Mo(smelly’s)kloof “The smoke was so bad in my home that we could not breathe.” This was one of the complaints over social media this week following the illegal burning of refuse at what is supposed to be a solid waste transfer station in Modjadjiskloof. According to the GLM spokesperson, the municipality in Modjadjiskloof were not aware of the burning of the refuse. They agreed that it was illegal, but that the culprits were unknown to them. The transfer station has since been labelled a “drop off point” by officials. This comes after the Modjadjiskloof landfill site was allegedly decommissioned a few years ago, because it contravened various environmental laws and was declared not fit for the purpose of waste management. The municipality was ordered to clean up its act. In the interim, the site was closed and a

temporary transfer station demarcated next to it. The refuse is supposed to be transported to the landfill site in Tzaneen, daily. One official stated that the rubbish is allegedly removed only once a week because apparently there is not enough waste to warrant the costs of daily transport. The transfer station, or drop off point, is also in contravention of the environmental Waste Act 59 0f 2008. According to the act a solid waste transfer station is a temporary facility meant for keeping waste before it gets transferred to the disposal or processing facility. The facility receives waste from collection vehicles and waste is dumped into static compactors, then re-compacted into compaction containers or floor trailers. The Waste Act outlines certain prerequisites in the construction of a transfer station which includes a solid concrete floor on which the

waste bins should be placed. In Modjadjiskloof the site has no floor, and the waste can seep into the soil, impacting negatively on the environment. A new landfill site has been earmarked for development. The problem is that the site is 40 kilometres out of town in Mapale. This provides another challenge as the GLM will have to fit the fuel bill for its waste disposal trucks to travel that distance daily. “In my mind it makes more sense for the GLM to transport the waste to Tzaneen which is only 15 kilometres away,” said one resident. “Perhaps the GLM opted to let the rubbish pile up in our town because of having to pay to drop the waste at Tzaneen?” Bulletin learnt that the decommissioned landfill site has in the meantime been adequetly restored. In stark contrast, Tzaneen’s landfill site has received clean audits from inspectors every year. The GTM’s site is managed like a military camp with all structures in place and all regulations and bylaws followed strictly by the book. The site is responsible for the creation of jobs, sub-contracts a very successful recycling operation and has proper access control. Visitors to Tzaneen’s landfill site cannot gain access unless they declare the waste they are disposing there. “If Tzaneen is proof of what can be done when the right individuals are placed into the right positions, and allocated funds are properly utilized, then what does Modjadjiskloof provide evidence of?” — Joe Dreyer joe@bulletin.us.com
