time they have helped the city acquire land, restore and improve the historic Powerhouse, provide a children’s play area at the park

and, more recently, to help build the new Beach Safety Center / Lifeguard Tower. The group takes on large projects such as the Safety Center, and helps with smaller needs such as lifeguards rescue boats and, yes, restrooms. Since its beginning the Friends of the Powerhouse and Beach have raised more than $1 million to support these community assets. Maintenance and enhancements have helped attract facility rentals and fees for a multitude of uses including senior activities, weddings, and other special events and gatherings. Powerhouse Park is a year-round activity center. The next upcoming event is the annual Penguin Plunge on January 1 at 11 a.m. If you would like to help in these efforts, please consider buying a brick or plank for the beach walkway. There are tax deductible, are engraved with a name or saying, and make terrific gifts. For information please go to FriendsofthePowerhouse.org.

Local resident writes book to help back sufferers with chronic pain BY STACEY PHILLIPS ith a substantial increase in spine surgeries in the United States and more than 80 percent of the general population experiencing chronic back pain, Kam Raiszadeh is taking steps to address this widespread problem. In addition to opening four SpineZone clinics in San Diego, the Rancho Santa Fe resident and well-respected orthopedic spine surgeon recently wrote a book titled Take Back Control: A Surgeon’s Guide to Healing Your Spine Without Medications or Surgery. It is based on Raiszadeh’s 20 years of experience in the medical field and offers practical tips based on scientific-based principles and real life stories to help patients alleviate their pain without undergoing surgery. “The main reason that prompted me to write this book was the excessive number of surgeries being done for back or neck pain,” said Raiszadeh. Over the last two decades, he noticed this trend of increased surgeries without a proportionate improvement in outcome as well as an alarming increase in the use of pain medication. About 12 years ago, Raiszadeh joined forces with a UCSD professor who was a big proponent of strengthening and rehabilitation. As Raiszadeh learned more and saw the successes, he began to incorporate holistic non-operative methods to treat patients in his surgical practice. He completed a two-year study with one of the large medical groups in San Diego six years ago and found that by using a

strengthening-based program, compared to standard physical therapy, there was a 30 percent decrease in surgery rates. This led him to open the first SpineZone clinic in 2005 in Mission Valley where he and his team teach patients medically-supervised therapeutic exercise. Raiszadeh said by incorporating these methods, he has found that fewer patients have required surgery and those who have undergone surgery had much better long-term results with improved function and health. He said a recent internal study showed that by utilizing these methods, narcotic use was decreased by 75 percent. There are currently four clinics in San Diego: Escondido, La Mesa, Mission Valley and Vista. In 2015, he teamed up with his brother Kian Raiszadeh, who was a lead physician and orthopedic surgeon at Kaiser Permanente, to help expand the SpineZone vision across the nation. They are currently working on opening a fifth facility in San Diego and plan on expanding to Orange County and Los Angeles as well as to large carriers and employers. Each location has a team of exercise physiologists, physical therapists, physicians assistants and spine specialists. “The team is multi-tiered for a reason,” said Raiszadeh. “We realize that all of us bring a complementary skills set to bear that enhances the patient’s improvement. Having them all under one roof and accessible to the patient makes this process a lot smoother and more effective.” There are three large medical groups in San

Diego that refer patients to SpineZone. “There is also a lot of interest from all of the big carriers and many large employers who realize that our current system is broken and want a solution,” said Raiszadeh. “In conjunction with the clinics, we have now incorporated an online digital program that helps educate patients regarding their condition and provides customized exercises they can do at home.” He also decided to write a book to empower a larger population of patients who have chronic pain. “I realized that until SpineZone is more widely available, this is a much bigger message that needs to

communicated.” Raiszadeh weaves in his own experience about spine problems in general and gives readers practical advice and tools to better understand their back condition and to recover. The book is currently being sold on www.amazon.com and www.takebackcontrol.com. Although the book is targeted to those who have chronic back or neck pain, Raiszadeh said he hopes that the information will reach policy makers. “It’s a public health problem,” he said. “The impact of chronic spinal pain is a huge burden on society as far as medical costs, missed days of work, disability, and constitutes a disproportionately large percentage of the overall medical spending. All of these can be improved by a more holistic approach.” He said one of the biggest factors causing chronic back and neck pain is our current lifestyle. “Now, in the tech age, we often bend to look down at our phones and computers in awkward angles. “Sitting for a long time is a very bad posture for your disk,” said Raiszadeh. “It’s probably the worst thing for your disc on a sustained basis to be sitting.” Raiszadeh said his next main goal is to continue to expand SpineZone and its message. “I really feel that by educating patients on their condition, having them understand their own body’s amazing ability to heal, and providing the tools for them to tap into this healing capacity, we can empower patients to prevent chronic back or neck pain from affecting their lives,” he said.

This exhibition examines a network of artists based in San Diego between the late 1960s and the mid-1980s, whose experiments with photography opened the medium to a profusion of new strategies and subjects. These artists sought artistic media and formats adequate to address their turbulent era and its pressing questions.

Carmel Valley woman is Mrs. San Diego 2016 BY KAREN BILLING armel Valley is home to royalty as local attorney Carolyn Kirner-Schmidt has recently been crowed Mrs. San Diego 2016. Kirner-Schmidt will next compete in the Mrs. California Pageant in June 2017 in Palm Springs. If she wins, she will go on to the Mrs. America Pageant in Las Vegas. A proud native San Diegan, Kirner-Schmidt was born in Point Loma and her father, Gary Kirner, played for the San Diego Chargers in the 1960s. “I’m really looking forward to Mrs. California because I love San Diego and I love representing the city,” Kirner-Schmidt said. “I’m really glad that I’m able to do this.” Kirner-Schmidt had entered pageants when she was younger but hadn’t done one since her early 20s. She was encouraged to go for Mrs. San Diego by her husband, Chuck. While the Mrs. San Diego pageant was mostly questions and interviews, Mrs. California Pageant will be more elaborate, with a swimsuit and formal competition as well as the interview process. The contestants also have to decorate a mask that represents who they are. Kirner-Schmidt received her Mrs. San Diego sash and crown on Oct. 21 and since then has enjoyed representing the city at various local events. She had the opportunity to judge the Oceanside Heritage Festival’s chili

C

cook-off and was part of the Village of Pacific Highlands Ranch’s grand opening celebration on Nov. 5, helping to give away hundreds of prizes, including a brand new bike. Kirner-Schmidt was on the field on Nov. 13 for the Chargers Alumni Weekend celebration, along with her father. Her father showed off Mrs. San Diego to former teammates such as Ron Mix and Speedy Duncan. As Mrs. San Diego, she is hoping to make several visits to Rady Children’s Hospital and is collecting children’s books now to donate. Kirner-Schmidt describes herself as a “country girl,” her childhood reflects the less developed San Diego, raising pigs, cows and horses. She graduated from San Pasqual High School and San Diego State University. Kirner-Schmidt has lived in Carmel Valley for 16 years and before that she lived in Rancho Santa Fe. She used to work as a paramedic but after she divorced her first husband, she made a big decision to go to law school and become a lawyer. It was a scary decision for the-then single mom of three but she has able to get a community service scholarship to Trinity Law School in Santa Ana. Going back to school wasn’t always easy — she often traveled to Santa Ana with her children in tow and her youngest slept under her desk in class. She took her computer everywhere and multi-tasked, reading

homework assignments and writing essays while her kids participated in baseball, cheer and Boy Scouts — the laptop even came along on a Scouts camping trip. Kirner-Schmidt said she later apologized to her children for their hectic childhood. Her children, two of them college graduates and one still in college, told her they did not mind and that they admired the example she set of a strong work ethic and love for education. She has had her own law practice in Carmel Valley for the last eight years. “Going through that and being able to succeed, I think that I can encourage other

women to do the same,” Kirner-Schmidt said. “Sometimes my clients are scared and confused and I can tell them ‘I’ve been there.’ I tell them ‘If you can do it, I say do it.’” The mother of three also has a bonus son from her marriage to Schmidt and is a newly-minted grandmother. She is looking forward to picking out her formal gown and her swimsuit for June’s competition and lets herself dream about the four-tiered Mrs. California crown, modeled after Princess Diana’s. “I’m super excited,” Kirner-Schmidt said. “I would love to win Mrs. California.”

Reins of Change offers equine therapy in Rancho Santa Fe

BY CHRIS SAUR Two North County sisters have created a nontraditional therapy business that couldn’t be more at home in Rancho Santa Fe. Reins of Change offers equine therapy, where clients interact with horses under the watchful eye of an equine-assisted learning specialist and, in most situations, a specially trained psychotherapist. The results from even one session working with the majestic animals can have profound effects for those dealing with issues such as anxiety and depression or groups looking for team-building. And while the new business is perfect for the horse-friendly city of Rancho Santa Fe, it also a no-brainer for owners Betsy Gleijeses and Brandi Miller. “We grew up with horses, they’ve always been a part of our lives,” Miller said. “(Reins of Change) came about because I thought there was a need for equine therapy in the area.” After their mom passed away 10 years ago,

Miller said her horse was basically her therapist and that planted the seed in her mind. Gleijeses, who was already working as a court-appointed advocate for kids in foster care, saw equine therapy being done at the same barn where she was keeping her horse in the Los Angeles area and decided to sponsor one of her kids. She was very impressed by the results and worked to get the courts to fund a pilot program for foster kids. “I got into it because I saw the amazing impact it had on those kids,” Gleijeses explained. The sisters shared their experiences and eventually decided to both get certified through the world-renowned Equine Assisted Growth and Learning Association (EAGALA). Then, when Gleijeses moved down to join her sister in North County last year— Miller lives in Rancho Santa Fe, while Gleijeses is in Del Mar — the time was right and they opened Reins of Change. The work is done at Miller’s home, a

That therapist is Vivian Rowe, a licensed marriage and family therapist who has a holistic psychotherapy practice based in La Jolla in addition to her work with Reins of Change. Rowe is certified in equine-assisted psychotherapy (EAP) and equine-assisted learning (EAL) by EAGALA and is the EAGALA networking co-coordinator for San Diego County. During the sessions, clients (individual or groups) work with a therapist (Rowe), an

equine specialist (Gleijeses or Miller) and the horse, which isn’t trained specifically for this work to keep the interaction raw and unfiltered. Reins of Change serves children, families, at-risk youth, veterans with PTSD, people in recovery, people needing work on emotional intelligence and more. “It’s for anyone that would go to traditional therapy, it’s just a nontraditional therapy. It’s an experiential therapy and I think that’s the key to it,” Miller said. “That’s why it works. “The horses have the innate ability to pick up on your energy. You can’t lie to a horse. Solana Ranch Movie Night

Children’s Choir of the Berlin State Opera performs with San Diego Children’s Choir

S

olana Ranch Elementary School families gathered together Oct. 21 for a Movie Night event featuring the film “Aladdin.”

Solana Ranch Movie Night

The famed and award-winning Children’s Chorus of Staatsoper Berlin visited the City of San Diego as the first city stop in its West Coast tour and offered a free community concert together with the San Diego Children’s Choir. The San Diego Children’s Choir has a Carmel Valley contingent that rehearses locally at Carmel Del Mar Elementary School. The concert was held at the Spreckels Organ Pavilion in Balboa Park on Nov. 13 and hosted by the Spreckels Society of San Diego County. Both choirs performed a range of classical works and folk songs separately and combined. The San Diego Children Choir is directed by the talented Music Director Ruthie Millgard. The San Diego Children’s Choir invites you to participate in the coming 27th Annual Winter Concert season featuring Christmas and Hanukkah classics. Fired Up: La Jolla Residents React to Unsafe Roadway Hazards It’s no surprise that so many people visit the city of La Jolla. As the crown jewel of San Diego, thousands of tourists visit our city each year thanks in part to our white sand beaches, distinctive shops and restaurants and festivals held year-round. Along with perpetual sun and glistening waters, it’s no wonder that so many people choose to vacation in our lovely city each year. The truth is that the veneer of La Jolla is a beautiful one; but scratch beneath the surface and what’s revealed may surprise more than just the locals. In a wave of recent complaints, La Jolla

residents have gotten fired up about their city. Potholes, overgrown shrubbery, uneven sidewalks and red light running have gotten locals talking – if not concerned for their own well-being. More than just conversation, these are real issues the city must deal with – and hopefully address – in order to make La Jolla a safer, cleaner and more enjoyable place. Check any of the local papers covering road repair or, dare I say, the La Jolla Cove, and it’s clear that the voices of La Jolla want to be heard. Do residents have a voice? Well, when it comes to traffic and pedestrian safety, the answer is yes. You can take action. WHAT CAN YOU DO ABOUT LA JOLLA ROADWAY COMPLAINTS? While we empathize with residents over the future of the La Jolla Cove, our main concern lies in the safety of our city’s roads and pedestrian walkways – especially as it relates to what residents have called unsafe conditions. Potholes, disintegrating roadways, uneven sidewalks and even

red light running have run the gamut of complaints and each of these issues are concerning to us as car accident attorneys. The good news is that La Jolla residents can get in touch with city administrators to voice their concerns to prompt change. The bad news is that if voices are not heard, generally no change is implemented. If you’re a resident of La Jolla with knowledge of an unsafe roadway or pedestrian condition, here’s what you can do to bring the issue to light. POTHOLES AND BAD SIDEWALKS To report a pothole or bad sidewalk, call 619-527-7500 to notify San Diego street division for road and sidewalk repair division (the city of La Jolla does not have its own road repair division). The same division can be contacted for open waste found in roadways or on sidewalks, leaky fire hydrants or overgrown shrubbery. It’s important to call and report the hazard as soon as possible to avoid a potential car accident or pedestrian threat such as a slip and fall or head injury due to uneven concrete paving.

FALLEN TREES OR PUBLIC LANDSCAPE IN NEED OF CARE One resident wrote in to the La Jolla Light noting that a tree had fallen down after it had been excessively pruned by city employees. Although we certainly sympathize for the lost tree that had been decades old, the cause of our concern mainly lies in the potential danger of the tree falling on cars, people or houses. If you note a tree in need of trimming, call the city at 619-527-7500 or send an email to street_ service@sandiego.gov to notify city officials before the tree falls down and injures someone. For trees and landscaping located in La Jolla public parks, call 858-581-9716 to voice your concerns. RED LIGHT RUNNING If you notice that a certain intersection is especially prone to red light running, call the San Diego Police Department. Check your local SDPD neighborhood division for contact information. EMERGENCIES In ALL cases, if you note an emergency of any kind, call 9-11.

Lucky Duck Foundation presents ‘Swing & Soiree’

P

rofessional golfer and commentator Peter Jacobsen served as the MC of the evening entertainment and auction at this year’s Swing & Soiree held at the Santaluz Club Oct. 3. The nonprofit Lucky Duck Foundation raises funds and awareness for charitable causes. The 8th annual Swing & Soiree included a shotgun shamble golf tournament followed by an evening reception featuring a full bar, dinner and live and silent auction. All the proceeds raised go to the Lucky Duck Foundation’s three benefiting charities: the Helen Woodward Animal Center, the Challenged Athletes Foundation and Father Joe’s Villages. The Lucky Duck Foundation is a nonprofit organization founded by Pat Kilkenny, a former University of Oregon Athletic Director, and his wife Stephanie. The Kilkennys live in Del Mar and they match all the money raised at the Swing & Soiree so the money donated has twice the impact. Since its founding, the Lucky Duck Foundation has raised over $5,700,000 for charity. To learn more, go to www.challengedathletes.org. Online: www.delmartimes.net.

Things just come up when you are working with a horse because they are so big and powerful.” The equine therapy is a way to break through barriers because the therapist working with the client is always talking about the horse, so the client doesn’t feel like they are talking about themselves. “It can reach people that traditional therapy can’t reach,” Gleijeses explained. So how does it actually work? Clients can come to Reins of Change with a personal mental health goal or an obstacle they are trying to overcome, and the therapist and specialist work together to create a task, using props (such as balls, cones, hula hoops, etc.) for the client to complete with the horse in the arena. The range of activities is almost endless but one example could be the client building an obstacle course and then moving the horse through the course. The therapist watches the interaction — how the client designs the course, how they lead the horse and the reaction when

a problem arises like the horse gets distracted — and then talks to the client about everything afterward. “The goal is to take what you learn in the arena and apply it to your life,” Miller said. Reins of Change has several pre-designed programs available, including Power Tools for Living, where children and adolescents practice life skills like respect, responsibility, relationship skills, empathy, boundaries and choices and consequences. Other programs allow clients to work on empowerment, parenting and even reading skills. Miller spent many years teaching and volunteering and has an 8-year-old daughter named Grace. Gleijeses has two grown daughters, Caterina and Rosalba.
